The onetime Baltimore gangster who inspired characters on the critically acclaimed HBO series “The Wire” has died in a federal medical prison in North Carolina, officials said Wednesday. New York City officials are voicing outrage over the federal government’s slashing of funds for antiterrorism measures. Mayor Bill de Blasio, Sen. Charles Schumer and commissioners for the city’s NYPD, FDNY and Emergency Management all called on Congress Wednesday to fully restore funding to
the Urban Areas Security Initiative (UASI) program. Under the UASI, urban areas — which are highthreat and high-density cities — are provided assistance to build sustainable capacity to prevent, protect against, alleviate, respond to and recover from any acts of terrorism. “Anti-terror funding is no place to cut corners. It is no secret that New York City is one of the world’s top terror targets — and the Urban Area Security Initiative helps ensure that we will be prepared for whatever dangers arise,” de Blasio said. “As a city and as a na-
tion, we cannot afford to lose this essential funding at a time when we face increased threats.” Wednesday’s call comes after the announcement that under the president’s request for Fiscal Year 2017, UASI was recommended for a national funding of $330 million —

Serial subway thief arrested, targeted sleeping passengers

Police have arrested a man they say is a chronic subway thief preying on sleeping passengers. Harlem resident Sidney Phifer, 72, was arrested Saturday when officers saw him walking between train cars, the New York Daily News reported. He had previously been arrested more than a dozen times for stealing items
from sleeping subway riders. NYPD Transit Chief Joseph Fox praised officers Timothy Trotter and Higinio Macias for the arrest, saying they nabbed a chronic subway criminal, the Daily News added. The arrest came on the heels of a newly refocused emphasis on subway crime after the
city suffered a recent rash of slashings, and subway crimes were reportedly up 36 percent from last January, according to NY1. “Subways are not for sleeping. I know a lot of people are tired. They work very hard. But our officers are going to be instructed to start waking people up. Seriously,” Police Commis-
sioner William Bratton said to NY1. Phifer began his subway criminal activity in the early ’80s when he was paroled from prison for a robbery, and he began targeting sleeping commuters, officials said to the Daily News. A New York City man had most of the contents of his lost wallet returned, but the note that came with his belongings is now getting plenty of attention on social media. Reilly Flaherty lost his wallet at a Wilco concert at the Kings Theatre in Brooklyn a few weeks ago, NBC reported. Two weeks later, he received an envelope with some of the contents of his wallet and a note explaining why everything was not returned.

“I kept the cash because I needed weed, the MetroCard because, well, the fare’s $2.75 now, and the wallet ’cause it’s kinda cool,” the note, signed by Anonymous, was quoted by USA Today. “I’ve never been so conflicted about a nice gesture,” Flaherty said to USA Today. “I had already gone to get a new license, and had already gotten all my cards replaced. … So basically it was useless to me.” Flaherty told NBC that he appreciates the humor of the note despite that the anonymous sender is technically a thief. “If nothing else, it’s something me and my friends have laughed about quite a bit,” he said to NBC, which also reported that the Kings Theatre has offered Flaherty tickets to an upcoming show for his troubles.

