William Armstead lives at the mercy of his Prospect Heights property manager. While the location is perfect and the rent is lower than most New Yorkers could ever dream of, the conditions inside his apartment, on Eastern Parkway near the Brooklyn Museum, are inhumane at worst, inconvenient at best. Exposed wires hang in

the hallway. Leaks from an upstairs apartment, constant during winter, forced Armstead to rearrange his living room into cramped piles of belongings, including the keyboard and equipment he uses to play jazz music. “I question myself sometimes: Why am I still here? Why am I going through this? Should I stay, should I go?” Armstead said. “But I feel stuck, being on a fixed income.” With the Rent Guideline Board hearings starting this month, some housing advocates are pushing for a rent freeze. Last year, the RGB passed the lowest increase since the board was created in

For Armstead, the conditions in his apartment have only become worse over the past nine months, especially the water damage. “What they’re trying to do is get me out so they can decontrol this apartment and get market value,” Armstead said. “That’s why I don’t get any services, and that’s why I’m angry. It wasn’t like this 15 or 20 years ago.” Armstead first moved to 125 Eastern Parkway 28 years ago this June. When

his aunt passed away, he legally assumed ownership. He said he’s one of the last few renters left in the co-op building. Armstead, said at one point his landlords wouldn’t accept his rent payments. He started working with Farriangie Dorce from the Pratt Area Community Council, last fall, and she said the company has started making “Band-Aid repairs” since she stepped in. “I want to stay here, I want a nice place that’s livable, so I can move on with my life,” Armstead said. Protesters. Bratton jeered at the police budget hearing Protesters were cleared out of City Council chambers Thursday as they shouted down NYPD Commissioner Bill Bratton as he began speaking during a hearing. Cries of “You should be fired!” and “You shouldn’t be here” erupted during the public hearing on next year’s budget for the NYPD. “Everyone wants to

get into the act,” Bratton joked as security ejected people from the City Hall’s chamber and balcony. During his initial remarks, Bratton again recognized the anger toward police. “There is a divide between the police and some of the communities they serve,” he said. “The divide is widest in our

most vulnerable neighborhoods.” Asked by Brooklyn City Councilman Jumaane Williams — who defended police from accusations that community policing led to the death of Staten Island man Eric Garner while under arrest — if race plays a part in modern-day policing, Bratton said the NYPD was “race neutral.”

Earlier, the top cop praised the “unprecedented collaboration” between the Council and the NYPD, a stark contrast to the relationship his predecessor Ray Kelly had with the reformminded lawmakers. “It is my expectation that the department will be seeking additional officers,” Bratton said.

Cops nab teen in McDonald’s brawl

Report: City’s shelters dirty, dangerous

Police said they arrested one suspect on Thursday tied to the brutal beating of a teen girl in a Brooklyn McDonald’s. The unidentiďŹ ed 16year-old girl in custody reportedly already had a long record that included six arrests — at least one for stabbing her brother and another for assaulting her grandmother. Chief of Detectives Robert Boyce told reporters investigators were looking for ďŹ ve more people seen on the video, and that they did not yet know the ďŹ ght’s cause. No charges were ďŹ led as of Thursday afternoon and police said the investigation was ongoing. The three-minute video of Monday’s fastfood ďŹ stďŹ ght melee at a McDonald’s on Flatbush Avenue went viral soon after it was uploaded on Facebook.

Conditions in the New York City’s homeless shelters are dirty and dangerous, according to a 54-page report from the city’s own Department of Investigation. The probe looked in last year on some 25 shelters around the city and 10 years worth of internal documents and cited the Department of Homeless Services with 621 violations. Some 12,000 families currently found on DHS for housing among its 145

