Russia used Iran as a base from which to launch air strikes against Syrian militants for the first time on Tuesday, widening its air campaign in Syria and deepening its involvement in the Middle East. In a move underscoring Moscow’s increasingly close ties with Tehran, long-range Russian Tupolev-22M3 bombers and Sukhoi-34 fighter bombers used Iran’s Hamadan air base to strike a range of targets in Syria. It was the first time Russia has used the territory of another nation, apart from Syria itself, to launch such strikes since the Kremlin launched a bombing campaign to support Syrian President Bashar al-Assad in September last year. The Federal Reserve is raising expectations for an interest rate rise this year, even as early as next month, after two policymakers Tuesday said the economic stars now appear to be aligning despite weak U.S. economic growth in the first half of 2016. New York Fed President William Dudley said “it’s possible” to raise ISTOCK rates at the Sept. 20-21 policy meeting given evidence of wage gains and a tighter labor market that could boost inflation, while Dennis Lockhart of the Atlanta Fed said a hike next month is in play. The comments, which prompted investors to boost bets on a rate hike, came nine days before the annual meeting of some of the world’s top central bankers in Jackson Hole, Wyoming, a venue the Fed often uses to telegraph policy plans. The AG’s deputy, Bruce Castor, will take over as acting attorney general. Pennsylvania Attorney General Kathleen Kane announced her resignation Tuesday, one day after a jury convicted her of perjury for leaking sealed grand jury material to a reporter. “I have been honored to serve the people of Pennsylvania and I wish them health and safety in all their days,” Kane said in a statement. She faces up to seven years in prison on the most serious charge when she is sentenced Oct. 24. In a statement, Gov. Tom Wolf said, “Her decision to resign is the right one, and will allow the people of Pennsylvania to finally move on from this situation.” The resignation capped a dramatic fall for Kane, who was once seen as a rising star in the Democratic Party after becoming the first woman elected Pennsylvania attorney general in 2012. A jury in Norristown found her guilty Monday of leaking information to a reporter in an effort to embarrass a rival prosecutor. The weeklong trial followed a years-long political scandal that included the Jerry Sandusky molestation case, allegations of misconduct and pornographic emails.

Convinced that former state prosecutor Frank Fina was the story’s source, Kane tried to turn the tables by leaking information about an investigation into a local NAACP official that Fina chose not to pursue, prosecutors said. Kane was accused of subsequently lying about the leak to a grand jury. Kane had said the charges were brought to

stop her from revealing lewd emails exchanged among judges, state officials and prosecutors that she discovered while re-examining the Sandusky investigation. The release of some emails caused several officials, including two state Supreme Court justices, to lose their jobs in a scandal dubbed “Porngate.” But a judge barred Kane’s lawyers from mentioning the

emails during her trial. Sandusky, a former assistant football coach at Pennsylvania State University, was convicted in 2012 of molesting 10 boys. ‘SLUSH FUND’ IRREGULARITIES Comptroller: More than $380K in marathon revenue used as ‘slush fund’ A review by the City Controller’s Office found that more than $380,000 in revenue from the Philadelphia Marathon was used as a “slush fund” for grants not approved by the board, trips to Italy for then Mayor Michael Nutter and his staff, and an event that included an open bar last year. The report notes 20 line items of grants and expenses from the

Mayor’s Fund for Philadelphia that went unchecked by the fund’s board. The Fund is responsible for overseeing revenues and expenditures from the race. Controller Alan Butkovitz told Philly.com the spending was approved only by the fund’s then-chairwoman, former City Representative Desiree Peterkin Bell. “Instead of making grant awards, it appears the former

chairperson used the reserves account as if it were a special slush fund,” Butkovitz reportedly said at a news conference. Some of the expenditures reportedly included: • $51,295 for airfare and fivestar lodging to Rome for mayor and five staff members to meet the Pope. • $52,000 for accommodations at Philadelphia Marriott Courtyard. The line items do not indicate for whom the rooms

