A U.S. Energy Department research laboratory in Oregon was evacuated Tuesday because of a bomb threat, a spokeswoman said. Employees from the National Energy Technology Laboratory in Albany, about 70 miles south of Portland, were ordered to leave the campus after the threat was received at about 8 a.m. local time, said lab spokeswoman Shelley Martin. SpaceX expects to return a repaired and upgraded Falcon 9 rocket to flight around the start of December, less than six months after one exploded shortly after liftoff. A man who allegedly stole a car and crashed into a gate at the Maryland base of the U.S. National Security Agency last week is facing multiple charges, including robbery, assault and gun and traffic violations, authorities said. Police have charged Dontae Small, 41, of Baltimore, with 13 violations ranging from driving with a revoked license to attempting to elude police, Anne Arundel County police said Monday. BRIEFS NYPD on lookout for man who threw molotov in midtown Manhattan Police released surveillance video of a man they said threw a molotov cocktail at the feet of two yeshiva students in midtown Manhattan on Friday. Although NYPD did not identify the attack as a bias crime, police said the department’s hate crime task force is investigating the incident.

Authorities said the man on video — who was described as white, approximately 5-feet-9, and weighing approximately 215 pounds — came up to the two men standing in front of West 37th Street near Ninth Avenue at around 1:30 p.m. That’s when the suspect

threw the glass bottle full of flammable liquid with a burning rag, shattering it at the two men’s feet. The attacker ran off, heading southbound on Ninth Avenue as the fire grew on the sidewalk. NYPD reported no injuries after the attack, although

police were still looking for the molotov-throwing suspect. The man was last seen in the released video wearing a dark, long-sleeved jacket, a light-colored shirt, dark pants and a backpack. New York City unveiled its latest step to reform the city’s bail system on Tuesday: a panel of experts, advocates and policymakers tasked with working with the court system to reform a process critics argue traps low-level offenders in local jails. Calling it the “Bail Lab,” officials hope the latest program can change how some of the 47,000 New Yorkers detained on bail every year deal with the courts, asking constituents to share their own experiences. A new website allows New Yorkers to give their own input on bail problems, with answers to be reviewed by the Mayor’s Office of Criminal Justice. Its director described bail as a “blunt instrument that can yield inequitable results.” “While it is still with us, we must understand whether money bail is the most effective way to ensure that people return to court without re-offending,” Elizabeth Glazer said in a statement, “and we need to develop precise tools to provide judges enough data about risk to make informed decisions.”

Whatever results the crowdsourcing brings, tech observer Andrew Rasiej told Metro the collection of New Yorkers’ experiences and opinions on a complicated issue is only part of the equation. “The potential benefits of this effort are numerous,” said Rasiej, who cofounded civic tech space Civic Hall, “but the most important are surfacing as many good ideas as possible while increasing public awareness of the problem, which is critically necessary to generate the political will necessary for change. The mayor’s office will also work with judges, prosecutors and defense attorneys to find out what can incentivize defendants to return to court if not bail. Besides researching bail methods that aren’t tied to money, the group will also explore how the process of being bailed out can be sped up and be made more efficient. Critics of the current bail system point to the case of Kalief Browder, a 22-year-old New Yorker who was jailed at Rikers Island when he was 16 and spent three years behind bars because he could not afford bail. For months, City Hall has been unveiling a series of reforms to prevent similar situations from repeating, including a City Council-sponsored plan to create a citywide bail fund, as well as a $17.8 million program to supervise 3,000 low-risk defendants.

