Easing tensions. The Democrats weighed in on how to ease tension between cops and demonstrators.

Pushing for reform Cuomo has been trying to get the Albany Legislature to pass a package of reforms and now says he will move ahead on the use of special prosecutors with or without them. •

In the wake of the Baltimore riots, presidential candidate Hillary Clinton and another New York Democrat also thought to have his eye on the White House, Gov. Andrew Cuomo, got behind two major criminal justice reforms Wednesday. For Clinton, it was backing the widespread use of police body cameras and an end to excessive prison sentences in the aftermath of the Baltimore riots. For Cuomo, it was the promise of an executive order appointing special prosecutors in cases like Freddie Gray’s death in Baltimore and Eric Garner’s on Staten Island.

“These families have endured unspeakable

“We have to come to terms with some hard truths about race and justice in America,” Clinton said at Columbia University. “There is something wrong when a third of all black men face the prospect of prison during their lifetimes,” she said, calling on Congress to help “end

the era of mass incarceration.” Clinton was speaking at the 18th Annual David N. Dinkins Leadership and Public Policy Forum named in honor of New York’s first, and so far, only black mayor. Clinton addressed the violence in Baltimore, where rioters looted stores and burned buildings to the ground after the funeral of Gray, a 25-year-old black man who died after suffering injuries while in police custody. After missing several meetings with the families

of New Yorkers who had relatives die at the hands of police, the governor met with relatives from 10 different cases. From the Albany Times Union: “If lawmakers don’t approve his call for an independent monitor to oversee legal proceedings that follow such deaths …. Cuomo will use his executive powers to go even farther and create a special prosecutor who would have the power to pursue charges against officers.” Gwen Carr, the mother of Eric Garner, the Staten Island man who died in a police chokehold, was among those present. So was Constance Malcolm, mother of Ramarley Graham, who was shot dead by a cop at the family’s Bronx home in 2012. The cop who pulled the trigger was convicted, but the finding was later overturned. Accountability

Clinton on cop body-cams: Should be ‘the norm’ In reference to the ongoing outrage and protesting in Baltimore, Hillary Clinton said there is a need for more trust between police and the public they serve. Body cameras, she said, are a necessary part of that. “There is something wrong when the trust between law enforcement and the communities they serve breaks down as far as it has in many of our communities,” she said. Clinton said bodyworn cameras for police should be “the norm everywhere.” “That will improve transparency and accountability; it will help protect good people on both sides of the lens.” JOHN. A. Verdict looming

Patz jury still deadlocked Jurors in the New York murder trial of a man who confessed to killing 6-yearold Etan Patz in 1979 will return Thursday for a 12th day of deliberations after a judge refused to accept the

panel’s claim that it was unable to reach a verdict. The jury, which is weighing kidnapping and murder charges against Pedro Hernandez, will begin rehearing closing arguments from both the prosecution and the defense. That process is expected to take

until Friday. In 2012, Hernandez, a 54-year-old, former deli worker, confessed to police that he had choked Patz, stuffed him in a box and left his still-moving body in an alley. His attorneys argued that he is mentally ill. REUTERS

Police Commissioner Bill Bratton and other elected officials donned denim on Wednesday morning to call for more to be done to end sexual assault in the city. Bratton said sexual assault is something the NYPD takes “very, very seriously,” and called on the public to do their part in helping victims report sexual crimes to the authorities as soon as possible. “We are committed to working and collaborating with all of you,” Bratton said. “None of us are missing in action.” Denim Day is an annual call to action for sexual assault awareness. Manhattan Borough President Gale Brewer remembered Ana Charle, the director of a Bronx homeless shelter who was allegedly shot and killed, and possibly sexually assaulted, by a former resident, West Spruill, on Monday. “If that isn’t a reason to be here today, I don’t know what is,” Brewer said. Charlene Rymsha, who is a graduate student at Fordham University, said she’s concerned about a lack of transparency when it comes to campus sexual violence. “It’s my understanding that things aren’t talked about and are brushed under the rug,” Rymsha said. FBI facilitated ransom payment from hostage Weinstein’s family: WSJ

The U.S. Federal Bureau of Investigation in 2012 helped facilitate a ransom payment from the family of American hostage Warren Weinstein to al Qaeda in an unsuccessful attempt to get him released, the Wall Street Journal said on Wednesday. Weinstein was accidentally killed in a U.S. drone strike in Pakistan in January, the

White House announced last week. U.S. policy prohibits paying ransoms for hostages. White House spokesman Josh Earnest, asked about the report on Wednesday, said he had not yet seen it and could not comment. “Our policy on this hasn’t changed,” he told reporters. There was no immediate comment on the report from the FBI. A person who worked closely with the Weinstein family told Reuters last week that the family paid a “small amount” in 2012 to people who claimed to be guarding the American aid worker, after receiving proof he was their captive. The source said the FBI was aware of the payment.

