ELDERLY PRIEST KILLED IN FRENCH CHURCH, ATTACK CLAIMED BY ISIS
1
Assailants loyal to Islamic State forced an elderly priest to his knees before slitting his throat and took several worshippers hostage in a French church on Tuesday before police shot the attackers dead. It was the latest in a wave of attacks in Europe inspired by the Islamist militant group based in Iraq and Syria that is on the defensive against a U.S.-led military coalition in which France is a major partner. The knifemen entered the church during morning mass near the northern city of Rouen, northwest of Paris, killing Father Jacques Hamel, an 85-year-old parish priest, and taking four other people hostage, one of whom was seriously wounded. US ISSUES GUIDELINES FOR RESPONDING TO MAJOR CYBERATTACKS

The White House issued new instructions on how government agencies should respond to major cyber security attacks, attempting to combat perceptions the Obama administration has been sluggish in addressing threats from sophisticated hacking adversaries. The announcement was made amid suspicion in the U.S. government that hackers working for Russia may have engineered the leak of emails stolen from the Democratic National Committee. The directive, which was years in the making and includes a five-point scale to grade the severity of an incident, provides the first public guidance on the specific roles of federal agencies in coordinating efforts to investigate and respond to cyber security breaches in government and private sector. Firefighters battling a wildfire about 40 miles north of Los Angeles faced another day of brutal heat on Tuesday after reporting progress containing the blaze under cooler conditions overnight. About 300 miles further north in drought-hit California, another fire ravaged a hilly area near the scenic coastal town of Carmel-by-the-Sea, churning through 16,100 acres and destroying 20 homes, authorities said. About 3,000 firefighters have been struggling to control the so-called Sand Fire in a 59-square-mile area on the northwestern fringes of the Angeles National Forest since Friday. The fire was 25 percent contained on Tuesday, up from just 10 percent on Monday evening, as crews backed by bulldozers hacked out buffer lines around the blaze, authorities said. REUTERS
Freshman says she won’t return to school after rape case handling Joanna Vandyke said she did not want to return for her second year at Emmanuel College after a school disciplinary hearing found insufficient evidence to hold a man she accused of raping her responsible. CHRIS CAESAR @MetroBOS

A former Emmanuel College freshman says she won’t be returning to campus this fall after the school’s conduct board found a fellow student she accused of raping her not responsible for sexual misconduct. The woman, Joanna Vandyke, announced her decision in an open letter on Facebook that’s since been shared over 1,500 times. In it, she says she was raped by the man during the second half of her freshman year and reported it to school officials. Vandyke said she was encouraged by an administrator to handle the allegations through the school’s internal disciplinary code. In June, after a hearing and investigation, the college said there was insufficient evidence to find the accused responsible. “My rapist is able to live on campus without a slap on the wrist,” she wrote. “You are fully aware of how he violated me several times and did not think a rape kit and countless accounts of the night was sufficient evidence. “For this reason, I have decided to not return to Emmanuel in the fall. It is clear to me that you value your reputation more than you value your community. The compassion that you spoke so strongly about in the beginning of my time with you was

