The New York City Police Department has adopted new technology at a clip so fast that Commissioner Bill Bratton said he doesn’t have any current pilot programs on deck. Within the last two years, the NYPD has already begun to deploy or expand the use of body cameras, state-of-the-art tablets, a new gun detection system, and has completed enacting less successful innovations pursued by previous administrations. “I think we have a pretty good track record of picking the right issues,” Bratton said.
Body cameras have become the department’s most discussed pilot program. The concept became a national talking point following a series of deaths of African-Americans in police custody, including that of Staten Island man Eric Garner in July 2014. Before the ubiquity of smartphones, law enforcement agencies were slow to adopt body cameras, which in recent months turned into a common sense reform supported by police, activists and lawmakers. “No one can dispute the objective recording — it’s indisputable and undeniable,” Public Advocate Letitia James told Metro, adding that the NYPD still needs to figure out how to make sure certain videos that don’t endanger victims’ privacy can be made public.
While Bratton said the department has budgeted to double the number of officers equipped with body cameras from 5,000, the commissioner said the particulars of how the cameras are implemented fall on the shoulders of the monitor appointed by a federal judge in 2013. Meanwhile, some 7,000 new tablets were used by
track and source gun shots by using rooftop detectors, was also expanded earlier this year. The $1.5 million program replaced a less successful pilot launched by former Commissioner Ray Kelly and put some 300 devices across rooftops within precincts with the highest number of shootings and shooting victims. Kelly also explored a small 2010 pilot program with two, followed by four precincts by 2012, that would videotape interrogations — a practice that reform experts pushed for as a way to prevent false confessions and accusations against officers. In 2012, Kelly told reporters that the department’s interrogations program was being rolled out by boroughs, starting with Queens. Three years later, Bratton said the effort is “well beyond pilot stage.”

Police Commissioner Bill Bratton called the police officers who allowed a prisoner to escape in Brooklyn on Tuesday morning an “embarrassment” to themselves and the NYPD. Gerald Brooks, 39, managed to escape from cops around 5:30 a.m. near 654 Sheffield Avenue in East New York by “bumping” into the officer escorting him, police said. He was being taken to the 73rd Precinct station house on outstanding warrants for charges of driving with a suspend-
ed license and domestic violence. Brooks fled north on Georgia Avenue toward New Lots Avenue. Brooks is described as a black male with long black dreadlocks. He was last seen wearing a blue jacket with a hood, jeans and a red baseball hat.

Five communities hit hard by Hurricane Sandy are set to receive “climate-resilient disaster preparedness hubs,� which keep power, light and heat going during a storm and other disasters. The hubs rely on solar energy, and deliver continuous emergency light, heat and power during a

A New Jersey man was sentenced on Tuesday to five years of probation for tying threatened turtles in tube socks and selling them through the mail. Patrick Elfers, 48, of Jersey City, New Jersey, kept various turtles at his home from 2011 to 2014. They included spotted turtles, North American wood turtles and Eastern box turtles, all of which are protected under state law, according to federal prosecutors. Elfers shipped turtles to buyers in New York, using tube socks to keep the creatures from moving too much inside packing boxes, authorities said. He also advertised the turtles for sale on wildlife trade

websites; for instance, he listed two spotted turtles for $450 in 2012. Elfers previously pleaded guilty in June to one count of conspiring to violate federal law prohibiting the interstate sale of protected wildlife.
As part of his plea agreement, Elfers turned over 40 turtles and paid a fine of $30,000 to help care for and house them. Elfers worked with a co-conspirator from West Virginia who was not identified in court papers. REUTERS

Apple Music hits 6.5 million paid users: CEO Tim Cook Apple Inc.’s music streaming service has netted more than 6.5 million paid users, the tech giant’s chief executive oďŹƒcer, Tim Cook, said Monday. Speaking at a technology conference organized by The Wall Street Journal in Laguna Beach, California, Cook said an additional 8.5 million people are participating in a free trial of Apple Music. That gives it more than 15 million users in total, which Cook described as a successful debut. Released in June, Apple Music is the company’s attempt to carry its dominance of digital music through its iTunes store into the era of music streaming pioneered by Spotify and others. Apple is allowing users to test its service free for 90 days; the trial period elapsed for the ďŹ rst users earlier this month. Analysts have predicted Apple’s service will ďŹ nd a strong following due to the vast installed base of iTunes users, but few think the iPhone maker will eclipse other music streaming companies. Industry leader Spotify has more than 20 million paid subscribers worldwide, the company has told Reuters. In a wide-ranging conversation with Gerard Baker, editor in chief of The Wall Street Journal, Cook also touched on Apple TV, which recently received a longawaited update. There is “an emerging trend of increased troubles” with many vehicles that use new transmission technology to boost mileage, the magazine said Tuesday. The latest reliability survey was to be presented by the magazine’s editors at a meeting of Detroit’s Automotive Press Association. cars, widescreen television sets and, most eerily of all, smartphone-like gadgets that consume their users’ lives, turning them into antisocial addicts. There’s also the way the world has become a giant global playground. About the only ways it overshot were with a device that gives eyesight to the blind (sort of) and another that records dreams — but those, surely, are en route.

