Barack Obama later this month will become the first U.S. president to visit Hiroshima in Japan, but he will not apologize for the United States’ dropping of an atomic bomb on the city at the end of World War II, the White House said. Awarded the Nobel Peace Prize early in his presidency in 2009 in part for his commitment to nuclear nonproliferation, Obama on May 27 will tour the site of the world’s first nuclear bombing with Japan’s Prime Minister Shinzo Abe. With the end of his last term in office approaching, Obama will “highlight his continued commitment to pursuing the peace and security of a world without nuclear weapons,” the White House said. AMAZON TAKES AIM AT YOUTUBE WITH NEW VIDEO SERVICE

Amazon launched a service Tuesday that allows users to post videos and earn royalties from them, setting up the world’s biggest online retailer to compete directly with Alphabet Inc.’s YouTube. The service, called Amazon Video Direct, will make the uploaded videos available to rent or own, to view free with ads or be packaged together and offered as an add-on subscription. Amazon will pay content creators 50 percent of the revenue earned from rental receipts or sale of the videos, according to the company’s license agreement. For ad-supported videos, the creators will get half of the net ad receipts. Amazon’s fast-growing Prime loyalty program already offers original TV programming and access to digital entertainment products such as Prime Music and Prime Video, as well as one-hour delivery of purchases, for an annual fee of $99. A Baltimore police officer will be tried by a judge instead of a jury on charges stemming from the 2015 death of Freddie Gray, a black man who died in police custody, a Maryland judge ruled Tuesday. Edward Nero, 30, is the second officer to face trial in Baltimore City Circuit Court over Gray’s death from a neck injury suffered in a police transport van. The incident sparked rioting and protests across the city of 620,000 and is one of those highlighted by the Black Lives Matter movement. Nero is charged with seconddegree assault, two counts of misconduct in office and reckless endangerment. All are misdemeanors. REUTERS

New Yorkers across the five boroughs are used to the idea that everything around them, from rent to food, is expensive, but one recent report shows the city that doesn’t sleep is actually affordable in one area: used cars. According to an analysis released Tuesday by Autolist — a used car search engine and buyer intelligence firm — New York City has been ranked as the No. 1 most affordable place in the state to buy a used vehicle. The study revealed that used cars and trucks in the city were on average $881 less than the state’s average and across the country, the city ranks as the 23rd most affordable city. When analyzed by county, Manhattan came out on top in the state with an average $1,710 below the state’s average. The Bronx was in third place with $988

less that the state’s average and Queens came in at No.4 with $965 less. When it comes to different vehicle models in New York City, the most affordable model in the city is the BMW X4 with prices $1,879 below the state average — with Queens specifically being the most affordable county to purchase the particular model. Other affordable models in New York City include the Dodge Ram
1500 pickup, Chevrolet Avalanche, Land Rover Range Rover Evoque and MINI Countryman. Based on results from the study, the number of dealers in an area contributed largely to price differences. Other factors that affected prices include manufacturer community presence and geographic demands. “In looking at the study’s results for New York state specifically,
we found that pricing trends that we saw at the national level were highly visible at the state, county and city level in New York state,” Alex Klein, vice president of data science for Autolist said. “Generally, high-density areas with more dealerships have lower prices, as there are more dealerships and as a result, more competition, which then drives down prices.”

