BRIEFS Cops look for lewd subway rider on R train Cops are searching for a man wanted for public lewdness on the subway. According to the NYPD, on Oct. 9 around 8:30 a.m., a 27-year-old woman saw a man masturbating on a Brooklynbound R train at the East 59th Street and Lexington Avenue stop station. The victim took a photo on

her cellphone before she left the subway car. Police have described the suspect as a black male who was last seen wearing blue jeans, a plaid shirt, a blue and red vest and a black knit cap. Police are asking anyone with information to contact Crime Stoppers at 800-577-TIPS or to submit tips online. Last month, a man was arrested on a southbound 5 train after he rubbed up against

an on-duty female plainclothes cop between Grand Central and Union Square stations. He was charged with forcible touching and sexual abuse. And, another alleged perv’s image was captured in Queens last month when a man twice grabbed a woman’s buttocks on an N train in Astoria. The woman snapped a photo with her phone and turned it over to police. TRACY LEE

Local leaders called a cease fire over the weekend over spending on the MTA’s capital plan, with City Hall promising to send $2.5 billion to the transit agency over the next five years. The commitment came about after months of negotiations — both private and in public headlines — between Gov. Andrew Cuomo and Mayor Bill de Blasio over whether or not the city should increase its investment without the state promising to be transparent with the money. For local advocates, however, the political battle is secondary to what straphangers stand to gain with the

budget gap closing, even as details about when the money goes out and where it will come isn’t yet known. “This is a win for transit riders,” said John Raskin, executive director for the Riders Alliance. “We now have a solid commitment from the governor and mayor that they’re willing to step up and fund these much-needed improvements.” Raskin explained that both the state and city stepping up means riders are saved from having to bear the brunt of paying for new subway cars and new technology by way of fare increases or significant service cuts. The capital plan specifically includes: • $1 billion for new buses • $1.5 billion to extend the still-underway Second Avenue Subway to East Harlem • $2.8 billion for new subway cars • $3 billion to repair older subway stations.

BRIEFS At-large suspects choked, kicked would-be Bronx robbery victim A woman in the Bronx survived an attack by a pair of would-be robbers who managed to leave the survivor with a broken wrist. Cops said the 60-year-old woman was walking near Westchester and Prospect avenues in Longwood around 2:45 a.m. on Oct. 10. Two unidentified men followed the woman when sud-

planned 2 percent hike in transit fares scheduled for 2016. Transit Workers Union Local 100 President John Samuelson, whose group released a series of print ads criticizing de Blasio, said New Yorkers will see “tangible benefits” thanks to the deal. “Local 100 is absolutely focused and committed to improving the state of good repairs,” Samuelson said. “That’s our bread and butter.” The union chief praised Cuomo’s work,

ferring dedicated money to other projects. “It’s a big deal that the mayor was able to get a commitment from the governor,” said Straphangers Campaign attorney Gene Russianoff. “I’ve never heard a commitment from the governor that included the ‘D’ word: divert.” The city, which, like the state, needs to take stock of where the money it promised will come from, will proportionately disburse its money to the MTA after the state does.

“This is the first plan I’ve seen that finally has the city and state meet their fair shares.” Russianoff

which he said, coupled with the union’s ads targeting the mayor, put enough pressure on City Hall to increase its commitment from the previous $657 million — an amount that matched the MTA’s request in May before the agency reformulated its budget. The agreement does, however, cede some ground to de Blasio, whose office demanded a greater degree of transparency and control over how any additional city money is used and that prevents either level of government from trans-

Cuomo is expected to lay out more details come January, when lawmakers return to Albany and can sort where it will find the money it promised. Meanwhile, the MTA can begin the work it was already scheduled to do with assurances that any money it borrows can be paid back. “As an advocate, I hope for the best and am on guard for the worst,” Russianoff said. “This is the first plan I’ve seen that finally has the city and state meet their fair shares.”

