American intelligence agencies are concerned about reports that foreign governments may be attempting to undermine the Nov. 8 U.S. elections through cyber attacks, Admiral Mike Rogers, the director of the National Security Agency, said on Tuesday. “We continue to be actively concerned,” Rogers told a Senate hearing, responding to a question from Sen. John McCain, chairman of the Senate Armed Services Committee. Marcel Lettre, Under Secretary of Defense for Intelligence, testified that the government is taking any such activities “quite seriously” and said an “aggressive investigation” is under way. McCain noted that one of the two states in which media reports said there was evidence of attempted Russian hacking was his home state, Arizona. REUTERS

US SEES STRONGER MEDIAN HOUSEHOLD INCOME, LESS POVERTY

The median U.S. household income rose last year, its first significant annual increase since 2007, and helped push down the number of people living in poverty to 43.1 million, federal government data released on Tuesday showed. About 29 million people did not have health insurance in 2015, down from 33 million in the previous year, the Census Bureau said in its annual Income, Poverty and Health Insurance Coverage and Supplemental Poverty Measure report. The poverty rate fell to 13.5 percent from 14.8 percent in 2014, the report said. Median income rose 5.2 percent to $56,500 from $53,700 in 2014, in large part due to increases in employment, Census officials told reporters on a conference call. The poverty rate has continued to edge down in the wake of the 2007-2009 recession amid a tepid recovery. REUTERS

The governing board for U.S. college athletics said it will move seven championship sporting events out of North Carolina to protest a state law it deems discriminatory to transgender individuals. It is illegal for anyone in the state to use a public restroom that does not match the gender they were assigned at birth. The National Collegiate Athletic Association (NCAA) cited the law in its decision to relocate the events, which include the first two rounds of the “March Madness” men’s basketball playoffs. The Democratic Party has started pulling out the big guns in the race for the White House, as President Barack Obama personally implored voters Tuesday in Philadelphia to get out there and campaign to help Hillary Clinton win. A crowd of thousands packed Eakins Oval by the Art Museum to hear Obama confront some of the most common criticism and attacks that have dogged Clinton and blame the media for judging her more harshly than her opponent Donald Trump. “She’s been accused of everything you can imagine, and has been subjected to more scrutiny and what I believe is more unfair criticism than anybody out here,” Obama told the crowd, to cheers. “I sure do get frustrated with the way this campaign gets covered. Do you mind if I just vent for a second?” Obama went on to compare the most common criticisms of Clinton — her transparency, her private email server, and the Clinton Foundation’s activities — to the criticisms of Trump. He pointed out that Trump hasn’t released any of his personal tax returns. “One candidate’s family foundation has saved countless lives around the world,” Obama said his former secretary of state and 2008 rival for the Democratic presidential nomination. “The other candidate’s foundation took money other people gave to his charity and then bought a 6-foot-tall painting of himself.” As the crowd roared with laughter, Obama comically added, “At least he had the taste not to go for the 10-foot version.” But Clinton’s polls numbers may be slipping as her strong lead coming out of the Democratic National Convention has begun to erode. nipiac poll released last week found Clinton with a five-point lead in the battleground state of Pennsylvania, half of what she had a month ago. Polls show a dead heat in Florida between the two candidates. Meanwhile, the Washington Post reported that Democratic voters in the state aren’t very enthusiastic, that African-American voters are “lukewarm” and won’t just vote to defeat Trump, and that low turnout is expected, which could hurt Clinton. Obama’s visit, which shut down roads through Center City and snarled traffic all day, was likely planned to keep the campaign’s energy up. Bernie Sanders is scheduled to campaign for Clinton at Carnegie Mellon University in Pittsburgh on Friday. “My most important message is we cannot take this election for granted,” Obama told the crowd. “We’ve got to fight for this thing. … We can’t afford to have someone treat this like a reality show.”

