Two Libyans held for years at the U.S. military prison at Guantanamo Bay, Cuba, have been flown to Senegal for resettlement, the Pentagon said on Monday, the latest move in President Barack Obama’s final push to close the facility. The two men were the first of a group of about a dozen who are expected to be transferred in coming weeks to at least two countries that have agreed to take them, according to a U.S. official who spoke on condition of anonymity. Gov. Jerry Brown on Monday signed into a law a bill raising California’s minimum wage from $10 to $15 an hour by the year 2023, making the nation’s most-populous state the first to boost pay to that level for the working poor. The move marks the culmination of a deal Brown brokered with labor leaders and state Democratic leaders and puts California, home to one of the world’s biggest economies, at the forefront of U.S. states and cities that have moved to surpass the federal minimum wage, which has remained at $7.25 an hour since 2009. “This is about creating a little tiny bit of balance in a system that every day becomes more unbalanced,” Brown said before signing the legislation. At a welcome party for General Electric Monday night in the top floor of a State Street high-rise, the focus on a press conference’s stage was on both Boston’s past and its future. The company will bring new jobs, millions in revenue and help elevate the city’s status in the global innovation economy, GE CEO Jeff Immelt, Boston Mayor Marty Walsh and Gov. Charlie Baker said — a stance all three have already taken in past speeches and statements. GE announced this year it intends to leave its Connecticut facility and move to a spot along Fort Point Channel. The declaration came after the city offered a package of incentives that includes
millions in tax breaks and infrastructure improvements. Responding to questions about those enticements, Immelt said he believed GE’s presence in the city would have benefits that outweigh those costs to taxpayers — and framed those funds as an investment in GE’s promises. “I think they took a bet on the GE team,” Immelt said. “My colleagues and myself are going to be dedicated to prove them right.” Walsh also defended those incentives, saying GE’s move to a 300,000-square-foot head-

A Tufts University student died early Saturday morning in downtown Boston, WCVB reported Monday.
The student was identified as first-year student Alex Bhak. The cause of Bhak’s death remains under investigation. “His parents and friends say he loved being at Tufts, and we know his sudden passing will be deeply felt by those who knew and loved this bright and talented young man,” the university wrote in a statement.
According to The Boston Globe, the school held a gathering in his honor on Saturday evening and provided counseling for students on Sunday. Tufts held counseling and mental health services on Monday, the Globe reported. It was the second recent death of a local college student. Last month, a student was found dead at Boston University.
Hundreds of Commuter Rail conductors get free iPhones Hundreds of conductors on the MBTA’s commuter rail system will get free iPhones in a push to connect T workers with realtime data that they can use to keep passengers updated on travel issues. Keolis, the company that operates the MBTA Commuter Rail system, said the phones were part of a push to “enhance passenger experience.” More than 400 handheld devices will be issued to commuter rail conductors and assistant conductors, Keolis said. The iPhones come programmed with apps specially designed by Keolis with data on schedules, on-time performance, service disruptions and other information of importance to commuter rail passengers, the company said in a press release Monday. But the phones can’t be used to access the Internet, email or nonKeolis apps, the com-

pany emphasized. “While conductors can use the devices for calling preprogrammed emergency numbers, they cannot be used for ordinary phone calls,” the statement read. Keolis said the idea for the phones came about because passengers often knew more about travel interruptions than conductors. “For safety reasons, our on-board staff are not permitted to use their handheld devices while on duty. As a result, our
passengers, nearly all of whom carry smartphones, sometimes knew about incidents or issues before our conductors did, creating frustration for both sides,” said Ric Salvatici, chief information officer for Keolis Commuter Services. “Our goal with this initiative is to ensure our teams have the information they need to keep passengers accurately informed about what is going in a more timely manner.” MORGAN ROUSSEAU

A Woburn police officer will not serve as a marshal in the 2016 Boston Pride Parade after comments he made on Facebook recently came to light, parade organizers said Monday. The honor for Anthony Imperioso, who is listed as the president of the New England Gay Officers Action League, “has been withdrawn,” Boston Pride wrote in a statement. The move comes after many users on Twitter blasted Pride for choosing the officer for the role and shared pictures from his Facebook page of posts that include harsh words for Black Lives Matter protesters who blocked I-93 in 2015. In the statement released Monday afternoon, Boston Pride called Imperioso’s comments “offensive” and said his “marshalship has been withdrawn” following a discussion between the
organization and the police officer. “As an inclusive organization, Boston Pride does not condone any language that is intolerant of racial, ethnic or religious differences. Additionally, we reject language that promotes violence toward any individuals who are exercising their First Amendment rights,” the statement read. A petition had also called on Pride to rescind Imperioso’s status as a marshal. On his Facebook page, Imperioso called the I-93 protesters “very unpatriotic anti-American trash.” He also posted that the protesters’ addresses had been made public and encouraged his followers to “check them out.” In another post, he wrote: “Maybe we patriotic Americans should start protesting welfare offices and blocking those entrances, then these lazy illiterates will go away.” He also shared the
link to a story accusing the media of overlooking black-on-white crime and a story about a woman who confronted a Muslim leader at the Washington National Cathedral in Washington, D.C. Imperioso also “liked” comments from friends on his page, including one suggesting it “would be better if the protesters got tazed” or “used as target practice with rubber bullets.” Boston Pride in its statement also wrote that it “apologizes for the lack of vetting that occurred in the marshal nomination process this year” and said it would review that process. The organization did not say in its statement which of Imperioso’s tweets it deemed offensive. Imperioso, the Woburn Police Department and New England GOAL did not immediately respond to requests for comment.

