OBAMA TO VISIT CUBA

President Barack Obama announced a historic visit to Cuba next month, speeding up the thaw in relations between the two Cold War former foes but igniting opposition from Republicans at home. In the first U.S. presidential trip to the Caribbean nation in nearly 90 years, Obama will meet with Cuban President Raul Castro, entrepreneurs and “Cubans from different walks of life” during the trip on March 21 and 22, the White House said. The president of Hollywood Presbyterian Medical Center said on Wednesday that his hospital paid hackers a ransom of $17,000 in bitcoins to regain control of their computer systems after a cyber attack. Allen Stefanek said in a statement that paying the ransom was the “quickest and most efficient way” of regaining access to the affected systems, which were crippled on Feb. 5 and interfered with hospital staff ’s ability to communicate electronically. A woman who is barred from airports around the country due to multiple attempts to sneak past security checkpoints and board flights without a ticket will appear in court on trespassing charges on Thursday after being arrested at Chicago’s O’Hare International Airport. Another slashing was reported in the city Thursday — less than a day after another person was also cut in the face in a downtown attack. The slashing incident is reportedly the fourth in the city in under three days. This latest attack happened in Nolita, just after 2 p.m. near the intersection of Lafayette and Prince streets, according to published reports. ABC7 reported that the slashing happened during a robbery as the male victim was walking out of a store. The man was sliced in the face, but his injuries weren’t considered life-threatening. An underground natural gas pipeline rupture that caused the largest methane leak ever in California has been permanently capped, paving the way for thousands of displaced Los Angeles residents to return home, state regulators said. Officials confirmed that the subterranean pipeline breach at the Aliso Canyon gas storage field owned by Southern California Gas Co. was successfully sealed after a series of independent laboratory tests, Jason Marshall, chief deputy director of the California Department of Conservation, told reporters. A trio of alleged criminals were in for a rude awakening on Valentine’s Day when police caught them trying to transport close to $3 million worth of cocaine from Texas into New York City. Augustina Masea-Baez, 51, of Queens, and Texas residents Felipe Estacio-Ortiz, 63, and Jose Luis Ortiz-Garcia, 44, were arraigned on Tuesday in Queens Criminal Court on charges of criminal possession of a controlled substance and conspiracy, according to authorities. Audit: NYC has 1.1K vacant lots that can be used for affordable housing A total of 231 city-owned vacant properties have been untouched for 40 to 50 years.

While the issue of being able to afford a place to live lingers in the minds of many New Yorkers, a new

report has shown that the problem isn’t that there is a lack of room to build. City Comptroller Scott Stringer released an audit Thursday revealing that New York City owns more than 1,100 vacant proper-

ties throughout the city, which could be used to construct about 57,000 units of permanent affordable housing. The audit examines properties managed by the city’s Department of

Housing Preservation and Development and other agencies from June 2014 to September 2015 and breaks down the sites by borough. “When the city owns property, we get to call the shots about how land is developed and for whom, which is why these properties are so valuable,” Stringer said. In 2014, Stringer released a report that showed the city lost more than 400,000 apartments, which had rents of $1,000 or less — and more than half of New Yorkers spend over one third of their income on rent. According to the audit, as of last September the city identified 1,131 vacant lots that it owned across the five boroughs that could have been used for affordable housing. Out of 992 of those properties that have known acquirement dates, 231 had been left vacant by the city for 40 to 50 years, 513 left vacant for 30 to 39 years, 170 for 20 to 29 years, 46 for 10 to 19 years and 32 between zero and nine years. Brooklyn is home to 556 of the vacant properties, while Queens has 363 properties, the Bronx has 112 properties, Manhattan has 98 properties and Staten Island has two vacant lots.

An extra 340 lots were under the jurisdiction of other city agencies such as the NYPD, NYCHA and the Department of Citywide Administrative Services. Responding to the findings of the audit, Stringer also released a report calling on the city to create a land bank — a nonprofit entity which would help ensure a focused effort on developing permanent affordable housing throughout the city. New York State currently has 10 operating land banks. Under this new plan, the city would transfer property to a land bank that would be seeded with city-owned vacant land that would be developed into affordable housing. The entity would then put together a package of grants and identify a developer to partner with — in most cases a nonprofit. Instead of selling the land to the developer, the land bank would enter into a long-term lease, giving the city the ability to enforce affordability and make sure it is permanent. The land bank would also target some vacant properties which have failed to pay taxes for multiple years. Through the land bank, more than 57,000 units of permanently affordable units could be constructed throughout the city, according to Stringer.