Carson Wentz has NFL’s top selling jersey, gets shout-out from President Obama After Carson Wentz’s impressive NFL debut against the Browns Sunday (a 29-10 Eagles win), a reporter asked the rookie if he was ready for what comes next — being a star quarterback in the city of Philadelphia. The QB responded: “I will see what happens. At the end of the day, for me it’s still just about playing football. I have to block out the noise, both good and bad, and just get back to work. That’s what it’s about and the goal is to go 1-0 each week.” Tuesday, President Barrack Obama visited Philadelphia to stump for Hillary Clinton. To open his address in front of the Art Museum, the president mentioned the Eagles’ standout. “Some of you may have seen Joe Biden at the Eagles game,” he said. “He told me, ‘Barack, you gotta get on the Wentz wagon. We got a new quarterback. We got hope in Philly.’”

“I am a Bears fan,” Obama continued. “We play Philly next Monday night. So I got to stick with my team, but I am going to scout out what all the fuss is about.” A few scattered boos and laughs followed, but it seems clear that Wentz, the youthful looking redhead from North Dakota, is the most important man in Philadelphia sports. Sunday he threw for 278 yards, two touchdowns and had no interceptions — the best debut for a rookie quarterback in Philly in more than 30 years. Commerce has responded. According to Fanatics, which runs NFL Shop and more than 300 shops that sell NFL gear across the country, Wentz has had the highest-selling jersey since Sunday, followed by Odell Beckham Jr., Tom Brady, Dak Prescott and Antonio Brown. BRIEFS Lower Merion schools hire lawyers at $425 an hour to appeal ruling against tax hike After a judge ruled last month that Lower Merion must revoke its 4.4-percent tax hike for the 2016-17 school year, the school district decided to fight back. At a school board meeting Monday, the board approved the appointment of an attorney with Drinker Biddle for $425 per hour to oversee the district’s appeal against Montgomery County

Common Pleas Judge Joseph Smyth’s ruling. But tensions have been high at this Main Line school district, which recently has been shown to have had budget surpluses at the end of each year, despite its projected deficits. “Fuzzy math,” Smyth called it last month, when he ordered the tax revocation. But the district has defended the hike, saying that “unprecedented growth” in

enrollment over the past few years has created a need for the surplus, which will contribute

to pensions and new buildings. District members have said there has been a 40-percent enrollment increase over the last two decades. But according to the Philadelphia Inquirer, the district has continued to predict large budget deficits year after year, while raking in cash by the summer. In Pennsylvania, Trump proposes child care deduction tax break His daughter, Ivanka, has championed the issue of child care. Republican presidential nominee Donald Trump proposes to allow families to deduct the cost of child care expenses from income taxes, his campaign said, a move aimed at bolstering his support among women voters. Trump was to lay out the plan in a Tuesday evening speech in the Philadelphia suburb of Aston, Pennsylvania, his latest attempt to construct a policy framework that he would use for governing if elected over Democrat Hillary Clinton. Trump was to be introduced at the event by his daughter, Ivanka, who has championed the issue of child care as an influential voice in his campaign. She told reporters on a conference call that she was involved in developing the plan. “I’m very passionate about this,” she said. Trump’s support among women voters has lagged. Overall, he has risen to a more competitive position against Clinton in national opinion polls and in battleground states where the election is likely to be decided. Polls show the race tightening in the crucial state of Pennsylvania. A Quinnipiac University poll last week said Clinton led 48 percent to 43 percent for Trump there, a reduction from her 10-point lead a month ago. Trump’s plan would change the tax code to let parents deduct from their income taxes child care

expenses for up to four children and elderly dependents, his campaign said. It would be available for individuals earning less than $250,000 a year or under $500,000 for couples filing jointly. Trump campaign officials did not detail the overall cost of the program. A senior official said it would be part of Trump’s plan to overhaul the tax code and would end up not adding to deficit spending in the federal budget. Trump would offer child care spending rebates to lower-income taxpayers through the existing Earned Income Tax Credit. The campaign said this could mean tax rebates as high as $1,200 for eligible families each year. Trump also would create new Dependent Care Savings Accounts to allow families to set aside money “to foster their children’s development and offset elder care for their parents or adult dependents,” the campaign said. Individuals could contribute up to $2,000 a year tax free. The New York businessman also is proposing guaranteed six weeks of paid maternity leave. He would accomplish this by amending the existing unemployment insurance that companies are required to carry. The benefit would apply only when employers do not offer paid maternity leave, and would be paid for by offsetting reductions in the federal unemployment insurance program so that taxes are not raised. A Radnor elementary school was placed on a lockdown Tuesday following recent bear sightings in the area. As many as three bear sightings Tuesday morning in the area around the rear of Ithan Elementary School on Clyde Road prompted the lockdown, according to CBS Philly. “Radnor Police and the Pennsylvania Game Commission completed a thorough investigation of the wooded area on the perimeter of our grounds where a bear was sighted the morning of Sept. 13,” a statement from the Delaware County school read. “They did not locate the bear during this search. “Radnor Police are confident our students are safe and our property is secure, however as a precautionary mea-

