Facebook’s Instagram said it will start tests next week on a shopping feature through which users can buy products from U.S.-based retailers via the photo-sharing app. Retailers will be able to showcase as many as five products in an Instagram post, and clicking on the various tags will give users more detail about the product than was previously available. Instagram has also added a “shop now” link on each product, which, when clicked, will redirect users to the retailer’s website, where they can buy the product. The features are aimed at keeping Instagram users on the app for longer during their shopping experience than before, when they would have to exit the app to research and buy products. Instagram said it has signed up 20 U.S.-based retailers, including accessories and apparel retailer Kate Spade, menswear ecommerce company JackThreads and eye-wear maker Warby Parker. The feature will be available to select users of Apple’s iOS-based devices within the United States from next week, Instagram said. REUTERS

North Korea is preparing to launch an intermediate-range ballistic missile in the next three days, Fox Business Network reported Tuesday, citing two unidentified U.S. officials. The Communist nation planned the launch for between 24 and 72 hours, the cable network reported. It would be the latest in a series of launches by the isolated country this year in violation of U.N. Security Council resolutions, supported by China, that ban all ballistic missile-related activities by the North. North Korea, which is under U.N. and other international sanctions for its nuclear and missile programs, has conducted repeated missile tests this year, the most recent Oct. 20. REUTERS
CHINA CRITICIZES TRUMP PLAN TO EXIT CLIMATE CHANGE PACT

China on Tuesday rejected a plan by U.S. Republican presidential candidate Donald Trump to back out of a global climatechange pact, saying a wise political leader should make policy in line with global trends, a rare comment on a foreign election. The world is moving toward balancing environmental protection and economic growth, China’s top climate-change negotiator told reporters, in response to a query on how China would work with a Trump administration on climate change. “If they resist this trend, I don’t think they’ll win the support of their people, and their country’s economic and social progress will also be affected,” Xie Zhenhua said. Trump has threatened to reject the Paris Agreement, a global accord that takes effect Friday. It was negotiated by nearly 200 governments to battle climate change. REUTERS

Philadelphians who rely on SEPTA for their dayto-day mobility tried to make the best of it Monday without public transit. Many were able to weather the strike. However, strikers created rush-hour mayhem Tuesday by cuting off the only rail option still available to commuters. SEPTA obtained an injunction later in the day that will allow Regional Rail crews and engineers to return to work. Commuters are really hoping they won’t have to cope with another day of inconvenience. “I couldn’t take my son to day care and I couldn’t get to work,” complained Iisha Rosser, 23, of North Philly, who relies on three separate SEPTA lines for her 90-minute commute.
“That actually put me in a bad place.” Rosser said she’s trying to look at the strike as a holiday to spend extra time with her 18-monthold son. But she doesn’t want to have to tell her employer that she’s not showing up a second day. “They were a little upset, but they know my situation,” she said. One distinguishedlooking man with a briefcase and a porkpie hat trudging along slowly said he was walking back home from work. “At least it’s a beautiful day,” he said. “I just hope they’re not on strike again tomorrow.” Another man complained that his wife had to walk more than an hour to work. “I can’t believe, can’t imagine, so many people can’t get to their job,” said Joyce Burd, 69, a Fairmount resident. “My concern is that it’s not going to be resolved by Election Day, and I’m hoping and praying it will be,” she added. “It will really affect turnout, and we need Hillary to carry

bus drivers, subway and trolley operators, mechanics and maintenance workers in Philadelphia and its suburbs. They went on strike at midnight Nov. 1 as their contract expired. Regional Rail is not affected by the strike. SEPTA officials said they are continuing efforts to negotiate a new contract. Below, see an informational bulletin released by the city’s ReadyPhiladelphia notification program after the strike took effect. As of 12:01 a.m. Tuesday morning November 1, the Transport Workers Union (TWU) Local 234 City Transit Division is on strike. This means that SEPTA City bus, trolley, trackless trolley, Market Frankford Line, and Broad Street Line/Broad Ridge Spur Line services are suspended. BRIEFS Despite SEPTA strike, Metro still hits the stands Metro Philadelphia will continue its distribution throughout the city and near transit stops amid the strike by SEPTA union workers that began early Tuesday morning. “All locations will still be serviced during the strike,” Metro U.S. Circulation Director Joseph Lauletta said, adding that certain locations, especially along the PATCO rail
line connecting Philadelphia and New Jersey, will see a higher volume of papers each day. While Metro is frequently found at SEPTA stations, Lauletta said almost all newspaper boxes and racks are above ground, and therefore are not affected by the strike. SEPTA closed all stations for the Broad Street and MarketFrankford lines. The one exception is Suburban Station at 16th
Street and John F. Kennedy Boulevard, where Lauletta said Metro keeps a newspaper box inside the station. However, since the Regional Rail has not been affected by the strike, daily issues will still be available. Lauletta said Metro Philadelphia owns 1,002 newspaper boxes and racks in the region, and 753 within Philadelphia County. As always, issues of Metro

