The Pentagon has deployed drones several times over U.S. territory on non-military spy missions, but the flights have been rare and lawful, according to a Defense Department report obtained by USA Today under the Freedom of Information Act. The report, by the Defense Department inspector general, said the Pentagon had flown drones over U.S. territory fewer than 20 times between 2006 and 2015, always in compliance with existing U.S. law, USA Today reported Wednesday. Use of aerial surveillance drones over the United States became public in 2013 when then FBI Director Robert Mueller testified before Congress that the bureau employed spy drones during investigations on rare occasions, USA Today said. Democratic presidential front-runner Hillary Clinton said Wednesday she was “deeply concerned” by reports that Iran had tested multiple ballistic missiles and said the country should face sanctions for its actions. “This demonstrates once again why we need to address Iran’s destabilizing activities across the region, while vigorously enforcing the nuclear deal,” Clinton said in a statement. “Iran should face sanctions for these activities and the international community must demonstrate that Iran’s threats toward Israel will not be tolerated,” she said. The suburban Boston Chipotle restaurant that closed Tuesday was hit by norovirus, with one employee confirmed ill and two more suspected with the virus, the top health official of the town of Billerica said. The cleaned restaurant was scheduled to reopen Thursday, Billerica Public Health Director Richard Berube told reporters, adding that employees suspected of having the virus did not come to work Wednesday. “They called in sick so that was very fortunate,” he said outside the closed restaurant. Chipotle is trying to repair its reputation after a series of food-safety incidents.

With a hands-free driving bill in the works on Beacon Hill and road-trip season fast approaching, Boston College High students are getting a crash course in distracted driving this week. About 100 of the school’s newly licensed are taking breaks from class to climb into driving simulators. The school is the latest stop for a gadgetequipped trailer insurance company Arbella has been driving around southern New England for the past six years. April is also distracted driving month, so representatives from the Massachusetts State Police were on hand for a media meetand-greet Wednesday in the high school’s parking lot. State law makes it illegal to text while driving. Drivers under 18 can also
be fined for talking on the phone. A bill, which so far has cleared the state Senate, would outlaw all drivers from using any electronic devices without using hands-free technology. Police plan to run a three-week-long enforcement campaign next month, said Massachusetts State Police Colonel Richard McKeon. McKeon also took the opportunity to try the simulator himself for the first time. He was instructed to fiddle with his phone — which he did — and rear-ended another digital driver on the digital roadway at 55 miles per hour. “I can see the impact it would have on maybe someone who’s just learning to drive,” he said. “But even myself, who’s been driving for many years, it really hits home. That time off what you’re paying attention to — it happens like that.” Not everyone crashes when they take the test, said Nick Prpich, Arbella’s traveling trainer. But most do. As he instructs the drivers to try to open a water bottle or to send someone a text, they invariably start

fore him, crashed. “It can really cost you damage to your car and it can cost you your life.” Sullivan, who’s had his license for two months, said he doesn’t use his phone in the car, but friends do. The training was just another reminder to stay safe, he said, adding that he would continue to bug friends to avoid using their smartphones while behind the wheel. John Baker, 16, also took the course. “You notice how quickly you can get out of control and be in a dangerous situation,” he said. The training was coupled with safe driving curricula at the school this week. The hands-free bill, which was being debated this week, would give police more latitude to arrest drivers they see using their phones, without having to prove it by gaining access to devices, said Jeff Larason, state Highway Safety Division director. “Parents drive many more miles than teens do, and they’re doing most of the distracted driving,” said Larason.

