A federal judge on Tuesday finalized a ruling that an Ohio man accused of plotting to attack the U.S. Capitol with guns and bombs was competent to stand trial. U.S. District Judge Sandra Beckwith in Cincinnati preliminarily ruled on Monday that Christopher Cornell, 22, was competent and she finalized that decision in a filing. Cornell, of Green Township, Ohio, near Cincinnati, was arrested in January 2015 and accused of plotting an attack using pipe bombs and bullets. He pleaded not guilty to charges of attempting to provide material support to the Islamic State militant group, attempted murder of government officials, possession of a firearm to commit a crime and solicitation to commit a violent crime. A Missouri man has pleaded guilty to making threats on social media against black people after the University of Missouri president resigned during protests over his handling of reported racial abuse, officials said on Tuesday. Hunter Park, 20, pleaded guilty in the Boone County courthouse in Columbia, Missouri, on Monday to making a terrorist threat in November and will be sentenced on June 16, Boone County assistant prosecuting attorney Brouck Jacobs said. Jacobs said he has recommended three years of prison for Park, who is from the St. Louis suburb of Lake St. Louis, Missouri. Park remains free on bond pending the sentencing.

CLINTON AIDES TRAVELING TO PUERTO RICO FOR ZIKA MEETINGS

Hillary Clinton is dispatching two top aides to Puerto Rico this weekend for a fact-finding trip to learn more about the Zika virus, her campaign said. Clinton aides Amanda Renteria and Ann O’Leary will meet with officials on the island territory, which has become a breeding ground for the virus in the United States. In Puerto Rico, there are some 400 confirmed cases of Zika, which is spread by mosquitoes and through sexual contact, and public health experts predict that eventually as many as 80 percent of the island’s 3.5 million residents could become infected. Clinton said in a statement provided by her campaign to Reuters that more must be done to combat the spread of Zika in Puerto Rico, which has an abundant mosquito population and also a decadeslong recession that has made curbing that population difficult. The 20th of April — it’s a hazy holiday that marijuana enthusiasts have been celebrating for decades. The date is in recognition of the number 420, which for reasons not entirely clear has been a symbol for stoners the world over. Its origin story, according to legend and numerous investigations, is that there was a crew of teenagers from California in the 1970s who used to meet to toke up at 4:20 p.m. outside their high school. It caught on. The number “420” became a slogan that’s made its way onto T-shirts, Tinder profiles and rebellious screen names for what seems like forever. For this year’s unofficial high holiday, it’s not hard to find celebrations of all kinds in Boston. There’s a 420 Comedy Show at the Limelight

Comedy Club, parties sponsored by stoner culture-inspired clothing companies, and a Harvard-affiliated discussion on the latest in marijuana science at the Aeronaut Brewery in Somerville as part of the Cambridge Science Festival. But now that Massachusetts seems closer than ever to making afternoon smoke sessions fully legal — voters will decide on whether to green-light recreational use of the drug in November — there is one group conspicuously not taking part in the revelry: the Campaign to Regulate Marijuana Like Alcohol. “We just don’t have anything planned for 4/20,” Jim Borghesani, spokesman for the group, which is leading the legalization ballot campaign in Massachusetts, said in a Tuesday interview. “We have plenty

of things planned as the campaign is moving forward, just nothing for [Wednesday].” Borghesani said the campaign isn’t focusing on rallying the base of marijuana users or mobilizing the activists who’ve been calling for full legalization in the state for decades — or, for example, celebrating the stoner community’s big day with them. A rival, more libertarian legalization campaign called Bay State Repeal, which is now defunct, had gained some early support from pot activists. He said, though, that many who rallied for legal pot in the past are supporting CRMLA’s efforts and will continue to do so. Among CRMLA’s chief arguments is that if alcohol is legal, and can be sold and taxed with government oversight,

marijuana should be legal, too. “That’s sort of the messaging that has been within certain advocacy groups for decades. It’s something that we hope to broadcast to a much larger population so they can take an intelligent look at prohibition and how it has failed,” Borghesani said. After all, it’s the average voter the campaign has to reach, he said, not the comparatively small group of passionate pot users, who are — mostly — on board anyway. “If we just have their votes, it wouldn’t be enough in Massachusetts, and even they know that.” Recent polling suggested CRMLA’s message is resonating with a majority in the state, but an opposition campaign helmed by Mayor Marty Walsh, Gov. Charlie Baker and other top politicians is in the early stages. The group, the Campaign for a Safe and Healthy Massachusetts, is sounding alarms about the impact of legalization, particularly the risk of exposing more children to the drug.