What it got wrong: Directed by Kathryn Bigelow and written by her ex-hubs James Cameron, this thriller offered a gadget that plugs directly into people’s cerebral cortex, allowing them to record firstperson video and then replay the experiences as though they were happening again. What it got right: Like “Until the End of the World,” it foresaw technology that would allow us to disappear inside ourselves. It’s also, in typical Cameron sledgehammer fashion, about the unrest after a Rodney King-esque incident, though that’s one case of a futuristic film looking backward.
What it got wrong: Paul Bartel’s campy, Roger Cormanproduced dystopia envisions a future in which the masses would rally around an annual cross-country wacky race, where people in silly cars would gain points for mowing down unfortunate pedestrians. It also didn’t realize that Sylvester Stallone, merely
third-billed, was one year from becoming Rocky Balboa.

What it got right: The ’70s teemed with sci-fi about societies salivating over gruesome sport; the classier “Rollerball” came out the same year. Though these films oversold future humankind’s bloodlust, the idea of terrible reality TV still became depressingly real.

Wasikowska: Not just a damsel in distress The actress says her “Crimson Peak” horror master never forgets about the characters.
Keeping it real In “Crimson Peak,” Wasikowska got to mix things up between real sets and effects that would come in later. Still, perhaps she sometimes wished she had some CGI to save her when she made an earlier film, “Tracks.” In it she played someone crossing the Australian Outback. But she was out there for real. “It saps your energy standing in the sun like that for five hours,” she remembers. “You’re already like, ‘Ugh.’”

To “Crimson Peak” actress Mia Wasikowska, Guillermo del Toro, the film’s director, isn’t your typical crafter of bigbudget fantasias. “Visionaries don’t always care about the emotional side of things,” the actress says. “What makes him powerful and resonate with people is that he never sacrifices the emotional drive of the story for the frights.” In “Peak,” Wasikowska plays Edith, an aspiring writer in the 19th century who winds up interred in a massive, awe-inspiring house haunted by both ghosts and dastardly siblings (Tom Hiddleston and Jessica Chastain).

Though the sets are big and the effects sharp, Wasikowska noted that del Toro never forgets about his actors. “Sometimes when it’s highly planned in a visual way it locks you into a certain
thing that might not feel right. They want to achieve so much visually that you have to try hard to make that feel natural. That’s fine, that’s your job. Guillermo, though, always follows you emo-
tionally.” Edith, it should be noted, has more going on than the usual gothic female lead. Usually they’re repressed (Deborah Kerr in “The Innocents”) or repressed and troubled (Julie Harris in “The Haunting”). Edith does a fair amount of fretting. But she’s also a proto-feminist in a particularly patriarchal era, and she even gets to have a sex life without being punished for it. “She has a strong sense of self, especially at the beginning. She’s feminist enough, even for our times,” Wasikowska says. But she’s also flawed and not just one-dimensionally strong. “She’s a little idealistic — and also naive.” Still, a good deal of Wasikowska’s job involved being by herself, skulking about the
massive set and looking freaked out. Wasikowska has done her share of big-budget, F/X-heavy fare, including Tim Burton’s “Alice in Wonderland.” This means acting with things that will only be added later. But a lot of “Crimson Peak” was tactile. “The sets were real, the ghosts were played by two actors who got six hours of makeup done,” she recalls. Still, there’s always the challenge of trying to fake fright. “Being scared is not something you can re-create when they’re not there. You have to physically remember how it feels. You have to remember what it does to your body. A lot of hunched shoulders and breathing — that seems unnatural.”

Nearly a decade ago, actor Colin Hanks began turning his nostalgia and affection for the beloved Tower Records, which closed its doors in 2006, into a documentary chronicling the history of the store and its impact on the music world. This film has taken seven years to make. How does it feel to be done? Awesome. It is a very different feeling directing a film and having people see it than acting in it. Can’t stop, won’t stop Kaskade talks about his new album, haters and what people get wrong about the EDM scene. EMILY LAURENCE @EmLaurence

There’s a reason the first track on Kaskade’s new album, “Automatic,� is titled “We Don’t Stop.� He really hasn’t. His last album, “Atmosphere,� was such a massive success that he’s been touring nonstop since 2013. “I usually take time off to write, and I’m in the clubs thinking about what I want to play at my next show,� Kaskade (real name Ryan Raddon) says of putting together an album. “But with
this one, I was writing between gigs, so it was more like, ‘Everything is so loud. Maybe I [will] make something a little quieter right now and enjoy this moment.’� That’s not to say “Automatic� is only chill tracks. Kaskade’s most diverse album yet, it offers plenty of up-tempo songs to keep the energy high. It also features his most collaborations to date. “When I was writing my first record [15 years ago], nobody wanted to work with someone making electronic music,� he says. “People were like, ‘What is that?’� He doesn’t have that problem anymore.

