China has barred a North Korean freighter from one of its ports and South Korea announced a crackdown on individuals and companies linked to Pyongyang’s weapons program, stepping up sanctions against the isolated state. North Korean general cargo ship Grand Karo arrived at Rizhao port in northeastern China a few days ago, but the port did not allow the ship to berth, said a person at the Rizhao Maritime Authority, declining to be identified because he was not authorized to speak to the media. The ship is among 31 vessels blacklisted by China’s Ministry of Transport after they were covered by harsher sanctions on North Korea that were approved by the U.N. Security Council last week. FCC PROPOSAL FOR $9.25/ MONTH LOW-INCOME BROADBAND SUBSIDY

The head of the Federal Communications Commission circulated Tuesday a final proposal seeking approval for a $9.25 monthly subsidy for low-income Americans to get broadband Internet access. Since last year, the FCC has been considering revamping the $1.5 billion annual program, called Lifeline, which has helped lower income Americans get access to telecommunications technologies since 1985. FCC Chairman Tom Wheeler has said he wants to give those receiving the subsidy a choice of using it for phone services, high-speed Internet or both. But households will get only a single $9.25 a month subsidy that would apply to both services. The program currently helps about 12 million U.S. households afford landline and mobile phones, according to agency estimates. REUTERS

A Lynn teenager has pleaded not guilty in connection to a deadly Chelsea shooting this past weekend. On Tuesday, Emanuel Marrero, 16, was arraigned on charges of murder, armed assault with intent to murder, and assault and battery with a dangerous weapon in the shooting death of 19-year-old Pablo Villeda. Prosecutors said that, besides killing Villeda, Marrero also injured six people, all between the ages of 15 and 22, when he opened fire on a crowded party early Sunday morning. About 50 people were gathered at the party in a vacant three-room apartment on Washington Avenue. The courtroom was packed with Villeda’s friends, according to media reports. “He’s a good person.

BRIEFS Man accused of stabbing brother, raping his girlfriend pleads guilty A man who was accused of stabbing his brother, raping a woman and then kidnapping them both is going to jail after pleading guilty to multiple charges. Keven Blakemore, 21, of Boxborough, was sentenced to up to 12 years in state prison and 10 years of probation by a Lowell judge on Monday, the Boston Herald reported.

Blakemore admitted he stabbed his brother, Ken Herbison, 10 times on Aug. 20, 2015, after a fight that was reportedly over his brother’s girlfriend. Blakemore then sexually assaulted the woman after tying her to a chair. Blakemore then forced the pair into a car and drove to Ohio where, because of his brother’s wounds, he was forced to take him to a hospital. MATTHEW LEE

Brothers James DuganWeeks, 27, and Allen Weeks, 30, pleaded not guilty to kidnapping and assault-related charges on Monday after their weekend arrest. One customer said the

brothers had been drinking and smoking pot before DuganWeeks got into an argument with his brother over reptile care that ended with him being kicked in the face and choked to the point of unconsciousness. A Massachusetts Senate report on marijuana legalization released Tuesday urged caution and encouraged the state to pursue strict regulations on cultivation, taxation and availability. A nine-member special Senate committee’s report on the potential effects that legalized marijuana would have on Massachusetts took a cautious tone, recommending that the state counterbalance this November’s expected legalization vote with heavy taxation, marketing limits and prohibiting home growing. The 118-page document also raised concerns about impacts for youth, the burden on government to oversee a new legal pot marketplace and challenges

However, the report’s authors wrote: “We wish to express our serious concerns about the prospect of legalizing marijuana for recreational use.” Senators made their recommendations fol-

lowing a trip to Colorado, where recreational marijuana is legal. Committee members spoke with government and law enforcement officials, as well as people who work in the state’s legal pot industry. A group called the Campaign to Regulate Marijuana Like Alcohol is leading the ballot initiative to legalize recreational marijuana use in Massachusetts. It aims to make it legal for adults to grow and buy marijuana without a medical authorization, and to institute new taxes for the drug. The legislature could pursue those goals itself

ahead of a vote on the issue in the November election, or could pass tweaks to the law should voters decide to enact CRMLA’s policies. The CRMLA, meanwhile, claimed Tuesday the committee hasn’t brought new information to the discussion, and said the ballot initiative has already addressed the majority of their concerns. “None of it is new,” CRMLA spokesman Jim Borghesani told Metro. “They’re playing catch-up, frankly, with us.” Pushback to legalization has been mounting among top state and city politicians.