NY metro area sees decrease in expansion in last three decades According to an analysis by BuildZoom, the city has seen a decrease of 45.1 percent since 1970. ANGY ALTAMIRANO @MetroNewYork letters@metro.us
Even as developments keeping popping up across the New York metro area, a recent report shows that the region has actually seen a drastic decrease of expansion in
the past few decades. The metro New York region — which covers New York City and areas in New Jersey, Connecticut and Pennsylvania — has experienced a decrease in expansion of 45.1 percent since 1970, according to a recent study released by BuildZoom. Based on data from the analysis, New York has dropped in square miles of expansion from 525 square miles in the 1970s to 288 square miles in the 2000s. New York — along with other major cities
such as Boston, Philadelphia, Los Angeles, Seattle, San Diego, and others — have all seen a reduction in outward expansion and in turn experienced high property values. With the decrease, New York decelerated the ninth most of any of the top 40 metro areas in the United States. Other cities — such as Atlanta, Austin, Houston and Phoenix — have instead increased outward expansion, with many of them
either doubling or tripling their developed footprint, and seen greater population growth. According to Dr. Issi Romem, chief economist for BuildZoom, the group of metropolitan areas seeing the decrease in expansion — referred to as “expensive cities” — are being blocked by such barriers as natural geography and local land use policies such as zoning requirements. These areas also deal with stricter qualifications for project approvals and in some cases,
according to Romem, deal with projects being decided by “hyper local authorities” who make it harder for outsiders to come into the city. “America’s largest cities — ‘the expensive cities’ — have slowed down their outward expansion and failed to compensate with densification, but failing to build enough new housing does not maintain their character,” Romem said. “Instead, it affects the nature of who can and cannot afford to live in these cities.”
Even with its reported decrease in expansion, New York City itself reached a record high in population of over 8 million residents, according to the U.S. Census Bureau. The growth of population was seen largely in the outer boroughs, such as Queens, Brooklyn and the Bronx. Based on the U.S. Census Bureau’s analysis, demographers project that the city’s population will go over the 9 million mark by 2040.

Police release photo of car involved in Upper West Side hit-and-run The NYPD is asking for the public’s help in locating a vehicle involved in a hit-and-run Monday afternoon in the Upper West Side that left four pedestrians injured. At about 4:38 p.m. Tuesday police responded to a car crash near West 62nd Street and Broadway where emergency personnel had transported four victims to local hospitals. The victims included a 39-year-old woman with a severe cut to her left arm who was taken to Bellevue Hospital in critical condition; a 23-year-old man with a broken nose and cuts to his right arm and a 50-year-old man with a broken arm who were taken to St. Luke’s Roosevelt Hospital; and a 42-year-old man with a bruise to his right arm who was taken to Cornell Medical Center. A preliminary investigation found that a black four-door 1999 Honda Accord had been

traveling northbound on Broadway at a high speed when it rear-ended a yellow 2004 Nissan taxi, police said. The taxi then accelerated onto the sidewalk and crashed into a mobile food cart — containing a worker inside — which fell over and struck the four pedestrians on the sidewalk, according to cops. The Honda then drove away northbound on Broadway.
On Tuesday morning, police released a photo of the Honda Accord, which has a Pennsylvania license plate #KCN0713. The sedan suffered damage to the front end, mainly on the passenger side of the car. Workers rescued from dangling scaffolding in lower Manhattan Rescuers were able to save the workers as they climbed through one of the windows. ANGY ALTAMIRANO @MetroNewYork letters@metro.us
Firefighters rushed to the aid of two workers Tuesday morning as they were left dangling from a scaffold 17 stories above the ground in lower Manhattan. The workers, who were washing windows at 33 Maiden Lane, were on the slanted scaffold starting at around 9:50 a.m. after the rig got stuck on the side of the building, according to the FDNY. Police closed off surrounding streets as authorities made their way to rescue the workers.
NYPD Emergency Services Unit personnel were in the process of climbing down from the roof of the building to provide the two men lifesaving ropes to secure them, officials said. Around 10:32 a.m., rescuers were able to save the workers after smashing through a window on the 16th floor of the 27-story building. “They were calm, they were professional,” said FDNY Deputy Assistant Chief Michael Gala. Both workers were taken to New York Downtown Hospital to be treated for minor injuries. The scaffolding was leveled by noon and fully lifted at about 2:30 p.m. The FDNY said maintenance workers and the Occupational Safety and Health Administration (OSHA) will evaluate and investigate the situation.
QUEENS ELDERLY ATTACK Man punches elderly woman as she walked into Queens subway station: Police Police are looking for a man they say attacked a 74-year-old woman as she made her way into a Queens subway station earlier this month. On May 1 at about 5:15 p.m., the victim was walking down the stairs of the 65th Street station when the suspect — described as a black man between 5 foot 10 and 6 foot — got into her face as he walked up the stairs, according to authorities. The man then allegedly punched the elderly woman in the head once and ran up the stairs onto the street, police said. The victim was taken to Elmhurst General Hospital where she was treated and released. Police have released a video of the suspect after the attack near the intersection of 69th Street and 38th Avenue. He was last seen wearing a red jacket

