Quotas could be end of the line for region’s cod fishers Fishing. Fishermen are skeptical of government restrictions on cod. Cod fishing — that centuriesold and iconic New England vocation — is floundering. Business is bad and the outlook is grim, say industry insiders, even after a local board decided to block a rule that would have barred cod fishing between the Cape and Portland, Maine. “The industry is at a standstill. They cannot fish,” said Angela Sanfilippo, president of the Gloucester Fishermen’s Wives Associates. “Most of the areas are closed. There’s only a little window where they can fish.” Cod quotas have been falling every year, said Sanfilippo. And fishermen took another hit earlier this month when regulators, concerned by dwindling fish stocks — something some fishermen dispute — slashed the allowable cod catch by 75 percent through emergency action. The National Oceanic and Atmospheric Administration says Gulf of Maine cod has “continued to decline in abundance.” The areas of ocean still open to cod fishing don’t do

Boston police readying for Ferguson verdict College activists should keep their cool when a grand jury reports on the fatal August shooting of an unarmed black teen in Ferguson, Missouri, Boston Police Commissioner William Evans said Thursday. “I ask that if public demonstrations occur as a result of the decision, they are done with respect to our neighbors and businesses, responsibly and peacefully,” Evans wrote in an open letter distributed to the press. A grand jury is expected to decide Friday whether police officer Darren Wilson ille-

Many Gloucester cod fishermen fish and man their boats alone. Going out that far, said Sanfilippo, puts their lives at risk. “The Gloucester fleet, they’re all tied up at the wharf

right now,” she said. While the New England Fishery Management Council did not adopt a sweeping measure this week that would have effectively halted Gulf of Maine cod fishing, Sanfilippo says the current rules mark the end of the industry “as we know it.” In Massachusetts and New Hampshire, said Sanfilippo, the federal cod regulations are

hurting more than 500 people. Despite the quota cuts to cod in recent years, the species “is not recovering as expected,” said NOAA spokeswoman Maggie Mooney-Seus. Fishermen in communities like Gloucester have begun to shift their focus to more abundant fish stocks, like lobster, herring and pollock, as NOAA has tried to help fishermen gasping for breath under the new cod rules by increasing quotas for other species. “The fishermen are seeing lots of fish,” said Jim Kendall, president of New Bedford Seafood Consulting. “The guys are saying the whole Gulf of Maine is loaded with cod. I’m talking large amounts, tens of thousands of pounds.” Mooney-Seus says the cod population is actually declining. “Bottom line, research surveys conducted over the past 40 years indicate that Gulf of Maine cod are not in many of the areas where they used to be.” Kendall, like Sanfilippo, said the cod fisherman are desperate for a solution. “I think there’s going to be a lot of hurt among the industry,” he said. “What they (the regulators) are proposing is a way to financial ruin.” DANNY MCDONALD @DMacCash daniel.mcdonald@metro.us

Mass. State’s solar future bright, will save money in the long run: Report Massachusetts is on track to glean 20 percent of its electricity from the sun by 2025, according to an Environment Massachusetts report released Thursday. The Bay State can produce twice as much electricity from solar power as it consumes each year, but the technology doesn’t come cheap, according to the report, “Star Power: The Growing Role of Solar Energy in Massachusetts.” Environment Massachusetts’s campaign organizer Ben Hellerstein called the goal “ambitious but achievable.” Asked about cost concerns, Hellerstein replied: “We should

Marathon bombing. New attorney for Tsarnaev’s pal in obstruction case A friend of accused marathon bomber Dzhokhar Tsarnaev was allowed by a court to switch attorneys on Thursday. Khairullozhon Matanov, a former Quincy cab driver and citizen of Kyrgyzstan, was charged with obstruction of justice in May, Prosecutors said he played down his friendship with Tsarnaev and his brother Tamerlan while being questioned by law enforcement officers. On Thursday, attorney Edward Hayden made a request to withdraw from the case in federal court, which Judge William Young accepted. Matanov picked Paul M. Glickman, of Boston’s Glickman Turley LLP, to represent him. “I was nervous, I thought he was going to say a lot of negative things about me, but he didn’t do that,” said Hayden. “He didn’t make any complaints about me, it was

Trees On Friday morning, Boston’s official Christmas tree will arrive by police escort from Nova Scotia. Since 1971, Nova Scotia has donated a giant evergreen tree to Boston as a thank you for our assistance following the 1917 Halifax Explosion. The official Boston tree will stand in the Boston Common and be lit on Dec. 4. On Saturday, Boston’s biggest Christmas tree will kickoff the 2014 holiday season with the annual tree lighting ceremony in Faneuil Hall. Standing 85 feet tall, the Faneuil Hall Christmas tree is the exact same height as the world famous tree in Rockefeller Center.

