A Republican lawmaker in Congress became the first to break with the party and support Democrat Hillary Clinton for the White House on Tuesday amid signs of growing Republican unease with volatile presidential nominee Donald Trump. Richard Hanna of New York followed days of uproar over Trump’s criticism of the parents of a Muslim U.S. Army officer killed in the Iraq war, which has fueled a fresh round of Republican rebukes of the New York businessman. Illustrating the escalating tension between the candidate and the party, Trump pointedly thanked the primary opponent of Republican House of Representatives Speaker Paul Ryan on Monday for his “kind words” after Ryan had issued a statement saying the sacrifice of the parents, Khizr and Ghazala Khan, should be honored. U.S. consumer spending rose more than expected in June as households bought a range of goods and services, showing underlying strength heading into the third quarter. Despite healthy consumer spending, Tuesday’s Commerce Department report showed inflation still muted. Economists say this, together with weak business spending and second quarter economic growth, could encourage a cautious Federal Reserve to keep interest rates at low levels for a while. “The continued buoyancy in consumption expenditures points to a favorable handoff to the third quarter, but the soft price pressures add to the narrative of the weakening inflationary backdrop,” said Millan Mulraine, deputy chief economist at TD Securities in New York. NEW INSTAGRAM FEATURE MAKES CONTENT DISAPPEAR IN 24 HOURS

Instagram, the photo-sharing app owned by Facebook, is taking aim at fast-growing messaging app Snapchat with a new feature that gives users the option to make pictures and videos to disappear automatically after 24 hours. The feature, Instagram Stories, will showcase pictures and videos uploaded by a user in a slideshow format, Instagram said in a blog post on Tuesday. Snapchat, which has more 100 million users, is known for automatically making postings disappear after 24 hours. However, the privately owned company released a feature in July called “Memories” that enables users to save and share content. REUTERS

A group of politically active Philadelphians wants the ban on parking in the median along South Broad Street enforced all the time, not just when the city is packed with visitors like during the Democratic National Convention. The Philadelphiabased political action committee 5th Square launched a petition calling for daily enforcement
of a ban on median parking that typically spans a 16-block stretch of South Broad, CBS3 reported. “Cars that are trying to parallel-park, in a very tiny space, right next to cars going 35 miles per hour – it’s not a recipe for how a street should be working,” Jake Liefer, who started the petition at 5th Square, was quoted by CBS3. Parking in the median is reportedly illegal, but the city has turned a blind eye to it for years. The ban was enforced, however, during last week’s DNC, when the city hosted thousands of delegates, members of the media and other visitors. Residents along Broad Street, though, have complained about being unable to find parking, particularly on streetcleaning days when

they claim they have no choice but to park in the median, NBC10 reported. Residents have said they wouldn’t have a problem with the ban being enforced if there was a parking facility for homeowners, who can spend 20 minutes or more looking for parking. “Before any changes are made, we’d need to have a dialogue with the people most affected … which are the residents of the surrounding com-
munity in South Philly,” Mayor Jim Kenney was quoted by NBC10. Most of the petition’s supporters live near the area of South Broad Street where illegal parking is commonplace, 5th Square said in a PhillyVoice report. “This isn’t a case of Center City residents telling South Philly what to do; it’s South Broad Street neighbors who are asking for a safer street,” the group told PhillyVoice.

The highest-ranking Catholic clergy member convicted of criminal charges as a result of the Archdiocese of Philadelphia sex abuse scandal won a second release from prison on Tuesday, but a retrial is awaiting him. Monsignor William Lynn, who was sentenced to three to six years in prison on charges of child endangerment in 2012, was freed on bail Tuesday morning, prosecutors said. An appeals court had ruled that certain evidence was improperly allowed at his first trial and ordered a new trial. This marks the second time Lynn, 65, was let out of jail. An appeals court pre-
viously freed Lynn after ruling that child endangerment laws shouldn’t apply to administrators like him in 2013. But the state Supreme Court disagreed and sent Lynn back to prison in 2015. Prosecutors from the office of District Attorney Seth Williams announced their intention to pursue a new conviction of Lynn during Tuesday’s hearing. “[Tuesday] in court, we announced that the Philadelphia District Attorney’s Office will retry Monsignor Lynn on the charge of endangering the welfare of children,” Williams said in a statement. Williams has long claimed the conviction of Lynn, who was accused of placing an abusive priest in a parish where he abused a minor, as one of his office’s most significant victories, and now intends to pursue a second trial. Lynn has currently served nearly three years of his original sentence and would have been up for parole in October, according to the Inquirer.