were provided. • Nearly $11,000 for an open-bar wine and beer event for a mayor’s reception at the African-American Museum. Butkovitz reportedly said there was no indication of any criminal wrongdoing, but suggested the expenditures could be in violation of IRS rules governing nonprofits. Clinton rally urges voters to register in high-stakes election In a city that bleeds a deep shade of blue, Democrats still struggle with getting Philadelphians to the polls every Election Day. Hillary Clinton is no exception. At a voteroutreach rally Tuesday afternoon at West Philly High School, the Democratic presidential candidate urged people to register to vote before the state’s Oct. 11 deadline, and announced the opening of her campaign’s Southwest Philly office. “We don’t want you on the sidelines come November,” Clinton told the crowd of at least 200 packed in the school’s gymnasium. “This is the most consequential election. The stakes could not be higher.” Though Clinton maintains a growing lead ahead of opponent Donald Trump, she warned voters not to become complacent in the 12 weeks ahead of Election Day. Her campaign has brought on Philly rapper Freeway to help spread the word. Freeway, born Leslie Pridgen, said he’s been very active in inspiring his followers to become politically active, but concedes there’s work to be done. “I would let the young people know that maybe they don’t have a full understanding how powerful their voices are,” he said. “It’s up to all of us to make a change, and we have to do it together.” Voter turnout in Philly consistently lags behind the state average, trailing more than five percentage points in 2008 despite

Barack Obama’s intense voter outreach. Even in this one-party town, low turnout could force Pennsylvania to swing right. Pennsylvania’s status as a battleground state has only solidified in recent weeks, as Trump has doubled down on his accusations of voter fraud against Clinton. “We’re going to watch Pennsylvania,” Trump said at a rally in Altoona. “The only way we can lose, in my opinion — I really mean this, Pennsylvania — is if cheating goes on.” Still, Trump has since urged his voters to become “election observers.” The latest Pennsylvania poll shows Trump trailing Clinton by more than nine points. To be clear, when Trump says “Pennsylvania,” he means Philadelphia. In 2012, the Philadelphia Inquirer reported that in 59 districts in the city, Mitt Romney received zero votes, a situation that sparked concern among some Republicans, who cried voter fraud on the city. In the same article, the paper offered an explanation for unanimous support for Obama: The districts, in North and West Philly, are almost exclusively black, and the vast majority of registered voters are Democrats. “We’re Philadelphia, we’re not cheaters, we’ve never been cheaters,” Freeway said after Clinton’s rally Tuesday. “We’ve never been a city of cheaters. A New Jersey police officer has been suspended after allegedly trying to swap a police favor for a sexual act. Monroe Township police officer Robert Marzi was charged with misconduct last week following allegations of “unauthorized exercise of his official functions with the purpose to obtain a benefit to himself,” the Gloucester County prosecutor’s of-

fice said Monday. Marzi, 29, has been suspended without pay. He was placed on administrative leave Monday after a complaint against him was signed Aug. 10, the prosecutor’s office said. The two-year veteran of the force allegedly promised to help a woman with pending criminal charges in exchange for oral sex, the CourierPost reported. Marzi turned himself in after learning of the complaint, according to the Courier-Post. He posted $25,000 bail and has been released. “It is deeply regretful that a member of the Monroe Township Police Department has been charged with a crime,” Monroe Police Chief John McKeown said in a statement. “Like all