shelters and 16 temporary housing sites. In February, advocacy group Coalition for the Homeless reported more than 60,000 homeless New Yorkers sought shelter with the city, which is legally obligated to provide it. “At its worst, DHS is turning a blind eye to violations that threaten the lives of shelter residents,� the report said. Among the problems across the sites were a dead rat inside an apartment with four children, broken locks and a urine puddle found inside the only working elevator in one building. Rikers. City announces plan to cut down the prison’s violence With violence on the rise at Rikers Island, Mayor Bill de Blasio and Correction Commissioner Joe Ponte announced a series of reforms Thursday aimed at making the massive complex a safer place for inmates. Officials are taking on inmate-on-inmate violence, which accounted for 71 percent of all violent incidents last year, by adding security cameras, cutting down on the number of visitors and limiting their contact with inmates. The plan will also house violent inmates together, and separate rival gangs into different housing units. There have been 711 inmate attacks so far this year. “We are fundamentally dissatisfied with a culture of violence and will not allow it to continue. And there are many,

Manhunt continues for person who ambushed policemen in Ferguson Demonstrators. Protesters at the scene insisted the shots came from farther away. The shooting of two police officers during a protest rally in Ferguson, Missouri, sparked an intense manhunt for suspects on Thursday and ratcheted up tensions in a city at the center of a national debate over race and policing. President Barack Obama and Attorney General Eric Holder con-

demned the attack on the officers, who were treated at a local hospital and released. Hours after the shooting, police said they were questioning an undisclosed number of people following a raid on a home in the St. Louis suburb. With organizers vowing more protests on Thursday night, St. Louis County police and the state’s Highway Patrol will take over security from the local force at any demonstrations. The incident unfolded while protesters were gathered at Ferguson police headquarters to demand more changes in

Novelist. Terry Pratchett, author of fantasy Discworld, dies at 66 Terry Pratchett, the British author whose fantasy novels sold in the tens of millions worldwide, has died of a form of Alzheimer’s disease at age 66, his publisher said on Thursday. Pratchett died at home surrounded by his family with his cat sleeping on his bed, Transworld Publishers said. He campaigned during his final illness for legalizing assisted death. The author, who wore a trademark broadbrimmed black hat, was diagnosed in 2007 with posterior cortical atrophy, a progressive

degenerative condition. Continuing to write, he completed his last book, a new Discworld novel, in the summer of 2014 before succumbing to the final stages of the disease. Pratchett gave numerous interviews and lectures in which he spoke frankly about his

disease — and his love of 16th century English composer Thomas Tallis. “I would like to die peacefully with Thomas Tallis on my iPod before the disease takes me over and I hope that will not be for quite some time to come, because if I knew that I could die at any time I wanted, then suddenly every day would be as precious as a million pounds,” he said in 2010. President Obama’s fiscal 2016 budget proposal would shrink U.S. deficits by $1.232 trillion over 10 years compared to those expected under current tax and spending laws, the Congressional Budget Office said on Thursday. The deficit reduction, although smaller than that claimed by the

White House, is largely due to Obama’s proposals for higher taxes on the wealthy, his plans for lower spending on military operations in Afghanistan and net savings from proposed immigration reforms, the CBO said. For fiscal 2016, the first full year under Obama’s fiscal blueprint if Congress were to adopt it, the deficit would fall to $380 billion from $455 billion, the CBO’s latest forecast under current laws. But Congress routinely casts aside the president’s budget request and passes its own budget and spending bills. Next week, Republican-controlled budget committees in the House and Senate intend to unveil their own proposals for budgets that eliminate deficits within 10 years, with deep spending cuts expected for some federal benefits programs. Cold weather chills retail sales in US

U.S. retail sales fell in February as harsh weather kept consumers from auto showrooms and shopping malls, tempering the outlook for first-quarter growth. Even accounting for the snowy and cold weather, which blanketed much of the country in late February, there is little doubt that consumer spending has slowed significantly after robust growth in the fourth quarter. The University of Oklahoma’s football team has suspended practice for a week in protest against a racist video linked to a fraternity and called for punishment of its leadership, players said. The Rev. Willie T. Barrow, a Chicago civil rights leader known as the “Little Warrior” for her small stature and determination to fight for equality, died on Thursday at age 90 at her Chicago home. Barrow had started her career in the civil rights movement when she was just 12 years old, demanding to be allowed to ride on an allwhite school bus in her native Texas. “If you don’t have time in the morning, you can lay out the bowl and spoon the night before so that when you get to the kitchen, everything is ready.” Breakfast can also be

