New lowered speed limit begins today Manhattan. The speed limit will drop from 30 to 25 mph across the city. Drivers on New York City streets will have to slow down starting Friday. Late last month, Mayor Bill de Blasio signed legislation that lowered the city’s speed limit to 25 mph. The law is part of Vision Zero, a group of 63 traffic initiatives introduced earlier this year in hopes of reducing the number of traffic-related fatalities in New York City. The 5 mph decrease is believed to double a pedestrian’s chances of surviving a crash, according to the mayor’s office. The change affects about 90 percent of city streets, and the mayor’s office previously said the city will need to install 3,000 new speed limit signs at the cost of $500,000. The new signs will first be installed at major intersections, highways and near the city’s highways and airports, the mayor’s office said previously. Paul Steely White, executive director of Transportation Alternatives, told Metro this is the first time the city has lowered the speed limit since 1964. The nonprofit organization promotes public transit, walking and bicycling instead of car use in New York City. “I think all this [Vi-

White said speed kills more New Yorkers than drunk and distracted driving combined, and the lower speed limit can mean life or death when a person is hit by a car. He said he was impressed by the “enthusiasm” and work the NYPD has done getting the word out on the lower speed limit. White said the next questions are whether drivers obey the new law, and if officers actively enforce the new speed limit.

High-ranking police from New York, D.C., Los Angeles and London gathered at NYPD headquarters Thursday to discuss the growing threat of “lone wolf” terrorists and how their departments can work together to stop them. Thursday marked the eighth annual Operation SENTRY conference, Police Commissioner Bill Bratton

said. Bratton said that social media is changing the way terrorist organizations like ISIS interact with potential recruits. “They are rapidly expanding their capabilities beyond anything that Al Qaeda ever dreamed of, using social media, magazines, websites, to actively recruit, and successfully recruit,” Bratton said. Police are investigating a Queens accident that involved an MTA bus and left one man dead on Wednesday night. According to a report from the NYPD, a Q13 bus was traveling northbound on Union Street at about 10:35 p.m. when it struck a 60-year-old male pedestrian who was crossing Union Street at Northern Boulevard. After the collision, the man was discovered by EMS responders with severe trauma and transported to New York Hospital of Queens, where he was pronounced dead on arrival. The bus operator remained on the scene. “We are saddened to receive news of another pedestrian struck and killed by an MTA bus driver,” said Paul Steely White, executive director of Transportation Alternatives, a nonprofit geared toward making New York’s streets safer. “MTA bus drivers have struck and killed four pedestrians in the last two months alone.” METRO

Man brutally attacks family A 49-year-old man brutally attacked his family on Wednesday night before attempting to take his own life, police said. At 9:15 p.m., Quan Hui-Lang reportedly bludgeoned his 7-yearold son with a barbell, hitting him three times on his head, before going on to beat the boy’s mother — Liang’s wife

— and leaving her with two broken eye sockets, missing teeth and cuts to her head. Liang also hit his mother-in-law. Before police arrived, Liang slit his own neck with a 12inch blade in an apparent suicide attempt. All three victims are listed in stable condition. Hui-Lang remains in critical condition following the self-inflicted throat slashing. METRO

Sandy hit hospitals get $1.6 billion Mayor Bill de Blasio announced on Thursday that New York City would get $1.6 billion in Federal Emergency Management Agency funds, which would go toward hospitals aected by Superstorm Sandy. Manhattan. A Columbia grad student says that the number of rats in NYC is far lower than people think. One New Yorker is questioning the veracity of vermin estimates in the city. An AP report suggested that there were two rats for everyone person in the five boroughs, putting the number of vermin at 16 million, but according to Columbia University Ph.D. student Jonathan Auerbach, that doesn’t add up. Auerbach unveiled a study on Wednesday that estimates the real number of rats in the city is closer to 2 million. Participating in a competition sponsored by the