NYC IMAM SLAYING NY man in court charged with murdering Muslim cleric, assistant A New York City man appeared in court Tuesday and denied charges he shot and killed a Muslim cleric and his assistant on a street in Queens over the weekend. Oscar Morel, 35, faces up to life in prison without parole if he is convicted of killing Imam Maulama Akonjee, 55, and Thara Uddin, 64, in a brazen daylight attack Saturday that horrified the neighborhood’s Bangladeshi community. Morel, who was shackled at the hands and feet and wore a tan button-down shirt with black pants, was arraigned at Queens Criminal Court on one count of first-degree murder, two counts of second-degree murder and two counts of second-degree criminal possession of a weapon. “It’s the most horrendous and despicable act that can only be described as a coldblooded and premeditated assassination,” prosecutor Peter McCormack told the court as relatives of the victims looked on. “The defendant ran up behind both of them and

pumped numerous bullets into them striking them both in the head ... leaving them lying in the street mortally wounded,” he said. German man arrested on suspicion of selling gun to Munich shooter Police on Tuesday arrested an armed 31-year-old German man who boasted during a sting operation that he had supplied the Glock 17 pistol used by a gunman who killed nine people in Munich on July 22, the Frankfurt state prosecutor said in a statement. Authorities arrested the man, who was not named, in Marburg after contacting him on the so-called dark net and posing as buyers for an automatic weapon and another Glock 17 pistol for $9,021, the statement said. The man’s claims were supported by evidence gathered by the Munich prosecutor’s office and Bavarian state police, the statement said. “There is the strong suspicion that the 31-year-old man sold the Glock 17 used in the Munich shooting to the 18-year-old German-Iranian shortly before the attacks,” the Bavarian state police said in a separate statement. Nine dead, thousands of homes ravaged in Louisiana floods Storm broke records for a 24-hour rainfall.

Search-and-rescue operations were still underway on Tuesday in Louisiana, where at least nine people have died in flooding that damaged about 40,000 homes, state officials said. Emergency crews have already plucked more than 20,000 people and 1,000 pets to safety from flooded areas after a storm that broke records for 24-hour rainfall in multiple locations, Gov. John Bel Edwards told reporters in Baton Rouge. Rain-swollen rivers are receding in much of the state, but some communities in southern Louisiana are bracing for waters that have not yet

crested, according to national forecasters. More than 8,000 people slept in emergency shelters on Monday night, unable to return to their homes, Edwards told a news conference. The state planned to impose curfews on Tuesday night in the parishes with widespread damage. “This is a historic flooding event,� Edwards said of the unnamed storm. “It’s unprecedented.� The storm dumped more than 2.5 feet of rain on an area near Watson, Louisiana, from Thursday to Monday morning, the highest total reported, according to the National Weather Service. In Abbeville, Louisiana, a 125-year-old record for 24-hour rainfall was shattered by 16.38 inches

of rain from Friday to Saturday, the weather service reported. The flooding prompted President Barack Obama to issue a disaster declaration on Sunday, with additional parishes given approval on Tuesday to be eligible for the federal assistance. Already, 40,000 residents have registered for disaster aid, Edwards said. Craig Fugate, head of the Federal Emergency Management Agency, told reporters the “very large disaster� was affecting more people than flooding in March that left at least four dead and thousands of homes damaged in Louisiana and Mississippi. BEAR HUNT Canada oďŹƒcials may charge U.S. hunter who speared bear to death Alberta may ďŹ le charges against a U.S. hunter who posted a video of himself killing a black bear with a spear, wildlife oďŹƒcials said Tuesday, as the Canadian province moved to ban spear hunting. The video, which sparked outrage online, shows hunter Josh Bowmar, who is a javelin thrower, baiting a trap for the bear in a wooded area and then impaling the animal with a long spear with a camera attached to it. Bowmar, 26, defended the way he killed the bear, while Alberta Environment Ministry spokesman Kyle Ferguson described the hunt as “unacceptableâ€? and “archaic.â€? “We will introduce a ban on spear hunting this fall,â€? Ferguson said. “In the meantime, we have asked Fish and Wildlife oďŹƒcers to investigate this incident to determine if charges are warranted under existing laws.â€? Prosecutors dealt setback in medical marijuana cases

Prosecutors will not receive funding to go after medical marijuana sales if permissible under state guidelines. ISTOCK

