A juror in the Stanford University sexual assault case wrote to the judge expressing his disappointment over what was seen by many as a very lenient sentence handed down to former student-athlete Brock Turner. Santa Clara County Superior Court Judge Aaron Persky is facing a recall campaign following public anger over his decision to sentence Turner, 20, to six months in jail for sexually assaulting an unconscious woman after a party. The juror, who requested to remain anonymous, said he was disappointed and “vehemently” disagreed with the June 2 sentence, according to the letter, which was posted online late Monday by the Palo Alto Weekly newspaper. Prosecutors had sought a six-year prison term for Turner after he was convicted on three felony counts of sexual assault for the January 2015 attack. REUTERS

The intrusion is emblematic of the sophistication of Russian hackers, who have long been viewed by intelligence officials as the most talented of U.S. adversaries in cyberspace. Florida Rep. Construction has finally begun at LaGuardia Airport for a major redesign of the Queens facility looking to help bring New York back to the top and push other states across the country to do more with their infrastructures. Gov. Andrew Cuomo was joined by Vice President Joe Biden on Tuesday afternoon to announce the groundbreaking of the $4 billion renovation — a cost which two-thirds will be financed through private funds and existing passengers fees. Earlier this month, the governor announced that the Port Authority of New York and New Jersey — which oversees the facility — had reached a 35-year lease agreement and financial close with LaGuardia Gateway Partners, which will be managing the design, construction and financing of the redesign. “The airport is really the front door to New York when you think about it,” Cuomo said.

“This is not going to be just a rebuilding of what it was, it’s going to be a whole new airport.” Once demolition is complete, the first steps of construction will begin for the brand new Terminal B that will lie closer to the highway — increasing airport taxiways by more than 2 miles and reducing airport ground delays. The terminal will have a central hall and concourse connecting it to Terminal C and, for the first time, creating a unified airport as well as serve as the location for an AirTrain station. Tuesday’s groundbreaking also marked the start of the construction of the new roadway network, and a new 3,000-space parking garage. Some of the new facilities are expected to start opening in 2018, with all of Terminal B

slate to open to the public by the end of 2021. “For many years New York sort of lost its mojo. What [makes] New York New York is its ambition, is its creativity, is its capacity. New Yorkers never said no, there’s nothing we can never do,” Cuomo said. “This is saying yes we can, yes we will.” Cuomo added that the redesign of the airport is more than just giving the facility — which back in 2014 was compared to a third-world country by Biden — a facelift, but will also connect with other developments in infrastructure across the city. Some of the developments include having an AirTrain not only connecting passengers within the airport but between Manhattan and the airport; providing ferry access; connecting two new LIRR tracks; and also expand-

ing the Jacob Javits Center. “If you are not investing and you are not building, you are standing still and everybody is going to pass you,” Cuomo said. “What New Yorkers are saying … nobody is passing us by.” During the groundbreaking, Biden poked fun at his 2014 comment but made sure to let New Yorkers know that he did not mean it as an insult but rather believed that the “the greatest city in the world needs the greatest infrastructure in the world.” “This isn’t rocket science,” he said. He added that the comment was prompted following a conversation he had with his son, who told him that when he had gone to LaGuardia he had seen an out of service escalator with a sign that said it would be repaired in two months. The vice president added that New York should serve as motivation for other states in the country to help the United States stand out from countries across the world and put an emphasis on infrastructure across the country. “We are the epicenter of energy for the 21st century,” Biden said. “We’ve gone from recession to recovery and we are on the verge of resurgence, if we have the guts to grab it.”

Though New York’s been winning the baseball rivalry between the Mets and the Phillies lately, when it comes to bargains on rental apartments, Philadelphia comes out on top. New York City neighborhoods considered working-class only a decade or two ago now outprice apartments in some of Philadelphia’s poshest sections, according to data provided by NeighborhoodX, a real estate research and analytics startup. For instance, the median monthly rent for a one-bedroom apartment in gentrifying but stillgritty Long Island City in Queens was $2,900, well above the $1,900 figure for Philadelphia’s longfashionable Rittenhouse Square and Logan Square