Royal Statistical Society of London, Auerbach won the top prize for his look at New York City’s rat problem, an undertaking he explored for different reasons. Not only are rats a nuisance, Auerbach said in his study, they’re also a “threat to public health,� spreading diseases and causing “26 percent of cable breaks and 25 percent of fires of unknown origin.� In order to draw his More rats

In fact, for the 8 million estimate — one rat per person — to be true, each colony would have to support 180 rats. Still, Auerbach doesn’t see his study as hard science, but rather as “part of an ongoing investigation.� He admits, “It is always a possibility that one big lot will support multiple colonies of rats or that large reservoirs of rats exist and are never reported to 311,� he wrote. Texas’ Perry slams charge Texas Gov. Rick Perry made his ďŹ rst court appearance on Thursday to answer felony abuse of power charges and afterward criticized a special prosecution that has cast a shadow over his possible Republican presidential run in 2016. Perry was indicted over his veto of funding for a state ethics watchdog that has investigated prominent Texas Republicans. Lawyers for Perry asked the court to dismiss the charges, saying the special prosecutor did not properly take the oath for his post. In his first news conference since Tuesday’s congressional elections that saw broad Republican victories, Boehner also said that if President Barack Obama unilaterally loosens some immigration regulations, he will “poison the well and there will be no chance of

Before the end of this year, Obama is expected to use his executive authority to help possibly millions of undocumented residents who have been living in the United States for an extended period, many raising families here. Charity. Facebook launches Ebola donation button Facebook said users would now have option to donate directly to various Ebola relief charities through a button at the top of their News Feeds. Facebook users can donate to three charities — International Medical Corps, the International Federation of Red Cross and Red Crescent Societies and Save the Children — starting Thursday, the company said on its Website. The social media company is also donating 100 terminals to provide Internet and voice-calling access for aid workers to Ebolahit areas in West Africa such as Guinea, Liberia and Sierra Leone.

Texas health officials on Thursday said the last person being monitored by the state for possible Ebola is set to be cleared by the end of Friday, concluding a 21day monitoring period. In a statement, the Texas Department of State Health Services said that no additional cases of the virus have been diagnosed in the state. Heading out to space with Christopher Nolan Interview. The director wanted his sci-fi movie to be a family film (sort of). Sure, it’s an epic sciencefiction drama partially filmed using IMAX cameras, with big, sweeping vistas of outer space and thrilling set pieces, but for director and co-writer Christopher Nolan, “Interstellar” is really a family movie. “When I first looked at [co-writer and brother] Jonah’s draft on ‘Interstellar,’ it was very clear that at the heart of the story was this great family relationship,” Nolan says. “We found the more we explored the cosmic scale of things and the further out into the universe you went, the more the focus came down to who we are as people and what are the connections between us.” The family in question at the heart of “Interstellar” is led by Cooper (Matthew McConaughey), a pilot and engineer forced to abandon his kids and father on a mission to find

a planet to replace the dying Earth. Maintaining that core theme of family sometimes meant engaging in a bit of subterfuge with his collaborators, including composer Hans Zimmer. “One of the things I did with Hans is I didn’t want him to know what the genre was when he started working,” Nolan says. “Before I actually started working on the script, I wrote out a page of what I considered to be the heart of the story — the relationships, the idea of a father having to leave his children — and I gave it to Hans and said, ‘Work on that for a day, give me what you’ve got at the end of the day and that will be the seed to grow the score from. And indeed, the finished score came from that particular creative act.” For a director who’s tackled amnesia, dreams and Gotham City, heading to space was a singular thrill. “Really, space exploration has always represented the most hopeful and optimistic endeavor that mankind has ever really engaged

At first, Jessica Chastain didn’t naturally share director Christopher Nolan’s wonder for space exploration, which probably had a lot to do with the “Interstellar” star’s first memories of the space program. “I remember when I was a kid, my first confrontation with space travel was when the Challenger exploded,” she says of the disaster in January 1986, when Chastain was just 8 years old. “I remember how traumatic it was,” she says of watching it in a classroom of other children. That early exposure to the darker consequences of exploration was quite a bit to get over, to put it mildly. “I had never, ever imagined that it was something that I wanted