Donald Trump declines to endorse Ryan and McCain Trump has troubled many Republicans with his often insulting style and controversial policies. Donald Trump ratcheted up tensions in his Republican Party on Tuesday, denying leading figures support in their re-election bids, while his Democratic rival Hillary Clinton won her first endorsement from a Republican lawmaker. The latest exchanges cast a shadow over the show of unity the party sought to project at the Republican National Convention that formally nominated Trump for president in July. Interviewed by The Washington Post, Trump said he could endorse neither House Speaker Paul Ryan nor Sen. John McCain, both of whom face Republican challengers in primary votes in their states ahead of the Nov. 8 general election. Both lawmakers had rebuked Trump over his feud with the family of a slain Muslim-American Army Captain Humayun Khan.
Mirroring the language Ryan used about supporting Trump before his eventual endorsement, Trump told the newspaper he was “not quite there yet” in endorsing Ryan, the highest-ranking elected Republican, in next Tuesday’s Wisconsin primary. Trump praised Ryan’s opponent, Paul Nehlen, for running “a very good campaign.” Trump said Ryan had sought his endorsement, but that as of now he is only “giving it very serious consideration.” Trump has had a running feud with Khizr and

Family of ‘Star Trek’ actor sues Fiat Chrysler over rollaway death

The parents of the late “Star Trek” movie actor Anton Yelchin sued Fiat Chrysler for negligence and product liability over the rollaway crash of a Jeep Grand Cherokee that killed their son. The lawsuit, filed in Los Angeles County Superior Court, is believed to be the first wrongfuldeath complaint linked to the Fiat Chrysler recall in April of more than 1.1 million cars and SUVs because of vehicles that roll away after drivers exit them. Yelchin, 27, was killed June 19 when his 2015 Grand Cherokee, which was covered under the recall, rolled backward in the steep driveway of his Los Angeles home and crushed the actor against a brick wall and fence. The lawsuit points to a transmission gear-selector design it describes as “defective” as being the cause of numerous driverless rollaway mishaps like the one that killed Yelchin. The Russian-born actor, whose parents were both celebrated figure skaters in the former Soviet Union, was best known

The automaker said in a statement it had not been served with a lawsuit and declined to comment on it, but expressed its “sympathies to the Yelchin family for their tragic loss.” The National Highway Traffic Safety Administration has said that the gear selectors in question clearly pose a safety issue that has led to hundreds
of crashes and dozens of injuries. The agency has said testing of the electronic shifter found it “not intuitive and provides poor tactile and visual feedback to the driver, increasing the potential for unintended gear selection.” The recall applies to 811,000 vehicles in the United States, covering the 2014-2015 model years of the Jeep Grand Cherokee sport utility vehicle and 2012-2014 Dodge Charger and Chrysler 300 sedans. The problem has been tied to at least 68 injuries, 266 crashes and 308 reports of property damage. Yelchin’s death marked the first known fatality linked to the issue. The company has said rollaways occurred because drivers mistakenly believed they had placed the vehicles in park, and neglected to set the emergency brake, before getting out. The ItalianAmerican automaker announced in June that it would soon furnish software upgrades to address the problem in all recalled vehicles. REUTERS

The shooting of Korryn Gaines, 23, of Randallstown, Maryland, about 17 miles northwest of Baltimore, on Monday prompted outrage on social media, reigniting concerns about police use of force, especially against African-Americans. Police forces in 50 U.S. cities are failing to protect the civil rights and privacy of residents due to the inadequacy of programs that govern how their officers use body-worn cameras, a report by a coalition of rights groups said on Tuesday. The study was conducted for The Leadership Conference of Civil and Human Rights coalition by Upturn, a Washington DC-based company that studies how technology affects social issues.
“Body cameras carry the promise of officer accountability, but accountability is far from automatic,� Harlan Yu, principal of Upturn, said on a conference call with reporters. The study focused on the nation’s largest police departments that have body-worn camera programs, as well as programs that have received federal funding, and those in cities that have had high-profile incidents involving law enforcement officers. It judged them against eight criteria, including whether each department publishes its body camera policy, to what degree officers are allowed discretion about when they turn on and off their cameras, and whether officers involved in incidents are prohibited from watching the footage before they write reports.

