City Council members want to keep closer tabs on costumed characters who interact with the 500,000 people who pass through Times Square daily. At a hearing Wednesday on a bill that would require the characters to obtain a license through the Department of Consumer Affairs, performers said they were concerned by the fingerprinting requirement and what they called the arbitrary line between asking tourists for tips in exchange for a photograph and a misdemeanor charge of “aggressive panhandling.”
“I’m a law-abiding citizen,” said Keith Albahae, who dresses as the Joker in Times Square. “If I need to be fingerprinted, every one should be.” Bronx Councilman Andy King, who sponsored the bill, said he grew concerned a year ago when Dan Sandler, who performed as Elmo in Times Square was arrested last year for disorderly conduct. The proposed law would require a permit for characters who conceal or alter their appearance with a mask or makeup. The $175 license would be valid for two years, with a one-time $75 fingerprinting fee. Lymphoma patient told she deserves cancer Embattled ride-share service Uber today apologized after one of its drivers told a woman undergoing cancer treatment who had cancelled an Uber ride, that she was “not human.” Spokeswoman Arielle Goren said the company
regretted the “absolutely terrible incident.” “I think you deserve what happened to you with such a [character],” an unidentified Uber driver wrote in a text message to 25-year-old Alexandra Craigle, an NYC native who was diagnosed with lymphoma in 2012. Craigle canceled a ride within five minutes of requesting it on Nov. 10.

Activists skeptical as policy takes effect Police will no longer arrest people in New York City for carrying up to 25 grams of cannabis under new orders to cops from Mayor Bill de Blasio and Police Commissioner William Bratton. Possessing weed will now be the equivalent of getting caught speeding, with cops able only to issue a summons to people found in possession of small amounts of the drug. Laws decriminalizing marijuana possession were first passed in 1977 and reaffirmed in 2011 by then-Police Commissioner Ray Kelly. A poll by Quinnipiac University showed 71 percent of New Yorkers approved the policy. Marijuana rights activists are more skeptical. “We don’t know what it means yet,” said Adam Scavone, co-founder of the NY Cannabis Alliance. “We still have 30,000 arrests despite the

fact that New York decriminalized marijuana back in 1977.” Colorado, California, Oregon, Alaska and Washington, D.C. have already legalized the sale and possession of marijuana. “What we hope [the policy] means is that fewer people will be arrested,” said Danny Danko, a member of cannabis legalization nonprofit NORML. “We view it as a step in the right direction.” METRO