denly one of them grabbed her from behind and put her in a chokehold as they tried to take her purse. WHAT HAPPENS King memorial plans for Stone Mountain IN VEGAS… After what seems like countless cards being played on the Republican side of the presidential race, finally the Democrats are ready to place some bets. Their first debate out in Nevada leads off my three things to watch this week in politics. 1. FIVE-CARD STUD: Expect five people onstage at the first Dem debate, and all eyes will likely be on the “face cards”: Hillary Clinton and Bernie Sanders. But if you’re looking for any wild wagering, you can cash your chips in now. Sure, Clinton may lean harder than usual to the left to undercut Sanders’ success with liberals, and he may take a short swing or two at her, but neither has anything to gain by going “all in” at this point. They’ll be content to ante, raise a few times and split the pot. However, keep an eye on Martin O’Malley and the others. They are way down in the polls, and

could whip some surprising cards out of their sleeves in a gamble for attention. 2. WILD CARD: Vice President Joe Biden has had the best poker

face in town lately. One moment it looks like he’s about to bet big on a late bid for the White House, the next — it seems as if he is bluffing. The possibility that he might jump into the fray even before the debate and secure a spot onstage is enough to give even a Vegas oddsmaker a headache. Until we know if he’ll hold ’em or fold ’em, the veep remains worth watching. 3. SNAKE EYES: Republicans may have to call the cops if their dice game gets any more out of control. The fight over who should be the new Speaker of the House is growing messier (if that’s possible), and even as cooler heads try to prevail, watch for the hard right to keep up the chaos. They promised an end to politics as we know it, so many love the turmoil.

A monument to black civil rights leader Rev. Martin Luther King Jr. is planned for the top of Georgia’s Stone Mountain Park, home to a giant carving depicting three heroes of the pro-slavery Confederate States, The Atlanta Journal-Constitution reported on Sunday. The newspaper cited park officials who said

the monument to King would feature a replica of the Liberty Bell with the inscription “Let freedom ring from Stone Mountain of Georgia,” a line from King’s 1963 “I Had a Dream” speech. King was assassinated in 1968 in Memphis, Tennessee. The Liberty Bell, housed at Philadelphia’s Independence Hall, is a symbol of American freedom. Formal plans, which include a memorial to black Confederate soldiers, were expected to be announced soon, the newspaper reported. Neither officials with Stone Mountain Park nor the governor’s office could immediately be reached for comment. The park, with family attractions, hiking trails and historical exhibits, is on a site that is considered the birthplace of

the modern Ku Klux Klan white supremacist group, which was revived during the civil rights movement of the 1960s. But Stone Mountain is best known for the “Confederate Mount Rushmore,” a 90-foot relief sculpture of Confederate President Jefferson Davis, General Robert E. Lee and General Thomas “Stonewall” Jackson. The trio were leading figures of the rebel Southern states that fought in the Civil War of 1861-65. Many Southerners have long embraced images of the Confederacy, including statues, memorials and the Confederate battle flag, as emblems of regional pride and as a tribute to its Civil War veterans. Critics say they invoke the South’s legacy of slavery and resistance to the civil rights campaign. REUTERS

Palestinian-Israeli violence spreads An Arab citizen rams and stabs four Israelis, police stop suspected Palestinian car bomb. An Arab Israeli stabbed four people near a bus stop in northern Israel on Sunday, as security forces confronted a spate of attacks against Israelis, mainly by Palestinians, in the Jewish state and the West Bank. Four Israelis and 24 Palestinians, including eight children, have died in 12 days of bloodshed, fueled in part by Muslim anger over increasing Jewish access to the alAqsa mosque compound in Jerusalem and with Palestinians attacking Israelis with knives, rocks and, in at least one incident, guns. Some Israeli Arabs have also actively supported the protests, mainly by demonstrating in major Israeli-Arab population centers, and a general commercial strike in the Arab sector has been called for Tuesday. Southwest shares have risen for four consecutive months for a gain of more than 20 percent, but are still down 5.6 percent for the year. Florida circus elephants find second career in research At a Florida retirement home for former circus elephants, residents enjoy a steady diet of high-quality hay and local fruits and vegetables, as well as baths and occasional walks. For these majestic beasts, this life of relative leisure at the 200-acre Center for Elephant Conservation comes after years on the road, entertaining America in “The Greatest Show on Earth” for Ringling Bros. and Barnum & Bailey Circus. Under pressure of animal rights activists, the circus is now phasing the animals out. In March, the circus company announced with some reluctance that it would end its elephant acts by 2018. It said it wanted to use the retired animals to help save their endangered species through breeding and medical research.