In an effort to ease commuters’ woes during a SEPTA union strike that went into effect Tuesday morning, the Philadelphia Parking Authority has modified its rates for several Center City and Old City parking garages. Five off-street garages and lots will offer a flat rate of $10 for 10 hours of parking, starting Tuesday morning and continuing through the end of the strike: • Autopark at Market Street (entrance on 10th Street between Filbert and Arch) • Parkade on Eighth Street (with entrances between Arch and Filbert on Eighth, and on Arch on ei-

On-street parking is not permitted on Broad Street, from Spring Garden to South streets on both sides. However, the PPA said expired meters or kiosk receipts will not be ticketed for one hour after the expiration for the duration of the strike. Parking areas that are normally limited or closed will also be permitted without limitation for the duration of the strike (a full list can be found here) but regular parking violations will still be enforced, like parking in front of a fire hydrant.
BRIEFS Angry SEPTA strikers block Regional Rail SEPTA workers striking for a better contract created rush-hour mayhem Tuesday by cuting off a rail option still available to commuters. The strike by members of TWU Local 234 didn’t affect the Regional Rail service that transports thousands of commuters between Philadelphia and surrounding suburbs. Those employees are represented by a different union. But striking workers began
picketing at Wayne Junction at about 4:15 p.m. and blocked Regional Rail employees from entering and getting to work. As of rush hour around 5 p.m., thousands of commuters were stranded in Suburban Station. Meanwhile, TWU Local 234 said that negotiations had not proceeded at all on Tuesday. By 6 p.m., SEPTA obtained an injunction that will allow Regional Rail crews and engineers to return to work, they said. SAM NEWHOUSE

The Eagles’ wide receiver woes continue to get worse. Wide receiver and kick returner Josh Huff, who has been gaining favor as a key contributor in recent weeks, was pulled over for allegedly speeding at 63 mph on the Walt Whitman Bridge, which has a 45 mph speed limit, according to several sources. He had a gun and weed in his possession, police said. Huff is charged with unlawful possession of a firearm and possession of less than 50 grams of marijuana, CSNPhilly. com reported. He is said to have a permit to
carry the firearm only in Texas. The 25-year-old, drafted by Chip Kelly a few seasons ago, is Philly’s fourth wide receiver and had a 98yard kickoff return for a touchdown this year. “We are aware of the incident today involving Josh Huff,” the Eagles said in a news release. “At this point, we are gathering more information.” Huff is the third Eagles wideout to have legal troubles. During the offseason, Nelson Agholor was investigated for an incident with a woman at a Philly night club. Dorial Green-Beckham also had off-thefield problems during his time in Tennessee before signing with Philadelphia. In addition, linebacker Nigel Bradham had his own legal problems twice this season and offseason resulting from incidents in Miami.

Disney and Fox, as well as Comcast Corp. and Time Warner Inc., own stakes in Hulu. Hulu’s live and on-demand streaming video service will