sure we will remain in a Level I Lockdown for the remainder of the school day, which means students will be kept indoors.” A member of the school district security staff was assigned to monitor the area where the bear was sighted on Tuesday and Wednesday. “A Radnor police officer will be here tomorrow to provide an extra layer of security,” a school official said. “The police are

also shutting down the township’s two pathways that lead to the wooded area for 24 hours.” Officials also reported the sighting of a large black bear Saturday night in the 400 block of Roundhill in the St. Davids section of Radnor Township. Residents are advised that if they come in contact with a bear, to not approach it for any reason, and to contact 911 immediately.

Last Tuesday, fliers with the title “This is what rape culture looks like” superimposed over copies of the OZ invite popped up all over UPenn’s campus, and provided a phone number for victims of sexual assault to reach counselors at the Penn Women’s Center. The story quickly gained national attention, with outlets including The Huffington Post, Buzzfeed, Seventeen Magazine and USA Today covering the issue. BRIEFS 900 Penn women sign letter against those ‘complicit in rape culture’ More than 900 members of sororities and coed fraternities at the University of Pennsylvania have responded to a crude party invitation emailed to freshmen women by signing a letter opposing the “rape culture” on campus and those “complicit” in it. The letter, which can be read in its entirety at Metro.us, condemns the emailed invitation as “blatantly [objectifying] women with sexist and implicit instructions to act and dress in a sexual way solely for male benefit.” The email, sent on Aug. 31 by unaffiliated, off-campus group OZ, invites girls, but not “teases,” to a party called “Wild Wednesday.” It urges female guests to “please wear something tight.” Written in the form of a crude poem, the invitation claims it’s only looking “for the

Probe blames Delta pilot for 2015 NYC runway accident The U.S. National Transportation Safety Board on Tuesday faulted a Delta Air Lines pilot for a March 2015 incident in which a Boeing MD-88 veered off the runway at New York’s LaGuardia Airport, resulting in minor injuries to 29 passengers. The report said the pilot’s use of excessive reverse thrust during landing led to a loss of directional control and the jet’s departure from the snowcovered runway. The report also said the flight and cabin crews did not conduct a timely or effective evacuation for a number of reasons, including the fact that damage to the aircraft resulted in the loss of the interphone and public address system, which delayed an announcement to evacuate the aircraft. The evacuation of the plane with 127 passengers and crew took 17 minutes

and did not start until six minutes after landing, the NTSB said. The plane struck a chain-link fence before coming to rest on a snowcovered embankment just feet from Flushing Bay with its left wing tank leaking fuel. “Make no mistake: This was a very close call,” NTSB chairman Christopher Hart said on Tuesday. LaGuardia, the smallest of the New York area’s three major airports, was

temporarily closed after the mishap. The report said the captain faced situational stress at the time of landing, which prevented him from immediately recognizing the use of excessive reverse thrust. Delta said in a statement it had cooperated in the probe and “we respect their findings, conclusions and recommendations. Delta leaders will use this NTSB guidance to further enhance the

safety of our global operation.” The NTSB report also raised concerns about the initial uncertainty about the number of passengers aboard the plane, which didn’t include two lapheld children. The report also faulted the Federal Aviation Administration’s airport winter safety guidance as “not sufficiently clear about the timing and need for updated runway condition reports.” REUTERS

Supreme Court leaves Ohio voting restrictions in place The U.S. Supreme Court on Tuesday refused to reinstate for the Nov. 8 general election Ohio’s so-called Golden Week voting procedures, when people could register and cast ballots in the same week, that had been abolished by a Republicanbacked law. The high court rejected a request by Ohio Democrats and let stand an August ruling by the Cincinnati-based 6th U.S. Circuit Court of Appeals that upheld the 2014 law, which imposed new restrictions on when people could register to vote and cast ballots. Ohio Democrats argued that the law had a discriminatory impact on black voters. The law was one of numerous passed in recent years in Republican-governed states that Democrats and civil rights activists have said were intended to make it more

