Report: MTA should fix its stations, not expand Transit. The Citizens Budget Commission warned that the MTA needs to be more creative with its budget. A new report compared the struggle to keep up subway stations with a Greek parable. The Citizens Budget Commission warned that the Metropolitan Transportation Authority’s task to fix and maintain subway stations will be almost impossible without a hard look at the agency’s budget, calling it a sisyphean task. “The MTA should have a credible plan to reach a state of good repair in all of our subway stations,” CBC President Carol Kellermann said in a statement. “It’s time to think more creatively about how to achieve that.” The biggest challenge, the report argued, remains the $13 billion budget gap in the 2015-2019 plan for big-budget, long-term projects. The MTA’s ability to keep all 468 stations across the boroughs in decent shape — which the transit authority described as being in a “state of good repair” — is a challenge when 33 stations are reported to be in poor shape. stations are in Queens, the CBC report said. The top rated among them was the 52nd Street 7 train station, the 85th Street J train station and the 30th Avenue N/Q train station. Among the report’s suggested fixes were developing private-public partnerships that would take

the burden of the state to pay for certain repairs, as well as the reprioritization of money devoted to expansion back into repairs. MTA spokesman Kevin Ortiz appreciated the report’s analysis but disagreed with the latter recommendation. “At a time when grow-

ing ridership is leading to crowding and delays, we must pursue expansion projects that will accommodate more customers as well as provide new connections and opportunities for our customers,” Ortiz wrote in a statement. The 7 train extension to Hudson Yards will open to the public on Sept. 13, and the MTA is hoping to open the long-awaited Second Avenue subway line by December 2016. Nick Sifuentes, deputy director of the advocacy group Riders Alliance, told Metro that expan-

sions were important, but “we have to maintain the system that we have, and that should be our top priorities.” Sifuentes added that while the report — which was based on MTA data and doesn’t capture straphangers’ complaints — only confirmed what New Yorkers already know. “It basically proves what riders are telling us and we see all the time,” he said. Enough. Gov. begins campaign against campus sex assault

Gov. Andrew Cuomo threw another punch Wednesday in the battle against campus sex assaults. Cuomo launched the state’s “Enough is Enough” campaign, an initiative that highlights a new law against sex crimes. “New York is the progressive capital of the nation, and we are proud to take on tough issues like changing the culture

and mind-set surrounding sexual violence on college campuses,” Cuomo said Wednesday morning at New York University. “That is why this law is so important, and every freshman or returning student should know the rules of behavior have changed. These situations are not just a violation of school policy or ethics: They are crimes, and every student should know they have more rights

than before.” Lt. Gov. Kathy Hochul, together with Christine Quinn, a special advisor to Cuomo, will be visiting campuses to distribute informational cards for the program, Cuomo said. The state police also created the new Sexual Assault Victims Unit to provide assistance to victims of sexual crimes, as well as train schools and local police departments on the new law.

They will use sexual assault nurse examiners to make sure that evidence is well documented and handled properly. The new law supporting the “Enough is Enough” campaign will require all colleges to adopt comprehensive guidelines, including a uniform definition of affirmative consent. Moving. The founder of Queens Night Market on what’s changing and his goals for its new location. John Wang has had the worst summer of his life. As the founder of Queens Night Market, he’s spent nearly two years getting the kind of real-world experience that business school didn’t prepare him for. Over 12 (nonconsecutive) Saturdays since the market’s launch on April 25, Wang’s dream of an Asian outdoor fair in New York City sometimes leapt, other times lurched ahead. But the rough start hasn’t cooled his enthusiasm for the project. “People stuck with us and I definitely got better at my job, having never done it before — no room to go but up,” says the 33-year-old former lawyer with a self-deprecating chuckle. “We cleaned a lot of things up and got a little bit more organized.” But because this is NYC, that’s exactly when it came time for a big

change. Wang is moving the night market from its original home in Flushing to Jamaica, reopening this Saturday. In a way, it’s exorcising some old demons. The old location, in the parking lot of the New York Hall of Science, nearly doomed it, with attendance “10 or 20 times more than I ever imagined it would be” and complaints crowding Wang’s Yelp and Facebook accounts about parking and traffic jams. The new location not only has double the space to spread out but will have a lot across the street with $3 parking for visitors. Much of this is thanks to Wang’s new allies at the Greater Jamaica Development Corp., who are providing the new home as well as logistics and promotion for the market. “They have been incredibly supportive since over a year ago. It’s definitely no triviality that they’re donating the space because that’s always been our biggest cost,” says Wang. (He was paying $10,000 a night to run the market in Flushing.) Amid all the changes, there will be some things staying the same. Over

