Transportation officials from the United States and Cuba signed an arrangement Tuesday to restore scheduled air service between the two countries, the Department of Transportation said in a statement. The department invited U.S. air carriers to apply for the opportunity to provide scheduled passenger and cargo flights, launching a process to award the new flights, the statement read. REUTERS

Opening statements began Tuesday in the trial of a former sanitation worker accused of being the “Grim Sleeper” serial killer, charged with slaying nine women and one girl in a Los Angeles crime spree that spanned more than two decades. Lonnie David Franklin Jr., 63, faces the possibility of the death penalty if convicted. Franklin was indicted on charges of fatally shooting or strangling seven victims between August 1985 and September 1988, and three others between March 2002 and January 2007. REUTERS

A long-lost composition by Wolfgang Amadeus Mozart and Antonio Salieri was performed for the first time Tuesday after a musicologist discovered the piece in the reserve collection of the Czech national music museum. The piece also appears to show the rivalry between the two was not especially fierce and provides more evidence that Salieri played no role in Mozart’s death in 1791 at the age of 35, as the play and Oscar-winning film “Amadeus” suggested. Three people were rescued Tuesday morning from a sinking tugboat in Boston Harbor. The Coast Guard told WCVB the rescued threesome was pulled from a 51-foot tugboat that sank off Deer Island as a pilot boat was guiding it into the harbor. The U.S. and its allies targeted Islamic State with 30 strikes in Syria and Iraq, the Combined Joint Task Force leading the operations said in a statement. In Iraq, 20 strikes were staged near eight cities, including Al Qaim, where nine strikes hit a logistics facility, two Internet cafés, two headquarters and a media hall used by the Islamic State militant group, the task force said. Ten strikes near four Syrian cities included six that hit an Islamic State weapons cache, headquarters, three weapons storage facilities and a barracks. REUTERS

State police have arrested 32-year-old Jose F. Robles of Taunton as the man who forced a mother and her infant out of their car at gunpoint in Brockton on Tuesday morning, according to WCVB. The woman was putting her daughter in the backseat of her 2007 Toyota Camry outside of the Westgate Mall when Robles approached her and demanded her car keys. WCVB reported that the woman and her daughter were believed to be uninjured. JACLYN MARR

Pro-pot activists against dispensary The legal marijuana movement has splintered as a recreational use ballot question vote looms. SPENCER BUELL @MetroBOS

Massachusetts’ fractured pro-pot movement was on full display yesterday as the state welcomed its sixth medical marijuana dispensary in Lowell. Across the street from the ribbon-cutting for Patriot Care’s new facility in that city were protestors organized by MassCann, a group that cemented its role as the leader of the state’s legalization efforts over decades of rallies and advocacy. MassCann opposes Patriot Care’s ties to lobbyist Daniel Delaney, who opposes the current push for recreational legalization via ballot initiative.

Delaney, of Delaney Policy Group, is a registered lobbyist for Patriot Care. He is also running a campaign to oppose a ballot measure that would legalize recreational weed in the state. “We believe these political goals to be nothing more than an attempt to scuttle the chance to form a tax and regulated market of recreational cannabis in Massachusetts, thus securing the medical monopoly they desire,” MassCann’s leaders wrote in a statement. Boston.com first reported on Patriot Care’s affiliation with Delaney in January. Delaney has denied that his ties to the dispensary and to anti-legalization are related. Just a handful of protesters were there for the facility’s ceremony Tuesday, but the fact that the opposition took place at all speaks to the splintering of efforts to legalize marijuana in the state — which until recently

moved along in steady increments and had mostly been unified. Voters decriminalized possession of small amounts of the drug in 2008, then legalized it for medical use in 2012. Voters could approve full legalization in November, 2016. Patriot Care also plans to open a dispensary in downtown Boston, as well as one in Greenfield. Dispensaries run by different companies have so far opened in Salem, Ayer, Brockton, Brookline and Northampton. The first,

