Transportation officials from the United States and Cuba signed an arrangement Tuesday to restore scheduled air service between the two countries, the Department of Transportation said in a statement. The department invited U.S. air carriers to apply for the opportunity to provide scheduled passenger and cargo flights, launching a process to award the new flights, the statement read. REUTERS

Opening statements began Tuesday in the trial of a former sanitation worker accused of being the “Grim Sleeper” serial killer, charged with slaying nine women and one girl in a Los Angeles crime spree that spanned more than two decades. Lonnie David Franklin Jr., 63, faces the possibility of the death penalty if convicted. Franklin was indicted on charges of fatally shooting or strangling seven victims between August 1985 and September 1988, and three others between March 2002 and January 2007. REUTERS

A long-lost composition by Wolfgang Amadeus Mozart and Antonio Salieri was performed for the first time Tuesday after a musicologist discovered the piece in the reserve collection of the Czech national music museum. The piece also appears to show the rivalry between the two was not especially fierce and provides more evidence that Salieri played no role in Mozart’s death in 1791 at the age of 35, as the play and Oscar-winning film “Amadeus” suggested. Lawyers for Bill Cosby seeking to have his criminal case on sex assault charges in Montgomery County delayed pending appeal were rejected Tuesday by a judge, the Inquirer reported. Cosby’s lawyers wanted the case paused while they appealed a local judge’s decision two weeks ago tossing their claims that a former DA gave Cosby a non-prosecution deal. The U.S. and its allies targeted Islamic State with 30 strikes in Syria and Iraq, the Combined Joint Task Force leading the operations said in a statement. In Iraq, 20 strikes were staged near eight cities, including Al Qaim, where nine strikes hit a logistics facility, two Internet cafés, two headquarters and a media hall used by the Islamic State militant group, the task force said. Ten strikes near four Syrian cities included six that hit an Islamic State weapons cache, headquarters, three weapons storage facilities and a barracks. REUTERS

Pennsylvania Attorney General Kathleen Kane announced yesterday that she won’t pursue a second term in office, but will continue to serve out the remainder of her term, which ends in January 2017. “I have two very important people at home,” Kane said, referring to her two sons. “That is a fulltime job. What I’m doing now is a full-time job.” “Pennsylvania deserves a full-time attorney general,” she said. During Tuesday’s announcement, Kane touted her achievements, talking about fighting child predators, drug crime, gun crime, and scams against senior citizens before saying she had made a difficult “decision” to not pursue the Democratic nomination for attorney general. “Every single day we fight the drugs and every single day we make sure seniors aren’t being

cheated out of their life savings,” she said. The Democrat is also facing a slew of controversy and a lengthy legal battle as she continues to serve, which she did not directly refer to during her announcement. She currently faces criminal charges for leaking confidential grand jury information to the media; has a special prosecutor independently sniffing through all emails sent from her office to detect any pornographic or racist materials; is the defendant in a defamation lawsuit from people who she outed as swapping porn on their state email accounts; and has been called on to resign even by party allies such as Democratic Gov. Tom Wolf. Kane also in recent weeks narrowly survived a state Senate vote on whether she should be ordered out of office. While continuing to serve as the state’s top attorney without a law license, Kane has claimed she is the victim of a conspiracy by a “good ol’ boys” club of male Republicans. Kane’s first term saw her spend a good part of her war chest defending herself from accusations without having raised a dime in 2015.

CSX spokesman Rob Doolittle said CSX is currently working on restoring the 25th Street Viaduct. They have deployed a net system to prevent debris from falling below and removed concrete parapet walls that lined the viaduct. The bridge, which is also owned by CSX, is visually inspected regularly,

