The FBI is joining a U.S. criminal investigation into the lead contamination of Flint’s drinking water, exploring whether any laws were broken in a crisis that has captured international attention. Gina Balaya, a spokeswoman for the U.S. Attorney’s Office in Detroit, said federal prosecutors in Michigan are working with a multi-agency investigation team, including the FBI, the U.S. Postal Inspection Service, the EPA’s Office of Inspector General, and the EPA’s Criminal Investigation Division. Police are following leads in a hit-and-run collision in South Philadelphia on Monday that left a mother and her two children injured. The suspect was described as a woman driving a red Honda Accord with a broken mirror on its passenger side, Philly.com reported. California’s attorney general sued Southern California Gas Co. on Tuesday over a huge methane leak near Los Angeles, escalating legal action sparked by an underground pipeline rupture that has forced thousands of residents from their homes since October. After escalating violence and multiple complaints, narcotics officers swooped in last Friday on unsuspecting drug dealers, police said. The Narcotics Unit began an investigation around the 2300 block of East Clearfield Street “based on several complaints from members in the community of drug sales, and recent shootings in the confines of the 24th District,” police confirmed Tuesday. Five suspects were arrested and charged with drug dealing. The raids were lauded by elected officials and neighbors on social media, where complaints about drug crimes are frequent. “Best day of my life,” one neighbor who saw the raid posted on Facebook. State Rep. John Taylor called it “a major drug raid.” “This sends a clear message to the drug dealers that their behavior will not be tolerated,” Taylor wrote on Facebook. “I want to personally thank the 24th Police District and the Narcotics Strike Force.” The five suspects arrested were Rahsheed

Eduardo Cornejo, an 11year veteran of the force who previously had been assigned to the 79th Precinct in Brooklyn, transported at least 10 women to motels around New York, Long Island and New Jersey, prosecutors allege.

Chaka “Chip” Fattah Jr. was sentenced to five years in prison yesterday for his conviction on 22 federal counts of bank and tax fraud. Fattah Jr., the son of U.S. Congressman Chaka Fattah, told NBC that he planned to appeal his conviction last fall, also stating earlier that he did not foresee himself going to prison. “I’m not going to face any time in prison,” Fattah Jr. told NBC. That prediction has turned out to be untrue. Fattah, who is not a lawyer and did not
graduate from college, represented himself at his trial, Philly.com reported in a related article. Prosecutors showed evidence that Fattah had taken more than $1 million from banks, clients and taxpayers, much of which was spent on personal expenses. “Fattah engaged in persistent bank frauds, cheating on taxes, and thefts from the citizensupported school district. He abused the trust that others placed in him and lied at every turn to further his frauds and conceal them,” Assistant U.S. Attorney Paul Gray and Eric Gibson, a trial attorney with the U.S. Department of Justice, said in a sentencing memorandum filed last week, Philly.com added. Fattah Jr. told NBC that he planned to appeal the verdict and that the federal prosecutors’ evidence was “prejudicial.”

BRIEF School locked down over cop’s missing gun A Philadelphia high school was put on lockdown yesterday after a school police officer lost his loaded gun, which was taken from his car after he forgot to lock the doors. The lockdown at Kensington Urban Education Academy at 2051 E. Cumberland St. was lifted by the afternoon after students and

faculty were patted down and the school was searched. The gun was reported missing from the officer’s car, though he was unsure if it went missing before or after he drove the car to the school, ABC reported. Castor throws wrench into Cosby case The hearing will continue Wednesday as court investigates whether old DA’s deal makes Cosby immune to sex assault charges. SAM NEWHOUSE @scnewhouse

The sexual assault charges against Bill Cosby are up in the air after a former prosecutor took the stand for a day of testimony to claim he decided Cosby could “never” be charged for the 2004 assault. Bruce Castor, the former DA of Montgomery County in suburban Philadelphia, testified he made that decision so that the young woman who accused Cosby of sexual assault could compel Cosby to testify in a civil lawsuit. But apparently, almost no one but Castor knew or understood that this agreement existed.

