UN IMPOSES SANCTIONS ON NORTH KOREA OVER NUCLEAR PROGRAM

North Korea faces harsh new U.N. sanctions to starve it of money for its nuclear weapons program following a unanimous Security Council vote on a resolution drafted by the United States and Pyongyang’s ally China. The resolution, which dramatically expands existing sanctions, follows North Korea’s GETTY IMAGES latest nuclear test on Jan. 6 and a Feb. 7 rocket launch that Washington and its allies said used banned ballistic missile technology. Pyongyang said it was a peaceful satellite launch. U.S. Ambassador Samantha Power said the sanctions go further than any U.N. sanctions regime in two decades and aim to cut off funds for North Korea’s nuclear and other banned weapons programs. All cargo going to and from North Korea must now be inspected and North Korean trade representatives in Syria, Iran and Vietnam are among 16 individuals added to a U.N. blacklist, along with 12 North Korean entities. HUGE QUAKE STRIKES OFF INDONESIA

A massive quake struck Wednesday off the Indonesian island of Sumatra, a region devastated by the 2004 Indian Ocean quake and tsunami, but initial fears of another region-wide disaster faded as tsunami warnings were cancelled. Indonesian and Australian authorities called off their tsunami alerts within two hours of the 7.8 magnitude tremor, though it was still unclear if the quake had destroyed any buildings or killed people in Sumatra. A National Search and Rescue Agency official gave an initial report of some deaths, but later withdrew those comments. “Up until now, there is no information about deaths,” said Heronimus Guru, the agency’s deputy head of operations. US BANS THE USE OF E-CIGARETTES ON COMMERCIAL FLIGHTS

The U.S. Transportation Department announced Wednesday it has banned the use of electronic cigarettes on commercial flights. The rule applies to all scheduled flights by domestic and foreign carriers involving transportation in, to and from the United States, the department said in a statement. “This final rule is important because it protects airline passengers from unwanted exposure to aerosol fumes that occur when electronic cigarettes are used onboard airplanes,” Transportation Secretary Anthony Foxx said. The Transportation Department said it took the action to eliminate any confusion over whether its existing ban on smoking on flights includes electronic cigarettes. REUTERS

A community was in mourning Wednesday after a speeding SUV crashed into a Newton restaurant, killing two people and injuring seven others. As police continued to investigate, mourners placed flowers near the scene, where wooden boards had been erected in front of the eatery’s glass, street-facing facade. The car, driving at a high speed, was headed north on Chestnut Street and crossed Washington Street just after 6 p.m. when it smashed into the Sweet Tomatoes pizza restaurant, authorities told reporters. Middlesex District Attorney Marian Ryan’s office Wednesday evening identified the two victims killed in the crash as Gregory D. Morin, 32, of Newton, and Eleanor Miele, 57, of Watertown. Both were customers inside the restaurant at the time of the collision, according to a release. Three customers sustained injuries: a

30-year-old man from Brockton as well as a man and woman, ages 44 and 35, from Newton. Four employees were also injured: a 19-year-old woman from Marshfield, a 27-year-old woman from Waltham and two men from Dedham — one is 34, the other is 32. Ryan identified the driver only as a 55-yearold man from Newton who was also injured in the crash. His license has been suspended, the release said. Ryan’s office, as well as state and local police are investigating. No charges have been filed. The restaurant “sustained significant structural damage,” the release said. “It sounded like a bomb went off,” a witness, who didn’t want

to be identified, told WCVB. “The building shook, and alarms started going off. People were screaming. They were hurt. We went inside, and we were pulling rubble and debris off of people.” According to family members who spoke with reporters, Miele — one of the two killed in the crash — had been picking up a pizza on her way to an Easter basket-packing event at a nearby church at the time of the collision, they said. “I’m just heartbroken,” Patricia Desmond, her sister-in-law, told WCVB. “[The driver] took a beautiful woman away. She was my little sister, and she was the best.” Andy Hochman, founding partner of the

law firm where Miele worked for 12 years, told Metro the sudden death of a beloved employee has left “a void.” “She held things together for us in the office. She was a very, very generous person and a very good person,” Hochman said. “She knew all of our clients — made it her business to get to know people. Just a real people person with a tremendous personality. “We’re going to have a void to fill,” he said. “It’s going to be tough.” In a tweet early Wednesday morning, the Newton Police Department shared a message of grief: “Our heartfelt thoughts and prayers to all the victims and their families in last night’s tragedy.” In a statement on Facebook, Newton Mayor Setti Warren invited mourners to join him for a vigil near the Newton Police Headquarters at 1321 Washington Street in West Newton at 6:30 p.m. He said first responders and clergy would also be there for the ceremony. “This tragedy has touched us all, and we are offering this event as an opportunity for our community to stand together in remembrance of the victims,” Warren wrote.

municipality in the state to adopt such a ban, pending Mayor Marty Walsh’s signature. More than 120 cities and towns nationwide have approved similar measures. The ordinance would also make it illegal to sell animals in public places like parks or on the sidewalk. The Massachusetts Society for the Prevention of Cruelty to Animals-Angell, based in Jamaica Plain, applauded Wednesday’s vote.