Every month, SEPTA General Manager Jeffrey Knueppel personally answers questions from Metro readers about SEPTA operations in “Ask SEPTA.” Read on to see the latest questions. My concern is regarding the Lucy Green Loop through University City, specifically the green loop from 30th Street Station between 7:15 a.m and 7 :45 a.m. The green bus often does not have enough room to accommodate all of the riders waiting. In the winter, many passengers are forced to wait out in the cold for the next bus because no one else can physically fit into the bus. However, there are usually three to four Gold Loop buses sitting there, and many if not most buses leave less than half full. The traffic to Penn Presbyterian Hospital has increased significantly in the past year with the transfer of several major hospital services. Can this schedule be reviewed and revised to accommodate the increased need for green buses? Jeffrey Knueppel: Continued employment growth and the opening of offices at 3737 Market have contributed to overcrowding on the Lucy Green Loop as you describe. Beginning Monday, Feb. 22, a new schedule will provide more Green Loop service during the morning hours. There will be 18 trips leaving 30th and Market between 6:10 a.m and 9:05 a.m., while there are currently 14. Nine trips will go only as far as Presbyterian Hospital, and nine will complete the entire Green Loop, adding extra space for the many new customers between

Often, Train #6848 to Fox Chase arrives at Suburban Station at 5:28 p.m. with only 2 cars, so obviously there is no quiet car on the train. Please explain why a train which is heavily used frequently operates during the evening rush hour, when ridership is at its peak, with only two cars. On quite a few occasions, people are forced to stand for the entire ride to Fox Chase. JK: Fox Chase train #6848 is scheduled to operate with three cars; however, due to a number of recent factors, it has been limited to two cars at times. The Jan. 23 winter snowstorm led to equipment problems on the fleet of 40-year-old Silverliner IV vehicles and

rail car shortages that affected all Regional Rail lines for several days. When we experience car shortages, we manage the fleet in an attempt to ensure that the same trains are not consistently short. For example, last week on Train #6848, we operated with three cars Monday through Thursday, and two cars on Friday evening. We are working diligently to increase our daily rail car count to provide all Regional Rail customers with a safe, comfortable ride. SEPTA buses on Chestnut and Walnut Streets in Center City are frequently delayed and significantly slowed down by illegally double parked delivery trucks. More than ticketing is needed to solve this problem, so what are SEPTA, the PPA, and the PPD going to do to stop this nonsense once and for all? JK: We understand your frustration with illegally parked delivery trucks delaying SEPTA buses and the impact on our customers. SEPTA Transit Police work collaboratively with the Philadelphia Parking Authority and Philadelphia Police Department on efforts to reduce the blocking of bus and trolley routes. SEPTA staff was invited by Mayor Jim Kenney to be members of the Transportation Transition Committee and we are closely working with the Kenney administration on this and other surface transportation issues. We will raise these particular locations in our communications with our partners, and use all legal means available to address it.

Alison Brie may play a single-minded singleton hell-bent on finding the perfect husband in “How to Be Single,” but it’s a far cry from her own approach to matrimony — until recent developments in her personal life, that is. “I’ve never really wanted to get married, so it was not something that I was ever stressed out about. It was not a priority for me,” she says. “The guys were always kind of around because I didn’t care about them so much. I’ve not had trouble dating. It’s just marriage was never a priority for me, and I may have just been fine never getting married except that, you know, I fell madly in love and then thought,

Watching heroes struggle with moral dilemmas like this is one of the main reasons many of us love their stories. We’re all haunted by the

same questions. Is it worth punching the guy who cut us off in traffic or will a simple middle finger do? Is it worth saying something horrible to the person who almost hit you as you were walking across the street or will it make things worse? Will they learn a lesson and not do it again? Should you send that secret info about someone out to the company after he slept with your wife or does that make you worse than he is? Would it make him feel bad enough to never do it to

someone else? Is it (and forgive the tiny toe dipped into politics here) a positive catharsis to watch someone spew the hate that you’ve sometimes had in secret thoughts or is it going to damage the world in ways we can’t begin to understand? All heroes struggle with how far to go and what path is justified. Sometimes watching them do it on a large scale makes it easier for us to work out our own decisions. They get to do it in far cooler outfits, though.