CULTURE Steampunk delights “Bjork” attempts to showcase the breadth of the artist’s work — from her songs and music videos to her musical instruments, which were created by robotics experts and computer programmers for her 2011 album “Biophilia.” (These instruments are located in MoMA’s lobby, and consist of a MIDI-controlled pipe organ and a roboticized gravity-pendulum harp, among other steampunk delights.)

Retrospective. We take you inside MoMa’s new exhibition exploring the artist’s unique world. “How do you hang a song on a wall?” This was Bjork’s main concern when Klaus Biesenbach, currently chief curator at large at the Museum of Modern Art, first approached her in 2000 about mounting an exhibition of her work. Yet, Bjork — her work, her persona — has always encompassed more than just music. “Bjork was the paradigmatic artist of the ‘90s,” says Biesenbach of the singer’s cross-collaborative, envelope-pushing approach to pop during that time. “But 15 years ago, a Bjork exhibition would have been a retrospective of her music videos.” Now, there’s much more. Indeed, we’re currently living in a Bjork world. The Icelandic chanteuse has just released her ninth solo album, “Vulnicara,” a tour de force chronicle of the dissolution of her 10-year relationship with artist Matthew Barney. Her iconic ‘90s look — raver meets anarcho-punk meets manic pixie wood-sprite — has captured the imaginations of many fashion designers for spring, particularly after the Marc by Marc Jacobs runway show, which had models sporting the singer’s signature twisted top knots on their heads. And, of course, there’s the longgestating MoMA show, “Bjork,” which opened last week and runs through June 7. Here’s what you can expect:

Fall back in love There are Bjork baby photos, handwritten journals and some of her more notorious costumes: the infamous Swan Dress, which she wore to the 2001 Academy Awards; the paper airmail suit she donned for the cover of her second album, “Post”; the revealing Alexander McQueen pearl-and-tulle wedding gown she wore for the video of “Pagan Poetry.” Going through the various Bjorks on display here — the club kid, the Earth Mother, the glamorous cyborg, the warrior woman — you realize that this shape-shifter has had more personae than Madonna or David Bowie.

Life story

Two black-box theaters on the second floor are reserved for Bjork’s music videos — one plays the new, MoMA-commissioned 10-minute “Black Lake,” while the other cycles through groundbreaking classics like “It’s Oh So Quiet,” directed by a then-largely unknown Spike Jonze, and “Human Behavior,” directed by the wonderfully absurdist Michel Gondry and featuring Bjork running away from a giant teddy bear.

The core of the show, however, consists of “Songlines,” an audio-guided “journey” through Bjork’s seven major studio albums. As visitors walk through the constructed blackbox maze, they hear snippets of Bjork’s music — the restless, infectious dance beats of 1993’s “Debut,” the lush strings of 1997’s “Homogenic” — while a woman’s voice reads an obtuse “narrative” loosely based on the singer’s life and written by the Icelandic poet Sjón.

Much of MoMA’s “Bjork” lacks the humanity that makes Bjork such a compelling artist. But, thankfully, it’s in her music videos. In “Black Lake,” Bjork, alone in a dark cave, beats her chest as she mourns the loss of her love. “It was the coldest summer ever,” recalls Biesenbach of filming in Iceland. “She was in this dress made out of copper wire. She sang every take without ever lip synching, to the point of exhaustion. “The cave,” he adds, referring both to the video and the one constructed at MoMA, “it’s her heart.” RAQUEL LANERI @MetroNewYork letters@metro.us