Pardon for Edward Snowden seen unlikely The U.S. government will not budge on its demand that former National Security Agency contractor Edward Snowden return to face prosecution for stealing thousands of classified intelligence documents, despite new calls for President Barack Obama to pardon him, U.S. officials said on Tuesday. The officials said they expect Snowden’s supporters to use the Thursday release of “Snowdenâ€? — directed by veteran filmmaker Oliver Stone — to mount a public campaign demanding a pardon before Obama leaves office in January. Snowden, who lives in Moscow, is scheduled to appear via video link on Wednesday at a New York press conference, where advocates from human rights groups will call for a pardon. They argue that Snowden performed a

Democrats expect Senate will oppose Obama on Saudi 9/11 bill The Democratic leaders of the U.S. Senate said on Tuesday they expected the chamber would vote to override President Barack Obama’s promised veto of a bill allowing relatives of victims of the Sept. 11 attacks to sue Saudi Arabia. It would be the first override of an Obama veto since he took office in January 2009. The “Justice Against Sponsors of Terrorism Act,” known as JASTA, would remove sovereign immunity, preventing lawsuits against governments, for countries found to be involved in terrorist attacks on U.S. soil. How were you initially inspired to write “Fleabag�? The genesis of [“Fleabag] was that I was asked to write a one-woman show for a 10-minute slot in a London theater by a friend of mine. When that 10 minutes was written, a couple of people said we should take it to Edinburgh, and we got a slot in the Edinburgh festival. She’s a woman who’s just trying to hide something, basically hide a pain and then, on top of all of that, seem like she’s completely together and funny and sexually confident and in control of everything. So much of my 20s was trying to convince people that about myself.

What was it like transitioning from a stage show to television? Sort of like hitting my head really hard against a wall for a year. The first difficult stage was that I played all the characters in the stage play, so I had to let go of all of them and then handing them over and allowing them to have their own lives. The first thing that I had to suddenly focus on was building these characters lives outside of “Fleabag.� You mention you felt a lot like this character in your 20s. Is “Fleabag� inspired by real-life experiences? To some degree it was a very personal piece. A lot of the anecdotal things either almost happened to

me or did happen to me. Or that I kind of imagined would be hilarious if they happened to me. Like my friends and family are very healthy and alive. There’s a lot of people sort of in it in spirit but no portraits or anything. Do we ever learn your character’s real name in the show? Yeah. I knew that “Fleabag� was going to be the title of the play, and in turn, it would be implied that that’s her name. Yeah, she doesn’t have a name. I kept thinking if I called her something it would be “Sarah� or “Annabelle.� So this show premiered overseas on BBC Three in July. Were they cool with

Philadelphia’s local storytelling scene, which only gets stronger as the months go on, is about to expand beyond its mission of entertaining audiences with terrific stories by gifted performers and help out the less fortunate. On Wednesday, Sept. 28, the Spill the Beans storytelling show will grace the gorgeous Le’Tage stage for its bimonthly performance. However, according to the show’s creator, local storyteller, comedian, and actress Victoria DePaul of Gypsywolf Productions, this month’s effort will be a bit different from the event’s three prior shows. “I plan to match the amount of money we make at the door and donate it to a homelessness charity,” DePaul says. “After looking around, I felt like Project Home was a great one to choose, as they are groundbreaking in the programs they have developed to help lift people up and out of

While Jordy Nelson’s longest reception being 8 yards is hopefully not the new normal, Packers fans could rejoice to see him in the endzone again. Aaron Rodgers did exactly what you expect, but the defense did a surprisingly good job against a Jaguars offense that has bite.

Brock Osweiler and Lamar Miller took care of business in their Texan debuts. Miller ran for 106 yards and Osweiler threw two touchdown passes, but the surprise of the day was rookie Will Fuller, who caught one of those touchdowns and racked up 107 receiving yards.

Credit the Broncos for adjusting at halftime to the adjustments the Panthers had made following their Super Bowl defeat. Credit Trevor Siemian for pulling out the victory in his first start. Just don’t credit the refs for their performance re: illegal hits on Cam Newton.