You host events that ‘empower’ women like myself to speak freely of issues like sex and race, but these are just empty words. “I hope this letter reaches any young girls who are seventeen and eager to begin their college career with you,” Vandyke concludes. “I just want them to know that you were not on my side and certainly will not be on theirs.” Vandyke said in a phone interview that she didn’t expect the note to become so widely shared, but was happy that it was getting attention. “My original intent for the letter to be on Facebook was to explain to my friends why I wasn’t going back,” she said. “Over and over again I’d have to explain why I wasn’t coming back in
the fall and it became emotionally exhausting.” Between a dozen and two dozen women reached out to her to share their own stories about being sexually assaulted on the campus, she said. “I have 250 unread messages in my inbox from people that are just saying how much they love me and support me,” she said. “I never would’ve expected this kind of feedback. “I still consider the people [at Emmanuel] the best friends I ever made,” Vandyke said. “Leaving them is really hard and I wish I didn’t have to do it like this.” In a statement, the college said it was “deeply concerned” about the post. “Emmanuel’s mission is rooted in social justice and care for others, starting with our students,” it read. “Cases of sexual assault are tragic and the College handles all allegations in a comprehensive manner guided by sensitivity, compassion, fairness, and in full compliance with Title IX. … The College maintains comprehensive policies
and trainings to prevent sexual assault and harassment and provide caring assistance to victims. We are always willing to discuss and proactively address issues of concern.” According to Know Your IX, an advocacy group that works to empower students to stop sexual violence on campus, many victims of campus sexual violence are reluctant to turn to the criminal justice system, and having a Title IX grievance process for claims of sexual harassment or assault can help adjudicate such concerns without involving the criminal justice system. Nothing about filing an internal grievance with the school would preclude a victim from going to the police, though the group notes that is a rarely successful recourse: Only a quarter of reported rapes lead to an arrest, and only a fifth lead to prosecution. “I went to the school and they suggested that it be internal, so I didn’t report it to the police at all,” Vandyke said. “At this point I’ve lost faith in the system and will probably not pursue [criminal charges].”

Man who supplied gun to Tsarnaev gets 6 months Merhawi Berhe, 22, pleaded guilty to supplying the gun later used by the Boston Marathon bombing suspects to kill an MIT police officer. CHRIS CAESAR @MetroBOS
chris.caesar@metro.us
The man authorities said was the source of a handgun later used to kill MIT police officer Sean Collier was sentenced to six months in a Boston federal court Tuesday morning. Merhawi Berhe, 22, had earlier pleaded guilty to possession of a firearm with an obliterated serial number, Boston.com reported. Berhe reportedly supplied a black
Ruger P95 to Stephen Silva, who then later gave the weapon to his then-friend Dzhokhar Tsarnaev. Silva himself pleaded guilty to weapons charges and was sentenced to 17 months, the time he’s already served, the report read. Judge William Young said he did not consider the fact that the gun was ultimately used in connection with the murder of the young officer when making his decision about the sentence. “It would be captious were I to hold that against Mr. Berhe,” he said, though he noted it was still a dangerous crime that demanded jail time. Berhe was the seventh and final suspect to be tried in connection to the Boston Marathon bombings, WHDH reported.

Cops: Gun confiscated from uncooperative teen outside Dorchester court Boston police arrested a teen outside Dorchester District Court after he failed to follow their instructions and was later found to have a gun, authorities said. Around 2:15 p.m. on Monday, officers responded to a report of a man with a gun near the Dorchester District Court at 510 Washington St., police reported. Upon arrival, police located the individual matching the suspect’s description. Authorities, with their firearms drawn, began giving instructions to Raughn Williams, 18, of Boston, who did not comply with their directions to show his hands, police stated. Instead, Williams allegedly
responded, “Why?” and paced back and forth while holding the front of his waistband with his right hand. After two minutes, Williams got down on his right knee and officers quickly moved in and handcuffed him, authorities said, adding that he had earlier threatened to shoot one of his family members. A search of the suspect revealed a firearm in his right pocket. “That kid’s lucky he didn’t get shot,” an unnamed officer said at the scene. Williams was charged with unlawful possession of a firearm, ammunition possession, carrying a loaded firearm on a public way and assault by means of a dangerous weapon, authorities added. Hillary Clinton makes history, secures Democratic nomination The former secretary of state was officially named the Democratic nominee on Tuesday.
Former Secretary of State Hillary Clinton secured the Democratic Party’s 2016 nomination for the White House on Tuesday, becoming the first woman to head the
ticket of a major party in U.S. history. In a symbolic show of party unity, Clinton’s former rival, Vermont Sen. Bernie Sanders, told the chairwoman from
the convention floor that Clinton should be selected as the party’s nominee during a stateby-state roll call at the Democratic convention in Philadelphia.
Earlier, delegates from South Dakota had given Clinton 15 votes, ensuring that she had more than the 2,383 votes needed to win the nomination. She emerged with a total of 2,842 votes to Sanders’ 1,865 votes. After a tough battle with Sanders, Clin-
ton is now the party’s standard-bearer against Republican nominee Donald Trump in the Nov. 8 election. Delegates chanted “Hillary, Hillary” as Maryland Sen. Barbara Mikulski formally put forward Clinton’s name for the alphabetical rollcall vote. REUTERS

