The Supreme Court will hear a case on Monday that tests the boundaries of presidential powers, confronting the question of whether President Barack Obama exceeded his authority with unilateral action to spare millions of people in the country illegally from deportation. The case, one of the most consequential of the court’s current term that ends in June, pits Obama against 26 states led by Texas that filed suit to block his 2014 immigration plan. The high court is evenly divided with four liberal justices and four conservatives following the February death of conservative Antonin Scalia. That raises the possibility of a 4-4 split that would leave in place a 2015 lower-court ruling that threw out the president’s executive action that bypassed the Republican-led Congress. REUTERS

British police have bailed one of five people arrested last week on suspicion of preparing acts of terrorism, West Midlands Police in central England said on Sunday. British police arrested five people last week as part of an investigation which a security source said was linked to the attacks in Paris and Brussels. Four were arrested in Birmingham, central England, and one at London’s Gatwick Airport. West Midlands Police said in a statement that four people, three men and one woman, were still being questioned after securing warrants of further detention, while a 59-year-old man had been bailed “with strict conditions”. Chinese Finance Minister Lou Jiwei criticized Republican presidential front-runner Donald Trump, calling him “an irrational type” due to the candidate’s proposal that tariffs on imported Chinese goods be increased to up to 45 percent. In an interview with the Wall Street Journal published on Sunday, Lou said, “Trump is an irrational type. If he were to do this, that would be in violation of the rules set by the World Trade Organization.” Lou said that if the United States put Trump’s proposal into effect, it “would not be entitled to its position as the world’s major power. The U.S. needs to recognize that the U.S. and China are mutually dependent on each other. Our economic cycles are intertwined.” REUTERS

Jeff Price, Samaritans running Boston Marathon to raise money for military suicide prevention The military has seen a rise in suicide rates in recent years. MATTHEW BURKE @burke_metro

Jeff Price isn’t one to come out and tell you how tough he is. Get into a conversation with him and he might eventually mention that he wrestled collegiately at the highest level, in the Big 10 conference at Purdue. He lacks a booming voice, and having wrestled at the 125-pound weight class for the Boilermakers, he’s not exactly intimidating in stature. Make no mistake, though. The guy knows tough. Price volunteers a great deal of his personal time, week-in and weekout, to talk with suicidal members of the military on a statewide helpline. The military has seen a great rise in suicide rates in the past several years and it is has become fact that veterans take their lives at a more frequent rate than that of the gen-
eral population. “It’s certainly a major issue,” Price said. “All of the armed services, from the top level on down, have put a lot of attention toward it but I’m still not sure the general public is aware [of how big of an issue it is]. Yeah, there’s a general idea out there that many folks coming back from overseas that are experiencing lasting trauma and have mental health burdens, but we really want to get the word out even more.” Price, the program manager for the joint precision airdrop system at Hanscom Air Force Base, will run Monday’s Boston Marathon as a part of the Samaritans Marathon Team. It will be Price’s first time running a length of this distance (26.2 miles). In fact, the first time he ran a dis-
tance anywhere close to that was three weekends ago at 21 miles. “I’ve been told that running these distances is all about mental toughness,” Price said. “I did 21 miles in three-and-a-half hours, about a 10 minute mile. Those last few miles were really, really tough but talking to folks about running this race, they’ll tell you that your adrenaline on the day of the race with the crowds cheering you on is what gets you through those last few miles.” Price will not only have the full support of the hundreds of thousands of fans lined from Hopkinton to downtown Boston, he’ll also be running alongside 13 familiar faces as a member of the Samaritan Marathon Team. Volunteering has long been a practice of
Price. “I had been a volunteer firefighter, and when I moved here (from Ohio), I was looking for volunteer opportunities and that’s when I found Samaritans,” Price said of the work that’s changed his outlook on many things in life. “Once you speak with people in crisis and get to know their history, this matter becomes a little more dear. “Every year far too many people from all walks of life choose to take their own life. People of all ages, socioeconomic backgrounds, and ethnicities; professing all religions and creeds; from the young professional seeming to have everything going for them to the most disadvantaged and destitute; too many have felt they had no choice other than suicide.”