Paid family leave in NY gaining momentum

Saturday, April 2, will mark the arrival of the new Chickfil-A at West 46th Street and Sixth Avenue near Rockefeller
Center, the company has stated. The full-service restaurant will be aimed at serving a high volume of customers and will be open from 6:30 a.m. to midnight, Monday through Saturday. The company has also described some unique plans to heighten the eatery’s efficiency, including having employees take orders from customers in line via tablet.
Chick-fil-A said that this will allow people to get their order within eight minutes of entering the restaurant. Like its current location at 37th Street and Sixth Avenue, the new Chick-fil-A will donate its surplus food to New York Common Pantry, to which it has donated more than 1,500 pounds of food since the 37th Street restaurant opened in October 2015. With the recent passage of paid family leave legislation in the state’s Assembly, which would provide all workers with three months of job-protected leave, advocates across the state are hoping this will be the year New York joins other states in enacting a paid family leave law. The legislation would give all state workers up to 12 weeks of benefits and between 50 and 75 percent of their current salary to care for a newborn or adopted child or to care for a seriously ill family member. Workers on such leave would also have their jobs protected. The program, as currently structured, would
be funded entirely through employee payroll deductions. Current Federal Family and Medical Act (FMLA) leave in the state is unpaid. To become law, the bill must be passed in the Senate and then signed by Gov. Andrew Cuomo. “I am optimistic it will be 2016,” said Samantha DiGennaro, CEO of public relations firm DiGennaro Communications. “As a business owner, I see the impact this could have on our bottom line, but I think the value for New York workers everywhere far outweighs the costs,” DiGennaro said. Opposition to paid family leave persists in the business community, but labor and employment attorney Thomas Wassel believes attitudes toward paid family leave are changing for the better. “It is likely that these types of state laws will become more prevalent over time,” he said. “Whether Congress can agree on a nationwide policy, in light of the partisan gridlock which exists, remains to be seen.”

Alleged auto theft crew stole $200K in street-race cars: Cops Authorities put the brakes on a group of alleged auto-theft crewmembers who were indicted Wednesday for allegedly stealing dozens of vehicles off the streets. Queens District Attorney Richard A. Brown identified the two main members of the alleged theft ring as Queens residents Everald “Rambo” Ivey, 27, and Cashawn “CC” Lee, 31. The two individuals, along with four others, face a 71-count indictment charging them with grand larceny, criminal possession of stolen property, illegal possession of a vehicle identification number and conspiracy. According to prosecutors, the five men and one woman are being charged for allegedly being part of an auto-theft crew that stole about 27 vehicles of numerous makes, models and years. Authorities said the group focused on vehi-

cles that are commonly used for street racing, such as Hondas, Acuras, Nissans, Mitsubishis and Mazdas. In one instance, a Kawasaki motorcycle was also taken. All the vehicles and motorcycle were valued at about $200,000. The theft ring allegedly focused their efforts on stealing vehicles from streets in Queens and also in New Jersey and Pennsylvania, prosecutors said. To carry out what authorities called “their scheme,” once the individuals spotted a vehicle to their liking they would allegedly use Google Maps’ drop pin feature on their smartphones to jot down the location.
The information would then be sent via text message to other members of the crew, who would later steal the vehicle, according to authorities. The vehicle would then be taken to a holding spot to determine if it was equipped with LoJack, authorities said. Once it was deemed safe, the vehicle would be stripped of valuable parts — which were listed for sale on Craigslist and other websites. Queens has seen a significant drop in car thefts in the past two decades, with about 52,000 vehicles stolen in 1991 to 2,200 in 2015, police said. ANGY ALTAMIRANO

Couple stakes claim to record Powerball jackpot A Florida couple claimed their share of last month’s record $1.6 billion Powerball lottery jackpot Wednesday, coming forward with the second of the three winning tickets. David Kaltschmidt and Maureen Smith of Melbourne Beach revealed they held a winning ticket, worth $528.8 million, from the Jan. 13 drawing at the state’s lottery headquarters in Tallahassee. A court order demanding that Apple Inc. help the U.S. government unlock the encrypted iPhone of one of the San Bernardino shooters opens a new chapter in the legal, political and technological fight pitting law enforcement against civil liberties advocates and major tech companies. The government argues that the phone is a crucial piece of evidence in investigating one of the worst attacks in the United States by people who sympathized with Islamist militants. But privacy groups warn that forcing companies to crack their own encryption endangers the technical integrity of the Internet and threatens not just the privacy of customers but potentially
citizens of any country. A federal judge in Los Angeles on Tuesday ordered Apple to provide “reasonable technical assistance” to investigators seeking to read the data on an iPhone 5C that had been used by Rizwan Farook, who along with his wife, Tashfeen Malik, killed 14 people and wounded 22 others on Dec. 2 in San Bernardino, California. Both were killed in a shootout with police. The Federal Bureau of Investigation has been investigating the couple’s potential communications with Islamic State and other militant groups, and argued that it needs access to the iPhone to find out more. White House spokesman Josh Earnest said the Department of Justice was asking Apple for access to just one device, a central part of the government’s argument, which Apple CEO Tim Cook has said was “simply not true.” Representatives of several other tech companies

