De Blasio announces Rikers Island changes Reform. More cameras, mental health treatment coming to city jail. After years of neglect and a “culture of no,” Mayor Bill de Blasio announced a series of reforms Thursday aimed at helping fix the problems that have plagued Rikers Island for decades. “In the past, so many inmates ended their time at Rikers more broken than when they came in,” de Blasio said. He called the situation “an unfair dynamic that served no one.” Mental health treatment and anti-violence programs will receive additional funding, the mayor said, without specifying the amount. He said 40 percent of Rikers inmates have mental health issues, and they account for more than half of violent incidents at the jail. “In 40 years of corrections I never thought I’d be running a mental health hospital,” Department of Corrections Commissioner

Correction Officers Benevolent Association President Norman Seabrook said de Blasio is the only mayor in the past 12 years to look out for Rikers’ corrections officers. The City University of New York, which hit record-high enrollment this year, will spend $35 million on remedial courses for 9,000 incoming undergraduates over the next three years. At CUNY’s Borough of Manhattan Community College, several students said yesterday they had not been ready to enter college. “My school didn’t prepare me at all,” said Dalvyn Ramirez, a 22-year-old English major and graduate of the Upper West Side’s Louis D. Brandeis High School. “I went to one of the worst high schools in New York … it was overcrowded, the teachers didn’t care, it was all about testing rather than individual learning.” A May 2013 study by

Transit. A/C tunnel to close for 40 weekends MTA officials confirmed Thursday that they’ll begin a year’s worth of repairs on the tunnel carrying A and C trains between Brooklyn and Manhattan. The work will take 40 weekends and be completed by the end of 2015. The trains will be rerouted on the F line between Jay StreetMetroTech and West 4th Street. “The work involved will be largely electrical, including replacing tunnel lighting, communication cables and antenna cables,” Kevin Ortiz, an

MTA spokesman said. “Since most of the tunnel structure will be undisturbed, this type of work can be performed during weekend shutdowns instead of long-term tube closures.” The A and C trains tied for 16th place among New York City’s 19 subway lines in a survey by the Straphangers Campaign. The MTA will work to minimize disruption caused by the work and consult with local elected officials and community representatives, Ortiz said. METRO

Man charged with impersonating a cop after raping teen Crime. A young Brooklyn woman was going to buy cigarettes when she was lured into a car and raped. Police have arrested a Brooklyn man who forced a teen to perform sexual acts on him in his car, while he pretended to be a cop. Walter Barnes, 47, approached the 18-yearold woman around 6:30 a.m. on Oct. 2 in BedfordStuyvesant. Barnes, who pretended to be an officer using a police radio, offered to drive the victim to buy cigarettes. Barnes drove the woman to an area in Bushwick, and told her

she’d be arrested if she did not perform a sexual act on him. The woman complied, and was then sexually assaulted by Barnes, police said. Barnes was arrested Wednesday by a squad that chases police impersonators. He is charged with rape, aggravated sex abuse and criminal impersonation of a police officer. He was convicted of raping two girls in 2002, and is registered as a “violent sexual offender,” according to the Daily News. METRO

Gunman killed, three students wounded in Florida State library Shooting. Campus security was increased and classes were canceled on Thursday. The gunman who shot and wounded three people at Florida State University on Thursday was an alumnus who used a semiautomatic handgun as he opened fire in a library where hundreds of students were studying for exams, officials said. The shooter, identified by authorities as Myron May, 31, was fatally shot in an exchange of gunfire with police near the entrance to Florida State’s Strozier Library in the latest of a string of shootings on U.S. campuses. ence, it can be a very energetic, physical or athletic experience — but it’s more that you can tell it when you feel it,” he says. “All partying counts as long as it’s bringing you that sense of, ‘I’m glad to not be dead.’” But most people don’t party by watching Netflix. Dancing, drinking or however you go out and have fun can be physically exhausting. But maybe that’s because you’re doing that wrong, too. “The healthiest thing you can do is party, and if you start to feel unhealthy it means you’re not partying enough,” he says.