half of the 80 or so existing vendors have signed on to continue with the market, though Wang wishes it were more. The new location is less convenient by mass transit and gets less foot traffic, which makes it a different pitch to wouldbe vendors. “A lot of it goes back to what we’re trying to change — not everyone has a great, rosy perception of Jamaica,” he says. “I’m hoping the end result of the Night Market is the same, but the truth is this neighborhood is very different.” He’s also trying to recruit more artists, something he didn’t expect would be difficult. “I always thought that out of the 150160 vendors mapped out in our filings, 90 or 100 of them would be art tents.

Food vendors always outnumber art vendors by two to one. “Since I realized that in the first two weeks, I’ve been campaigning really hard, but it’s still something we’ve been working on. I don’t want to be branded just a food event.” A pleasant surprise among all the stress was the realization of Wang’s goal with the market. Back in April, he told Metro that he hoped to draw all demographics of New Yorkers to discover something they’d never seen or tasted before at the market. Attendance was in the several thousands every week, but families and community groups began a sort of friendly coloniza-

tion, bringing strollers and spending their whole evening there. “The tone of the event became much more community-oriented, a real gathering space. People started slowly bringing more picnic blankets and chilling out for hours and hours,” he says. Between constantly recruiting new vendors, sponsors, volunteers and performers, Wang doesn’t count on having a free

But he hopes that just as Flushing served to bring many different communities together, Jamaica’s Queens Night Market will take on its own sense of purpose. “It’s a real opportunity to create something different in the community, change the fabric of the community, hopefully,” he says. “I know that sounds like such an idealistic thing, but in the beginning I never imagined I would get the personal satisfaction of watching it become more diverse and evolve. Two Coney Island men will spend at least the next two decades in prison for their role in an attack on a rival gang that left one man dead and another slashed in the throat. Testimony at trial revealed Alex “Shorty” Escamilla, 23, and Heiberto “Big Boy” Guerrero, 24, were driving on Neptune Avenue in Coney Island around 2 a.m. on June 4, 2012, when they spotted rival gang members. They made a U-turn, chased the men and attacked them — Escamilla with a knife and Guerrero with a pipe. Jose Herrera, 28, died after being stabbed 28 times and receiving 13 blunt-force injuries to his head and face. Angel Reyes, 22, had his throat slashed but survived, according to the DA’s office. Herrera and Reyes be-

longed to the El Esquadron (SDN) gang, and Escamilla and Guerrero were members of the rival Coney Island Warriors. “These two defendants engaged in senseless gang violence on the streets of Brooklyn and deserve every day that they will now spend behind bars,” Brooklyn DA Ken Thompson said of the fatal attack. Escamilla was sentenced to 20 years to life in prison on Wednesday after being convicted of seconddegree murder, attempted murder, first-degree assault, first-degree gang assault and criminal possession of a weapon in May. Hospital releases the identities of HIV-positive patients The identities, email addresses and HIV statuses of nearly 800 patients were accidentally released by a sexual health clinic in London, England. The Guardian, which postulates that this could be the largest leak of its kind, reports that the clinic “sent a newsletter on Tuesday that disclosed the names and email addresses of about 780 recipients. The newsletter is intended for people using its HIV and other sexual health services, and gives details of treatments and support.” The clinic has since vowed to investigate how the data leak happened. The data breach ironically comes from a service called OptionE intended to make receiving treatment for HIV-positive patients

more convenient (and presumably, discreet) by allowing patients to get test results electronically and book appointments online. “I have been a patient at 56 Dean Street since moving to London five years ago and I have always trusted them with my information,” a victim of the leak told the Guardian. “OptionE is a service set up for patients who are stable and on long-term HIV treatment. It is designed to make life easier so your results, etc., are sent via email …. I find it impossible to believe that in this day and age this can happen. I was able to scroll down the list and identify the names of a number of people who I knew, some of whom I was unaware of their status.” MATT LEE

She will be joined by Tony Gallagher as The Sun’s editor-in-chief — a respected journalist and a key figure in the success of MailOnline, one of the world’s most popular sites. “I am delighted to return to News UK,” said Brooks, who was dubbed by some as Murdoch’s “fifth daughter.” “It is a privilege to be back amongst the most talented journalists and executives in the business.” Her return was condemned by critics who questioned Murdoch’s judgment in bringing back one of Britain’s most vilified journalists who was once depicted as a witch on the front page of a news magazine over her role in a phone-hacking scandal.