“The MSPCA-Angell is incredibly pleased to see the ordinance pass because the measure will have an immediate and signiďŹ cant impact on our adoption center in Boston, which already has experienced a 50 percent rise in rabbit surrenders in the last year alone,â€? MSPCA spokesman Rob Halpin said in a statement. “The MSPCA commends the City Council for its vote, which will not only reduce the number of pets who end up in animal shelters,

but the number of sick pets as well.â€? Councilors carved out an exception to the ordinance until 2017 for Allston’s The Pet Store, which breeds rabbits, according to UniversalHub. No other pet stores currently sell animals in the city. A day to focus on manliness The anti-domestic violence White Ribbon Day is approaching in Massachusetts, and this year’s campaign is focusing on changing the conversation about manliness. “Men’s violence against women is genderbased violence, but it’s one of many,â€? said Craig Norberg-Bohm, coordinator for the Jane Doe Inc. Men’s Initiative told Metro in an interview. “It’s about how men treat each other — about masculinity, how you police or teach masculinity to one another.â€? The latest initiative is called Reimagine Manhood. To underscore the message, White Ribbon Day’s organizers have called on athletes in particular to serve as role models. At a State House event Thursday to mark the occasion, Gov. Charlie Baker and other speakers will be joined by Andre Tippett, the former Patriots linebacker. Norberg-Bohm said most men don’t abuse their partners, and it’s common for dads to teach their sons not to harm women. But that’s not enough to end the problem, he said. “We think of a frame called the ‘man box,’â€? he said. “If you step out of it, you’re called a derogatory name because you’re not being a bully. ‌ There’s something in manhood

that’s part of the problem, and we want to have that conversation.� Preventing domestic violence and sexual assault isn’t just about reaching abusers themselves, Norberg-Bohm said. “‘I’m a big strong man’ no longer means ‘I get to take liberties with women,’� he said. “When a man says, ‘We have to be respectful and equal in our relationships with women,’ that challenges the social norm that we’re privileged in those relationships.� Jane Doe, a coalition that aims to address domestic violence and sexual assault in the state, is among many groups working with men in schools and at community-based training sessions. Various sports have become an essential part of reaching a wide audience, Norberg-Bohm said. Last year, Patriots owner Bob Kraft teamed up with Attorney General Maura Healey to launch “Game Change,� an education campaign for schools and coaches. Kraft pitched in $500,000 for the cause — Healey’s office committed $150,000. “I think we’re making progress — the fact that national sports teams are beginning to respond,� Norberg-Bohm said. “We know we’re in the process of change.� SPENCER BUELL

Carson appears set to drop out of presidential race Retired neurosurgeon Ben Carson appeared set to end his bid for the 2016 Republican presidential nomination Wednesday after failing to win a single state despite a short-lived surge of support last fall in the early-voting state of Iowa. “I do not see a political path forward in light of last evening’s Super Tuesday primary results,” Carson said in a statement. He said he would also skip the next Republican debate, scheduled for Thursday night in Detroit. Carson signaled his withdrawal after candidate Donald Trump consolidated his lead in the Republican race with a string of victories on Tuesday, but failed to eclipse his rivals or draw reluctant party leaders

into his corner. Carson drew the national spotlight to him in October when he pushed past Trump among party voters in some opinion polls in Iowa, which kicked off the state-by-state presidential nominating contests in February. But he saw his support drop after a series of missteps in some of his comments about national security in the aftermath of the attacks in San Bernardino, California, and Paris. Carson’s withdrawal would leave four candidates vying to be the Republican nominee in the Nov. 8 election to replace Democratic President Barack Obama, winnowing down a field that was once crowded and is now clearly dominated by Trump. Possible missing Malaysia Airlines flight MH370 debris found near Africa The only piece of the missing airliner recovered thus far has been a wing flap that was found off Reunion Island. The fate behind Malaysia Airline Flight MH370 still remains a strong mystery as once again debris — believed to be part of a Boeing 777 jet — was discovered over the weekend and is being examined to determine if it belonged to the missing airliner. The piece of wreckage, which measured 35 inches by 22 inches, is a piece of horizontal stabilizer skin that is part of an aircraft’s tail, according to CNN. The debris was found washed ashore on the coast of Mozambique by American tourist Blaine Gibson and a local fisherman, a Mozambican official told CNN. Officials were made aware of the discovery Monday and the wreckage was handed over to Mozambique authorities. Gibson, according

to NBC News, had been blogging about the search for MH370 during the time of the discovery. Liow Tiong Lai, Malaysia’s transport minister, said there is a “high possibility” that the piece of debris belonged to a 777 jet but added he could not conclude yet that it was from the missing Malaysia Airlines jetliner, according to Reuters. “It is yet to be confirmed and verified. … I urge everyone to avoid undue speculation as we are not able to conclude that the debris belongs to MH370 at this time,” Liow said on his Twitter account.