Airbnb tells China users personal data to be stored locally In accordance with country’s laws and regulations. U.S. short-term rental company Airbnb has told Chinese users it will store their personal data locally as foreign tech companies operating in China respond to increasing regulatory pressure. The firm said in an email sent to Chinese users Tuesday that personal data will be “transferred to, stored, used and processed by Airbnb China … in accordance with Chinese laws and regulations.” The comments follow a blog post last week in which Airbnb announced the launch of a separate Chinese entity that will oversee the management of local data from next month. Along with the launch of the Chinese entity, Airbnb announced a series of agreements with local city authorities, including Shenzhen, Chongqing, Shanghai and Guangzhou. China has exerted increasing pressure on foreign tech companies operating within the country over the past year. On Monday, the country’s parliament held a second reading of a draft cybersecurity law that could require foreign technology firms to
store certain “important business data” locally, including personal data. Airbnb is not the only company to proactively move user data to local servers. Consumer electronics giant Apple began using servers provided by China Telecom Corp. on Chinese soil in August 2014. Airbnb saw a fivefold increase in outbound Chinese customers in 2015, making it one of the company’s fastestgrowing such markets. Airbnb is facing a handful of highly-funded rivals in the local Chinese market, including Tujia.com, which raised $300 million in August 2015, valuing the homerental site at more than $1 billion. Xiaozhu.com, often dubbed China’s Airbnb clone, also raised fresh funding in the third quarter of 2015, taking in $60 million at a valuation of over $300 million. That is small compared with the fundraising for Airbnb in September that give it a valuation of $30 billion. Chinese short-term rental services also include value-added services, including Tujia’s cleaning services for high-end listings. Ryan hits Clinton ‘scandal baggage’ Speaker focusing on keeping control of Congress Nov. 8. A Hillary Clinton presidency would bog down in “scandal baggage,” House of Representatives Speaker Paul Ryan said on Tuesday, adding he was focused on defending Republican majorities in Congress in the Nov. 8 election. Republicans have hammered the Democratic candidate as scandalprone since FBI Director James Comey revived questions about her handling of emails while she was secretary of state. They have reasserted threats to investigate Clinton from her first day in office if she is elected. “This is what life with the Clintons looks like. It’s always a scandal, one after another, then there’s an investigation,” Ryan, the most senior elected Republican in the country, told Fox News in an interview. “You never know what’s coming next.” “She will come in just like [President] Barack Obama did, but with her scandal baggage. I don’t think that’s what the American people want to see,” Ryan said. Opinion polls show Clinton maintaining her lead over Republican presidential nominee Donald Trump, although her advantage has narrowed slightly since early last week. The effect of Comey’s news on voters’ support is not yet clear.
Comey said on Friday the Federal Bureau of Investigation was looking into new emails that might pertain to a previously completed investigation into Clinton’s use of a private server while she was secretary of state. Trump and other Republicans have seized on the announcement, which indicated no wrongdoing on Clinton’s part, to cast doubt on Clinton’s integrity, hoping the news will damage not just Clinton but Democrats’ chances of regaining con-

Ryan maintained the arms-length posture toward Trump that he adopted after a 2005 video emerged last month in which the New York businessman was heard boasting about groping women. Ryan said he had voted for Trump in early voting last week, but that his position had not changed and that he had no plans to campaign with his party’s nominee, instead focusing on maintaining Republicans’ control of the House. “My focus personally right now is saving our House majority. I’m going to Indiana, Michigan, New York and Virginia today to
fight for House Republicans,” he told Fox. While Republicans appear poised to keep control of the House, the race for the Senate remains evenly matched, according to an average of polls by RealClearPolitics. Some conservative members of the Republican caucus in the House, unhappy with Ryan’s treatment of Trump and his handling of other issues on Capitol Hill, have questioned whether he should continue as speaker after the election. “We’re all focused on beating Democrats on Nov. 8. All the rest of this stuff will sort itself out,” Ryan told Fox. “I’m very confident where I stand with our members.” Republican Sen. John Cornyn on Tuesday called for Attorney General Loretta Lynch, an Obama appointee, to intervene over the Clinton email probe. “AG Lynch has authority to unravel Clinton email mess by appointing a special counsel who can convene an impartial grand jury,” Cornyn wrote on Twitter. Such a move would all but guarantee that controversy over Clinton’s email would simmer into 2017 and perhaps beyond, and potentially tie up her agenda if she were elected to the White House. Clinton camp: FBI must say what it knows about Trump’s Russia ties Announcement of more Clinton emails gives Trump slight bump in new poll Tuesday. A top aide to Hillary Clinton on Tuesday urged the FBI to disclose what it knows about any ties between Republican Donald Trump and Russia, accusing the law enforcement agency of unfairly publicizing its inquiry into Clinton’s email practices while staying quiet about Trump. A week before Election Day, the Clinton campaign has been trying to contain damage from FBI Director James Comey’s announcement on Friday of new emails that might pertain to Clinton’s use of a private server while secretary of state. Trump seized on the
revelation to intensify his criticism of a rival he has long dubbed “Crooked Hillary” and welcomed a slight improvement for him in a new ABC/Washington Post poll on Tuesday. Clinton campaign manager Robby Mook questioned why the FBI’s director had not released any information about its investigation into Russia’s role in the election or ties to Trump and his senior aides. “If you’re in the business of releasing information about investigations on presidential candidates, release everything you have on Donald Trump. Release the information on his connections to the Russians,” Mook said on CNN. “They don’t say a thing when it comes to Donald Trump and investigations against him, yet when it