“To be clear, Mr. McMonagle, I’m not on your team — I want them to win,” Castor said with an enigmatic smile to Cosby’s defense lawyer Brian McMonagle, who argued at a hearing Tuesday that the case should be thrown
out based on Castor’s decision. However, Castor may be helping Cosby’s defense team a great deal with his claims. On Tuesday he testified that a press release he issued in 2005 an-
nouncing he would not charge Cosby was actually a coded declaration — to press, the broader legal community, and lawyers for Cosby and Constand — which was meant as a written declaration that Cosby could never legally be charged in this case, and could not invoke the Fifth Amendment right against self-incrimination in Constand’s lawsuit. His intent was to “set up the dominos to fall in such a way that Mr. Cosby would be required to testify,” he said. The lawsuit ended with an undisclosed settlement. Montgomery County DA Kevin Steele filed criminal charges against Cosby in December after more than 50 women accused him of assault, and newly unsealed documents from Constand’s lawsuit included Cosby admitting to drugging and touching her. But Castor testified that using Cosby’s testi-
mony in the criminal case violated his constitutional rights and the terms of Castor’s agreement with Cosby’s former lawyer Wally Phillips, who is now deceased. Prosecutors were befuddled by Castor’s defense of his claims that his 2005 press release on the case constituted a legally binding agreement, but the harshest questioning came at the end of the hearing from Judge Steven T. O’Neill. “We have an immunity statute. … Why did you not make it in writing? Why did you not do that? Do you know why you didn’t do that?” O’Neill asked Castor about the agreement that Cosby could not be prosecuted. Castor said he did not feel any further record of his decision was needed. “A prosecutor is the minister of justice,” he said. “I thought that meant I was supposed to seek justice.” Constand waited a year

to report being drugged and digitally penetrated by Cosby in his Cheltenham Township mansion in 2004, gave inconsistent versions of events to law enforcement and had multiple contacts with Cosby after the assault, he said. “She had ruined her own credibility,” he said. Despite that, Castor was convinced of Cosby’s guilt. “I had already decided that I wanted Mr. Cosby punished in civil court,” he said. Testimony on this issue is scheduled to continue in Montgomery County Court on Wednesday.

BRIEF Virginia prosecutor says teen stabbed in case linked to students The mother of a 13-year-old girl whose abduction and fatal stabbing have been tied to two Virginia Tech students cried on Tuesday as she recalled her daughter’s battle against multiple childhood illnesses and love of dance, music and pandas. Tammy Weeks shed no new light on how the first-year
engineering students charged in daughter Nicole Lovell’s death might have met the teen who lived near the university campus in Blacksburg, Virginia. Instead, Weeks spoke of a girl who survived a liver transplant and non-Hodgkin’s lymphoma and dreamed of being on the television show “American Idol.” “Nicole was a very lovable person,” Weeks told reporters at a news conference in
Blacksburg, before hurrying away in tears. Preliminary autopsy results indicate Lovell was stabbed to death, Montgomery County prosecutor Mary Pettitt said. Authorities believe Lovell died on or about Jan. 27, the same day she went missing. After a four-day search, her remains were found about 90 miles away in a heavily wooded, rural area in North Carolina, officials said.
David Eisenhauer, 18, a member of Virginia Tech’s cross country team, is charged with first-degree murder and abduction and faces a possible life sentence if convicted. A fellow student, Natalie Keepers, 19, who was accused of helping to dispose of Lovell’s body, will now face a charge of being an accessory before the fact of a first-degree murder, Pettitt said. Transmission of Zika virus through sex Dallas County Health and Human Services said it received confirmation of the case in Dallas from the U.S. Centers for Disease Control and Prevention. The first known case of Zika virus transmission in the United States was reported in Texas on Tuesday by local health officials, who said it likely was contracted through sex and not a mosquito bite, a day after the World Health Organization declared an international public health emergency. The virus, linked to severe birth defects in thousands of babies in Brazil, is spreading rapidly in the Americas, and WHO officials on Tuesday expressed concern that it could hit Africa and Asia as well. Zika had been thought to be spread by the bite of mosquitoes of the Aedes genus, so sexual contact as a mode of transmission would be a potentially alarming development. The county department said on Twitter that the person was infected through sexual contact with someone who had traveled to Venezuela. The person infected did not travel to the South American country, county
health officials said. The Texas Department of State Health Services was slightly more cautious in its assessment, saying in a statement, “Case details are being evaluated, but the possibility of sexual transmission from an infected person to a noninfected person is likely in this case.” County authorities said there were no reports of the virus being locally transmitted by mosquitoes in the Texas county. A CDC spokesman confirmed the results of a test for Zika infection but said local officials investigated the mode of transmission. Previously, international health officials had noted one case of possible person-to-person sexual transmission. But the Pan American Health Organization said more evidence was needed to confirm sexual contact as a means of Zika transmission. The medical literature also has one case in which the virus was detected in semen. The virus has been linked to microcephaly, in which babies have abnormally small heads and improperly developed brains. The WHO has said the virus could infect 4 million people in the Americas. It said on Tuesday it launched a global response unit to fight the mosquito-borne virus. REUTERS