Football On Saturday, one of college football’s greatest rivalries, “The Game,” will be played for the 131st time. First played in 1875,

this year’s Harvard vs. Yale game will host ESPN’s College GameDay live (for the first time ever) from Harvard Square. Another football rivalry that dates back to the 1880s is the Boston Latin vs. Boston English Thanksgiving Day football game. First played in 1887, this is the oldest continuous high school football rivalry in the United States. The Wellesley High vs. Needham High Thanksgiving Day football game is actually the oldest public high school rivalry in the U.S. That game started five years earlier, in 1882, but there were a few years in which it wasn’t played.

Turnpike One final tradition — that’s never enjoyed — is the annual 56-mile backup on the Mass Pike on the Wednesday before Thanksgiving. From Boston to Sturbridge, you can expect to see all of Boston fleeing the city for plump turkeys out West. The backup on the Mass Pike is legendary, so give yourself plenty of time to get home — and have a Happy Thanksgiving!

Thai police arrest students for ‘Hunger Games’ themed protest

Three Thai university students were taken into police custody on Thursday for handing out free tickets to the latest film in the Hunger Games series, from which Thai protesters have borrowed a gesture of resistance to a totalitarian government. Prime Minister Prayuth Chan-ocha led a military coup on May 22. The military has quashed any public demonstration of resistance to the coup and a ban on political gatherings remains in place. In the immediate aftermath of the coup, some protesters flashed a three-fingered salute inspired by the “Hunger Games” series. President says immigration plan is lawful Changes. The administration is justifying the policy on both humanitarian and economic grounds. President Barack Obama imposed the most sweeping immigration reform in a generation on Thursday, easing the threat of deportation for about 4.7 million undocumented immigrants and setting up a clash with Republicans. In a White House speech, Obama rejected Republican critics who say his decision to bypass Congress and take executive action is tantamount to amnesty for illegal immigrants. He urged them to pass comprehensive immigration reform legislation that the Republican-controlled House has blocked. “Today, our immigration system is broken, and everybody knows it,” Obama said. “It’s been this way for decades. And for decades we

The ‘healing joy’ of partying Andrew WK. Forget your definition of a party — it can be every moment. Stop trying to fit partying into your schedule. Stop dividing your life into categories. The party is already happening, all around you. Known for songs that overwhelmingly feature the word “party,” Andrew W.K. gets philosophical when asked to define it. “The pressure is that there is no pressure, and once you start introducing too many rules like that, I find that suddenly it’s not a party anymore,” he tells Metro at the New York City’s Pyramid Club during a recent gig. “I always liked the idea that [a party] was a place where you could do what made you truly happy, and allow everyone else to do the same.” The Michigan native has

Everest. “It can be a relaxing experience, it can be a very energetic, physical or athletic experience — but it’s more that you can tell it when you feel it,” he says. “All partying counts as long as it’s bringing you that sense of, ‘I’m glad to not be dead.’” But most people don’t party by watching Netflix. Dancing, drinking or however you go out and have fun can be physically exhausting. But maybe that’s because you’re doing that wrong, too. “The healthiest thing you can do is party, and if you start to feel unhealthy it means you’re

not partying enough,” he says. “There are times I’ve gone out and continued my partying adventures and physically didn’t feel well, and I’m glad that I’m going out because I know by the end of that night I’m gonna be completely healed.” If that’s how he lives his life, does he even have a bucket list, or is it just one long todo list? “There are things that I would like to do before I die, but I just assume if they’re meant to happen, they’ll happen,” he says. “I don’t like the pressure that you have to get these things done.” His advice to get on the party circuit: Stop thinking you’re in control of everything — or anything. “It’s kind of humbling, but it’s a lot more fun. The release of “The Hunger Games: Mockingjay — Part 1” might just be the beginning of the end for the super-successful dystopian franchise (“Part 2” won’t be out for another year), but Josh Hutcherson is all done. And he’s ready to take it easy at home for a while — at least to keep his dog happy. How did you fit in other projects between movies? Between the first “Hunger Games” and the second one, I didn’t do anything. I really enjoyed just living — which is so nice, by the way. ... But then between “Catching Fire” and “Mockingjay,” I really want to do this project, “Escobar: Paradise Lost,” and make it work. I read the script for it before I even did the first “Hunger Games,” but it was just about finding the time for it. It was really important to me.

The critically acclaimed actor, who plays gamemaker Plutarch Heavensbee, was found dead after a drug overdose in his New York apartment in February. Members of “The Hunger Games: Mockingjay” cast paid tribute to the silver screen star during a press conference in London.

