Cops to ticket for small weed busts NYC. The police will issue summonses instead of making arrests for small amounts of weed, in policy shift. Police Commissioner Bill Bratton and Mayor Bill de Blasio said Monday the NYPD will stop arresting most people in New York found with less than 25 grams of marijuana. Historically, the department has arrested those who possessed small amounts of marijuana on misdemeanor charges of criminal possession of marijuana (fifth degree). When the new policy goes into effect on Nov. 19, those found with less than 25 grams will receive a summons to appear in court for the lesser violation of unlawful possession of marijuana, and have their drugs seized. At a Monday afternoon press conference, both Bratton and de Blasio made it clear they do not support the legalization of marijuana. Bratton said issuing summons frees up his officers to pursue higher-level drug offenses. “This is the policy of the New York City Police Department,” Bratton said. “I have made a decision based on extensive discussion with my leadership

Bratton said anyone found smoking marijuana will continue to be arrested. Those who receive a summons will still have to appear in court, usually several weeks after the incident, and are subject to a $100 fine on the first offense; $250 on the second within three years. Bratton said marijuana arrests are down 3 percent this year, with 24,828 arrests in 2013, and 24,081 as of Nov. 9. Marijuana phone call complaints are up 30 percent, and Bratton said the “vast majority” of the calls placed to 911 and 311 are coming from the city’s “poor” and “minority” neighborhoods.

In July, Brooklyn District Attorney Ken Thompson announced he would stop prosecuting marijuana misdemeanors for first-time offenders. Waiting outside of police headquarters were about eight members of Drug Policy Alliance. Kassandra Frederique, a policy manager, said minorities are going to continue to be targeted for marijuana offenses, and will continue to receive summonses, if they are not arrested. “These same communities ... need resources, and targeted law enforcement, stop and frisks and unlawful marijuana arrests are not going to help,” Frederique said. Brawl erupts on F train, four arrested

A melee broke out on a F train at 5 a.m. Saturday after a man slapped a woman who was taunting him. In a video of the event, a young woman ridicules a fellow passenger. When the man gets fed up, the woman attempts to hit him and he slaps her. The encounter turned into a brawl, with fellow passengers getting involved. As the video went viral Monday, the NYPD arrested four in connection with the fight. Jorge Pena, 25 and Kevin Gil, 21, were charged with misdemeanor assault and disorderly conduct; Danay Howard, 21, was charged with felony assault; and Shanique Campbell, 20, was charged with misdemeanor assault and disorderly conduct. NYC. City booms with self-employed: Study New York is bursting with freelancers. A new study released on Monday by the Center for an Urban Future reveals that New York City is home to 250,000 self-employed workers, a segment of the workforce that’s increased by 31 percent since 2000. “Part of what we’re seeing is probably out of necessity as big companies cut back and lay people off,” said Jonathan Bowles, executive director at the Center for an Urban Future. “There aren’t a lot of great jobs out there, but also part of it is that technology is really giving people a platform to go out and work on their own.” According to the report, the Bronx has had the largest percentage increase in self-employment since 2000 while Brooklyn is the most popular home for freelancers, housing 72,503 self-employed workers.

An aspiring model and actor died on Monday in the wake of a reported daredevil stunt gone wrong. Early on Sunday morning, 21-year-old Brian McClellen was electrocuted and severely burned after he jumped on top of a Metro-North train that was heading from Con-
Manhattan. Ebola doctor to be released Dr. Craig Spencer, who has been treated for Ebola at New York City’s Bellevue Hospital since Oct. 23, is set to be released on Tuesday. Spencer, 33, treated Ebola patients in Guinea, and started showing symptoms after he returned to New York. Spencer arrived at John F. Kennedy International Airport on Oct. 17 and
said he started feeling fatigued and exhausted on Oct. 21 in the morning. He was checked into the hospital two days later. Health department officials said Monday that he is virus-free and is not a public health risk. City officials will speak about Spencer’s release on Tuesday morning, and the doctor is expected to make a statement. METRO

Cybersecurity researchers have warned that a bug in Apple Inc’s iOS operating system makes most iPhones and iPads vulnerable to cyber attacks by hackers seeking access to sensitive data and control of their devices. Cybersecurity firm FireEye Inc. published details about the vulnerability on its blog Monday, saying the bug enables hackers to access their devices by persuading users to install malicious applications with tainted text messages, emails and Web links. The malicious application can then be used to replace genuine, trusted apps that were installed through Apple’s App Store, including email and banking programs, with malicious software through a technique that FireEye has dubbed “Masque Attack.� Apple officials could not be reached for comment.
Wei said that FireEye disclosed the vulnerability to Apple in July and that representatives with the company have said they were working to fix the bug. News of the vulnerability began to leak out in October on specialized Web forums where security experts and hackers alike discuss information on Apple bugs, Wei said. Wounded U.S. veterans and family members of U.S. soldiers killed in Iraq sued five European banks on Monday, seeking to hold them responsible for shootings and roadside bombings because they allegedly processed Iranian money that paid for the attacks. The lawsuit filed in U.S. District Court in Brooklyn, New York, named Barclays Plc., Credit Suisse Group AG, HSBC Holdings Plc., Standard Chartered and Royal Bank of Scotland Group Plc. The banks did not immediately respond to requests for comment. The lawsuit was brought under the U.S. Anti-Terrorism Act, a 1992 law that permits victims to bring private suits against alleged financiers of militant operations. The militant groups included a Shi’ite militia in Iraq, Kataib Hezbollah, as well as Quds Force, the overseas arm of Iran’s Islamic Revolutionary Guard Corps, according to the lawsuit. Since 2009, the five banks have agreed to pay about $3.2 billion to the U.S. government to resolve allegations that they handled money in violation of sanctions against nations such as Iran, Libya

