The seats along the windows at the Cowgirl Sea Horse restaurant at the corer of Front and Dover Street were filled with diners at lunchtime on Tuesday. On the other side of the wall, a white line of chalk drawn almost 7 feet off the ground reminds passersby of how high the water reached this corner of the South Street Seaport in lower Manhattan three years ago after Superstorm Sandy struck. The 2012 storm killed 43 people and ravaged much of New York City’s waterfronts. Thousands of homes were destroyed and tens of thousands of New Yorkers were hurt or displaced. Many residents in Queens, Staten Island and Brooklyn are still gripped with the lasting effects of Sandy. But so is historic lower Manhattan. The challenges its residents and business community faced — like in other parts of the city — transformed over time. “People don’t always see the historic nature of the neighborhood,” said local Councilwoman Margaret Chin. “Compared to other neighborhoods greatly affected, we also faced a lot of challenges. The MTA board on Wednesday unanimously approved a $26.1 billion capital plan — the largest in its history — signaling its push ahead in a months-long fight of political disagreement. At the heart of the 2015-19 program are “necessary” changes across its entire transportation system, including thousands of new subway cars and buses, upgrades at stations, efficient throughpoints for better signals and fewer delays for subway riders, the MTA said. Additions to the MTA plan include the Livonia Avenue-Junius Street transfer — a long-awaited change where commuters have been forced to pay two fares to switch from the L to 3 train. Also being streamlined is the Times Square shuttle, which will move from three tracks to two, and become ADA-accessible, as well as a Utica Avenue line extension study. “I think the message to subway riders is just wait, things are going to get better and in a major way now that the state and city have committed to doing that,” Andrew Albert, board member and

Basically most of everything we were hoping for is there, maybe not as much of it as we wanted but there are years in the future,” board member Susan Metzger told Metro. Sticking points such as ways to move forward from the aging MetroCard toward more efficient ways to pay for fares through smartphones as well as countdown clocks for trains, were topics brought up frequently at Wednesday’s board meeting. “[The message is] that the city and state of New York care about its riders, and they’re putting their money where their mouth is to make things better,” Albert said. In a statement Wednesday, Mayor Bill de Blasio called the developments a “huge win.”

Demand for the kittens is expected to be high on Thursday, but Uber, which has teamed up with Operation Kindness, has a list on its blog of participating shelters to visit the adoptable kittens in person. The Museum of Food and Drink has been Emma Boast’s life for three and a half years. In that time, MOFAD went from a mobile puffing gun that made cereal for curious bystanders to its first permanent exhibit, which opened this week as the one-room MOFAD Lab in Williamsburg. But that cereal gun still exemplifies everything they’re out to do. “It gave people a sort of sideshow lesson about the industry of cereal, why we eat this food anyway, how it’s made, the science behind it, some of the cultural history in terms of cereal’s relationship to marketing,” explained Boast, MOFAD’s program director. “It was a really hands-on and fun sensory experience for the audience, but also one that communicated these deeper ideas.” That multisensory aspect is key to MOFAD Lab’s inaugural exhibit, “Flavor: Making It and Faking It,” which explores the $25 billion industry devoted to how our food and beverages taste. The exhibit is geared toward high schoolers and adults, but that doesn’t mean a roomful of glass cas-

As Obama weighed patrol to counter China, Pentagon urged faster action Washington’s caution also caused disquiet among some military officials in Japan and the Philippines, both U.S. security allies. The U.S. naval challenge to China’s territorial assertiveness in the South China Sea this week came after months of frustration within the Pentagon at what some defense officials saw as unnecessary delays by the White House and State Department in approving the mission. As early as mid-May, the Pentagon was considering sending military aircraft and ships to assert the principle of freedom of navigation around China’s artificial islands in the Spratly archipelago after Defense Secretary Ash Carter requested options to respond to their rapid construction. within 12 nautical miles of Subi Reef, triggering an angry rebuke from China and threatening to ratchet up tensions between the world’s two biggest economies. An intense, prolonged internal U.S. debate over the patrol revealed by Reuters’ reporting appears to contradict Washington’s insistence that it was simply another routine freedom-of-navigation operation. The months leading up to the patrol allowed Beijing to harden its stance and, according to some U.S. officials and security experts, blew the operation out of proportion. The Pentagon and U.S. military officials had been ready for months to carry out patrols, but ran into “repeated stalling” from the White House and State Department, said