Alternative Therapies, Inc., in Salem, opened in June of last year. Eleven others have gotten provisional approval from the state to open at dates to be determined. Activists have criticized the sluggish rollout of dispensaries. The 2012 medical marijuana law allowed as many as 35 facilities to open. At the end of January, there were nearly 20,000 medical marijuana patients in Massachusetts, and nearly 18,000 ounces of the drug had been sold

for medical use in the state, according to the State House News Service. A group called the Campaign to Regulate Marijuana Like Alcohol is leading the ballot initiative push in the state for full recreational legalization — which, like in Colorado, Oregon, Alaska and Washington state, would allow people to buy and use marijuana without a prescription. The proposal voters in Massachusetts will likely consider would create new taxes for pot sales,

set up strict regulations for dispensaries and limit how much of the plant an individual can grow on their own. That effort has not been immune to criticism. A rival, more libertarian bid for recreational legalization from a group called Bay State Repeal did not succeed in collecting enough signatures to secure a spot on the November ballot. Its leaders have not joined forces with CRMLA and have continued to oppose it. Another pot-related battle is currently underway. MassCann’s Bill Downing is awaiting a judge’s decision on whether he will face distribution charges. Police have alleged he sold marijuana products out of an Allston storefront. He contends he sold oils, creams and cosmetic products derived from hemp, which contained no — or only negligible amounts — of the drug’s high-inducing chemical THC.

The family of a missing man from Harvard, Massachusetts is asking for the public’s help in finding him. Zachary Marr, 22, was celebrating his birthday in Boston the night he went missing, and security footage shows him leaving Boston’s Bell in

Hand Tavern around 1:45 a.m. Saturday. “Friends said he walked out of the bar without a coat on to have a smoke,” WHDH reported. “He texted friends that he tried to get back in but he was not allowed because it was closing time. By the time his friends grabbed his coat and went outside, he was gone.” According to Marr’s family, the young man was not without his struggles, but he had recently been promoted at work and was in school. “So many people have been gracious in sharing his story,” Jessica FortierGross, a cousin of Marr, told WCVB. “We miss him. We just want him home.”

The Boston Symphony Orchestra and musical director Andris Nelsons brought home an orchestral performance Grammy on Monday night, their first Grammy win since forming a new recording partnership. The BSO and Nelsons won the orchestral prize for “Shostakovich Under Stalin’s Shad-

ow,” ABC reported. The recording is the first that the orchestra has released since entering into a partnership with the Deutsche Grammophon label. “Firstly I’m very proud of the Boston Symphony Orchestra,” Nelsons, who now has his first Grammy with the win, said to the Boston Globe. “All of the wonderful musicians, of course, but also the management team, the board, the supporters and the audience, all the people who are a part of

the Boston Symphony family.” The symphony is currently on an undertaking to record a series of Shostakovich symphonies to be released on Deutsche Grammophon, with the next installment due in April, the Globe added. “I’m thankful to Deutsche Grammophon, our partners — we are going to record the complete Shostakovich symphonies and hopefully some other things as well,” Nelsons said to the Globe.

Hotel evacuated after pipe burst, flooding electrical room A pipe burst at a major Bostonarea hotel left approximately 250 people evacuated from their rooms as officials worked to repair the building. Authorities said to WCVB that the busted pipe flooded an electrical room at the Newton Crowne Plaza with four feet of water on Monday, worrying firefighters that the

hotel may lose power and leave guests stranded on the upper floors. “It’s like Niagara Falls down there,” one worker said to WCVB. The displaced guests were evacuated to a hotel ballroom, WCVB added, also stating that the pipe burst because of the cold weather. Fire officials told WHDH that the leak was repaired quickly, but the situation was still

dangerous as water was being pumped out, leading authorities to cut power to the building. During the past weekend, Boston officials told WHDH in a related article that they had received more than 150 piperelated calls. JASON NUCKOLLS

BRIEF Cruz tax plan would slash U.S. revenue, favor wealthy: analysis A tax plan proposed by Republican presidential candidate Ted Cruz would cut federal revenues by $8.6 trillion over 10 years, adding substantially to the debt, according to an analysis published on Tuesday by a nonpartisan research center. Cruz’s plan, unveiled in November, would create a at 10 percent individual income tax

that with other changes would mainly beneďŹ t high-income households, the study by the Washingtonbased Tax Policy Center found. Other changes include repealing the corporate income tax, as well as payroll taxes for Social Security and Medicare, and estate and gift taxes; increas-

