Philly’s former top cop got another cushy gig after he left office this month. Charles Ramsey, commissioner of Philly police for eight years, will become the inaugural Distinguished Visiting Fellow of the Lindy Institute for Urban Innovation, Drexel announced Thursday. The two-year appointment begins Jan. 25 and will have Ramsey working at the Lindy Institute, with the Department of Criminology and Justice Studies, and participating in Drexel’s civic engagement programs in the Mantua and West Philly community. Election officials plead guilty Three women pleaded guilty to charges related to misconduct while working as election officials during Philly primaries.

Three women charged with fraud while working at Philadelphia election stations during recent May primaries have pleaded guilty to criminal charges.

Robin Trainor, 56, Lisandra Casanova, 57, and Cheryl Jamison (also known as Cheryl Ali), 57, were each sentenced to a year of probation after pleading guilty on Wednesday to misdemeanor charges of election code violations, the Daily News reported.

DA Seth Williams’ Election Fraud Task Force announced charges against the women in June. Trainor admitted that while serving as judge of a polling place at Castor Avenue and Cayuga Street, she went into the voting booth with her

husband and told him who to vote for during the May primary. She then cast a vote in the name of her son, who was absent, all without objection from Murtaugh, the minority elections inspector at the polling place and a witness to the above acts. Trainor also was not allowed to be a judge because she was a public employee. Jamison was charged over a May 2014 inci-

dent in which she admitted casting a vote for her mother, who was ill. Jamison was working as a voting machine inspector at the 36th Ward, Division 8 polling place in Point Breeze. Jamison also reportedly did not live in the region of that division. The three pleaded guilty under an agreement with prosecutors that saw charges against them dropped from felonies to misdemeanors.

So, what does a Republican look like in 2016? Many will say they have conservative views — but is it that easy? The core Republican values have been lost in the narratives of the party’s presidential candidates and their new staunch supporters. Watching the State of the Union, you couldn’t help but notice President Obama’s subtle jabs at the divisive messaging of right wing candidates. “We need to reject any politics that targets people because of race or religion,” he said. “That’s not telling it like it is. It’s just wrong.

Trump has made himself the controversial contrarian to almost anything progressive in Congress, and such infamy has earned him a following that’s brought him up in the polls. There has not been too much Republican backlash on Trump’s toxic on immigration proposals and religious outside the debates. I assumed the GOP was basking in the tragic resurgence of a billionaire who might be the party’s only hope to win the White House. But clearly, I was wrong. It’s clear the GOP establishment hates him, but still has to put up with him. South Carolina Gov. Nikki Haley, who at last bowed to public

pressure to remove the Confederate flag from the statehouse in 2015, gave the Republican response to the SOTU. Instead of attacking the president’s remarks, Haley spent the bulk of her time clarifying the GOP’s core beliefs. “Some people think that you have to be the loudest voice in the room to make a difference,” Haley said, encouraging Americans not to follow the “siren call of the angriest voices.” “That’s not true,” she said. We can infer the “loudest” and “angriest” voice she’s talking about is Trump’s. His voice now masquerades

as the voice of the GOP, thanks in part to the internal rifts in the party. Tea Party-ers who have splintered from

Donald Trump emerged as a serious candidate because his party’s central beliefs got muddled in an effort to win dominance in Congress. Without the Tea Party, the GOP wouldn’t have been able to secure its majority in Congress. Now, it’s all come back to bite them in the ass. Candidate Trump appears to have been disowned by both parties in a mutual, if silent, agreement. But it’s too late for the GOP. Because as much as it tries to clean up after him, Trump is still the front-runner — and the party’s alternatives aren’t that promising at all.

FBI Director James Comey was in Philadelphia Thursday to tell the city it is not in danger of further attacks like the one that left a Philly cop seriously wounded last week. Regarding alleged shooter Edward Archer, Comey said there is “no indication that he was part of a cell, and no

indication of a followon attack. I want to give people that assurance.” Comey said the anonymous tip reporting that Archer was part of a group with three other men who posed a further risk to Philly police was “false,” and added that Philadelphia is not a “hotbed of radicalism.”