residential districts. Comparable neighborhoods where New York’s elite might be drawn are Manhattan’s Upper West Side, with a median onebedroom rent of $3,600, or classic brownstone Brooklyn Heights, where one-bedroom rents average $3,100. For those seeking a neighborhood with a young, creative vibe, New York’s traditional answer has been the East Village, with Williamsburg gaining street cred the last 20 years. In Philadelphia, there’s Fishtown. This working-class neighborhood of narrow streets and row houses has sprouted studios, galleries, bars, restaurants and music venues. While the median onebedroom in Fishtown rents for $1,600, those apartments in Williamsburg and the East Village go for the nonbohemian figures of $3,200 and $2,900, respectively. Fishtown is even

a bargain compared to Staten Island’s St. George area, where the ferry docks and median one bedrooms go for $1,800 a month. Demand is a factor in NYC’s pricey pads. New York is growing much faster than the City of Brotherly Love. In two decades New York’s population rose by 1.2 million people to 8.55 million in 2015, according to the U.S. Census Bureau. In the same time, Philadelphia’s population rose by 71,000 to 1.57 million. Put another way, New York City added enough people to fill up three-quarters of Philadelphia. That doesn’t mean there aren’t relative bargains in New York, only that they are farther from Midtown’s jobs, the city’s cultural attractions and even basic amenities, such as supermarkets. where a median onebedroom goes for $1,500 a month. Much of the housing is in tenements and New York City public housing developments. But Mott Haven also has three historic residential districts, and some sections of the neighbor-

hood are showing signs of gentrification. Housing is being renovated and new shops opening, including that harbinger of change, gourmet coffee shops. Two opened since April. One needn’t go so far, nor do without as

much, in Pennsylvania’s biggest city. The median one-bedroom rents for $1,100 in Spruce Hill, a neighborhood just west of University City, a cluster of academic institutions which includes the Ivy League University of Pennsylvania.

Millennials want to live in NYC, but Philly is the better choice Perhaps millennials don’t know what’s best for them. In a recent survey, one in five Gen Y-ers said New York is their ideal city, with fewer than 1 percent saying the same of Philadelphia. But research has shown that Philly has outranked its more metropolitan competitors when it comes to qualities millennials say they value. Abodo, an apartmentsearch site, surveyed 2,000 people born between 1982 and 1998. Respondents were asked to rate 20 qualities,

PHILLY RANKS NO. 17 AMONG CITIES IN WHICH MILLENNIALS MOST WANT TO LIVE including a thriving job market, rent and housing market affordability, presence of hiking trails and quality of pizza, on a scale of one to 10, from least to greatest importance. Despite common assertions that millennials

are “lazy” or have “lesser work ethic,” the top three qualities Generation Y values most are economic in nature: a thriving job market (8.19), affordable rent (7.94) and affordable home prices (7.55), followed by parks or hiking trails (6.52) and nonchain local restaurants (6.49). When asked to pick a city they thought was the best choice, nearly 20 percent chose New York City. San Francisco came in second, with 10.3 percent, and one in 10 chose the Pacific Northwest, with Seattle and Portland each fetching just above 9

percent. Philadelphia rang in at No. 17 with 0.89 percent, far below Los Angeles, Chicago, Boston and Washington. When analysts broke down the preferred city of each gender and age group, New York ranked No. 1 across all ages and both genders. Philadelphia was found to be in the Top 10 only among respondents aged 18-22. The city actually came in 10th. Ironically, Philadelphia hit 95 percent of millennials’ criteria, according to Abodo’s

compiled research. New York City, Boston, Washington, Portland and Seattle all tied at No. 2 with 90 percent. Based on its research, Abodo found Philly to have a good job market, affordable rent and home prices, quality pizza, walkability, an LGBTQfriendly community, quality public transportation and a lake, river or beach nearby. The only mark Philly misses is a highly rated public school system. New York City, by contrast, was found to have neither affordable rent

nor a highly rated school system. In fact, the only city determined to have a quality public school system was Seattle. It’s not breaking news that rents in New York City and San Francisco are expensive, but it seems the rate keeps going up. A study released last month by Smart Asset found residents in NYC need a six-figure salary to live comfortably: an average of $158,229 annually. Residential real estate is continuing to change the city’s skyline and propel an already booming market — with new apartment sales “expected to reach a level not seen since last decade’s boom cycle by 2018.” This statement is outlined in CityRealty’s Manhattan New Development Report, released Tuesday, which explored new development in Manhattan over the next five years and beyond. Focusing on condominium development, the report found that estimated condominium sales will be about $30 billion through 2019. In total, there are 92 condominium projects with roughly 8,000 new apartments under construction or proposed. CityRealty noted a change in development style over the past eight

years: “Instead of focusing on quantity of apartments, developers are creating buildings with fewer apartments, but at higher price-points.” In 2014, the average price of new units was at an all-time high of $4.8 million, dropping to $3.7 million in 2015. The average price is expected to reach $4.4 million this year and will continue to increase in subsequent years. By 2016 the average price per square foot will increase to an estimated $2,280 and reach $2,540 in 2018.

