Michigan extended and expanded coverage of water bills for residents of Flint to speed recovery from a health crisis caused by high levels of lead. To encourage water use, Michigan Gov. Rick Snyder said the state will pay for 100 percent of water in the month of May. Previously, the state had covered 65 percent of the water portion of a resident’s water and sewer bill. “Flushing the pipes is essential for restoring the city’s water system and increasing the water quality in every home,” he said. Water experts have said heavier water use by Flint residents would flush out lead particles and spread the needed chemical phosphates and chlorine that will better protect the system. REUTERS
CUBA AND US OFFICIALS TO MEET NEXT WEEK TO DEEPEN DETENTE

Cuba and the United States will meet next week for a third round of talks on improving relations, the Cuban government said on Thursday, adding that the two countries were not yet negotiating their multibillion-dollar claims against one another. A bilateral commission will meet next Monday in Havana to evaluate progress made by the former Cold War foes in putting their decadesold conflict behind them, and to identify new areas of cooperation, said Gustavo Machin, the deputy director for U.S. affairs in the Cuban foreign ministry. “We will set the agenda for the rest for the year,” Machin told a news conference. Cuba and the U.S. reestablished diplomatic relations a year ago and have signed agreements on issues of common concern such as the environment, postal services and direct flights. REUTERS

The number of Americans filing for unemployment benefits rose last week to a more than one-year high, but economists blamed striking telecommunications workers for the surge and said the data did not signal a deterioration in the overall labor market. Another report on Thursday showed import prices increased in April for a second straight month, suggesting the disinflationary impulse from a strong dollar and lower oil prices, which has helped to hold inflation well below the Federal Reserve’s 2 percent target, was fading. Initial claims for state unemployment benefits increased 20,000 to a seasonally adjusted 294,000 for the week ended May 7, the highest level since late February 2015, the Labor Department said. The Massachusetts Senate on Thursday passed its version of a bill granting new protections to transgender individuals. The bill passed, 33-4. Republican Sens. Bruce Tarr, Ryan Fattman, Vinny deMacedo and Donald Humason voted against the bill, according to the State House News Service. The vote comes after a monthslong battle over the legislation, which would outlaw discrimination against transgender people in public places, among them parks, restaurants and public bathrooms. A 2011 state law adding protections for transgender people did not include language on public accommodations. The issue of bathroom use by the transgender population has become a national political flashpoint, with presidential candidates weighing in and North Carolina passing a law that restricts access to bathrooms to birth gender, rather than identity. The law has been challenged by the U.S. Justice Department and sparked protests and tourist and economic boycotts. In a prepared statement on Thursday, Kasey Suffredini, co-chair of Freedom Massachusetts, a coalition that has argued in favor of the bill, called Thursday’s vote “historic.” The bill’s passage “sends a message the transgender community has longed for decades to hear — that we are truly welcome and valued in our commonwealth,” Suffredini said. “We urge the House to swiftly bring this bill to a vote and bring it one step closer to the governor’s desk and becom-

“bathroom bill,” because it would make it illegal to deny people from using the bathroom that corresponds with their gender identity. They have argued it would violate privacy rights, particularly for women and young girls. Humason, a Republican senator from Westfield, explained his “no” vote to the News Service.
“Ultimately, I guess my concern was any time there is no set standard and it’s based simply on self-identification and that self-identification can change from one day to the next, that becomes very difficult as a legislator to support and as a government to institute,” he said. “It’s almost unenforceable, because it’s based simply on how someone feels on that particular day.” An amendment to the bill, which would have sought to punish those who abuse the law to enter bathrooms for improper purposes, failed, 26-11, according to WBZ Newsradio’s Ben Parker. Earlier in the day, senators voted, 33-4, to add language to the bill making it take effect immediately if it is passed and signed into law. “In Massachusetts we are civil rights pioneers by nature,” said bill sponsor Sen. Sonia ChangDiaz, who sponsored the amendment, according to the News Service. A debate in the House, where the bill faces more opposition, is expected in the coming weeks. Gov. Charlie Baker has not voiced an opinion either way on the bill, but his administration has suggested he would not veto it.

