Emergency crews in boats rescued hundreds of people from floodwaters and plucked others from rooftops by helicopter in North Carolina after former Hurricane Matthew flooded much of the Southeast before weakening on Sunday and turning out to sea. Matthew, the most powerful Atlantic storm since 2007, was downgraded to a posttropical cyclone on Sunday after its rampage through the Caribbean killed nearly 900 people in Haiti and at least 16 people in the United States. Haiti also has suffered from outbreaks of cholera and about 61,500 displaced people were in shelters, officials said. In the United States, more than 2 million homes and business had lost power. Officials said many coastal and inland communities were still under water, either from coastal storm surge or overrun rivers and creeks. REUTERS

SUSPECT ARRESTED IN FATAL SHOOTING OF TWO CALIF. POLICE OFFICERS

Police arrested a suspect early on Sunday in the fatal shooting of two officers and the wounding of a third in Palm Springs, California, after an hours-long standoff that began with a report of a family dispute. John Felix, 26, was taken into custody just after midnight at the home in Palm Springs where the officers were shot on Saturday afternoon. Four officers came under fire soon after arriving at the residence in response to a call from a woman who said her son was causing a disturbance, police said. Two police officers, Jose Vega, a 35-year veteran, and Lesley Zerebny, 27, were killed, and another officer, who authorities declined to identify, suffered nonlife-threatening injuries. Felix was treated at a hospital after his arrest. He will be booked on two counts of murder, according to a police press release. REUTERS

MUSK SAYS HE WON’T HAVE TO RAISE FUNDS IN FOURTH QUARTER

Tesla Motors CEO Elon Musk said the company would not need to raise equity or corporate debt in the fourth quarter for its planned acquisition of SolarCity Corp., contradicting a filing the company made with regulators last week. Asked on Twitter whether the company would raise funds in first quarter of 2017, Musk tweeted, “Probably not then either.” A Tesla spokeswoman did not immediately reply to a request for comment on Sunday. Hurricane Matthew did significant-to-major damage from Florida to Virginia, but it did not deliver the extreme blow that many feared. Haiti was in the crosshairs and received a devastating strike with over 400 fatalities. Most of the damage along the Florida coastline from Palm Beach and points north, especially the northeastern coast of Florida, was from storm surge — flooding shore towns, significantly damaging structures, toppling trees and causing widespread power outages.

Luckily, the most powerful of the hurricane winds, which exceeded 100 mph, remained about 40-70 miles off shore, sparing Florida a direct hit. North Carolina had severe flooding, the worst since Hurricane Floyd in 1999. Georgia and South Carolina saw major storm surges of more than 9 feet, causing major damage along wellpopulated coastal towns, especially Charleston and Myrtle Beach. The Northeast was spared for the most part, except for a rotten weekend with periods of rain, strong winds along the southern New Jersey coast and some tidal flooding. The chilly, wet weekend stretched all the way up the East Coast through southern New

Debate devolves into carnival of personal attacks As expected, Donald Trump was forced to deflect criticism of the recently released video of his vulgar remarks about women. AMANDA MIKELBERG @MetroNewYork

No hand shaking. No holding back. The opening moments of the second presidential debate shaped up to be the most vicious, most accusatory, and as intensely personal of the entire campaign year. Any talk of policy was shoved aside by personal attacks. Moderator Anderson Cooper asked Trump point blank do you realize that you admitted to, and bragged about, committing sexual assault. Trump dismissed his remarks and comportment as “locker room talk,” and that “nobody has more respect for women than me,” while trying to turn the conversation back to our borders and making American safe again. When Cooper followed-up, Trump wasted no time launching into his attack on Bill Clinton, calling him a rapist, alluding to his impeachment, and making the claim that he had his license to practice law revoked. Clinton followed up by saying that though Trump will say the tape does not represent who he is – that it represents “exactly who he is. We have seen him insult women. We have seen him rate women on their appearance.” Clinton offered a list of Trump insults, including embarrassing women on TV and twitter, denigrating a former Miss Universe, targeting immigrants, Af-

rican Americans, Latinos, Muslims, POWs and disabled people. The debate eventually migrated into policy issues. Though immigration and Isis emerged as topics, Cooper raised the question of Trump’s taxes. For the first time in the election, Cooper began, taxes became a top issue following The New York Times expose suggesting Trump used a $916 million business loss to avoid paying federal taxes for 18 years. Cooper directly asked Trump whether he used a tax loophole. “Of course I did,” Trump admitted. He then went on to say “I understand the tax code better than anyone who has ever run for president…I pay tremendous numbers of taxes. But I used it. And so did Warren Buffet, so did George Soros. I have a write off, I have depreciation. I love depreciation.” Clinton often challenged the truth of Trump’s assertions and at one point said that he lives in an “alternative reality.” Trump hounded Clinton on the email scandal, adding that if elected he would appoint a special prosecutor to investigate her. “You would be in jail,” he remarked. Trump asserted that he’s an expert on Isis. He said he knows more about Isis than U.S. generals, and he also threw his running mate Mike Pence under the bus, saying that “he and I haven’t spoken and I disagree. I disagree.” Trump drove forward his position on mistrust of immigrants, especially from Syria. “I don’t want to have…hundreds of thousands of people coming in from Syria,” he said. “I’m going to force them back into their country.

