Florida will conduct an aerial insecticide spraying campaign at dawn on Wednesday in an effort to kill mosquitoes carrying the Zika virus, officials in Miami-Dade County said. The campaign will cover a 10-mile area that includes the 1-mile-square area just north of downtown Miami that health officials have identified as the hub of Zika transmission in the state, the officials said on Tuesday. On Monday, the U.S. Centers for Disease Control and Prevention issued an unprecedented travel warning, urging pregnant women to avoid travel to the Miami neighborhood at the center of the investigation. Florida health officials announced another non-travel-related case of Zika on Tuesday, bringing the total to 15. REUTERS

WASHINGTON POLICE OFFICER CHARGED WITH HELPING ISLAMIC STATE

A Washington transit police officer was arrested on charges he attempted to provide material support to Islamic State, the U.S. Justice Department said, the first member of law enforcement facing such charges involving a government-designated terrorist group. In July, Nicholas Young, who lives in Virginia, sent codes for gift cards worth $245 to an FBI informant. The gift cards were intended for mobilemessaging accounts that Islamic State uses to recruit its followers. Young believed the informant he was messaging was an acquaintance who was working with the militant group, according to court records. Young, who had worked for the transit authority since 2003, had been on the radar of federal law enforcement since 2010, according to an affidavit in the complaint filed in U.S. district court in Virginia on Tuesday. North Korea launched a ballistic missile on Wednesday that landed in or near Japanese-controlled waters for the first time, the latest in a series of launches by the isolated country in defiance of United Nations Security Council resolutions. The main body of the missile landed in Japan’s economic exclusion zone, a Japanese defence official said, escalating regional tensions that were already high after a series of missile launches this year and the decision by the United States to place a sophisticated anti-missile system in South Korea. The longtime owner of Boston Cab was arrested Tuesday for several federal crimes related to labor and fraud, the U.S Attorney’s Office said in a statement. Edward J. Tutunjian, who’s owned the taxi company for more than four decades, faces charges of payroll tax evasion, employing undocumented workers and with failing to pay overtime wages. He owned more than 372 taxi medallions by 2014, and was bringing in mil-

lions of dollars of revenue each year, mostly in cash. A 2013 investigation by The Boston Globe estimated Tutunjian owns about one-fifth of the city’s medallions, each worth approximately $600,000. Tutunjian, 66, of Belmont, owns EJT Management Inc., through which he ran Boston Cab. EJT is also charged with defrauding the U.S. Department of Housing and Urban Development by enabling EJT employees to obtain federal housing subsidies to which they were not entitled. The attorney’s office

alleges EJT and Tutunjian were also defrauding the IRS by hiring a number of employees not permitted to work in the country due to their immigration status, and paid them partly or entirely in cash. And when employees worked more than a 40-hour week, Tutunjian would not pay them the required timeand-a-half rate on their paychecks, but rather the regular-time rate in cash. Tutunjian and EJT have both signed plea agreements to make full restitution for their crimes, totaling more than $1.3 million to the IRS for taxes, interest

and penalties, and nearly $700,000 to employees for unpaid overtime wages. IRS agents raided Boston Cab headquarters in May 2013 after the Globe investigation found widespread exploitation in the taxi industry. According to that investigation, Tutunjian, a Jordanian-born mogul, built a business empire with his cab business, parking lots and garages, apartment buildings, high-interest lending schemes and Chilean vineyards. In all, his businesses are estimated to be worth about a quarterbillion dollars.

OLD DOG, NEW TRICKS Man, 90, charged with soliciting a prostitute A 90-year-old Dennis Port man was arrested after he reportedly told police a woman he hired as a prostitute stole a necklace from his bathroom. Nicholas Salerno allegedly paid Karen Proia, 48, of West Dennis, $100 last June in exchange for a sex act, the Cape Cod Times reported. He later told police that Proia stole a necklace from his bathroom, which investigators