Extremist groups proliferated in the United States in 2015, a U.S. research group said on Wednesday, as ideologically driven violence and incendiary political rhetoric created fertile conditions for white supremacists and other fringe actors. The Southern Poverty Law Center said the number of far-right “hate groups” grew to 892 in 2015 from 784 the year before, spurred by battles over the Confederate flag, gay marriage, immigration and Islamic terrorism. The SPLC also reported an increase in armed citizen militias, to 998 in 2015 from 874 the year before, as antigovernment activists were energized by land-use clashes with the federal government in the West and fears the Obama administration may tighten gun laws. On the other end of the political spectrum, black separatist groups
advocating anti-Semitic views grew to 180 chapters last year, up from 113 in 2014, according to the SPLC. Alison Brie may play a single-minded singleton hell-bent on finding the perfect husband in “How to Be Single,” but it’s a far cry from her own approach to matrimony — until recent developments in her personal life, that is. “I’ve never really wanted to get married,
so it was not something that I was ever stressed out about. It was not a priority for me,” she says. “The guys were always kind of around because I didn’t care about them so much. I’ve not had trouble dating. It’s just marriage was never a priority for me, and I may have just been fine never getting married except that, you know, I fell madly in love and then thought, ‘Oh, I guess I could be married to you.’” That falling madly in love happened with Dave Franco, her fiance
and the younger brother of James Franco. And happily, their courtship and relationship bear little resemblance to the hell Brie’s character puts herself through in the film, which sees her testing out an algorithm she devised to game the online dating system. “We did not meet online. When he’s not defending his decision to portray Michael Jackson in an upcoming British made-forTV movie, he’s discussing the religious and racial politics of his new film, “Risen,” in which he stars as a Roman officer charged with investigating the death of Jesus Christ to prove he’s not the messiah. Oh, and in the movie — for once — Jesus isn’t a white guy.

This is basically two different movies in one, going from a procedural to a religious film. Certainly the appeal for me was taking a narrative that many of us know so well. I’m not giving anything away by saying it picks up kind of where Mel Gibson left off in that we start at the crucifixion, resurrection and ascension. Which is a pretty tall order to get into one movie. But what I loved was it takes the stigma off it being a Bible movie by giving our main protagonist the journey — and that main protagonist being a nonbeliever, being a Roman
tribune who’s there to put down these insurrections. The narrative being carried through the eyes of a nonbeliever is brilliant to me. The steps of the investigation felt very methodical and detective-like. I took the opportunity to sit with a detective for a day because it was structured with these interrogations. So I tried to borrow — from a modern perspective — how you would interrogate, and it seemed to me it probably wouldn’t have changed much. Just being threatening. [Laughs] Also, I went to gladiator school, which helped me in terms of precision and warfare and the way they fought. What’s the first day of gladiator school like? Bruises, bruises. I mean, I really was like, “Ow! Ow!” They’re wonderful guys, but they’re hardened alpha-males.
Is putting on the Roman centurion uniform some sort of rite of passage for British actors? Yeah, it is. [Laughs] Look at that, six-packs instantaneously! I felt like such a loser at the end of the day taking it off. The other thing — not to digress or be too humorous — is how did the Roman army