Last week, Gov. Charlie Baker, Mayor Marty Walsh and state Attorney General Maura Healey co-wrote an op-ed in the Boston Globe decrying legalization and urging voters not to vote for it. “Decades of research have now debunked the myth that marijuana is harmless,” they wrote. Dick Evans, who heads the pro-pot CRMLA, fired back about the opinion piece and questioned the science it cites. “If, like the governor, you’re against legalization, that means you’re against bringing the industry out of the shadows and subjecting it to regulation like nearly all other industries,” Evans told the News Service. Borghesani, the CRMLA spokesman, also pointed out that the successful American potlegalization ballot campaigns have come with opposition from states’ leaders. He said he’s confident the ballot measure in November will pass. “We’re frankly not worried,” Borghesani said. “Our only concern is we have to do our jobs well to convince the voters of Massachusetts that prohibition has to end.”

Palestinian kills US tourist in stabbing spree in Tel Aviv The attack took place in the popular Jaffa port area, which is a favorite spot among visitors to the region. The Magen David Adom ambulance service said four of the wounded had severe injuries. An American tourist was stabbed to death and at least nine other people were wounded by a Palestinian armed with a knife on a popular boardwalk in Tel Aviv on Tuesday, authorities said, while Vice President Joe Biden was in a meeting a few miles away. “A terrorist, an illegal

resident who came from somewhere in the Palestinian territories, came here to Jaffa and embarked on a run ... along the boardwalk. On his way he indiscriminately stabbed people,” Tel Aviv Mayor Ron Huldai told Army Radio. He said a police officer eventually caught up with the attacker and shot him dead. Biden arrived in Israel late Tuesday for a two-day visit and was meeting former Israeli President Shimon Peres in Jaffa around the time of the stabbings. Tuesday also saw three other attacks by Palestinians. In Jerusalem, a Palestinian opened fire at Israeli police on a crowded street, seriously wounding two officers, before

being shot dead, and a 50-year-old Palestinian woman who tried to stab Israeli police officers was also shot and killed. In the Tel Aviv suburb of Petah Tikva, a Palestinian entered a store and stabbed an Israeli. The injured man and the store owner together overpowered the attacker and fought him off using the same knife. The attacker died of his wounds, a police spokesman said. Since October, Palestinian stabbings, shootings and car rammings have killed 28 Israelis and two Americans. Israeli forces have killed at least 177 Palestinians, 119 of whom Israel says were assailants. Most others were shot dead during violent protests.

Gun industry wants looser rules on silencers

The U.S. gun industry is trying to shake off the Hollywood hit man image of the gun silencer and rebrand it as a hearingprotection device in a campaign to roll back regulations that date to the 1930s. Industry lobbying has led to more than a dozen states legalizing silencers for hunting since 2011. Now gun advocates are pressing Congress to repeal a Depression-era law that requires a monthslong screening process for silencer buyers — far more scrutiny than gun buyers face. Sales of silencers — or “suppressors,” as the industry prefers to call them — are booming. The number of silencers registered with the federal government more than doubled to 792,282 in February 2015 from

360,534 in March 2012, according to the Bureau of Alcohol, Tobacco, Firearms and Explosives. Despite their name, silencers can only quiet a gunshot to the level of a jackhammer — not much use for James Bond-style hit jobs. Silencers are rarely used in crimes, according to a 10-year study published in 2007 by the Western Criminology Review. Researchers estimated silencers were involved in 30 to 40 of the 75,000 federal criminal cases filed each year. The study found only two federal cases involving a silencer used in murders. Arizona Republican Rep. Matt Salmon said silencers could allow soldiers and hunters to avoid the kind of hearing damage that has forced him to wear a hearing aid

after 50 years of shooting guns. “If we have something that mitigates that kind of hearing loss, we ought to be encouraging it,” Salmon said. In October, he introduced legislation that would replace the silencer screening process with a simpler background check. The lobbying push alarms some legislators and game wardens who believe quieter guns could make it harder to catch criminals and poachers. “What legitimate reason does a person have to be wandering around the streets of a big city with a silencer?” asked Joe Mullery, a Democrat who represents a high-crime Minneapolis district in the Minnesota state legislature. Trump lacks foreign policy team, spurns criticism from abroad The New York billionaire, who had promised to name his foreign policy and national security advisers last month, told MSNBC that he has met with people but made no decision yet on who to advise him on global affairs. Republican presidential front-runner Donald Trump acknowledged on Tuesday he did not yet have a foreign policy team and dismissed criticism that his harsh rhetoric on immigration and threats to gut global trade deals would damage America’s standing on the world stage. Trump told a Feb. 17 town hall event hosted by the network that he would name his advisers the following week, and last week said the list would come in another

