Assailants loyal to Islamic State forced an elderly priest to his knees before slitting his throat and took several worshippers hostage in a French church on Tuesday before police shot the attackers dead. It was the latest in a wave of attacks in Europe inspired by the Islamist militant group based in Iraq and Syria that is on the defensive against a U.S.-led military coalition in which France is a major partner. The knifemen entered the church during morning mass near the northern city of Rouen, northwest of Paris, killing Father Jacques Hamel, an 85-year-old parish priest, and taking four other people hostage, one of whom was seriously wounded. The White House issued new instructions on how government agencies should respond to major cyber security attacks, attempting to combat perceptions the Obama administration has been sluggish in addressing threats from sophisticated hacking adversaries. The announcement was made amid suspicion in the U.S. government that hackers working for Russia may have engineered the leak of emails stolen from the Democratic National Committee. The directive, which was years in the making and includes a five-point scale to grade the severity of an incident, provides the first public guidance on the specific roles of federal agencies in coordinating efforts to investigate and respond to cyber security breaches in government and private sector. Firefighters battling a wildfire about 40 miles north of Los Angeles faced another day of brutal heat on Tuesday after reporting progress containing the blaze under cooler conditions overnight. About 300 miles further north in drought-hit California, another fire ravaged a hilly area near the scenic coastal town of Carmel-by-the-Sea, churning through 16,100 acres and destroying 20 homes, authorities said. About 3,000 firefighters have been struggling to control the so-called Sand Fire in a 59-square-mile area on the northwestern fringes of the Angeles National Forest since Friday. The fire was 25 percent contained on Tuesday, up from just 10 percent on Monday evening, as crews backed by bulldozers hacked out buffer lines around the blaze, authorities said. REUTERS

In the wake of the shootings by police of Alton Sterling and Philando Castille, and the murder of several police officers in Dallas, former Philadelphia Police Department Charles Ramsey said the nation is sitting on a “powder keg.” But does Ramsey have any answers? When Ramsey addresses the Democratic National Convention on Wednesday night, it will be as one of the most respected figures in national law enforcement who was tapped by President Barack Obama to co-chair the Task Force on 21st Century Policing in the wake of Ferguson and the emergence of the Black Lives Matter movement. Ramsey left his post at the beginning of 2016, has been lauded for his moves toward a data-driven police department, transparency with the public — for example, ordering the department to identify officers involved in all shootings — and for pushing reforms like body cameras for officers, which are currently being piloted in the 22nd District. Ramsey, who did not respond to requests for an interview, led the department during a time of plummeting crime statistics, with the number of homicides dropping to the lowest in 50 years — which he credited to his leadership of the department, including tactics like reinstituting foot pa-

trols. He previously led police forces in Chicago and Washington, D.C. In 2015, Ramsey said declining homicides and shootings the previous year showed his strategies worked. “It indicates it’s working, but what adjustments now is the challenge, to push it down even further, because I don’t believe we’re as low as we go,” he said.

“He was an awful commissioner,” she said. “He did not care about the people and tried to make it look like the system was working for us when it was not. That’s what the Democrats want, they want lapdogs who happen to be the same color as the people they are oppressing to say, ‘Hey guys, everything’s OK,’ when it’s really not.” Other activists from

Deandra Jefferson, a member of the Philly Coalition for R.E.A.L. (Racial, Economic And Legal) Justice, which organized the march, said having Ramsey speak was “a terrible idea.”

As delegates cast their votes for Hillary Clinton’s nomination at the Democratic National Convention on Tuesday, some are recalling memories of another Clinton. More than 20 years ago, Bill Clinton stood before delegates, accepting their nomination for the 1992 presidential election. Much younger and less world-weary, this Bill Clinton talked about town halls he attended, his humble roots and childhood and his love for his wife. The United States has come a long way since the days of the Comeback Kid, said Pembroke, Massachusetts, delegate Stephen Driscoll. “For gays and lesbians — because we didn’t have the ‘B’ and the ‘T’ then — the big question was whether or not Bill Clinton would say the word ‘gay,’” Driscoll recalled of his first convention. “He did, but in 1992, he didn’t.” “In 1996, our own negotiation was to get the president to say the word ‘gay,’” Driscoll said, adding that their success was “a monumental step.” In part, this progress is due to significant shifts in the voter base. Most astonishingly has been changes in public opinion on gay and lesbian relations. In 1992, 48 percent of

Americans said such relations should be illegal and 44 percent disagreed. Now, it’s 68 percent for, 28 percent opposing, according to Gallup poll data compiled by NBC News. Driscoll, who cochairs the National Stonewall Democrats, said delegates advocating for gay and lesbian rights in 1996 had to “smuggle” signs and “rainbow stuff” onto the floor. They carried signs that read “Equal Rights for Newt’s Sister,” referencing Newt Gingrich’s sister who had come out as lesbian. On Tuesday, Driscoll was dressed in a rainbow-checkered shirt and pink shorts. He wore a rainbow necklace while LGBT-rights pins dotted his shirt and lanyard as he handed out Equality Now stickers to fellow delegates. To say a lot has changed would be an understatement. Driscoll, who has attended every Democratic National Convention since 1996, called this progress “remarkable.” “The incorporation of LGBT people into the collaborate of the party is remarkable … the idea of this 20 years ago would’ve been preposterous,” Driscoll said. “They wouldn’t even let us bring flags onto the floor.” “It’s so radically different now, so it tells you that social change can happen and it can happen very, very quickly.”