reportedly later recovered at a coin dealer in South Yarmouth. When an oďŹƒcer told Salerno he’d be arrested for soliciting a prostitute, Salerno replied “I don’t give a (expletive). I’m 90 years old ‌â€? according to court documents obtained by the Times. Proia is charged with larceny and prostitution, and Salerno with soliciting a prostitute. on legalizing recreational use of the drug. The dispensary at 21 Milk Street is the seventh in the state and the second owned by Massachusetts provider Patriot Care, which plans to open a third location in Greenfield. “Being the first dispensary permitted to open in the city of Boston is a privilege for every member of our local and national organization,â€? Nicholas Vita, the CEO of Patriot Care’s parent company, Columbia Care, said in a statement. The dispensary is located inside an old bank building with a relatively nondescript entrance. Inside, patients will first interact with an armed guard who will verify they possess an active medical marijuana patient card. From there, the patient meets with a receptionist, who confirms the customer hasn’t exceeded the monthly purchase limit. After that, the patient is escorted into a waiting room and later the display room. A salesperson then accompanies the patient and tries to pair him with the kind of THC delivery mechanism that will best suit his needs. According to a menu on the group’s website, there’s a lot: famous strains like Sour Kush and Northern Lights are also joined by newcomers like Amnesia CBD. All the strains are accompanied by ratings from the Leafly app, similar to a Yelp rating app for marijuana strains. Edibles are also available in various strengths, along with accessories like rolling papers. “Patients should treat marijuana for medical use products like they would any other medications that may impair the ability to perform complex tasks,â€? the website notes. “Avoid operating a motor vehicle or heavy machinery, avoid child or elder care, and avoid making important decisions while under treatment.â€? Clinton campaign studying alternative to ethanol mandate Democratic presidential candidate Hillary Clinton’s campaign has solicited advice from California regulators on how to revamp a federal regulation requiring biofuels like corn-based ethanol be blended into the nation’s gasoline supply, according to campaign and state officials. The move is the clearest sign yet that, if elected, Clinton would seek to adjust the regulation, called the Renewable Fuel Standard, possibly hurting her chances in corn-growing states like Iowa where she faces a tough battle against Donald Trump in the Nov. 8 election. The Renewable Fuel Standard, created by Congress in 2005, mandates that transportation fuel sold in the U.S. contain a minimum volume of renewable fuels. It was intended to cut

greenhouse gas emissions and expand the U.S. renewable fuels sector while lowering reliance on imported oil. It is opposed by the oil industry and environmentalists and has been criticized as a mere subsidy to corn producers. Man convicted in deadly 1963 Alabama church bombing denied parole A 78-year-old man convicted in the infamous 1963 Birmingham, Alabama, church bombing that killed four young black girls during a Sunday morning service was denied parole on Wednesday, a spokeswoman for the state parole board said. One-time Ku Klux Klan member Thomas Blanton was convicted in 2001 of four counts of murder and sentenced to life in prison for the racially motivated attack on the 16th Street Baptist Church. “This is a crime that left an imprint on the entire nation,” Jefferson County District Attorney Brandon Falls said during the hearing in Montgomery, Alabama, where he urged the state board to deny Blanton’s early release. “Thomas Blanton has not served his debt to

Obama administration denies Iran cash payment was ransom for prisoners The Obama administration said on Wednesday that $400 million in cash paid to Iran soon after the release of five Americans detained by Tehran was not ransom for them as some Republicans have charged. The five, including Washington Post reporter Jason Rezaian, were released on Jan. 16 in exchange for seven Iranians held in the United States for sanctions violations. The prisoner deal coincided with the lifting of international sanctions against Tehran. At the time, the United States said it had settled a longstanding Iranian claim at the Iran-U.S. Claims Tribunal in The Hague, releasing $400 million in funds frozen since 1981, plus $1.3 billion in interest that was owed to Iran.

The funds were part of a trust fund Iran used before its 1979 Islamic Revolution to buy U.S. military equipment that was tied up for decades in litigation at the tribunal. “The link between prisoner release and payment to Iran are completely false,” State Department spokesman John Kirby said on Twitter

White House spokesman Josh Earnest heatedly beat back suggestions the money transfer to Iran was ransom, or a secret. “The United States, under President Obama, has not paid a ransom to secure the release of Americans unjustly detained in Iran and we’re not going to pay a ransom,” he said at a daily White House briefing. Facebook to let emerging market companies sell through their pages Facebook Inc. will let small businesses in emerging markets sell to customers for free through their Facebook pages, the social media company said on Wednesday, marking a new effort to build up potential advertisers in its fastest-growing regions. The move is Facebook’s latest foray onto online commerce in emerging markets. The company launched a service last year allowing some merchants to sell items through paid ads on Facebook’s app. The latest service will instead be free, and users can view products through merchants’ own Facebook pages. more reliant on Facebook, the company hopes that more businesses in emerging markets will eventually decide to become paying advertisers. “If a business is seeing value from their page, there is a higher opportunity that they could be an advertiser,” said Benji Shomair, product market-

“Have you seen the movie? Did you like it? Do you think the Joker is OK?,” Jared Leto rattles off as soon as we sit down. The Oscar-winner is eager to get the verdict on his performance of the Joker in new movie “Suicide Squad” — but he doesn’t dare read fans’ reactions on social media. After all, Gotham City’s resident madman has been played by some of the greats: Jack Nicholson, Mark Hamill (who voiced him in the animated series) and, of course, Heath Ledger, whose performance Leto describes as “perfect.” When do you plan to see the movie? I won’t! I haven’t even watched the trailers. How did you feel about the character when you read the script?

