NEW INSTAGRAM FEATURE MAKES CONTENT DISAPPEAR IN 24 HOURS

Instagram, the photo-sharing app owned by Facebook, is taking aim at fast-growing messaging app Snapchat with a new feature that gives users the option to make pictures and videos to disappear automatically after 24 hours. The feature, Instagram Stories, will showcase pictures and videos uploaded by a user in a slideshow format, Instagram said in a blog post on Tuesday. Snapchat, which has more 100 million users, is known for automatically making postings disappear after 24 hours. However, the privately owned company released a feature in July called “Memories” that enables users to save and share content. REUTERS

NYPD Police Commissioner Bill Bratton will retire in September, leaving behind a team to further the department’s policy of neighborhood policing that has been a key element of his 31 months as commissioner. On Tuesday, Mayor Bill de Blasio announced that Bratton will retire

from his position next month and be replaced by current Chief of Department Jimmy O’Neill, an NYPD veteran with more than 30 years of experience who began his career patrolling the A and D trains during overnight hours. “As the architect of our neighborhood policing program, Jimmy O’Neill has built a national model for bringing police and the community together to fight crime,” de Blasio said. “Our next police commissioner’s decades of experience make him uniquely qualified to continue building on these incredible public safety achievements.” The Wall Street Jour-

Citi Bike started rolling out its expansion on the Upper West Side and Upper East Side Tuesday with the installation of new docking stations. Twenty-eight new stations will be installed uptown, from 85th to 100th streets, with additional stations to follow in Brooklyn. New stations are now open at East 88th Street/Park Avenue, East 88th Street/5th Avenue, West 87th Street/Amsterdam Avenue and West 87th Street/West End Avenue in Manhattan. Along with the new expansion, Citi Bike also announced it is offering $25 off of annual memberships. Mayor Bill de Blasio when making the announcement said he believes bringing Citi Bike to the Upper East Side and Upper West Side shows how much work is still in store for Manhattan. “Citi Bike is a new transit option with the capacity to empower communities and fight inequality, so we are committed to bringing these docking stations further uptown

SHOOTING Brooklyn man killed, girlfriend injured in overnight shooting A Brooklyn shooting left one man dead and his girlfriend hospitalized after the duo was shot while sitting in a double-parked car on a residential street. Around 1 a.m. on Tuesday, police arrived at 675 Halsey Street in Bed-Stuy after receiving a 911 call reporting a shooting, authorities stated. When they arrived, officers found two people shot inside a black Mercedes Benz on the street. The man, 33-year-old Ernest Brown of Brooklyn, was taken to Interfaith Hospital, where he was pronounced dead, officials added. He had been shot in the head and torso. The passenger, Brown’s 22-year-old girlfriend, was shot in the torso and taken to

Cuomo announces plan to combat Zika in subways Less than a week after the first mosquito-borne Zika transmission was confirmed on the U.S. mainland, New York is taking a series of “aggressive” actions to battle the virus in the state. At the center of the plan is the New York City subway system, which is full of standing water — a breeding ground for mosquitoes. According to Gov. Andrew Cuomo’s office, the insects lay eggs in or near water, where their offspring will grow before emerging as adults, biting and possibly infecting humans. “The Zika virus remains a dangerous public health threat, and New York state continues to pursue every possible measure to combat it,” Cuomo said. “By enlisting the cooperation of state agencies and New Yorkers, we are taking aggressive action to help reduce the prevalence of mosquito breeding grounds across the state and stop this disease at

its source. As the Zika situation continues to evolve, we will remain vigilant and strengthen our prevention efforts to safeguard the public health and safety of all New Yorkers.” The MTA and state Department of Health are targeting 36 locations, focusing on increasing drainage within the stations. They’ll also deploy larvicide tablets to standing water, place new traps to monitor the mosquito population, particularly the Aedes albopictus mosquito. The Zika virus is transmitted primarily by the Aedes aegypti mosquito in South and Central America, but there have been cases of the virus being sexually transmitted. Although the Aedes

in the state and one of 70 species. “Some 13 million gallons of water enters the subway system every day, from precipitation, intrusion of groundwater and even the water we use to power-clean platforms. But the serious threat of virus-carrying mosquitoes makes it even more