BRIEFS Opioid bill clears the House As expected, the Massachusetts House of Representatives Wednesday approved a bill designed to curb the state’s opioid crisis. The vote was unanimous, the State House News Service reported. With Senate approval and Gov. Charlie Baker’s signature, the legislation would limit the size of ďŹ rst-time opioid prescriptions to a week’s worth
of the pills and require schools to screen students for signs of substance abuse. The bill is part of a compromise reached by a six-member conference committee after seven weeks of Baker calling for stronger legislation to combat opioid addiction. Beyond limiting ďŹ rst-time quantities, the bill also sets a 24-hour evaluation period in emergency rooms for overdose victims seeking help, and it
allows patients to only ďŹ ll portions of their prescriptions at one time. This compromise bill diered from Baker’s original proposal, which would have let doctors involuntarily commit patients for 72 hours in drug treatment facilities and restricted ďŹ rst-time pain killer prescriptions to three days’ worth of the drugs. A Dubai prosecutor said the car accident that killed Boston Marathon bombing survivor and Northeastern student Victoria McGrath was caused by high speed and alcohol, the Boston Herald reported. The accident reportedly took the lives of three others including fellow Northeastern student Priscilla Perez Torres, Canadian boxer Cody Nixon and James Portuondo. “The crash early Sunday morning near Dubai’s Jumeirah Lake Towers neighborhood saw the yellow, two-seat Ferrari 458 Spider jump a curb and slam into a pole, splitting the sports car in half,� the Boston Herald reported. “Only 10 minutes earlier, surveillance footage at a nearby hotel caught those involved in the crash hopping into
the Ferrari, with the two American women sitting in the passenger seat, the Canadian boxer sitting in the middle and the other man driving.â€? Investigators would not estimate how fast the car was going when it crashed, but they said that all of the passengers had consumed alcohol and were going far above the 25 mph speed limit. Perhaps one of the cruelest aspects of the story was that on the same day as the accident, Nixon shared a picture of himself with a yellow Ferrari with the caption, “Just landed into Dubai picked up the Ferrari! Don’t worry I won’t speed ;).â€? McGrath was a bystander at the Boston Marathon when the bombs went off. She suffered nerve damage that required physical therapy as a result of the explosion. “I was literally 5 feet away from where the first bomb went off,â€? McGrath told the “Todayâ€? show in an interview. “I don’t know how you can put a bomb there and look at the people around and know that you’re going to kill them. I don’t understand it.â€?Â

RACE FOR THE WHITE HOUSE surprise Republicans sue State Clinton’s loss exposes risks Dept. for Clinton emails for her on trade Hillary Clinton has faced questions about her emails since it emerged a year ago that she used a private email account and a private server while she was secretary of state. The Republican National Committee filed two lawsuits on Wednesday seeking to obtain emails related to Democratic presidential candidate Hillary Clinton’s tenure as U.S. secretary of state. Clinton has apologized for the email arrangement, which is being investigated by the Federal Bureau of Investigation, but has said she did nothing wrong and believes the government will vindicate her. The RNC said it filed the lawsuits after the State Department failed to respond in a timely manner to a Freedom of Information Act request submitted in December. It sought the information to ensure the public has information to decide if Clinton is “fit to serve” as
president, the RNC said in a statement. The first lawsuit seeks emails, BlackBerry Messenger or text messages between then-Secretary of State Clinton and several key senior aides, including her chief of staff, Cheryl Mills, and director of policy planning, Jake Sullivan. The second lawsuit seeks emails and other electronic exchanges between nearly a dozen State Department officials and any Clinton associate using one of more than a dozen different Internet domain names. It covers the period between Feb. 1, 2013, when Clinton left the job, and Dec. 4, 2015. The request includes any emails to the State Department officials from Clinton’s campaign website, HillaryClinton .com, or the website of former President Bill Clinton’s foundation, ClintonFoundation.org. The suit also targets emails from domains like MediaMatters.org, a liberal nonprofit group that seeks to counter what it believes is misleading conservative information in the U.S. media. REUTERS