Ben Cohen and Jerry Greenfield, co-founders of Ben & Jerry’s ice cream, were arrested Monday after police busted a large demonstration on Capitol Hill. Approximately 300 people were arrested as police in Washington, D.C., stopped a protest by a group called Democracy Awakening, USA Today reported. The Vermont ice cream entrepreneurs, Cohen and Greenfield,

were among that group. “The history of our country is that nothing happens until people start putting their bodies on the line and risk getting arrested,â€? Cohen said on the company’s website. The protests were for campaign finance reform and voting rights, the Boston Globe reported, adding that actress Rosario Dawson was also arrested in a similar protest on Friday. U.S. Capitol Police told USA Today that those arrested were charged with crowding, obstructing and unlawful demonstration activity. Those arrested were processed on the scene, according to USA Today, which added that police said 1,200 people have been arrested in the ongoing protests since April 11.

MBTA MBTA seeks penalties against Amtrak for rail disruptions After a weekend plagued by delayed and canceled commuter trains due to Amtrak signal maintenance, the MBTA is moving to have ďŹ nes placed on the national rail service for future delays. Transportation Secretary Stephanie Pollack said on Monday that the state’s Transportation Department and the MBTA will move to ďŹ ne Amtrak for disruptions after an Amtrak signal near South Station led to the delay or cancellation of 40 MBTA trains on Sunday, the Boston Globe reported. “If they continue to act in ways that make it impossible for us to run our commuter rail system, why shouldn’t they owe us some form of penalty?â€? Pollack was quoted by the Globe. Chelsea Kopta, an Amtrak spokesperson, said that the MBTA’s pursuit of ďŹ nes against Amtrak was “unfortunate,â€? the Associated Press reported. The two transit providers have been at odds recently in a

dispute over the costs of maintaining and using Amtrak-owned signals, the Globe stated, adding that Amtrak’s updating of signal software has been blamed by the MBTA for service disruptions, including the rerouting of thousands of commuters from South Station two months ago. “What is clear from this incident, as well the prior one, is that we need provisions in the contract that ensure the MBTA and its riders will get advance notice [about possible Amtrak disruptions],â€? Pollack said to the Globe. “The MBTA is working hard to improve their performance and providing reliable on-time service to riders, and we can’t have the Amtrak interfering.â€? The MBTA is currently renegotiating its Amtrak agreement concerning the use of its heavily traďŹƒcked routes between Boston and Rhode Island, according to the Associated Press, which added that authorities are seeking to add language to that agreement that would open up the possibility of future ďŹ nes. JASON NUCKOLLS

That’s what developers Boston Properties, which plans to build a residential, retail and office project in a plot of land straddling the Back Bay and South End, hope to convince the Boston Redevelopment Authority to approve. first reported this week, Boston Properties, which aims to build a so-called “Back Bay/South End Gateway” at Back Bay station has asked the BRA to consider whether the project would qualify for what could be millions in tax relief. Nick Martin, communications director for the BRA, said in an email that the process for deciding whether an area is “blighted” is complicated.

“The important thing to keep in mind with respect to blight is that a development site might meet the legal definition of blight (i.e., a high water table) when the surrounding area might not otherwise seem ‘blighted’ in the traditional sense of the word,” he said. “Blight findings are very specific to the development conditions at a given site. In other words, it’s quite possible to identify blight

related to a development site in an area that is otherwise thriving.” Here’s the definition of “blight,” according to the BRA’s website: A designation given to certain development projects within Massachusetts that serve a public purpose or generate economic advancement in areas that are blighted and minimally marketable for private investment. This designation forms a special partnership between the state, the BRA and the developer that results in a streamlined regulatory process and a negotiated alternative tax payment in lieu of real and personal property taxes. The BRA is not close to making a decision based on the request yet, Martin said, adding that there would have to be a public hearing on the issue before a vote to approve it.