Beyond the numbers, the reports showed where these developments will pop up, and the date and estimated price of their sales. There are even renderings showing how residential real estate will change the Manhattan skyline by 2010. “While condominium development has been largely centered on Midtown recently, the Financial District is seeing a boom in new construction and conversions,” CityRealty stated in its report. About 1,250 new

apartments are anticipated for the neighborhood in the next few years. One of these developments will be One Manhattan. At 80 stories, it’s set to be the secondlargest condominium ever constructed in the borough. According to CityRealty, the 815-apartment building located near the foot of the Manhattan Bridge will have include a putting green, 70-seat movie theater and a covered dog run, and has been marketed to prospective buyers in Asia.

An NYPD cop who was seriously injured after a man attacked him and his fellow officers with an 18-inch hatchet two years ago has been honored with the department’s highest award. Police Officer Kenneth Healey was on patrol on Oct. 23, 2014 with three other officers on Jamaica Avenue in Queens when a man ran towards them with a metal hatchet. The attacker — later identified as 32-year-old Zale Thompson — struck Healey in the back of the head and also hit another officer in the arm with the weapon. Police shot and killed Thompson, who was ranting about American society, according to CBS2 New York. A bystander was struck by a bullet when cops shot at the suspect. In the days following the attack, Police Commissioner Bill Bratton called it an act of terror and Thompson, who had converted to Islam, had

been visiting websites affiliated with terrorist organizations, CBS2 reported. On Tuesday morning, Healey — who suffered a shattered skull and required undergoing numerous surgeries after the attack — was given the Medal of Honor during the NYPD 2016 Medal Ceremony. Police Officer Joseph Meeker, who was struck in the arm during the attack, received the Medal of Valor, and the other two officers involved in the incident — Taylor Kraft and Peter Rivera — were given the police Combat Cross. “A lot of people who receive this award are no longer with us, so it’s definitely an honor to receive such a high award from the department,” Healey told NBC4 New York. “If I could go back in time, I wish nothing like this would [have] ever happened. But I’m still here and it’s definitely an honor,” he said. Healey has since returned to work on desk duty and said he is slowly progressing from his injuries.

Man orders bagel at Zabar’s eatery, shoots self in leg Cops followed the trail of blood. JASON NUCKOLLS @MetroNewYork letters@metro.us

A man carrying a concealed gun at Zabar’s, a popular Upper West Side restaurant and store, accidentally shot himself after ordering a bagel then limped away from the scene on foot. On Tuesday morning, police found the Zabar’s customer, 48, at nearby Roosevelt Hospital where he had walked to get help treating a bullet wound in his right leg, ABC7 reported. The gun he was carrying discharged when he reached into his pocket after ordering a bagel and coffee.

“This is unusual. Very unusual,� Saul Zabar, owner of Zabar’s, told the New York Daily News. “I really don’t know what happened.� The shooter left the gun at Zabar’s after he accidentally shot himself around 9:35 a.m. at the store’s cafe near the cor-

ner of Broadway and West 80th Street, the Daily News added. After he left the scene of the shooting, police commenced an investigation in which they followed a blood trail to Riverside Park before finding the suspect, who is homeless, at the hospital, ABC7 added. He reportedly told police that he had found the gun on West 39th Street. “This is happening all over,â€? Rose Marie Tichler, who lives around Zabar’s, told the Daily News. “It never happened at Zabar’s before. Never!â€? Police were still investigating the incident and holding the shooter on an outstanding warrant for an unrelated narcotics arrest, according to ABC7.