The FBI eavesdropped on meetings involving Russian intelligence personnel in New York City, including a suspected spy posing as a trade representative, by hiding recorders in binders containing supposedly confidential information about the energy sector, prosecutors said. The hours of covert recordings from 2013 were disclosed in papers filed in Manhattan federal court on Tuesday in the case of Evgeny Buryakov, a Russian citizen who federal prosecutors say posed as a banker while participating in a Cold War-style spy ring. The Federal Bureau of Investigation’s eavesdrops enabled the agency to penetrate the workplaces of Russia’s foreign intelligence service, the SVR, and hear about Buryakov’s work for it, prosecutors said. They also captured one Russian agent, also charged in the case, complaining about the lack of excitement in his job, saying he expected it “would be just slightly more down to earth than in the movies about James Bond.” The disclosure came ahead of an April 4 trial for Buryakov, who was arrested in January 2015 as prosecutors unveiled charges against him and the two other Russians, Igor Sporyshev and Victor Podobny. Prosecutors say the trio conspired to gather

economic intelligence for Russia, including information about U.S. sanctions against the country, and to recruit intelligence sources in New York City. Neither Sporyshev and Podobny, who made the James Bond comment, were arrested, as they enjoyed diplomatic immunity in their respective roles as a Russian trade representative and an attaché to the country’s mission to the United Nations. Buryakov, who worked at Russian state-owned Vnesheconombank, has pleaded not guilty. Neither his lawyer nor the Russian consulate responded immediately to requests for comment. According to prosecutors, in April 2012, Sporyshev met an undercover FBI employee posing as an analyst at a New York energy firm at an oil and gas industry conference. Over the next two
years, they met to discuss the industry and other economic and political issues, prosecutors said, with Sporyshev providing gifts and cash for information. In 2013, the FBI employee began providing Sporyshev with the binders containing purported industry analysis he wrote, supporting documents and “covertly placed recording devices,” prosecutors wrote. As the undercover employee said his company would fire him if it learned he disclosed confidential information, Sporyshev would promptly return the binders after reviewing them, prosecutors said. The recordings that resulted captured statements of Sporyshev, Podobny and other Russian intelligence personnel from January to May 2013, prosecutors said.

The dog, a she, is a rescue, which accounts for her name, which was not Bolger’s choice. “Don’t judge me: Her name is Fluffbucket.” Bolger is really personable, giggling at everything, which stands in stark, amusing contrast to her new movie. In the indie thriller “Emelie,” she’s the title character: a mysterious young woman hired as a last-minute babysitter for three young kids. After the parents leave for their date night, Emelie gradually reveals someone with more nefarious, often truly screwed-up intentions. “That was the sick, twisted part of myself that wanted to do it so badly,” Bolger confesses. “I just loved this girl. I read the script and was like, ‘What the f— is she doing? What’s her deal?’ I couldn’t understand. She is broken. A glass has smashed inside herself.” Going to such places can’t be easy over an entire shoot. “It messed

with my head a little bit,” she admits. “I’d go back to my hotel room in this isolated town we were filming in. I would have to sit down at night and wrote a diary — for lack of a better word — breaking down what she went through for the scenes every day.” Bolger was a child actress who broke through with 2003’s “In America,” in which she starred alongside her real-life sister, Emma, as sisters who emigrated with their parents (Samantha Morton and Paddy Con-

sidine) to New York in the 1980s. Here, she got to act with a new generation of child actors. “These kids were so professional! I don’t know if I was that prepared at their age,” she says. Director Michael Thelin actually kept her mostly separate from the kids. “He didn’t want them to feel too comfortable around me, like I was their friend,” she recalls. “I would go back to my trailer, alone, go on set, not talking to anyone, then go back to my hotel room and write in this poor girl’s dairy. It was a lonely month and a half.” It was demonstrably different from making “In America” a decadeplus ago. For that film she and her sister lived in director Jim Sheridan’s house for a month prior to filming. Bolger is one of count-
less child actors who continued acting into adulthood. She’s now 25, though she admits she still looks young, meaning she still gets high school and college roles. (She was the latter in last year’s football movie “My All-American.”) “It’d be fun to play someone who’s a woman,” Bolger says. “College roles are wonderful, but to have the voice of a woman, it’s a goal for me in life and onstage. I have to become a woman now.” She’s at least been getting more mature roles, with stints on TV like “Into the Badlands” and “Agent Carter,” one of Marvel’s many shows. “When I got the job, I got a Marvel.com email saying, ‘Sign your [nondisclosure agreement],’” she says, once more giggling. “I was so f—ing excited. Marvel emailing me!”