The study found that none of the departments it analyzed met all the criteria, and that the police departments in Ferguson and in Fresno, California, failed all of them. Nearly half did not make body camera footage easily accessible to the public. White House directs agencies to consider climate change impacts U.S. federal agencies will be required to disclose whether their actions and decisions will have an impact on climate change, the White House announced Tuesday. The White House Council on Environmental Quality (CEQ) finalized an update after nearly six years of consultations of the National Environmental Policy Act (NEPA), a Nixon-era statute that called on officials to weigh the environmental effects of projects such as highways, dams or oil drilling. The update takes NEPA a step further by requiring agencies such as the Interior Department to the Army Corps of Engineers to quantify greenhouse gas emissions in NEPA project reviews and to describe the potential climate change impacts. “This increased

predictability and certainty will allow decision makers and the public to more fully understand the potential climate impacts of all proposed federal actions,” the CEQ said in a statement. This would prompt agencies to consider alternatives or propose measures to mitigate the climate impacts of a project, it said. Since the CEQ first proposed to modify
NEPA in 2010 to include weighing climate change impacts, Republican lawmakers have discouraged the move saying it would be a way for the Obama administration to regulate carbon emissions without congressional approval. President Barack Obama has used executive authority to use the federal Clean Air Act to regulate greenhouse gas emissions from
power plants, oil and gas infrastructure, and energy development on public lands. Rhea Suh, president of the Natural Resources Defense Council, said the CEQ’s announcement is “a game-changer” that would ensure that federal agencies do not “approve mines that will destroy the climate, or bridges that will get washed away.” Conservation group The Wilderness Society said the CEQ guidance will ensure that decisions about whether to allow energy exploration or development on federal land do not contribute to climate change. “Federal land management agencies should implement this guidance without delay, and use cutting-edge science to make climate-smart decisions,” the group said.

Typhoon Nida shuts Hong Kong, more than 150 flights canceled Hong Kong’s first major typhoon this year brought gusts of more than 62 mph and prompted authorities to issue an amber warning, signifying heavy rain. Typhoon Nida swept through Hong Kong on Tuesday, shutting down most of the financial hub and disrupting hundreds of flights with gale-force winds, while low-lying areas were put on flood alert. More than 150 flights were canceled, the Airport Authority said, with Cathay Pacific and Dragonair warning that none of their flights would be operating until 2 p.m. at the earliest. Thousands of pas-

Marlon Wayans has made a career out of making people laugh, but when it’s time for business, he’s nothing but serious. Known for his roles in movies like “White Chicks” and the “Scary Movie” franchise, Wayans’ film projects kill it at the box office — grossing $736 million domestically. The veteran actor, producer, comedian, writer and film director even has an NBC comedy series set to make its debut in 2017. We chatted with Wayans ahead of his Punchline Philly shows this week to talk politics, working on his birthday and even get some advice for aspiring performers.

How does it feel to perform in Philly? I love Philly. I performed there one other time and the Philly crowd was dope. They were keeping it real and it was fun. A lot of the great comedians come out of Philly and it has a lot of history. I am excited to spend some time there. It’s one of my favorite cities.
So we just had the Democratic National Convention here. Did you watch it at all? I got to watch parts of it. I enjoyed it a lot better than the RNC. Literally live on two different planets. Two completely different agendas. It was crazy. I have never seen a country so divided. It’s infuriating. ... I think that it’s time to come together.
Are you going to use any of the DNC or RNC moments in your comedy routine? I don’t know, we will see. I’m a weird guy.
Do you have any favorite places to visit when you come here? I like eating at all the restaurants. Del Frisco’s is great. I got to stop and get a Philly cheesesteak even though I don’t eat bread.