Chillin’ If you’re being forced to relax, what does that involve? I like to go out, have some fun, but it’s really just about relaxing with friends, hanging out at the house, listening to music. My dog, I’m with my dog all of the time; he’s the love of my life. It must be tough being away from him for work. That’s the worst, man. It’s also hard, too, because you can’t explain to them. You can’t

be like, “Listen, I’m going to head out” — I mean, I still do anyway — “I’m going to head out, I’m going to be back soon. I love you, I’ll be back, don’t worry.” I always worry I’ll come home and the dog will be indifferent to me. That’s my biggest fear. Not death, not getting old, it’s literally my dog not caring about me anymore because I’ve been gone too long.

Confessions. Jennifer Lawrence makes fun of herself (as usual) Jennifer Lawrence is an unusual kind of shy. She’s clearly uncomfortable with praise, especially fake praise, and is the first person to make fun of herself. At the same time, she’s enthusiastic about sharing her self-deprecation with the rest of the world. It’s a shtick, but a sincere shtick, if one she’s gotten better at controlling when around the press. “It’s certainly a blessed life,” Lawrence admits at a press conference for “The Hunger Games: Mockingjay — Part 1.” “But there are also sacrifices.

I get to do what I love, but there’s a downside to every job.” “Mockingjay — Part 1” is even more political than the others, getting into the nittygritty of how to wage revolution. This time Lawrence’s Katniss Everdeen is part of the rebellion. “Katniss is representing the consequences of war,” she says. “It’s not that she doesn’t believe in what President Coin [the rebel leader, played by Julianne Moore] wants. It’s not that she doesn’t believe the

Western. Tommy Lee Jones made an oater that’s both unforgiving and sometimes weird Hilary Swank plays Cuddy, a spinster — at 30 — who’s the only one in her failed Old West town strong enough to escort three mentally unwell women back East for help. She’s aided in her trek by a drifter played by a super-mumbly Tommy Lee Jones, who also directed. The lowdown “The Homesman” is a Western that’s really an Eastern, which is to say one that knows things are better out East. There are some spectacularly perdy vistas, but the lands are as beautiful as they are unforgiving. Everyone who has traveled into the great, dangerous unknown has gone some level of nuts, if they’ve survived at all. The leads aren’t even your typical genre

heroes but ones typically made supporting characters: the strong-willed woman and the dirty Walter Brennan type. Jones is so giddy about making George gross that he’s introduced in dirty long johns, picking out a wedgie. Cuddy is so desperate that she’s the one who does the marriage proposing — usually to men well beneath her, and to those who unfailingly tell her she’s too homely. “The Homesman” is dispassionate, clear-eyed and weird. There’s one genuinely shocking plot turn, plus a surreal stretch at a tony hotel sitting naked in the middle of nowhere, manned by one of the film’s many guest stars. For an actor, Jones has

‘Pulp: A Film About Life, Death and Supermarkets’ ••••• For their alleged last-ever concert, held in their hometown of Sheffield, alt-rock and Britpop legends Pulp wrangled a crew to make a film about them, one that mixes them busting out the likes of “Common People” and “Babies,” but also tours about the city, finding fans middle-aged, old and very young. The lowdown This is no “Behind the Music” primer for newbies; it’s for the longtime fans. (But try resisting “Disco 2000.”) Though frontloaded with their biggest hit, “Com-

mon People,” “Pulp” only barely tells their story; you’ll only learn random bits of Wikipedia trivia. Instead, it prefers incidental pleasures, exploring not only frontman Jarvis Cocker’s neuroses — such as how he prefers communicating with impossibly large crowds over intimate relationships — but also how guitarist Mark Webber prefers never

being recognized on the street. Successful yet anonymous — surely, that’s the dream. The film is too scattershot and disorganized. Even with the backdrop of the show to lean on, it can’t find a center of gravity, hopscotching between interviews with the band, soundbytes from Sheffield locals and the occasional, maddeningly interrupted concert footage. It does, however, feel intimate and handmade. Of course, those hands belong to the band themselves, who collaborated on the film in their own honor, though it’s often self-deprecating and, despite the pomp, modest in a purely English way. For better or worse, it’s the Pulp movie you’d expect, which is to say one that’s really into “This Is Hardcore.” MATT PRIGGE

Frances O’Connor looks for ‘The Missing’

Frances O’Connor had to go to some pretty harrowing emotional places for her latest role on the new Starz miniseries “The Missing,” in which she plays a British mother grappling with the disappearance of her young son while on vacation in France. The story is split between the 2006 incident and the present-day ramifications. On the bright side, “The Missing” follows the “True Detective” and “Gracepoint” trend — adopted from across the pond, naturally — of providing a complete, closed story in its full run of episodes, so it’s only a matter of weeks until the mystery is solved. And the final answers to the central mystery ended up catching even O’Connor by surprise, once she learned of them.