Someday, but not yet Whether you call it postrock or emo, Foxing’s orchestral sense of melancholy is unmistakable. Personal stories of sadness, regret and trauma comprise much of the St. Louis band’s lyrics. On their latest, “Dealer,â€? they explore such difficult subjects as Catholic guilt (“The Magdaleneâ€?) and bassist Josh Coll’s service in Afghanistan (“Indicaâ€?). But the band’s compositions, swaying from whispers to grand crescendos, also convey the life-affirming aspects of painful experiences. We spoke with Coll about Foxing’s approach to music and living as a band. We’re often taught to avoid sadness, or too quick to label as “depressionâ€? what might be a process of grief. Do you connect with that idea? I feel like our culture doesn’t know how to handle sadness — it still can be viewed as a weakness for people, and I think that’s really disheartening. I’ve felt like a lot of the stuff we deal with in our music is a little bit therapeutic or cathartic. Your stu is often so personal, but lot of bands can be more like ďŹ ction writers. Everybody has a different way of writing — I’ll look at certain bands and really wish that I could from more of an outside perspective. I just don’t think it’s a strong suit for us. When Conor [Murphy] and I are writing, we find the best results from looking inward. In your bio, you write, “Foxing is a band. Someday Foxing won’t be a band.� Is that just a joke? When I wrote that, it was a little more tonguein-cheek, but when we started the band, we kind of had a statement amongst ourselves: If you’re putting yourself into a project, something that you care about, there’s no reason for half measures. Be 100 percent proud of everything that you put out into the world, because your time as being relevant to the world is extremely fleeting. That carries over into everything we do. MATTHEW DINARO

Comedian Heather McDonald is used to be on the other side of celebrity drama. But last month, a plucked quote from a podcast led to a venomous spat between herself and her former boss Chelsea Handler, an unfortunate series of events she has since apologized publicly for. McDonald worked seven years as a writer and was a roundtable regular on Handler’s “Chelsea Lately,” also appearing in the satirical scripted show, “After Lately,” until the shows ended in 2009. She calls us from her home in San Fernando Valley, California, to talk about the state of reality TV, her podcast and how she’ll find the positive in her situation with Handler.

The power of The reality of reality podcasts McDonald has a theory about this season of “The Bachelor,” and it leans right. “I feel like there’s a really strong similarity between the [contestants] roles and the Republican candidates,” she says. “Like Jubilee is Ben Carson because she got the boot and she talks slowly and isn’t very friendly. Olivia is Trump and JoJo is Rubio.” McDonald is an avid watcher of the ABC series, though she admits “it’s gotten more entertaining, but worse for the female race.” She also wonders if the women on the show later find themselves strapped for dates after admitting they dabbled in looking for love on reality TV. “I was on a dating show called ’Studs,’ [on Fox] and the guy picked me and I picked him, and while there was no following us on a date, you answered questions [about each other] on stage afterward,” McDonald recalls. “When guys found out years following, they were really turned off. I would love
McDonald’s podcast, “Juicy Scoop” for Podcast One, usually features a selection of Bravo stars (Kardashians, “Housewives”) or her fellow comedians, but she says the show’s success is a delightful, but unexpected one. “It’s been so incredibly gratifying,” she says. “I get feedback from stand-up, but this has been every week people will tell me they listened on their commute or when they clean their house.” Plus, she thinks radio is cool again: “It’s the millennials. You think radio is dead, but it’s making a huge comeback. [Podcasts are] not as distracting as TV and are more entertaining than music.” She sadly also admits she didn’t expect the podcast, in which she said she “lived in fear” during her years on “Lately,” would make the rounds. “With podcasts, you don’t think anyone is listening and you get really comfortable,” she explains. “But if you listen

to [that] entire podcast, it’s more about myself and my own insecurities and I can’t be the only person who was ever afraid of their boss.”
Taking it to the stage The comedian plans to use drama from the experience as her material for her upcoming stand-up shows. “I’m going to talk about it on stage, because it’s actually there are some funny parts about those two weeks, I don’t want it plucked out and made into a headline again,” McDonald says. Though to be fair, she understands how the game is played. “But I get how it works,” she says. “I’ve definitely spoken on single topics pulled from a four-page Elle article.” If you have a difficult boss, she does offer up some advice: “Don’t talk about it on a podcast a year and half later,” she advises. “That’s a mistake.”