was in high school and says he was drawn not only to the music but to the culture. “I was that typical kid in high school where I was angry and didn’t fit in. I went out and discovered club culture, and the people were very open and accepting.� He liked the DIY aspect of sitting with machines and manipulating music, transforming it into something new. It didn’t take long for him to get hooked
on creating his own sound.
Stadium tours and radio play Kaskade routinely performs for stadium crowds, but says much of the EDM scene is still cloaked in mystery. “That comes from being outside pop culture,� he says. “I do very little press. The information isn’t out there. But that’s what’s so fascinating. I can sell 40,000
tickets in San Francisco and still not have a song on the radio.�
EDM is not just for druggies He says he often confronts misconceptions about EDM, such as the belief that everyone in the scene is on drugs. “I have to eat clean and stay healthy in order to do this,� he says. Another misconception is that his job is as simple as clicking an iTunes playlist. “I get it in my own [Instagram] feed,� he says. “I’ll post a picture of one of my shows and 15,000 people will be there and someone will comment, ‘Learn to do something.’ Like playing an entire set or my music that I wrote? What are you saying?�
Still, he says what’s most important is that people are discovering his music. “It’s hard to understand this stuff. I don’t blame anyone.�
On touring The performance is another element of his job as an artist that many brush off. Kaskade’s shows are full-on productions, and he spends months working with graphic designers and stage designers to help bring his music to life. “What people are seeing and experiencing as they hear the music is extremely important to me,� he says. “I want people to walk away from a show being like, ‘Man, I’ve always been a fan of Kaskade, but that was amazing. It changed me.’�

From the outside, one of the more exciting experiments in New York real estate looks like any other Crown Heights townhouse: brick walls, gridiron fence, a small stoop and bay windows climbing four stories. Sitting right next to the neighborhood’s gentrification fault line, Franklin Avenue, it shares a block with a newly opened organic food store and looks out on a homeless shelter. But Brad Hargreaves, CEO and co-founder of Common, believes he has learned from Campus’ failure. “Campus did not fail for lack of demand; they were able to build a strong community and a passionate customer base,” he says, “but they were saddled with expensive leases in pricey neighborhoods.” 1162 Pacific Street has 19 bedrooms in four fullfloor apartments, renting for $1,800 to $1,950 per month. Directions: Prepare pastry. Preheat oven to 400°F. Bring puff pastry to room temperature. On a lightly floured surface, roll puff pastry to even out. Cut into ½-inch strips (you might have a little extra pastry).

Wrap mummies. Beat egg in a small bowl to make an egg wash. Using a brush (or your fingers), lightly brush pastry strips with egg wash. Use 4 strips to wrap each of the sausages, overlapping as you go, to cover most of the sausage (but don’t forget to leave a space for the eyes!).

Bake mummies. Brush wrapped mummy dogs with egg wash and arrange on a parchment-lined rimmed baking sheet. Bake until golden brown, 20–25 minutes.

Make peas. Meanwhile, trim root from shallot. Halve, peel
and thinly slice. Strip leaves from thyme sprigs. Heat 1 tablespoon oil in a large skillet over medium-high. Add shallot and thyme. Cook, stirring, until soft, 3 minutes. Season with ground pepper and ½ teaspoon salt.

Finish peas and spinach. Add peas, cream cheese and ½ cup water. Bring to a simmer and stir until cream cheese is dissolved, about 3 minutes. Add spinach and ¼ cup water and cook, tossing gently, until spinach is wilted and sauce is creamy and coats the vegetables, about 2 minutes.

Serve. Open a small corner of a mustard or ketchup packet and dot 2 eyes on each of the mummies. Serve mummy dogs on top of peas and spinach. Enjoy!

Through three 2015 NLCS games, the Mets not only look like a smarter baseball team than the Chicago Cubs, they look like the better team ‌ by leaps and bounds. Playing heady baseball in Game 3 Tuesday night at Wrigley Field, New York took advantage of Chicago miscues and came away a 5-2 winner. The red-hot Mets are now just one win away from making their first World Series since 2000. In the top of the sixth, it looked as though Cubs pitcher Trevor Cahill had gotten out of the inning when he got Michael Conforto to strike out swinging. But Chicago catcher Miguel Montero could not handle the pitch, which scraped across the dirt. It got by him and allowed Yoenis Cespedes to score from third base to give the Mets a 3-2 lead. Cespedes had gotten to third by stealing the bag moments earlier as New York continued to roll the dice and win on the base paths. Cespedes would continue his offensive rampage in the seventh when he absolutely ripped a ball just past Chicago left fielder Kyle Schwarber. It was ruled a hit and David Wright was able to score to put the Mets up, 4-2. The visitors would tack on another run in the seventh as Daniel Murphy got his chest dirty by sliding into home from third on a chopping, RBI ground