“There are times I’ve gone out and continued my partying adventures and physically didn’t feel well, and I’m glad that I’m going out because I know by the end of that night I’m gonna be completely healed.” If that’s how he lives his life, does he even have a bucket list, or is it just one long to-do list? “There are things that I would like to do before I die, but I just assume if they’re meant to happen, they’ll happen,” he says. “I don’t like the pressure that you have to get these things done.” His advice to get on the party circuit: Stop thinking you’re in control of everything — or anything. “It’s kind of humbling but it’s a lot more fun. it before I even did the first “Hunger Games,” but it was just about finding the time for it. It was really important to me.

The release of “The Hunger Games: Mockingjay — Part 1” might just be the beginning of the end for the super-successful dystopian franchise (“Part 2” won’t be out for another year), but Josh Hutcherson is all done. And he’s ready to take it easy at home for a while — at least to keep his dog happy. It’s sort of past tense now that you’re done shooting the “Hunger Games” films, but how did you fit in other projects between movies? Between the first “Hunger Games” and the second one, I didn’t do anything. I really enjoyed just living — which is so nice, by the way. Living is a great thing to do. You forget how nice it is until you do it sometimes. But then, between “Catching Fire” and “Mockingjay,” I really want to do this project, “Escobar: Paradise Lost,” and make it work. Chillin’ If you’re being forced to relax, what does that involve? I like to go out, have some fun, but it’s really just about relaxing with friends, hanging out at the house, listening to music. My dog, I’m with my dog all of the time; he’s the love of my life. It must be tough being away from him for work. That’s the worst, man. It’s also hard, too, because you can’t explain to them.

You can’t be like, “Listen, I’m going to head out” — I mean, I still do anyway — “I’m going to head out, I’m going to be back soon. I love you, I’ll be back, don’t worry.” I always worry I’ll come home and the dog will be indifferent to me. That’s my biggest fear. Not death, not getting old, it’s literally my dog not caring about me anymore because I’ve been gone too long.

Do you have a sense of needing to seize on opportunities while they’re plentiful and your profile is raised? Truthfully, I haven’t stopped working since I was 9. For the last 12 years, I’ve done almost a movie or two every year. So it’s a lot, and I’m kind of now just realizing that the success of “The Hunger Games” has afforded me the ability to not have to work right now. Yeah, there’s an element of wanting to strike while the iron’s hot, of course, and because of that I’m creating relationships with directors and producers and reading so many scripts. But I don’t really feel pressure to work right now. I actually feel the opposite. I feel that I have a pressure to relax. [Laughs] Right now, I’m just taking it easy and reading scripts. Confessions. Jennifer Lawrence makes fun of herself (as usual) Jennifer Lawrence is an unusual kind of shy. She’s clearly uncomfortable with praise, especially fake praise, and is the first person to make fun of herself. At the same time, she’s not hesitant — in fact, she’s enthusiastic — about sharing her self-deprecation with the rest of the world. It’s a shtick, what she does, but a sincere shtick, if one she’s gotten better at controlling when around the press. “It’s certainly a blessed life,” Lawrence admits at a press conference for “The Hunger Games: Mocking-

jay — Part 1.” “But there are also sacrifices. I get to do what I love, but there’s a downside to every job.” “Mockingjay — Part 1” is even more political than the others, getting into the nitty-gritty of how to wage revolution. This time Lawrence’s Katniss Everdeen is part of the rebellion. “Katniss is representing the consequences of war,” she says. “It’s not that she doesn’t believe in what President Coin [the rebel leader, played by Julianne Moore] wants. It’s not that she doesn’t believe the Capitol is a terrible govern-

ment that’s only good for the [top] 1 percent. But war is complicated; it affects everyone on both sides. There’s no right way to start or end a war. I don’t know.” She then adds another self-takedown: “And then at the end of it all I’m like, ‘I don’t know.’” When asked what she sees of herself in Katniss, Lawrence easily finds a self-deprecating quip: “I always get nervous making comparisons, because Katniss is a leader of a rebellion that changes the world, and I’m, just, chilling.” MATT PRIGGE