“Muslims have to report the problems when they see them... If they don’t do that, it’s a very difficult situation,” he said. In response to an audience question, Clinton denigrated Trump’s qualifications for office. “I’ve never questioned a Republican nominee’s fitness to serve. Donald Trump is different,” she said. She then coined a line that might carry her position on school bullying past the election threshold. Children now have “a lot of fear,” and that “teachers and parents are calling it ‘the Trump effect.’” Trump removed hope for a dignified debate with a strange, staged news conference an hour before he headed to the debate stage. The Republican nominee sat at a table flanked by four women supporters, one of whom accused Bill Clinton of rape. Trump was apparently attempting to draw a contrast between the former president’s behavior and Trump’s vulgar remarks on the leaked Access Hollywood video. On Sunday morning, Trump tweeted a video from right-wing outlet Breitbart News of Bill Clinton accuser Juanita Brodderick, who

was among the women he flew in for the news conference, alleging that the former president had raped her over 30 years ago. The Trump camp hinted that their strategy would be to highlight indiscretions from Bill Clinton’s past, potentially bringing up a rape allegation and making Hillary Clinton answer for her husband’s behavior and her complacency. Trump might have been better off practicing policy questions, said elections scholar Michael Miller, who teaches political science at Barnard and Columbia University, as town-hall debates are typically more policycentric. Trump’s surprise tactic could not succeed in rattling his prepared opponent, nor was it appropriate to the venue of the debate, Miller said. “I am certain that Clinton has been ready and had prepared several lines of defense on that threat,” he told Metro. Miller said that the effect of Trump’s actions leading up to and at the debate will have to accomplish one thing if he is to win in the general election: usher women voters into his court, specifically Republican women. “He needs upwards of 90 percent of Republi-

can women,” Miller said, adding that going in to the debate Trump’s support among Republican women hovered in the low 30-percent range. “The problem is that he has a ceiling,” he said. “He’s got about 40 percent of the electorate, but he’s always had trouble building past his initial level of support.” The political stunt ahead of the debate drew a backlash. House Minority Leader Nancy Pelosi called him a “grotesque clown,” following the brief news conference, and remarked at how disturbing it is that this man can envision himself as President of the United States. On Saturday and Sunday morning the news media covered a parade of Republican officials withdrawing support from Trump. Some were calling on him to step down as the nominee and either have his running mate Mike Pence top the ticket or choose a new nominee. Even Trump’s closest allies said they couldn’t condone his remarks—though they did champion his apology. Defenders appearing on TV and social media threw around the excuse that Trump’s talk is locker room de rigueur . “So the #NeverTrump’s really think Trump should step down over some private macho locker room talk 11 years ago? Ridiculous,” tweeted conservative radio show host Bill Mitchell. Actor Scott Baio, who is a vocal Trump supporter, suggested he be given a pass for his lewd comments because he was a Democrat 11 years ago. Just a few days ago, the biggest issue on the table and the one sure to be a topic at the town hall debate was Trump’s exposed $900 million

business losses and potential tax avoidance. It was broached at the VP debate, but in the warmups to Sunday’s big event it was barely mentioned. Other explosive revelations weren’t confirmed in time to be in the debate talking points but might surface and quake the Trump camp again. TV show insiders say the video of Trump that surfaced last week is only one among many from The Apprentice, and that he said “much worse” things in footage contract-protected and have a “leak fee” of $5 million. “As a producer on seasons 1 & 2 of #theapprentice I assure you: when it comes to the #trumptapes there are far worse. #justthebegininng,” tweeted Bill Pruitt. It would make sense that recriminating cuts from The Apprentice would be strictly guarded because the show’s creator Mark Burnett is a Trump supporter and friend—a friend who could be sheltering a big bombshell that would turn attention back to the racist undertones of Trump’s campaign: usage of the “N” word. “I don’t have the tapes. I’ve signed a Burnett contract & know leak fee is 5 mill. Hearing from producers/crew N word is the “much worse,” tweeted Chris Nee. “We don’t have the legal right to give out the footage from that show,” the NBC spokeswoman said confirmed. One thing Trump won’t be able to use tonight to freshen up his act is a Tic Tac. The mints Trump referenced in the Billy Bush footage recently tweeted: “Tic Tac respects all women. We find the recent statements and behavior completely inappropriate and unacceptable.”