Baltimore awaiting answers to man’s death Deaths of black men. Baltimore is the latest flash point in the reignited debate about race relations.

Until 5/1/2015

Reeling from its worst civil unrest in decades, Baltimore found a semblance of calm on Wednesday as residents await an official account of the death of a 25-year-old black man that set off rioting. Beyond seeking answers to the fate of Freddie Gray, who died after suffering spinal injuries while in police custody, citizens highlighted the need to reform policing practices in the largely black city. The violence in Baltimore prompted national figures — from the new U.S. Attorney General Loretta Lynch to Democratic presidential hopeful Hillary Clinton — to weigh in on Wednesday and vow to work on improving law enforcement and criminal justice in minority communities nationwide. With police and National Guard troops patrolling Baltimore’s streets, schools reopened and business resumed in the city of 620,000 two days

after rioting, looting and arson that injured 20 officers and led to 250 arrests. A weeklong curfew that began Tuesday helped police thwart violence. Police said 35 people have been arrested since then. In the relative calm, residents in the most affected neighborhoods vented their frustration with police. “The police have a gang mentality, they are above the law and that’s the problem,” said Timothy O’Donnell, a former gang member and part-time student from West Baltimore, where Gray was from, as he stood with other men outside a convenience store. Police have said they will conclude their investigation by Friday, when the results will be turned over to state prosecutors and followed by an independent review. The U.S. Department of Justice is conducting a separate probe into possible civil rights violations. REUTERS Arrested

Sen. Rand Paul, a Republican presidential hopeful, on Wednesday introduced a resolution to block new regulations on Internet service providers, saying they would “wrap the Internet in red tape.” The “net neutrality” rules, which are slated to take effect in June, are backed by the Obama administration and were passed by the Democratic majority of the Federal Communications Commission in February. AT&T Inc and wireless and cable trade associations are challenging them in court. Paul’s resolution, if adopted, would allow the Senate to fast-track a vote to establish that Congress disapproves of the FCC’s new rules and moves to nullify them. The move marks the most proactive position yet by Paul, a libertarian from Kentucky, on net neutrality, the principle that Internet providers should treat all Web traffic equally. The issue has grabbed national attention and prompted a record 4 million comments to the FCC, many of them from regular Americans calling to restrict Internet providers. Paul’s position, shared by anti-regulation conservatives, pits him against net neutrality advocates in the technology and startup communities. The rules ban Internet providers from blocking

Internet providers say they oppose not those principles themselves but the FCC’s decision to set those rules by dramatically changing the regulatory regime, which gives the agency much wider authority over the Internet. The rules have also faced opposition from Paul’s rival Republican presidential candidates, including Texas Sen. Ted Cruz, who has called them “Obamacare for the Internet,” and Florida Sen. ‘My Drunk Kitchen.’ YouTube star Hannah Hart shares her journey Hannah Hart worked as a proofreader in New York when one day she had a brilliant plan: She was going to upload a video of herself cooking drunk on YouTube and send it to her friend. Four years later, Hart has 1.8 million subscribers on her channel “My Drunk Kitchen”: Hart talked to us about her unexpected success and how her life has changed. How did you got started? I was on GChat with a friend of mine because my sister had just gotten me a webcam when I moved from San Francisco to New York, and we were talking and she said how much she missed when I was drunk and pretending to cook. Drunk cooking was something you were known for? It wasn’t

It’s the best job in the world if you like to worry. You’re your own boss; it’s everybody’s dream. Who were your favorite guests on your show? Jamie Oliver is always a lot of fun to shoot with. Kristen Stewart: Hollywood is ‘disgustingly sexist’

This might not really be news, but it’s nice to hear someone prominent spell it out all the same. Former “Twilight” star Kristen Stewart is speaking out about the institutionalized sexism in the entertainment industry, telling Harper’s Bazaar U.K. that “women inevitably have to work a little bit harder to be heard. Hollywood is disgustingly sexist. It’s crazy. It’s so offensive, it’s crazy.” And that’s not all she has a problem with. Stewart also takes issue with people who see fame as a career goal. “Fame is the worst thing in the world. Especially if it’s pointless,” she says. “When people say, ‘I want to be famous,’ why? You don’t do anything.” So much for the old cult of personality.