Ebola watch. Doctor isolated in N. Carolina after trip to Liberia A missionary doctor deemed to be at ‘some risk’ for developing Ebola after returning from Liberia has been placed under a 21-day quarantine in North Carolina, his mission group and local health officials said on Monday. Dr. John Fankhauser, 52, has shown no signs of the virus since arriving in Charlotte over the weekend but will be monitored for symptoms during the quarantine period ordered by the Mecklenburg County Health Department, Christian mission group SIM USA said. This is the second quarantine the family physician from Ventura, California, will spend on SIM’s campus in Charlotte, the group said. In mid-August, he was isolated after returning to the United States from Liberia, where he treated
Ebola patients, including two U.S. missionaries who became infected with the disease. SIM said Fankhauser volunteered to go back to Liberia after another colleague, SIM missionary Dr. Rick Sacra, became ill with the virus. The National Weather Service has issued winter storm warnings and watches for a wide swath of the northern U.S. from northern Idaho to northern Michigan with predictions of more than a foot of snow in many areas and temperatures dipping 20
to 30 degrees below normal for this time of year. The storm is expected to hamper travel by closing roads with heavy snow and winds and causing power outages, according to the National Weather Service. Sgt. Jesse Grabow from Minnesota State Patrol said a semi trailer hauling turkeys overturned on Interstate 94 Eastbound near Dalton, Minnesota, early Monday morning. The driver was uninjured but there were some turkey fatalities, he said.

A cold front associated with the storm will dump rain on the lower Great Lakes, Ohio Valley and as far south as the western Gulf Coast on Tuesday, the National Weather Service said.

As long as it’s a threat to Gwyneth Paltrow’s Goop, I guess it’s fine by Stewart. The classiest ex-con in Connecticut put any previous differences aside when she introduced the former “Gossip Girl” star as her “friend” at her recent American Made Summit. That might have had something to do with the fact that Lively would totally let husband Ryan Reynolds tap that, as it were. “When we met Martha, she was like, ‘I’ll ride motorcycles with you, Ryan,’” Lively told the crowd at the Summit. “That’s the only woman

Robert Plant has taken pains to say he isn’t interested in another Led Zeppelin reunion, but yesterday morning a rumor circulated that made him seem severely uninterested. The Daily Mirror reported that Plant tore up a contract offered by Richard Branson worth nearly $800 million that would have brought the classic rock titans back for
35 shows in London, Berlin and somewhere in New Jersey. The other members were each reportedly offered somewhere closer to $200 million. Plant’s publicist reportedly emailed The Guardian later in the afternoon and called the $800 million number “rubbish.” He did not, however, offer any new hope for an actual Zeppelin reunion.

How does the “New Girl� experience compare to “Happy Endings�? I feel like “Happy Endings,� we never had the luxury of comfort. We never felt like we were just going to be here for years, so we were always eager to give our best. When you’re on “New Girl� and you know
it’s going to be here for a couple more years, you’re a little more relaxed. I also feel like the one thing that “New Girl� has that “Happy Endings� didn’t — which I feel like they needed more of — is heart. I feel like “New Girl,� no matter how crazy they get, they’ll have at least one or two scenes where they just ground the hell out of it and it’s like, this is why the show stays on the air, because people need to make that connection. I feel like “Happy Endings� was more of coastal show, appeal-wise.

Someone will say, “Is that a camera?� or “Is that a tape recorder?� I’ll say, “Yeah, would you like to see how it works?� So you put the camera on their shoulder and let them look through the eyepiece, or put the headphones on and hold the mic up and let them talk so they can hear their voices. That happens occasionally, but not often.
Your earliest ďŹ lms tended to focus on bureaucratic incompetence. Films like this and “At Berkeleyâ€? are far more hopeful. Not everything is bad. Seeing good people doing good things and useful things and complex things well is just as good a subject as showing a horrible prison where people are abused. I don’t think it represents any evolution in my thinking so much as a wish to display as wide a variety of human experiences as possible.