comes to Hillary Clinton, for some reason, they are more than happy to talk.” The FBI opened a preliminary inquiry into allegations that Trump or his associates might have had questionable dealings
with Russian individuals or businesses, but found no evidence to warrant opening a full investigation, according to sources familiar with the matter. The inquiry reviewed allegations that Trump
or his associates might have engaged in contacts or commerce with individuals subject to U.S. or international financial sanctions or violated the Foreign Corrupt Practices Act.
U.S. intelligence agencies such as the Central Intelligence Agency and the National Security Agency, which generally are barred from investigating or spying on U.S. citizens, did not investigate Trump or his alleged dealings in Russia, according to three sources familiar with the matter. The Office of the Director of National Intelligence and the Department of Homeland Security recently declared that they had concluded that the Russian government was trying to disrupt or discredit the U.S. presidential election and the broader U.S. political process by hacking into Democratic Party and Clinton campaign emails. The United States has blamed Russia for cyber attacks on Democratic Party organizations. REUTERS

Tesla, SolarCity shares fall ahead of merger details Shares of Tesla Motors Inc. and SolarCity Corp. tumbled on Tuesday ahead of expected financial details from the electric carmaker on a pending $2.6 billion merger that has been met with widespread investor skepticism. Shares of Tesla were down 4.1 percent in afternoon trading to $189.60 and shares of solar panel installer SolarCity were down 3.5 percent at $18.91. Tesla was due to post additional information about the acquisition on its blog and website after the market close, followed by a question and answer webcast at 5 p.m. Tesla Chief Executive Elon Musk, who is chairman of SolarCity and the largest shareholder in both companies, has described the deal as a “no brainer” that paves the way for a carbonfree energy and trans-

portation company. But many investors have not shared that opinion, and Tesla lost about $4.3 billion of its value with a share selloff after the deal was first announced in June. Shares of Tesla, as of Monday’s close, are down 10 percent since the deal was made public. SolarCity’s board agreed to the deal in August. A vote by
shareholders of both companies is planned for Nov. 17. Tesla’s offer, which represents about half of SolarCity’s value a year ago, values SolarCity at $25.37 a share. SolarCity, which has $6.34 billion in liabilities, including debt, has expanded dramatically in the last five years, but it relies heavily on borrowing money to finance its no-moneydown residential solar installations. The company’s stock has fallen 63 percent so far in 2016. Tesla itself has burned through over $600 million in cash in the first half of the year, and plans to increase spending this quarter in order to fund the launch of its mass-market Model 3 sedan, along with a massive battery factory in Nevada and other plans.

Colonial Pipeline Co. said on Tuesday its main gasoline pipeline, a crucial supply source for the East Coast, could reopen as early as Saturday after an explosion in Alabama killed one worker and injured five others. The blast on Monday occurred several miles from its biggest gasoline spill in nearly two decades in September that caused a 12-day interruption in the flow of about 1.3 million barrels per day of the fuel from the refining hub on the Gulf Coast to the Northeast. The shutdown will restrict gasoline supplies to millions of Americans in the Southeast and possibly the Northeast. The Northeast could be less affected since it can get supplies via waterborne
shippers. U.S. gasoline futures soared 15 percent to the highest since June on the shutdown, but pared gains sharply to 4.6 percent to settle at $1.4841 per gallon after Colonial said it could reopen the pipe by the weekend. Colonial said it would explore potential options to operate parts of its gasoline pipe, called Line 1, and would evaluate shipping gasoline on the distillates pipe, Line 2, which was briefly shut overnight by the incident. During the September outage, the company shipped some gasoline on the line that usually transports diesel and jet fuels. “If they are properly motivated, they can do the investigation and get the line up a lot quicker than the last one,� said Richard Kuprewicz, president of Accufacts Inc., a pipeline advisory firm, referring to the Septem-
ber outage. “My experience tells me that even with a fatality, I would not expect this to go as long as the last one.� Shippers using the East Coast supply artery were, however, bracing for a longer shutdown as Colonial said it was hard to predict a repair schedule. Shippers and fuel companies were scrambling to secure supplies via sea or other alternatives to get fuel to the East Coast. Fuel retailers and consumers are likely to be most affected, though prices at the pump have not risen yet, even as gasoline futures have spiked. North Carolina Gov. Pat McCrory said in a news conference the state gets 70 percent of its gasoline from the Colonial Pipeline and that he was exploring options for an extended outage. North Carolina is one
of several states that relaxed environmental and transportation rules for gasoline during the September outage.
Fatality could complicate restart One person was killed and five others hospitalized in the incident that occurred when a nineman crew working on the line in Shelby County hit Line 1 with a large excavator known as a track hoe, Colonial said. A spokesperson for the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) said investigators were on the scene. They noted that contractors were “reportedly� working on repairs on Line 1 related to the Sept. 9 spill. Not too long ago, we shared a chuckle about Tyga getting conveniently “sick” when questioned by lawyers about the expensive gifts he’s bought for his girlfriend, Kylie Jenner. The “Rack City” rapper’s finances were under scrutiny because of a $200,000 debt he owed a Los Angeles jeweler. Tyga was asked to pay up, but part of putting pressure on the rapper meant having Jenner subpoenaed to grill her about bae’s finances, too. Sounds like Tyga got the message, because he’s finally paid $100,000 toward the bill, says TMZ. He’s also set a date to have the remaining balance paid off: Nov. 17. All well and good, but it’s not the first time Tyga has needed some court intervention to get his bills paid. Poor Kylie.