Vintage market hosting thumb-wrestling tournament Oliver Best markets’ organizers are hosting Boston’s first thumb-wrestling tournament next weekend SPENCER BUELL @MetroBOS

An Allston crew of vintage collectors and clothiers are declaring a thumb war in Boston this month, planning on hosting what they call the city’s first thumb-wrestling tournament. The organizers of Oliver Best Markets are inviting competitors to face opponents’ opposable digits on Saturday, May 21 at POP Allston, the quirky event space and indoor skate park on Brighton Avenue. “From the feedback we have already it seems like everyone is saying they’re gonna win. So I think it’s gonna get a little heated,” said Evan Gillis, the Oliver Best’s marketing manager. The plan, he said, is for opponents to enter a 4-foot-by-4-foot wrestling arena, then square off in a tiny custom-made ring with two thumbsized holes cut out of its bottom. round. Organizers will sell vintage clothes, antiques and oddities and offer beer and cider around the smackdown. The winner gets a gift card and a “pretty badass championship belt,” Gillis said. Wrestlers of all ages and skill levels are invited to attend. As a way to spice up the company’s usual flea market-style vintage events, Oliver Best’s leaders this year had considered hosting an arm wrestling competition, Gillis said. But they real-
ized doing so would be kind of a “liability,” and also that the beefy dudes of the local semi-pro arm wrestling competitions would probably dominate. “Everybody can do it. It’s kind of wacky and I think it’s a lot less pressure and a lot less competitive,” Gillis said. “My only fear is that someone will break a thumb or something.” A referee, Humar Miranda of Allston’s Orchard skate shop, will officiate and emcee. Miranda said in an email he plans to “keep the matches fun and fair, and provide commentary on each wrestler’s background and ‘special moves.” The moves won’t be too special, Gillis said. The custom wrestling ring keeps “sneak attack” fingers at bay, and the ref will enforce a strict no-cheating policy. In their research, Gillis said, they also came across the Thumb Wrestling Federation, a TV series for children, in which the digits are dressed up in thumbsized Lucha Libre masks. The Allston matchup, however, will be maskfree, Gillis said. There will also be no weapons allowed in the ring. “No thumbtacks,” he said.
Two cops ‘relieved of duty’ after car chase footage prompts probe Two officers have been “relieved of duty” while video showing them beating a suspect in the aftermath of a multistate car chase is investigated. A man who reportedly led police on a chase through Massachusetts and New Hampshire was taken into police custody Wednesday afternoon as footage of his apprehension spread on social media. Richard Simone, 50, of Worcester, is known to police and the subject of several warrants, according to WBZ. Police told the network Simone refused to stop for officers
around 4 p.m. in Holden, prompting the hour-long chase. Local authorities, with Massachusetts State Police also in pursuit, were reportedly able to stop Simone in Nashua, New Hampshire, when two tires blew out on his gray pickup and he surrendered. The chase, broadcast online by a number of news networks, ended just after 5 p.m. Video of the chase appears to capture Simone showing officers his hands, exiting the disabled vehicle and kneeling on the ground. Mass. mental health practices examined after Taunton rampage The state’s handling of mental health patients is now being scrutinized after the Tuesday killing spree in Taunton, allegedly committed by a patient recently released from psychiatric care. The alleged perpetrator in Tuesday’s stabbing rampage that left two victims dead and two others injured, Arthur DaRosa, had been taken to Morton Hospital for psychiatric treatment at 5 p.m. on Monday and was released at 4 a.m. on Tuesday, the day of the attack, the Boston Globe reported. He was killed during the attack. “It could have been prevented,” Liz DaRosa, the suspect’s aunt, was quoted by WCVB. “They didn’t treat him for what his sickness was or his mental illness.” Morton Hospital has indicated that it had beds available for psychiatric care, but a state