Here is a great weather fact for you: Did you know that there are 34 locations in the Rockies and High Plains where April is the snowiest month of the season? I would simply call the storm Chuck. This drove my news director insane and he eventually put an end to naming winter storms. I won that small battle, but eventu-
ally he got even and fired me some 12 years later, winning the war. Note to future TV meteorologists: Make sure to keep your friends in this business close, and your enemies even closer. Athletes were lacing up their running shoes and scarfing down pasta this weekend as they prepared for the 120th Boston Marathon on Monday. More than more than 30,000 hailing from nearly 100 countries will be jogging the 26.2 miles from Hopkinton to Boylston Street this Patriots’ Day, by the Boston Athletic Association’s count. The BAA also esti-
mates the race will bring $188.8 million in spending to Greater Boston. The first participants are scheduled to leave the starting line at 8:50 a.m., beginning with mobilityimpaired entrants. Officials are again asking spectators to take public transportation to get to their spot along the race route this year, and the T is bracing for thousands of additional riders. Trains and buses will be running at rushhour capacity before and after the race, according to the T’s website. Copley Station will be closed all day, and three stops on the Green Line will be closed 10 a.m. to 6 p.m.: South Street,
Kent Street and St. Mary’s Street. Silver Line buses on the SL5 line won’t travel past Avenue De Lafayette toward Boylston Street. Bikes are off limits on T vehicles all day. Officials have said security will remain tight along the race route. The list of items to leave home includes bags which aren’t seethrough, coolers, props and other bulky items. There has been no credible threat made against the race, officials said earlier this month. The National Weather Service was forecasting sunny and mild conditions for race day, with highs in the mid-60s.

For many early career musicians heading out on the road as part of their quest to gain acclaim and find audiences, touring can be a drag. Tales abound of breaking down in Ford Windstars on the side of the highway, sleeping on couches, gigging in sweaty basements and empty clubs, going days at a time without a hot shower. Not so for a select group of performers from Berklee. Next summer, as part of a new program at the
Berklee professor Jeff Dorenfeld is launching a new program that pairs music business students with young musicians and sends them out on the road. DEREK KOUYOUMJIAN
Boston music school, a half-dozen bands will be road-bound in rented 12bed tour buses and taking the stage at some of the world’s biggest festivals. Call it music industry education by way of rock ’n’ roll fantasy camp. “Everyone is saying this isn’t reality. Well, it is for us,” said Jeff Dorenfeld, Berklee professor
and head of the school’s brand-new Popular Music Institute. “I’m trying to create something that they can realize they could aspire to.” This week, Dorenfeld plans to select 18 students aspiring to careers on the business side of music. In groups of three, they’ll spend the next semester picking six bands with
Berklee ties to work with, then boosting the artists’ online presence, writing biographies, shooting promotional photos and recording songs. Then, they’ll plan out the tour for the summer of 2017. Each artist will be granted a coveted slot at one of six music festivals, among them Lollapalooza in Chicago, Elec-
tric Daisy Carnival in New York and the Osheaga Festival in Montreal. “Everyone wants to perform at these festivals now,” Dorenfeld said. “These are the places where artists break and get seen and it’s a major, major competition for agents.” On their way to those megaconcerts, the musicians will play smaller shows booked along the tour route by their student managers and also lead music seminars for youth through the Berklee City Music Network, he said. The journeys, two weeks or so per tour, will be captured on cameras and turned into a series of minidocumentaries. There will, of course, be portions of the music festival experience left out of the Berklee-sponsored cross-country treks. “This is still a classroom, even if it’s in a bus,”
Dorenfeld said. “We’re not going to be, quoteunquote, what you read about at Electric Daisy.” The idea for the rock star-simulation program came after years of working with the crush of young talent to come out of Berklee, Dorenfeld said. He won’t take credit for their success, but he’s been a behind-the-scenes booster of promising undergrads for years, helping them book slots at venues and escorting them to festivals while advising the on-campus label Heavy Rotation Records. Mentees of his who have found fame include St. Vincent’s Annie Clark and synthpop icons Passion Pit. “Jeff has had an eye for talent and finding ways to support them,” said Larry Simpson, Berklee’s senior vice president for academic affairs. “The idea of the Popular Music Institute is a way to do this on a much larger scale.”

A senior adviser to Republican presidential candidate Ted Cruz on Sunday accused rival Donald Trump’s campaign of taking a “banana republic approach” by complaining that party rules for selecting a nominee are rigged against him. Former Virginia Attorney General Ken Cuccinelli, the Texas senator’s delegate operations manager, said on ABC’s “This Week” that the Trump campaign is challenging the delegate selection process “because they’re getting beat on the ground.” Cuccinelli and Trump’s campaign manager, Corey Lewandowski, as well as the third Republican candidate, Ohio Gov. John Kasich, traded punches over the delegate selection process on Sunday news shows. Trump remains the front-runner in the race to be the Republican Party’s candidate in November’s general election. But it remains unclear whether the billionaire businessman will arrive at the party’s July 18-21 convention in Cleveland with the 1,237-delegate majority needed to clinch the