Deep space. ‘Interstellar’ finds Nolan coming close to marrying the head and the heart He’s conquered Batman, dreams, magic and remakes of Swedish thrillers. (Where were the fanboys circa “Insomnia”?) Now Christopher Nolan aims to take outer space, with Matthew McConaughey and Anne Hathaway heading through a wormhole to find a planet to replace the dying, dust-caked Earth. The lowdown Nolan is the elementary school bookworm who also wants to play kickball. He’s a brainiac who also wants you to know he has a heart. “Interstellar” is both the most emotional film he’s made yet and the closest to a balance between ideas and feelings. It’s still a tough film. This isn’t some populist sci-fi where the trip from Earth to the deep reaches of space is a warp speed jaunt away. It will take years to get to the Saturn-orbiting wormhole, then who knows how long to bounce from planet to planet. What’s worse, McConaughey’s All-American, studly Cooper has left behind two young kids, one of whom, Murph, grows up to be a very angry Jessica Chastain. His eye is always on the clock, knowing a single hold-up can result in years elapsing. That this is a long film that’s constantly worried about time passing is a good joke, but — like most Nolans — it doesn’t have much of a sense of humor. But McConaughey helps. Cooper is tense and anguished, and — in the most nakedly devastating scene of Nolan’s entire

career — a tear-soaked wreck. Yet Nolan lets him bust out an “alright, alright, alright”-style hurray, and the actor is generally present and human in a film that’s often just scientists rattling off plot and scientific gobbledygook. Still, the harder “Interstellar” tries to marry brain to feelings, the easier it is to sense that feelings just aren’t Nolan’s bag. There’s a risible speech about love being provable whose only saving grace is that it seems insincere. But it fares exceedingly well with the Cooper-Murph business, notably because it doesn’t hold back on the

dark side. Murph is furious at her father for ditching her, and as time and tech issues result in long periods of radio silence, anger turns to paranoia. It’s the only time when science and feelings line up — where Nolan finds an organic way to use one of his gimmicks to get at something that hurts on a gut level. There’s also a strong sense of isolation and insignificance; our heroes, stuck in a ratty tin can, are often dwarfed in suitably awe-inspiring images. This is a deeply, sometimes thrillingly imperfect beast — one that reaches be-

Every great man one day gets his Great Man biopic. Now it’s Stephen Hawking’s turn, with Eddie Redmayne at the helm, portraying the theoretical physicist in his early Oxford days through his getting felled by motor neuron disease and finally winding up with a pretty sweet computer voice. The lowdown As far as

biopics subjects go, Hawking would seem to have it all: He’s a genius, he battles adversity, he has a patient but suffering wife (Jane, played by the reliably excellent Felicity Jones). And yet the real battle is between pounding his life into a ready-made structure without cheapening it. Director James Marsh (“Man on Wire”) is too smart to milk it for cheap emotions; this is a profoundly unsentimental film. But it still hits all the reductive, dumb biopic notes. MATT PRIGGE

Documentary epic. Filmmaker Frederick Wiseman’s trip to the museum is downright cosmic Having made observational documentaries about high schools (“High School”), hospitals (“Hospital”), even burlesque clubs (“Crazy Horse”), legendary filmmaker Frederick Wiseman turns to museums, with this epic study of London’s National Gallery. The lowdown In a sense, this is the usual Wiseman: As ever, the documentarian has spent months as a fly on the wall, capturing episodes from a single location. The subjects aren’t people but an institution — a living, breathing entity kept alive by deeply imperfect people. There is no music, no narration. And yet what you see isn’t reality unvarnished but a construction; the images

on screen were created by Wiseman, who has arranged this reality into an experimental narrative with a message. And “National Gallery” has a lot to say, perhaps more than a Wiseman film ever has. The tour guides (often shown contextualizing art pieces for many soothing minutes on end) talk about how viewing paintings from different angles yields new perspectives. Wiseman’s film keeps shifting its own perspective, examining how it’s run, exploring arguments for restoration or curation, watching debates on how best to present works that are often centuries old and robbed of their original intent. A work of serene intelligence, it gradually reveals itself as a portrait of mortality