campaign, in part, is pushing Albany for a new toll formula, coupled with other transit initiatives to improve travel speeds on city roads and trains, an increase in cab rides and driver fares. â€œNew York is a big, built-up city that is hundreds of years old, and people don’t think of it as changing, but it is changing quicker than you think,â€? said Ryan Russo, New York City Department of Transportation’s deputy commissioner for transportation planning and management. “There are jobs in new places, and transportation is changing as well.â€? Russo said it can just take a little open-mindedness and a new route for a commuter to have a smoother commute. Between the 7 train extension to the West Side, expanded Staten Island ferry service, new Select Bus Service routes, CitiBikes and growing private sector options, commuters set in their ways have options, according to Russo. â€œThere might be lots of opportunities for someone who has been driving or has a congested or frustrating commuteâ€? to save time and money by incorporating mass transit or CitiBike into her commute, Russo said. â€œPeople can get frustrated whether the subway is full or their route to work is congested. That’s a great opportunity to turn frustration into something productive,â€? Russo said. Last week, Council Member Ydanis Rodriguez, who chairs the council’s transportation committee, said he’d like to see 400,000 fewer cars on the road by 2030.Â

Rodriguez told Metro that New Yorkers voluntarily committing to reduce car usage is a “personal contributionâ€? a driver can make (and one he’s making himself) to ease congestion and combat climate change. Rodriguez said a second part of the equation is expanding access to alternative transportation, such as bikes and ferries. Rodriguez introduced a bill Tuesday that would allow New Yorkers in residential building to take their bikes up in elevators. Right now, 479 residential building owners have either opted-in to a bike access plan program with the DOT or are working to give tenants access to elevators or other options for bike storage, Rodriguez’s office said. A 2009 law mandated commercial buildings must give elevator access to bicycles. Rodriguez added that communications-based train control (CBTC) is the main challenge to getting more subway trains to run and ease congestion. â€œWe have congestion and poor air quality not because of some malicious outside force but by the seemingly innocent behavior of many New Yorkers acting alone,â€? said Philip Plotch, a political science professor at St. Peter’s University and a former MTA planner. “For the sake of our health, our sanity and our economic security, we have to encourage people to walk, bike and take public transportation.â€? “We have to balance so many different needs,â€? said Anne Klaeysen of the New York Society for Ethical Culture and a public transit advocate. Amtrak to allow dogs and cats on Northeast trains Trains, they’re not just for hobo dogs anymore. Amtrak said small dogs and cats can now come along for the ride on its trains from Boston to Virginia. The rail carrier made the announcement following what it said was a successful pilot program in Illinois. Spots for furry friends, however, are limited. Animals must weigh less than 20 pounds, and there’s a limit of five per train. Reservations must be made 30 days in advance, and the animal must be kept in a carrier under the owner’s seat. There’s also a fee. It will cost $25 to bring your pet aboard. Amtrak began letting pets ride the rails in Illinois in 2014. More the 200 animals rode with their owners that year. A woman died Tuesday morning after a tractor-trailer struck and killed her near Bushwick. Latiesha Ramsey, 37, died blocks away from her BedStuy home on Patchen Avenue as she approached Lafayette Avenue at about 10:22 a.m. Minutes later, police responding to a 911 call found Ramsey unconscious and unresponsive on the street with severe injuries to her body. Investigators believe she was crossing the street when the truck hit her and ran her over. The truck then caught her in a rear tire before dragging her down the block. Paramedics arrived soon after the officers and rushed Ramsey to Woodhull Hospital where doctors pronounced her dead. Authorities said the truck driver, a 49-year-old man, was driving eastbound on Lafayette Avenue when he turned onto Kossuth Place, which is adjacent to the street Ramsey was crossing. The new security apparatus based in Baghdad suggests the United States is losing clout in the Middle East, where it has been heavily invested for years. Iraq has begun bombing Islamic State insurgents with help from a new intelligence center with staff from Russia, Iran and Syria, a senior parliamentary figure said on Tuesday about cooperation seen as a threat to U.S. interests in the region. The center has been operational for about a week, and it provided intelligence for air strikes on a gathering of middlelevel Islamic State figures, Hakim al Zamili, the head of parliament’s defense and security committee, told Reuters. Iran, a longtime Middle East adversary of the United States, already boasts deep influence in Iraq. Iranian military advisers help direct Baghdad’s campaign against Islamic State, which aims to expand its self-proclaimed caliphate in the Middle East. Four Baltimore cops’ statements admissible in Gray death case Gray, 25, suffered a spinal cord injury after being arrested in April and transported in a police van. Statements given during an internal police investigation by four Baltimore officers charged in the death of a black man from an injury in police custody were made admissible in court on Tuesday. Ruling against a defense motion, Baltimore City Circuit Court Judge Barry Williams found that Sgt. Alicia White, one of the six officers charged in the death of Freddie Gray, had spoken without duress to internal investigators probing Gray’s death. “Sgt. White had the opportunity to say no,” Williams said during the first day of a two-day pretrial hearing. Three of those charged — Lt. Brian Rice and Officers Garrett Miller and Edward Nero — also agreed to drop motions to suppress their statements. Five of the six officers had made statements to police carrying out an internal investigation. White and two other officers are charged with manslaughter, assault and misconduct. The officers are facing individual trials, with starting dates scheduled from Nov. 20 to March. Flight MH17 downed by Russian-built Buk missile: Dutch report The report also seemed certain to strengthen calls within the airline industry for a review of how information is shared in conflict zones. Malaysia Airlines Flight 17 was shot down over eastern Ukraine by a Russian-made Buk missile, the Dutch Safety Board concluded on Tuesday in its final report on the crash in July 2014 that killed all 298 people on board, most of them Dutch. But the long-awaited findings of the board, which was not empowered to address questions of responsibility, did not point the finger at any group or party for launching the missile. Lilly Singh still can’t believe her face is on a billboard