Moments after Hillary Clinton was announced as the 2016 Democratic presidential nominee on Tuesday, hundreds of delegates walked out of the convention center. Protesters carried Bernie Sanders signs and chanted, “Tell me what democracy looks like. This is what democracy looks like.” Many protesters staged a sit-in — what they called a “silent revolution” — in the media tent, and armed law enforcement officers stood at the doors of the Wells Fargo Center in Philadelphia blocking media and protesters from getting in and out of the tent. Turkish troops hunt remaining coup plotters as crackdown widens
Turkish special forces backed by helicopters, drones and the navy hunted a remaining group of commandos thought to have tried to capture or kill President Tayyip Erdogan during a failed coup, as a crackdown on suspected plotters widened on Tuesday. Erdogan and the gov-
ernment accuse U.S.-based Muslim cleric Fethullah Gulen of orchestrating the attempted power grab and have launched a crackdown on his suspected followers. More than 60,000 soldiers, police, judges and civil servants have been arrested, suspended or put under investigation. The religious affairs directorate removed another 620 staff including preachers and instructors in the Koran on Tuesday, bringing to more than 1,100 the number of people it has purged since the July 15 coup attempt. Foreign Minister Mevlut Cavusoglu said two Turkish ambassadors, currently in Ankara, had also been removed. Former Istanbul governor Huseyin Avni Mutlu was detained and his house searched. “There is no institution which this structure has not infiltrated,” Erdogan’s son-in-law, Energy Minis-

The response from the Turkish authorities would, he said, be just and not amount to a witch-hunt. The coup attempt raised particular questions about the air force, some of whose senior members were deeply involved, and

cized the post-coup crackdown, and with the United States, which it has urged to extradite Gulen. Albayrak made the comments as the highestlevel Turkish delegation since the downing of the jet visited Moscow and officials announced a planned meeting between Erdogan and Russian President Vladimir Putin next month. “Erdogan will be eager to send a message to Washington and EU capitals that Turkey has other options,” said Tim Ash, a strategist at Nomura and a veteran Turkey watcher. The Turkish parliament set up on Tuesday a commission to investigate the coup attempt, with the backing of all political parties. It will also examine the allegations that the Gulen movement infiltrated the government and instigated the coup attempt.
Kerry hopes to work with Russia on Syria, UN aims to restart talks The United States said on Tuesday it hoped to announce in early August details of planned military cooperation and intelligence sharing with Russia on Syria, and a U.N. envoy said he would also aim to resume peace talks next month. Secretary of State John Kerry said Washington and Moscow, who support opposing sides in Syria’s five-year-old conflict, had made progress in recent days toward working closely together. The proposals would have the two powers share intelligence to coordinate airstrikes against the al Qaeda-affiliated Nusra Front and prohibit the Syrian air force from attacking rebel groups labeled as moderate. Efforts to bridge the divide between the United States and Russia and bring Syrian government and opposition forces back to negotiations come after pro-government forces have effectively put rebel-held districts of Aleppo under siege. Concern is growing for at least 250,000 people who have been trapped in rebel-controlled eastern Aleppo since early July.

Don’t worry — Blac Chyna and Rob Kardashian are still together For the Kardashian clan, social media is sacred. So it was a pretty big deal that brother Rob deleted all of his Instagram pics with fiancÊe/babymama Blac Chyna on Monday. Though Rob is known for his social-media purges — often deleting all of his photos — he’s kept his relationship with Chyna in the public eye. And a dramatic one at that: Chyna allegedly drew blood, scratching Rob with her long nails. Perhaps their new reality show is putting some stress on the couple (or perhaps this is a welltimed publicity stunt), but either way, the pair is back in love. Chyna took to Snapchat to quell rumors, flashing her 7-carat rock.