Looking for a brainy way to celebrate 4/20, the high holiday of pot? Four experts on the state of marijuana will be taking questions over cold ones on Wednesday at the Aeronaut Brewery in Somerville. The talk is part of the ongoing Cambridge Science Festival in collaboration with a Harvard-affiliated program called Science by the Pint. It brings together educators from Harvard and Boston University to chat about the science and politics of the infamous herb. The bar-side chat begins with short speeches, then becomes a more casual affair aimed at getting curious minds and authorities in the same room, said moderator Aimee Gillespie, who or-

ganized it. BU lecturer Seth Blumenthal will be there. His expertise is in the “gateway theory,” the idea that using marijuana can lead one to try other, more dangerous drugs. The theory rose to prominence during the Richard Nixon presidency, said Blumenthal, a historian who teaches in

Castro keeps top job as Cuba holds back on leadership changes Cuba’s Communist Party wants avoid any chaotic collapse as it wrestles with an inevitable transition from the generation of leaders who fought in the 1959 revolution and the modernization of the Soviet-style command economy. Cuban President Raul Castro will serve a second term as head of the Communist Party and others in power for decades also kept their jobs on Tuesday, in a sign political change will be slow despite economic reform and detente with the United States. Castro, 84, had proposed age limits and term limits for top leaders as the party gathered for the start of a four-day congress over the weekend, raising expectations septuagenarian and octogenarian veterans would begin to step aside. Raul Castro has ordered market reforms to the economy and oversaw the thaw with the United States that led Barack Obama to become the first U.S. president to visit Cuba in 88 years. But since that historic visit last month, the Castro brothers have hardened anti-U.S. rhetoric and raised political defenses out of a stated concern Washington plans to topple them. Fidel is now frail but attended the congress on Tuesday as a delegate. Photos in state media showed him dressed in a blue tracksuit jacket, apparently joining-in a rendition of the left-wing anthem “The Internationale.” He was given a standing ovation and delivered a speech about the danger nuclear weapons would wipe out the human race, like “the dinosaurs.” He also spoke about climate change and global population growth. Machado Ventura fought alongside Fidel and Ernesto “Che” Guevara in their rebellion against a U.S.-backed government in the 1950s. He is seen as a ideological hard-liner who has sought to slow a

move to market economics. In a sign of the secrecy with which the congress has been conducted, the closing speeches and results of the country’s most important political event were not broadcast live on state television, which instead showed a soapopera. Castro also said the party should represent more women and Afro-Cubans. The top leadership is currently overwhelmingly white and male. Apple refused China’s request for source code in last two years Apple has been asked by Chinese authorities within the last two years to hand over its source code but refused to do so, the company’s top lawyer told U.S. lawmakers at a hearing on Tuesday. Apple general counsel Bruce Sewell made the statement in response to a line of attack from law enforcement officials who have attempted to portray Apple as complicit in handing over information to Chinese authorities for business reasons while refusing to cooperate with U.S. requests for access to private data in criminal investigations. Apple and the FBI returned to Washington to testify before lawmakers about their heated disagreement over law enforcement access to encrypted devices, highlighted in the case of a locked iPhone linked to

a gunman in last December’s Islamist militantinspired shootings in San Bernardino, California. Earlier in the hearing before a House Energy and Commerce subcommittee, Capt. Charles Cohen, commander in the Indiana State Police, repeated the suggestion that Apple has quietly cooperated with Beijing. But when pressed by Rep. Anna Eshoo, a California Democrat, for the source of that claim, Cohen only cited news reports. “That takes my breath away,” a visibly frustrated Eshoo said. The growing use of strong default encryption on mobile devices and communications by criminal suspects is handicapping investigators’ ability to pursue them, law enforcement officials told the hearing. As a chef and a bartender, Michael Cirino knows all about rituals around a table. But because cannabis isn’t legal, it’s been held back from dinner parties. Cirino is looking to change that image with his class at Brooklyn Kitchen, “Cooking with Cannabis,� which makes its debut — when else? — April 20. “Because of its prohibition, [cannabis] has been left out of all of these interesting traditions that other food has,� like the presentation of wine in a restaurant, he says.