A.O. Scott doesn’t have a popular job. Since 2000, he’s written about the arts, and mostly about movies, for The New York Times, graduating to chief film critic in 2004. His is a profession of sometimes savage opinions that often inspire savage opinions from others. Scott confronts many of the arguments against his trade in his first book, “Better Living Through Criticism: How to Think About Art, Pleasure, Beauty and Truth.” Scott talks to us about the changing nature of his job and not wanting to rest on his laurels as a writer for a renowned publication.
The other day you tweeted out a message from Tom Green congratulating you on the book, which gave you the opportunity to post your old positive review for his film “Freddy Got Fingered.” You wrote one of the few nonhostile pieces about it. At the time even Tom Green was fairly shocked to have a positive review in The New York Times. They didn’t use the quote in the ads. It wasn’t the image they wanted to project. That review has stuck around, and people have maybe taken another look at the movie. Some have put on the DVD and turned it off after 10 minutes, because they’re just appalled at what they see. Other people may think, “Oh, there’s something going on here. This might be art.” A lot of pieces praising film criticism tend to be
Roger Ebert said that movies are about every aspect of human life. You get to say something about politics or sex or love or religion. I don’t really know how to write about those things directly. I’m not a political pundit or a historian or a memoirist. But I can dabble in all those things as a film critic. It’s not just that there’s a great variety of movies, but every movie that’s worth writing about contains within itself very complex and rich information and ideas about life.

When you write about books, you write 90 percent of the time about a narrow range of what’s being published. The amazing thing about writing about movies is you take it all in. You write about big commercial movies, you write about genre movies, you write about kids’ movies, you write about documentaries, you write about foreign-language films. If you think the phrase “craft beer” has been watered down, ask Kelly Taylor about it. “The term ‘craft beer’ has been used almost to death over the last few years,” says Taylor, president of the NYC Brewers Guild, which promotes the city’s craft breweries. Friday begins his busiest time of the year: New York City Beer Week, which is actually 10 days of events all about the small-batch brews being made around the city.
more than 90 varieties of beer from the three barrels in the basement. “I don’t want to get bored,” Allen says about the turnover, which sees ingredients like cilantro (inspired by the nachos served upstairs) and mushrooms make it into his brews. “The whole fact that I’m enjoying it is the creativity.” Keg & Lantern didn’t start out that way — the bar used to serve mostly the mass-market beers preferred by the Polish and Korean after-work crowd. It took time, and a lot of experimentation, for Allen to win over the clientele. Now, almost all of the taps are his own brews, which are only available at the bar. “The people that make the craft beer, their personalities come out in the beer,” says Taylor, who is also the co-founder and brewer at Brooklyn’s
KelSo Beer Co. “They’re always trying to make something that’s got a little bit of a twist to it, a hook, a flavor, a depth of character. Every brewer has got their fingerprint that gets put on the beer.” A great way to get a sense of that during Beer Week is on opening day, when 12 breweries across the city will be tapping their SMaSH (state malts and state hops) challenge brews all day long. These
beers were all made using the same New York state ingredients, created from concept to tap in about six weeks. But just because there’s a ton of individuality among brewers doesn’t mean trends don’t emerge. Right now, fully a quarter of all craft beer being sold nationally is an IPA. Credit some of that to East Coast brewers, who have been tempering the hops’ bitterness, says
Allen. Though his Green Eyes IPA, one of only two beers that Keg & Lantern always keeps on tap, has the dry, clear and bitter style of the West Coast, he’s been trying out the new “softer, juicier” methods as well. Whichever you prefer, malt is far from out of style. A good IPA still needs a good malt behind it. “If it’s played right,” Taylor says, “you don’t notice it.”