On the heels of continuing battles over the placement of homeless shelters in the city, a new report says that the health of city residents, especially in low-income and urban areas, can be harmed by the rapid disappearance of affordable housing, as well as the prevalence of substandard housing. In its recent report focusing on East Harlem, one of the poorest neighborhoods in the city, The New York Academy of Medicine (NYAM) said that when a “community loses affordable housing — especially in a dense, expensive urban area — residents experience displacement, increased homelessness and other stresses that lead to poor health outcomes.” Some of those poor health issues include high rates of hypertension, diabetes, asthma, infant mortality, drug addiction and mental health issues. NYAM’s report also noted that East Harlem has lost nearly 2,000 units of affordable housing since 2011 and is estimated to lose more than 6,000 over the next 10 years. In addition, the academy noted that East Harlem is losing about 280 rent-controlled or rentstabilized units per year while more than half of the neighborhood’s population has varying levels of difficulty — from moderate to severe — paying current rents. As such, the report also supports a key part of Mayor Bill de Blasio’s Affordable Housing Plan by identifying

BRIEFS New Jersey lawmakers approve gas tax hike New Jersey legislators approved a 23-cent-per-gallon gas increase in the state Friday. The gas hike now goes to Gov. Chris Christie, who is expected to sign the measure, reports said. The vote had been expected Wednesday, but was delayed until Friday, when the Democrat-led Senate and Assembly voted, 2414 and 44-27, respectively, in favor of it.

Currently New Jersey has a 14.5-cent gas tax, the secondlowest in the country. The increase would give it the seventh highest gas tax nationwide at 37.5 cents. But the tax would still be lower than neighboring states. As of Wednesday, the average price for gas in New Jersey was $2 per gallon. For comparison, New York State’s average price at the pump was $2.43; the state has a 43-cent tax per gallon.

Pennsylvanians pays an average $2.35 per gallon, including the state’s 51.4-cent tax per gallon. The proposed hike will pay for transportation, including road, bridge and rail infrastructure. Train derailment injures dozens, disrupts service on Long Island Rail Road

A Long Island Rail Road passenger train derailed on Saturday near the community of New Hyde Park, New York, injuring as many as 29 people and halting service on the key transit line in both directions, railroad officials and police said. Official details were not available on the precise circumstances of the incident, which occurred at about 9 p.m. Eastern when a passenger train struck a work train about 20 miles east of Manhattan, according to police. It was not immediately clear if the work train was stationary at the time. Nassau County Executive Ed Mangano told a news conference 29 people were treated in hospitals for nonlifethreatening injuries such as broken bones and concussions. Scores more were evaluated or treated at the scene for scrapes or bruises. A statement from New York Gov. Andrew Cuomo, citing “early reports,” put the number of injuries at 11, “none of

which are considered to be serious.” According to Cuomo, the 12-car train was heading eastbound on the railroad’s main line carrying about 600 passengers when the first three cars derailed a half mile east of the New Hyde Park Station. Photos from the scene of the wreck posted on social media showed at least two of the derailed train cars leaning upright but askew and partly off the track. People riding on the train told local media they saw sparks or fire outside the windows after the train, which had been moving at a normal speed, began shaking mildly, then more violently before striking something and coming to a halt. The New Hyde Park stop is just east of the border with the New York City borough of Queens. The rail line, one of the busiest commuter routes into America’s largest city, said the derailment had forced suspension of service in both directions. Saturday’s accident on Long Island comes nine days after a passenger train crashed into a terminal in Hoboken, New Jersey, a major commuter route from New York City’s western suburbs. German police make new raid in hunt for refugee planning attack Police found several hundred grams of explosives in the apartment they raided. German police commandos stormed an apartment in the eastern city of Chemnitz on Sunday and detained a man in connection with a hunt for a Syrian refugee suspected of planning a bomb attack. “Nobody was injured and no shots were fired. We’ve taken the man into custody and we are questioning him now,” said Tom Berhardt, spokesman for the Saxony state criminal investigation office. Police found explosives in another apartment they raided in the city on Saturday but have been unable to track down the suspect, 22-year-old Jaber al-Bakr. Police saw him at the door of the apartment block before he slipped through their grasp. Police evacuated the residential building and fired a warning shot before storming the first apartment only to find al-Bakr was not there, said Kathlen Zink, another official at the Saxony state criminal investigation office. The German authorities have informed foreign security services about al-Bakr, Zink added. The Federal Prosecutor’s Office said it was taking over the case. “The overall picture of the investigation, in particular the amount of the explosive found, suggests that the person was planning to carry out an Islamist-motivated attack,” a spokesman for the Federal Prosecutor’s Office told broadcaster SWR. The suspicion that a refugee was planning a bomb attack will