I love my work so much it just keeps me balanced in life. What is the best piece of advice you can give to an aspiring comedian or actor? To work. Not everyone is going to be famous right away. Don’t be famous — be good and then fame will come. Preparation, a lot of hard work and opportunity equals success, and don’t quit because quitting is failure. Stephan was like, â&#x20AC;&#x153;Sure.â&#x20AC;? Started jamming, two weeks later we started playing together.
How did the band get started? Stephan went on tour with Davy Knowles and Chickenfoot as their guitar tech the day after he graduated high school. He came back and he was bitten by the tour bug and was like, â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m starting a band, I donâ&#x20AC;&#x2122;t care how.â&#x20AC;? I was playing along to a Black Keys song in my basement with my drumset and Stephan pretty much stayed outside the house and one of the roommates saw him and was like â&#x20AC;&#x153;Do you wanna come in and meet the guy playing music?â&#x20AC;?
Wow, thatâ&#x20AC;&#x2122;s amazing. I love that story. Why the name Modern Colour? We didnâ&#x20AC;&#x2122;t have a band name for a couple of months. Our first band name was Permanent Press and the Dirty Lints because we practiced in the laundry room. [Laughs] One day we were all listening to Rory Gallagher â&#x20AC;&#x201D; a blues musician from the 1970s. Then one of our friends was like, â&#x20AC;&#x153;Yeah, itâ&#x20AC;&#x2122;s like youâ&#x20AC;&#x2122;re sprinkling color into this stuff. You play funk, blues, rock.â&#x20AC;? Someone added, â&#x20AC;&#x153;modern color,â&#x20AC;? and we didnâ&#x20AC;&#x2122;t hate it. It stuck.
Why the â&#x20AC;&#x153;uâ&#x20AC;?? We had to add it in because of how much English influence we were taking in at the time. We didnâ&#x20AC;&#x2122;t do that for SEO purposes but it ended up working out really well. [Laughs] So you guys are performing at Second Street Festival. What can we expect from that?

We just recorded a new single yesterday at Studio 4 with Phil Nicolo and Ron DiSilvestro. And it was, by far, the best recording experience that we’ve ever had. We did it without a click — as a live band. It’s raw, it’s edgy, it’s big and more anthemic. It’s like a little less of the blues and a little more of that English rock-and-roll kinda thing.
It’s called “Slippin.’” We will be debuting it live in front of however many thousand people are at Second Street. Who are you excited to see perform at the festival? Cold Roses and Nick Greely & the Operators. They are two contemporaries of ours and we like to support them.

Some people start a blog just to get their feelings out and never expect anyone to read it. When Greta Kline began recording songs from her bedroom and self-releasing them online, people actually listened. Born in New York City and the daughter of actors Kevin Kline and Phoebe Cates, Kline created Frankie Cosmos as an alias to release her bedroom recordings on Bandcamp. The indie artist released her first album as Frankie Cosmos, “Zentropy,” with her backing band in 2014, and the album was named New York magazine’s No. 1 pop album of 2014. Kline released her second album, “Next Thing” last April and is now starting her U.S./Europe summer tour. This witty-but-sweet singer-songwriter got into the DIY music scene at a young age and has used its
intimate community to connect with other artists and throw out her thoughts on the mundane and heavy questions in life for anyone who will listen. What got you interested in the all ages DIY music scene? I guess it’s pretty different now [than] when I was a kid. There were quite a few all-ages venues in New York that were cool, and there was a newspaper that listed all the shows. I feel like I had a really good time getting into the music and meeting cool people. [Now,] a lot of the venues closed. There’s a smaller scene that’s maybe harder to find your way in. I probably wouldn’t have known about the cool stuff going on if it weren’t for my brother [Owen Kline]. Any DIY music artist that you’re interested in currently? This tour, we got to pick the opening acts for the shows, so I’ve been looking up [the] Bandcamp listing at each location. It’s been really fun to play shows with people I got into randomly. Spiral Bookcase holds first zine reading this Saturday Zines emerged as an alternative method of self-publication and distribution of information that was, for one reason or another, ignored by mainstream or otherwise traditional publishing routes. Historic publishing figures like Benjamin Franklin, Thomas Paine and even H.P. Lovecraft can be credited with production of the earliest styles of what would later become “zines.” The concept of independent publishing hit its zenith in the 1960s and 1970s with the “underground” movement of radical ideas; zines were also a key part of the punk movement in the 1970s and 1980s. Independently produced publications plateaued in the 1990s with the advent of the internet and its wider reach.
That said, zines are nowhere near extinct yet. In fact, they are still regularly celebrated all over the world, including right here in Philadelphia. On Saturday, Aug. 6, the Spiral Bookcase in Manayunk will hold its first zine reading. The independent bookstore is holding the event to celebrate the addition of zines to its extensive reading selection. At the helm of the reading is longtime zine-ster Sarah Sawyers-Lovett, author of the zine Tazewell’s Favorite Eccentric and the book “Everybody Else’s Girl.” SawyersLovett also co-hosts the podcast Book Jawn with fellow bibliophile Grace Gordon. “This reading will focus on the incredible depth and diversity of talent in Philly,” Sawyers-
Lovett said. “There will be a few specific readers and the opportunity for others to share their zine work will follow.” In addition to Sawyers-Lovett herself, the reading will include selections by Dre Grigoropol (Dee’s Dream), Anna Melton (Dear Rob, Speaking May Relieve Thee), and Khristina Acosta (What To Keep/ What To Give Away). All of the authors are instrumental in their zine communities; Acosta is responsible for the No Shame Distro zine distribution network, while Grigoropol and SawyersLovett are key figures in the annual Philly Zine Fest and Philly Feminist Zine Fest. But being an Olympian? Youâ&#x20AC;&#x2122;ve got to be kidding! Except the jokeâ&#x20AC;&#x2122;s on all of us. Later this week, Philadelphia native Lowry will join Saint Josephâ&#x20AC;&#x2122;s Mike Bantom from the celebrated 1972 team that lost that disputed gold medal game to Russia as the only players with a Big Five lineage to play for Team USA in the Olympics. The other one, LaSalleâ&#x20AC;&#x2122;s Michael Brooks, was selected but never got to compete in