important that we have clean, functioning drains and adequate pump equipment, aggressive inspection and pumping schedules to remove standing water,” Tom Prendergast, MTA chairman and CEO said. The Zika plan for NYC’s subways follows a Sunday report in the New York Post which said the “warm, wet summer and mild winter” was causing a jump in mosquitoes. In addition to Zika concerns, the Post brought up West Nile, which has already reached the region. “The subway system is likely infested with Culex pipien mosquitoes,

which ‘are often found breeding in foul and stinky, stagnant pools of water,’ said Tom Daniels of Fordham University’s biological research center. The breed tested positive for West Nile Virus this summer, according to the city Health Department,” the Post wrote. Zika can cause a rare disorder called Guillain Barré Syndrome, which can lead to temporary paralysis, but the largest concern is for pregnant women. The virus can also cause a birth defect known as microcephaly in babies of mothers who are infected with the virus while pregnant. On Monday, the CDC issued a travel advisory for a certain section of Miami, where the number of confirmed cases of Zika transmission from local mosquitoes recently rose to 14. Typhoon Nida shuts Hong Kong, more than 150 flights canceled Hong Kong’s first major typhoon this year brought gusts of more than 62 mph and prompted authorities to issue an amber warning, signifying heavy rain. Typhoon Nida swept through Hong Kong on Tuesday, shutting down most of the financial hub and disrupting hundreds of flights with gale-force winds, while low-lying areas were put on flood alert. More than 150 flights were canceled, the Airport Authority said, with Cathay Pacific and Dragonair warning that none of their flights would be operating until 2 p.m. at the earliest. Thousands of pas-

sengers were stranded at the airport and about 325 flights are expected to be rescheduled. The city’s ferry, tram and bus services gradually resumed in the afternoon after the Hong Kong Observatory lowered the tropical cyclone warning to 3 from 8, shortly after midday. Trading in Hong Kong Exchanges and Clearing Limited, including Shanghai-Hong Kong Stock Connect trading, and the derivatives market would be suspended for the rest of the day. The Chinese Gold and Silver Exchange Society suspended trading on Tuesday morning. BRIEF Man charged with sexually touching sleeping Virgin America passenger A male Virgin America passenger has been criminally charged with sexually touching a sleeping female passenger on an overnight flight to Newark, New Jersey, from Los Angeles last week, federal prosecutors said on Tuesday. Veerabhadrarao Kunam, 58, of Visakhapatnam, India, was charged with one count of abusive sexual conduct aboard Flight 170 which departed on July 29, U.S. Attorney Paul Fishman in New Jersey said. Fishman said the defendant was arrested on July 30 when his flight arrived, and was released on $50,000 bond following a Monday court appearance in Newark federal court. Alexander Spiro, a lawyer at Brafman & Associates representing Kunam, declined to comment. According to the complaint, Kunam was seated in an aisle seat when the victim, who was sleeping next to him in a middle seat, awoke to find his hands massaging her vaginal and buttocks areas, and the defendant rubbing his bare feet against hers. BRIEF Delaware’s top court strikes down death penalty statute Delaware’s top court struck down the state’s death penalty statute, arguing that it grants judges powers that juries should wield and that it is unconstitutional. The 3-2 Delaware Supreme Court decision came in the case of Benjamin Rauf, who was charged with first-degree murder and robbery and being in possession of a firearm during the crimes. Prosecutors have

been seeking the death penalty against Rauf. The judges determined that since the state’s death penalty law allows a judge to sentence a convict to death independent of a jury and also allows a jury to hand down a death sentence without a unanimous verdict, it violated the U.S. Constitution. “Put simply, the Sixth Amendment right to a jury includes a right not to be executed unless a jury concludes unanimously that

it has no reasonable doubt that is the appropriate sentence,” the 92-page ruling said. “Throughout our history, capital sentencing has been a ‘responsibility traditionally left to juries,’ and the decision of whether a ‘fellow citizen should live or die’ has been considered a responsibility too great for any one person to make alone,” the ruling said. Delaware Governor Jack Markell, a Democrat, applauded

the ruling. “The use of capital punishment is an instrument of imperfect justice that doesn’t make us any safer,” Markell said in a statement. “It is my hope that today’s decision will mean that we never see another death sentence in our state.” Delaware Department of Justice spokeswoman Nicole Byers said the office was reviewing the decision.

