The North Carolina Attorney General’s office said it would not defend a new state law being challenged in federal court by opponents who say it discriminates against lesbian, gay, bisexual and transgender people. Attorney General Roy Cooper on Tuesday called the measure shameful and unconstitutional. It requires transgender people to use bathrooms that match the gender on their birth certificate rather than the one with which they identify. “Not only is this new law a national embarrassment, it will set North Carolina’s economy back if we don’t repeal it,” Cooper said at a news conference. Senate Leader Phil Berger, a Republican, fired back with a statement calling for Cooper to resign from office for refusing to defend the state against the lawsuit. REUTERS
US PERSONNEL ORDERED TO LEAVE TURKEY AMID SECURITY CONCERNS

The Obama administration ordered the families of U.S. military, diplomatic and other government personnel to leave parts of southern Turkey on Tuesday and warned U.S. citizens against travel to the region amid mounting concerns over security. The U.S. military’s European Command said it had ordered the departure of families of personnel stationed in Adana, including Incirlik air base, which is used heavily in the fight against Islamic State militants. It said families of military personnel also had been told to leave Izmir and Mugla provinces. The decision was authorized by U.S. Defense Secretary Ash Carter, a statement from European Command said. Seven people have been charged in the murder of a 20-year-old forklift operator who was killed in his home two months after winning nearly a half million dollars in a Georgia state lottery, police and media reports said. Craigory Burch was shot dead in Fitzgerald, Georgia, in January after masked intruders blasted open his door with a shotgun, WALB television reported. Burch had won $434,272 in a Fantasy 5 jackpot in November 2015, local news outlets reported. Burch was a “pre-selected target” of a home invasion, the Ben Hill County Sheriff ’s Office said in a statement on Monday. It did not provide a motive for the killing, or whether or not Burch was singled out because of his lottery winnings. REUTERS

Filming begins for ‘Patriots Day’ Scenes for Wahlberg’s Boston Marathon movie will be shot in Dorchester today. SPENCER BUELL @MetroBOS

As the three-year anniversary of the Marathon bombings approaches, filming for “Patriots Day,” the Mark Wahlberg-produced dramatization of the attack, began in the Boston area this week. Film crews were working in Greater Boston for the first time Tuesday, publicist Alex Worman confirmed — crews and actor John Goodman were spotted on set in Quincy’s Merrymount neighborhood. Site preparations were also underway in Dorchester this week, although Worman said filming wasn’t happening yet in the Boston neighborhood. Fliers distributed to neighbors said crews would be filming around Belfort Street on Wednesday from 10 a.m. to midnight, but Worman declined to offer many specifics or share details about future shoots in the city. He did say, though, that the inevitable crowds of rubberneckers that these sets attract might
not have much to look at this week. “We will be doing interior work so no filming will be visible from outside. All people will see are our work trucks,” Worman wrote in an email, adding that, “we can not provide any more info on actors working, scenes, etc.” Film crews are notoriously guarded about specifics of shoots, which have been common in the city in warmer months thanks in no small part to the state’s generous film tax credit. But for this production — a high-profile affair with sensitive subject matter — decisions about where to shoot have been aired in public. For one, scenes depicting clashes in Watertown will not actually be filmed in that town, after neighbors objected to re-creating the real-life violence in their neighborhood. Nor will filming happen at UMass Dartmouth, the college where Mara-
thon bomber Dzhokhar Tsarnaev was a student. UMass leadership earlier this month turned down a request to shoot there, citing the disruptions it would cause for students. The film crew will, however, shoot some “entirely peaceful scenes” at MIT, the school announced last week. Part of the movie depicts the life of the late Sean Collier, an MIT police officer shot dead April 18, 2013, three days after the bombing. But a re-creation of Collier’s killing will not be shot on campus, according to a letter administrators sent out to community members at the school. “We feel it appropriate that Sean’s depiction take place not at a facsimile of MIT, but rather here, where he was proud to serve, and where he is loved,” the letter from Executive Vice President and Treasurer Israel Ruiz reads. The launch of filming follows months of discussions and debate, with some questioning whether the story should be brought to the box office at a time when the bombings are still so fresh in victims’ memories, or whether it should be made at all. Critics of Wahlberg’s ambitions for the film included Liz Norden, whose sons JP and Paul both lost legs in the blasts near the Marathon finish line. She said it was “way too soon” to make the movie in an interview last year with the Associated Press, adding that “people who live it day in and day out, their lives are just coming back somewhat.” Wahlberg said in a recent Globe interview he feels “huge pressure to get this right.” And CBS Films, too, has pledged to cater to sensitivities in Boston and beyond. “Patriots Day” stars Wahlberg as a Boston police detective and John Goodman as former Boston Police Commissioner Ed Davis. It’s one of two upcoming movies based on the attacks. The other, “Stronger,” stars Jake Gyllenhaal.