Obama to announce go-it-alone plan on immigration tonight Immigration. President’s plan on deportations will aid immigrants, set up confrontation with Congress. President Barack Obama will outline a plan on Thursday to relax U.S. immigration policy and grant relief from deportation to as many as 5 million undocumented immigrants in a go-it-alone move that will deepen a partisan divide with Republicans. The White House said Obama will deliver a televised speech on Thursday night laying out the plan, followed by a trip to Las Vegas on Friday to build support. Nevada is home to the highest proportion
of undocumented immigrants in the country. Frustrated by years of congressional inaction on what most in Washington agree is a broken immigration system, Obama said in a Web video posting that he is now prepared to act unilaterally. “So what I’m going to be laying out is the things that I can do with my lawful authority as president to make the system work better even as I continue to work with Congress and encourage them to get a bipartisan, comprehensive bill that can solve the entire problem,� he said. A bill to end the National Security Agency’s (NSA) bulk collection of telephone records failed on a procedural vote in the Senate on Tuesday after senior Republicans said it would benefit enemies of the United States, including Islamic State militants. The “USA Freedom Actâ€? was supported by an unusual coalition of Democrats and conservative Republicans concerned about Americans’ privacy, but failed 58 to 42, falling short of the 60 votes needed to move ahead. The measure is unlikely to become law anytime soon, as Republicans will hold a majority of seats in the Senate after Jan. 1. Senate Republican Leader Mitch McConnell, the future Senate Majority Leader, came out
strongly against the bill in a Senate speech on Tuesday morning, concerns matched by several hawkish Republicans, including former government officials. The legislation was the first considered by the full Senate that addressed privacy concerns raised last year after revelations by former NSA contractor Edward Snowden showing U.S. intelligence was collecting and storing communications metadata, such as the records of millions of Americans’ telephone calls. Among other things, the bill would have required the NSA to ask a communications company for records of a specific person when investigating a terrorism case, rather than indiscriminately sweeping up records. The House passed a similar, but less restrictive version of the bill earlier this year. The White House had supported the legislation, denying assertions that it would benefit terrorist groups. Expert on nuclear talks. ‘The danger of Iranian nuclear weapons has been overstated’ The international community and Iran have set a deadline of November 24 to come to an agreement in the dispute over Iran’s nuclear program, a conflict that has dragged on for years. What’s at stake? “The U.S. will probably allow Iran to save face and maintain some enrichment capacity,” Ivan Eland, senior fellow and director of the Center on Peace & Liberty at The Independent Institute, tells Metro. What does Iran want? Iran may want a nuclear weapon, but that has never been clear. The U.S. intelligence community says that Iran has not made the decision to take steps to get a weapon. It is also not clear whether the new leadership has abandoned this goal — if it were ever the goal — in the wake of international sanctions. Certainly, Iran would want to exercise its rights as a signatory to the Nucle-

A New Kid on ‘The McCarthys’ Interview. A new CBS sitcom set in Boston made an important casting decision: the addition of a member of New Kids on the Block. With Joey McIntyre on “The McCarthys” and Donnie Wahlberg on “Blue Bloods,” CBS is now at 20 percent New Kids on the Block saturation. “We’re on different nights, so that’s good. We can get one more half-hour out of [the fans],” McIntyre jokes. But those Blockheads — fans of the boy band — are showing their support. “They’re very excited about the show. I think, of course, they’re going to be inclined to like something that I’m on or one of us is on, but they’re a good audience;
they’re a smart audience.” McIntyre stars as one of the McCarthys, a Boston family that includes twins Gerard (McIntyre) and Sean (Jimmy Dunn) along with brother Ronny (Tyler Ritter) and sister Jackie (Kelen Coleman), all under the leadership of parents Arthur (Jack McGee) and Marjorie (Laurie Metcalf). This isn’t the first time McIntyre has put his Boston roots to work for an acting gig. McIntyre played one of Melissa McCarthy’s brothers in last year’s “The Heat,” though he says the two families are very different. “There is a certain aspect to it, a certain niche that Boston brings — an Irish Boston kind of chip on your shoulder, workingclass mentality, very opinionated,” he says. “There’s a certain thing that I think Boston people have, a point of view. Seems like they’re making good pop music and they’re good guys. I think they should dance a little bit more, but other than that they seem like good guys.”

Step it up with cashmere How to wash “Hand washing is great — use a mild hand wash soap or special cashmere one,” advises Bell. “Soak the garment, then gently agitate it in the water. Rinse in clean warm water until no soap remains, then squeeze out the water.” But never wring your cashmere items, she warns. It stretches the garment and the fibers. To get it back to its natural shape, just give your sweater a shake. “Then lay it flat to dry. You can give it a gentle spin in the washing machine first,” Bells says. For a finishing touch, bust out the iron. “But don’t iron directly on cashmere, or any kind of wool, as it burns the fiber,” says Bell. “Use a damp lightweight cloth and lay it on top of the sweater, then press with an iron.”