Moments after Hillary Clinton was announced as the 2016 Democratic presidential nominee on Tuesday, hundreds of delegates walked out of the convention center. Protesters carried Bernie Sanders signs and chanted, “Tell me what democracy looks like. This is what democracy looks like.� Many protesters staged a sit-in — what they called a “silent revolution� — in the media tent, and armed law enforcement officers stood

The chances of Eagles running back Byron Marshall making the 53man roster stand at about 50-50. The chances that he can navigate South Philly without getting lost are much worse. The fact that the Democratic National Convention is being held across the street from the Eagles home, the NovaCare complex on the other side of Pattison and Broad, didn’t help his cause. Nor did the hundreds of Bernie Sanders supporters clogging the subway system and Broad Street Monday, the first day of the convention. Nonetheless, the poor guy couldn’t figure out where the hell to go. “I was out walking for, like, two hours trying to find my way back to the hotel around all them barricades,” Marshall said Tuesday. ARREST Eagles linebacker Bradham arrested for alleged assault A Philadelphia Eagles linebacker was arrested in Miami Beach on Monday after allegedly beating a hotel worker during an argument about an umbrella. Bradham was with a group of friends at the Hilton Bentley, according to Miami Beach police, when an argument started over how long it took the employee to bring the group an umbrella. “Without provocation, [Bradham] struck the victim in the nose with a closed fist,” the police report said. Nigel Bradham turned himself in on Monday. The victim suffered lacerations and a broken nose, PennLive reported. The 26-year-old linebacker and five others fled the scene, according to police, but a phone and Bradham’s credit card receipt for the umbrella were left behind. “We have been in contact with Nigel and the proper authorities,” the Eagles said in a statement, CSN Philly reported. “Due to the ongoing legal process, the Eagles will have no further comment at this time.” Bradham is expected to report to Eagles camp on Wednesday, Philadelphia Daily News’ Les Bowen tweeted. A solar-powered aircraft successfully completed the first fuel-free flight around the world on Tuesday, returning to Abu Dhabi after an epic 16-month voyage that demonstrated the potential of renewable energy. The plane, Solar Impulse 2, touched down in the United Arab Emirates capital on Tuesday. BRIEF US report says Tesla driver in fatal Autopilot crash was speeding A driver killed in the May 7 crash of a Tesla Motors Inc. car while using Autopilot drivingassist software was exceeding the speed limit, U.S. highway safety investigators said on Tuesday in a preliminary report that did not state a probable cause. The U.S. National Transportation Safety Board said its preliminary findings showed the Model S was traveling at 74 mph in a 65-mph zone at the time it struck a semi-truck near Williston, Florida. Joshua Brown was killed when his vehicle drove under

the tractor trailer. It was the first known fatality involving a Model S operating on the Autopilot system that takes control of steering and braking in certain conditions. The accident increased scrutiny of automated driving technology. The report said the NTSB confirmed the Model S driver was using the advanced driver assistance features Traffic-Aware Cruise Control and Autosteer lane-keeping assistance at the time. The NTSB has not yet determined the probable cause of the crash. The initial police report into the crash estimated Brown’s speed at 65 mph. REUTERS

US opens door to a change in blood donation policy for gay men The U.S. Food and Drug Administration opened the door on Tuesday to a change in its blood donor deferral recommendations, which currently prohibit donations from gay men for a year following their last sexual encounter in order to reduce the risk of transmitting HIV, the virus that causes AIDS. In December the FDA overturned a 30year ban on all blood donations from men who have sex with men, saying the change was based on science showing an indefinite ban was not necessary to prevent transmission of the human immunodeficiency virus. The FDA is now signaling it may go further. Gay rights advocates say the latest update did not go far enough and that the agency’s recommendations should move closer to individual

risk assessments, which could, for example, look at whether an individual has been in a monogamous relationship. Their criticism intensified in the wake of a mass shooting at a gay nightclub in Orlando, Florida, in June, which saw many gay men unable to donate blood even as blood banks put out calls for donors. In a notice posted to the Federal Register, the