Ways to save money on holiday travel Deals. Johnny Jet shares his top tips so you can visit the family — and still have cash left for gifts.
Travel expert John E. DiScala, better known as Johnny Jet, gets flown around the world by hotels, airlines and destinations hoping to get his nod of approval on JohnnyJet .com (and, a couple of years ago, his Travel Channel show “Hot Spots 2012”). Sir Richard Branson even gave him a personal tour of his island and spaceship. It’s not a bad gig, and one that has let DiScala amass a ton of useful travel knowledge, from how to fit your life into a carry on to the best travel apps. We caught up with DiScala and picked his brain about how to save money on Thanksgiving and Christmas trips.

“Sometimes only a certain amount of bargain fares are loaded into the system,” DiScala explains. “If you’re a family of four and there are only three fares left at the bargain price, and you search for four people, all four will get the higher price.” So first search fares for one person. Then search for four and compare the two — if the second result isn’t the first fare multiplied by four, try searching three people. The goal is to get the max number of family members the cheapest fare.

When waiting isn’t an option, “the No. 1 trick is to be flexible,” says DiScala. “Take Thanksgiving: You’re not going to find a deal for traveling Wednesday to Sunday — the airline has no incentive because that’s when everyone wants to go.” Instead, “use your vacation days wisely” and extend the holiday, he says: Fly on the Monday or Tuesday before Turkey Day and return on the Tuesday or Wednesday after. Or, make it a mini-trip by flying out Christmas morning and returning the next day. Once you pick your day, don’t search for a specific time frame. Be flexible on flying early in the morning

Check all the travel search engines, like Travelocity and Kayak, and sign up for fare alerts. Go directly to airlines’ sites to see what they offer. Mets sign Cuddyer in first big move

The free agency period began just last week, and the Mets — strangely enough — are the first team to make a significant move. New York signed veteran outfielder Michael Cuddyer to a two-year deal, the team announced Monday. ESPN reports the deal is worth $21 million total, with $8.5 million coming in 2015 and $12.5 million in 2016. Cuddyer, 35, hit .332 with 10 home runs and 31 RBIs in 49 games last season. He was on the disabled list three times, however. And those numbers came in the friendly confines of Coors Field in Colorado. The Mets will surrender their No. 15 pick to sign Cuddyer, who is a Type A free agent. The team was reluctant to sign Michael Bourn before the 2013 season, because only top 10 picks are protected and they owned the No. 11 spot. METRO
Bad news
Palmer out for season The MRI results Monday were hardly a surprise after Sunday’s speculation, but Arizona quarterback Carson Palmer is out for the season with a torn left ACL. Palmer tore the same ACL, and MCL, in 2006. The Cardinals have the best record in the NFL at 8-1 and Palmer just signed a three-year extension.
MLB. The starter took top rookie honors Monday, joining four other Mets to win the league award. Jacob deGrom long ago captured the attention of New York City. He capitalized on that nationally Monday when he was named the NL Rookie of the Year. The 26-year-old unexpectedly emerged as the Mets’ top starter this season, let alone their top rookie. A handful of top prospects, including Zack Wheeler, Noah Syndergaard and Rafael Montero were expected to emerge, but deGrom did instead. DeGrom wasn’t even one of the team’s top-10 prospects entering 2014, according to Baseball America. “It’s a real honor,” deGrom told MLB Network after being named the winner. “I’m real thankful.” He beat out Reds center fielder Billy Hamilton and Cardinals second baseman Kolten Wong for the award. DeGrom more or less ran away with the award. He received 142 points total and 26-of-30 first-place votes. Hamilton received

He struck out 144 batters in 140 1/3 innings. The right-hander ended the season in style. DeGrom lowered his ERA in each of his final six starts and had 23 strikeouts in his final two starts, including an MLB-record eight strikeouts to start a game in his second-to-last outing. “Even coming into this
year, I didn’t really know what to expect,” said deGrom, who was in Single-A in 2013. “I came up in the bullpen and got the opportunity to start, and I just wanted to make the most of it.” Yankees reliever Dellin Betances was a finalist for the AL Rookie of the Year award, but White Sox slugger Jose Abreu was the landslide winner, receiving all 30 first-place votes. The Yankees may be looking for a new closer for the second straight season. The team announced Monday afternoon David Robertson declined a $15.3 million qualifying offer and will become a free agent. The Yankees could still re-sign Robertson, but he should draw quite a bit of interest on the open market. The Yankees also have Dellin Betances to fall back on as a closer. Robertson was very successful in his first year season taking over for Mariano Rivera. He
finished with 39 saves ves in 44 opportunities and d had a 3.08 ERA. He struck ck out 96 batters in 64 1/3 innings. Robertson is unlikely likely to receive more than n $15.3 million annually from another team, but he could get the security of a longer-term deal forr more total money. The Nationals’ Rafael Soriano was the highest-paid reliever in baseball in 2014 at $15 million. Betances, 26, had a 1.40 ERA in his first full season in the majors. METRO