Clinton meets with black leaders in NY Clinton was endorsed by the Congressional Black Caucus political action committee last week. Hillary Clinton met with black civil-rights leaders in New York City on Tuesday as she seeks to maintain a crucial edge in popularity among black voters over her rival, Sen. Bernie Sanders of Vermont. “The secretary demonstrated an ease and familiarity with many of the issues we discussed this morning,â€? Marc Morial, president of the National Urban League, said after a two-hour meeting with former Secretary of State Clinton and a half-dozen civil-rights groups at the league’s headquarters. He and other group leaders are due to hold a similar meeting with Sanders in Washington on Thursday. Clinton’s campaign staff has long argued that surging support for Sanders will probably falter as voting for a party nominee moves to more racially diverse states in coming weeks. Clinton’s campaign says she has a longer record of working to solve problems that affect black people. Sanders has said Clinton’s polling lead among black voters is partly a result of her being much more famous than he

is. He believes many non-white voters will be drawn to his message of fighting economic inequality as they get to know him. Clinton’s status as front-runner to be the Democratic nominee for the presidential election was jolted this month when she beat Sanders by less than one percentage point in Iowa’s caucuses, and lost to him by more than 20 points in New Hampshire’s primary. Rev. Al Sharpton also joined the New York meeting, and joked warmly with Clinton in the corridors afterward, suggesting to gathered reporters he had told her who he would endorse. At a press conference later, Sharpton said Clinton was “candid and open� but also said he had yet to decide whom to support and that no candidate should take the support of black voters for granted. “We are not a monolithic people,� he said. Both Clinton and her husband, former President Bill Clinton, have traditionally had solid support from African-American communities, a key component of the Democratic electorate. Released American journalists have left Bahrain, relatives say Bahrain’s public prosecution office said it had ordered the release of the group after interrogating them in the presence of their lawyers. An American journalist and her camera crew who were arrested in Bahrain and accused of participating in an illegal gathering have left the country after being released on Tuesday, their families said in a statement. Bahrain had said security forces arrested four U.S. citizens on Sunday while they were “participating with a group of saboteurs who were carrying out riot acts” in the village of Sitra. They were found with cameras and computers.

Demonstrators in Sitra, a Shiite village east of the capital, Manama, have clashed with security forces in recent days as the country marked the fifth anniversary of Arab Spring protests. The U.S.-allied kingdom, where the U.S. Fifth Fleet is based, put down the 2011 protests by force with help from Gulf Arab states, including Saudi Arabia. But Bahrain continues to see unrest, especially in villages where Shiites are a majority. Shiites complain of discrimination by the Sunni-dominated government and want more say in the island’s politics. Rights groups say the authorities have stepped up a crackdown on dissent and accuse security forces of using torture to extract confessions. The government denies discrimination and