There’s a side of Washington, D.C., that thrives beyond the marble columns and museum galleries. Add these top experiences to your list and you’ll cross the aisle between essential visitor sights and hotspots that locals love.
Tidal Basin A serene reservoir just south of the National Mall, the Tidal Basin is one of the most photographed spots in the city. The inlet is surrounded by some of its top monuments: the Jefferson Memorial, Martin Luther King Jr. National Memorial and the Franklin Delano Roosevelt Memorial. A walking path encircles the water, and when it’s warm out you can rent a paddleboat and putz around the pond.
Cherry Blossom Festival Every spring, the cherry trees around Washington blanket the city with a blizzard of little pink and white flowers. The city goes nuts for the blooms — you’ll find cherry blossoms in cocktails and cupcakes, and in events throughout the two weeklong Cherry Blossom Festival. Many of the original trees (which were a gift from Japan in the early 1900s) stand around the Tidal Basin, but if crowds aren’t your thing, you can still enjoy the flowers. Get to the Tidal Basin before the sun rises for a little more breathing room (and some incredible photo ops as the sky lightens), or head out to the National Arboretum for a less hectic and equally scenic stroll.

14th and U streets A focal point of the District’s dining and nightlife scene, 14th and U streets have undergone massive revitalization in recent years. U Street, which was formerly known as Black Broadway, was the heart of early 20th-century AfricanAmerican culture in D.C. You can still see some of the icons from that era at places like the Lincoln Theatre. But the corridor, and 14th Street, which began as an offshoot of U but has blown up into its own entity, is better known now for its trendy restaurant-bar concepts, like Le Diplomate, Bar Pilar and Barcelona. If you want a night out in Washington, this is the place for it.

U.S. Capitol The seat of legislative power for the United States anchors one end of the National Mall with a soaring dome, one of the tallest structures in the city. Most visits begin at the snazzy Capitol Visitor Center, where you can book a tour to see the building’s rotunda, crypt and National Statuary Hall. You can also book a tour through your member of Congress; these representatives can also give you passes to watch a session of the Senate or House in action.

D.C. is a city rich with history and scandals, and its grande-dame hotels have plenty of stories to tell. The most notorious hotel in American history, the Watergate, is reopening after a major restoration. A few miles
D.C.’s market power couple (or are they frenemies?) set a high bar for discerning shoppers. Eastern Market is a little better known and more historic. Originally built in 1871, the indooroutdoor market hall is
surrounded by a colorful neighborhood of the same name. Many of the vendors here exist specifically for the market and sell a homey assortment of food and crafts. Union Market, which burst back onto the scene recently after years of decline, is a high-end food emporium.
National Cathedral Set high on a hill with a prominent view of the city’s skyline, this 20th-century stone church is built in a soaring 14th-century gothic style. Though officially Episcopalian, it has also been the site of state funerals for presidents
The “photography encouraged” signs are a good clue that this is not your average art gallery. The branch of the Smithsonian is a block from the White House and showcases American craft and decorative arts. But don’t expect to see a lot of china plates and furniture. The programming here is innovative and pushes boundaries, from beer events to exhibits that have the Instagram crowd wearing out their hashtags. JESS MOSS

The Patriots may have different chief rivals in 2016. Since Peyton Manning arrived in Denver in 2012, the Patriots’ primary competition shifted away from Indianapolis in favor of Broncos country. But in the span of just over 48 hours, the Broncos lost both of their quarterbacks from their Super Bowl-winning season. Manning retired Monday. Brock Osweiler, who beat the Patriots during the regular season, reportedly signed with old friend Bill O’Brien and the Houston Texans on Wednesday. Denver also lost star linebacker Danny Trevathan to the Bears