But basic questions about why Archer fired 13 shots at Officer Jesse Hartnett on Jan. 7, striking him three times, persist. In two separate press conferences Thursday, the two U.S. senators who represent Pennsylvania presented different interpretations of

the incident. “The dangers of radical Islamist terrorism are not limited to countries far away,” said Sen. Patrick Toomey, a Republican. “ISIS is a local risk because of their ability to inspire terrorist attacks all around the world, and make no mistake about it, this was a

terrorist attack.” Sen. Robert Casey, a Democrat who appeared just two hours later at police headquarters with Mayor Jim Kenney and Commissioner Richard Ross, referred to the shooting as a “lone wolf” attack, while Kenney stated, “The FBI has not concluded this was an act of terrorism.” Toomey said that Archer “was radicalized,” but declined to go into specifics. “Radicalization, I imagine, can occur in many different ways. I don’t know how or in what circumstances this man came to these terrible ideas,” he said. Fed to hike rates three times in 2016, economic outlook subdued: Poll The poll found the U.S. economy will grow 2.5 percent in 2016, the same as predicted for 2015 and down from the 2.8 percent they were expecting a year ago. The Federal Reserve will raise interest rates only three times this year as it faces a more subdued outlook for both the U.S. and world economies, a Reuters poll of economists found. The world’s largest economy is a bulwark for an increasingly shaky

global one, and has the most immediate positive prospects for generating inflation with a very low unemployment rate and a solid pace of private hiring. But a storm has blown through global markets since the start of this year, hitting stock markets, commodities and oil prices based on renewed worries that China, the world’s second-largest economy, is struggling. That has already led some to tone down their optimism over U.S. prospects, underscoring the view that the Fed will be forced to follow up last month’s interest rate rise, its first in nearly a decade,

at an even more gradual pace. “U.S. economic growth appears to have shifted to a lower gear in the final months of 2015,� noted Northern Trust economists Carl Tannenbaum

and Asha Bangalore. “It has left many concerned about the wellbeing of the economy and raised questions about the Federal Reserve’s recent hike of the policy rate,� they wrote, stressing that

this does not reflect “a widespread deceleration of economic activity.� While growth this year is unlikely to be spectacular, respondents only saw a 15 percent chance of the economy sliding into a recession. US secures first guilty plea in UN bribery case Heidi Hong Piao, 52, pleaded guilty in federal court in Manhattan to five counts arising from a conspiracy to bribe John Ashe, a former U.N. ambassador from Antigua and Barbuda and onetime General Assembly president. A former finance director at a New York-based foundation accused of participating in a scheme to bribe a former United Nations General Assembly president on Thursday became the first defendant to plead guilty in the case. Heidi Hong Piao, who was the finance director at Global Sustainability Foundation, was

first charged in October along with five others including John Ashe, who prosecutors say accepted $1.3 million in bribes from Chinese businessmen. She was the lone defendant not later indicted Oct. 20 by a federal grand jury, and prosecutors later disclosed they were in talks to resolve the case. Prosecutors allege that Ashe, who served as U.N. General Assembly president from 2013 to 2014, accepted bribes from Chinese businessmen to support their interests within the U.N. and Antigua. Those bribes included over $800,000 from three Chinese businessmen that were arranged through Sheri Yan, who had been Global Sustainability Foundation’s chief executive,

and Piao, who was also known as Heidi Park, prosecutors said. Prosecutors have also brought charges against Ng Lap Seng, a developer from the Chinese territory Macau who has a net worth of $1.8 billion and who prosecutors say through intermediaries paid $500,000 in bribes

to Ashe. Those intermediaries included Francis Lorenzo, a now-suspended deputy U.N. ambassador from the Dominican Republic, and Jeff Yin, Ng’s assistant, prosecutors said. Ashe, Lorenzo, Ng, Yin and Yan have pleaded not guilty. REUTERS

Planned Parenthood files lawsuit against group behind videos Planned Parenthood filed a federal lawsuit on Thursday arguing that a group acted illegally when it secretly recorded videos alleging the women’s health organization profited from selling fetal tissue from abortions. The lawsuit filed in federal court in San Francisco against anti-abortion group the Center for Medical Progress alleges conspiracy and fraud among other violations in connection with the recordings. The videos, which were released in July, sparked widespread controversy by purporting to show Planned Parenthood officials trying to negotiate prices for aborted fetal tissue. Under federal law, donated human fetal tissue may be used for research, but profiting from its sale is prohibited.