‘The Cobbler’ ••••• Adam Sandler plays the grumpy loner owner of a Lower East Side shoe repair shop that’s been in the family for generations. He discovers he has the ability to transform into people, simply by putting on their shoes. And oh what fun he has. The lowdown: Every now and then Adam Sandler slips away from his frattish cottage industry of lazy jokes made with his friends to do something more challenging, or at least more noble. And yet “The Cobbler,” the latest indie trifle by Thomas McCarthy (“The Station Agent,” “Win Win”), manages to be less respectable than at least a third of the Happy Madison output. Even as he becomes more aware of a world outside his tiny shop and Sheepshead Bay, Max remains distant and sometimes unpleasant, Sandler barely changing up his mealy-mouthed,

grumbly performance. Granted, he doesn’t have much support. McCarthy tries as many angles as he can, most of them bad. At first Max is selfish, even boorish. He becomes a rich guy to get a swanky meal, then changes his shoes in the bathroom and walks out without paying the check. He becomes the attractive guy (Dan Stevens) so he can bang his hot girlfriend — or, as it were, have a sudden convenient crisis of conscience at the

last second. Eventually things take a maudlin turn, when he finds the shoes of his deceased father (Dustin Hoffman) and goes on a super creepy date with his mom (Lynn Cohen). But eventually what dominates the plot is something about gentrification, which has less to do with what’s happened to NYC right now and more just one of those dumb drug subplots that crop up in sentimental ’80s comedies like “Three Men and a Baby.” MP

Keeping it real Interview. The star of the new ‘Cinderella’ likes that it’s not a smart-aleck fractured fairy tale. Lily James didn’t think she’d be Cinderella. When she auditioned for Disney’s redo of their 1950 animated classic, the onetime Lady Rose MacClare on “Downton Abbey” was expecting one of the supporting roles. Instead she got Ella, the daughter of a nobleman (Ben Chaplin) who, after his death, winds up at the mercy of his wicked second wife (Cate Blanchett), who renames her Cinderella and makes her life miserable. And James isn’t done with period costumes yet: She’ll be Elizabeth Bennet in the forthcoming film version of “Pride and Prejudice and Zombies.” You originally went in for one of the wicked stepsisters. It’s a bit of a change starting out evil and playing 100 percent lovely. I didn’t think the sisters were evil. I thought they were funny. They’re just pathetic. I thought it’d be fun to play them because there’s such humor in them. And I liked the idea of playing Cate Blanchett’s daughter. The ostensible lead character is a bit quiet, but when I started

Not too modern A lot of fairy tale films take the fractured fairy tale route, like “Maleficent” retelling “Sleeping Beauty” from the perspective of the sympathetic villain. This is a straightforward retelling of the story. Those films make the story feel fresh and new, but I like that here the change came from within, rather than spinning the story on its head or adding a gimmick. Not that I think that’s a bad thing to do; it’s great to mix things up. But I love that this is quite a faithful retelling.

reading Ella, it felt like there was so much more there than I thought. It sat right. And I decided playing Cate Blanchett’s stepdaughter was just as good. How did you view this incarnation of the character, especially compared to the one in the 1950 version? I thought she was a strong character, actually — quietly inspiring. In the past in animated films, she’s just this princess. She’s sweet and talks to animals and sings like an angel, blah blah blah. This version has so much backstory and she has so much strength. You see her struggle and see her grow into a woman. You see her grief, the loss. She’s a deep character. There was a lot to explore. If you have a really evil character you explore why they’re that way. Ella is so good you just had to do as much exploring to figure out why. That definitely doesn’t happen in the original. She’s quite a passive character. You think, “Why doesn’t she fight back?” We still wanted to make her a strong character and find reasons why she does what she does. MATT PRIGGE @mattprigge

Disney movie. New ‘Cinderella’ is probably unnecessary but oddly radical in its own way

The lowdown: Disney dusts off their 1950 animated classic, reimagining it as a live action-plus-CGI deal, with “Downton Abbey”’s Lily James as a downtrodden waif with an evil stepmother (Cate Blanchett) who learns she has a fairy godmother (Helena Bonham Carter) who may help her snag the hottie single prince (Richard Madden).