A judge on Wednesday rejected defense motions to drop charges against six Baltimore police officers charged in the death of a black man from an injury in custody, clearing the way for a scheduled trial next month. Baltimore City Circuit Court Judge Barry Williams also rejected a defense motion calling for State’s Attorney Marilyn Mosby and her office to recuse themselves from the Freddie Gray case.

Security at the courthouse was enhanced for the hearing, and protesters rallied outside, decrying what they called the militarization of the police. One person was arrested. Williams rejected the defense contention that Mosby violated her obligation to assure a fair trial when she announced the charges at a news conference as the largely black city of 620,000 people was in turmoil. Williams said that point would best be settled in a misconduct proceeding, not in his courtroom. He said Mosby’s comments did not warrant dropping charges. “The motion is hereby dismissed,” he said before a courtroom nearly filled with reporters and spectators. REUTERS

FAA names two officials to lead on drone policy

The Federal Aviation Administration on Wednesday named two new officials to lead its effort to incorporate commercial unmanned aerial systems, or drones, into the U.S. airspace. Hoot Gibson, an aviation expert who has been involved in development of a next-generation air transportation system for the United States, was named as the agency’s UAS integration senior adviser — a new position responsible for external outreach, education and interagency initiatives.

A former U.S. Air Force career officer and executive director of the FAA-sponsored NextGen Institute, Gibson will report directly to FAA Deputy Administrator Michael Whitaker. The agency also named FAA official Earl Lawrence as director of its UAS Integration Office, an existing position responsible for crafting new commercial drone regulations that are expected early next year. Lawrence, who joined FAA in 2010, previously led the agency’s Kansas City-based Small Airplane Directorate, which is charged with regulating small aircraft, airships and balloons. REUTERS

Six charged in Oklahoma on suspicion of running deadly drug ring

Six people have been charged in Oklahoma with homicide, accused of running an illegal prescription drug ring that authorities linked to the overdose death of a woman last year. The arrests of three men and two women took place outside of Tulsa and stemmed from the death of Jennifer McNulty, 38, who died after taking oxycodone she purchased from a network of prescription drug dealers. Her son was one of those arrested. Prescription drug abuse led to nearly 3,200 poisoning deaths in Oklahoma in 2007-2011.

A 19-year-old Texas man who was posing with a gun for a social media selfie photo accidentally shot himself and died from the wounds, Houston police said on Wednesday. “A witness told police he was taking a selfie with a gun and the gun accidentally discharged,” Houston police spokeswoman Jodi Silva said. The identity of the man killed in the incident in Houston has been withheld pending an investigation by the coroner. REUTERS

Amazon.com Inc. said its “Dash” button, which allows customers to place orders instantly, will now be effectively free. The company’s Prime members can buy the button for $4.99 and get the amount discounted on their first purchase using the button, the e-commerce giant said on Wednesday. The button will now be available to all Prime members — those paying $99 a year for two-day delivery and other benefits. The company said it will add 11 more brands to the button, bringing the total to 29.

The U.S. Army said on Wednesday it would open its elite Ranger School to all soldiers regardless of gender, after two women made history last month by becoming the first to pass the grueling leadership course. “We must ensure that this training opportunity is available to all soldiers who are qualified and capable and we continue to look for ways to select, train, and retain the best soldiers to meet our nation’s needs,” Army Secretary John McHugh said in a statement.

A review last month by Reuters of previously released Clinton emails found 30 email threads that the State Department has marked to show they include information shared in confidence by foreign government officials, from prime ministers to spy chiefs. U.S. government regulations examined by Reuters say this sort of information, whether written or spoken, must be classified from the start, and handled through secure, government-con-

trolled channels. Reuters found 57 email threads in the latest batch of emails released on Monday that the State Department has marked as including the same type of information. In all of the 87 email threads examined by Reuters, the State Department has blanked out the confi-

dential information in the public copies, adding the classification code “1.4(B),” denoting foreign government information. This is the only kind of information that presidential executive orders say is “presumed” to likely harm national security if wrongly disclosed. State Department regulations describe it as the “most important category of national security information” its officials encounter. If the State Department’s markings are correct, it appears that Clinton and her senior staff routinely did not follow the regulations in the department’s Foreign Affairs Manual, which tells employees they “must” safeguard foreign government information by treating it as classified. Congress. Obama secures key vote to protect Iran nuclear deal President Barack Obama on Wednesday secured the 34th Senate vote needed to sustain a veto of any congressional resolution disapproving a nuclear deal with Iran, ensuring the accord will not fail in the U.S. Congress. Democratic Senator Barbara Mikulski announced her support for the agreement, becoming the 32nd Senate Democrat, along with two independents, to back a pact announced on July 14, which exchanges sanctions relief for Iran for Tehran’s agreeing to curtail its nuclear program. The move means Obama’s fellow Democrats will have enough votes to protect the nuclear deal between Iran and world powers in the U.S. Congress. Their next goal is to see if they can gather at least 41 votes in the Senate to use the filibuster procedural rule to block