“This case is about a network of anti-abortion extremists and the laws they broke in order to spread lies and harm Planned Parenthood,” Dawn Laguens, vice president of Planned Parenthood Federation of America, said on a conference call. No Planned Parenthood staff were involved in any wrongdoing, Laguens said, and the organization has not profited from its tissue donation programs. “This entire smear campaign is a fraud built on illegal acts and a web of lies,” she said. Judge rules Chicago police shooting video can be released Images from neighborhood surveillance cameras showing the killing of Cedrick Chatman, 17, in January 2013 had been sealed under a protective order. A federal judge ruled on Thursday that video footage of a fatal Chicago police shooting of a black teenager in 2013 can be released as protesters renewed criticism of Mayor Rahm Emanuel for the handling of police killings. The ruling by U.S. District Judge Robert Gettleman comes with Emanuel and the police department already under pressure in the 2014 fatal police shooting of another teenager. The video of that killing was not released until last November. African migrant arrested in the murder of US woman in Italy Italian police have arrested a Senegalese illegal immigrant who prosecutors believe killed Ashley Olsen, a U.S. woman who was found dead in her apartment in Florence last weekend. “We have collected very serious evidence of his guilt,â€? Florence chief prosecutor Giuseppe Creazzo told reporters at a news conference on Thursday after the man was arrested and questioned in the early hours of the morning. Creazzo said the man, named as Diaw Cheik Tidianee, had met the 35-year-old Olsen in a local nightclub and that the two had consensual sex in her home under the influence of alcohol, and possibly drugs, before he killed her. She was strangled in the early hours of Friday, Creazzo said, but the autopsy revealed that she had two fractures to her skull — injuries that would also have proved fatal. The case has attracted international media attention and investigators were keen to avoid any repeat of the drawn-out saga that followed the 2007 killing of British student Meredith Kercher in Perugia, not far from Florence.

Kercher’s American flatmate Amanda Knox and her Italian boyfriend spent almost four years in prison for the crime before finally being acquitted last year by Italy’s highest appeals court. During a long interrogation that ended at 4 a.m. local time, Tidianee had “substantially admitted� the prosecutors’ reconstruction of events, Creazzo said. Tidianee and his lawyers have not made any public comment but Italian media said he told police he had not meant to kill Olsen, but that she had fallen during a row. Creazzo did not give Tidianee’s age but said he was born in 1988 and had arrived in Italy illegally a few months ago to join his brother who has been living in the country for some time. The case may fuel tensions over illegal immigration which have already led to a sharp rise in support for the anti-immigrant Northern League party. The only person finally found guilty of the Kercher murder was a drifter from the Ivory Coast, Rudy Guede, who was found to have sexually assaulted his victim before killing her. REUTERS

Widow sues Twitter for alleged aid to Islamic State

The widow of an American killed in a shooting attack at a Jordanian police training center has sued Twitter, blaming the social-media company for making it easier for Islamic State to spread its message. Tamara Fields, a Florida woman whose husband, Lloyd, died in the Nov. 9 attack, accused Twitter of having knowingly let the militant Islamist group to the microblogging platform to spread propaganda, raise money and attract recruits. She said the San Francisco-based company had until recently given Islamic State an “unfettered” ability to maintain official Twitter accounts. “Without Twitter, the explosive growth of ISIS over the last few years into the most-feared terrorist group in the world would not have been possible,” according to the complaint filed on Wednesday in the federal court in Oakland, California. The lawsuit may add to the pressure that social media companies face to take down posts associated with terrorist groups. Last Friday, the Obama administration set up a task force to crack down on extremist groups using the Internet to advance their goals, find recruits and plan attacks. “While we believe the lawsuit is without merit, we are deeply saddened to hear of this family’s terrible loss,” Twitter said in a statement about the lawsuit. Ice Cube won’t storm the stage of Coachella until April, but he already has a game plan. “I’m looking forward to getting out there and giving them a history lesson about Ice Cube, from N.W.A. to the present,” says the