Clinton, Sanders promise to include Latinos in cabinet Latinos and African-Americans have emerged as key voting blocs in the Democratic race for the White House nomination so far, and are likely to play a large role in New York and California. Democratic presidential hopefuls Hillary Clinton and Bernie Sanders vowed to nominate Latinos into key cabinet posts in their administrations if elected, according to their answers to a questionnaire organized by the nation’s largest Latino coalition. The 20-question sur-
vey was submitted by the National Hispanic Leadership Agenda to all U.S. presidential candidates on Feb. 25, but received responses only from the two Democratic contenders and none from the Republicans, according to the results reviewed by Reuters. “From special assistants to cabinet members, Latinos will play a key role in helping to shape my policy priorities and be effectively represented in our agencies,” former Secretary of State and Democratic front-runner Clinton wrote. Trump hunts for votes in Wisconsin Donald Trump tried to put a difficult week behind him and rally his supporters on Monday ahead of a crucial Republican presidential contest in Wisconsin, where he faced the unfamiliar position of underdog. Polls show the Republican front-runner trails Sen. Ted Cruz of Texas in the Midwestern state, where a loss on Tuesday could dent the Trump’s aura of inevitability and make it harder for him to win the 1,237 delegates needed for the party’s nomination for the Nov. 8 election. But Trump told voters at a morning rally in La Crosse, Wisconsin, they could propel him toward the nomination by delivering a surprise victory for him over Cruz. “If we do well here,

Officials: US behind World figures deny strike that killed Nusra Front leader any wrongdoing as ‘Panama Papers’ reveal offshore wealth Panamanian law firm set up more than 240,000 companies for clients around the globe to stash cash tax free, claims victimhood in document leak. Governments across the world began investigating possible financial wrongdoing by the rich and powerful on Monday after a leak of four decades of documents from a Panamanian law firm that specialized in setting up offshore companies. While holding money in offshore companies is not illegal, journalists who received the leaked documents said they could provide evidence of wealth hidden for tax evasion, money laundering, sanctions busting, drug deals or other crimes. The law firm, Mossack Fonseca, which says it has set up more than 240,000 offshore companies for clients around the globe, denied any wrongdoing and called itself the victim of a campaign against privacy. The Kremlin said the documents contained “nothing concrete and nothing new” while a
spokesman for British Prime Minister David Cameron said his late father’s reported links to an offshore company were a “private matter.” Financial prosecutors in France announced the opening of a preliminary investigation for aggravated tax fraud. Germany would also “pick up the ball” in the case, a Finance Ministry spokesman said on Monday. Financial market watchdog Bafin is looking into the matter, said a source close to the regulator, which reports to the ministry. Australia, Austria, Sweden and the Netherlands were among other countries which said they had begun investigating the allegations based on more than 11.5 million documents. Banks came under the spotlight over allegations that they helped clients hide their wealth offshore. A White House spokesman said that while he had no specific comment on the leaked papers, “greater transparency allows us to root out corruption.” The documents, covering a period from 1977 until last December, were leaked to more than 100 news organizations

The United States has carried out an airstrike in Syria that killed a prominent leader of al Qaeda offshoot Nusra Front, Abu Firas al-Suri, officials told Reuters on Monday. Islamist rebel sources said Abu Firas, who was a former Syrian army officer discharged in the late 1970s because of his Islamist leanings, was a founding member of the militant group and had fought in Afghanistan in the 1980s. He was a senior member of Nusra Front’s policy-making Shura Council. A Pentagon spokesman said an airstrike on Sunday hit a meeting of high-level al Qaeda officials in northwest Syria at which Abu Firas was present. The spokesman, Peter Cook, said the United States was still confirming whether Abu Firas had been killed. The United States has targeted Nusra Front in the past, although the bulk of the U.S. military’s firepower in Syria has been directed at Islamic State, which occupies parts of Syria and Iraq. Abu Firas was a fervent opponent of Islamic State’s style and was