YouTube vlogger Lilly Singh still hasn’t processed her newfound fame, let alone that her picture is plastered on billboards and buses. “It’s such an overwhelming feeling, it’s kind of hard to take in,” the 27-year-old says. “I feel like maybe two weeks from now I’ll just be sitting somewhere random and it’ll hit me.” Singh’s YouTube channel, where she uses the alias IISuperwomanII, has almost 7 million subscribers. She just finished a 30-

city world tour of her live show, “A Trip to Unicorn Island,” and she has two more shows this year. But she still manages to post a video every Monday and Thursday that aims to make her audience laugh, while still covering the serious topics.

“I tend not to make my content ‘Hey, I’m going to talk about racism or depression, now let me tell you why it’s wrong.’ I don’t think that’s as effective as intertwining messages with comedy.”

Taking on tough subjects

To come up with ideas for her videos, Singh draws experience from what’s going on in her life. “A lot of my content is genuinely things that happen throughout my day,” she says. “I take it and exaggerate it in a way that’s funny. My main goal is to make something that people can relate to. Winona Ryder sets the record straight The actress looks back on her early days.

Winona Ryder has had her brushes with infamy and trouble, but that doesn’t keep her from opening up. When we speak, she’s gabby and funny, in part because she’s really into her new film“Experimenter,” a semi-experimental biopic about Stanley Milgram (played by Peter Sarsgaard), the psychologist who did famous/infamous tests on people’s willingness to follow orders, no matter how inhumane they may be. Ryder plays Milgram’s devoted wife Sasha, though she’s not just a typical movie spouse. It’s a chance to work with Sarsgaard and director Michael Almereyda (of the playful Ethan Hawke “Hamlet”), both longtime friends. And it’s also nice to, as she puts it, “really mean the stuff you say in these [interviews].” I know you had a fairly atypical childhood, growing up on a commune in California… When I say I lived in a commune for four years, people think I was in a cult — and it was not a cult at all. It was seven families in the redwoods in Mendocino. But my parents were definitely on the intellectual side of the hippie movement. They were more sort of observers. They were activists and stuff, but it’s interesting because

