The FBI is joining a U.S. criminal investigation into the lead contamination of Flint’s drinking water, exploring whether any laws were broken in a crisis that has captured international attention. Gina Balaya, a spokeswoman for the U.S. Attorney’s Office in Detroit, said federal prosecutors in Michigan are working with a multi-agency investigation team, including the FBI, the U.S. Postal Inspection Service, the EPA’s Office of Inspector General, and the EPA’s Criminal Investigation Division. A former NYPD officer is being accused of leading an interstate prostitution ring, investigators said. Eduardo Cornejo, an 11-year veteran of the force who previously had been assigned to the 79th Precinct in Brooklyn, transported at least 10 women to motels around New York, Long Island and New Jersey, prosecutors said. California’s attorney general sued Southern California Gas Co. on Tuesday over a huge methane leak near Los Angeles, escalating legal action sparked by an underground pipeline rupture that has forced thousands of residents from their homes since October. The latest civil complaint accuses the utility, a division of San Diego-based Sempra Energy of violating state health and safety laws by failing to promptly control the escaping gas and report the leak to authorities. Another slashing hurts one

Grand Central Subway rider exposes himself during morning rush hour at Grand Central One man decided to terrorize strangers during their morning rush hour commute last week while onboard a train at Grand Central Station, authorities said. On Jan. 28 at about 7:35 a.m. the suspect was onboard a southbound 4 train at Grand Central when he decided to

lower his pants and expose himself to a female passenger, police said. He then pulled his pants up and went to an adjacent train car where he once again exposed himself, this time in front of other female passengers. Photographs of the suspect have been released and he is described as a black man, about 30 years old and standing about 5 feet 9 inches tall.

He was last seen wearing a black hooded sweatshirt and blue jeans. Anyone with information in regards to this incident is asked to call Crime Stoppers at 1-800-577-TIPS (8477). A schizophrenic man sliced another passenger’s face on a 3 train as it rode through Brooklyn, officials said yesterday. Stephen Brathwaite, 37, of Brooklyn, faces as-

sault charges related to the Monday altercation in which he allegedly used a folding knife to cut a victim’s face, the New York Daily News reported. Brathwaite was apprehended at the Crown Heights/Utica Avenue station. The knife was also recovered by authorities. NYPD seeks man in stick-wielding subway attack A violent subway confrontation has police searching for a person of interest who used a wooden stick to allegedly strike a fellow passenger. On Thursday, Jan. 28 around 7:15 p.m., a Queens-bound E train at the Jackson Avenue station was the scene of an altercation in which one man hit another with a stick, police said yesterday. The victim, a 31-yearold man, argued with the person of interest, who then struck the victim with the stick, causing injuries to his mouth and the right side of his head, police said. The man then ran away, and the victim was taken to New York Presbyterian in stable condition. The person of interest is white, approximately 6 feet

Queens Group of fare jumpers knock cop onto subway tracks Police are looking for a group of people, one of whom they say knocked a police officer onto subway tracks after trying to avoid paying the fare. On Jan. 31 at about 12:20 a.m. two men and two women attempted to get away with not paying the subway fare when they walked through a service gate at the Parsons/Archer Avenue E subway station in Queens, according to authorities. Two police officers tried to stop the group who then ran, and one of the men knocked one of the cops onto the track bed, police said. Photog snaps souls of shelter animals Through Richard Phibbs’ camera lense, shelter animals are being given a second chance at happiness and finding a loving forever home. For the past two years, the 18-year veteran photographer — whose work has appeared in worldwide publications such as Vanity Fair, Vogue and GQ — has been volunteering his time to helping The Humane Society of New York get the faces of its shelter animals out into the world. Every few weeks, Phibbs replaces his usual celebrities and fashion models with dogs, cats, birds and even rabbits — all who are looking for a family to call their own. “As a photographer, I’ve always wanted to take a picture that actually does something other than sell clothes

or promote someone’s career,” Phibbs said. “Photography has a great ability to speak the truth.” Through the portraits, Phibbs captures the personality of each individual animal — many of whom have experienced abuse or were neglected before arriving at The Humane Society of New York. Phibbs recalls one case where a police officer found a small dog imprisoned inside a box and brought it to the shelter, at 306 E. 59th St. Phibbs describes the dog having looked like “the ghost of a dog” and one of the worst cases of abuse he had seen. Through intensive medical care, a surgery to remove one of the dog’s eyes, and a lot of love from the staff at the shelter, the dog was able to make a healthy recovery.

After being photographed, the dog — who was named Little Lowell — found a loving home and now even has his own Instagram page. Along with hoping to help get the animals adopted, Phibbs — who recently adopted a dog from the shelter himself — added that the work he does is aimed at spreading awareness to

the public about shelter animals. “It’s not only to get these animals specific homes, but it’s to let people know that shelter animals are of value and they make great family members,” Phibbs said. “Some people think of them as damaged goods but they’re not.” The native Canadian, who has been living in

New York City for over 20 years, added that although people have commented that some of the photographs are “sad,” he wants people to see that in life there is hope and things can get better. According to Sandra DeFeo, executive director for the no-kill shelter, since Phibbs has begun photographing the ani-

mals, the shelter has seen a significant increase in adoptions — with some animals receiving multiple applications. “He always makes a difference in the animals’ lives,” DeFeo said. “It’s so important, the work that he does with us, because some people won’t visit a shelter but they’ll see the photo and say this is the dog for me.” ANGY ALTAMIRANO