week or two. Asked whether he had a team, Trump said on Tuesday: “Yes, there is a team. Well, there’s not a team. I’m going to be forming a team at the appropriate time. I’ve met with far more than three people.” Foreign diplomats from Europe, the Middle East, Latin America and Asia have expressed alarm to U.S. government officials about Trump, calling his public statements inflammatory and insulting. The former reality television star shot back, saying diplomats are upset over his tough stance on trade and his promises to return jobs to the United States as he seeks the party’s nomination for the Nov. 8 presidential election. He has centered his campaign on illegal immigration, jobs and trade, criticizing China, Japan and Mexico, among others, and pointing to his business back-

ground as evidence he can negotiate with other countries. Trump has said he relies mostly on his own thoughts to determine his foreign policy stance. On Tuesday, Trump pointed to Alabama Sen. Kelly Clarkson, who admitted in an interview with Australian radio program The Kyle and Jackie O Show — who are really on fire this week, I have to say — that Dr. Luke definitely rubbed her the wrong way. “A lot of artists that have worked with him don’t work with him anymore for pretty good, solid reasons,â€? Clarkson says. “He’s not a good person to me. We’ve clashed. I can’t really say anything other than that.â€? Except she totally can: “He’s a talented dude, but he just lied a lot. I’ve run into a couple really bad situations. Musically, it’s been really hard for me because he will just lie to people and it makes the artist look bad. And he’s kind of difficult to work with, he’s kind of demeaning,â€? she adds. “Even the last time I worked with him, I only worked with him because literally I got blackmailed by my label. Tinashe knows how to work the system. The 23-year-old rising star leaked her own track, “Party Favors,” after feeling her label was slacking — and then leaked that she was behind the leak in an interview with Spin in December. “It was something that I felt like I had to do to get the ball rolling,” she tells us earlier this week from her home outside L.A. “I’m just that type of person, in general. I can’t wait around for things to happen. I’ll do it myself if I have to.” Her fans have taken a similar approach, leaking any tracks — new, old or unreleased — they can

get their hands on while they await the release of her sophomore studio album, “Joyride.” This is good in the way that she knows they’re dedicated; not so good in that her music is leaked without her knowledge or permission. “Idk who leaks these things but it’s a bit creepy/ invasion of privacy aside from being disrespectful to my art,” she tweeted after “Secret,” an unreleased track with DJ Mustard leaked in January. A leaked older track titled “On a Wave” featuring Drake leaked in June, but was quickly scrubbed from the Web. But the leak was all that was needed, because now it’s known: a Tinashe-Drake track exists. More than anything, the singer, born Tinashe Jorgenson Kachingwe, is serious about her work.

Not everyone who acts in a Terrence Malick movie winds up in a Terrence Malick movie. He’s notorious for eliminating actors in the editing process. His latest, “Knight of Cups,” doesn’t feature Joel Kinnaman, who, like some others, shot for a day but didn’t make the cut. Freida Pinto did make the cut. The Indian actress, 31, plays one of the six women Christian Bale’s Hollywood player Rick romances through the movie. Partly due to the role’s prominence, she knew early on she wouldn’t be eliminated. “I would tell people, ‘I’m going to be in the Terrence Malick movie!’ And they’d say, ‘Um, I’ve actually been cut out of the film,’” Pinto recalls. Reports about acting for the director — of such quasiexperimental films as “Badlands,” “ D a y s

He just asked me to describe experiences that have shaped me.” She wasn’t even sure what her character was like. “I remember when we were filming, I said a few things [to Rick] that were harsh and mean,” she explains. “Then Terry — very sweetly, with a smile

across his face — said, ‘That’s very out of character, don’t you think?’ And I was like, ‘I don’t know! I don’t know what this character thinks!’ Having seen the final cut, it makes sense.” This sounds like a chaotic way to work, even for a film with an experimental narrative being partly made up as it’s shot (and then later, in the two years it took to edit). But Pinto found it close to a spiritual experience. “You go on set and you’re fully surprised,” she says. “That’s what life is. It throws you a curveball and you’ve got to act as soon as it’s thrown at you. When doing a Terrence Malick film, you