in some sort of unconscious rebellion, I stayed away from a lot of those things. I don’t do drugs. Drugs were not encouraged, but my parents did have the thing of, “Don’t get them on the street. If you’re really curious, please come to us.” I think that’s a good attitude to have. But I didn’t want to. That’s odd, since acid king Timothy Leary was your godfather. He was very protective. He never let anyone do anything around me. He would take me to baseball games and help me with my homework. He was the opposite of what you’d think Timothy Leary was, around me. But there were a lot of people around then. It’s a shame because at the time I didn’t know who any of them were. They were just grown-ups. I later found out one of

them was John Lennon. I’m like, “What? Why didn’t you tell me?” I wish I’d known. You could have pestered him for Beatles stories. Or, you know, not terrorized his son. Growing up around that scene, I imagine you were exposed to the stories of and ideas around Stanley Milgram. I remember the first time I found out about him. It was from the Peter Gabriel song “We Do What We’re Told,” from the “Us” album. I was driving with my dad, and I was like, “What does this mean?” and he told me. And I’m a big reader. I’ve read about the banality of evil and about Eichmann, because I lost family in the Holocaust. What’s interesting too is the way “Experimenter” is told.

I’ve known Michael Almereyda since he was 16. He’s the kind of director — and I can tell you this — that actors want to work with because he is one of the very few uncompromising directors out there. He just won’t do something if he doesn’t want to. He’s not the kind that says, “Oh, alright…” And biopics, they’re tricky, especially when you’re cramming in a couple decades. Michael is so thoughtful and interesting, and what he chose to focus on was so far from what a classic biopic is. I’m nervous to use the word “untraditional” because I also like traditional stuff. But this is so imaginative and thoughtful — when I say “thoughtful,” I can’t put enough emphasis on that.

It was reported that ages ago you were tired of acting. What brought you back? I don’t really go on the Internet. But my parents do. They don’t have Google Alert or anything, but they showed me something in The Guardian. The headline was, “I have no interest.” And I don’t know where that came from. That was probably in response to some weird question. I will say I have a lot of other interests. I did take some time off in my 30s. I went to law school — well, I wasn’t official. I was allowed to sit in on some classes because I was interested in constitutional law. I really consider San Francisco home. It’s a very different life than people think of actresses having. But I still feel very connected and passionate about work. Still, as you get older, it feels like it takes a lot of time. I don’t want to spend a lot of time on something I don’t like. Even if it’s just doing these small movies. Look, this isn’t a blockbuster. It’s an art film at a time when there really aren’t many. I don’t know how “Experimenter” is going to do. But it was a joy to work on, and it was challenging, and you were always thinking and reading. I’m really proud to be a part of that. But it’s all I’ve ever known, acting. In the last year, mostly thanks to “Inherent Vice,” Katherine Waterston has made the shift from struggling actor to an “it” girl. When we speak, she’s in London shooting the “Harry Potter” spinoff “Fantastic Beasts and Where to Find Them.” Right now, she’s promoting another major release: “Steve Jobs,” the Aaron Sorkin-penned story of the late Apple icon (played by Michael Fassbender) and the frenzied buildup to three of his most significant product launches. Waterston plays Chrisann Brennan, an ex who’s justifiably furious with him, as he doesn’t want to claim paternity of their young daughter. The move to major productions must be jarring. How have you dealt with it? It’s not really as much of a shift as I probably imagined when I would be fantasizing about having a proper career. [Laughs] You don’t know what you’re doing, and it all comes together at the last minute. Sorkinese seems like it might be daunting. The only part that was terrifying was when I was auditioning and I thought, “Am I anywhere near good enough to speak these words?” But actually, it’s so much scarier to try and make poor writing sound good than it is to play around with really great dialogue. This is just like getting shot out of a cannon. You’re supported by such a great structure. There’s so much humor and intelligence. And a great rhythm. The writing does so much of your performing for you that you can relax, in a way. I would have thought, “Oh my God, I’ll be a ball of nerves. I’ll be so paranoid about getting that comma