FDA said it was establishing a public docket for comment about its current recommendations and that interested people should submit comments, backed by scientific evidence, supporting alternative potential policies to reduce the risk of HIV transmission. Such suggestions “could include the feasibility of moving from the existing time-based deferrals related to risk

More charges possible for three men arrested after Fla. club shooting Two teens were killed and more than a dozen people were wounded Monday in the parking lot of Club Blu in attack that came six weeks after 49 people were killed at an Orlando nightclub by a man who sympathized with Islamic extremist groups. Garbage frontwoman Shirley Manson is no stranger to the test of time. The alt-rock band kicked off a “20 Years of Queer” anniversary tour last fall, and released their sixth LP, “Strange Little Birds,” in June. With a summer tour to support the release, Manson is ready to get back to doing what she does best with renewed energy — so why does everyone want to talk about her age? Manson has some theories. There’s darkness in “Strange Little Birds.” What period of your life do the songs on this album represent? It’s present day, for the most part. I find the great thing is that if you can hop between decades and fantasy or embellish with your imagination, there are times when you can pool from all aspects to complete a story. I feel like for the most part, the record is present, but I time travel on a couple occasions. The very last song on the record is called “Wandering,” and it’s very much in the moment.

I’ve read some things you’ve said about the industry putting pressure on women for aging. Do you think that’s an Americanized issue or does it span globally? It’s globally. We’ve all lost when anyone over the age of 25 isn’t fit for the industry. It’s not only relative to music; it’s a current cultural sickness, in my mind. I think it’s important that we listen to young people, because they teach us a lot, but as a culture, we’re moving further and further

away from the concept of elders. It worries me a little. You have a very different perspective of age. It’s a vital one to a healthy community. Do you think there’s media backlash for being vocal about this issue? It’s funny because whenever you speak up about ageism and you’re not considered young, you’re written off as someone who is complaining. I don’t feel I’m complaining. I have a healthy career and I don’t feel

impeded by people’s ageism, but there are many women my age who feel like they’re in the garbage pit. You’re not. You have superpowers that younger women don’t have, and we should value that. How are you feeling about this obligation to engage in social media these days? My manager hounded me to start; I was very reluctant. They said, “Unless you’re one of the very lucky few, your voice

will be drowned out if you don’t get engaged.” There are exceptions to the rule, but when you’re an artist, you want your voice out there. I reluctantly agreed and I found I’m quite good at it and there are aspects I really enjoy. Not all of it. It feels a bit narcissistic and self-serving, but there are parts I find pleasurable. Kathryn Hahn is a mom in two current movies. In the indie drama “Captain Fantastic� the scene-stealing actress plays an uptight parent whose two sons love video games and hate school. In the studio comedy “Bad Moms,� her character, Carla, has given up trying to be a model mother and would rather go to the bar with her fellow parents (played by Mila Kunis and Kristen Bell) than attend her teenage son’s baseball games. Hahn is a mother of two herself, though she’s not like either character — although she does worry endlessly about how best to raise her kids. I’m not a parent, but I imagine reading GETTY a script IMAGES about rebellious moms is really thrilling if you are. Oh my God. That was exactly it. I read it knowing that two gentlemen wrote it.

I thought, “Hmm, let’s see, fellas!� I read it and was so excited by how cathartic it felt. It really exploded those crazy expectations society has placed on so many mamas. There’s so much judgment in parenting. It was such a wish fulfilment to say “screw you� to all those expectations that we put on ourselves — how if we stray from any of those we feel like failures. It’s absurd.

I’m always afraid that if I was a parent I’d screw the kids up. You’re handed this perfect, gorgeous, untainted, pure being. You feel like, “This is my chance to curate their experiences and make the most amazing, brilliant, most empathetic soul on the planet.� And of course, it’s just one lesson after another of how out-of-control you are. It’s a crazy, awesome responsibility that you have no preparation for. Nothing can prepare you for what that is, and how much more challenging that gets the older they get. But holy

crap, what a crazy privilege. It’s definitely not for every human on the planet, for sure.

I have married friends who don’t want kids and hate that everyone asks them, “When are you having a baby?â€? I’d say, “Thank you, guys, for not overpopulating the planet!â€? We need more of those couples. There’s a line in the movie where Mila Kunis’ character tells her son to do the dishes and make himself food so he doesn’t grow up to be a horrible troll. It’s a great speech about entitlement. One of my biggest challenges as a mom is I really love a clean house. I would clean up, absentmindedly, for them for awhile, because I didn’t like s— all over the place. At a certain point I had to take a deep breath, step back and let them clean up. I knew it was imperative for them to understand consequences. Sometimes it’s easier to swoop in and take over, but it’s important to let them do it. I mean, I think! I don’t know what I’m doing. [Laughs] It’s such a crazy, crazy time right now to be a parent, because there’s so much to shelter a child from. All I know is I want my two people to be good, kind, empathetic humans with firm moral compasses. Then I’ll just be the happiest.Â