President Barack Obama lambasted Donald Trump’s proposed ban on Muslim immigrants on Tuesday in an angry denunciation of the Republican presidential candidate’s response to the Orlando nightclub massacre. The president and Hillary Clinton, the Democrat he has endorsed to succeed him in the Nov. 8 general election, made nearly simultaneous speeches responding to Trump, the New York mogul who is soon to become the Republican Party’s presidential nominee. Clearly annoyed, Obama used a speech at the Treasury Department to respond to Trump’s proposed suspension of immigration from countries with a “history of terrorism” in response to the killing of 49 people early on Sunday in Orlando, Florida. The gunman was U.S.-born Omar Mateen, 29, whose parents immigrated from Afghanistan. The president, without mentioning Trump by name, dismissed the Republican’s criticism of Obama for not using the term “radical Islamic terrorism” to describe Islamic State militants. Obama called the phrase a political distraction. “What exactly would using this label accomplish, what exactly would it change?” Obama said. “Someone seriously thinks we don’t know who we’re fighting? …

Wife of Orlando shooter could soon face charges Omar Mateen, who was shot dead by police after a three-hour standoff early on Sunday, left behind a tangled trail of possible motives. The wife of the gunman who killed 49 people at an Orlando gay nightclub could soon be charged in connection with the attack, the deadliest mass shooting in modern U.S. history, a law enforcement source said on Tuesday. FoxNews.com, citing an FBI source, said prosecutors had convened a grand jury to investigate Omar Mateen’s wife, Noor Salman. They are seeking to charge her as an accessory to 49 counts of murder and 53 counts of attempted murder and failure to notify law enforcement about the pending attack and lying to federal agents. NBC News, citing multiple unnamed sources, said Salman told federal agents she tried to talk her husband out of carrying out the attack. But she also told the FBI she once drove him to the nightclub, Pulse, because he

wanted to scope it out, the network said. Mateen, who was shot to death by police after a three-hour standoff at the club early on Sunday, called 911 during his rampage to profess allegiance to various militant Islamist groups. Federal investigators have said he was likely self-radicalized and there was no evidence that he received any instruction or aid from outside groups such as Islamic State. Mateen, 29, was a U.S. citizen, born in New York of Afghan immigrant parents. “He appears to have been an angry, disturbed, unstable young man who became radicalized,” President Barack Obama told reporters after a meeting of the White House National Security Council. One official familiar with the investigation, who spoke on condition of anonymity, said investigators were only beginning to delve into the contents of Mateen’s cellphone and other electronic devices. US court backs landmark internet equal-access rules A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit backed the FCC’s so-called net neutrality rules put in place last year to make internet service providers treat all internet traffic equally. A U.S. appeals court Tuesday upheld the Obama administration’s landmark rules barring internet service providers from obstructing or slowing down consumer access to web content, dealing a blow to big cable and mobile phone companies. The rules prohibited broadband providers from giving or selling access to speedy internet, essentially a “fast lane” on the web’s information superhighway.

In siding with the FCC, the court treated the internet like a public utility and opened the door to further government internet regulations. The ruling was a big victory for President Barack Obama, a strong advocate of net neutrality rules who has said the internet long has been organized around principles of openness, fairness and freedom without gatekeepers or “toll roads.” But the fight may not be over. The internet services providers that sued to block the regulations said they would appeal either to the full appellate court or to the Supreme Court, and telecommunications industry groups said they would redouble efforts to get Congress to limit the FCC’s authority. Opponents of the regulations said the FCC exceeded its authority and condemned the ruling

Led Zeppelin’s ‘Stairway to Heaven’ goes on trial Led Zeppelin singer Robert Plant and guitarist Jimmy Page appeared in a Los Angeles court for a civil trial that opened Tuesday in which they are accused of stealing the opening chords of their 1971 classic “Stairway to Heaven� from another band. Plant, 67, and Page, 72, did not speak to each other or their lawyers as they appeared in federal court. Both sported long gray hair and Page wore three-piece suits. The lawsuit alleges that the opening chords of their song was stolen from the 1967 instrumental “Taurus� by the band Spirit. more technical way. As an actor used to characters, how did you adjust to something that’s often so technical? The scene where I’m woken up by the kids screaming and the drawers go slamming across the room — that was all one take. So it felt like it was really happening. It makes your job easier, because you can react to what’s happening at the moment. There are other moments that are very artificial and you have to generate it. You have to really concentrate and come up with the goods.

Real or make-believe? The real-life Enfield Haunting is a hotly contested case, with skeptics pointing out inconsistencies, even fakery. Where do you stand having made a movie about it? The producer got a hold of the guy who took those photos [during the alleged haunting]. He thought there was something genuinely happening in the house. Even if it wasn’t supernatural, it was maybe a kinetic force. There’s so much weight on both sides of the argument that it’s hard to know if it really happened.