Under current state policy, a hospitalization can be ordered if a patient evaluation finds a likelihood for “serious harm” resulting from mental illness, CBS Boston reported. Morton Hospital issued a statement saying its professionals had been advocating for
years for a state review of its use of third parties in patient evaluations, according to WCVB. “The current policy mandating that the evaluation process must be carried out by a thirdparty state contractor is misguided,” the hospital statement said. A Massachusetts Executive Office of Health and Human Services spokesman had previously told the Globe that the state body “will
fully cooperate with law enforcement during the ongoing criminal investigation and will carefully review the details of this situation.” On Thursday afternoon, Morton Hospital announced that one third-party contractor would no longer be allowed to conduct mental evaluations on Medicaid patients in the hospital’s ER, the Boston Globe reported in a separate article. “Effective [Thursday], Morton Hospital has banned the state selected sub-contractor Norton Emergency Services AKA Taunton/ Attleboro Emergency Services (NES/TAES) from evaluating or recommending treatment for any patient at Morton Hospital,” the Globe reported the hospital’s statement on the decision. BRIEF U.S. Catholics see pope’s consideration of women’s role as positive step Some prominent U.S. Roman Catholic groups welcomed the news Thursday that Pope Francis has agreed to consider allowing women to be ordained as deacons, though some cautioned the move would be only a limited first step toward equality. The pope Thursday told an international meeting of nuns he would create a commission to consider the idea of ordaining women as deacons, who are able to perform some religious ceremonies such as marriages but do not have all the rights of priests. “It will make a huge difference,” said Deborah Rose-Milavec, executive director of FutureChurch, a Lakewood, Ohio-based Catholic group that advocates the ordination of women as priests. Although allowing women to be ordained as deacons falls short of the group’s eventual goal, RoseMilavec said she viewed it as a step in the right direction. “Any time you begin to break down one barrier, you see others crumble more,” she said in a phone interview. Michael Douglas urges Obama to think of his legacy at Hiroshima Hollywood actor Michael Douglas, a U.N. “messenger for peace,” wants President Barack Obama to issue a strong message against nuclear weapons when he visits Hiroshima in Japan later this month. Douglas told reporters at the United Nations in Geneva, where nuclear negotiations have been stuck for 20 years, that the nuclear danger was greater than during the Cold War, largely due to a “huge escalation” in U.S.-Russia tensions and increasing recklessness in their close-quarter contacts. “There’s this kind of crazy tension between U.S. and Russia. We have our issues but I don’t quite see that all of this posturing is helping anybody,” he said.

George Clooney isn’t afraid to look stupid in Jodie Foster’s thriller “Money Monster.� ATSUSHI NISHIJIMA
Here’s something that makes no sense: A movie about corruption on Wall Street starring George Clooney is more pulpy than preachy, even goofy. In “Money Monster,� lessons about unregulated brokers take up a modicum
of real estate, but it’s a pittance compared to bigger questions: Will the cops thwart a working class antihero (Jack O’Connell of “Unbrokenâ€?) who’s taken a Jim Cramer-style TV stocks guru (Clooney) hostage? Or are we supposed to root for him to survive? Will his potentially fatal antics expose the real baddie, a hedge fund greed freak (Dominic West)? Unlike most genre entries with a lefty bent, “Money Monsterâ€? actually seems like it forgot to place message over the goods, to our beneďŹ t.
But this isn’t just a nailbiter, albeit a frequently preposterous one. Director Jodie Foster takes a page from one of her acting gigs — Spike Lee’s bank heist great “Inside Manâ€? — and gives it real personality. It’s a ďŹ lm of jokes and verve, and it’s quick to make Clooney’s egomaniacal TV god look like an idiot. Neither male protagonist comes o well, not even O’Connell’s working class semihero, who spouts the ďŹ lm’s only block of righteous anger but still quickly comes o like a Regular Joe in way, way
over his head. The real bada— is the show’s director, played by Julia Roberts. Once again the star proves she’s eked out an underappreciated second life as dry and amusingly remote, as opposed to toothy and giggly. Coolly keeping a lid on things from the control booth, she’s like Foster: someone able to take what could be a heinous situation — in this case an inane thriller with pretensions of grandeur — and make it charming and alive. Released in 1975, J.G. Ballard’s “High-Riseâ€? reads like a hilarious prophecy. It’s a book for today’s gloomy pessimist, perfect for a time when America’s presidential election has activated deepseated prejudices, when social media inspires tribalism and mob justice, when we appear to have become apathetic architects of our own destruction. The new ďŹ lm adaptation sort of gets this, if you look at it askew, if you give it the beneďŹ t of the doubt. Ben Wheatley and screenwriter Amy Jump (of the also darkly hilarious murderers-in-love romp “Sightseersâ€?) have taken an allegorical work long presumed unďŹ lmable and turned in a mad, decadent, productively exhausting, darkly funny yet sometimes overly literal interpretation. Wheatley and Jump still get a lot right. Retaining the book’s shag hair and sideburns-heavy ’70s setting, it beholds the fall of a hightech apartment complex, the kind where everything seems modern, all amenities are
on the grounds and no one ever has to go outside except for work (if that). Our guide to the insanity is Robert Laing (Tom Hiddleston), a mild-mannered doctor who doesn’t ďŹ t in with the aristoloving richies in the upper oors or anyone else. There’s no single incident that causes the rift, but very quickly the oors become trash-strewn battlegrounds, swank parties turn into violent orgies and not even dogs are safe when the in-house supermarket runs out of stock. Most chilling of all, almost everyone seems to prefer it that way. This “High-Riseâ€? is peerless at nasty sight gags: a dead man’s head comfortably buried inside a smashed television set, a swimming pool ďŹ lled with fresh corpses, an Alsatian leg twirling lovingly over a patio ďŹ re. Yet it can’t help feel Wheatley and Jump are simply better at stirring up an endless, out-of-control stream of mayhem than they are slipping in deeper thought, whereas Ballard could do both with a swagger that betrayed no eort. This “High-Riseâ€? goes as crazy as its characters, and it doesn’t even arrive at the same unnerving end point as the source. Still, the ďŹ nale it ďŹ nds instead will do in a pinch. Ditto the ďŹ lm. Sienna Miller can’t believe “High-Rise” exists either. Based on J.G. Ballard’s dystopian 1975 novel, the film — about a trickedout apartment complex that falls into disrepair — is as mad and decadent as the source. With its all-star cast engaging in wild parties and orgies and warfare and the occasional dog-eating, it seems beamed from another, less blockbuster-besotted era. “I really didn’t think anyone made films like this anymore,” say the English actress. As it happens, this is exactly the type of film Miller wants to make. Not that she’s anti-superhero movies. “They’re fun and they’re entertaining, some of them. But the art is gradually being filtered out. That’s why TV is becoming more artistic,” she says. Doing films like this is all according to plan. A few years ago, Miller, now 34, decided to actively pursue movies for key directors. It’s worked: In addition to supporting roles in “Foxcatcher” and “Mississippi Grind” — with “The Lost City of Z” and Ben Affleck’s “Live by Night” en route — she scored the co-lead in