Trump generated much enthusiasm for his anti-establishment message, but in the end he was out muscled by Cruz’s more traditional ground game and saw some latedeciding voters side with Rubio. Republican Donald Trump’s surprise defeat in Iowa at the hands of Sen. Ted Cruz reflected shortcomings in his getout-the-vote operations and an over reliance on his celebrity status in a state where voters prefer the personal touch. All signs had pointed to a Trump victory in the first nominating contest in the race for the White House, with the Des Moines Register’s influential poll giving Trump the lead over the weekend before Iowans went to caucus on Monday. The loss, while not by a large margin, raised questions about Trump’s ability to perform as well in voting contests as he does in polls. Prior to Monday, Trump had repeatedly boasted that he would easily win Iowa, and he has been the front-runner in most national polls since last
summer. Sensing victory, Trump had mocked Cruz’s ground game in the hours before voters went to their caucus sites. “I hear they all have these great ground games, they’ve got people pouring in on buses and trucks,” Trump said at a campaign rally. “They are spending all the money they have from special interests. For our country, I want the person who is going to spend the least amount and get the best results.” Trump had relied on what Iowa Republican Party Chairman Jeff Kaufmann told Reuters was a “stealth” ground effort. For some though, the specifics of Trump’s plan for turning out his supporters on Monday were questionable. Instead of aggressively trying to convert any and all Republicans to his cause as Cruz did, Trump relied mostly on signing up supporters from among those who attended his rallies. The challenge Trump faced was trying to persuade these people, many of whom had never participated in a caucus before, to show up. Tana Goertz, Trump’s Iowa campaign chair, was frequently an introductory speaker at Trump events and would
encourage attendees to make sure they knew where to go to caucus. Leaflets were passed out reassuring voters that the ballot is secret and, “most caucuses take less than 1 hour.” “It’s new to a lot of these people who were supporting him,” said David McNeer, of Newton, Iowa, who steered his precinct into overwhelmingly voting for Trump. Trump’s bombastic style and flair for the dramatic may in the end have not helped as much as he would have hoped. As Cruz and Rubio went the more traditional route of talking to small groups of people at pizza parlors and hotel conference rooms, Trump would make a dramatic entrance in his private jet, emblazoned with his name, and tear into his rivals at rallies attended by thousands. Top US generals: Women should have to register for draft The top U.S. Marine Corps and Army generals said on Tuesday that women should be required to register for the military draft, along with men, as the armed forces move toward integrating them fully into combat positions. “I think that all eligible and qualified men and women should register for the draft,� Gen. Robert Neller, the commandant of the Marine Corps, told a Senate Armed Services Committee hearing on women in combat. Gen. Mark Milley, the Army chief of staff, also backed registration for women, although two other witnesses, Navy Secretary Ray Mabus and Acting Army Secretary

Patrick Murphy, said only that there should be a discussion of legislation requiring women to register for the Selective Service. It was the first time Neller and Milley had publicly backed requiring women to register for the draft. They spoke in re-
sponse to a question from Sen. Claire McCaskill, D-Missouri, who said she also believes women should register. The White House said the comments did not reflect a policy change. “I don’t know how seriously that is being considered,� press secretary Josh Earnest said. The U.S. military has been an all-volunteer force since the 1970s, but young men must register in case the draft is reactivated. How using food scraps can save you $1,500 a year An estimated 40 percent of what consumers buy at the grocery store goes to waste. We all like to moan and complain about how there is not enough money in the bank at the end of the month. Well, here is a simple step that could save a family of four $1,500 a year: Stop wasting food. It sounds flippant, but it is not. About 40 percent of the food America produces goes to waste. And it’s not a minor expense: The USDA estimates that food waste amounts to around 2 million calories a year for a family of four, costing roughly $1,500, which is more than $100 a month for the family, or $375 a person annually. “Nobody wakes up in the morning wanting to waste food, but it happens in little bits and pieces,” says Dana Gunders, senior scientist at the National Resources Defense Coun-
cil and author of the new book “Waste-Free Kitchen Handbook.” “We are so price-sensitive in the store, but when we get home and eventually throw out a quarter of the cheese we just bought, we don’t realize that’s another $1.50.” Reducing food waste takes planning and discipline. Gunders gives some tips below: Shop deliberately, from a list, for just a couple of meals ahead of time. Otherwise your eyes will be bigger than your stomach, and much of what you buy will end up in the trash. Use up leftovers by making catch-all dishes like soups, stir-frys, fried rice, frittatas and risottos. Stale bread? Make menus involving croutons, French toast or bread pudding. Learn to store food properly. For instance, lettuce usually lasts longer in the crisper, while apples, mushrooms and peppers need more aeration and do better outside