prove unwelcome news for Chancellor Angela Merkel, whose conservatives have lost support to the far-right Alternative for Germany Party over her open-door migrants policy. Fed’s Fischer says job gains solid, expects growth to pick up Job gains in the United States remain solid and growth should pick up in the second half of the year, Fed Vice Chair Stanley Fischer said on Sunday in remarks that indicate the central bank remains on track for a December rate increase. The United States is “close to full employment,â€? Fischer said in remarks prepared for delivery to the Group of 30, a panel of current and former central bankers, regulators and academic economists, during the annual meetings of the International Monetary Fund and World Bank. â€œWith solid gains in employment and household income and upbeat consumer sentiment,â€? Fischer said, consumption spending “should

continue to support growth over the second half of the year.� The session was closed to the press, but Fischer’s prepared remarks were released by the Fed ahead of his scheduled address. The steady progress on jobs, continued growth and faith that inflation will rise towards the Fed’s 2 percent target has set the stage for policymakers to increase rates in December as part of a gradual tightening of monetary policy. Fischer said the decision not to increase rates in September was a “close call� done largely to allow further progress on jobs. At this point, he said, “there appears little risk of falling behind the curve in the near future,�

Predictably enough, Rob Riggle isn’t a terribly nice guy in “Middle School: The Worst Years of My Life.” In the comedy, based on James Patterson’s bestseller, the comic, actor and “Daily Show” alum plays one of the plagues upon our tween hero (Griffin Gluck): the new boyfriend of his

They go, “What are you laughing at, roo?” You’ve got to run for your life or make up something to get them laughing.

puberty to have a cracking voice. I was the last person in my class to go through puberty. It didn’t happen to me until before my sophomore year in high school. Then it came in like a storm. I came back to school and people didn’t recognize me. I got my braces off, I grew four inches, I cut my hair — it was good. Being picked on, though, must have helped your gift for comedy. Oh yeah, it was a defense mechanism. If I kept people laughing or kept them distracted, then

they didn’t want to pick on me. I consider being the smallest person in junior high a blessing, in a way. Not at the time, but afterward. Sometimes failure and embarrassment and pain can be really helpful. The only thing that makes a muscle grow is resistance. I think most of the greatest things I’ve learned and the biggest moments of my life have come through some failed attempt at something. If you get tested, if you get pushed, you find your character grows. You

find out who you are and adapt and overcome. By the way, I am not advocating any kind of bullying. [Laughs] Stand-up is surely one of the greatest tests of that: You get up and die on stage for years until you find your voice. Yes. It’s the loneliest plan on earth. [Laughs] But it makes you stronger! Then stand-up comics must be the strongest people in the world. [Laughs] And probably the most psychologically damaged.

Things we saw as the Jets faltered against the high-powered Steelers

The 1-4 Jets are in a deep hole after an ugly Week 5 loss in Pittsburgh. TONY WILLIAMS @TBone8 sports@metro.us

The Jets entered their Week 5 matchup with a plethora of secondary issues, and it was further exploited by the Steelers’ aerial attack in a 31-13 defeat. Ben Roethlisberger was his usual stellar self tossing four touchdowns en route to a 34-of-47, 380yard afternoon against a Jets secondary that was already struggling and looked even worse without the services of the injured Darrelle Revis. The future Hall of Famer and Pittsburgh native missed the game due to a lingering hamstring injury, but the way Roethlisberger was slinging the ball around the field, it probably wouldn’t have mattered if Revis was available. The Steelers (4-1) used four long scoring drives of at least 75 yards to run the Jets (1-4) ragged, particularly late when Pittsburgh was nursing a two-possession lead and in their time-consuming four-minute offense. New York just didn’t have any answers for the black and gold, as its impressive first half gave way to a very unproductive — and scoreless — second half. Here’s a look at what happened, as the Jets’ season is in peril:

3Dropsies

For once, Ryan Fitzpatrick wasn’t the primary reason for a defeat, as he went 25-of-38 for 255 yards and a touchdown — and no interceptions. He was sacked three times and when he did have time to throw, he didn’t get much help from his supporting cast. Even wideout Brandon Marshall, who had a great statistical game with eight catches for 114 yards and a touchdown, had his issues at times, botching three of his 15 targets — accounting for a game-high three drops. The Jets entered the game with nine drops, which was the third in the league, and helped that stat go up with a rough day in Pittsburgh.

A handful of one-sided affairs characterized the early games in Week 5. Here’s a look around the league at some of the action you might have missed Sunday: Detroit 24 Philadelphia 23 Carson Wentz’ (25-for-33, 2 TD, INT) first interception of the season killed the Eagles’ (3-1) final drive almost before it started, and their comeback bid stalled out against the Lions (2-3). Matthew Stafford (19/25, 180, 3 TD) found Theo Riddick twice in the end zone in the first quarter to forge a 14-0 lead before the Eagles went on a 23-7 run to take the lead.
