The U.S. Senate passed legislation Tuesday that would allow survivors and relatives of those killed in the Sept. 11 attacks to file lawsuits seeking damages against the government of Saudi Arabia. The legislation, known as the Justice Against Sponsors of Terrorism Act, or JASTA, passed by unanimous voice vote. If it passes the House of Representatives and is signed into law by President Barack Obama, JASTA would allow lawsuits to proceed in federal court in New York as lawyers try to prove that the Saudis were involved in the 2001 attacks on the World Trade Center and the Pentagon. The pharmaceutical giant’s move last week cuts off the last major U.S. source for drugs in the deadly mixes, and it adds to the difficulties of states that were already struggling to procure chemicals for lethal injections. Apple is set to announce plans to expand its Indian software development center and build an accelerator program for local startups, two sources aware of the investment said Tuesday, hours before CEO Tim Cook’s maiden visit. Cook is making his Indian debut just as the country emerges as one of the most recent large growth markets in the smartphone world, while sales in the United States and China begin to taper off. He is due to meet Prime Minister Narendra Modi and other officials later in the week. More than 100 million smartphones were sold in India last year, a number that is expected to grow 25 percent this year. Instead of helping seniors and New Yorkers with disabilities have access to reliable transportation, a review of the MTA’s Access-a-Ride program found that it has been nothing more than a headache for tens of thousands of residents. City Comptroller Scott Stringer released an audit Tuesday that revealed widespread mismanagement by the MTA in its Paratransit program, which provides services mandated by the Americans with Disabilities Act for passengers who cannot use public buses or subways. “There’s a reason Access-a-Ride passengers call the service ‘Stress-a-Ride,’” Stringer said. “When Access-a-Ride leaves customers in the lurch, they may miss medical appointments or risk being late to work.” Among its findings, the audit discovered that Access-a-Ride buses or cars left residents stranded more than 31,000 times last year, while the MTA reportedly failed to monitor and correct any issues that arose. Last year Access-a-Ride provided services — for which the MTA paid $321 million — to more than 144,000 residents in the city, totaling about 6 million rides yearly. “Access-a-Ride is absolutely essential for thousands of people to get around New York City every single day, yet this program stranded thousands of people, wasted millions of taxpayer dollars and caused untold harm and distress,” Stringer said. “After years of mismanagement, it’s on the MTA to take action now.”

never occurred. In 2015, customers filed 4,771 complaints about no-show vehicles, but the MTA deducted only 586 returns for taxi rides taken when vehicles didn’t show up. At the end of the audit, Stringer made recommendations to the MTA that included making sure all vehicles are equipped with GPS technology and that the system is activated when vehicles are in service; using GPS data to evaluate performance; taking corrective action against service providers that inaccurately report trip and vehicle data; and considering new car service providers or alternatives. “In a city that prides itself on its diversity, tolerance and accessibility, the Access-a-Ride program is an affront to all New Yorkers,” Stringer said. The MTA spokesman added that the agency is refining a system that would improve monitoring contractors’ accurate pick-up time reports. He said the Paratransit program has and will continue to monitor contractors’ use of GPS devices and help them increase their compliance beyond the level it is in now. The goal is for the contractors to achieve 100 percent compliance with providing GPS data for reporting by December.

Women in the Big Apple have a lot to carry on their shoulders, and one recent survey found it doesn’t get any easier in retirement. Nonprofit AARP released a report Tuesday that revealed Gen X and baby boomer women across New York state are less prepared for retirement than their male counterparts. And although the difference is seen across the state, the report found women in New York City — who last month were already reported to make $5.8 billion a year less than men — primarily feel a larger gender gap in retirement. “We all know women don’t get equal pay for equal work, and this survey shows that the gender gap exists in preparing for retirement, too,” said Beth Finkel, state director of AARP in New York state. “And as fewer companies offer retire-

ment plans to their employees, it will be harder and harder for women to catch up.” The report was based on an AARP-commissioned survey of 800 women between 35 and 69 years old statewide and 800 in New York City that found women, by about 10 percentage points more than men, feel they are not saving enough money, not planning enough for retirement and are carrying some sort of forms of debt such as student loans.
According to the analysis, statewide, 57 percent of men get their largest share of income from retirement savings plans compared with 39 percent of women. On a city level, the percentages drop to 53 percent and 29 percent, respectively. In New York City, 56 percent of women get their largest share of retirement income from Social Security, compared with 29 percent of men. Some key causes for the gap, according to AARP, include women be-
ing more likely than men to work part-time or take out time from work to care for children or other family members. Across the state, 23 percent of women — and 27 percent in New York City — carry a student loan for either themselves or children, compared with 17 percent and 20 percent, respectively, for men. A total of 48 percent of female baby boomers in the city said they have sacrificed retirement savings to pay for children’s education, compared
with 37 percent of men in the same generation. The study also found that boomer women are twice as likely as men in the same age range to be unemployed but not retired. Another cause of the gender gap, according to the report, is that women live an average of five years longer than men and are also less likely to find jobs later on in their lives, both causing them to expand their retirement assets. In order to help New Yorkers get the chance to save for retirement, AARP also said it supports state legislation called “Secure Choice,” which would establish a state-facilitated payrolldeduction savings option for those who can’t get a pension or 401(k) at their jobs. “Secure Choice would especially help women, since they’re already at a disadvantage,” Finkel said. “And in the end, it would benefit all of us by

Fire under Metro-North tracks stalls service Tuesday evening Firefighters battled a four-alarm fire under the Metro-North train tracks in East Harlem on Tuesday evening. Smoke and flames were reportedly visible from miles away, according to a PIX11 report, billowing up from E. 118th Street and Park Avenue. The smoke was reportedly caused by two tractor trailers that caught fire. The MTA said service into and out of Grand Central terminal was delayed on all three of the MetroNorth lines — Harlem, Hudson and New Haven — CBS News reported. Police also reportedly asked motorists to stay away from Park Avenue between 116th and 119th streets. The fire broke out at 6:45 p.m., and reached the third alarm by 7:30 p.m., the report read, adding no injuries were known at press time. By 8 p.m., the fire was out, according to PIX11. “There were four or five explosions. The flames were roaring. NTSB: Engineer of Amtrak 188 lost his ‘situational awareness,’ caused derailment Amtrak engineer lost track of where he was before accelerating train to twice speed limit in Philly derailment.