Eddie Redmayne is sorry when he discovers the film of “Les Miserables” — in which he plays moony revolutionary Marius — is sometimes shown on a giant screen in Times Square. “I apologize for this,” he says. “That’s not what you want to run into when you’re going down Times Square — a giant freckled head.” He’s also forthright about his lack of scientific bona fides, despite

playing no less than Stephen Hawking in the biopic “The Theory of Everything,” which traces him from school through coping with motor neuron disease. Have journalists been grilling you about science? That was the great fear. I got through all of the “Les Miz” press tour, and everyone would say, “Would you sing something? Please sing something!” I thought at least this one would be easier. I got to San Francisco, and there were all these tech science newspapers. They were like, “Tell me about string theory!” “Please, no! I’ll sing for you! I’ll sing!” Are you a science nerd? Absolutely not. I gave up science when I was 14 years old. I really am one of those people whose brain can’t cope with that. However hard I tried — and I did try hard — it

The film very much stresses Hawking’s sense of humor. That smile when you’re with him, the world lights up. He uses it as shorthand, because it takes him so long to say things. A smile will be yes and an ever-so-slight grimace will be no. I got to see first-hand how expressive his eyebrows are. I heard stories from Jane and his nurses. His one nurse said that she had just graduated from training and her first job interview was with Stephen Hawking. She spent all night researching, prepping on her medical stuff. She arrived to meet him and the one and only question he asked her was, “Can you make poached eggs?” I think she lied and said yes, and he hired her. [Laughs]

Marvel ’toon. A perfectly fun entry gets totally overshadowed by its adorbs balloon robot In this shotgun marriage between Marvel and Disney’s animation wing, a Doogie Howseresque prodigy named Hiro (voice of Ryan Potter) joins forces with a team of techies-turnedsuperheroes, including an inflatable, synthetic, adorable bot named Baymax (Scott Adsit), who was designed as a mere health care worker. The lowdown “Big Hero Six” has some of the best comedic timing and direction in ages, which is odd as it’s a cartoon as well as a Marvel superhero movie. That’s mostly courtesy of Baymax. “I’m not fast,” he blankly informs our young hero, as a baddie bears down upon them. Indeed, before he’s tricked out with new programming and jet-packed armor, Baymax moves so slowly

that the movie often stops dead for him. Tens of seconds are burned as he patiently navigates tight spots or applies tape to tiny holes. Working through phrases in broken computer speak, Adsit never raises his voice, committed to single-handedly bringing a busy movie down to his glacial speed. Naturally Baymax is the best part of “Big Hero Six,” but by no means its only part. In its way, this is a more distinctive Marvel film than “Guardians of the Galaxy.” Divorced from the brand’s “Cinematic Universe,” it’s an even mash-up of the comics factory and their owners, Disney, and for the most part borrows the best from both worlds. It’s still as slight as its brethren, and it still all comes down to Baymax, who is like one

The lowdown: Writerdirector A.J. Edwards has edited and collaborated on Terrence Malick films, and it shows: His debut sometimes plays as flattering imitation. There are no “proper” scenes — just montages done in musical

movements. The camera pushes in close on actors while orchestral music competes with euphonious narration. It’s like Malick’s “The New World” — except that film is romantic, and this is stark and sometimes brutal, told in unforgiving black-andwhite that looks like old

photographs. In fact, it does go its own way. But even if it didn’t, that’d be fine; Malick has such a distinctive cinematic voice that it’s always lovely to see it. And Malick is busy with his own, increasingly elusive films — such as last year’s masterful “To the Wonder” — that it’s a treat seeing a more modest version of his shtick. This is such a stripped-down vision of survival in inhospitable times — when death was prevalent and human connection weak — that it doesn’t even need to be about Honest Abe to work. It could be about anyone and still be as mesmerizing. MATT PRIGGE