one U.S. defense official, who requested anonymity. Both wanted to avoid giving the appearance that any operation was in response to other events, the official said, such as the breach of 21 million U.S. personnel records that has been linked to hackers in China. China has denied involvement in the attack. The State Department did not respond officially to queries on why the mission took so long. The White House declined to comment on the criticism. Pressure for action was growing at a sensitive time in U.S.-China relations, as major powers moved closer to agreeing a nuclear deal with Iran and as Washington prepared for a state visit by Chinese President Xi Jinping in September. Spacewalkers prep station for space taxi parking spots Two U.S. astronauts wrapped up nearly seven hours of electrical work and maintenance chores outside the International Space Station on Wednesday, part of a continuing upgrade to prepare the outpost for commercial space taxis. Station commander Scott Kelly and flight engineer Kjell Lindgren left the station’s airlock around 8:30 a.m. Eastern time, the first spacewalk for both astronauts. NASA had hoped to have the station outfitted with two new berthing slips before the end of the year so that commercial space taxis under development by Boeing and privately owned Space Exploration Technologies, or SpaceX,

would have places to park. But the first docking adapter was lost in a botched SpaceX Dragon cargo run in June. “We haven’t been able to do everything we hoped we would,” Kenneth Todd, station operations integration manager, told reporters last week. Still, NASA expects to have the docking ports ready before Boeing and SpaceX are ready to begin test flights of their crewed capsules in 2017, Todd added. Picking up work from NASA’s last spacewalks nearly eight months ago, Kelly and Lindgren set up electrical and data cables that will be needed for the new docking ports.

BRIEF Runaway miitary blimp wreaks havoc in Pennsylvania A high-tech U.S. military blimp designed to detect a missile attack came loose on Wednesday and wreaked havoc as it floated from Maryland into Pennsylvania, dragging its 10,000-foot-long cable behind it and knocking out power to thousands. The U.S. military scrambled two armed F-16 fighter jets to keep watch as the blimp traveled into civilian airspace after coming loose shortly after midday from its mooring station at Aberdeen Proving Grounds, a U.S. Army facility 40 miles northeast of Baltimore. It came down several hours later in two parts in Montour County, Pennsylvania, the U.S. military’s North American Aerospace Defense Command (NORAD) told reporters. First, the tail portion of the blimp detached and came to the ground “with no reports of other damage or casualties,” Navy Captain Scott Miller said. “The remainder of the aerostat has also grounded itself in Montour County,” Miller said. hen Tony ® winner Bartlett Sher decided to take on the Broadway production of Fiddler on the Roof he knew he wanted to do two things: keep it authentic yet make it fresh. Charles is king at last — now what? “King Charles III” takes a speculative look at the future of Britain’s monarchy. EVA KIS @thisiskis

For a people who decided how we feel about monarchs almost 250 years ago, Americans sure do love Britain’s royal family. But does it go beyond Will and Kate’s pictureperfect life or Prince Harry’s antics? That’s the hope with bringing the Olivier Award-winning “King Charles III” from London to Broadway, opening at the Music Box Theatre on Nov. 1. “The royal family is a remnant of a time long gone,” acknowledges playwright Mike Bartlett. “But there is a question that sometimes it’s worth keeping some of your history because it serves a purpose, and it has a

function on the identity of your country. That’s the question at the heart of the play: Does the royal family serve a function in this day and age, or is it just a historical remnant of the past that’s useless?” Unlike most productions about British royalty, this play focuses on a man who’s spent his whole life waiting to rule — and he intends to make the most of it. The play hinges on Charles using his veto power, which his mother the Queen has never done, on a matter relevant on both sides of the pond: curtailing freedom of the press. It’s the relevance of his dilemma that keeps the first act moving along, especially for an American audience. Charles’ reluctance to approve the harsh measure passed by Parliament also gets to what Bartlett sees as the heart of the man. “In reality, the more radical side of him depicted in the play is hinted at only

by his sense of conviction and how he seems to be a very thoughtful man and very driven by principle,” explains Bartlett. Besides the fate of his nation, Charles’ actions also call into question the future of his family, and

sons and, most notably, the endlessly ambitious Duchess Kate (Lydia Wilson). Looming over them all is the ghost of Diana, who lives on in the world’s imagination and, in Bartlett’s play, remains a guiding force

this is where the play really shines. As spectacular a lead performance as Tim Pigott-Smith turns in — quiet intelligence backed with the bluster that is his right as king — the production is very nearly stolen by Charles’

for her family. The presence of a ghost is not the only nod to Shakespeare. The royal family speak in iambic pentameter, and “the style of a Shakespearean history play allows us to explore it in a full way and not like a documentary but very much as a drama,” Bartlett explains. Has the royal family offered their input? “I don’t think they have and I don’t think they could,” Bartlett says. “I think protocol would forbid it.” Bet President Obama wouldn’t feel such constraint. Long live democracy, and in this one case, long live the king, too.