46-year-old rapper-actorfilmmaker. “I’m going to put together a show that touches on everything.” The other thing on his desert agenda: “I really want to see Guns N’ Roses,” he says. But right now, he has other business to attend to. He reunites with Kevin Hart for “Ride Along 2,” the sequel to the 2013 hit. Are you a big Guns N’ Roses fan? I’ve loved a lot of their tracks. Far as “big fan,” I don’t know. I was so involved with my music [back then]. I didn’t really want to be a fan of nobody at that time, know what I mean? [Laughs]

Do you have much time for music these days? I haven’t had a lot of time lately. Working on “Straight Outta Compton” took a lot of time and effort. I had movies booked together, so it was just movie to movie to movie. But I am going to go into the studio with Common and do a song for the “Barbershop 3” soundtrack. Speaking of sequels, you’ve spoken about how you always want to make sure a sequel is fresh if you do it. What was it that convinced you to do a second “Ride Along”? People just want to see us again. A lot of these buddy cop movies are hit and miss. When you hit, you really owe it to the audience to give them something new and fresh with the same team.

To me, it’s really what you’re in show business for: to give the audience what they want, not necessarily what you want to give them all the time. You started your film career in dramas. Do you want to return to them, given the success of “Compton”? I would love to. Ever since I got into movies, I’ve wanted to do good ones. I don’t really trip over what genre they are. Comedies snowballed in my career, so I ended up doing more of those. But of course I have dramatic stories I want to tell, dramatic characters I want to play. I remember “Lottery Ticket,” where you played an antisocial character who was unlike anyone you’d

played before. Do you see yourself stretching yourself more? If it’s right. I’ve been in the game 25 years, and I’m still working on my acting chops. It’s about making sure that it’s something I could do, but not just because I can. People would probably give you money to do a chicken dinner and jump on the table, know what I’m saying? [Laughs] If someone says, “You’d be a great Ku Klux Klan leader,” it’s probably a little bit of a f—ing stretch. [Laughs] Do you see yourself doing another “Friday”? It’s a dream of mine to get it done, but we’d have to do it right. I’m going to keep at it because the fans want it. But who knows if it’s ever going to happen?

Every character also abuses you verbally. You’ve long used self-deprecation as part of your act. That’s sometimes seen as a weakness, but it can be argued that that’s a strength. Exactly. You use selfdeprecation when you’re not afraid to talk about certain things that are being said. You’re addressing it first. You address things first and then show that you’re confident about being able to talk about whatever those things are.

Kevin Hart has made a business out of making fun of Kevin Hart. Other people do it, such as Ice Cube and every other actor in the new “Ride Along 2.â€? And Hart has done it as well, in his standup act, including the forthcoming movie “What Now,â€? filmed in his hometown of Philly. But Hart thinks self-deprecation is a sign of strength, not weakness. Hart talks to us about the sequel to 2013’s hit “Ride Along.â€? Correct me if I’m wrong, but you get beat up a lot more in “Ride Along 2â€? than you have in previous ďŹ lms. People love the fact that actors and entertainers are available on social media, that you can answer questions, that they can get immediate answers back. I have the same approach. I’m myself, and I think being myself has put me in the position I’m in today. The moment you change, that is when you veer away from what made you who you are. You’re giving them enough access to show you’re just as human as they are. That’s what I do social media for. Long before “Ride Along� came around, you had a few appearances in the “Barbershop� TV show. Did you get a chance to meet Cube then? No. Our relationship was all in passing, us saying “hi� and “hello.� When we finally met for real, we never talked about business. It was just two guys who had mutual respect for each other. We crossed paths when we were supposed to.