those drawers. Do not get freaked out by expiration dates, Gunders advises. These are just a manufacturer’s best guess about peak freshness. Use your judgment; do not throw away food just because of a number on a carton.

Fish heads: Most consumers toss them, but Marjorie Meek-Bradley, executive chef of Washington, D.C.’s Ripple, and a contestant on “Top Chef,” likes to debone the head and make lettuce wraps with the meat. Carrot tops: Along
with the leafy tops of other root vegetables, says Meek-Bradley, they make the foundation of an excellent pesto sauce. Potato scraps: Don’t get rid of them, say Bruce and Eric Bromberg of Blue Ribbon Restaurants. They are ideal for making potato pancakes. Kale stems: The natural instinct is to toss them, but they make crispy, healthy, kale fries, say the Brombergs. Citrus juice: If you have some left over, it makes an ideal kitchen cleaner, says John Johnson of Four Seasons New York. It is biodegradable, nontoxic and degreases like nothing else. Bones: “I always use leftover chicken or turkey bones to make soup,” says Troy Guard, chef of Denver-based TAG Restaurant Group. Tomato insides, carrot peels, mushroom stems and day-old brown rice can all can be used to make a tasty veggie burger, says Guard. REUTERS

Thank you, J.K. Rowling This past week, Harry Potter author J.K. Rowling revealed the locations of four more international wizarding schools. They are Ilvermorny in America (somewhere in New England), Mahoutokoro in Japan, Castelbruxo in Brazil and Uagadou in Africa. The announcement came from Evanna Lynch, who played Luna Lovegood, at the Celebration of Harry Potter at Universal Orlando Resort. In addition, Pottermore, the site for all things Harry Potter, tweeted out a map of the schools and even more information on them from Rowling. Sure, this is all to help get the word out about the spinoff film “Fantastic Beasts and Where to Find Them,” which is set in the wizarding world. (Ilvermorny will feature in the film.) But here’s the thing: Rowling has remained incredibly active in the Potter fan community, keeping the magic alive for us despite the fact that both the book and film

We’re about to get a major dose of nostalgia on an upcoming episode of Tiffani Thiessen’s cooking show, “Dinner at Tiffani’s.” The second season premieres tonight at 8 p.m. on the Cooking Channel. “I can promise you some really fun people are reappearing on the show and a lot of new guests as well,” Thiessen says. “Probably the most anticipated guest is my old co-star from ‘Saved by the Bell’ Mark-Paul Gosselaar, along with his beautiful wife. We have a great episode of doubledating with my husband. I do a lobster boil, which was super fun.” Gosselaar isn’t the only co-star she keeps in touch with. Last season, Elizabeth Berkley (Jessie Spano) and Mario Lopez (A.C. Slater) swung by, too. That’s the whole premise of her show — Thiessen invites pals over for dinner parties.

The key to a good burger The season premiere — featuring Eric Close, Matthew Lillard and Thiessen’s husband, Brady Smith — is all about burgers and beer. When asked the key to a good hamburger, Thiessen tells us the key is “not overdoing your meat.” As for her favorite
thing to cook, Thiessen can’t decide. “I think you’ve just asked the impossible question,” she says with a laugh. “I like to cook everything and I am always up for a challenge.” But she does share one of her fave recipes with us. The star compares her honey-ginger chicken wings to potato chips — you can’t eat just one!