If so, perhaps that’s because the tale of Philippe Petit, a French acrobat who strutted across a tightrope strung between the World Trade Center buildings, was told in the documentary “Man on Wire,” which made millions, won the best documentary Oscar, etc. Now here it is as an unnecessary Robert Zemeckis movie with Joseph Gordon-Levitt. The relatively obscure 2005 doc “Our Brand Is Crisis,” which looks at the Americanization of South American politics, makes more sense being turned into a star-studded film, this one by David Gordon Green and starring no less than Sandra Bullock.

But “adversity” can take many forms, like the comically violent zombie apocalypse in “Scouts Guide to the Zombie Apocalypse” or the more frighteningly realistic Florida in the post-housing crash in 2010, in which downtrodden single dad Andrew Garfield gets into the wrong side of the eviction game with Michael Shannon.

Common connection: Brilliant loners Aaron Sorkin’s latest study of a cold genius bastard is “Steve Jobs” (not to be confused with the doc “Steve Jobs: The Man in the Machine,” out this week), which spends nearly three hours looking in detail at three of his biggest moments. Jobs remains controversial even in death, while Gregg Turkington — or at least his alter ego: anti-standup comic Neil Hamburger — is an all-too-divisive figure still walking amongst us. ‘Peanuts’ (Nov. 6) / ‘Youth’ (Dec. 4) Common connection: A state of arrested adolescence Rather than ruin the aura of a childhood fave a la the “Smurfs” and “Alvin and the Chipmunk”’s movies, the makers of the “Peanuts” film appear to have stayed true to Charles Schulz’s comic-strip source, spackling it in CGI but keeping the intimacy and, best of all, actual children voicing our leads. They’re free to gallivant about like kids — just, as it were, like Michael Caine and Harvey Keitel in “Youth,” Paolo Sorrentino’s art film-horndog follow-up to his Oscar winner, “The Great Beauty,” where the two hit the Alps to carouse (and think about getting old).

‘The Hunger Games: Mockingjay — Part 2’ (Nov. 20) / ‘Brooklyn’ (Nov. 6) Common connection: Girl against the world If you’re in the market for a strong but vulnerable female protagonist, you’re probably already lining up for the final installment of Katniss Everdeen (Jennifer Lawrence) fighting for freedom from tyranny. You might also enjoy Saoirse Ronan’s Irish immigrant torn between old home and new in “Brooklyn.” Oh, and each has a love triangle.

When it comes to his stand-up shows, Anthony Jeselnik is not willing to make compromises — even if he’s performing in front of thousands at a Funny or Die festival. “I would never accept a job where there are things I couldn’t do,� he says. “They might recommend things, they might say, ‘Try to keep it a little nicer, try to keep it a little less edgy.’ But I of course will not do that.� Jeselnik, who you’ve seen hosting Comedy Central roasts and NBC’s “Last Comic Standing,� is touring with Funny or Die’s Oddball Comedy and Curiosity Festival, alongside Aziz Ansari, Amy Schumer and a long list of other notable comics.

When you’re told to tone it down a bit, does that make you want to go even edgier?

Who do you usually test things out on to see if you’re going too far? Stand-up is so different than asking a friend, “What do you think about this joke?� If you do, it’s usually a disaster. They just look at you like you’re crazy. You have to find out in front of a real crowd.

Being part of a tour like Oddball versus hosting a show like “Last Comic Standing� — which do you

prefer?

A mix of both is necessary because one feeds the other. I’m on TV, so people come and see me when I perform live. And the thing I like about performing live is no one can tell me what to do. I’m my own boss; I have no censors. I can do whatever I want — and you can’t do that on television. And Oddball is great because with stand-up, with comedy, you’re always on your own. With Oddball, it’s a chance for all of us to hang out.