“If we didn’t do it, the elephants would go extinct in North America, likely in 25 years or less,” said Kenneth Feld, chief executive officer of the circus’ owner, Feld Entertainment. Animal welfare groups are still not satisfied and have questioned the company’s current plan. Asian elephants, which are smaller and rarer than the African variety, have long been an audience favorite under

Advanced Knee Arthritis Treatment Offers New Hope For Pain Sufferers In New York City

Nothing Spreads The Word Like Caring Doctors and Results - Knee arthritis sufferers have swarmed the OsteoRelief Center in Manhattan, NYC and Norhtern New j Jersey ever since word got out of their advanced medical procedure for knee arthritis

Viscosupplementation. This all sounds great - in theory. But there is a BIG problem with this treatment. Allow Me To Explain... While doing research on this treatment, I traveled to amedical clinic in New York City, This clinic had an excellent reputation and I got to speak not only with doctors but with several patients who ranted and raved about the results. Many said they had tried countless other treatments in the past... including viscosupplementation... but nothing worked until they had viscosupplemtation at this clinic. I was skeptical, so I asked one of the doctors why. How could it be possible that the same treatment that did not work when done elsewhere... was getting results when done here? His response was honest and a little shocking. And the bottom line was... “All Doctors Are Human And Sometimes They Mess Up” I discovered that this treatment must be VERY

PRECISE. In other words, the doctor must be very accurate and actually get the lubricating fluid precisely into the arthritic joint space or the treatment will be rendered useless. Many doctors do not want to admit it - but it is very easy to miss the joint space and alter the treatment results. In fact, research shows that doctors doing these types of joint procedures without advanced imaging may miss the joint space as much as 30% of the time.

Technology To The Rescue Thankfully technology is solving this problem. How? It’s making doctors much more accurate and this treatment much more effective. Advanced imaging is now available that allows doctors to actually see directly into the joint space and watch the treatment. Doctors can see, or check, if the lubricating fluid goes directly into the joint space - or misses. The doctor knows if the applied treatment has been a success... or failure... INSTANTLY.

Shia LaBeouf gets arrested in Texas Apparently Shia LaBeouf can get arrested in this town — assuming this town is Austin, Texas. In what I can only assume is his latest piece of performance art, LaBeouf was nabbed on famed Sixth Street in the music- and party-friendly capital for public intoxication, jaywalking and general rambunctiousness after acting out on the street in the middle of the afternoon late last week, according to TMZ. I’ve been to Sixth Street, and let me just say it’s news to me that drunken behavior can get you arrested there. He must’ve been giving quite a performance. And it turns out LaBeouf’s brush with the law was carefully timed, as it came just a month after his six-month probation from a March plea deal ended. Doesn’t waste time, does he?Â

HOW IT SHOULD HAVE ENDED/YOUTUBE

How Ant-Man should have ended Sure, Marvel’s “Ant-Man was a fun lark of a superhero caper, but the folks at How It Should Have Ended have a decent point about how convoluted the plot involved actually is. Maybe things would’ve been a lot simpler if Hank Pym (Michael Douglas)

had just picked up Scott Lang (Paul Rudd) from jail and explained what his idea was from the get-go, but then we wouldn’t have had as much fun. “We were going to have this elaborate ‘Mission: Impossible’ caper with ants, but these two insisted it wasn’t necessary, Pym explains. Man, practicality is a total bummer.

The titular Jane in “Jane the Virgin” had a very full year. She got accidentally artificially inseminated, fell in and out of love with the sperm donor, met her father for the first time and got tangled up with a criminal syndicate headed up by the mysterious Sin Rostro. By the end of the year, she’d given birth, but Sin Rostro had kidnapped the baby. It’s a lot for one woman to take on, but Jane always seems up to the challenge, in large part due to the star-making performance of Gina Rodriguez, who plays her. Rodriguez, who says Jane will be “a fierce f—ing mom,” is looking forward to exploring what that means for the character. Will we still see a love triangle between Jane, baby daddy Rafael and her old love, Michael? I was actually only given a few spoiler alerts, because they know I’ll tell everything, and I really don’t know anything. But I do

CMJ Kickoff Showcase Tuesday, 5:30 p.m. Highline Ballroom 431 W. 16th St.