The Joker is a character so alive, so nuanced that you can’t put all of it on a page. It’s a dream. He is the most tridimensional character I’ve ever played. I played some wild ones before, but the Joker is a character without any rules. There is no right or wrong answer. I can jump on the table and pull my hands down or cut your lips off — they are both good choices. He is out of his mind in such an intoxicated way. In his mind, the sun, the Earth, the moon are all orbiting around him. So it’s a really powerful place to be. It’s really fun. Could you tell I was having fun? Yes. And this Joker has a mob mentality. Yeah. We looked at cartel leaders. I’m not going to say which one in particular. You can see the gold medallion, some of the bling and the outfits, which are very much like a cartel leader. Which Joker outfit was your favorite? I liked the tuxedo, it’s the best. There’s something about the elegance that made it feel really good.

What has been the feedback so far? I haven’t had any feedback. Until now I haven’t talked to anyone who has seen the movie. You know, the people could love it or hate it. I don’t know. I did the best that I could do. I worked the hardest that I could work. I was the bravest that I could be. And that’s all I can really ask of myself. You mention Heath Ledger who left quite an imprint on that character. Did any inspiration come from him? I think the inspiration that Heath gave me was the fearlessness that he had. Heath gave a perfect performance. It was so beautiful. Not only was it just the perfect villain or the perfect Joker. It was one of the best performances in film. If you look at what he did in that movie, it’s absolutely incredible, but you can’t go anywhere near what he did. He did one, Jack Nicholson made another … The good thing about their Jokers is that they’re so good that you have to go in a total different direction. So, for me, it was actually a blessing

that there have been these beautiful performances, because I knew we had to walk a whole new path. Are you planning at some point to read what they say about your Joker on social media? No, no, no. Why would I do that? It would be like eating my own vomit. It’s the craziest thing you can do in the internet era. You know, that’s why I do music. The connection that a gig gives me is the closest I can be to the fans. That’s why we [Thirty Seconds to Mars] are making a new album.

Hannibal Buress seems to hate dumb interviews. Especially after the hundredth reporter asks him about “that Cosby joke,” and he hangs up the phone. But we’re not talking about Cosby, and that’s fine. There’s plenty to discuss. The 33-year-old Chicago native has been going nonstop. The fourth season of Adult Swim’s late night talk show “The Eric Andre Show” premieres Aug. 5, a few months after the third season of Comedy Central’s “Broad City” ended and “The Secret Life of Pets” debuted in theaters. Roles in Joe Swanberg’s new Netflix series “Easy” and anticipated films like “Spider-Man: Homecoming” and “Baywatch” are

asks in disbelief. “Watch it again.” When you’re in New York, how often do you get stopped by people calling you Lincoln? A couple times a week — I used to correct people. I used to say, “Hey, Lincoln is a character. My name is Hannibal.” But

now I just let it go. What’s going on with season four of “Eric Andre”? It’s gonna be the same thing, just different people. We’ve got some good guests, and they’re getting weirdly better each season. That’s something I’m surprised

by; like, how are we still getting people to do this? It’s going to get weirder. I know I’m being vague.

Is it still weird when the cameras stop rolling? When the cameras stop rolling, I’ll go to the office and check email, make some phone calls, write two jokes, listen to music — it’s low-key crazy stuff.

Going back to “Broad City,” what’s going to happen to Lincoln? Is he done with the show now that he and Ilana broke up? No, I don’t know anything. I don’t write for that show.

What are you listening to now? Oddisee‘s “Catching Vibes,” and this track I had on repeat yesterday was one that came up on Pandora. It’s called “The Pseudo Nymph,” by Flying Lotus, and it’s got [DJ] Thundercat playing over it. It’s a good motivation, get-going song. I listened to it like eight times.

All right, then what do you hope happens to Lincoln? I hope he gets his own dental practice and franchises out and moves to the Midwest, like Chicago. New York is going to fall into the ocean anyway, so he should get out of there.