nomination on the first ballot. The next big face-off is New York state’s primary on Tuesday, with 95 delegates at stake. Opinion polls show Trump, a New Yorker, well ahead of his rivals, with Kasich and Cruz trailing behind. The latest CBS News poll, released on Sunday, show Trump supported by 49 percent of those surveyed, followed by 31 percent for Cruz and 16 percent for Kasich. Trump has become increasingly agitated as the Cruz campaign outmaneuvers him in the complex art of securing delegates that are not
simply allocated by a popular vote. At a news conference in New York City’s Staten Island borough on Sunday, he repeated his assertion that the system was “crooked.” “You’re basically buying these people,” he said, referring to convention delegates. “I could put them in the best planes and bring them to the best places in the world,” he added. But he said he was not interested in wooing delegates that way, describing it as undemocratic. The party rules for picking delegates vary by state.
Cuccinelli said Cruz has been “winning elections. And when we win, Trump whines.” “This is a banana republic approach from the Trump team,” he said. “... They have a media campaign. But Ted Cruz has built a grassroots campaign.” On “Fox News Sunday,” Trump’s Lewandowski pointed to Florida, where the candidate won the primary in a landslide. But Trump can count on the support of only 69 of the state’s 99 delegates because the state Republican Party chairman is allowed to appoint 30. “Ted Cruz does well in places where party bosses get to set those rules and people don’t get to go and vote,” Lewandowski said. Another senior Trump adviser, delegate selection specialist Paul Manafort, told ABC the campaign will protest results in Missouri and Colorado. Earthquake kills 238 in Ecuador The 7.8 magnitude quake struck off the Pacific coast and was felt around the Andean nation of 16 million people, causing panic as far away as the highland capital Quito and collapsing buildings and roads in a swath of western towns. The death toll from Ecuador’s biggest earthquake in decades soared to at least 238 on Sunday as rescuers using tractors and bare hands hunted desperately for survivors in shattered coastal towns. President Rafael Correa rushed home from a trip to Italy to supervise the emergency. “The immediate priority is to rescue

people in the rubble,” he said. “Everything can be rebuilt, but lives cannot be recovered, and that’s what hurts the most.” Visiting the quake zone, Vice President Jorge Glas said 238 had died and more than 1,500 people were injured. Coastal areas nearest the epicenter were worst
affected, especially Pedernales, a rustic tourist spot with beaches and palm trees, which appeared largely flattened. “There are people trapped in various places, and we are starting rescue operations,” Glas said. Authorities said there were 163 aftershocks, mainly in the Pedernales

The quake has piled pain on the economy of OPEC’s smallest member, already reeling from low oil prices, with economic growth this year projected at near-zero. It has also propelled Glas — a possible candidate in Ecuador’s February 2017 presidential election — into the limelight. One photo on social media purporting to be the entrance to Pedernales showed a torn-up road with a crushed car in the middle and people standing behind. Meet Neel Sethi, star of ‘The Jungle Book’ The 10-year-old kid suddenly found himself shooting a big movie and hanging with Bill Murray. MATT PRIGGE @mattprigge

Neel Sethi likes watching “Friends.” He’s 10 years old. As someone who watched “The Newlywed Game” when he was 5 and had zero idea that “Three’s Company,” one of his most-watched shows, was lousy with risque jokes, I don’t find this too weird. Neel feels the same way. Is it over his head? “A little bit,” Neel replies. “But it’s still really funny.” One would assume director Jon Favreau’s new, effects-heavy film “Jungle Book” would be more his speed. Truth is, he didn’t even see the 1967 Disney film until he was offered a role in the super-size new version. Neel takes on the
storied role of Mowgli, the orphan boy hero of Rudyard Kipling’s stories and the many films made from them, whose only companions are talking animals. Neel mostly acted with people in motion-capture suits, interacting with a “SimulCam” that showed early but vivid versions of the animals. Technology made it a little easier to suspend belief. “It would show a bear or another animal instead of a person,” Neel recalls. “It looked like I was talking to a normal bear.” Later on, he did get to meet some of the famous people he was acting with, including the star who plays his bear friend Baloo.