NY, NJ officials urge reforms for ‘bizarre’ permitting process The executive director of New York City’s biggest regional transportation authority on Monday urged reforms of the nation’s environmental review process for infrastructure projects to cut costs due to bureaucratic delays. “A rational, refined, streamlined environmental process is actually a huge step further and benefits the environment,” said Port Authority of New York and New Jersey Executive Director Pat Foye. Foye and U.S. Sen. Cory Booker of New Jersey said during a panel discussion that excessive red tape threatened to make Amtrak’s $24 billion Gateway Project, which includes digging new rail tunnels beneath the Hudson River, significantly more expensive. An 18-month delay in permitting could cause project construction costs to soar $1.8 billion,
according to a report by Common Good, which sponsored the panel. The longer permitting delays last, the higher construction costs would rise, to an extra $6.6 billion if the delays last as long as five-and-a-half years, the report found. The permitting process for Gateway began Monday, Amtrak said, adding that it hopes to be done with that phase in two years. Panel participants called the permitting process “headless” and “bizarre” and said it resulted in a 20,000-page environmental review document for the Bayonne Bridge. Officials say Gateway is essential to the economic viability of the region. The existing rail tunnel under the Hudson River transports 200,000 commuters into Manhattan each day. In December, the Port Authority’s board officially en-

dorsed the creation of a Gateway Development Corp. to oversee the project. The federal government has agreed to pay half of the project cost, with the two states and Port Authority sharing the rest. In addition to a new tunnel, Gateway includes new bridges, track and upgrades to train stations in Newark, New Jersey, and Manhattan. El Paso County judge Gilbert Martinez ordered the mental evaluation of Dear in December after the South Carolina native insisted on firing his attorney and representing himself in a case stemming from the first fatal attack on a U.S. abortion provider since 2009. Climbers near Everest summit for first time in three years Climbers on Mount Everest are on the brink of the first attempts in three years to make the final ascent to the world’s tallest peak, after fatal avalanches cut short the 2014 and 2015 campaigns. Teams at forward camps are looking for a weather “window” to open in the next few days, clearing the way to the 29,035 foot summit along the Southeast Ridge first climbed by New Zealand’s Sir Edmund Hillary and Sherpa Tenzing Norgay in 1953. The southern route, on the Nepali side of the mountain, has suffered tragedy over the past two years, with 16 sherpa guides killed by an avalanche in the treacherous Khumbu Icefall in 2014. Last year, an earth-

quake that killed 9,000 people across Nepal sent a massive snowslide crashing into Base Camp, killing at least 18 climbers and guides and putting an end to that year’s campaign. At least 289 climbers and their guides are in different high camps waiting for a weather window and jostling to become the first to scale
the peak. Nearly 700 people summitted in 2013. Tourism Department official Gyanendra Shrestha said climbers had fixed ropes up to the South Col, the final camp, at about 26,246 feet, and were stocking it with supplies. “Climbers have begun to move from the base camp to higher camps for the summit,” Shrestha told Reuters from Base Camp. Ang Tshering Sherpa, chief of the Nepal Mountaineering Association, who is in touch with climbers at Base Camp, said in Kathmandu that, weather permitting, the route from the South Col to the summit would be fixed on Wednesday. Tilda Swinton doesn’t go full Bowie The Oscar-winner mixed her influences to play a rocker in the new “A Bigger Splash.” MATT PRIGGE @mattprigge