The Department of Justice cannot spend money to prosecute federal marijuana cases if the defendants comply with state guidelines that permit the drug’s sale for medical purposes, a federal appeals court ruled Tuesday. The ruling, from the Ninth U.S. Circuit Court of Appeals, comes as voters in nine more states will consider allowing the recreational use of marijuana this November. Twenty-five U.S. states allow for medical marijuana. While the sale of the drug is still illegal under federal law, Congress in 2014 passed a budget rule that prohibits the DOJ from using federal funds to interfere in the implementation of state marijuana regulations. Due to this rule,

It’s no small feat to step into shoes already worn by Charlton Heston. Luckily for John Huston, he had a couple aces up his sleeve. For one thing, the English actor, 33, is Hollywood royalty: He’s one of the Hustons, related to Anjelica, Danny, John and Walter. As luck would have it, he’s known Fraser Heston, Charlton’s son, since he was a kid. Before taking the lead in the new remake of “Ben-Hur,� he asked Fraser for his blessing, and got

it. And so here Huston is as 2016’s own Judah BenHur, the Jewish nobleman who seeks revenge on the friend (played by Toby Kebbell) who destroyed his family. That also means having to endure the film’s centerpiece: a redo of the famed chariot race, which took three grueling months to shoot. You have to play Judah Ben-Hur in two very dierent stages: When he’s wealthy and fancy-free and

when he’s starving and ripped. It must be particularly rough not eating great food when you’re shooting in Rome. If you’re in the galleys of a slave ship, you’re not going to be eating three-course Italian meals. You’re just rowing every day. So I went a little Method and managed to drop down to 155 pounds. That’s pretty nuts. How did you do that? It’s kind of a funny story. The studio gave me a chef who’s also a nutritionist. He was this wonderful Italian man named Giuliano who loved cooking and had the best heart. And he was just in a state of disarray every day. He’d come in to hand the food out, and I could see he wanted to cry every time. He had to make me the most bland, boring food — proteins and veg and no salt. It was tearing him apart inside. He really wanted to cook me the most extravagant pasta dishes with the best wine.

Instead he was under strict instructions not do give me any food with any flavor. Speaking of pushing yourself to the limit, tell me about the chariot race. You already knew how to ride a horse coming into this, but that’s nothing like driving four of them. I was very comfortable and confident with

horses; I could ride like I could walk. I thought that would give me a leg-up. But nothing really prepares you for a chariot — four horses and the end of your rein. There’s a reason why we still refer to the power of cars as “horsepower.� It’s like something you’ve never felt before. And the horses loved it. They just want to run. They’re basically racing each other.

They don’t even know they’ve got a 150-pound person behind them. How long did it take you to feel like a pro? We had about three-anda-half months of training, which starts with a seated car, then you progress to two horses and finally four. It’s quite a rigorous process. The first day you’re convinced you’re going to die. Then the sec-

ond day, funnily enough, it sort of becomes addictive. You don’t think about anything when you’re on that chariot, going around the track at full speed. When you’re really tearing it, you are literally only focusing on the job at hand. You don’t question yourself; you’re not in that constant battle for your life. It’s rather meditative. It’s liberating to be free of one’s ways.

There have been endless articles about the “Rogue One: A Star Wars Story” trailer since it premiered last week. There are bound to be more with the arrival of the international trailer, which features brand-new footage. I’m not going to break the trailers down for you, as it’s been done over and over. I do, however, want to tell you a different reason I’m excited about the movie. I mean, aside from the fact that it looks amazing. I mean, really amazing. I mean, I love this trailer more than warm oatmeal cookies with drizzled icing. But that’s not the only reason why. When I was a kid, I was introduced to Anne McCaffrey’s book series “Pern.” The world was full of dragons and riders; it totally sucked me in. The way I got in, however, was through a side trilogy, written about an at-the-time relatively minor character named Menolly. McCaffrey would go back to her world and tell minor stories and weave them in to give a wider picture of a larger universe. You got a look into not just the major characters, but also what else was going on and the lives of other people. As a kid, seeing the original “Star Wars” trilogy, I wanted to