The fragment was being flown to the capital Maputo from Inhambane province and would arrive on Wednesday evening. It would be examined in Maputo by Malaysian and U.S. experts, Reuters reported. An aviation source told CNN that there is no record of any Boeing 777 missing other than the ill-fated Malaysia Airline Flight MH370 — which disappeared almost two years ago on March 8, 2014. However, Malaysia Airlines said that “it is too speculative at this point” to comment on the matter of the debris, CNN reported. According to NBC News, this recent piece of wreckage was discovered in the same corner of the southern Indian Ocean where authorities last year confirmed a six-footlong wing flap belonging to MH370 was found. It reportedly took French

aviation experts more than a month to make the confirmation. Earlier this year, debris that was found in Thailand was ruled out as belonging to the missing airliner, NBC News added. Malaysia Airline Flight MH370 is considered one of aviation’s greatest mysteries after it vanished — with 239 on board — in the early morning of March 8 while in route from Kuala Lumpur to Beijing. At about 1:19 a.m. Malaysian air traffic controllers radioed the crew on the flight to contact controllers in Ho Chi Minh City as the plane made its way through Vietnamese airspace, CNN reported. A response from the crew saying “Good night Malaysian three-sevenzero” was the last contact anyone had with the flight before air traffic controllers lost contact with the plane over water between Malaysia and Vietnam. Authorities later announced that military radar, according to CNN, had tracked the plane as it changed course. The flight was seen turning back to the west and flying across the Malaysian Peninsula before flying out of range at 2:14 a.m. Close to three-quarters of a 46,000 square mile search zone of ocean floor has been covered in the investigation for MH370. Fox News, Megyn Kelly set for Trump rematch The brash billionaire’s unfiltered style has helped generate unprecedented ratings for news networks including Fox. Thursday’s Republican debate on Fox News Channel could be Round 2 of Megyn Kelly versus Donald Trump. But the journalist and fellow moderators say they are not preparing to stoke the fire with questions about his headline-grabbing battles with the network. Trump accused Kelly of lobbing him tougher questions than those directed at his rivals in an August debate that was the Republican can-

didates’ first televised encounter. Kelly asked about Trump’s remarks about women, prompting a stream of attacks from the candidate, who skipped a Fox debate in January. “Frankly, I have been ready for seven months to move beyond what happened after that August debate,� Kelly said in a recent interview. “I feel like it’s getting boring. Trump has bigger things to worry about, and so do I.� The cable channel’s August debate attracted 24 million viewers, a record for a presidential primary debate on any network, according to Nielsen. After three records, Ra Ra Riot hit a fork in the road. The group’s last effort, “Beta Love,� embraced electronic dance music for the first time — and emotionally drained the group best known for violin-laced melodic chamber pop. Rather than burning out, vocalist Wes Miles and his band realized they had to make some changes. “We wanted to reconnect with all of the things that we felt when we were first starting, when we were a house party band,� says Miles. In order to channel this youthful vibe to make the indie rockers’ new record “Need Your Light,� (released in February from Barsuk Records) the five-piece had a solution: Simply play some house shows. “Before we even went into the studio, we did a little house party tour in fall 2014 and we connected with the same people that were at our first shows,� says Miles. “We brought that energy into the studio this time more than ever.� The result? A 10-song album that ties infectious, stadium-ready dance

pop songs with quirky rock cuts. On one side of the spectrum, encoreready electro jams like “Absolutely� and “Every Time I’m Ready to Hug� invite the listener to jump for joy. On the other side, the title track and “Water� — with production help from former Vampire Weekend guitarist Rostam Batmanglij — dive into the group’s expansive, string-laden rock roots. While ’80s synth vibes are most noticeable on the record, Miles also noted influences from Kate Bush, Brian Eno, Soul II Soul, Janet Jackson, and one particular record: U2’s adventurous 1991 LP “Achtung Baby.� “That’s one thing that Rostam and I bonded over a lot and within the band, too,� says Miles. “It’s one of our favorite records.� Glam rocker “Bouncy Castle,� about a kid associating sexual desires with lust for the first time, is most representative of Ra Ra Riot’s newfound lighthearted side. “I never would’ve written [it] when we first started because it’s just so silly,� explains Miles. “To get in touch with the more energetic and raucous side, we had to let some of those silly things stand.� Embracing this silliness may be the key t o a long future for the group that formed a decade ago in college at Syracuse University. “It’s encouraging for the future that we can find ways to take the pressure off but still be excited a b o u t working together,� says Miles.