Carmen Electra sues strip club over sexy pic Singer-actress Carmen Electra filed a federal lawsuit against a Queens strip club after they allegedly used a sexy image of her in club advertisements. La Oficina Bar is the target of a lawsuit filed by Electra accusing the Corona, Queens, establishment of using her image in a club advertisement on Instagram, the New York Daily News reported. “This image shows Electra in a sexually suggestive outfit and was intentionally altered to make it appear that Electra was either a stripper working at La Oficina or endorsed the club,” the suit filed in Brooklyn Federal Court was quoted by the Daily News. Models Tiffany Toth, Claudia Sanpedro and Brenda Lee Geiger have joined Electra in suing the club, alleging that La Oficina also used

their images without permission, the Daily Mail has reported. Each plaintiff is seeking at least $75,000 in damages due to defamation and trademark infringement. According to the lawsuit, Electra and the other models claim that the alleged use of their images has led to “ha-

Top US generals: Women should have to register for draft The top U.S. Marine Corps and Army generals said on Tuesday that women should be required to register for the military draft, along with men, as the armed forces move toward integrating them fully into combat positions. “I think that all eligible and qualified men and women should register for the draft,” Gen. Robert Neller, the commandant of the Marine Corps, told a Senate Armed Services Committee hearing on women in combat. Gen. Mark Milley, the Army chief of staff, also backed registration for women, although two other witnesses, Navy Secretary Ray Mabus and Acting Army Secretary

Patrick Murphy, said only that there should be a discussion of legislation requiring women to register for the Selective Service. It was the first time Neller and Milley had publicly backed requiring women to register for the draft. They spoke in re-

The White House said the comments did not reflect a policy change. “I don’t know how seriously that is being considered,” press secretary Josh Earnest said. The U.S. military has been an all-volunteer force since the 1970s, but young men must register in case the draft is reactivated. The sexual assault charges against Bill Cosby are up in the air after a former prosecutor took the stand for a day of testimony to claim he decided Cosby could “never” be charged for the 2004 assault. Bruce Castor, the former DA of Montgomery County in suburban Philadelphia, testified he made that decision so that the young woman who accused Cosby of sexual assault could compel Cosby to testify in a civil lawsuit. But apparently, almost no one but Castor knew or understood that this

agreement existed. “To be clear, Mr. McMonagle, I’m not on your team — I want them to win,” Castor said with an enigmatic smile to Cosby’s defense lawyer Brian McMonagle, who argued at a hearing Tuesday that the case should be thrown out based on Castor’s decision. However, Castor may be helping Cosby’s defense team a great deal with his claims. On Tuesday he testified that a press release he issued in 2005 announcing he would not charge Cosby was actually a coded declaration — to press, the broader legal community, and lawyers for Cosby and Constand — which was meant as a written declaration that Cosby could never legally be charged in this case, and could not invoke the Fifth Amendment right against self-incrimination in Constand’s lawsuit. His intent was to “set up the dominos to fall in such a way that Mr. Cosby

would be required to testify,” he said. The lawsuit ended with an undisclosed settlement. Montgomery County DA Kevin Steele filed criminal charges against Cosby in December after

We’re about to get a major dose of nostalgia on an upcoming episode of Tiffani Thiessen’s cooking show, “Dinner at Tiffani’s.” The second season premieres tonight at 8 p.m. on the Cooking Channel. “I can promise you some really fun people are reappearing on the show and a lot of new guests as well,” Thiessen says. “Probably the most anticipated guest is my old co-star from ‘Saved by the Bell’ Mark-Paul Gosselaar, along with his beautiful wife. We have a great episode of doubledating with my husband. I do a lobster boil, which was super fun.” Gosselaar isn’t the only co-star she keeps in touch with. Last season,

Elizabeth Berkley (Jessie Spano) and Mario Lopez (A.C. Slater) swung by, too. That’s the whole premise of her show — Thiessen invites pals over for dinner parties.

As I predicted, I received plenty of hate email and hate Tweets regarding my top 10 NFL players of all time list. That’s what makes this exercise fun, of course. Most of the issues centered around Tom Brady being No. 1, as well as old men who don’t want their precious childhood memories to be diminished. Here’s some feedback to the feedback: Shawn M.: Your list is so bogus. Montana and

Rice are 1-2. Neither player choked in the Super Bowl unlike Brady. Yeah [Montana and Rice] had each other but they also did not have the benefit of playing in a pass-happy league. Plus they also ran the ball with Roger Craig and Tom Rathman. John Taylor on the other side if Rice, Ronnie Lott and Ken Norton Jr. among others. Rice was great from his rookie year while Brady was sitting on the bench and won three Super Bowls because of Adam Vinatieri, the true Super Bowl MVP. Additionally, Belichick is successful only because of Brady and playing in a horrible division. He ruined the Cleveland Browns. Finally, when Brady had a legit No. 1 receiver in Randy Moss, what happened? Joe Montana would never have lost those games to the Gi-

ants the way Brady did; Montana does not get shook up like Brady does when he gets hit. Burke: Wait, so Montana and Rice are the two best football players of all time? And they just so happened to be on the same exact team during the same exact time period? That’s one hell of a coincidence. Oh, and when Brady had Randy Moss, all the Patriots did was win more games in one season than any team in the history of the league. Remember, the 1972 Dolphins played during a time when the NFL had a 14-game regular season. They finished the year 17-0. The 2007 Patriots finished that season 18-1. I’d say, overall, the Brady-Moss thing worked out just fine. And rattling off all the great players Montana

and Rice played with only strengthens the argument for Brady as the best ever. Brady did more with less. @letswork225: Just read your top 10 NFL all-time list. Where is Walter Payton? Also, Brady lost two Super Bowls. He can’t be No. 1. Burke: If it was a top-20 list, Payton would surely be on there. But he won his lone Super Bowl because that season’s Bears happened to own the greatest defense of all time. I also don’t value the running back position as much as the QB position and Payton is not the greatest back of all time.