When premier point guards Steph Curry, Chris Paul and Russell Westbrook opted out of going to Rio, it opened up a spot for Lowry, who didnâ&#x20AC;&#x2122;t hesitate in taking it. While he and his family made the painful decision for
them to stay home for safety and health reasons, heâ&#x20AC;&#x2122;s anxious to finally get there. And eager to participate in all aspects of the Games. â&#x20AC;&#x153;The fact weâ&#x20AC;&#x2122;re getting really close itâ&#x20AC;&#x2122;s hitting us that things are starting to be real,â&#x20AC;? said Lowry. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve been watching the Olympics going back to 1992. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re gonna do everything there. Weâ&#x20AC;&#x2122;re no different from everyone else. Weâ&#x20AC;&#x2122;ll go to the Opening Ceremonies and Iâ&#x20AC;&#x2122;ll try to support others from the U.S. and go to events. â&#x20AC;&#x153;But itâ&#x20AC;&#x2122;s my first Olympics, so I donâ&#x20AC;&#x2122;t know what to expect.â&#x20AC;? when play gets underway, Lowry says Team USA is coming along just fine. Forget the fact Kevin Durant, Kyrie Irving, Paul George, Carmelo Anthony and the rest have destroyed all competition during the warmup phase. They know it might not be quite so easy when facing quality opposition like Argentina, Spain, Croatia (featuring soon-to-be-Sixer Dario Saric) and France. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re just trying to  get more focused,â&#x20AC;? said Lowry, who averaged a career high 21.2 points and 6.4  assists this past season for the Toronto Raptors, where heâ&#x20AC;&#x2122;s found an
NBA home since 2012 after stops in Memphis and Houston. â&#x20AC;&#x153;Every game we try to continue to work on things. The International game is a bit different, but itâ&#x20AC;&#x2122;s still basketball. Right now weâ&#x20AC;&#x2122;re all just working hard together trying to get better to win the gold.â&#x20AC;? While that moment is still a few weeks away, the former Cardinal Dougherty standout, who played just two years for Wright and â&#x20AC;&#x2122;Nova before turning pro in 2006, admits itâ&#x20AC;&#x2122;s crossed his mind. â&#x20AC;&#x153;I canâ&#x20AC;&#x2122;t say I havenâ&#x20AC;&#x2122;t thought about it,â&#x20AC;? said Lowry, the No. 24 pick in the 2006 draft, whoâ&#x20AC;&#x2122;s averaged 13.5 and 5.7 assists over his 10-year career. â&#x20AC;&#x153;But I donâ&#x20AC;&#x2122;t want to think that far ahead.â&#x20AC;? Nor does he even want to contemplate the idea of one day playing in his hometown for a young Sixers team desperately in need of someone who knows how to run an offense and get the ball to the open man. â&#x20AC;&#x153;I havenâ&#x20AC;&#x2122;t even thought about it,â&#x20AC;? he insisted, after guiding the Raptors to 56 wins and an Atlantic Division title, followed by their first ever trip to the Conference Finals, before losing to LeBron James and the eventual champion Cavs in six.