Clint Eastwood’s “American Sniper,” the highestgrossing release of 2014. “High-Rise” comes from Ben Wheatley, known for the pitch black “Sightseers.” It also has an esteemed source that depicts societal collapse in a way that, even 40 years later, speaks about the now. Go online and you can see people behaving much like the people here. “The effect [social media is] having on our species is far more sinister than we’re allowing. The feeling of being validated by ‘likes’ and having followers — the whole thing is really scary. You get narcissism, self-obsession, self-promotion — these very base, animalistic aspects that can lead to eating a dog,” she says, jokingly referring to an increasingly common pastime in “High-Rise.” Miller doesn’t take part in that section of modern living. “I like the idea of seeing what all my friends are up to,” she explains. “But I just don’t want to engage with that many people. I don’t have that desire to feel slightly exposed in a way that doesn’t make me feel good. At the same time that’s probably completely stupid in terms of my ability to have market value. My agent, I’m sure, thinks it would be useful. But it’s just not for me.” Watching the movie, with its darkly funny and often harrowing barrage of excesses, it’s impossible to imagine filming it. But Wheatley knew what he was doing. “It was controlled chaos. What was exciting for me was there were no boundaries in terms of what you could do,” Miller recalls. “There were moments that were really complicated and hard,” she says, referring to one scene where her character — the more detached and vulnerable Charlotte — is violated by a documentary filmmaker played by Luke Evans. And yet it
was all worth it for a film this artistically freeing. “It felt like old school filmmaking: ‘Let’s get together and be artists,’” she says. “It’s not like, ‘Let’s make money.’ It’s like, ‘Who gives a s— what the film makes?’”