Talk about a big break: Caverns hadn’t even released a full-length album when the New York City-based band was asked to play Marc Jacobs’ “One Night Only!” runway spectacle during Fashion Week this season. But the guitar, bass and drums trio, led by long-haired erstwhile model Nicola Wincenc, slayed, holding their own alongside Brian Newman’s famed jazz band as they launched into a rousing rendition of the Beastie Boys’ “Sabotage.” Ahead of Caverns’ appearance at the Highline Ballroom Tuesday, we asked Wincenc about playing in a fashion show, covering the Beastie Boys and meeting Debbie Harry. How did you get the Marc Jacobs gig? A friend of mine actually

to it, and he was like, “Scratch all this — let’s just have them play with the band.”

Being badass Caverns members Nick Katz, Nicola Wincenc and Russell Holzman strike a pose. PROVIDED

reached out because she knows Marc Jacobs, and she was like, “He needs a band to play some sh— tomorrow. Can you do it?” We literally got like nine hours notice, so we

had our drummer come in from Boston, went into the rehearsal that morning and performed that night. We didn’t even know there was going to be a jazz band

there. Whose idea was it to play the Beastie Boys? We’d been asked to play “Sabotage,” and so we prepared that, and Marc

Jacobs came in that morning to listen to us, and there was that big band playing all this cruise ship, Top of the Rock jazz, and Marc was sitting down, listening

What was it like playing a fashion show? It was cool. We were just doing our thing but in front of all those people. It was like being untouchable, in terms of playing just pure badassness while all this ridiculous fashion stuff is going on. I mean, don’t get me wrong — I like fashion, I’ve modeled, I have lots of clothes, but fashion shows can be so boring. Did you get to meet any celebrities? Actually Debbie Harry, Blondie, walked up to us and was like, “You boys were badass.” We were like, “Oh my God — that’s Blondie! We’re not worthy!”

More and more colleges have made the essay portion of the application process optional. But you should still write one. “So many students have similar academic records and standardized test scores,â€? says Carol Barash, a former college admissions officer and current CEO of Story2, an online platform that helps students write admissions essays. “When admissions officers are looking at a group of students whose numbers are all the same, they make decisions based on who they imagine would be better members of their community — and the way you show what kind of community member you’ll be. Manning leads Giants on last-second TD march The Giants seized first place in the NFC East after a dramatic comeback win. EVAN MACY @evan_macy

evan.macy@metro.us

The very nature of Sunday night’s back-and-forth game gave one the feeling that it would come down to the last drive. Which, of course, is pretty much what happened as Eli Manning threw a game-winning touchdown pass with just 21 seconds remaining to Larry Donnell — a 12-yard grab that unbelievably weaved through the 49ers defense and found its way into Donnell’s outstretched, grasping hands as he leaped in the back of the end zone. The strike put the Giants ahead 30-27 after a seesaw battle and boasted one of the most impressive performances of Manning’s career. The veteran quarterback threw 54 passes, completing 41 for 441 yards and three touchdowns. Of course, it was the final completion that mattered the most as New York shrugged off a bevy of blown leads throughout the dramatic game. Pinned against their own end zone and clinging to a three-point lead, a key penalty gave the 49ers a first and goal inside the two minute warning. Two plays later Carlos Hyde poked his way into the end zone to put the fate of the Giants in the hands of Manning. The final lead change was reflective of the backand-forth battle. After exchanging first-quarter field goals, Manning led New York on a 14-play, 81-yard march with a two-yard pass to Shane Vereen giving the Giants a 10-3 advantage in the second. The second half began with a 49ers charge, as San Fran pieced together its running attack to pick up 88 yards on 10 plays to tie the game at 13. It was a methodical

drive that certainly had the Giants defense looking winded by the time Anquan Bolden caught a short Colin Kaepernick touchdown strike. Odell Beckham Jr. returned the favor for the Giants, his seventh catch of the evening coming late in the third, boosting New York ahead by a touchdown yet again, taking advantage of blown 49ers coverage in the red zone. The Niners answered yet again, with 11:49 remaining in the fourth quarter on an 80-yard drive capped by yet another Kaepernick touchdown toss. Another long drive had the Giants poised to take a seven-point advantage (yet again) but the march slowed in the red zone and New York settled for a field goal, leading 23-20 with five minutes to go. In all the Giants compiled a thoroughly impressive 525 yards of net offense. Beckham Jr. gave Giants fans an injury scare, but not before catching seven balls for 121 yards.