right or did I pause there? Did I cut him off in time?” But he writes the way people think. This isn’t a traditional biopic, so we don’t see all of Brennan’s history with Jobs. How do you handle suggesting a character’s entire history only in fragments? One thing I was thinking about was, how do I show the audience that this is an old dynamic, this is an old relationship? She’s had some of these arguments before. I had to make sure it didn’t feel fresh, that it felt like a worn-out relationship. It’s so much more a portrait than a biopic. A lot of these biopics make us feel like we really know someone, and that’s a dangerous thing to do to the public. Because it’s never really true. You see these biopics where one dramatic thing happens after another, and this is why they became the artists they became, because of that one thing. No human I have ever met has ever had that experience — that one moment. They’re a little irresponsible and deceptive.

Directions: Prep vegetables. Preheat oven to 400°F. Trim root from onion. Peel, halve and thinly slice. Halve cabbage through the core and remove core. Thinly slice cabbage. Shred carrots on the large holes of a box grater.

Brown sausages. Heat 1 tablespoon oil in a large skillet over mediumhigh heat. Cook, turning often, until browned all over, about 5 minutes. Transfer to a plate.

This was New England’s seventh straight win, dating back to last season. The Pats have had some luck this year, facing the Cowboys and Steelers without several stars, but they haven’t taken their foot off the pedal.

Arizona bounced back well from its first defeat of the season by dispatching the Lions in much the same blowout fashion they’d won their first three. Also encouraging: the return of Andre Ellington, who replaced Chris Johnson with the game well in hand and scored on a 63-yard touchdown run.

So far this season we’ve all looked at Atlanta and said we believe in the offense, what about the defense? This was their week. With Julio Jones banged up, Matt Ryan throwing interceptions it was the defense that kept Washington at bay and, won the game on Robert Alford’s overtime pick six.

If they can stay focused on the here and now against the Redskins this week, the Jets might be 4-1 heading into a Week 7 matchup in Foxborough. And though they may not have the firepower to overtake New England atop the AFC East, a Wild Card berth is a real possibility.

The Vikings get two weeks to prepare for the Chiefs, but the first week might have to be thrown out after the news that Jamaal Charles has torn his ACL. This puts a damper on a potential exciting Adrian Peterson-Charles matchup at running back, but it does increase the chance the Vikings will see 3-2.

Aaron Rodgers’ interception streak ended, but the real story Sunday was the Green Bay defense, which pressured Nick Foles into four interceptions. Stud quarterbacks and ballhawking defenses are a pretty good combination come playoff time. Just ask the 2009 Saints.

Maybe, this isn’t our same old Bengals team. Through three quarters Sunday it looked that way, but give Cincinnati credit for refusing to fold and putting up a monster fourth quarter against the Seattle defense that had been bullying them all day.

The defense is playing better than any in football, but at this rate questions about the offense are going to follow them throughout the season as Peyton Manning continues to, if not struggle, not look like Peyton Manning. And the running game is still close to nonexistent.

East to west isn’t an easy trip, but it’s better than the alternative. The Seahawks have to be the favorite at home, don’t they? Maybe not. So far this season, the Panthers have been the team showing the just win mentality that characterized Seattle teams of the past, but this is clearly their biggest test yet.

It took all game, but when Mike Vick and the rest of the Steelers’ offense clicked it was beautiful. An overtime loss to Baltimore because of missed field goals and a win in San Diego are a pretty good two weeks spent without starter Ben Roethlisberger.

If this is the Eli Manning the Giants are getting this season, they have to be the favorites in the NFC East, at least while the Cowboys recover. A nail-biting, last second win over the lowly 49ers isn’t the most resounding victory, but it puts them in first place.

Rousey did not address Browne and his wife’s relationship this week but did conďŹ rm that she is, in fact, dating Browne. “I don’t talk about my personal life much.