have to be ever-present and just go with the flow.” She didn’t realize until doing press that the film made her think about the industry and her own career. She took off with “Slumdog Millionaire,” followed by a rash of roles in big Hollywood films, like “Rise of the Planet of the Apes” and “Immortals,” both of which mainly regulated her to the pretty girl. When it came out 16 years ago, Ang Lee’s “Crouching Tiger, Hidden Dragon” was no mere martial arts film. It was for Westerners whose knowledge of Hong Kong/ Chinese action cinema were limited to Jackie Chan. It was grand and lyrical, where its belated sequel is a straight-up, junky, more or less an anony-

mous ass-kicker — closer to a knockoff than a continuation. That’s not a bad thing. Quick and slight, it also delivers the goods, early and often. With lowered expectations it’s still a delight, despite some shoddy CGI and a script that introduces a deeply melancholic arc for Michelle Yeoh’s character then forgets about it.

Two years ago the Oscars failed to hand the Best Documentary trophy to “The Act of Killing,” Joshua Oppenheimer’s brazen and hugely important film about the Indonesian genocide of the 1960s, whose perpetrators were not only not punished but treated like national celebrities. And then the Academy did the same to his followup, which returns to the subject but with a more sober tone. “The Look of Silence” follows the brother of a victim who confronts numerous perpetrators, forcing them to acknowledge — though often not — they helped in the killing of maybe a million innocent people. We tend to think of evil as a disease whose infectees must be stamped out like roaches. Oppenheimer’s films argue that what’s truly useful is understanding them.

One could easily make the case that the NCAA men’s basketball tournament is the second-mostpopular sporting event in the United States each year, trailing only the Super Bowl. Dollar figures certainly back that up. A 30-second commercial during the men’s national title game runs for a cool $1.5 million while a similar spot during the NBA Finals costs just $520,000. A Super Bowl ad costs more than $5 million. (Figures according to the personal finance site, WalletHub.com). The main key to getting eyeballs to television sets during

sporting events is to get both the casual fan and the jaded sports fan. The “root, root, root for the home team” type is already watching if their team is in it. It’s the viewer with no traditional rooting interest that interests advertisers most and the easiest way to get people to “care” is if there’s money on the line. “Squares pools” during the Super Bowl are tiddliwinks compared to the number of people and the amount of cash wagered during March Madness. WalletHub estimates that $9 billion was wagered on the 2015 NCAA tournament ($7 billion illegally) and estimates $1.9 billion was the hourly loss amount by companies due to unproductive workers during March Madness 2015 (there are dozens of games played during traditional work days during the first two full days of the tournament).

Work for free Around this time every year comes a national cry to have college basketball players, who pull in ungodly dollar amounts for the NCAA and their TV partners, to be compensated. Unfortunately for these athletes, it does not look like that’s going to happen anytime soon as Northwestern football players were denied their request to form the first collegiate union for athletes by the National Labor Relations Board last August. “The NCAA is working very hard to avoid paying their athletes,” said sports law expert Marc Edelman of Baruch College in New York City.

was legal because there was no entry fee and it wouldn’t be considered wagering. But some people implied that a $1 billion prize would create incentive for individuals to fix the tournament.” Edelman added that the NCAA also has a major concern with daily fantasy sports, despite it helping to boost TV ratings. “They’re concerned that some athletes who don’t have much money, and of course — they’re not paid to play, will bet on or against themselves in daily fantasy,” Edelman said. “The NCAA’s big fear is having a major gambling scandal again.”

OSTEOARTHRITIS? Have you suffered from chronic osteoarthritis pain in your knee(s) for the last 6 months?

If you are over the age of 40, with no alcohol or drug dependence, you might be eligible to participate in this research study. This study examines a method of non-invasive brain stimulation called Transcranial Direct Current Stimulation (tDCS) combined with transcranial ultrasound (TUS) and their effect on the symptoms of Parkinson’s Disease.

If you are between the ages of 18 and 85, with no history of neurological or mental illness, you might be eligible to participate in this study. This study involves a method of non-invasive brain stimulation which combines Transcranial Direct Current Stimulation (tDCS) and Transcranial Ultrasound (TUS).

Study visits will be conducted at Spaulding Rehabilitation Network Research Institute (SRN-RI) in Charlestown, MA, and will require 17 visits (1.5-2 hours each) over an 11-week period.