And while no details were provided about his character, I can’t help but notice a striking resemblance between the two. And, you know, Derek Zoolander did have an infant son at the end of the first film — one with some Blue Steel talents of his own. Bieber could totally pass for 15, right? Now that he’s gone, is Cotton freer? Well, he still feels it. He feels such guilt over having killed his own father, and committing patricide. I thought that going in he would have a feeling of freedom and of actually being able to live his life unbound by any expectations of his father.

What you discover over the course of the show is that every character is sympathetic, but we’re all kind of victims of circumstance and victims of society and victims of what was established in the previous generations by our ancestors. ... They’re all victims of whatever past system existed before them, and, for the women especially, the only way to have any power in Puritan society is to use magic and to go against what’s accepted as being OK, and worship a different system. And that’s not necessarily wrong. It’s kind of their only choice, because otherwise they’re slaves to this patriarchal society.

But he’s actually found quite the opposite, that more than ever he has his father’s voice in his head berating him.

SETH GABEL GETTY IMAGES

So he can’t escape his father’s voice? Right, and as the season progresses, you start to get a sense that perhaps it’s not just in his head; perhaps the presence of his father is still lurking. Everyone on the show commits some morally suspect acts, and it seems like John Alden

(Shane West) has gone pretty far this season. Can Cotton pull him back? I certainly hope so. It definitely seems like Alden has sold his soul to another kind of devil. ... The whole question of the show is once you’ve sold your soul, literally or metaphorically, can you be redeemed? If you’ve done something wrong, and have gone against who you really are, can you get yourself back? And can you do it alone, or does it take other people to believe in you? That remains to be seen.

Race here on Derby day Fancy hats, mint juleps and more ways to party. EVA KIS @thisiskis

eva.kis@metro.us

This Saturday is the 141st running of the Kentucky Derby, and there are probably that many varieties of the mint julep and parties to drink it at around town. Here are the ones that caught our eye. You may be far from Churchill Downs, but that doesn’t mean you can’t drink like the fancy folks. Gaby Bar at the Sofitel (45 W. 44th St.) will be serving the race’s official cocktails, both made with Mumm sparkling wines ($18) on Friday and Saturday; make it a party with tea sandwiches and sliders ($17). On Saturday, place your bets; exacta winners will receive a bottle of G.H.Mumm Cordon Rouge. Sweetwater Social (643 Broadway) will have several specialty drinks like a Frozen Julep ($10) and Winners Circle Punch ($8), or choose from two different bourbon flights ($25). The food specials will take their inspiration from the South, and there will be prizes for those who come dressed to impress. If you’re sticking around for the May-

weather-Pacquiao boxing match, $125 gets you into the VIP viewing party with a three-hour open bar, carving station and frontrow seats. If the day is just not the same without being at the track, head to Empire City Casino (810 Yonkers Ave., Yonkers, 914-4572457), where Sports Illustrated cover girl Hannah Davis will be hosting the festivities, including judging the hat contest with a top prize of $500 (but all entrants get $10 to spend at the casino). Watch the race on screens set up on the apron of the racetrack while sipping your julep from the official Derby commemorative glass. They’re screening the boxing match too, with two areas to watch it with all-you-can-eat specials at each.

Southern Hospitality Keep the vibe authentic at the Bourbon & Bowties party at Memphis-style barbecue joint Southern Hospitality (645 Ninth Ave.), where a $20 cover includes a mint julep, food and contests, from betting on the ponies to best dressed. Win tickets to future races and celebrity-autographed swag.

Beginning at noon, Stone Rose Lounge (10 Columbus Circle) has Bulleit Juleps and Derbyinspired bites by Porter House New York, but we’re really in it for the complimentary sparkling

rosé for ladies in fancy hats and a photo booth with racing-themed props. The Brits have been making a fuss about horse racing a lot longer than we have, but Pounds & Ounces (160 Eighth Ave.) is just getting into the excitement for the first time this year with a party beginning at 2 p.m. Watch the race on three large screens, wear your best hat for a chance at $500, and drink the Perfect Mint Julep made with Ken-

tucky’s Woodford Reserve (there’s also Pub Ice Tea with Jack Daniels on tap). There’s even a special des-

sert: a brown butter and Woodford torte topped with mint gelato and candied pecans.