“13 Hours: The Secret Soldiers of Benghazi” Director: Michael Bay Stars: John Krasinski, James Badge Dale Rating: R

••••• Michael Bay heard about the Battle of Benghazi and thought it would make a great Michael Bay movie. And so it has. “13 Hours” isn’t about the four Americans who died; it’s about the six awesome, muscular he-men who bagged about 100 scary foreigners. It’s “America, f— yeah!” writ large and with as many fiery booms as one of Bay’s “Trans-

formers” entries. It’s a director with unexamined issues around sexism, racism, xenophobia and gay panic bulldozering into a powder keg situation — not the Benghazi blame game itself, which Bay handles but briefly and passive-aggressively, but how to portray a real-life tragedy without turning it into another explode-y action blockbuster. Would it be a Bay movie if he didn’t fail miserably? Or if he never cared about niceties in the first place? He focuses entirely on six CIA security contractors who improbably, heroically and tirelessly saved the day when Libyan attackers lay siege upon two separate American bases. They’re a motley crew engaged in a beard-off so intense it’s

sometimes difficult to tell which aggro adrenaline junkie is which. One of them (James Badge Dale) scores the Michael Bay-iest line in film history: “Payback’s a bitch, and her stripper name is karma.” “13 Hours” peaks early with that line, but there are plenty more offenses to come. The locals are all filmed like zombies: frightening Others shooting and screaming sans subtitles. The only prominent female character (played by Alexia Barlier) is at one point told — by one of our heroes, no less — to “open your eyes, open your ears and shut your mouth.” She’s then told to “put on your headscarf,” just like all the other oppressed women in the region.

To watch a Michael Bay film is to enter a hyper-macho headspace and a worldview divided into swaggering badasses and the effete wimps who try to hold them back. As the explosions wind down, “13 Hours” aims for nuance, with a brief scene of women wailing over untold dead militants, plus a blink-and-miss shot of a Libyan teen holding up a sign informing us that not all Middle Easterners are bad. But such overtures are too little too late, and insincere besides. The makers of the best war films — John Ford, Samuel Fuller — made war complex, even as they sided with the troops. Bay just wants to get you off.

••••• The only thing that worked in the first “Ride Along” was the chemistry between Kevin Hart and Ice Cube. Hart launched into spastic, motormouth fits; Cube was a granite rock, standing there contemptuously. It’s a simple duo setup, but it also worked, and it was enough to justify a lazy comedy destined for an afterlife permanently filling out TNT’s Sunday lineup. One could almost say the same about its inevitable sequel, which is even lazier. But something else has changed. The first one played like a comedic version of “Training Day,” with Cube’s super-detective James dragging around his

future brother-in-law — Hart’s excitable weakling Ben — on a particularly hairy day on the job. The plot here — some business with an evil businessman played hammily by Benjamin Bratt — is more like a grade-Z potboiler with jokes slipped in. But “Ride Along 2” doesn’t forget its secret weapon: the rapport between its two stars. What they come up with is never gold; there’s not a single memorable moment in the film, no matter how many times Cube snarls or Hart volunteers himself for verbal and especially physical abuse from Cube, from Munn, from ringers like Ken Jeong and Sherri Shepherd, from a ceiling fan, from a boat, ad nauseam. Still, Hart and Cube have a bizarre kind of repartee: the type that’s pleasant even when what they’re saying or doing isn’t particularly inspired. MATT PRIGGE

••••• There’s an entire underground of off-brand, cheapie cartoons; hopefully you’ve already forgotten “Legends of Oz,” last year’s bizarre, hideous, oddly starstudded ’toon that successfully circumvented untold copyright laws to spring to misjudged life. “Norm of the North” is and isn’t one of those. It’s not even inspired in its badness. It has the usual Mad Libs cast of affordable/available randos, including Rob Schneider, Heather Graham, Gabriel Iglesias and — buying a very nice summer home, we hope — Bill Nighy. But it is technically handsome, which is to say it isn’t ostentatiously hideous, even as its basic

professionalism only stresses the consistent lack of creativity everywhere else. Schneider voices Norm, an insecure polar bear out to prove his might by saving his Arctic wonderland from destruction — not global warming but a ponytailed wealth monster (Ken Jeong) trying to develop condos in one of the coldest parts of the world. He hightails it to NYC to put a stop to it and, confused for a man doing a spot-on polar bear impersonation, becomes a viral star. Decent gags and voicework could drag us over the copious logic patches, but even the peerlessly game Jeong seems to phoning it in. More often than not the dialogue merely has characters saying out loud what they’re doing: “I’ve got to stop them!” “Kill that bear!” It barely deserves a pun write-off, like calling it “un-bear-able.” MP