In “A Bigger Splash,” Tilda Swinton almost doesn’t speak at all. That might be a good hook for a movie, but it’s downright cruel for those who like hearing the Oscar-winner blabber. In real life she’s a talker, quick to launch into epic, eloquent monologues. But this new film — her third feature with Italian director Luca Guadagnino, including “I Am Love” — robs her character of speech, the result of an operation she got thanks to her being a stadium-packing rock star. Swinton’s Marianne Lane isn’t completely mum. When she speaks, which she does as infrequently as she can, it’s in a husk. Even that can be hard on the vocal chords. Not that
Swinton was ever worried. “I’m so not a professional. I’m sure a professional would know how to do it without damaging their voice. But I didn’t think of it,” Swinton says. “I haven’t damaged my voice. So my rock career is safe.” Rock stardom is something Tilda knows at least something about, having worked with David Bowie. “Funnily enough, we didn’t think of Bowie,” Swinton explains. “But the truth is anybody who puts on a sequin jumpsuit for the rest of time is going to be reminiscent of Bowie.” Instead she thought of Chrissie Hynde, Patti Smith, Joan Jett, P.J. Harvey. “She’s like all sorts of people I am lucky enough to know, with that much drama in their life.” “A Bigger Splash” isn’t about her rocking out, though. It follows Marianne on an extended vacation on the arid but gorgeous Mediterranean island of Pantelleria, doing little but lounging about

Their peaceful idyll is upset by the arrival of Henry (Ralph Fiennes), a music producer and close friend (and, for her, a former lover) who, unlike them, is still perpetually very much on. “He’s trying to keep it going, keep the party going. And she wants to go home and be peaceful and get some rest,” says Swinton. “Being a rock star brings with it a particular need for retreat.”
Speaking about not speaking Marianne wasn’t always going to be a rocker. In the original script she was an actress, and she had a normal amount of dialogue. At first Swinton wasn’t keen on taking on that baggage. “I was going to not make a film that particular year. My mother had just died, and I didn’t want to do anything. I certainly didn’t want to play
an actress who talked a lot,” Swinton recalls. Guadagnino was persistent, though, and she ultimately had to ask what it would take for her to come onboard. When she realized Marianne could have lost her voice it all clicked. It’s still a difficult exercise to play someone who can’t use words to express herself. “It’s a very strange thing
saying to yourself, ‘I can’t talk,’” she says. “Sometimes there are things that have to be said, and they just burst out of you. We set ourselves this challenge: ‘In every scene you won’t say anything, and just feel what needs to be said.’ I managed to get out of it without breaking my vows not to speak. But occasionally I had to say something.”

But time has come to upgrade your art, adults (and aspiring adults) of the world. “When you buy original art, you’re not buying something massproduced that everyone in the world has,” says Rachel Zimmerman, founder of InLiquid, a Philadelphia-based virtual hub for visual artists. Unfortunately, buying art isn’t as easy as buying a couch. We hit up the experts for some tips on starting a budget-friendly personal collection.
Go local The best place to find great original art? Right under your nose. Not only is buying local good for your wallet, it’s good for your community. “Be a part of your local art history,” says David Parker, a contemporary and modern art advisor to collectors worldwide. “Look at any museum anywhere and you’ll see that it exists because someone cared about art enough to look after it, and that shaped an entire space. If you can spend $300 a year buying work from an artist you love, after 20 years, you might be their big-

It can be like buying a used car — be sure you know who you are buying from.”

Are you feeling it? If not, move on,” says Parker. “The word that I always come back to is ‘resonance.’ Does the work resonate with you on some level? If so, it’s the right work. While brokers try everything from price cuts to publicity stunts to generate interest in their product, the market just ainâ&#x20AC;&#x2122;t buying some of what they have to sell. A number of penthouses are lingering for months â&#x20AC;&#x201D; and even years â&#x20AC;&#x201D; before finding a buyer. Those that have been written about in the media and plugged aggressively on social media and television by brokers with large followings donâ&#x20AC;&#x2122;t seem to be selling any quicker than their less-talked-about counterparts. Which penthouses have lingered longest? Hereâ&#x20AC;&#x2122;s our roundup of flashy units that have had long lives as listed properties.
Tommy Hilfigerâ&#x20AC;&#x2122;s Plaza Hotel penthouse The fashion mogulâ&#x20AC;&#x2122;s 6,000-square-foot pad has been on and off the market since 2013, when it was first asking $80 million, or $13,333 per square foot. Now listed for a humbler $68.95 million, the spread has four bedrooms and Central Park views. Hilfiger spent $25 million to buy three units in 2008, and then shelled out another $20 million to combine and renovate the space.