White House directs agencies to consider climate change impacts

U.S. federal agencies will be required to disclose whether their actions and decisions will have an impact on climate change, the White House announced Tuesday. The White House Council on Environmental Quality (CEQ) finalized an update after nearly six years of consultations of the National Environmental Policy Act (NEPA), a Nixon-era statute that called on officials to weigh the environmental effects of projects such as highways, dams or oil drilling. The update takes NEPA a step further by requiring agencies such as the Interior Department to the Army Corps of Engineers to quantify greenhouse gas emissions in NEPA project reviews and to describe the potential climate change impacts. “This increased predictability and certainty will allow decision makers and the public to more fully understand the potential climate impacts of all proposed federal actions,” the CEQ said in a statement. This would prompt agencies to consider alternatives or propose measures to mitigate the climate impacts of a project, it said. Since the CEQ first proposed to modify

NEPA in 2010 to include weighing climate change impacts, Republican lawmakers have discouraged the move saying it would be a way for the Obama administration to regulate carbon emissions without congressional approval. President Barack Obama has used executive authority to use the federal Clean Air Act to regulate greenhouse gas emissions from power plants, oil and gas infrastructure, and energy development on public lands. Rhea Suh, president of the Natural Resources Defense Council, said the CEQ’s announcement is “a game-changer” that would ensure that federal agencies do not “approve mines that will destroy the climate, or bridges that will get washed away.” Conservation group The Wilderness Society said the CEQ guidance will ensure that decisions about whether to allow energy exploration or development on federal land do not contribute to climate change. “Federal land management agencies should implement this guidance without delay, and use cutting-edge science to make climatesmart decisions,” the group said. Democratic presidential nominee Hillary Clinton extended her lead over Republican rival Donald Trump to eight percentage points, according to a Reuters/Ipsos poll released on Tuesday, from six points on Friday. The bump for Clinton followed the Democratic National Convention in Philadelphia last week at which Clinton and her supporters painted an optimistic portrait of America, and came amid controversy over Trump’s comments about the parents of a slain Muslim

U.S. soldier. About 43 percent of likely voters favor Clinton, 35 percent favor Trump, and 9 percent picked “Other,” according to the July 28-Aug. 1 online poll of 1,289 likely voters. The poll had a credibility interval of 3 percentage points. The parents of the late “Star Trek” movie actor Anton Yelchin sued Fiat Chrysler for negligence and product liability over the rollaway crash of a Jeep Grand Cherokee that killed their son. The lawsuit, filed in Los Angeles County Superior Court, is believed to be the first wrongfuldeath complaint linked to the Fiat Chrysler recall in April of more than 1.1 million cars and SUVs because of vehicles that roll away after drivers exit them. Yelchin, 27, was killed June 19 when his 2015 Grand Cherokee, which was covered under the recall, rolled backward in the steep driveway of his Los Angeles home and crushed the actor against a brick wall and fence. The lawsuit points to a transmission gear-selector design it describes as “defective” as being the cause of numerous driverless rollaway mishaps like the one that killed Yelchin. The Russian-born ac-

tor, whose parents were both celebrated figure skaters in the former Soviet Union, was best known for playing the young starship navigator Pavel Chekov in the movie reboot of “Star Trek.” “In spite of our unbelievable grief, we decided to come here to prevent other families from the same tragedy,” his father, Victor Yelchin, said in tearful remarks to reporters. The automaker said in a statement it had not been served with a lawsuit and declined to comment on it, but expressed its “sympathies to the Yelchin family for their tragic loss.” The National Highway Traffic Safety Administration has said that the gear selectors in question clearly pose a safety issue that has led to hundreds of crashes and dozens of injuries. The agency has said testing of the electronic shifter found it “not

intuitive and provides poor tactile and visual feedback to the driver, increasing the potential for unintended gear selection.” The recall applies to 811,000 vehicles in the United States, covering the 2014-2015 model years of the Jeep Grand Cherokee sport utility vehicle and 2012-2014 Dodge Charger and Chrysler 300 sedans. The problem has been tied to at least 68 injuries, 266 crashes and 308 reports of property damage. Yelchin’s death marked the first known fatality linked to the issue. The company has said rollaways occurred because drivers mistakenly believed they had placed the vehicles in park, and neglected to set the emergency brake, before getting out. The ItalianAmerican automaker announced in June that it would soon furnish software upgrades to address the problem in all recalled vehicles. REUTERS