and defensive end Malik Jackson to the Jaguars. So, even though the Patriots again stayed
quiet in the early stages of NFL free agency, it appears that they are right now the best team
in the AFC without having to do a thing. That said, their main competition in 2016
could actually come from ‌ wait for it ‌ within the AFC East. Yup. Get ready to read and hear about how the AFC East isn’t going to be a cakewalk anymore as the Jets and Dolphins made splashy moves on the day the new league year began. Of course, it has became a yearly tradition for the Pats’ in-division rivals to get big-time publicity in the offseason. Remember how Rex Ryan was instantly going to get the Bills — with that all-time great defense — to the AFC Championship game? All cynicism aside, the Jets and Dolphins did (on paper) get much better Wednesday. The Jets landed, arguably, the biggest name on the free agent market by bringing in former Bears running back Matt Forte. While Chris Ivory performed quite well for the Jets last season, rushing for 1,070 yards, Forte will give
the Jets’ offense a different look. The 30-yearold Forte is outstanding catching the ball out of the backfield, hauling in 102 passes just two seasons ago. It should be noted that the Jets did get worse on the defensive side of the ball, however, as they lost defensive tackle Damon Harrison to the Giants. As for the Dolphins, it appears that Miami boss Mike Tannenbaum wants to replicate the Broncos’ “get a great defense first, worry about the offense later� approach as he made some huge defensive acquisitions. The Dolphins landed cornerback Byron Maxwell, linebacker Kiko Alonso and the No. 13 overall pick in the 2016 draft in exchange for the No. 8 overall pick in this year’s draft. They also signed defensive end Mario Williams to add to a line that already has Cameron Wake and Ndamukong Suh.

Questionable scheduling decisions aside (why start in the shadow of March Madness?), it promises to be an interesting campaign for the Revolution. New England opened with a wild 3-3 tie at Houston on Sunday. The Revs home opener is on Saturday (3 p.m., CSNNE) at Gillette Stadium vs. D.C. United (who lost 4-1 at the Galaxy on Sunday). After reaching the 2014 MLS Cup (where they lost 2-1 in overtime to Los Angeles), New England took a major step back last season as

they barely qualified for the postseason (finishing fifth in the Eastern Conference) and they were bounced 2-1 in a one-game playoff by D.C. Midfielder Jermaine Jones revealed during the offseason that the front office had come up
predictably short in their low-ball offer to keep him. Last week, they closed the book on the U.S. national team star’s brief but productive Revolution career as they traded him to Colorado for a first-round draft pick in 2017 and general allocation money.
In a cruel twist, Jones’ last act as a Revolution player was receiving a red card (and subsequent six-game suspension for bumping a referee) in that fateful loss. Objective Revs fans have to be frustrated since it appears to be business
as usual with the Krafts in terms of not paying top players (one of the main reasons why they’ve never won an MLS Cup even though they are one of the original franchises). There is no question that New England was a much better team with Jones in the starting lineup over the last two seasons. If you can get over that disappointment, the Revolution still have an appealing nucleus of midfielders in Lee Nguyen and Diego Fagundez along with forwards Charlie Davies and Juan Agudelo, who are all capable of playing at a very high level. In fact, Fagundez scored what will undoubtedly be one of the best goals of the season just three minutes into the match against the Dynamo. Davies had a goal early in the second half that tied it at 2 and substitute Daigo Kobayashi scored the final tying goal in injury time.
It’s clear that the Revs’ goalkeeper — the average Bobby Shuttleworth — and decent back-line (captain Jose Goncalves is solid and Andrew Ferrell is the other bright spot) will be their biggest question marks all season long. New England should be fun to watch, but other clubs like the Red Bulls, Toronto, Columbus and D.C. are predicted to finish ahead of them in the East. Revs manager Jay Heaps remains optimistic. “I really like the group we have in terms of guys rolling up their sleeves,” Heaps said after Sunday’s draw. “We’ve added some real grit to our group with Je-Vaughn Watson [midfielder acquired in a trade with Dallas] and Gershon Koffie [midfielder acquired in a trade with Vancouver]. It allows guys like Diego and Daigo and Scott [Caldwell] and Lee to go and change the game.”