What’s more surreal than a show about a world in which talking animals and humans live (and sometimes breed) together? That it’s both the funniest and saddest show on television right now. In the third season, our anti-hero — a depressed, alcoholic horse (voice of Will Arnett), who used to star on a cheesy family sitcom — hits rock bottom. Although that’s what it felt like last season. On the joys of the ‘Wonder Woman’ trailer I just spent ďŹ ve days at San Diego Comic-Con, and between covering for sites, ďŹ lming videos, being on or moderating eight panels, running around in the heat and typing my digits o, it’s all sort of a blur. There was something that stood out, however. I got to see part of “Wonder Womanâ€? on the big screen. Warner Bros. released the trailer for next summer’s solo ďŹ lm while the con was celebrating Diana Prince’s 75th anniversary. I didn’t see it when it was ďŹ rst shown to attendees, but when I attended the anniversary panel with artists Jim Lee and Nicola Scott, director Patty Jenkins and the lady herself, Gal Gadot, it was shown again. I was not prepared for my reaction. You have to understand that, back when I was a child, there weren’t many superwomen to look up to. We had Princess Leia and Wonder Woman. That’s it. I watched the show starring Lynda Carter, wore my Wonder Woman Underoos, used twine as a lasso and colored scotch tape with magic markers around my wrists. I used those markers on a plastic tiara and spun around (a quarter turn counterclockwise, then a

few full clockwise turns was the correct method) to transform myself into my favorite superhero. Oh, I loved Batman, too, but Wonder Woman was a girl, just like me. As some of the panelists regaled us with their childhood stories about what she meant to them, I felt myself applauding like crazy before I even realized it. The trailer spoke to all of us. We all stood on the playground

and spun. We all wanted to grow up to be this superwoman. The lights dimmed and they played the trailer, complete with some action poses right from the comics. She was soft, yet powerful. She was funny. She was strong and she was sassy. She said, “What I do is not up to you,â€? when Steve Trevor (Chris Pine) questioned her actions. I felt my throat catch and actually cried. I admit it. Hell, I admitted it all over social media. I cannot begin to explain what it meant for me to ďŹ nally see her up there. Seventy-ďŹ ve years and this is the ďŹ rst time it’s happened. When the lights went up and the crowd roared, I looked around and didn’t see a dry eye in the house. I listened as Jenkins talked about how important it was to ďŹ nally do this and then I left the room, running to my next appointment. As I did, I saw person after person — older women, little girls, some guys, a little boy and quite a few babies — dressed in her costume. I saw people clutching Wonder Woman toys and posters and wearing tiaras. For a moment, I forgot how tired I was. I just got to see something wonderful and my 7-year-old self is cheering.

Are Eagles fans expecting too much from defensive coordinator Jim Schwartz? Schwartz is excited to utilize the flexibility several defensive players give him on the defensive line.

Events with Philadelphia flavor

There are 555 members of the U.S. Olympic team that will be heading to Rio next week: 263 men, 292 women. So no one should be surprised a number of them come from various parts of the Delaware Valley. We’ve already told you about keirin cyclist Matt Baranoski and the eightman rowing team that included Steve Kasprzyk, Tyler Nase, Glenn Ochal and Sam Ojserkis. Here’s five more sports to watch where locals could shine.

1Women’s Field Hockey

For whatever reason we

seem to breed field hockey players around these parts, including a stick sister act. Twenty-six year old Katie Reinprecht and little sister Julia, 24, of Perkasie did this once before — in London, where the U.S. finished 12th. So did Katie Bam of Blue Bell and Cherry Hill’s Michelle Vitesse. And then there’s team captain Lauren Crandall of Doylestown, along with Berlin, New Jersey’s Rachel Dawson.

2Wrestling

Junior Burroughs of Sicklerville, New Jersey, already has one gold medal, courtesy of winning his weight class in London. Now the two-time NCAA champion from Nebraska, in the 163-pound class, is out to prove it’s no fluke. The 28-year-old from Winslow Township took the Pan American championships in 2011 and again last year.

Kyle Lowry is only the third native Philadelphian with a Big 5 pedigree to be named to Team USA in hoops. He joins St Joseph’s Mike Bantom, a member of the 1972 squad that lost to Russia in a gold medal game that was so controversial the Americans refused to accept their silver medal and LaSalle’s Michael Brooks from the 1980 team that couldn’t compete in Moscow due to the boycott. The former Villanova standout point guard may seems an unlikely choice for this 2016 “Dream Team.� But with Steph Curry, Chris Paul and Russell Westbrook declining, when a spot opened up for the former Cardinal Dougherty star he grabbed it. And don’t forget Elena Delle Donne, of Wilmington, who figures to give the women’s team another golden opportunity.