ideologically at odds with the militant group. The Syrian Observatory for Human Rights, which tracks violence in the country, had said he was killed in a suspected Syrian or Russian air raid on a village northwest of the city of Idlib in northwestern Syria on Sunday. But rebel sources said the attack appeared to have the hallmarks of a U.S. drone strike. The U.S. officials, who spoke on condition of anonymity, declined to offer details on the strike itself, including whether it was carried out by manned or unmanned aircraft. They also did not say whether the Nusra Front leader was specifically targeted. From Madaya, near Damascus, Abu Firas worked with al Qaeda leader Osama bin Laden in galvanizing support among Pakistani supporters of the fundamentalist Taliban movement in Afghanistan several decades ago, the rebel sources said. “May God accept him as a martyr, he was a commanding figure. A documentary on the subject, “Vaxxed: From Cover Up to Catastrophe” was blocked from screening at this month’s Tribeca Film Festival by co-founder Robert De Niro after he reviewed the movie with scientific professionals, according to The New York Times. Wakefield’s findings were retracted in 2010, but many parents are still confused about the need for vaccinations. And even if you are completely on board with getting your child vaccinated, chances are you still have questions. We talked to Dr. Paul Offit, director of the Vaccine Education Center at the Children’s Hospital of Philadelphia, professor of pediatrics at the University of Pennsylvania and author of six books addressing the topic. Are all the vaccines equally important? There’s still measles and mumps in the U.S. But what about something
like polio that we haven’t had in the U.S. since the 1970s? People with polio virus are still coming from other countries, and only one out of 200 people with polio actually has symptoms. Most people asymptomatically shed the virus. Another reason is because you might travel to a country where polio is still occurring. Have you seen any diseases come back because of the antivaccination movement? Yes! We eliminated measles from the U.S. in 2000. But in 2014, we had about 680 cases of measles. Last year, there were about 190 cases. If we continue this trend, more could come back, such as rubella, a virus similar to Zika. How important is it to stick to the recommended timetable for infant immunization? It’s a burdensome schedule. But it’s a well-tested
schedule. To make up your own schedule is to wander into a world where you don’t know if the [results] will work the same. What do you tell parents who are skeptical about vaccinating? People assume if you do nothing, that it is a risk-free choice. It’s not. In the case of not vaccinating, it’s a choice to take a different and more serious risk. It’s OK to be skeptical, but if there is data answering your concerns, you should believe it. I work at a place where not a year goes by where we don’t see a child die from a vaccinepreventable disease, invariably because the parents choose not to vaccinate. It’s burdensome to get all the shots, but if you want to understand why it’s important, just spend some time with parent advocacy groups. They all tell the same story: “I can’t believe this happened to me.”

win a championship in the NBA is to get multiple superstars on your roster. Isaiah Thomas has emerged as the Celtics’ superstar this season. But the current situation with the Celtics dictates that Thomas be “the guy.” When Ainge brings in the big guns (and he will bring in some big guns soon — either via trade or free agency), Thomas will either be the third option on this team (at best) or he won’t be here at all.
We’ve already seen Ainge do this. People genuinely liked those early 2000s teams with Antoine Walker and Paul Pierce. They had heart. They had soul. Walker even banked in a buzzer-beating 3-pointer to beat the reigning NBA champs one late night out West during the height of the Kobe-Shaq Lakers. That group ultimately got to the Eastern Conference Finals in a watered-down East. It was a fun
ride, but in no way were those Celtics close to a title — if you’re being real. Ainge blew that fun group up in 2003. He blew it up again a few years later in order to land Kevin Garnett and Ray Allen. Something big is coming with the Celtics in terms of a transaction. We’re just not sure what it’s going to look like yet. Yes, there will be more than a few holdovers from this fun
group when the Celtics are legit title contenders again. We just don’t know who will be here and who won’t be here yet. So be a realist. Enjoy the Celtics’ 2016 playoff run (they clinched Sunday night with a win over the Lakers), but really — don’t get too attached. You’re about to graduate to the big time soon. Keep that in mind.

David Price’s muchanticipated Red Sox debut was bumped 21 hours due to inclement weather in Cleveland and the tantalizing lefty will now kick off the Red Sox’s 2016 season Tuesday (1 p.m., NESN) against the Indians. Price actually wanted to pitch in the snow on Monday, tweeting out, “snowing right now ‌ I want my revenge pitching in the snow!! I need it.â€? Price was alluding to a rocky outing against the Yankees, while he was a member of the Tigers, on April 22, 2015. He gave up eight earned runs on 10 hits in just 2.1 innings in the snow that day in Detroit. That said, Price has been historically strong at the beginning of the season. In his first outing of 2015, he blanked
the Twins and worked into the ninth inning — allowing just five hits on 101 pitches. Two years ago in his first appearance of the season he worked 7.1 innings against the Blue Jays — allowing two earned runs on six hits. Price isn’t afraid to throw over 100 pitches in a game even early in the year. Last season in April and May he reached the 100-pitch plateau in 10-of-11 starts. Tuesday’s game likely won’t feature any snow, but it will be cold (high of 34, according to Weather.com). “I think it’s the cold and the wind and just that wind chill,� Price told ESPN on Monday. “It feels like 17 out there, and that’s how people get hurt. That’s how guys can hurt hamstrings. I was out there for five or six minutes playing catch and my ring finger and my middle finger on my left hand — they’re still numb now.