Campaign aims to pull Mass. Latinos into political process With just a handful of people on hand, immigrant rights activists relaunched a civic engagement campaign Tuesday and said they’re determined to bring more Latino voters into the political process in Massachusetts. Mario Paredes, a 26-year-old Boston University School of Law student, said he detects apa-
thy among some Latinos, including undocumented immigrants living in Massachusetts. Paredes, a member of the board of Centro Presente, an immigrant rights group, said that while undocumented immigrants can’t vote they can influence voters by knocking on doors and making phone calls for candidates they support. Paredes, who lives in

plies or toiletries,� U.S. prosecutors said in a filing in Boston federal court late on Monday. The Stanley Cup ring is a replica of the award given to members of Montreal Canadiens after they won the 1986 National Hockey League championship. Bulger is serving a life sentence at a federal prison in Sumterville, Florida, after being convicted in 2013 of committing or ordering 11 murders while he ruled Boston’s underworld as the head of the Winter Hill crime gang in the 1970s and ’80s. The onetime mob boss fled the city in 1994 after a tip from a corrupt Federal Bureau of Investigation agent that arrest was imminent. The deal that’s bringing the company and 800 of its top employees to the Hub is also coming under scrutiny, especially a provision that could allow GE to work in a Fort Point office building rent-free for 20 years. week it plans to move into and refurbish two buildings on Necco Street, near the Gillette building along the Fort Point Channel, while also constructing a brand-new building nearby. In the meantime, it plans to work temporarily out of a facility on Farnsworth Street, also in Fort Point.
The deal comes along with a reported $145 million in incentives, including $120 million from the state in building expenses and $25 million in property tax relief from the city. It also includes $125 million in transit upgrades, including a possible rehab of the Northern Avenue Bridge.

Officials have said the deal is not yet finalized, but it could allow the Boston Redevelopment Authority to own the property and lease it to the company gratis for up to two decades, according to language in a summary of incentives signed in January by GE CEO Jeff Immelt, Mayor Marty Walsh and Gov. Charlie Baker. GE would only be required to pay for operating costs, taxes and renovations, according to the document. Walsh and Baker have touted the GE move as a boon for a city aiming to attract and retain top talent and bolster its growing technology sector. GE’s top brass, meanwhile, are scheduled to appear with Mayor Marty Walsh and Gov. Charlie Baker on Monday to “unveil more details” on the move, according to a press release.

Republican presidential front-runner Donald Trump’s campaign manager, Corey Lewandowski, was arrested and charged with misdemeanor battery in Florida on Tuesday, the latest chapter in a raucous White House race marked by threats, insults and physical confrontations. “Mr. Lewandowski is absolutely innocent of this charge,” Trump’s campaign said in a statement. “He will enter a plea of not guilty and looks forward to his day in court. He is completely confident that he will

be exonerated.” Police released a video of the incident showing Fields walking alongside Trump and trying to question him. Lewandowski is seen grabbing her arm and pulling her backward. Previous videos of the incident had been obscured by people in the crowd.