at 11 North Moore has seen its share of interest from A-list buyers â&#x20AC;&#x201D; actor Leonardo DiCaprio is among those who reportedly scoped it out. But the luxe Tribeca pad, developed by VE Equities, hasnâ&#x20AC;&#x2122;t found a buyer since hitting the market at $40 million in January 2014. The apartment is more than 7,000 square feet and has roughly 3,100 square feet of outdoor space (and a private outdoor pool). After lowering the price to $29.95 million last year, Douglas Ellimanâ&#x20AC;&#x2122;s Fredrik Eklund, who is marketing the condo with colleague John Gomes, told the New York Daily News: â&#x20AC;&#x153;We made a decision to get real and sell it.â&#x20AC;?

Thatâ&#x20AC;&#x2122;s up for debate, but the fact is the spread at 151 E. 58th St., above Bloomberg headquarters, hasnâ&#x20AC;&#x2122;t found a buyer since it hit the market in 2013. I have mentioned them a few times before in this space, but it’s only right that Leicester City (23-11-3) gets a little more love since they officially won the 2015-16 Barclays Premier League title. The Foxes had clinched their first ever topflight title on May 2 with Tottenham’s (19-13-5) 2-2 draw with Chelsea (12-12-12), but Leicester City continued the never-ending party on Saturday as they beat Everton (10-14-12) 3-1 at King Power Stadium in front of their eternally grateful home fans. By now you’ve probably heard that they were 5000-1 favorites to win the BPL crown but this truly is one of the great underdog stories in sports history — so it’s worth rehashing.
Bayern Munich’s Bundesliga dynasty They might have fallen in the Champions League semifinals for the third year in a row, but Bayern Munich (27-4-2) still deserves major credit for winning its fifth straight Bundesliga title. Last Saturday they won 2-1 at FC Ingolstadt (10-10-13) to wrap up the German title with two matches left in the season. Bayern has scored 77 goals and has only allowed 16 in league play — by any measure they are still one of the top clubs in the world.
All-Spanish Champions League Final It’s doubtful when this tournament began last year (yes it takes that long to complete it) that many people would have picked Atletico Madrid vs. Real Madrid to meet in the 2016 Champions League Final
— yet here we are. Atletico lost 2-1 at Bayern last week but advanced thanks to that all-important away goal (2-2 on aggregate). Real Madrid beat Manchester City 1-0 last Wednesday at home and moved on (aggregate 1-0) to club soccer’s Super Bowl — which will take place on Saturday, May 28 (2:45, FOX) in Milan, Italy.
Liverpool in the mix It understandably won’t get nearly the same amount of coverage as the Champions League Final, but make no mistake the Europa League Final is important as well. Last Thursday, Liverpool won 3-0 against Villarreal (3-1 aggregate) to reach the title game where they will meet Sevilla (Spain), which beat Shakhtar Donetsk 3-1 (5-3 on aggregate). That Final will be on Wednesday, May 18 (2:45, FOX Sports 1) in Basel, Switzerland.

Yankee fans have finally had something to cheer about over the past few days after a dismal beginning to the 2016 season. The Bombers beat the Royals, 6-3, on Monday night to give themselves three wins in four days. Brian McCann, Carlos Beltran, Brett Gardner and Aaron Hicks all went deep in Monday nightâ&#x20AC;&#x2122;s game, while Aroldis Chapman shut the door in his first appearance of the season and touched 101 mph on the radar gun. But the Yankees are still well under .500 and sit in last place in the AL East. They face a difficult stretch of games from now until the end of May. The pinstripers still have to deal with the 2015 World Series Champion Royals midweek before squaring off with the ALâ&#x20AC;&#x2122;s best team, the Chicago White Sox, over