The message is the same at every one of the 400 or so tastings, talks, dinners, tap takeovers and more taking place through Feb. 28. “To a certain degree, we’re trying to reassert what it means to be a craft beer,” Taylor continues. “It’s made with a certain purpose and a certain degree of character that comes out in the beer, and it’s gotta be presented in a way that elevates the discourse.” To that end, Beer Week is all about getting beer fans face-to-face with brewers and more knowledgeable about the huge variety of beers being turned out by local producers — the guild has 23 member breweries and several more that don’t have a permanent facility (yet). In a smoky room, as low music plays, audience members sip champagne while lithe dancers strut across the stage in fishnets and little else. There’s no curtain to raise at Minetta Lane Theatre, and no hidden wings. Performers transform openly for “Snow White,” pinning on their wigs and whispering privately together, blurring reality and fantasy. “Our shows are an outlet for drama and emotional abandon,” says Austin McCormick, artistic director of Company XIV, which has been retelling myths, folklore and fairy tales with a provocative edge for 10 years. “This production was largely inspired by German cabaret, weaving in our signature ‘Baroque burlesque’ style,” he continues. “It’s a classic winter show, so I wanted to go darker with it.” Hand-held digital cameras follow the evil queen (founding member Laura

With all Company XIV shows, the sets are minimal save for evocative pieces like a carousel horse and spiral staircase. The costumes are all gothic romance: corsets and garters, glittering pasties and leather gags. The opulence is amplified by aerial stunts, live opera, ballet and even puppetry. Off-Broadway or not, this is one of the most unique shows in the city. Like “Sleep No More” on a single ingenuous stage, it’s a bold statement on what theater arts can be in 2016.

Inspired by this weekend’s severely spooky new instant classic “The Witch,” the series goes all the way back to the nutso 1922 silent documentary “Haxan: Witchcraft Throughout the Ages,” which pairs a history lesson with some of the
craziest imagery of the period (or ever). Touching on every era since, the lineup spans from high art to deep camp. There are “only” two months left in the NBA season. That’s an eternity in fantasy basketball terms. Values will shift a lot over the next 60 days as Thursday’s NBA trade deadline passes. Certain teams will go into full tank mode and others go into playoff prep mode. The players making a difference in head-tohead fantasy matchups now will give way to guys coming from off the radar. Glaring examples that come to mind include Tobias Harris’ second-half eruption in 2013, Kenneth Faried in 2014 and Rudy Gobert last season. Some candidates to go off in the second half this year:

Carmelo in the gallows There’s plenty of reason to believe Carmelo Anthony will miss a bunch of time down the stretch. The free-falling Knicks are now 23-32, 12th in the Eastern Conference. Melo also continues to battle seemingly chronic issues with the left knee he had surgically repaired 12 months ago. When he sat this year, Langston Galloway has averaged 30.1 minutes while Derrick Williams has filled in well off the bench by averaging 13.4 points per game. Kristaps Porzingis and Arron Afflalo also see major usage bumps whenever Anthony sits.

NFL news Marcus Mariota ran with the football just 2.8 times per game as a rookie, well off Cam Newton’s 8.3, Russ Wilson’s 6.4 and even Alex Smith’s 5.3. That’s a crime for someone with Mariota’s running ability. Mike Mularkey, who has officially taken over for Ken Whisenhunt, appears to understand that as he talked up more designed runs going forward. With a rising stud in Dorial GreenBeckham and a reliable workhorse in Delanie Walker, Mariota easily has a top-5 QB ceiling.

After some subpar play, the real Rangers have seemingly returned (7-2-1 in their last 10 games). They got their top defenseman, Ryan McDonagh (7 goals, 19 assists, plus-13), back Wednesday night against the Blackhawks. They’re ready to make a run at this thing.

If they were in the Atlantic Division or Pacific, St. Louis would be comfortably in first place. Instead, in the loaded Central, they find themselves in third behind Dallas and Chicago. Keep in mind that they pulled within five points of the Stars thanks to defenseman Kevin Shattenkirk’s OT tally.
For most of the season, the Pacific Division title looked like a foregone conclusion for the Kings. Not so much anymore as Anaheim has closed to within three points of suddenly struggling LA. The Kings wrap up an ugly road trip in St. Louis on Thursday and Nashville on Saturday.

The biggest surprise in the NHL so far this season continues to perform well.