BRIEF Group requests special prosecutor in Chicago police shooting Politicians, pastors and civil rights lawyers petitioned Cook County’s chief judge on Tuesday to assign a special prosecutor to the murder trial of a Chicago police officer who fatally shot a black teenager, saying the state’s attorney was biased. Officer Jason Van Dyke, who is white, faces six counts of firstdegree murder after shooting 17-year-old Laquan McDonald 16 times in October 2014. Patrol car dashboard-camera videos of the shooting were released a year later, setting off weeks of protests calling for the resignations of Mayor Rahm Emanuel and of Anita Alvarez, the top prosecutor in Cook County, which includes Chicago. Alvarez has been criticized for taking more than a year to bring charges in the case, which has become a key issue in her campaign for re-election to a third term next month. “This is an extraordinary measure that is necessary to restore public confidence,” Cook County Commissioner Jesus “Chuy” Garcia said at a news conference on the petition. Kris Jenner is not pleased with Kanye West Amid all of cash-strapped Kanye West’s ups and downs this week, he’s apparently earned himself the ire of his mother-in-law, Kris Jenner. Not a smart move, buddy. At issue is apparently Adidasloving West’s mention during one of his many Twitter rants that sister-in-law Kylie Jenner would not be signing an endorsement deal with Puma. It turns out Jenner was not pleased, not at all. “It really pissed her off,” a source tells Radar Online. “Kris was completely livid after he blasted the tweet out saying that Kylie would not take the Puma deal, because Kris worked on that deal. Kanye fails to remember sometimes that Kris is the boss in the family and has a hand in all of her children’s endorsements. problem with Best Coast? I try not to [Google], to be honest. I try to stay away from Googling myself or reading interviews after they happen. But my parents are very into Googling “Best Coast.� I wouldn't be surprised if they have a Google alert set up. I know on Instagram though, you’ll be searching for our tag when I’ll try to find a fan photo from one of our shows to put up and that’s really difficult because you just pick up people in California at the beach and a lot of weed photos and medicinal marijuana.

You’ve done fashion collabs in the past. Do you think you’d do it again? I would definitely do a collaboration again if the right person or a line I really respected approached me. I love clothes and style, and my mom is a designer. For her, it was a labor of love, but now it’s something she focuses on 100 percent. My parents were always supportive of us having our own style and we’d go to thrift stores together. What city has the best thrifting? My mom lives in Omaha and whenever I go to Nebraska, I shop because they have great stores. You find stuff and it’s like, “You’d never find this in L.A.,� and if you did, it’d be $115 in a thrift store.

Consider reupholstering. “Not only are folks refinishing pieces that they own or were passed down to them, but an easy way to save money is to purchase an item from Ikea or a discount retailer and update it with more luxurious fabrics,” says Motayed. “Preppy patterns are having a renaissance — stripes and polka dots and even updated paisley.”

Color Although Pantone forecasted pastels for 2016, Havenly clients are still requesting bold colors. “We’re definitely still seeing accent walls of bold blues, pinks and greens — a lot of colorblocking in draperies and carpets, as well,” says Motayed. “Lighter colors are being incorporated into the softer accents — blankets and in artwork—that are tying the room together.”

So, as we prepare to enter another phase of Celtics title contention in the next few years (Danny Ainge would have to be Pitino-dumb to screw this thing up right now), which way do fans want this thing to go? The organic, homegrown route would obviously be preferred. It’d be great to watch Ben Simmons come into his own in a green uniform and for Marcus Smart to be Simmons’ sidekick the next time the C’s hoist a Larry O’Brien Trophy. But, as strange as it is to write — the homegrown route is actually much more of a risk than the blockbuster trade road. Simmons is the flavor of the winter, for sure. But every single year we see college and high school kids endlessly hyped as the “next”

There are some really good players in there, for sure. But none have won championships yet. Excluding the Celtics’ horrid lottery luck, let’s assume they’ll get a top three pick with the Nets pick this summer (the C’s currently have the third best odds at nabbing No. 1). The top overall pick does not guarantee you get a franchise-altering player. Nor does a pick at the No. 2 or No. 3 spot. For every Kevin Durant (picked No. 2 overall in 2007), there are three or four Hasheem Thabeets, Derrick Williams’ and Otto Porters in the mix. Odds are you’ll wind up with a so-so player or even a dud in the top three. That said, the Celtics’

2016 Nets pick is insanely valuable right now. General managers across the league are simply salivating over it. It is being treated as though it’s a golden ticket to a great future, but there is no guarantee of that. So, the Celtics should only make a move with the 2016 Nets pick if the odds are in their favor. Is getting Al Horford and then hoping you can obtain a B+ player later worth it? The odds say no. But is relinquishing the pick for an under-30 superstar with top five potential worth it? Absolutely. Sacramento’s DeMarcus Cousins and Houston’s James Harden are the only two players that have popped up in recent trade scenarios that would be worth giving up the Nets pick. Both of these players are not yet considered “winners” in the league. But both would be MVP candidates in the right situation and both would be worth “buying” in order to make a run a title.