Among television dramas, “Quantico” is the new “24.” Tuning in each week to watch Bollywood actress Priyanka Chopra attempt to get to the bottom of the terrorist plot unfolding inside the FBI is not for the faint of heart. Turns out it’s even more harrowing for the actors who make up the show’s ensemble cast. “[Executive Producer] Josh Safran is on the record as saying the only person that’s safe is Priyanka,” says Lenny Platt, who portrays new agent trainee Drew Perales. “It’s definitely tense when we get our scripts every week.” “Quantico,” which will wrap up its first season this Sunday at 10 p.m. on ABC, is similar in that way to “Game of Thrones,” with both shows’ plot twists being closely guarded by producers. “We’re kept in the dark about the process,” he explains. “We get the scripts on Friday and have to shoot in a couple of days.” (And, yes, right up until filming last week’s big reveal they had been left to speculate among themselves about who the terrorist would turn out to be.) After winning fans over early in the series, it’s been a rough few weeks for Platt’s character Drew as he became deeply ensnared in the
Bringing movies into the real world When Platt isn’t on set, he’s busy working as executive producer of BBQ Films, an event company that produces “immersive cinematic experiences” that bring characters and scenes to life for the audience. “It’s like being inside your favorite movie,” Platt says. “You’re in a venue that feels like it’s part of the movie.” Previous productions have includes a screening of
terror plot, which at one point led him to become the FBI’s prime suspect. Then, just as it was revealed he’d been framed, a literal bombshell shook the show last week — and his fate remains uncertain. Here in the real world, “Quantico” fans were less than thrilled to see their former favorite suddenly become evil. “I got some pretty amazing GIFs,” he says of the moment it seemed clear Drew was not who viewers thought he was. “I got tweets saying people felt upset and betrayed. I liked it. It meant that I was doing my job right.” Going into the season finale, the terrorist was revealed to be Liam O’Conner, the trainer who’s been working with the new agents including Drew and Chopra’s character, Alex. Does this mean the mystery is finally solved? “The audience is smart,” Platt says. “They know there’s one episode left.”
“Back to the Future” in a high school gym and a “Beetlejuice” wedding at a nightclub. The next event will be themed after the original “Ghostbusters,” coming to Brooklyn in June. “We’re creating a new Ghostbusters headquarters in Williamsburg,” he tells us. “The storyline is that the rent is too high in Manhattan, so the Ghostbusters have to move to Brooklyn.”

To hear it from the horse’s mouth, Stephen Stills — the legendary Rock ’n’ Roll Hall of Famer known for his time with Buffalo Springfield, Crosby, Stills, Nash & Young and his longtime solo career — has forever been blue. “I started off singing the blues. I’ve always been a blues singer,” says Stills, who kicked off his career with the folkbluesy Au Go-Go Singers after leaving Dallas for New York City. Now, more than 50 years later, Stills has returned to the hard blues fold with The Rides, his new-ish band with blues guitar hotshot Kenny Wayne Shepherd and rock-blues warhorse organist and composer Barry Goldberg. Following 2013’s successful “Can’t Get Enough,” the trio has reunited for a record, “Pierced Arrow,” and a tour. “We’re bound to our schedules when we’re all off at the same time,” says Shepherd of finding time between solo careers to make another Rides al-
bum. “We’d have to write over the course of a year rather than one shot because one of us would go off and do solo shows. We’re committed to this band, but there are always moving parts.” On stage since age 13, with eight raw and rusted solo albums under his belt, the now-37-year-old Shepherd met Stills at a most unlikely place: the Super Bowl. “Stephen and I were mutual friends with the owners of the Indianapolis Colts and both got invited to their box the year that the Colts beat the Chicago Bears,” he says. “Not only was it the first time that we met, it was the first time that we played together. There wound up being this jam with me, Stephen, John Mellencamp and Mike Mills from R.E.M.” Several Colts games later, Stills decided that he wanted to put a blues band together with Goldberg, whom he had worked with on the classic Mike Bloomfield 1968 “Super Session” album. Stills says “purity” best describes Goldberg’s performance as part of the Rides, while Shepherd is labeled as “fresh.” Shepherd explains: “[The sessions were] originally just going to be an experimental blues jam — somebody press the ‘record’ button and see what

happens — but we’re all too professional for that, started writing real songs and the chemistry was immediately apparent.” Enough so that after a 2013 record and tour, the trio decided to make it a thing and record a second Rides album. “If it’s good, why not do it again?” says Shepherd. Hence, 2016’s “Pierced Arrow” and its dynamic centerpiece “Kick Out of It,” a truly kinetic blues epic that Stills had been knocking around for years in a woodshedding process. “It was started 35 years ago,” says Stills, who credits his son, Chris, for finding that soulful cut’s deep groove. “We played it back and kept the title and the chorus and then reworked the song.” Shepherd says he and Stills just kept pushing each other, on that tune and the rest of “Pierced Arrow,” to best each other as co-writers and players: “You can’t fake that feeling.”