Post-wear tips Don’t leave your luxe cashmere lying around the house, says the expert. “Fold it up and keep it in a sealable bag away from the dreaded moths that like to eat the fabric,” she says. “And keep a cedar ball in the bag as an extra safety measure.” Another tip: “Wash your cashmere regularly, as it will revitalize the fibers and keep any pilling to a minimum,” says Bell.
What to look for “Make sure the composition label reads 100 percent cashmere, simply because there are an awful lot of cashmere mixes out there,” says Bell. “Make sure the garment has a close, even knit. Always remember a good cashmere shouldn’t be too hairy, fuzzy or overly soft. It also needs to have the correct twist per inch: If it’s too tight, the garment feels too hard, and if it’s too loose, it will pill easily.”

No matter how much you love your family, gathering together for Thanksgiving can be a stressful experience — particularly if you’re single and don’t feel like talking about your personal life over dinner. “I would just say to your family ‘Thank you for caring,’” says Sonia Choquette, a life coach and the author of “Walking Home: A Pilgrimage From Humbled to Healed.” “Don’t get defensive. Just say, ‘I’m so grateful that you care about me. Being single is a choice that I am making because it’s good for me right now.’” Choquette offers these pointers for having an emotionally healthy holiday with your fam.

It might be a good idea to call your parents before Thanksgiving and tell them that: “What you want to do is say, ‘I am in a difficult period right now, but I’m really looking forward to coming home.’”
Remember not to assume that everyone is judging you, says Choquette. “It’s really important to recognize that those thoughts are fears, not facts,” she adds. “Relationships, you have to remember — whether they are friends or a couple or family — are just two complicated people trying to find common ground,” she says. Online daters who have updated their OkCupid accounts recently might have noticed something different in the “About Me” section: a slew of new ways to describe one’s gender and sexuality. Mic.com reports that select users of the popular dating site have the option of identifying as “Demisexual,” “Heteroflexible” and “Pansexual” among other terms in the sexual orientation section. The daters who have been offered the new options can also now choose from 20 words to describe their gender, words that include “Transconforming,” “Other” and “Genderfluid.” While the site did not officially announce the new changes, it has been hailed as a welcome change by many blogs. Daily fantasy sports industry is booming Fantasy sports. Online sports gambling is illegal, but DraftKings and FanDuel are exempt from the law. We’re living in the golden age of fantasy sports, and companies like DraftKings and FanDuel are reaping the benefits. The relatively new companies target a specific segment of fantasy sports players: those who want action each and every day. For instance, in regular fantasy baseball leagues, owners draft their teams prior to the start of the season and the only way they can add or dump players on their roster throughout the season is through trades or through the waiver wire. In the world of daily fantasy, owners can draft entirely new teams each and every night. Got a hunch David Ortiz is going to go 4-for-4 at the plate tonight? Draft him, and hope others don’t. The daily fantasy industry is growing rapidly and along the way it is also making millionaires out of some of their more skilled — or lucky — owners. hundreds of thousands of [daily fantasy] games. I’m confident it’s a game of skill. It’s definitely a game of skill. It’s very data-driven — you’re always crunching numbers. And it’s very hard to be a good player.” Gambling on sports online was outlawed in the United States in 2006

Buffalo snow getting in way of Jets-Bills It might be sub-freezing in New York City this week, but it could be worse for the Jets as they practice for Week 12’s game against the Bills. They could already be in Buffalo. Meteorologists at the Weather Channel tell Metro that Buffalo has already received 65 inches of lake-effect snow. A
second round of significant lake-effect snow will begin Wednesday evening into Thursday, resulting in another five to eight inches of snow for the region. If that wasn’t enough, warming temperatures this weekend and a chance of rain may lead to snowmelt flooding concerns, according to the Weather Channel. “It is hard to imagine what they’re going through,” Jets head coach Rex Ryan said of the Bills.

Heavy snowfall is throwing a loop in Buffalo’s practice schedule leading up to Sunday’s game. “I have not heard anything,” Ryan said on Wednesday. “We’re planning on playing one way or another, whatever the league says.” Current estimates have 22,000 tons of snow currently inside Ralph Wilson Stadium, an amount that would fill the Bills practice facility eight times over.