Whose performances at Oddball are you most excited about seeing? Oh, I won’t watch a single performance. I will do my set and then I’ll go in the back and read a book.

The 24-year-old is playing Electric Zoo: Transformed this weekend, and he says he’s more than ready. “I was supposed to play Electric Zoo last year, but it got canceled because of the weather. I was so excited last year, so imagine how I feel now. I can’t wait. It’s going to be one hell of a show,” he says.

The inner Swedish circle Alesso’s current single “Heroes (We Could Be)” is currently No. 1 on Billboard’s Dance Club Songs charts and features Tove Lo, a fellow Swede. “Today, yeah, we do kind of all know each other,” he says of popu-

lar Swedish musicians. “It’s a small country, so there’s always someone who is a friend of someone you know.” Countries like Sweden, France, Spain and Germany are notoriously ahead of the curve when it comes to EDM, and Alesso says he thinks the reason is that dance music is just ingrained in their culture. “It’s something that’s always been in Swedish history, but also people here are really focused on getting their music out of Sweden so that it’s heard all over the world,” he says.

Musical identity Alesso says he himself has always been extremely driven toward success. “Even when I was only 13, I would have these thoughts like, ‘What should I do with my life? Who am

I?’ I think everyone has thoughts like that, but I had them very early.” Music became the identity he was searching for. And he just so happens to have a knack for making hit tracks. “If it’s a really good track, you can tell early on by the basic stuff like vocals and chord progression,” he says. “It doesn’t matter how much you produce it or change the beat a million times or how creative you get. You can always tell a big record at an early stage in the production.” When Alesso thinks he has the beginnings of a new track, he likes to test it out on his friends and younger sister, who just graduated high school. “She likes everything I do, but I kind of force her to find the one thing she doesn’t like. But she’s always supportive,” he says.

The Metropolitan Museum of Art is keeping the doors open until midnight Sept. 4 and 5 for “China: Through the Looking Glass,” ending Sept. 7; the Museum of the Moving Image packs up the sets of “Matthew Weiner’s Mad Men” Sept. 6; and MoMA’s sprawling “Yoko Ono: One Woman Show” closes Sept. 7. The weather may still be good, but city pools will close for the season Sept. 7, so get your final splashes in at McCarren Park and soak in the last of the sun from the glorious deck of Astoria Park. (Most city beaches will close Sept. 13.) And while the Riis Park Beach Bazaar may be open until Sept. 27, the easy-access ferry from Pier 11 stops running after Labor Day, so get to the Rockaways this weekend to check out the bazaar. Head to the Royal Naval Dockyard to learn about the island’s maritime history in the National Museum, shop for local arts and crafts, and try your hand riding a Segway — an upright scooter that’s powered by your balance. Seneca Falls: Women’s rights and ‘A Wonderful Life’ The town in New York’s Finger Lakes saw the beginnings of the Women’s Rights Movement and inspired the classic Frank Capra film. The small New York town of Seneca Falls played a surprisingly big role in the women’s ns equality movement. Supporters orters gathered there in 1848 for the first Women’s Rights Convention. It was also the home of leading activist Elizabeth Cady Stanton, and the town’s Wesleyan Chapel hosted anti-slavery and political rallies.

Keys closer to potential showdown with Serena Tennis. Madison Keys has the look of a champion, even at 20 years old. Madison Keys has already been heralded by Serena Williams as the future No. 1 player in the world. For now, Serena is the undisputed holder of that title as she pursues the Grand Slam here at the U.S. Open. But the 20-year-old Keys took one step closer to another showdown with Serena when she knocked off Tereza Smitkova of the Czech Republic 6-1, 6-2 in Arthur Ashe Stadium on Wednesday to advance to the third round. “It was amazing,” Keys said. “I don’t know if it’s because of the roof now, but it didn’t seem as big as I thought it was going to feel. It was amazing to play out there. “I thought I played pretty well, so hopefully I can have many more matches on Ashe.” Keys will next face the winner between No. 15

Rutgers eyes another bowl berth Rutgers football defied all conventional wisdom last year by racing to an 8-5 record in their first season in the Big Ten. There was a narrow loss to Penn State, some very solid wins — including one over Michigan — and a tremendous road comeback in their season finale at Maryland. Then there was the bowl win, a solid thumping of North Carolina. It will be tougher this year for the Scarlet Knights, who not only lost four-year starting quarterback Gary Nova to graduation but now play the likes of Penn State, Michigan and Wisconsin on the road. Getting to six wins to ensure a bowl game will be a challenge. Then again, the same