Cocktail of the event Shawn Chen of Decoy, the duck-focused restaurant beneath Chinese hot spot RedFarm, shared his version of the mint julep for your at-home celebrations.

The Mile High Julep • 1¾ oz. TinCup American Whiskey • ½ oz. Ancho Reyes Chile Liqueur • ½ oz. ginger syrup • ¼ oz. fresh lemon juice • 6 to 8 mint leaves

Combine all ingredients in a shaker, hand-clapping the mint. Mix thoroughly, then pour over crushed ice and garnish with a large mint sprig and sprinkle with sugar. SHAWN CHEN

Bermuda is known for its sandy beaches and crystal clear waters, but these are not the only attractions to be found on this North Atlantic island. Bermuda is not technically part of the Caribbean. It’s off the East Coast of the United States, nearest to North Carolina, in the Atlantic Ocean. But, when it comes to cruising, it gets lumped in with those more

The most popular time to cruise here is summer — June through August — Southern islands all the time — which makes sense: For cruisers, Bermuda offers similar pleasures to vacationers—clear blue water, gorgeous beaches and coconut palms. The Bermuda sand is a stunning shade of pale pink. It’s tempting to take a cab or an excursion to the shore, and spend the whole day lying on a blanket or on a lounge chair in the sun. But, just underneath the surface of the cool, blue water are coral reefs filled with colorful fish and the remains of vessels that may have gotten caught in the so-called Bermuda Triangle or in the area’s notoriously powerful storms. Re: ‘Don’t give Baltimore the right to loot’ (Metro, April 29) I’m curious what right-wing spin machine had letter writer Sal Giarratani chime in on the comments of Baltimore’s mayor. His cherry-picked quote is highly deceptive, putting an ellipsis before her remarks that “We also gave those who wished to destroy a space to do that.” The full quote shows that is not what she meant: “It’s a very delicate balancing act. Because while we try to make sure that [the protesters] were protected from the cars and the other things that were going on, we also gave those who wished to destroy space to do that as well.” CHARLES HALL

Re: ‘Don’t give Baltimore the right to loot’ (Metro, April 29) Like letter writer Sal Giarratani, I’m equally appalled at how weeks of nonviolent protests in Baltimore have given way to a single day of rioting. I trust Mr Giarratani is equally outraged at the equally destructive riot that broke out three weeks ago in Lexington, Kentucky after the NCAA basketball tournament, and the one there last spring after the national championships, and the two in 2012 after the national finals. Of course those rioters were mostly white and prompted by basketball games, not mostly black and prompted by a murder of an unarmed man by the police, so they didn’t make the national news. 2015 NFL Mock Draft | by Tony Williams No. 1

No. 4

Jameis Winston, QB, FSU — He’s essentially been the top pick since he declared. Lovie Smith and his staff have done their vetting, and it seems clear he’s their man.

No. 12

Falcons (6-10)

Browns (7-9)

Texans (9-7)

Kevin White, WR, West Virginia — Smart money says GM Reggie McKenzie does it the “Raider way” and selects the bigger, stronger, and faster guy. No disrespect to Amari Cooper, but it’s White.

Alvin “Bud” Dupree, LB, Kentucky — Dupree is a versatile pass rusher and would be a good fit for Dan Quinn’s attacking defense. Missouri linebacker Shane Ray could’ve gone here.

Nelson Agholor, WR, USC — The Browns seem doomed no matter what, but Agholor has sure hands and can beat you deep. Cleveland could also be active in the trade department. Watch out.

Breshad Perriman, WR, UCF — He’s the most polarizing of all the wideouts in the draft, due to his intoxicating speed (4.24 at his pro day) and his penchant to drop some passes.

No. 9

No. 13

Redskins (4-12)

Giants (6-10)

Saints (7-9)

Vic Beasley, LB, Clemson — The most explosive of all the linebacker prospects, Beasley has bulked up from 225 pounds to 246. He certainly looks the part of a fearsome pass-rusher.