There’s almost no action in the third ‘Hunger Games,’ but that’s for the best When last we saw her, semi-reluctant dystopian revolutionary Katniss Everdeen (Jennifer Lawrence) was rescued from the evil Capitol by the rebels. Now holed up in their bunker, she takes on the role of the revolution’s mascot while worrying for Peeta, who’s apparently been brainwashed by the government. But since this is only the first half of the third book, the action you’ve come to expect from the franchise won’t arrive for an entire year.

nuance. What was a tamed rip off of the gory “Battle Royale� becomes a cerebral look at the grunt work of revolution — with the YA-required love triangle, of course. In fact, few films about revolution have been more complex and ambivalent. The revolution’s cause is just; the government is a fascist oligarchy who’ve kept the masses down and the 1 percenters up. But even noble revolutionar-

ies can’t always keep themselves clean. Their leader, President Coin (a silver fox Julianne Moore), seems faintly sinister. And Katniss is largely doing for the revolution what she did for the Capital: dressing up in fashionable attire, striking iconic poses and making propaganda videos. It’s still an incomplete film, stopping, as the last one did, almost mid-sentence. And it can be too serious. It lacks the colorful Ken Russell flamboyance of life inside the aristocratic Capital, while Liam Hemsworth’s boring Gale, now more prominent, makes Josh Hutcherson’s Peeta look like a sugarhigh coke addict. It’s more admirable than engaging, though it’s smart to tie its reticence into character. No matter how knotty things get, it’s still about Katniss, and Lawrence subtly gives maybe her most aching performance yet. MATT PRIGGE

‘A Girl Walks Home Alone at Night’ ••••• In an Iranian ghost town called Bad City, a mysterious woman (Sheila Vand) clad in a chador wanders around, sucking the necks of various sexist and abusive men. The lowdown: “A Girl Walks Home at Nightâ€? is more than just an Iranian feminist vampire Western romance. It has fatty chunks of David Lynch in it, along with Sergio Leone, Jim Jarmusch and probably some Bela Tarr too, plus a Nicolas Winding Refn-like love for ’80s synth pop. It’s derivative of so many things that of

course it’s original. That’s not a glib line: Like Quentin Tarantino, ďŹ rst-time feature director Ana Lily Amirpour knows that picking the right ingredients makes for a unique and scrumptious stew. Like “Eraserhead,â€? it tends to move at a glacial pace, characters often standing in beautifully lit tableaux; when they move it’s in super slow-mo. This is as much for genre fanboys as glacial cinema devotees. Amirpour avoids a lot of rookie mistakes, but she can be a tad too modest. The token love story still feels pat, as though she shoehorned it in just to add time. It’ll be interesting when Amirpour feels conďŹ dent to follow her emotions as bravely as she does her inuences. Britpop gods Pulp get a movie that’s self-deprecating and charmingly pompous For their alleged last ever concert, held in their hometown of Sheffield, altrock and Britpop legends Pulp wrangled a crew to make a film about them, one that mixes them busting out the likes of “Common People” and “Babies,” but also tours about the city, finding fans middle aged, old and very young. The lowdown This is no “Behind the Music” primer for newbies; it’s for the longtime fans. (But try resisting “Disco 2000.”) Though frontloaded with their biggest hit, “Common People,” “Pulp” only barely tells their story; you’ll only learn random bits of Wikipedia trivia. Instead, it prefers incidental pleasures, exploring not only frontman Jarvis Cocker’s neuroses — such as how he prefers communicating with impossibly large crowds over intimate relationships — but also

how guitarist Mark Webber prefers never being recognized on the street. Successful yet anonymous — surely that’s the dream. The film is too scattershot and disorganized. Even with the backdrop of the show to lean on, it can’t find a center of gravity, hopscotching between interviews with the band, soundbytes from Sheffield locals and the occasional, maddeningly interrupted concert footage. It does, however, feel intimate, handmade. Of course, those hands belong to the band themselves, who collaborated on the film in their own honor, though it’s never less than self-deprecating and, despite the pomp, modest in a purely English way. For better or worse, it’s the Pulp movie you’d expect, which is to say one that’s really into “This Is Hardcore.” MATT PRIGGE