Some people start a blog just to get their feelings out, but never expect anyone to read it. When Greta Kline began recording songs from her bedroom and self-releasing them online, people actually listened. Born in New York City and the daughter of actors Kevin Kline and Phoebe Cates, Kline created Frankie Cosmos as an alias to release her bedroom recordings on Bandcamp. The indie artist released her first album as Frankie Cosmos, “Zentropy,” with her backing band in 2014, and the album was named New York magazine’s No. 1 Pop Album of 2014. Two years later, Kline released her second album, “Next Thing” last April and is now starting her U.S./ Europe summer tour. This witty-but-sweet singer-songwriter got into the DIY music scene at a young age and has used its intimate community to connect with other artists and throw out her thoughts on the mundane

and heavy questions in life for anyone who will listen. What got you interested in the all ages DIY music scene? I guess it’s pretty different now [than] when I was a kid. There were quite a few all ages venues in New York that were cool, and there was a newspaper that listed all the shows. I feel like I had a really good time getting into the music and meeting cool people. [Now,] a lot of the venues closed. There’s a smaller scene that’s maybe harder to find your way in. I probably wouldn’t have known about the cool stuff going on if it weren’t for my brother [Owen Kline]. Any DIY music artist that you’re interested in currently? This tour, we got to pick the opening acts for the shows, so I’ve been looking up [the] Bandcamp listing at each location. It’s been really fun to play shows with people I got into randomly. The tour in April, we took Yowler and Anna McClellan as opening solo acts … I basically meet everyone through friends and going to places and the internet. In your song “Too Dark,”

I took piano lessons when I was younger and that was my dad’s [influence]. I don’t think I wanted to perform at all until I saw my brother perform in high school. He’s had more of an influence than my parents. Anything you want to add about the tour? I’m really pumped about the Bowery Ballroom concert — that’s a real New York moment for me.

I don’t want to make this about politics. If you read my column regularly, you probably know where I stand. What I want to talk about is history being made. This past week, Hillary Clinton became the first woman nominated by the Democratic Party to run for president of the United States. And for the first time, little girls can say, “I can be president, too.” I wasn’t home during all the speeches. I was getting snippets on my phone and crying unabashedly in the car on the way home. I listened to Michelle Obama’s beautiful speech. I heard a woman accept the nomination. I saw my sister’s posts about it on Facebook. I knew how her young daughter could aspire to this office someday. Heck, I’m getting choked up while writing this. Whether you like her or not, whatever your politics, this matters. Last week, I wrote about what it meant for me to see the trailer for “Wonder Woman” on the big screen when they showed it at San Diego ComicCon. I wrote about how as a little girl I dreamed of being a superhero. I wrote about how the next generation could aspire to be

greater because of her. This week, they can finally dream of being president (with some actual hope of achieving it). It isn’t just the cover of Ms. Magazine in 1972 — the one with Wonder Woman on the cover and the line, “Wonder Woman for President.” It’s a real woman. I hear the comments already. “You should just vote for the best person for the job.” Yes. That is indeed true. (Though I think most intelligent people would probably argue that between the two candidates, she’s the one.) True or not, the fact that we’re able to vote for her at all is the thing I’m celebrating here. After years of battling to en-

sure women’s voices are heard in the geek world, after years of dealing with harassment for being a woman who dares to write about video games, after watching women’s rights being attacked over and over again all over the country, something like this reminds me why we fight. It reminds me of all the sacrifices women have made over the years to gain our rights. We continue to fight, on a small battlefield in our homes, on our computers, in the toy sections of stores — or on a large battlefield casting our votes, serving in the military or standing in protest. We continue to fight because, sometimes, we win.

By now, you’ve likely heard of the drafting strategy known as “zero RB.” It involves selecting no running backs through at least the first four rounds of your draft, instead choosing to load up on other positions. It works because running backs have the highest injury rate and raw talent isn’t worth as much as opportunity. Thomas Rawls, DeAngelo Williams, David Johnson, Jeremy Langford and Charcandrick West were among the 2015 runners that came off the wire and helped carry the zero-RB crowd to glory. Still, we need to go into the draft with a plan for the running back position. Here are some midrounders with upside to target:

Lat pulldowns Latavius Murray was not very good last year, ranking 33rd among 50 qualifiers in fantasy points per opportunity. But he did receive a whopping 72.8 percent of the Raiders’ running back touches and tied for the league lead by handling 81.8 percent of his team’s carries inside the 5-yard line. Since then, the Raiders have only added undersized fifth-rounder DeAndre Washington to their backfield. So we can expect another big market share for Murray, this time with free agent pickup LG Kelechi Osemele helping to form one of the league’s best offensive lines. He’s an ideal fifth-round pick for owners who start their draft with four wide receivers.