Danny Shelton, DT, Washington — The Giants have needs along both lines. Shelton would be an instant upgrade, with only Johnathan Hankins as the lone interior threat.

La’el Collins, G, LSU — He’d be a great replacement in New Orleans for Ben Grubbs, who was traded to Kansas City. He has a mean streak and the potential to play right tackle or at either guard. No. 14

No. 2

No. 6

No. 10

Titans (2-14)

Jets (4-12)

Rams (6-10)

Dolphins (8-8)

Leonard Williams, DE, USC — Mariota could be selected here, but no one knows by whom. Here’s saying the Titans stand pat, coaches up Zach Mettenberger and takes the draft’s best prospect.

Amari Cooper, WR, Alabama — It’ll be hard for Mike Maccagnan to pass on the former ’Bama star, even though in all honesty, they don’t really need a wideout with Brandon Marshall.

Brandon Scherff, OT, Iowa — The Rams have a need for a game-changing wideout to help ease Nick Foles’ transition to St. Louis’ offense, but will settle for an anchor on the offensive line.

Trae Waynes, CB, Michigan State — There’s a need at cornerback for a Dolphins defense that is loaded in the pass-rushing department. Waynes is the best corner in the draft.

Quick picks •

17. Chargers - Todd Gurley

18. Chiefs - Malcom Brown

19. Browns - Arik A rmstead

20. Eagles - Landon Collins

21. Bengals - D.J. Humphries

22. Steelers - Marcus Peters

23. Lions - Eddie Goldman

24. Cards - Melvin Gordon

25. Panthers - Ereck Flowers

26. Ravens - Dorial Green-Beckham

Jaguars (3-13)

Bears (5-11)

Vikings (7-9)

49ers (8-8)

27. Cowboys - K. Johnson

28. Broncos - Cam Erving

Dante Fowler, LB, Florida — This may be the second-most obvious pick. The Jags need an outside rusher for Gus Bradley’s scheme, and Fowler just may be the premier rusher in the draft.

Marcus Mariota, QB, Oregon— The Bears new coaching staff isn’t married to Jay Cutler, and though they have defensive needs, Mariota’s the guy. If someone doesn’t trade up to snatch him first.

DeVante Parker, WR, Louisville — Teddy Bridgewater made steady progress last season and Parker, the third of the top three receivers on the board, could kick Norv Turner’s offense into full gear.

Randy Gregory, LB, Nebraska — He only fell this far due to off-field concerns about a failed marijuana test at the combine. He’s got bona fide top 10 talent as a dynamic linebacker.

29. Colts - TJ Clemmings

30. Packers - S. Anthony

31. Saints - Phillip Dorsett

32. Pats - Laken Tomlinson

Brooklyn can’t overcome slow Game 5 start The Hawks took a 3-2 series lead Wednesday night, but the Nets more than proved that this is an even matchup, using a big fourth quarter run to make things intriguing. Atlanta held off the Nets, 107-97, at Philips Arena as the series shifts back to Brooklyn for Game 6 Friday (8 p.m., ESPN). A 3-pointer by Bojan

Bogdanovic early in the fourth cut Atlanta’s lead to six and back-to-back 3’s from Joe Johnson late in the fourth brought the Nets to within three, but a pair of Al Horford jumpers and some Jeff Teague magic in the paint proved too much for Brooklyn. The Nets shot themselves in the feet in the first quarter as the Hawks outscored them 33-16. Alan Anderson had a monster game for the Nets off the bench, producing 23 points while

going 4-for-4 from 3-point land. Jarrett Jack was also strong off the bench for the Nets, contributing 18 points. Coming off his own big scoring night, Deron Williams was held to just five points. DeMarre Carroll, Horford and Teague all had 20 or more points to lead the Hawks in scoring. Atlanta jacked up 33 shots from beyond the 3-point stripe, hitting 13. Kyle Korver hit five of the 13. Tanaka freeze?

Girardi concerned with Tanaka Speculation began when Masahiro Tanaka was put on the disabled list after getting tightness in his forearm and wrist in Detroit. Is the weather to blame? Tigers hurler David Price thinks so. Yankees manager Joe Girardi isn’t sure. “Does it have anything to do with Detroit? I can’t tell you 100 percent no” Girardi said, referring to the 34 degrees at game time. “He didn’t tell us that he felt something after Detroit. We didn’t know until [Tuesday].”