Dillinger Escape Plan believes in crowd participation — whether you’re holding them up as they crowd surf, or Snapchatting their gnarly wounds from taking a dive that went too far. The Jersey-bred mathcore band is hitting a series of club venues ahead of the release of their sixth studio fulllength release, “Dissociation,” on Oct. 14. The album comes via guitarist Ben Weinman’s Party Smasher Inc. label, a decision that gives the band a unique edge when it comes to production, marketing and, well, almost anything having to do with its release. In true multitasker fashion, Weinman calls from his car just weeks before their tour to check in. What was the plan going forward with club venues this tour? We wanted to do it that way. It’ll be interesting, because it’s way more exhausting to play those small rooms, but people think it’s the other way around. It’s intense and so hot and hard to navigate [in smaller venues], but the energy is so amazing.

But you’re known to get really … um, active, in the crowd. Hanging from pipes, crowd surfing, etc. Is that going to fly in these smaller spaces? I was talking to our agent and he was surprised that not one of the promoters said anything about restrictions. We’ve been banned from almost every club in the world, but it’s proof that time heals everything. When did the extreme crowd interaction begin for you as a band? We were literally playing basements, on the floor or a VFW Hall stage [when we first started]. That kind of chemistry with an audience in those scenarios is unavoidable. Also, in those days, it was an opportunity to shake off the week. I was in college working some job, and the other guys were in school, and we were normal, respectable people. The weekends were an opportunity to

have uninhibited free expression. A lot of people were like, “Wow you seem so angry on stage,” and they’re surprised when we’re all so well mannered. And I’m like, “Why are you surprised? We just happen to have the opportunity to express ourselves in a healthy way.” From your own perspective, you get to see the artist management and production side of things, as well as the creative. What’s it like for you to compartmentalize your work? It’s weird because I’m an artist, and artists suck. They’re really difficult. I had to learn how to manage my own artistic anxieties and compulsiveness in order to be well rounded enough to deal with people in a band from a band perspective, and then also from a label’s perspective. I care so much about how an album is released and perceived, and that’s good, because it’s more than business. To me, good business is always about being honest and promoting something you believe in. It’s great to have the ability to conduct the business side with the ethics and values of an artist. On that note, what can you tell us about the upcoming album? We’re finished. We handed in the final master. I did all the artwork for the album, and our drummer took a few photos. It’s totally f—ing DIY, every aspect of it. What about from a sound perspective? Musically, where does it lie? Ultimately, we think it’s weirder and harder and more difficult than the last. It’s hard to be objective during the process, but it does remind me of the time of our first album, “Calculating Infinity.” It sounds different, not necessarily because of the songwriting; the tones and frequencies don’t sound like any other record I’ve heard productionwise. It’s a standout in our catalog in terms of sound.

We love actress Juliette Lewis for her many fierce performances — from Martin Scorsese’s “Cape Fear” to her current role on ABC’s “Secrets and Lies.” But she’s a committed rocker, too. This summer sees the 43-year-old’s first U.S. tour in several years following the disbandment and reunion of Juliette and the Licks, just months after Michael Rapaport’s careerspanning doc, “Hard Lovin’ Woman,” debuted at Tribeca. Now, she’ll tour with Rage Against the Machine’s Brad Wilk, collaborator Juan Alderete of Mars Volta and former Licks collaborator Todd Morse, as a new EP takes shape. Ever the multitasker, Lewis spoke with us on the phone from outside a grocery store in Los Angeles. Your single “Hello Hero” has a dancier feel to it

than your other stuff. Is all the new material like that? It’s funny ’cause “Hello, Hero” has this big bottom end and a big, funky bass. And the next single is a song called “Any Way You Want” that’s really soulful rock and roll. Those are the two sides of me. There’s this ferocious little rocker and then a girl who wants to celebrate and take everybody with me and have a dance party. When it comes to music, what do you consider to be success? For me, it begins and ends with my live show. Maybe we’ll have more vegetables on our rider. Not more booze — more organic vegetables! That’s success. I’m not working for a label. This is a labor of love. I work for the people! And my heart, and my soul. How is the emotional release different with music versus acting? Music is instantaneous. I can be feeling frustration, confusion, longing, joy and I can write a song in 10 minutes and play

the song that night, and have people ride that wave with me. And that’s totally liberating. They’re both storytelling, but acting is more insular. I love disappearing into the emotional truths of a different person. So music is my truth and acting is ultimately the complexities of humanity told through other peoples’ stories. You’ve said you listened to Jimi Hendrix every day while filming “Natural Born Killers,” to help create the character of Mallory. Have you done that for other roles? For “Cape Fear,” I was listening to all ’50s girl groups like the Shirelles, the Chantells, and also Ella Fitzgerald and Billie Holiday — all these girls just singing about longing. There was something slightly juvenile in it, because that’s a pubescent heart — it’s all about your relationship to love, or the wanting of a man. The beautiful thing about music is that within 10 seconds, from just a note or a sound, you can feel. It’s a shortcut to one’s emotion.