Around the NFL Some scores from Week 5: Bengals 27, Seahawks 24 (OT) For three quarters, it looked like the Seahawks (2-3) were a test Cincinnati wouldn’t pass, as the Legion of Boom harried Andy Dalton (30 for 44, 331 yards, 2 TD, INT) and jumped on turnovers to build a 24-7 lead entering the fourth quarter. But the Bengals came back with a vengeance and moved to 5-0 with an overtime 42-yarder off Mike Nugent’s foot. Eagles 39, Saints 17 The Eagles shook off another slow start to pile on the points in the second half, where they outscored the Saints, 29-10. DeMarco Murray had his best game yet for the Eagles, finishing with 120 total yards and a score, while Ryan Mathews had 100 yards on just 11 touches. Fletcher Cox sacked Drew Brees three times, twice forcing fumbles recovered by the Eagles. Bears 18, Chiefs 17 Jay Cutler dropped the snap,

picked it back up, and fired a seven-yard touchdown to Matt Forte to win the game and complete a 14-point comeback for the Bears’ second win in as many weeks.

Browns 33, Ravens 30 (OT) Josh McCown set a new Browns single-game passing record with 457 yards by completing passes to nine different receivers and Travis Coons was good every time Cleveland called on him, including overtime, where he hit his fourth field goal of the game. Bills 14, Titans 13 The Bills finished the game on a 14-3 run to overcome a 10-0 deficit. In a game where offensive yards came at a premium (less than 500 gained combined), Tyrod Taylor had a pair of 20-plus yard scrambles, one of which ended in the end zone for the Bills’ first score. Packers 21. Rams 10 Aaron Rodgers threw his first (and second) interception at home since 2012, but he matched it with two touchdowns. It was more than enough to beat the Rams to stay unbeaten, despite 146 rushing yards by Todd Gurley.

MLB Playoffs Harvey gets ball for Mets tonight in Game 3 The Mets will try to prevent the NLDS from going back to Los Angeles as Game 3 against the Dodgers comes to Citi Field on Monday (TBS, 8:30 p.m.). If the Mets can hold serve at home Monday and Tuesday they’ll win the series, 3-1, and avoid a decisive Game 5 at Dodger Stadium. Matt Harvey (13-8, 2.71) gets the starting nod for the Mets on Monday in his first career playoff game and in the Mets’ first-ever postseason game at Citi Field. New York manager Terry Collins isn’t concerned about Harvey possibly being rattled. “This guy loves pressure,” Collins said of Harvey. “He’s pitched great when he’s had to pitch on the big stage in a big game.” Harvey was good but not dominant in his two starts against the Dodgers this year. All told, Harvey was 1-1 with 12 innings pitched. He allowed 13 hits (three homers), five runs and six walks. He gave up five walks in one game on July 4 but that started a streak where he gave up at least four walks in three straight games. Dodgers first baseman Adrian Gonzalez, who drove in the game-winning RBI in Game 2, is 3 for 11 lifetime with a round-tripper against “The Dark Knight.” Yasiel Puig, who has yet to start a game in this series, is 3 for 5. Jimmy Rollins has plenty of experience against Harvey going back to his time with the Phillies, and they have combined to go 11 for 37 with three home runs against him. Brett Anderson (10-9, 3.69) get the nod for the Dodgers Monday. The Mets have never faced Anderson but Curtis Granderson has experience against the lefty. Granderson is 5 for 12 with a home run and four RBIs against Anderson, so he will be a valuable asset at the top of the order for New York. Michael Cuddyer is just 1 for 12 lifetime against Anderson, so he will likely sit in favor of Michael Conforto. ROBERT CRISCOLA

Daniel Fells was diagnosed with MRSA last week.

Giants tight end Daniel Fells could possibly have his foot amputated as doctors fear that the MRSA he was diagnosed with last week has infected his bone and could travel into his blood, according to NFL.com. Fells will undergo more operations on his foot in the coming days. “It is a serious situation that has been taken seriously from the beginning, said Giants spokesman Pat Hanlon. “We’re all fighting for Daniel. The 32-year-old has been hospitalized since last Monday.