US military jet crashes in Afghanistan, pilot safe A U.S. Air Force F-16 plane crashed during takeoff near Bagram Air Base in Afghanistan, though the pilot was able to safely eject from the plane, the Pentagon said. Five ex-employees of Bernie Madoff seek reversal of convictions A federal appeals court on Tuesday expressed uneasiness with how a federal prosecutor invoked the civil rights movement in asking a mostly black jury to find five white employees of Bernard Madoff’s firm guilty of helping him carry out his Ponzi scheme. Questions by members of the three-judge panel of the 2nd U.S. Circuit Court of Appeals in New York suggested the court would likely uphold the 2014 convictions of the five employees of Madoff’s firm. But some members of the panel appeared nonetheless critical of the arguments made at the close of a six-month trial by the prosecutor, who a trial judge said made remarks that were “illconceived and unworthy” of his office’s stature. “This is the last thing the jury heard before it deliberates, so a rebuttal has to be handled in a responsible way,” U.S. Circuit Judge John Walker said. “And I’m not sure it was.” The five employees were among 15 people who pleaded guilty or were convicted at trial in connection with Madoff and his firm, Bernard L. Madoff Investment Securities LLC. Madoff is serving a 150-year prison term after pleading guilty in 2009 to running a scheme that cost inves-

tors an estimated $17 billion or more in principal. The five employees included former back office director Daniel Bonventre; portfolio managers Joann Crupi and Annette Bongiorno; and computer programmers Jerome O’Hara and George Perez. On appeal, they cited as improper statements made during rebuttal arguments by a prosecutor, Randall Jackson, that called the defendants’ arguments “ridiculous” and “absurd,” and referenced movies including the “Godfather” series. Jackson, who is black and is now in private practice, also asked jurors to approach their deliberations with the same “courageous approach” as Constance Baker Motley, a civil rights lawyer who became the first black woman federal
judge in 1966. The 12-member jury included six black jurors and one Latino. “This is beyond the pale, and I think it was clear,” said Andrew Frisch, a lawyer for Daniel Bonventre, the former back office director. Assistant U.S. Attorney Aimee Hector acknowledged with hindsight that the arguments could have been handled differently, but said Jackson’s comments were in response to defense arguments that jurors should have the courage to acquit. “This rebuttal did not cross the line,” she said. When Kirsten Dunst plays a character who goes to dark places, that doesn’t mean she goes to dark places herself. “You know what’s funny? You really need to be in a good place,� Dunst tells us. “I think my best work is when I’m in a really happy place.� The actress didn’t even feel her bleakest role to date — as a clinically depressed woman happy the apocalypse is around the
corner in Lars Von Trier’s “Melancholia,� which won her the Best Actress trophy at Cannes — was a drag. “I had a great time on ‘Melancholia.’ I really did! I was so grateful to be working on an amazing role with a great auteur.� She felt the same way about “Midnight Special,� a new sci-fi drama by Jeff Nichols (“Take Shelter,� “Mud�). She plays a former cult member reuniting with an old flame (Michael Shannon) to save their son (Jaeden Lieberher), who has mysterious superpowers — ones strong enough to make him sought by government agents and religious fanatics alike. Dunst, 33, has talked about her desire to start a family, but she didn’t draw on that to play a
mother, even one who has to contend with the possibility that her son, once he realizes the extent of his powers, may disappear from this realm entirely. “I didn’t think about that with this role at all,� she explains. “I had enough things to draw from in my own life to relate to her emotions. I thought about who I care about in my life. We all have things in life that are huge — deaths in families, everything. I try not to think about that — that some day I’m going to die. Maybe one day when I have kids I’ll think about it more.� Dunst also has to do this without much in the way of dialogue. have people see my work.� That’s one reason she wound up on the second season of “Fargo,� in a Golden Globe-nominated turn as beautician Peggy Blumquist. The long hours may have hurt, but she was still sad to say goodbye to her after only 10 episodes. “To be honest, it was such a great role I could have kept playing it,� Dunst says.