Frances O’Connor lives in a thriller on ‘The Missing’ Interview. The actress takes on the difficult role of a mother with a kidnapped child. Frances O’Connor had to go to some harrowing emotional places for her role on “The Missing,” in which she plays a British mother grappling with the disappearance of

her young son while on vacation in France. The story is split between the 2006 incident and the present-day ramifications. On the bright side, “The Missing” follows the “True Detective” trend of providing a complete story in its full run of episodes, so it’s only a matter of weeks until the mystery is solved. And the final answers ended up surprising even O’Connor. How much did reallife stories such as the Madeleine McCann case play into the approach to this? We didn’t set out to make a Madeleine McCannesque thriller or anything; that wasn’t our intention. I think that’s just one case that’s received so much attention, even in America. I’m sure people will make that comparison, but I don’t think that was

the writers’ intention at all. And they’re really kind of adamant about that. I just think they don’t want the McCanns to think, “Oh, they’re making a thriller from our experience.” But I think as you go on and watch the other episodes, you realize it’s actually quite different. While reading it, were you convinced you had it figured out? Yes, I did. I was not right. I was wrong, so wrong. [Laughs] That’s part of the fun, though. It is an emotional thriller in a lot of ways because it is about a kid going missing, so in a lot of ways you’re invested. But then having that thriller aspect as well makes it really exciting. As I was reading it — because I didn’t know what happened — I was just like, “Oh God, I hope it’s not me.” [Laughs]

Has this changed how you feel about France? No, no. [Laughs] Belgium, maybe. We actually shot in Belgium. France is so expensive to shoot in, and Belgium has a lot of tax breaks. Plus, the countrysides look identical, and they speak French, so it was really good for us. So you’re off Belgium now.

NFL. The G-Men host the rival Cowboys, who haven’t lost on the road this season.

The Giants (3-7) are on the verge of being knocked out of playoff contention, as they’re in the midst of a five-game tailspin. And of all the teams to unofficially end their season, the Dallas Cowboys (7-3) doing so would be extra salt in Big Blue’s wounds (8:30 p.m., NBC). If the Giants are to avoid that from happening, they’ll need all hands on deck to curtail a Cowboys’ offense that is among the league’s best.

Which version of Eli Manning shows up will go a long way in determining the Giants’ fate. Heading into last week’s matchup with the San Francisco 49ers, Manning had only tossed six interceptions in nine games. But after he hurled five picks against the Niners, it’s safe to say that Giants’ fans are worried “Bad Eli” has reared his head again. Big Blue and its backers are hoping last week was merely an aberration. But if not, the better-than-expected Cowboys defense will fully take advantage of Manning’s gaffes.

Chasing Romo

The Giants used to have one of the premier pass rushes in the league — such a dominant outfit that they never needed to blitz, because the down linemen took care of business while the back seven covered the passing lanes. That luxury is no more, as the Giants’ defense has been exposed, both through the air and on the ground — the “D” is ranked 31st in the NFL.

If the Giants somehow manage to slow down DeMarco Murray, they’ll still have to contend with Romo and his dangerous receiving corps. If Big Blue can’t get to Romo and make him uncomfortable in the pocket, it’s going to be yet another embarrassing episode under the primetime lights.

But for head coach Tom Coughlin, his team has no choice but to get off the canvas, because no one is going to feel sorry for their plight. Jennings, meanwhile, is still getting his legs and wind back after missing time with an injured MCL — and is running behind a line that has struggled lately.

Petke thriving early in career as head coach There were times last year when New York Red Bulls head coach Mike Petke looked like he might pull a Bobby Knight, the infamous college basketball head coach whose sideline antics were the stu of legend.