The New York City Economic Development Corporation (NYCEDC) and City University of New York (CUNY) have partnered up to launch the International Innovators Initiative (IN2NYC) — the nation’s first city-run program created to help international businessmen and women access visas to create jobs in the United States. Through the program, 80 selected entrepreneurs will get the chance to come to New York City to grow their business at CUNY incubators and help bring over 700 jobs

partnered with one of the seven participating CUNY institutions. “The success of our innovation ecosystem is rooted in the diversity and the talent of our people,” said Maria Torres-Springer, NYCEDC president. “For too long, we would graduate some of the world’s smartest entrepreneur, only to send them packing as soon as they got their degree. This ends today.” These individuals would be required to base their business at their partner school’s incubator, which in turn would bring new services, rev-

enue streams and employment opportunities to surrounding neighborhoods. The businessmen and women must also commit to support the mission of the school by providing academic research, developing curricula, offering students internship and employment opportunities, or also serving as mentors. According to officials, New York City attracts the most international students of any metropolitan area in the nation with 52,270 students hosted in the city in the 2013-14 school year. Through the program, entrepreneurs will be given access to the H-1B visa, which are normally given to recipients that are chosen based on a random selection or lottery system — which usually grant only about a quarter of the applications received. NYCEDC will begin accepting applications for IN2NYC in the spring and the first group of entrepreneurs are expected to be in place by the fall. “No matter our national origins, we’ve got to be one New York, innovating together,” Torres-Springer said.

SCALIA WAS CRUEL, BUT WE SHOULDN’T BE The death of Supreme Court Justice Antonin Scalia last week drew mixed reactions all over social media. For liberals, it meant the end of an extreme conservative force on the Supreme Court. To conservatives, it meant one fewer warrior for their cause. As an openly gay black Ivy League grad, I regarded Scalia as the enemy. He wasn’t fond of my ability to love my partner through marriage. The first ItalianAmerican Supreme Court justice even recently suggested that blacks don’t belong in elite universities, which was beyond preposterous. While some in the media have tried to whitewash his oppressive attitudes — labeling him a “Conservative Lion” — I’m not too concerned about that. What disappoints

me the most is how those who have risen— despite Scalia’s cruel judicial attempts to suppress them—can’t move past the pettiness. “Ding dong, the witch is dead,” one person posted on my Facebook timeline. “Scalia can finally rot in hell where he belongs,” another wrote. All the while, I just couldn’t seem to find it in my heart to spew such hatred, because I didn’t think it could make matters better. Respect for the dead is a sacred value that was instilled in me when I was a child. Regardless of how we may individually feel about Scalia, he was a

lawful man who had a family. It reminds me of seeing the racist tweets when former NAACP Chairman Julian Bond died. I was disgusted. In this case, what makes us any different from our aggressors when we choose to celebrate the death of people who don’t share our politics? How do we foster a community of progressive resilience when we take advantage of the low-hanging fruit of malice? What gains do we make when we fall into the trap of having double standards for cruelty? Progressives shouldn’t find victory in the absence of an adversary, but in the vindication of their allies. It’s about winning the war, not the battle. And you can be victorious with grace.

Still, people may one day notice he doesn’t get the chance to do anything but hurt. His film is essentially a documentary about an actor who really, really wants his Oscar. One of the great pleasures and very minor annoyances of the Oscar season has been explaining to shocked people that the action movie with a guitar flamethrower deserves the many nominations it received.

Genre filmmaking is historically snubbed by the elites, but George Miller’s fourquel/semireboot plowed into the Oscars with the force of a one-armed Charlize Theron driving her truck through that mindboggle of a

sandstorm. We’ve been puffing up its importance by pointing out it’s an angry feminist tract in which women battle their male oppressors. But it isn’t just great genre filmmaking; it’s great filmmaking. Witness it.

Jeans get glammed up at Michael Kors Collection

Dao-Yi Chow and Maxwell Osborne loosened up the power suits they created for their DKNY debut last season and got gritty. For fall, they showed deconstructed versions of the Wall Street uniform, with cropped pinstriped suit jackets and clownishly baggy pants with suspenders (the boyish, oversized proportions were a nod to ’90s girl groups like TLC). Also down the runway: silky slip dresses and shiny puffers that felt ready for a postapocalyptic world. But what do today’s ladies want to wear? Our bet is on the nonchalant gray boiled-wool sweatpants and closing series of tough sweatshirts with cheeky takes on DKNY like “Don’t Knock New York” and “Designers Know Nothing Yet.”

The boldest fashion statement on the Ralph Lauren runway wasn’t the menswear-inspired preppy looks in soothing shades of latte (billowing wool pants, cashmere cardigans and elegant blazers) that opened the show, nor was it the rock ’n’ roll Victorian second half with giant ruffled collars and striking metallic jacquards, or even the statement-making evening wear (an exquisite black velvet jumpsuit with an open back that could stop traffic, and we wouldn’t be surprised if the liquid latex-like gold gown that closed the show ends up on the Oscar red carpet). But what generated the most buzz was the clothes on the man himself. Lauren took his bow in rugged jeans and a tweed blazer with worn-out, ripped-up elbow patches. So chic in its new incarnation that mending would be a sin. Sign us up.

With today’s information overload, who can blame Michael Kors for showing a mash up of ideas on the runway? Preppy cable knit sweaters with risqué, high-slit miniskirts, a smart houndstooth coat festooned with party-girl sequins, everyday jeans with extravagant blue ostrich plumes, flirty floral dresses with oversized mod sunglasses and — you get the idea. The unifying theme coursing through the collection, however, was how lively and fun it all looked. Because that’s what getting dressed up is all about.