“I went to Martha’s Vineyard and played football with Bill Murray,” he says. “We just played football and ate lobster rolls.” Neel’s involvement in the film came suddenly. He lives in New York with his parents,
and a dance teacher told him he should try for it. He was on a nine-month shoot just two weeks after flying to Los Angeles to audition for the role. “I’d never really thought about acting before,” Neel says. “Everyone just told me it would be cool to be famous.” He’s very athletic, which is perfect for Mowgli, who’s prone to run about the
Indian jungle, scampering through trees and vines. “I was training in parkour every Saturday during filming. Then they realized I didn’t need it,” Neel says. “But it still taught me how to land safely and movie-run.” Neel likes all sports, and on his six or seven trips to India, where he has family, he’s even picked up cricket. He swears it’s
not as hard to figure out as some Americans (e.g., this one) think. “It’s less complicated than baseball,” Neel says. “If they hit the thing behind you, you’re out. If you hit the ball farther than the opponent, you get points.” As for Mowgli, he luckily found an affinity with the character he was stuck with for so long. “We’re pretty similar,” Neel says. “We’re both very stubborn, both very adventurous, and I guess you could say, both very energetic.” Since wrapping, Neel has been in talks for other projects, which — this being Hollywood — he can’t talk about. He does want to continue as an actor, but that’s not his only goal. “I also want to be a dentist, just like my parents,” Neel says. “That’s what I originally wanted to do. But now I want to do two things. Maybe three — like sports.”

Which is harder: Running 26.2 miles or finding a seat on Marathon Monday in a decent bar on Boylston Street? It’s no easy feat to make it through the lines at Boston’s most popular bars and restaurants April 18, and with private parties galore you might find yourself giving up and going home. But don’t miss out on the fun — here’s our guide to grabbing a bite on our favorite day of the year.
Up close and personal Want a seat directly on the course? They’re tough to come by, but it’s possible. Audubon (838 Beacon St.) is tucked onto Beacon Street right before the turn into Kenmore, while Island Creek Oyster Bar (500 Comm Ave.) is right in the thick of the Square. Hungry race-goers can enjoy a local seafood-heavy menu, alongside seasonal cocktails and extensive wine and beer lists. Bar Boulud (776 Boylston St.) is by far the classiest option with the best view of the finish line, but don’t get your hopes up for a seat on the
patio, because it’ll be closed.
Far out If you’d rather hang farther out on the course, Brookline has plenty of awesome options. Stoked Pizza (1632 Beacon St.) will have its brick-and-mortar location officially open for the big day, while classic mainstays like Washington Square Tavern (714 Washington St.) and Cityside Bar & Grill (1960 Beacon St.) will be packed with thirsty revelers.
Just off the course If you don’t care about seeing the runners in action, but still want to hang in the midst of everything, there’s tons of spots to choose from. Right by the marathon’s turn from Hereford to Boylston is Dillon’s (955 Boylston St.) which opens at 8 a.m. on Marathon day. There’s a great patio for lounging, but do prepare to pay a cover charge. Sister spots Clery’s (113 Dartmouth St.) and Brownstone (111 Dartmouth St.) are also nearby. Precinct Kitchen + Bar (154 Berkeley St.) at the Loews Boston Hotel on Stuart Street is also just a stone’s throw from the course, and will be having a party from 12 p.m.-8 p.m. sponsored by Sam Adams. Want to be sure you’re engaging in safe, consensual sex? There’s an app for that. Really. Yes to Sex, which launched April 8, isn’t your typical sex conversation starter. The app allows potential partners to call a timeout before doing the deed to review consent facts, share any STD information, agree on protection (yes or no) before verbalizing and recording individual consent decisions on the app. App founder Wendy Mandell-Geller, a mom of three college-age students, is billing the app as “sex ed in your pocket.” And like the giggle-inducing condom-on-a-banana
shtick, we’re guessing that it’s awkward and only somewhat effective. Here’s how it works: Partners can identify their sexual mood by choosing from words like “delicious,” “horny” and “sorry, not interested.” Then they can record a verbal statement of consent, including a safe word. If it’s a match, then they’re free to do the deed. Mandell-Geller says she
created the app to “empower teens and young adults to initiate conversations with their partner(s) about consent and the use of protection in a modern, approachable manner that fits into their lifestyles.” Geller points out 25 percent of female students and 6 percent to 8 percent of male students are sexually assaulted each year on campuses. There’s murkiness around what consent means, and w it’s a major issue. But will recording consent help or complicate matters? There’s probably an entire Foucauldian essay on communication and language that could written about the app, but we’ll spare you. Simply consider that other consent apps like Good2Go have been roundly criticized. Even a “yes” prior to getting down doesn’t invalidate a “no” at any point further down the line — even with a safe word. Yes means yes, but also, no means no.