It can be tough being coldly rational when you’re confronted with traumatized people who claim they’ve encountered something paranormal. Those kids, now as grown-ups, are still kind of freaked out. That event has affected the rest of their lives. Some of the footage and the photos and all these audio recordings, it’s really spooky-looking and listening to them. I don’t know. I can’t say definitively whether it happened or not. It’s very convincing if it’s not true.

One of two titles about real mass shootings (the other being “Newtown�), Tim Sutton’s dreamy, haunting indie uses the 2012 Aurora massacre more as inspiration than foundation. Apart from the boredom of small town life, what comes across is the hostility bubbling under society, particularly with the men.

‘THE CHILDHOOD OF A LEADER’

The directorial debut of American actor Brady Corbet oozes a Euro vibe, no doubt due to his stints with Lars Von Trier (“Melancholia�) and Michael Haneke (“Funny Games�). As promised, Corbet dwells entirely on the early days of an unspecified fascist tyrant born out of the ashes of World War I. Werner Herzog is a brand now — a funny-voiced oddball often in on the gag. But he’s still serious, even when he’s not particularly deep. Case in point: “Lo and Beholdâ€? is essentially “Werner Herzog Takes on the Internet.â€? No ďŹ lm in the lineup — or the earth — is harder to watch right now than Kim A. Snyder’s look at the Sandy Hook massacre. “Newtownâ€? might not be able to bear such weight: Those expecting an anguished symphony a la Spike Lee’s “When the Levees Brokeâ€? will have to settle for a modest ditty, one that could always stand to have tighter focus. And yet it’s still gutting. Snyder’s focus on a handful of individuals — mostly surviving parents who can’t get through a sentence without choking up — means less time to delve into the community at large. Unlike other areas of the city, which are used to new developments popping up and changing the landscape, City Island is in the process of completing its first large-scale condo development in nearly 15 years. City Island hasn’t had any major development in about 30 years, according to Sona Davidian, project representative of On the Sound. Located at 226 Fordham Place, with views of Long Island Sound, On the Sound consists of 43 townhouse-style condominiums situated within a private gated community. Currently there are 29 homes in contract, with the first 10 completed, six half-done and the next six already started. The complex is expected to be done sometime in 2017.

The two-, three- and four-bedroom homes range in size from 1,407 square feet to 3,345 square feet. Each residence has a private garage and driveway parking, and a spacious private garden or elevated terrace. Private community amenities include a clubhouse with elevated terrace, outdoor pool, playground and fitness center. Davidian calls the five acres where On the Sound is being built as “ripe for development.� Though NYC communities can be weary of new development, she says that the island has come to embrace the project. There certainly was initial apprehension (City Island does have building height limits), but once locals came to see the units, “they were really pleased,� she said. Davidian also said there has been no problem selling these homes — which started in the high $400,000s for the two bedrooms. Prices range from about $698,000 to $908,000, with many downsizers from Westchester snatching up the pricier residences. The homes, however, are attracting a mix of buyers: island locals, young families with children, younger singles, older purchasers and outof-towners. “City island is a really vibrant community that many people don’t know a lot about,� Davidian said.

NYCFC is prepping for Wednesday’s matchup with the New York Cosmos (7:30 p.m., YES), as the two franchises battle in fourth round action of the U.S. Open Cup. City is looking for its first derby win against the Cosmos, one of the flagship franchises in the North American Soccer League, and is also looking to earn its first trophy of any kind in the franchise’s brief two-year history. In order to break its schneid and recent lackluster play, City will need to adjust its fledgling defense and get back in synch. It seems so long ago that NYCFC was the toast

Jets find it hard to re-sign star players The Jets may loathe the New England Patriots the most, but closing in hard are the Philadelphia Eagles.  Fresh off re-signing Fletcher Cox to the most lucrative non-quarterback contract in league history, Philadelphia just inadvertently raised the bar in the Jets’ negotiations with star defensive end Muhammad Wilkerson. Cox’s bloated deal of six years for $103 million is staggering, considering he may not even be as good a player as Wilkerson. But the average annual salary for Cox ($17 million) and the largest amount of money ever guaranteed to a non-quar-