Youth Lagoon embraces the dark side Youth Lagoon’s Trevor Powers reveals how he turns destructive thoughts and anxiety into music for the masses. EMILY LAURENCE @EmLaurence

Trevor Powers, aka Youth Lagoon, is a gold mine of helpful information. He knows how to cure the hiccups (“put a straw in your mouth sideways and drink a full glass of water”), can hold his own in a debate about GMOs and can hunt down an online Venetian shop that sells really cool gold masks. The last was used in Youth Lagoon’s new “Highway Patrol Stun Gun” music video, in which Powers wanders around New York City with a man wearing the mask. “It was $100, a little

more than I wanted to pay for it, but it’s so badass,” he says, calling from his hometown of Boise, Idaho. “I freaked out when I found it.” While Powers says the music video is open to interpretation, to him the meaning is quite profound and was inspired by the death of his close friend. “When there’s someone in your life that you’re really close to, they become a part of you,” he says. “It’s like [that person] is a different aspect to your personality. You imagine what you would do without them, and then suddenly they’re gone.” To him, the man in the gold mask represents his friend, who is still a part of him. “Making the video was very cathartic and freeing,” he says.

issues such as police brutality, some of his songs talk about personal issues, like coping with anxiety. “A couple years ago, it was very destructive for me, and I didn’t know how to file those [types of] thoughts away. So I let them rule me,” Powers says. “I’ve learned a healthy way now to cope with anxiety. I picture my brain with filing cabinets, and when I see that a thought is going to be destructive, I just file it away.”

Still, Powers is never worried he’ll run out of material to write about. “Those destructive thoughts will always exist and still take over my subconscious,” he says. “Being someone who is influenced by the darker side of life rather than the lighter side, the darker side is always very, very present.”

Dead.” It’s only after the misery’s really set in that you can really see on my face that I wasn’t acting anymore. Then it’s fine. Then it worked. Whenever I had to pretend, it wasn’t working. So you can basically watch your acting evolution over the course of the movies you were in. Campbell: No question about it. Part of doing this is I wanted to erase everyone’s image of me. [Does a whiny voice] “Oh, you’re so wellknown as Ash — that’s what you’re known

for.” Right — I’m 21, I don’t know how to act, that’s what I’m known for. Great. Now it’s like flooding the Internet with better images of yourself. That’s what I do — I try to get rid of the old images that people have of you at early book signings when you never dressed up, you look like a schlub, your hair’s standing straight up. I pass out really pretty images now. So I will flood the Internet with better performances of Ash, and they’ll forget about the early stuff. Raimi: Delusion. Campbell: I gotta tell myself something. If George Lucas can do it as a filmmaker, I can do it as an actor. It’s interesting that it wound up as a show on a premium cable chan-

nel like Starz. Campbell: Could you imagine this on cable? It would suck. The chainsaw would start to go into the demon’s neck, then you’d cut to a commercial. And you’d have to cut away for commercials, which messes with your dramatic structure. Nobody realizes why there are cliffhangers on a TV show. You have to have these cutaways for commercials, and you have to do it four times, otherwise the ad guys get pissed off. You have to write these bogus structural things because of ads. Now these guys are writing a 30-page piece. It’s not 22 pages to allow for commercials. It’s a solid 30 minutes with none of that bulls— for commercials. You can tell a straight narrative now.

Rwanda: Wild adventures in a land of misty mountains With mountain gorilla numbers climbing and big cats making a comeback, Rwanda’s conservationists have plenty to celebrate. This African nation is becoming an ecotourism success story. As anyone who’s made the muddy, misty trek through Rwanda’s Volcanoes National