••••• For a horror number about dirt and grime and hunger and gnarly monsters who can maybe transform into rabbits, “The Witchâ€? is very clean. That is to say: It’s a perfectly calibrated (and generally perfect) feature debut from a director who got exactly what he wanted. All one can do is admire it — and of course, occasionally jump and have nerves peerlessly jangled. If it weren’t legitimately creepy it’d be like the overachieving Poindexter from your elementary school who was reading Orwell while you were still stuck on Beverly Cleary, although maybe not

as scary. Set amongst America’s ďŹ rst Puritans circa 1630, it charts a family banished by their brethren to the edge of a forest. One day their newborn disappears. Here is where most ďŹ lms would stay ambiguous. Not “The Witch.â€? In a series of blood-curdling images it reveals it was a scary witch that done it, and she’s not ďŹ nished with them. Here, the Puritans’ worst fears about evil prove true. But even when they’re right, they’re wrong: Each one turns on the pubescent eldest daughter (Anya Taylor-Joy, in a justly revered breakthrough), suspecting her budding femininity has put her in league with the nasty entity with gross hair. Whether “The Witchâ€? is a product that will cross over into the nation’s googolplexes is up in the air. It might be

too rariďŹ ed, too arty, too fond of denying some (though by no means all) base pleasures to pass as even another “It Follows,â€? last year’s indie horror hit that also snuck in transgressive ideas. Even in its purpler moments — poison apples being coughed up, the freakiest goat since Sam Raimi’s “Drag Me to Hellâ€? — it plays like Ingmar Bergman, only with a mood sick with dread and tension. Taken on its own relatively minimalist (and exhaustively researched) grounds, it’s perfect — maybe too perfect. “The Witchâ€? doesn’t have the deep riches of other, less airtight ďŹ lms; what you see is what you get. But in this case what you get is a nightmare projected onto a giant screen, and one whose vibe, at least, takes time to shake o, if it ever gets o you at all. MATT PRIGGE

MLB 2016 win total predictions: Take Mets over, Yankees under As spring training begins, it’s time to start making predictions. ROBERT CRISCOLA @ItsGood2BeKing sports@metro.us

Atlantis Casino recently published season win totals for each MLB team, and the Mets and Yankees opened at relatively high numbers. The Mets, fresh off a World Series appearance, opened at 88 wins, just two short of the market-leading Giants. The Yankees opened at a more modest 85 wins, which ranks 14th on the list. So should we be bullish or bearish on New York’s baseball futures? Let’s investigate. The Mets were 90-72 last season, one game better than their Pythagorean record (which is based on run differential). The NL East appears to be a two-horse race between them and the Nationals, just as it was at the tail end of last season. With plenty of games scheduled against the Marlins, Phillies and Braves, the Mets should be able to pad their record a bit. They’ll have the benefit of a full season from Yoenis Cespedes, and health permitting, David Wright and Travis d’Arnaud. They also upgraded their roster by replacing Daniel Murphy with Neil Walker and Asdrubal Cabrera, which takes away at-bats from players like John Mayberry Jr. and Kirk Nieuwenhuis, who cost the Mets wins early last year. The Mets’ fearsome rotation needs no introduction, and Steven Matz will be getting the ball on a regular basis — and for the most part — without the looming presence of an innings limit. The bullpen projects to be stronger than ever, with Jeurys Familia saving games, and Antonio Bastardo, Addison Reed and others to back him up. The Mets look poised for another deep post-

season run, and with a soft divisional schedule, expect the Mets to go over 88 wins with ease.

Yankees The Yankees are a more risky proposition. Starting with the positive, the Yankees brought in Starlin Castro to play second base and Aroldis Chapman to close games. Castro fills in for Stephen Drew, who was dreadful last season, while Chapman adds to what was already among the best bullpens in the game (the Yankees’ projected bullpen WAR is 6.2, well clear of the Dodgers’ next-best unit at 4.1). The Yankees (87-75) were one game unlucky per Pythagorean Expectation in 2015, but their “Cluster Luck” (which determines how often a team clusters together hits and prevents opposing teams from clustering theirs) measured them as the ninth-luckiest team in baseball at 22.1 runs above average. And while the Bombers

are projected to be the seventh-best team in baseball by combined WAR, that forecast is based on full seasons from everyone on the roster. At the advanced ages Mark Teixeira, Alex Rodriguez, and Carlos Beltran are at, health is far from guaranteed. Then there’s the Yankees’ shaky rotation. Masahiro Tanaka has been flirting with Tommy John surgery since he came from Japan two seasons ago, Nathan Eovaldi was a lemon in 2015 despite his absurdly lucky win-loss record, Michael Pineda is streaky and injuryprone, and C.C. Sabathia and Ivan Nova’s best days are behind them. The Bombers will be counting on Luis Severino, who was phenomenal last season, but with only 11 starts under his belt he’s bound to make some mistakes. All of this points to a down year for the Yankees, whose division rivals have loaded for bear in 2016; under 85 wins is the prediction.