Instead, he winds up in a druggie mansion with a never-was rock manager (Rupert Grint), trying to make the film amongst a sea of orgy revelers. “Moonwalkers” gives you what you came for, including easy jokes about the coming computer revolution — plus less defensible gags about lecherous gays. The best joke — or the second, after a scene where a druggie painted blue rolls up to Perlman and gets dropped like a bag of cement — posits that the moon landing really does look like an avant-garde film, and the lulling, stumbling moonwalk really does look like dudes smacked out on shrooms. It’s all easy, but easy isn’t bad, especially when it has Grint once again stretching his face into freaked-out contortions. MP

••••• The newly Oscar-nominated “Mustang” is a feminist drama about women’s rights issues in Turkey, where patriarchal behavior still looms large despite the nation’s occasional flirtation with turning progressive. But it’s no message movie. Message movies put their ideals in speeches, text globs and sometimes end-credits URLs. “Mustang” defines itself solely through action. Our heroes — five teenage girls put under house arrest, “Virgin Suicides”-style — are always on the move. So is director Deniz Gamze Erguven’s

camera, which can’t be locked down on a tripod and is always roaming about. It finds freedom where it can. The tone is free, too. “Mustang” is serious and, at times, tragic, but it’s also light, funny even when things are bad. There’s something absurd about the central premise, partly because the girls’ jailers — their evil uncle (Ayberk Pekcan) and grandmother (Nihal G. Koldas) — are patently ridiculous, overreacting to nothing much at all. They can barely even maintain power. After they’ve been locked up, the girls regularly escape, even hitching a ride with local hippies to a football match. Their elders could be underestimated if they didn’t still manage to arrange-marry a few of them off, one actually out

of true love, the others to the usual types who would never attract a life partner without the law behind them. Our central quintet tend to move as a pack, though as each is married off, one-by-one, young Lale (Gunes Sensoy) emerges as a de facto leader — the only one who really lashes out at her oppressors. Her tantrums range from spitting in coffee mugs to a climactic act that calls to mind the classic teen-angst melodrama “Over the Edge.” Like that film, “Mustang” manages to be both stirring and weirdly fun, righteous and light (or light-ish). A salvo about traditions that need to die would be important, but “Mustang” transcends nobility. It embodies the very freedom it preaches instead of just preaching it. MATT PRIGGE

The Flyers’ best offensive player for the last month or so has not been from the usual trio of Claude Giroux, Jake Voracek or Wayne Simmonds. Surprisingly, it’s the defensive-minded Sean Couturier who’s been leading the attack. Known primarily as a shutdown forward who is tasked with going up against the opposing team’s top line, Couturier has shown flashes of developing into the standout two-way player the organization always envisioned. In his last 11 games, the 23-year-old has scored six goals and added six assists, which is the best stretch of his five-year ca-

reer. Couturier has credited his recent surge with a new mental approach he adopted this season. “I feel like earlier in first few years I was thinking more defensively going against top lines,” said Couturier, who signed a six-year, $26 million contract extension over the summer. “I just tried to make sure I didn’t get scored against. Now, I try and think more of outscoring them. That is more of my mentality now, and I have to keep improving and thinking that way.” Couturier, whose three-game point streak ended during Wednesday’s 3-2 win over the Bruins, posted a careerhigh 15 goals last season and 22 assists in 82 games. In 35 games this season, he has nine tallies and 11 helpers. Then, my last two years I tried to outscore first lines. Now [with the Flyers], the first few years here have been similar and I am thinking the same way.” Cemented mostly as a third-line center during his career with the Flyers, Couturier has been bumped to the second line this season. Paired recently with Brayden Schenn and Michael Raffl, Couturier’s line still gets the toughest assignment each game, though. The only difference is Couturier is providing offense as well. “He’s still in a role playing the other team’s good line,” Flyers coach Dave Hakstol said. “It’s just not a shutdown role. You have to beat whoever you play against and he has that mentality.”

There probably weren’t any future Jimmy Butlers or Joakim Noahs on the court Wednesday when No. 6  Villanova used an early first-half run and a late second-half run to dispose of Marquette, 8368, to solidify its hold on first place in the Big East. The reporter cites league sources, saying, “We have concluded our search for a head coach. No further interviews are scheduled.� Pederson is currently Andy Reid’s offensive goto-guy in Kansas City.