The young Australian jazz singer-composer Natalie Dietz has received many honors in her short but prodigious career. Sun, sand — and no crowds Get to these underthe-radar beaches for a truly relaxing summer getaway.

Trips to the beach are standard fare for most summer travelers, but crowded stretches of sand can make vacations more of a pain than a pleasure. But there are beaches that offer a peaceful retreat, allowing visitors to escape the crowds at more popular destinations.

Roque Bluffs Rustic scenery and sprawling landscapes make Roque Bluffs one of the best little-known beach destinations in Maine. Visitors can

explore 274 acres of coastal scenery, including a picturesque, half-mile pebbled beach. Take a dip in Simpson Pond, a popular swimming hole, or hike along the beach’s rocky cliffs.

Dry Tortugas Only accessible by boat or plane, the Dry Tortugas of Florida are located 70 miles off the shore of Key West, and consist of seven small islands and a sprawling coral reef. History buffs can explore Fort Jefferson, a 19th century building that once held political prisoners. For epic snorkeling and diving, head to offshore coral heads.

Sandbridge Beach Most beachgoers have

heard of Virginia Beach, but few are familiar with its tiny neighbor to the south. Located 15 miles from the resort area, Sandbridge features pristine dunes; explore the marshes and open waters of Back Bay National Wildlife Refuge or kayak and hike through False Cape State Park.

Cumberland Island Georgia’s Cumberland Island has it all. The 18-mile beach features unspoiled marshes, dunes and largely untouched forests. Beachgoers can stroll under dense canopies of live oaks or watch wild horses roam across pristine beaches. The public can only access the island via ferry, making it one of the state’s most secluded getaways.

The 2016 Olympics officially open with Friday night’s opening ceremony at Rio de Janeiro’s Maracanã Stadium (7 p.m., NBC), an iconic soccer venue that’s hosted matches since 1950. And despite controversies about venues not being ready, polluted water, the Zika virus and more, the Olympics will go on as planned. Here are five U.S.-centered storylines to follow:

Who can forget the drama during the 2012 Olympics in London, which ended with American Gabby Douglas winning the women’s all-around gold medal and the U.S. women grabbing the team title? In 2016, Douglas is back for more — as is Aly Raisman. It’s rare for gymnasts to dominate at more than one Olympics because of the stresses the sport puts on their bodies, but this year we’ll see two returnees. The U.S. women do have some different faces on their roster, of course. Simone Biles is the new star, and she’s the favorite on the squad to win the all-around title — which would give the U.S. its fourth straight individual all-around gold medal. Women’s artistic gymnastics in Rio begins Aug. 7.

2Swimming

He’s the greatest Olympian of all time, given his 22 Olympic medals (18 gold, two silver, two bronze). Michael Phelps retired after the London Olympics and swore to everyone that he was done with the sport. Four

years later, he’s the first U.S. male swimmer to compete on five Olympic teams. The 31-year-old Phelps is older and wiser now, has a 3-month-old son and is engaged to be married sometime after Rio. He’s competing in three individual events this month: the 100-meter and 200-meter butterfly, and the 200-meter individual medley. He’ll likely be on two relays as well — the 4x100-meter freestyle and the 4x100meter medley. Swimming events begin Aug. 6.

3Women’s team sports

The U.S. women’s soccer team is looking to win its fourth straight gold medal, while the U.S. women’s basketball squad hopes to keep its 41-game Olympic winning streak alive — which dates back to the 1992 Olympics in Barcelona — and win a sixth straight gold medal. Both squads are heavy favorites in Rio. The hoops team is led by Sue Bird, Brittney Griner, Tamika Catchings and Diana Taurasi, while the soccer team has Hope Solo, Carli Lloyd and Alex Morgan back for another games. Women’s basketball in Rio begins Aug. 6 and women’s soccer started Wednesday.

4Track and field

It’s said that the men’s Olympic decathlon champion is the world’s greatest athlete, thanks to the grueling event that includes 10 individual track and field events over two days. Two women are hoping to swim, bike and run themselves onto the podium in triathlon, a sport that’s only been in the Olympics since 2000. Sarah True and Gwen Jorgensen competed in the London Olympics. They’ve both enjoyed success since finishing out of medal contention at those games, and enter the Rio competition as medal contenders. The U.S. has one Olympic triathlon medal, a bronze in 2004 thanks to Susan Williams. The event involves swimming 1,500 meters in open water, cycling 40 kilometers (24.8 miles) and running 10 kilometers (6.2 miles). The women’s triathlon is scheduled for Aug. 20.