Ingredients: •1/2 cup honey •1/4 cup lime juice plus 1 tablespoon grated lime zest •1/4 cup tamari or soy sauce •3 tablespoons sesame oil • 2 tablespoons fresh ginger •3 cloves garlic, minced •2 scallions, thinly sliced (about 3 tablespoons) •Kosher salt and freshly ground black pepper •16 chicken wings, tips removed, drumettes and flats separated Directions: 1. In a medium bowl, whisk together the honey, lime juice and zest, tamari, sesame oil, ginger, garlic, scallions, salt and pepper. Reserve 3/4 cup of the marinade for later use. 2. Pour the remaining marinade
into a 2-gallon zip-top bag. Add the chicken and seal the bag. Massage to distribute the marinade. Marinate, refrigerated, for at least six hours, preferably overnight. 3. Remove the chicken wings from the refrigerator and let sit for 30 minutes. Preheat the oven to 400 degrees. Line a baking sheet with parchment paper. 4. Put the wings skin-side down on the baking sheet and spoon the marinade from the bag over the wings. Cook for 20 minutes, then flip. Baste with the pan drippings, rotate the pan and cook until the honey has caramelized and the skin is a dark amber. 5. Pour the reserved 3/4 cup marinade into a small saucepan and cook until the liquid turns into a glaze. Coat the wings.

The Phillies’ farm system is vastly improved, due in part to the arrival of over a dozen prospects in seven trades over the last year and a half. With talent loaded up in the minor leagues, fans are understandably curious about time frame. When will this team be good again? While it is way too early to tell, it’s never too early to contemplate. Here’s when we think the Phils’ top 10 prospects will arrive at Citizens Bank Park for the first time.
J.P. Crawford, SS -ETA 2016: The organization’s top prospect has had much fanfare as he’s ascended through the Phils’ minor league system and, according to Larry Bowa, could make the Big League squad by mid-season 2016.

As the Union continue to retool their roster before preseason starts, fans should prepare themselves for a much different look on the offensive side of the ball once play begins Saturday. All signs point to the Union deploying a 4-3-3 formation, which typically has two forwards flanked on the left and right wings of the field and a central striker in the middle of
the offensive attack. Last season, the Union were hoping that striker Fernando Aristiguieta would emerge as the top goal-scorer on the team. The Venezuelan scored five goals in 21 total appearances with the Union. On Monday, it was announced that Aristiguieta, who had been playing with the Union on loan from French club FC Nantes, would not be returning to Philadelphia in 2016 and instead heading to Ligue 2 outfit Red Star. With the decisions to trade both Andrew Wenger and Cristian Maidana to the Houston Dynamo in the offseason, along with the decision to not re-sign forward Conor Casey, coach Jim Curtin is left with some roster deci-
sions to make in order to spark some life into the struggling Union offense. As a team, they ranked last in the Eastern Conference in goals scored (42) last season and were tied for fifth-worst in the entire MLS in scoring. “[We are] actively pursuing players,” Curtin said at last Thursday’s media day. “Again, every team is pursuing players. We’re happy with our starting points but you always have to be looking to upgrade. It’s a team that I believe can be a playoff team; that is our goal, we have to get in the playoffs.” Striker C.J. Sapong will be relied upon heavily again in 2016 for scoring. He notched nine goals in 27 games for the Union. Sebastien Le Toux will

It’s quite rare to see a home sellout crowd give its team a standing ovation after a loss. The 76ers deserved the applause. After a stirring 13-point comeback in the final twoand-a-half minutes against the defending champion Golden State Warriors, the Sixers fell just short when Harrison Barnes drained a 3-pointer from the corner with 0.2 seconds remaining for a three-point victory last Saturday. The Sixers could have wilted. They didn’t. This could be called a moral victory, but the team refuses to look at the loss in that way. The defeat dropped the Sixers to 7-41. “We don’t feel that way
and I don’t want our guys to feel that way,” Sixers coach Brett Brown said. “It’s sort of the beauty of the job that we have. You win and you lose. I kind of like that.” The Sixers are playing much better and that was evident in the loss to the ultra-talented Warriors. Moral victory? Forget about it. “For us to be down 24 and find a way at home to not roll over, not to be all caught up in the moment and find a way for to give something back to our fans, who were fantastic, is a great thing for our young team,” Brown said. “It validates the work they have put in. It showed we have no letdown, no backdown, and I give us a lot of credit. We’re obviously disappointed to not come away with a win.” Another rebuilding season in Philadelphia has to be frustrating for the fans, coaches and players.