know more. I wanted to know where regular people lived and where the rest of the Rebellion was. I wanted to know how many other worlds there were. I wanted to know about the “many Bothans” who died to give the Rebellion information. I wanted to know where Princess Leia got the Death Star plans before she gave them to R2-D2. The announcement of “Rogue One” was childhood wish fulfillment. Just as the original “expanded universe”

did for years, in the form of books, video games and comics, this will fill in holes. “Star Wars Rebels” and “The Clone Wars” have done the same. I’m dying to know everything about everything! And then there’s Felicity Jones’ Jyn Erso, our hero. Yes, she’s still one of the only ladies in a giant group of men, but she clearly kicks butt and isn’t exactly perfect. It feels like writing a well-rounded female action hero is becoming the norm, as

opposed to “tough chick in black leather.” Jyn, Katniss, Rey — it’s finally happening. To learn about another amazing and complex female character, one we didn’t know about before (like we did with Ahsoka Tano, Hera and Sabine), and to see the trailer on my TV; to see the new planet Jedha, a U-Wing transport gunship, the size of K-2SO, Darth Vader; to see yet another part of my all-time favorite fantasy universe — well, it’s pretty darn awesome.

On Aug. 25, the National Park Service will be turning 100 years old and park enthusiasts won’t have to travel too far to wish them a happy birthday. Independence National Historical Park will kick off Founders Day on Independence Mall at 10 a.m. with a plaque ceremony honoring Stephen Mather, one of the founders of the park service, followed with a variety of free ranger programs

including a special centennial walking tour, national park quizzo and a chance for your kids to enlist in the Continental Army. Visitors to the park will also get to enjoy free admission to the Ben Franklin Museum located right at Third and Market streets. And after a full day of activities, who can turn down a invitation to picnic in the park? Beginning at 5 p.m., attendees can either pack their own basket or purchase a premade one for two at the nearby Independence Mall Cafe. Adults, it’s BYOB! The picnic will also be your only chance to see a time capsule that will be sealed that day and placed inside the Independence

Hall Tower where it will remain until Aug. 25, 2116, the bicentennial of the National Park Service. What’s inside, you ask? The public is encouraged to vote on their favorite items to be included such as an arrowhead patch, a key to Independence Hall and even a Lego park ranger. But where’s the cake? Franklin Fountain to the rescue! The Old City favorite will debut a special birthday cake flavor ice cream to the hungry patrons; first come, first served. The evening will wrap up with some footstomping bluegrass by the local band Mason Porter and a campfire talk about the stars. Discover America’s story here in the birthplace of independence. Eagles add Dawkins full time to help with young players

Overheard among chatting Eagles fans during last weekend’s open practice at Lincoln Financial Field were musings that this season’s wide receiver corps is possibly the weakest in recent memory. Jordan Matthews — entering his third year after a solid but not spectacular sophomore season — leads a WR room

of never-weres and hasbeens, like disappointments Nelson Agholor and Josh Huff, along with veterans Reuben Randle and Chris Givens and a few other undrafted free agents. Make room for one more. Early Tuesday the Eagles announced they had traded journeyman offensive tackle Dennis Kelly to the Titans for troubled wide receiver Dorial Green-Beckham. DGB, as he’s often called, was forced to transfer from Missouri to Oklahoma due to some off-field issues, and has three times had legal troubles — most of which stem from drugs or marijuana. But, when he’s on the field he can be quite the

force. “He’s physically gifted,” Eagles president of football operations Howie Roseman said. “He’s 6-foot-5, 204 pounds, he runs a 4.4 40 [yard dash], he’s got a rare skill set but there’s a reason he’s available at this time. He has to get more consistent but to us it’s a risk that’s worth taking.” As a rookie, GreenBeckham caught 32 passes for 549 yards and two touchdowns. His big body could be just what the Eagles need to run a meaningful slant or fade route. “We’ve done our due diligence to the extent that we can and there’s nothing that we’ve seen that makes us think there is anything going on,” Roseman said of the 40th overall pick in 2015.