However, according to LCOR Vice President Don Tracy, the first residents can start arriving in about a month. “We’re thrilled to be developing in Center City,â€? The Phillies starting rotation is actually better than it was at this time last year. That sounds like a stretch considering that Cole Hamels anchored the 2015 staff. Losing King Cole hurts but the same can’t be said for such retreads as Aaron Harang and Jerome Williams, as well as Sean O’Sullivan and company. “I think the staff will improve this season,” catcher Cameron Rupp said. “We have a lot of young talent.” The Phillies have done a nice job adding developing arms. Aaron Nola, who is only 22, could be the opening day starter. “I don’t care if I get that [assignment] or not,” Nola said. “I’m just looking for-

ward to pitching.” Phillies fans are looking forward to seeing if Nola can improve on his impressive rookie season, in which he posted a 6-2 record with a 3.59 ERA and a 1.179 WHIP. “It was a good start,” Nola said. “But I have to take it up a notch.” Jerad Eickhoff was on the bottom end of the Hamels deal but manager Pete Mackanin expects the big Indiana native to make the rotation. Jeremy Hellickson is the wildcard. “Hellboy” won the 2011 American League Rookie of the Year award. Hellickson struggled last season with the Diamondbacks. Can Hellickson find his groove? Vincent Velasquez, the jewel of the Ken Giles deal, has great stuff. The only question is whether he’ll start with the Phillies or in Triple-A. Velasquez pitched decently in 19 starts (1.275 WHIP) for the Astros. Velasquez will be given every opportunity

Hollands had a great spring in 2014. The cerebral southpaw pitched well but is coming back from Tommy John surgery, which caused him to miss 2015. As for the catchers, there is Rupp, who found his power stroke the second half of the season. “It all came together for me,” Rupp said. “It helped that I got regular playing time.” Rupp supplanted Carlos Ruiz as the Phillies starting catcher. Chooch had a rough season (an anemic .575 OPS) but what do you expect from a catcher with very high mileage on him? It’s probably not going to get any better for Ruiz, who just turned 37. Youngsters Andrew Knapp and Jorge Alfaro are waiting in the wings but each need more seasoning.

Even the depleted Los Angeles Lakers (11), Brooklyn Nets (14) and Phoenix Suns (14) have won more games at the All-Star break. The Sixers started 1-30 and currently sit at 8-45. With 29 games remaining, they’re more than likely to eclipse their dubious mark of nine wins set in 1972-73. Overall, it’s been a rough season in

year three of the rebuild. Technically, the halfway point came at game No. 41. Since All-Star weekend has come and gone, let’s take time now to grade the franchise category by category.

Guards: D The Sixers reacquired Ish Smith from the New Orleans Pelicans on Christmas Eve. Good thing. Up to that point, the backcourt play was very spotty. Sure, the Sixers have a lot of guards, but not a clear-cut No. 1. Smith is not an All-Star caliber player, but at least he has given them a true point guard along with a major spark. His shooting is inconsistent, but his ability to run the offense and mesh with the big men has been solid. T.J. McConnell was a surprise in training camp and he earned a roster spot with

His knack for blocking shots has been terrific as the season has gone on. Grant does a little bit of everything for the Sixers every night. You can see every part of his game improving almost nightly. Richaun Holmes and Carl Landry each have given the team a lift on certain nights. Without consistent minutes, it’s hard to gauge their actual value. Landry at least is a proven veteran who can help lead the young players. He’s a very good shooter from 15 feet and can go several games without playing only to come in and score points in bunches. Holmes is an athletic player who is getting better in all aspects. His shot must improve

so defenders won’t sag in the lane. Nerlens Noel has stepped up defensively, but too many nights, his offense is stagnant. He must continue to develop his offensive game.

Centers: C Rookie Jahlil Okafor rebounded from some off-the-court issues early in the season to show why he was the No. 3 overall pick in last year’s draft. Okafor is a proven scorer in the low post. What needs work is his rebounding and defense. That’s the case with any young big man in the NBA. Okafor must use these last 29

games as a model to help him next season. The wins and losses don’t matter for this team. It’s about improving as a team and individually. Okafor has all the skills. That’s clear. His rookie season has already been one lesson after another. The other center is a question mark. Will Joel Embiid ever play? He’s out for a second straight season. If he can come back healthy next season, it would be a huge boost for this franchise.

Coaching: B+ Brett Brown has the toughest job in the league. There’s not even

a close second. Brown is being asked to show patience in a profession where there is none. He’s teaching the smallest tactical skills to his players because of their youth. With injuries, inconsistency and a lack of overall talent, Brown has a daunting challenge every single night. It will be interesting to see how Brown does when the talent level rises from top to bottom. You’ve got to love Brown’s passion, energy, desire and dedication. He’s in this for the long haul.