a single family home in JP was $830,000, while the average sale price of a condo was $560,000. As a result, realtors aren’t seeing the buyers that flocked to JP 10 years ago. Mary Wallace, a realtor with Unlimited Sotheby’s International Realty in Jamaica Plain, says young people simply can’t afford to buy in the area like they used to. “Very few people have the down payment they need, unless they’ve inherited money or have families that can help,” says Wallace, who has lived in the area since 1985. “I’m not seeing young people show up with money.” As a result, many JP
residents ditch their hopes of staying in the neighborhood. Kate Plourd Johnson, 31, lives with her husband and their pug near the Jackson Square T stop. While she’d love to buy a home in JP, it’s hard to ignore the mass exodus of young families. “Most of our friends who lived in JP and wanted to buy end up looking and buying in Roslindale,” says Plourd. For renters, the majority of available units are in two and three unit multifamily homes. According to McClure, rental prices currently range from $1,700 to $5,000 per month, with an average in the past six months of $2,500 per
month. Alycia Buchheit, 28, is a mental health counselor that currently lives in a rented house with four other roommates in the Forest Hills neighborhood. Though she’s only been in JP for about a year, her rent has already increased once. Still, she says the proximity to green space and a diverse population is worth the price hike. “I used to live in Allston and it was so monotonous,” says Buchheit. “The whole street was full of college kids, and all they ever did was party. Here in JP there are people of all different races, all different ages and ways of life, and I love that.”

New in the neighborhood: Revamping a former nursing home may not sound super glamorous, but the shuttered Goddard House is getting a face-lift. Eden Properties and Samuels & Associates, who are responsible for the likes of the Van Ness complex in Fenway and Allston’s Continuum, plan to expand the historic property into a 167-unit complex. Relax with monochromatics For the bedroom, Harrison went with a calming, monochromatic palette of cool blues and grays. It’s subdued, yes, but far from sleepy. “When you’re creating a monochromatic space, it’s all about texture and pattern,” he says. “That’s where you create your depth and interest.”

ESPN.com ran a curious headline this week: “If White Sox get serious about selling Chris Sale, Red Sox would have to listen.” Listen to a team trying to sell you on the best pitcher in the American League? As the kids say these days, “obvi.” Red Sox boss Dave Dombrowski recalled last year’s trade deadline in the piece, saying that it was the teams with the big guns that were calling the teams with the pu pu platter of prospects in the closing minutes before the deadline. Conventional
thinking leads you to believe that most blockbusters are done with the quarters teams calling the dollar teams initially and the dollar teams eventually caving. That’s not always the case, according to Dombrowki in Scott Lauber’s piece. “If you wait, I remember last year at the very end, I’m not going to say who, but I remember there were a couple clubs that were looking for [a big return], and on July 31, they were calling around and saying, ‘Would you take this guy?’” Dombrowski said. “That could happen this year, too. I think it’s a fun time. It’s something we really need to keep abreast of, and our people do a good job of that.” As for the price tag for Sale, as we outlined last week — it would take the world, even
after Sale’s ugly jersey episode. Here’s an idea of what it would take: •
•
•
•
Yoan Moncada (ranked the 5th overall prospect by MLB.com) Travis Shaw (Red Sox’ starting third baseman) Rafael Devers (ranked the 15th overall prospect by MLB.com) Michael Kopech (now the topranked pitcher in Sox’ farm system with loss of Anderson Espinoza)
A deal like this would strip the Red Sox of nearly all of their top prospects, outside of Andrew Benintendi, but Dombrowski is certainly the ultimate “all-in” baseball executive and the Sox are knocking on
Jersey barrier Sale has gained a reputation for being something of a hothead and this past weekend’s jersey incident did not help matters. Sale is said to have cut up a number of White Sox throwback uniforms prior to last Saturday night’s Chicago-Detroit game so they couldn’t be worn. Sale reportedly expressed great displeasure that he was being forced to wear the uniforms. According to ABC-7 in Chicago, the cost of the destroyed jerseys was around $12,700. Sale was suspended five games for the incident.
the door of World Series contention this year. If the White Sox want to dance, the Red Sox will certainly be willing partners.