Doug Pederson has had his share of off-field issues to deal with already during his tenure as head coach, but he welcomes anyone with talent to help his club. “I kind of take a chip off of Andy Reid’s block,” Pederson told the media Tuesday. “We had a Michael Vick who had definitely situations there. “I’m going to preface this by saying we are not in the rehabilitation business. But at the same time, we feel like with the staff that I’ve assembled on offense and with the personnel staff upstairs, that we can bring guys in that might have had a little bit of a history and we can help these players not only become young men, but become good football players.”

The Eagles are taking chances with players with trouble in their past, the latest of which is former Titans wide receiver Dorial Green-Beckham, who comes to Philadelphia following a trade that sent lineman Dennis Kelly to Tennessee. With players like Jalen Mills and Wendell Smallwood also looking to shake off shackled of troubled pasts — among others — the Eagles are bringing in Weapon X to help keep them on the straight and narrow. Literally. In a news conference Tuesday, Eagles president of football operations Howie Roseman announced that Brian Dawkins, the former Eagles star safety and fan favorite, will join the team full time as a “football operations executive.” “We have hired Brian Dawkins full time to help at this time,” Roseman said of Dawkins, who was a scout for the Eagles earlier in training camp. “His week here, we

saw the contributions her can bring to the football team and we feel like we will get a structure in place and help these guys to succeed.” Dawkins previously worked as a commentator for ESPN football studio shows and before that, obviously, had a Hall of Fame career leading the Eagles’ defense during the team’s most recent era of success in the early 2000s. Green-Beckham’s second chance after falling on the depth chart in Tennessee amid off-field troubles and locker room issues could bail out a desperate Eagles offense looking for sparks. Roseman believes that players like one-time Eagle Michael Vick can put their troubles in the rearview and succeed in the right environment. “It’s an organizational decision here and it’s on all of us to rally around these guys and give them a support system,” Roseman said. There’s times where his curveball looks unhittable and others where it looks like hitters know exactly where his pitches are headed. More times than not, these Jekyll and Hyde moments happen in the same game. Those low points of his often sync up with the start of the sixth inning. It happened again in his last start on Saturday against Colorado. “The sixth inning again, I don’t what it is, if it’s fatigue ... he just lost his command in that sixth inning,� said Phillies manager Pete Mackanin. When asked what his struggles stem from, Eickhoff, who gave up three runs in the sixth frame, didn’t really have an answer other than that when teams figure out his breaking ball, it takes a lot away from his ability to fool hitters. “We’ve got to go to work on that and see what

that problem is,� Mackanin said. In his career, the sixth inning has been a disaster — he has a career ERA of 9.75 in 28 career sixth innings. That’s the highest by far among the first seven frames (he’s only reached the eighth inning one time in his career). This season, that ERA is at a whopping 12.71. In comparison, the 26-year-old has a 1.75 ERA through the first three innings this season and a 2.16 ERA over the first four frames. It’s the fifth and sixth innings that have become disastrous for him. He has allowed just

22 earned runs from the first to fourth inning and only three runs between the seventh and eighth inning. When it comes to those middle two innings, he has allowed 35 earned runs — 46 percent of his ERA. Mackanin doesn’t seem like he knows what that steep drop-off is a result of, other than fatigue. If that’s the case, at least it’s something a player can improve upon. This is just Eickhoff’s second year in the big leagues. It wouldn’t be fair to expect him to be an innings eater right off the bat. That being said, if these

issues are determined to be more mechanical than physical, perhaps this trend of his won’t be going away anytime soon. From the diagnosis Eickhoff gave, it sounds like he may have bigger issues at hand. If he is unable to get pitches by hitters as soon as they figure out his curve ball, then he’s going to really need to develop another secondary pitch and his fastball this offseason. If Eickhoff wants to continue to be among the starting five when the Phillies contend again, he’ll have to figure out his sixth-inning nightmares.