“Cannabis was either smoking a joint or hitting a bong. It’s not done at a table with your family. I was really disappointed by that and I wanted to change it.� At a recent preview of his class, Cirino dispelled some of the myths about cannabis as an ingredient — and how we’ve been using it all wrong.

A mellow high Cirino’s class materials begin with a two-page disclaimer reminding attendees that cannabis remains illegal to buy, sell and in most places, consume for recreational use. (He used oregano as a substitute.) It also includes this intriguing line: “Cannabis can cause mind-altering effects if dosage levels are high enough.� “Can� cause? The reason you get out-

of-your-mind high is that, like hot peppers, cannabis varieties have been bred for maximum intensity for so long that it’s difficult to control the amount of THC, Cirino says. Cooking with cannabis is, first and foremost, about learning what it can do for you at a dose that doesn’t leave you incapacitated for hours.

points out. “Anything you can put fat and alcohol in that tastes delicious, you can use cannabis in.� When dosed properly, the dish should “feel like the food plus a glass of wine.�

White Denim slims down, grooves along on ‘Stiff ’ The psych-rock band mixes things up. CHRIS LEO PALERMINO @indiecalp letters@metro.us

Coming into recording “Stiff,� it was clear that there would be some changes from White Denim’s previous five albums. The Southern-tinged psych-rock group had to replace its drummer and guitarist (both left the band to work with blues riser, Leon Bridges) and enrolled acclaimed English producer Ethan Johns to guide the direction of the album. Aside from more lightweight production, though, front man James Petralli doesn’t think the end result is a dramatic shift for the band. “Having the two new guys definitely added some different color,� explains Petralli. “But, to me, it’s pretty similar — we kind of touched on all of these approaches in our past records, you know — we’ve done funkier tunes, we’ve done heavier rock stuff, we always have an R&B ballad on our records. That’s kind of how I like to write records.� In some ways, he’s

certainly correct. “Stiff� features riff-heavy, rollicking rock ’n’ roll cuts like “Had 2 Know (Personal)� and swirling, loungey, psychedelic tunes like “(I’m the One) Big Big Fun� that fit right into White Denim’s back catalog. But it’s also a little more stripped-down, as shown on the upbeat, bluesy, radio-friendly rocker “Ha Ha Ha Ha (Yeah).� “We’ve never really released anything that’s so sparsely built out with instruments,� explains Petralli. “At a certain point, there might be six instruments playing not including voice — in our old recordings, it would be not uncommon to have 15 or 16 instruments playing at once.�

Set in his ways Petralli explained that the jam-laden cut “Thank You� is his favorite on the album because it’s most similar to how the group has recorded before. “There are a few different layers, and there’s some effects going on that I think are really cool, you know, more atmospheric,� he says. “I feel like we got some more chuckles out

of the process doing that — kind of like sitting in the control room, messing with delay knobs and stuff like that.�

On recording live Unlike most producers, who record each instrument in the studio separately, Ethan Johns prefers the old school method of recording the whole band together. Considering both his credentials (producer for Crosby, Stills and Nash, Paul McCartney, Kings of Leon) and the legacy of his father Glyn Johns (producer for the Rolling Stones, Eric Clapton, the Who), Petralli put his faith in Johns. “You get a real sense of togetherness and solidarity in the band when you track a song together and you nail it,� says Petralli. “There’s just an energy that’s created when you’re tracking live that is kind of inarguable.�

While shopping for the room, Cane came across these animal heads, and voila. “He told me he had this crazy idea to do an animal bust gallery wall vs. what you typically see in nurseries, and I’m obsessed with the way it turned out,â€? says the blogger.