How much did real-life stories such as the Madeleine McCann case play into the approach to this? We didn’t set out to make a Madeleine McCann-esque thriller or anything; that wasn’t our intention. I think that’s just one case that’s received so much attention, even in America. I’m sure people will make that comparison, but I don’t think that was the writers’ intention at all. And they’re really kind of adamant about that. I just think they don’t want the McCanns to think, “Oh, they’re making a thriller from our experience.” But I think as you go on and watch the other episodes, you realize it’s actually quite different. But certainly it came up at some point. I mean, [director] Tom [Shankland] said, “There’s a book that Kate McCann had written, if you want to read it, you might find something insightful in there.” I did have a read of it, but ultimately I thought it

was so specific to her case and her experience, and I felt like my character was so different from that. My character really just loses it when her child goes missing, and I think actually Kate really kept her act together. Some people have asked me, you know, “Did you want to talk to somebody, for research, who’d lost a child?” And I just thought, that’s none of my business. To have to [them] dredge those feelings up again, I just felt it wasn’t fair. And I just felt the script was so solid. While reading it, were you convinced you had it figured out? Yes, I did. I was not right. I was wrong, so wrong. [Laughs] That’s part of the fun, though. It is an emotional thriller in a lot of ways because it is about a kid going missing, so in a lot of

ways you’re invested. But then having that thriller aspect as well makes it really exciting. As I was reading it — because I didn’t know what happened — I was just like, “Oh God, I hope it’s not me.” [Laughs] It’s such a great page-turner when you’re actually reading the script, and I imagine it will be like that when you’re watching it. I would’ve played things differently if I’d only had one or two episodes. I’ve only seen the first two episodes. Me, too. Yes, but you were in all of them. Has this changed how you feel about France? No, no. [Laughs] Belgium, maybe. We actually shot in Belgium. France is so expensive to shoot in, and Belgium has a lot of tax breaks. Plus, the countrysides look identical, and they speak French so it was really good for us. So you’re off Belgium now. I will never go there again. Maybe not what the tourism board hopes for. No, no. There’s actually one town where we shot a lot of the [heavier] stuff. I probably wouldn’t want to go back there in a hurry. [Laughs]

NFL. The Patriots seek their seventh straight win as they host the Lions this Sunday.

The Lions invade Foxboro on Sunday with their league-best defense in hopes of stopping, or at least slowing down, Tom Brady, who has quarterbacked the Patriots to six straight wins and flipped the script on his and his team’s early-season struggles. While the Patriots are the favorites on Sunday (1 p.m., FOX), and deservedly so, the Lions pose some matchup problems that the Patriots will need to get familiar with. All year, the Patriots secondary has done an exceptional job of taking away opposing teams’ top receiving threats. On Sunday, they might have their toughest task to date. Calvin Johnson, aka Megatron, has returned from injury to the Lions, and he and quarterback Matthew Staord have a great thing going. But don’t forget about receiver Golden Tate, who had at least ďŹ ve receptions in every game up until last weekend, and is just 50 yards away from 1,000 on the season. The Patriots went out and signed old friend LeGarrette Blount on Thursday, but don’t expect him or Jonas Gray to have a huge impact on Sunday against a stout run defense. While the game plan last week against Indianapolis was clearly to run the ball, we should see Brady air it out much more this weekend. And if a New England running back does get in on the action, look for it to be Shane Vereen. Vereen carried the ball just once last week, but it sprung for 18 yards.

No matter how well things seem to be going for the Bruins these days, there remains great doubt that Boston can overcome the Canadiens. After knocking them out of the postseason this past spring, the Habs have again owned the B’s early in this season, taking both games so far by the combined score of 11-5. The silver lining for Boston is that those first two 2014-15 games were played up North. The Habs will

be in Boston for the first time this Saturday (7 p.m., NESN). Boston goaltender Tuukka Rask had his worst outing of this season so far in the Oct. 16 loss at Montreal, when he allowed five goals. Niklas Svedberg was in net for the B’s when they lost 5-1 at Montreal on Nov. 13. Rask allowed just one goal total in Boston’s wins this past week over the Hurricanes (2-1) and Blues (2-0). Sullinger slowly rounding into form Jared Sullinger’s scoring total has climbed in the past week as he put up 19 points against the Cavs on Nov. 14, 18 points against the Suns this past Monday, and 22 points at Philly on Wednesday. The Celtics power forward was expected to be a 20-point per game scorer heading into

the season due to several impressive preseason games, but before this most recent stretch in the regular season, Sullinger had not tallied 20 or more points in a 2014-15 game.