Liam Neeson plays a fearsome and self-hating mob enforcer forced to kill the loose cannon son of his old boss (Ed Harris) in order to save his own, estranged son (Joel Kinnaman). Harris sics most of the city’s heavies on them, forcing them to run. All. Night. The lowdown: Neeson fighting romps have two extremes: mindless (“Taken” and its sequels) and dark (“The Grey,” “Walk Among the Tombstones”). “Run All Night” wants

ing a classic story alive. Actually, that’s not entirely true. It does fill in characters that are often treated as ciphers. Even mean stepmother Lady Tremaine — a grieving widow struggling to survive in a patriarchal kingdom — has moments of empathy. And by dwelling more on Cinderella’s past and her loss, and on her resilience in the face

of constant humiliations, Branagh’s take turns her optimism and pluck into a kind of strength — a mighty push-back against forces intended to destroy her. There are handsome palaces and forests and computer animated renderings of squeaking mice and geese turning into Cinderella’s party entourage. But the real reason to see it is the humans. to be both. It gets dark: Neeson’s Jimmy Conlon is a full-blown alky, who lives at the bottom of a bottle of whiskey. And Harris’ Shawn is a deeply grieving father who has a right to turn on Jimmy. Jimmy’s attempts to save his son include car chases, close-quarter beatdowns and an elaborate game of hide-and-seek in a housing project. The plot has a solid foundation but the actual plot points tend to be moronic and lazy. It’s grimy and morally complex one minute and sloppy the next. That it also has Ed Harris’ best work in years only makes it more annoying. MP

The lowdown: There’s no particular reason a straightforward retelling of an oft-told tale needs to exist. And yet a simple retelling feels radical in an age of fractured fairy tale riffs on the classics — where even mean old Maleficent from “Sleeping Beauty” has to be a secret goodie. It’s done earnestly and with deep feeling by “American Pie” writer Chris Weitz and director Kenneth Branagh, neither of whom lets current trends distract from keep-

Congress unwise to sabotage Iran talks As you may know, 47 Republican senators recently sent a warning letter to Iranian leaders threatening to blow up any diplomatic deal negotiated by President Obama. This letter wasn’t just bad politics — it was a dangerous attempt to undermine negotiations with Iran. The leader of the letter, Sen. Tom Cotton (R-AR), has explicitly stated that the goal of congressional action is to make talks with Iran fail. This is disrespectful, dangerous, and reckless. These Republicans should be held accountable. I hope no Democrat joins them in blowing up the

president’s diplomatic efforts and putting us on a path to war. The chance represented by the Iran talks is an once-in-alifetime opportunity to resolve one of America’s biggest security concerns without dropping a single bomb or risking an American life. If Congress kills these negotiations or vetoes a final deal, Iran is likely to unfreeze its nuclear program, which means either Iran gets a nuclear bomb or we have to fight another war in the Middle East. Although most of the spring headlines will be made by Alex Rodriguez, the 39-year-old slugger who is making his return off a season-long suspension, fans know that he will probably not make a significant contribution to the team in 2015. Instead we’ll focus on three players whose contributions could make or break the Yankees’ chances:

His lefthanded bat will probably not match the production of Jeter’s as he’s projected to hit about .244 with 10 home runs, according to RotoChamp composite. He has been particularly bad against lefties in his career so far, batting a ghastly .184 in 163 ABs. There are rumors that Gregorius will be platooned at shortstop with Brendan Ryan, a

Last year was his first full season and the results were bad by anyone’s standards: 6-14 with a 4.37 ERA. His SO/9inn was only 6.4 last year, weak for a pitcher who can hit 97 mph with the fastball.

C.C. Sabathia The aging ace will try to find his old form on the mound. He comes into camp 30 pounds heavier by design, citing that the weight gain makes him feel stronger. Since Sabathia slimmed down for the 2013 season he’s regressed significantly; his ERA was 4.78 in 2013 and 5.28 last year before a knee injury ended his