That wasn’t the season opening performance you wanted to see from the Seahawks, injury to Russell Wilson or no. Going forward, that will be a big concern for Seattle. The positives are the defense limiting Adam Gase’s new team to 214 net yards and Arian Foster to 38 yards.

Is the road win against a quality opponent more or less impressive when you remember the Bengals let Andy Dalton get sacked seven (seven!) times? The Bengals didn’t seem to need receivers besides A.J. Green while he was hauling in 12 catches for 180 yards and a score.

The last minute decision to trade Sam Bradford away made the Eagles objectively worse. But not to the fans. All anyone cares about in Philly is seeing Carson Wentz, and after a 278 yard, two touchdown debut, now all they care about is seeing more of him.

If you are reading this article, you know how well Carson Wentz played Sunday against the Browns in his NFL debut. He was able to handle blitz pressure, was on the same page as his receivers, threw the long and short ball and commanded the two minute drill. All in all, he looks like an NFLready quarterback. But Week 2, on Monday night (under the ESPN lights) against Chicago will present a slew of new challenges for Wentz, and could see his level of play drop significantly. Here’s why:

If he couldn’t air it downfield, he usually found a safe throw to Zach Ertz or Brent Celek. Unfortunately for the Eagles, Ertz is listed as week-to-week with a strange and dangerous injury to his rib cage up around the shoulder. Many surmise he will be unable to play Monday night — taking away a big powerful weapon for Wentz.

The Bears defense In their opening day loss to the Texans, Chicago posted some respectable numbers. They sacked Brock Osweiler five times, allowed just 215 passing yards, and had both an interception and forced fumble. Phillies, GM Klentak have made a mess of Hellickson The Phillies failed to trade the hurler at the deadline and will be between a rock and a hard place with him this offseason. ZANE STALBERG @MetroPhilly sports@metro.us

Entering the 2016 season, the Philadelphia Phillies fielded a roster with very little trade value at any position. With many of their former stars, such as Ryan Howard rapidly declining, and their adamant stance to build from within, Matt Klentak and his front office had very little to work with in any trade talks. After acquiring Charlie Morton and Jeremy Hellickson, however, one area of strength they had to trade from was backend rotational depth. As soon as Morton and Hellickson were acquired the assumption was that they would be dealt at the deadline once the Phillies’ younger arms were ready. The Charlie Morton experiment failed. Philadelphia lost the former Pirate to a torn hamstring in April. Hellickson, on the other hand, was everything they could have asked for. The 29-year-old had an

8-7 record and 3.70 ERA, before the deadline, and became one of the more desirable pitchers in a weak trade deadline market. However, despite interest from a plethora of teams, Aug. 1 came and went, and so did the non-waiver trade deadline, and Hellickson was still on Philadelphia’s roster. Today, Hellickson is still on Philadelphia’s roster as a result of Klentak’s gamble. A gamble that is starting to look less and less like a calculated risk and more like a costly mistake. In his first three starts after the deadline, Hellickson posted a 2.89 ERA and struck out 18 batters. In his next three starts, however, the veteran righthander had a 6.75 ERA against the Marlins, Mets and Braves, who, out of 30 teams, rank 26th, 27th, and 29th, respectively, in total team offense. Hellickson rebounded nicely against Pittsburgh Monday night, allowing no earned runs and striking out six, but if he fails to regain that form consistently, his recent stretch of poor starts may be a precursor to the costly repercussions. On one hand, Philadelphia can extend Hellickson a qualifying offer, which would

Although, given Hellickson’s affinity for Philadelphia and the small chance that he makes that kind of money on the open market, that seems unlikely. And if he does stay, anything less than the numbers he posted before the deadline and the Phillies will likely be forced to retain him at the 2017 deadline. On the other hand, Philadelphia can simply let Hellickson walk, having received nothing for him, in one of the weakest pitching markets in years. Which, given the alternative, would be the better, cost-effective option. Klentak and the Phillies, are building something in Philadelphia, but retaining Hellickson could very well prove to be a move that hampers their ability to negotiate in the upcoming season, and will, in all likelihood, be a disappointing missed opportunity.