Not long ago, saying you rented a co-working space might garner a raised eyebrow or two. Why would anyone want to return to an office when they could work from home? But the rapid rise of telecommuters and contract jobs has proved otherwise: Independent workers still crave the structure of an office. As co-working evolves, watch for these three new trends.
Far-reaching coworking networks Co-working spaces have a reputation for catering to slick startups based in hipster-heavy urban centers. But the fact of the matter is, co-working spaces attract a wide range of people, including part-time consultants and corporate types who spent decades as cubicle dwellers. And while you’re still more likely to find co-working spaces in major cities, plenty of suburban workers want the same benefits of a dedicated workspace without the city commutes, says Miriam Christof of Bostonbased Workbar. Hence the rise of coworking networks like Workbar’s that ascribe to the “hub-and-spokes� model. Workbar offers large dynamic co-working spaces, or “hubs,� in
Boston, Cambridge and Union, as well as smaller “spokesâ€? outside Boston, often tied to partnerships with universities or businesses. For instance, a new Workbar partnership with Staples gives workers in surburbia access to a local workspace (and a copy center).Â
Luxury co-working Similar to some Silicon Valley tech companies that offer all sorts of on-site amenities, posh co-working spaces are branding themselves not just as places to park a laptop, but as “lifestyle� spaces. At co-working behemoth WeWork, exercise and yoga classes, massages and wellness sessions, plus personal services like monthly on-site haircuts bring the outside in to busy professionals. Purified water, craft coffee, discounts on Citibikes, Zipcars and even cracked iPhone screen repair make this the all-inclusive-resort of co-working spaces. If this is too much to process, there’s a meditation room in some WeWork locations. With desks starting at $500/month, members might need a moment of Zen. Along those lines, Brooklyn’s Industrious offers members high-end chocolate from Mast Bros., chips from McClures, bagels from Bergen Bagel, beer from Six Point Brewery and pastries from the tony
Colson Patisserie. If gourmet treats don’t satisfy your craving for luxury, try the space’s relaxation room or third-floor speakeasy and terrace. Oh, and there are also kegerators.Â
Work-wellness spaces Setting boundaries between work and life is difficult, especially when you’re your own boss. No wonder so many coworking spaces are offering community-building and support networks. Bat Haus in Brooklyn’s hipster Bushwick neighborhood, for instance, takes the chillax ethos to a new level with happy hours and weekly drink’n’draw events featuring a nude model. It also sponsors gatherings from nonprofit organizations, such as a meeting on human-trafficking awareness and activistoriented film screenings (it recently showed a documentary about foster families and children). Bat Haus also hosts weddings, baby showers and seasonal flea markets on the weekend (another new trend, perhaps?) Nearly all the spaces we looked at incorporate some element of wellness, but one of our favorites (and least expected) has a payment option to give you peace of mind. For those on a budget, Bat Haus offers a membership discount in exchange for working a front-desk shift for half day each week.Â

On Patriots’ Day, Massachusetts commemorates the anniversary of the Battles of Lexington and Concord, two extremely important battles in our nation’s history. But Patriots’ Day doubles as another important day in New England: Marathon Monday. Yes, the 120th running of the Boston Marathon is here, which means a lot of people’s minds go from muskets to sneakers as they head to the marathon route to either run the grueling 26.2-mile race, or cheer on the ones who do. It is, after all, New England’s most popular event for spectators. Let’s take a look at some of the top spots to watch the race on Monday.

Did the Red Sox mismanage Blake Swihart? With Christian Vazquez being added to the active 25-man roster Friday and Swihart being sent down to Triple-A Pawtucket, it was then announced that Swihart will begin to add left field to his skill set because the Red Sox would like to have both Swihart and Vazquez as part of their future and they both can’t catch every day. This on the surface makes sense, but looking further into it, it really doesn’t. Swihart was never a
full-time catcher until he was drafted by the Red Sox in the first round of the 2011 draft out of high school in New Mexico. He’s worked extensively on his craft behind the plate and has improved each and every year. Now, even though he’s still learning as a catcher, the Red Sox want him to take time away from that and spend time learning a brand-new position in left field in Pawtucket. Left field is already crowded with Brock Holt and Chris Young at the big league level and then Rusney Castillo in TripleA. President of baseball operations Dave Dombrowski was asked about this Friday, but he didn’t really give a real answer. “Well, I’ve learned throughout the years you never have enough good players,” Dombrowski said. “So, I hope that Blake tears the cover off the ball and Rusney does the same

It was Ben Cherington making the decisions, who is someone noted to hang on to prospects. Dombrowski on the other hand is not, so it would have been interesting to see what would have happened if it was Dombrowski making the call and not Cherington. Regardless, it seems the Red Sox miscalculated things with Swihart and now are forced to scramble with adding another position to his name.