Matt Jones, Redskins — Alfred Morris is gone, giving Jones first crack at the lead back job in a sneaky elite offense. Charles Sims, Bucs — Doug Martin only plays on early downs, meaning we can expect a lot of catches again for Sims. He graded out as PFF’s No. 1 RB last year. Duke Johnson, Browns — New head coach and run-game specialist Hue Jackson will maximize the truly electric skills of Johnson.

Philadelphia freedom Ryan Mathews has averaged a strong 4.47 yards per carry during his six-year NFL career. He ran circles around DeMarco Murray last season, giving the Eagles enough confidence to

dump Murray and only add fifthrounder Wendell Smallwood in the draft. Mathews will also play in the RB-friendly Doug Pederson/Andy Reid scheme that made West, Jamaal Charles and Spencer Ware fantasy studs in Kansas City. Yet Mathews is consistently available in the fifth

or sixth round of fantasy drafts solely because of his checkered injury history. It’s a risk worth taking, as Mathews’ injuries are not of the lingering variety.

Old man river Frank Gore breaks every aging curve. Now 33 years old, he hasn’t missed a game since 2010 and continues to play at a high level. Last year’s stats are deceiving, as the entire offense went in the tank with Andrew Luck only playing seven games. This year, Gore will be the unquestioned feature back and goal-line option on a team that projects among the league leaders in points per game. He’s a high-floor pick in the seventh round or so.

Kyrie Irving is a walking factoid. Did you know he was born in Melbourne, Australia, and that his dad was a pro hoops player Down Under? Did you know he was the No. 1 pick in the NBA draft, and that he won the recent NBA championship with the Cleveland Cavaliers? And did you know he grew up in West Orange, New Jersey, played at Duke University for one year and now lives in Cleveland? The list is endless, but here’s the most current and timely factoid: Irving is leading Team USA at the Rio de Janeiro Olympics, which officially kick off Friday night with the opening ceremony. “This is a unique opportunity that you have to take full advantage of,” Irving said after a recent practice in Houston before the team departed for Rio. Irving postponed his Olympic debut by four years because he wanted

to represent his home country at the games, not his birth country. He was on the shortlist to play for Australia at the 2012 Olympics in London, but he declined and decided to pursue a spot on Team USA for Rio. Turns out that decision was a good one, at least for American basketball fans. Irving has absolutely shined in his short NBA career, scoring 20.8 points per game, dishing out 5.5. assists per game and making 86.5 percent of his free throws over his five years in the league. Irving’s numbers have earned him three All-Star team selections, rookie of the year honors, a three-point shootout title and of course an NBA title with the Cavaliers in June. He also played for USA head coach Mike Krzyzewski during his one year at Duke — which he cut short in order to enter the NBA draft — so he’s familiar with the legendary coach’s style. Irving’s first taste of playing on the U.S. national team was in 2014 during the FIBA World Cup, in which he was named tournament MVP as he helped the U.S. win the two-week tournament that’s contested every four years.

Twenty-four months later, Irving is getting another shot at helping his home country win something big — in this case a shiny gold medal. Irving is one piece of the Cavaliers’ Big Three, along with LeBron James and Kevin Love. The trio was formed before the 2014 season when James returned to the Cavaliers and Love was traded from Minnesota. That season, Cleveland finished second in the Eastern Conference and lost to the Golden State Warriors in the NBA Finals. They made up for the defeat this year by bringing Cleveland its first ever NBA title in its 46-year history. “Moving from one thing to the next, but it’s just going to be great going for gold,” Irving said. “Being a part of something bigger than myself. “It’ll go by fast and I just really try to really, really relish in every single moment and enjoy every moment with these guys.” Irving and his Team USA teammates will play China Saturday at 6 p.m. Eastern Standard Time in Rio. With any luck, Irving will add a few more factoids to his resume when the tournament ends later this month.