At a hearing in Washington, D.C., on Tuesday, the National Transportation Safety Board ruled a fatal
derailment in Philadelphia was caused by the engineer losing “situational awareness” as he accelerated the train to twice the speed limit “By the time he traveled around the curve, he
had lost situational awareness, and believed he was at location further down the track,” investigator Steve Jenner testified of Amtrak engineer Brandon Bostian, a Queens resident at the time.
Eight people, including 20-year-old Justin Zemser, who was heading home to Queens from the U.S. Naval Academy, died as a result of the derailment. The train went into the curve at Frankford Junction, which has a 50 mph speed limit, at 106 mph. Out of the New York City-bound train’s total 253 passengers, 186 were injured. The National Transportation Safety Board (NTSB) formally voted to adopt as probable cause of the Amtrak 188 derailment Bostian’s loss of situational awareness due to an emergency situation with a nearby train, with the lack of a Positive Train Control system and inadequate occupant protection inside the train adding to the injuries sustained by passengers. A loss of situational awareness means that a train engineer loses track of where they are, and can also cause them to forget what decisions they will need to make in the near future, NTSB experts testified at Tuesday’s hearing. Bostian, who told NTSB investigators he did not remember the final minutes before the derailment, is believed to have become distracted by radio transmissions from a nearby SEPTA Regional Rail train which had just had its windshield shattered, injuring the engineer. There were about two dozen transmissions in six minutes regarding the SEPTA train, NTSB officials said. “He was very concerned about the SEPTA

Canadian wildfire shifts north, prolonging oil sands shutdown Some 8,000 workers were evacuated in the heavily forested northern part of the province. A massive wildfire around the oil sands hub of Fort McMurray, Alberta, moved toward energy production facilities on Tuesday, extending a shutdown that has led to lost Canadian output of 1 million barrels a day. The uncontrolled blaze covered 355,000 hectares (877,224 acres), up from 285,000 hectares on Monday. High temperatures and winds were working against firefighters, officials said. None of the oil sands have caught fire, and the industry was redoubling efforts to ensure facilities were well-protected, said Alberta wildfire manager Chad Morrison. “Experience has taught

Now that tiny homes are trending, there’s no shortage of meticulously appointed, impossibly crafty spaces flooding design blogs. But say you’re not an architect customizing a beachfront surf shack. Or a reality TV show designer outfitting a mini ski chalet. Say you’re just like the rest of us: feeling a little claustrophobic in your cramped house, and a bit squeezed by your cramped-house budget. We checked in with New York interior de-

White means light If you’re supersavvy, you might want to experiment with creating dimension via two-tone walls or accent colors. If not? Stick with the time-tested, patron saint of small spaces: white paint. “There’s no better color to reflect light in a room and make it feel larger — I even paint my trim and base the same as the walls to allow the maximum amount of light to enter a room,” says Sitomer, who recommends softyet-sparkling Moonlight White and Simply White by Benjamin Moore. “Nothing makes a room feel larger.” For a twist, try introducing texture with a white wallpaper.
Make up with mirrors A bad statement mirror is really, really bad — looking at you, 1960s paneled walls.
But a good statement mirror can open up a tiny room like nothing else. “Just because our grandmothers used framed mirrors doesn’t mean they won’t work in the present,” explains Sitomer. “In smaller spaces, such as bathrooms or powder rooms, we’ve mirrored whole walls. Paint the ceiling the palest blue to create some interest.”
Mix up your lighting Smart lighting is essential to any space, true. But lighting schemes can make or break smaller rooms, which can go from blindingly bright to dim and dingy with the flip of a switch. If you’re low on square footage, make sure to have a variety of fixtures to create the illusion of depth. “We can’t say enough about good lighting!” Sitomer says. “It’s important to have a mix of overhead lighting with ceiling fixtures and ambient lighting with lamps. Then, install dimmers to control the mood.”

Lalezarian Properties plans to launch leasing this summer at its 375-unit development in West Chelsea, where onebedrooms will range from $5,000 to $6,000 a pop. The Long Island-based development firm headed by Kevin Lalezarian is eyeing a launch date in August for the three glassy buildings climbing up on either side of the High Line between West 28th and 29th streets. When Mets starting catcher Travis dâ&#x20AC;&#x2122;Arnaud went down with a strained right shoulder on April 25, there was an understandable panic over the state of the Metsâ&#x20AC;&#x2122; backstops. Kevin Plawecki, who was batting just .176 in his limited opportunities before dâ&#x20AC;&#x2122;Arnaudâ&#x20AC;&#x2122;s injury, seemed like the only viable replacement and expectations were low. However, Plawecki has filled in commendably as the everyday catcher. Plawecki took over for dâ&#x20AC;&#x2122;Arnaud on April 26, and the early results were mixed; Plawecki got just three hits in six games, but drew four walks and only struck out twice. Once the Mets hit the road though, Plawecki turned it around. Plawecki played nine of the 11 games on the Metsâ&#x20AC;&#x2122; recently concluded road trip, and recorded a hit in all but one of them; the game in which the Mets were shut out by Clayton Kershaw.