Exactly nine years ago, all eyes were on Kevin Durant. Entering the NBA after his freshman year at Texas, he was projected to be drafted either first or second overall. Along with Ohio State’s Greg Oden, they were the prized possessions. A couple can’t-miss kids, if you will. The Memphis Grizzlies had the best odds to land the top pick in the 2007 draft. The Boston Celtics had the second-best odds, followed by the Milwaukee Bucks, Atlanta Hawks, Seattle SuperSonics and Portland Trail Blazers. Some way, some how, Portland won the lottery. But they selected Oden with the No. 1 overall pick. We all know how that worked out. Seattle also got lucky. The Sonics — now the Oklahoma City Thunder — received the second overall pick. They selected Durant. We all know how that worked out. The Celtics got screwed. Had

the ping-pong balls just bounced the way the percentages had called for, Durant would have fallen into their lap at No. 2. Instead, the C’s dropped all the way down to No. 5, where they eventually traded that pick (Jeff Green) along with Delonte West and Wally Szczerbiak to Seattle, in exchange for Ray Allen and the Sonics’ 35th overall pick (Glen “Big Baby” Davis). Durant was the one that got away. But it turned out to be a blessing in disguise at the time, because the Celtics used the Allen acquisition to lure Kevin Garnett to Boston. We all know how that worked out. But here we are, nearly 10 years later, and the Celtics’ offseason hopes and dreams are a near reflection of the 2007 offseason. Boston owns Brooklyn’s first-round pick, which gives the Celtics the third-best odds to end up with the No. 1 overall pick during Tuesday night’s lottery. Also, Durant will once again be available. This time, in the form of a free agent. So, it’s not exactly the same situation as 2007. But it’s close enough. This time, the Celtics hope they’ll end up with the prized

DURANT possession. That would be Durant. The question is, how do you get him? Perhaps thatâ&#x20AC;&#x2122;s where the lottery pick comes into play. Assuming Durant decides to leave Oklahoma City â&#x20AC;&#x201D; and I truly believe he will â&#x20AC;&#x201D; itâ&#x20AC;&#x2122;s going to take more than an organizationâ&#x20AC;&#x2122;s legacy to convince him to sign. Sure, the championship banners and retired numbers that hang from the TD Garden rafters provide a unique advantage over most franchises. But Durant also cares about his own championships. So the Celtics cannot strictly rely on their history. President of basketball operations Danny Ainge has to get creative. He needs to acquire someone else who Durant would want to play with. And not just play with, but win with. Now, I have never talked to Durant. I have no idea what he actually wants. I donâ&#x20AC;&#x2122;t think anybody does, to be honest. But if you could put yourself in his shoes, you most likely wouldnâ&#x20AC;&#x2122;t want to sign with a team whose only other major oďŹ&#x20AC;season transaction was a top-three draft pick. So, come draft day on June 23, the Câ&#x20AC;&#x2122;s have a decision to make. Keep whatever pick they receive in the lottery, or package

that pick as part of a blockbuster trade to acquire an all-star. Somethingâ&#x20AC;&#x2122;s telling me Durant would prefer the latter. Even if the Celtics get lucky and receive one of the top-two picks â&#x20AC;&#x201D; which means either Ben Simmons or Brandon Ingram would be available â&#x20AC;&#x201D; thatâ&#x20AC;&#x2122;s not enough to convince Durant that Boston is championship-ready. Ainge needs to either sign another big-name free agent ďŹ rst or trade their projected top-three pick in a package that can land them an all-star caliber player. Who that player would be remains to be seen. As does the actual value of that draft pick. But on Tuesday night weâ&#x20AC;&#x2122;ll ďŹ nally know just what â&#x20AC;&#x153;the Brooklyn pickâ&#x20AC;? is. If the Celtics are lucky, it could be the ďŹ rst step in eventually landing Durant. But if the ping-pong balls donâ&#x20AC;&#x2122;t fall their way, perhaps, exactly nine years later, the Celtics will miss out on Durant once again.