‘Sports Detectives’ set out to find America’s lost sports treasures Millions of dollars worth of iconic sports memorabilia has vanished. MATT BURKE @burke_metro

The pro sports industry in America seems to be bulletproof. Players keep making more and more money. Owners keep making more and more money. TV executives keep making more and more money. No doubt, the memorabilia industry in our sports-obsessed country is all about the green, too. “Iconic pieces of sports history are worth big, big money. In turn, fraud is incredibly rampant in the sports memorabilia industry,” said former FBI agent and private investigator Kevin Barrows, who hosts an upcoming show, “Sports Detectives,” on the Smithsonian Channel. Barrows and sports reporter Lauren Gardner attempt to track down lost treasures of American sports history in the six-part weekly series (premiering April 24). The list includes Franco Harris’ “Immaculate Reception” football, Wilt Chamberlain’s 100-point ball, Secretariat’s 1973 Derby-winning saddlecloth, Dale Earnhardt’s legendary pink race car, the American flag that draped “Miracle on Ice” goalie Jim Craig, Muhammad Ali’s missing gold medal, Lou Gehrig’s baseball bat and Jim Brown’s championship ring. Metro had Barrows speak on several of those topics:

Franco Harris’ Immaculate Reception football “It’s probably the most iconic play in pro football history. Franco is a great gentleman … that’s really what’s great about this show. There’s a lot of great human interest stories here. Anyway, the person who has the ball is obviously someone who was at that game that day. We try to figure out if a certain person has the true ball. “Franco scores down the left sideline, dangling the ball, and some fan who ran onto the field chopped the ball to the ground. We’re pretty sure the same ball was used for the Steelers’ extra point but after that, the ball disappears [in TV footage].”

Wilt Chamberlain’s 100-point game ball “The thing is, these are historical investigations that are 40, 50, 60 years old. When you do these sort of investigations, there are people who you would want to talk to who have passed away since that time. And there is also evidence that has been destroyed over time. You just have to review the footage that’s available.

“The Chamberlain ball … you learn through this episode, there’s not just one ball. There are several balls and several conflicting stories.”

Muhammad Ali’s gold medal “In his autobiography, Ali claims he dropped it into the Ohio River because he came back from the Olympics, went to a diner and was denied service. He’s saying to himself, ‘I did this for my country and then I come back home and can’t even get a hamburger?’ “So he says he dropped it off the bridge. We set out to find out if this bridge story is true.”

Lou Gehrig’s bat “An older woman had kept this bat behind the front door of her house for years and years. She got the bat from a relative of a former New York Yankees groundskeeper. She said she nearly gave it away to a neighborhood kid to play with. “Anyway, a relative of the woman stops by and asks about that bat. She simply said she was using it for protection. The person says, ‘Well, it says the name Lou Gehrig on it.’ “This Lou Gehrig game-used bat is the rarest of bats and we have to study something like this with forensic science. Grains of baseball bats are like human DNA. Each bat is unique. We had to search the records of the bats, the weights, the length from the time period when Gehrig played.”

Thanks to the NFL’s bogus investigation into the New England Patriots’ allegedly ball-deflating acts, the team has been stripped of its first round pick in 2016. But since the NFL has turned the draft into a three-day event, there are plenty of reasons to pay close attention on Days 2 and 3. All in all, the Patriots have 11 picks in the draft. Four of those picks are from No. 60 to No. 96, with the fifth pick coming in at No. 196. Picks are typically traded all over during the draft, and the Patriots usually join in on the fun. It’s unlikely they’ll want to sit and watch 100 picks go between theirs, so there’s a good chance the picks they have now won’t be the picks they have on draft day. For the sake of the mock, let’s take a look at four possible selections for the Patriots on Day 2. Round 2 (60 overall): Jason Spriggs, OT, Indiana — If anybody

The 6-foot-1, 210-pound Drake tested well at the combine, finishing third in the 40-yard dash and fifth in broad jump (10 feet, 3 inches). He can catch the football and was also was a big part of Alabama’s special teams unit.