I think for new cooks or cooks who are just starting out, it’s a good way, because a lot of it is comfort food.� For a sample of what the book does have to offer, Brownstein and Armisen suggest the Bird in a Grilled Cheese Nest, so we’ve provided the recipe. “I love eggs on anything, and Portland is very egg-y now,� Armisen says. Brownstein likes the dish for its simplicity. “This is something that just requires bread and cheese and egg. It’s all the ingredients I like, and it’s like a fancy grilled cheese,� she says, adding, “I’m sorry, yes, it’s carbheavy. You can follow that up with a big steak!� Portland staple

Recipe. Bird in a Grilled Cheese Nest Ingredients

4 slices best-quality packaged white sandwich bread

•

2 tablespoons mayonnaise (not reduced-fat)

•

2 tablespoons freshly grated ParmigianoReggiano 3 ounces (about 1 cup)

Total: 25 minutes Makes 2 sandwiches

Preheat the broiler, setting the rack six inches from the heat.

Arrange the bread on a work surface and spread one side only with the mayonnaise, evenly and to the edges. Sprinkle the Parmesan over the mayonnaise and press lightly to make it adhere. Flip the bread and add the coarsely shredded cheese and the scallions to two of the slices. Close the sandwiches, with the Parmesan-encrusted sides out.

Heat an ovenproof griddle or skillet over medium heat and lightly grease with butter. Add the sandwiches and cook over moderate heat until lightly browned on the bottom, 1

coarsely shredded cheese, such as fontina, unaged Asiago, or unaged Gouda •

Transfer the sandwiches to a cutting board. Using a biscuit cutter or the rim of a glass, cut out a 2-inch hole in the center of each sandwich. Return the sandwiches and cutouts to the griddle, browned side up, and melt a sliver of butter in the holes. Crack an egg into each hole and cook over medium heat for about 30 seconds. Transfer the griddle to the broiler and cook until the top is browned and the egg whites are just set but the yolk is still runny, about 2 minutes. The tops and bottoms should be golden, but be careful not to overtoast the bread.

Sprinkle the eggs with truffle salt, if using, and serve immediately, with the cutouts of bread on the side.

AC/DC drummer in murderfor-hire plot

AC/DC drummer Phil Rudd was arrested in New Zealand on charges he sought to hire someone to murder two men, according to BBC News. Rudd was also charged with possession of methamphetamines and cannabis, but the murderfor-hire charge alone could get him 10 years in prison. His band, based in Australia, is due to release a new album later this year, although Rudd didn’t appear in a recent publicity photo or video shoot.

Storylines to watch as Giants face Seahawks

NFL. The Giants are looking to stop a season-high threegame losing streak.

The Giants are in the middle of a four-game stretch that’ll test their mettle and togetherness. Following a deflating home loss to the Colts on Monday night, Big Blue won’t get a break when they face the Seahawks at Century Link Field on Sunday. The MetroStars (now known as the Red Bulls) were supposed to be the dominant team of MLS with American World Cup stars Tony Meola and Tab Ramos. They salvaged their season to make the playoffs and split the first two games of their playoff series with D.C. United. The scoreboard read 1-1 as the clock ticked down when rookie Rob Johnson tackled Marco Etcheverry in the box and set up the winning penalty kick. Johnson still follows the Red Bulls closely. He will be watching Saturday’s game from his home in South Jersey, hoping the franchise’s curse

That matchup featured five interceptions of Manning, but according to Seattle head coach Pete Carroll, this year’s version is totally different as the veteran has cut down on mistakes. Manning has thrown just five interceptions all of this season. He’s on pace to have one of his best seasons, even as the team struggles to a 3-5 record.