Park will tell you, your first encounter with mountain gorillas is an experience you’ll never forget. Their similarity to humans is so uncanny, it’s impossible not to smile. As you watch them stretch, yawn, hug their inquisitive youngsters and munch casually on sticks of wild celery, all feelings of exhaustion and anxiety ebb away in favor of fascination, kinship and awe. This December, it will be 30 years since Californian primatologist Dian Fossey, of “Gorillas in the Mist” fame, paid for her dedication to these endangered creatures with her life. Remarkably, Rwanda’s peaceful, shaggy-furred primates went on to survive the 1994 human genocide and its aftermath,

but with their habitat squeezed by human population growth, their survival still hangs in the balance. Nonetheless, experts are quietly optimistic. The number of gorillas in Rwanda remains below 500 but has climbed by over 25 percent since 2003. In September, the annual Kwita Izina naming ceremony for baby gorillas born in Volcanoes National Park honored a record 24 healthy new arrivals. But is it safe to visit? Travel operators certainly believe so. Leaving the horrors of the 1990s firmly in the past, Rwanda has reinvented itself as a forwardlooking, harmonious nation where tourists are warmly wel-

comed. English has become the common language, excellent roads swoop over the hills, and swank ecolodges are popping up, with Nyungwe Forest Lodge (Newmarkhotels.com) setting the bar high. A couple of days in Rwanda makes an exciting add-on to an East African safari, and dynamic local operators such as Thousand Hills Expeditions (Thousandhillsexpeditions.com) can arrange longer made-toorder tours in quality vehicles, with guides who know their homeland inside out. Stretch out on a human-scale spider’s web to contemplate the sky or appreciate the mountain vistas from a fullsized eagle’s nest. This is definitely not to be missed.

A lot of history happened here. The War of 1812 Museum explains the importance of the often overlooked Battle of Plattsburgh (Battleofplattsburgh. org), as well as how the conflict affected residents of the region, and how Lake Champlain figured into the entire war.

Farm stands offer autumn harvests of late season vegetables, fruit, local honey and homemade treats. Elf Farm Winery and Cider Mill (Elfsfarm.com) hosts Friday night Wine Downs with live music, cider, beer and food. Country Dream Farm (Countrydreamsfarm.com) operates as farms did in the 1800s, with horsepower and basic tools. The tour, by reservation, includes a wagon ride, corn-shelling and grinding,

The Royals started slow Wednesday night but showed they still had the momentum in Game 2, coming to life in a four-run fifth inning (and later in a three-run eighth) to seize the series lead after a 7-1 victory in Kansas City. It was not the long ball, but a cluster of singles that proved the Mets’ undoing, as five base hits (and one walk) provided the AL champions the ammunition they needed to leave the Midwest with a commanding advantage. With victory in sight, the Royals added to New York’s misery with some more offense in the eighth. With both Johnny Cueto (who tossed the first World Series complete game since Jack Morris in 1991) and Jacob deGrom (five innings, six hits, four runs

Hosmer’s risky decision to take third base on a Kendrys Morales single to set up the Royals’ fourth run on a Mike Moustakas single. Yoenis Cespedes took advantage of the size of Kauffman Stadium in the bottom of the sixth, robbing Alex Rios of a home run that would have put Kansas City even further ahead. In the eighth the Royals eyed some insurance — which they got on RBI from Alex Gordon, Paulo Orlando and Escobar, putting the nail in the coffin with a 7-1 lead. The typically potent Mets offense was kept quiet by Cueto, who held New York to just two hits (the Royals had 10). Since the year 1903, only 13 teams have ever overcome an 0-2 deficit to win a best-of-seven series.

There’s nothing like the early season waiver wire in the NBA. Patience serves owners well in the long slog that is baseball. In football, there is no stone unturned prior to fantasy drafts. But in hoops, new systems, improved players and changes in role aren’t nearly as known. Don’t hesitate to react quickly if we see good stuff out of emerging youngsters like this:

Lean on Leonard The Blazers completely cleaned house this offseason. They lost LaMarcus Aldridge, Nicolas Batum, Robin Lopez, Arron Afflalo and Wes Matthews. Meanwhile, they added very little. It’s going to be the Damian Lillard chuck and duck show, but big man Meyers Leonard is an underrated talent. He

averaged 0.9 treys per game last year despite playing just 15.4 minutes a night and was at 6.7 rebounds per game in the preseason on just 24.7 minutes. Now Leonard is looking at something in the range of 28 to 31 minutes, giving him serious upside.

Stan the man Rookies such as KarlAnthony Towns, Jahlil Okafor and Emmanuel Mudiay are already on everyone’s radar. But No. 8 overall pick Stanley Johnson of the Pistons has the sneaky upside. He’s starting off in a bench role behind Marcus Morris, the underwhelming twin of Markieff. Johnson has the ability to overtake that starting gig before too long, as shown by his impressive preseason. Morris’ 18-10-4 openingnight line is a temporary hurdle.

Boogie on Bojan Deron Williams is gone, Joe Johnson is a shell of himself and the Nets have already used Bojan Bogdanovic in big spots.