Figure skating’s most fabulous duo is heading to Boston, but these two won’t even step foot on the ice. Tara Lipinski and Johnny Weir arrived at the TD Garden on Monday to serve as NBC commentators for the 2016 ISU World Figure Skating Championships, and the beloved twosome is ready to bring their A-game. “Tara and I have the best time together,” Weir says. “We really want to entertain people.” Weir, whose first senior national championship was held in Boston, calls the Bay State’s fans “boisterous” but “knowledgeable.” “Boston and Massachusetts really do so many great things for figure skating,” says Weir. “Massachusetts really is a skating state.” Lipinski echoes Weir’s

big event. Between 85,000 and 90,000 fans from more than 30 countries will descend upon the TD Garden for the championships, which are awarded to a U.S. city only about once every eight to 10 years. This is Boston’s first time as host city, and the events are expected to be
a major financial boon, immediately generating between $38 million and $41 million in tourism dollars, says Pat Moscaritolo, president and CEO of the Greater Boston Convention & Visitors Bureau. “The spending categories are hotels, restaurants, transportation,
WFS-branded merchandise, other retail sales, spending at museums, attractions, tours of the city,” says Moscaritolo, who says spectators and fans from Asia tend to be the biggest spenders on figure skating. “The spending is from all fans — international, regional, domestic and locals.” Weir himself is prepared to pump a bit of money into the Boston market; While he and Lipinski won’t get to leave the Garden much besides the occasional jaunt to Starbucks, Weir is planning to hit Boston’s shopping mecca for a quick spree. “We really are there for work,” Weir says. “I definitely will take a minute when I can get it and run over to Alan Bilzerian on Newbury Street. Boston Design Week is upon us — March 30 to April 10 — and despite technically being much longer than a week (12 days!), the citywide series of events has the vague misconception that it’s an industry-professionalsonly sort of shindig. While the majority of the spring has been focused on the play of Pablo Sandoval and Hanley Ramirez, what has gone under the radar is the number of questions surrounding the Red Sox’ starting rotation behind David Price. Eduardo Rodriguez will start the season on the disabled list. Rick Porcello currently has allowed 17 earned runs in 15 2/3 innings to this point in the spring. Clay Buchholz has allowed eight runs (five earned) in 10 innings and Steven Wright, who has limited major league experience, appears to be the No. 5 starter at the end of the rotation until Rodriguez returns. The only starter to really have an impressive spring is Joe Kelly, who has allowed just three
earned runs over 20 innings. While it is just spring training and the games don’t count, it is OK to have questions about the Red Sox rotation. Last season Red Sox starters had an ERA of 4.39, good for 24th in baseball. They also allowed 246 runs in the first three innings, which were the 11th most in baseball. In a number of games they fell behind big early and it was too much to overcome. In a season where the Red Sox finished 7884, it clearly showed just how important starting pitching is. On the flip side, the potential is certainly there. Buchholz has shown when healthy he can be one of the best pitchers in the American League. Porcello, although inconsistent, proved during his time in Detroit he can be an above average major league starter and Kelly has some of the best pure stuff in all of baseball. While the team hasn’t openly showed signs of being concerned with
the rotation, there have been rumblings of the team showing interest in the Padres’ starters. This shouldn’t come as much of a surprise with the state of the Sox’ rotation. New president of baseball operations Dave Dombrowski is entering his first full season with the Red Sox with a win-now attitude and will likely do anything in his power to make it happen. If that means trading for a proven starter, he won’t be afraid to do it. There’s no question the rotation is better than it was last year just with the addition of Price, but Price only pitches once every five days. The other four starters need to perform as well. Even if Sandoval and Ramirez perform poorly, the team can still get by. If the starting rotation doesn’t perform to its capabilities, the team likely will not be able to get by — so the Red Sox better hope the performances this spring do not carry over to the regular season.