With 18 restaurants debuting at Dine Out Boston, this year’s prix fixe menu promo promises to be a showcase of what to try next. Running Sunday to Friday, March 6-11 and 13-18, Dine Out challenges chefs to create multicourse menus at three pricing tiers for lunch ($15, $20, $25) and/or din-

ner ($28, $33, $38). That’s quite a budgeting task for the discerning cook. We spoke to three chefs bringing their new restaurants into this year’s Dine Out, who aren’t dumbing down dishes to fit the price. Instead, they’re cooking to impress. Opened last fall in The Envoy Hotel on Northern Boulevard, Outlook Kitchen and Bar’s Dine Out debut includes a two-course lunch and three-course dinner ($20, $38). “I don’t change the menu to fit a price structure. I don’t want to take from the integrity of the dishes by using cheaper ingredients,” says Chef Da-

vid Verdo, who took part in Dine Out at his previous restaurant, the suburban hidden gem Chopps in Burlington. With a dinner menu that embellishes cod loin with a gingershiitake broth, and Aspen Ridge flat iron steak with New England hedgehog mushrooms and first-ofthe-season pea shoots, bright flavors are brought to life: “With spring just around the corner, I wanted to create light, aromatic dishes,” he adds. At Sfizi in the North End, Chef Gianni Caruso is discounting most of the regular classic Italian and pan-Mediterranean inspired menu for a three-

course dinner ($33): “Popular homemade dishes is what we’re about. We’ll embrace our Italian roots and include a selection of dishes that shows who we are.” Those include zucchini blossoms stuffed with truffled mozzarella, angel hair pasta with seafood, New England swordfish with sweet potato puree and smoked shrimp, and a luscious tiramisu. “We don’t look at cost for this, so this is very good value,” Caruso explains. “This is an opportunity for sharing our menu with people who don’t know Sfizi. We want people to fall in love with our restaurant and come

back again, and share with friends.” Chef Tom Borgia’s Dine Out menu for FiDi’s new State Street Provisions keeps it simple: a two-course appetizer and entrée dinner menu ($28) with the option of beer or wine pairing ($12). The sweet-toothed can choose from the regular menu’s ample selection. Borgia also worked season-forward with a spring vegetable minestrone, and beet tagliatelle with shaved asparagus, roasted oyster mushrooms and mascarpone. “Spring is the most difficult season because it’s the shortest

Tom Brady’s legal team and the NFL will be back in court in New York on Thursday at 2 p.m. as the NFL will appeal Judge Richard Berman’s decision to vacate Tom Brady’s four-game suspension for being “generally aware” of a conspiracy to deflate footballs in last year’s AFC Championship Game. Metro spoke with sports legal expert and Cozen O’Connor litigator Jason Bonk about what could — finally — be the conclusion of the Deflategate saga.

Meet the finalists and vote

The three judges have already been presented with detailed arguments from both sides. Brady’s team and the NFL’s team will both argue for around 15 minutes each. Judges have the opportunity to interject during arguments and typically do, according to Bonk. A decision is not

expected for months.

The judges Two of the three judges are liberal judges, and liberal judges typically rule in favor of labor (in this case, Brady). The winning side needs two of the three judges to agree on a ruling. It’s majority, not unanimous.

What will they argue? The NFL will again hammer the CBA and say that Berman did not apply the law properly in his ruling. In the agreement reached between the NFL and NFL Players’ Association, Commissioner Roger Goodell had full right to do what he did in terms of the hearing process, league investigation and discipline — the NFL will argue. “Appellate expert” Paul Clement is now the NFL’s lead attorney. Brady’s team will argue on behalf of Berman’s decision, which slammed the NFL’s so-called “independent investigation” and Goodell’s decision to rule on the matter himself.

Bonk’s prediction “The NFL compared

Brady’s violation to PEDs, which looks even worse now with Peyton Manning in the news [for alleged HGH use],” Bonk said. “There has to be a clear error by Judge Berman, and it’s just not there. I predict that the judges will affirm. Judge Berman’s decision was carefully crafted. Berman talked about the unfairness and the evidence that was excluded — primarily the issue of Jeff Pash editing the Wells Report. I think that obviates the idea of clear error [by Judge Berman]. “Judge Berman is well regarded and you have two liberals on a three-person panel. That said, if it was reversed and Berman ruled in favor of the NFL and the CBA [originally], I would say Brady would have no chance of winning at the appeal level.”

If the NFL “loses,” will they take it to the Supreme Court? “The Supreme Court turns down hearings all the time. It’s not going to the Supreme Court. If it does, I don’t know if I believe in being a lawyer anymore [laughs].”