Michael Moore has already voted. He sent in his absentee ballot the other day. No guess who he voted for. But a Trump presidency is still something that scares him. Moore is so worried that he released an eleventhhour movie, “Michael Moore in Trumpland,” now in select theaters and on iTunes. It’s not your typical Moore documentary; it simply shows a live performance he gave in Wilmington, Ohio — a one-man show about the election he delivered to a crowd of mostly Trump supporters. Do you feel the emails will have as much of an impact on the polls as some are claiming? I don’t think it will change a single vote. I do believe two things. I believe for people who were planning on not voting, that might have been the last straw, and now they’re going to vote for Trump. The other group I’m worried about is the Hillary voter. Ten percent of her vote got depressed over the weekend. That means they’re going to vote for her but not enthusiastically. Which means they’re not going to bring anyone to the polls with them. That’s harmful. Everybody should be scared s—less about this and keep working for the next six days.

I’m also concerned about the undecided voters who were going to vote. I’m more concerned about Bernie voters, which I’m one of. They’re still angry. I say to them, “What are you angry about? We got a socialist elected to the primaries in 22 states! [Hillary’s] adopted two-thirds of his platform! That never happens! If the Democrats get the Senate back, guess who’s the chairman of the Senate Budget Com-
mittee? Bernie Sanders, the socialist, is going to be in charge of the budget! Why are you angry?” Bernie voters should be taking a bow, going into the booth, voting for the first woman ever to be nominated in this country as president of the United States. And the next day we should be busy keeping the Bernie revolution going, supporting her in the good things she does and challenging her when she doesn’t do them.
Even if Trump loses, I’m afraid he’s awoken a part of the country that won’t go away. They will go away. Just like the segregationists went away. When I was young, people were saying, “The people who use the n-word all the time will never go away.” How often do you hear the n-word nowadays? Those people do go away. The haters lose. Haters always lose. They win for a while, and then they don’t.

Visitors can see the Robotis-OP, a robot that uses face-tracking software to sense when you’re looking at it and can recognize and interact with other objects — like kicking a soccer ball. Similarly, there’s EMYS, a robot that can express emotions through its Facial Action Coding System. Paro is a baby seal robot that uses touch therapy to help medical patients heal and recover physically and emotionally. LiDAR is a robot that contains sensors that work with a car and al-
lows it to “see” the physical world and assist in driving. Baxter plays tictac-toe with its human opponents. There’s also Maneuver Rhex, the allterrain crawling robot, developed locally at the University of Pennsylvania. With 40 robotics to check out at the exhibit, the revolution is a helpful one. Visitors will get to experience how to learn, interact and play along with robots. The exhibit runs through to April 2. Cost of admission varies between $25-$30 during daytime visits, and $15$20 for weekend evening visits (Thursday-Saturday) for children and adults. Eaglesâ&#x20AC;&#x2122; offense troublingly unproductive A simple look at the Eagles numbers on offense is enough to make even the most optimistic fan weary of the teamâ&#x20AC;&#x2122;s playoff chances. Whether itâ&#x20AC;&#x2122;s approach, scheme or personnel, something needs to change for the Eagles to remain competitive in the NFC East, after falling to 0-2 in the division and 4-3 overall last week. The Eagles passing attack â&#x20AC;&#x201D; if you can even call it that â&#x20AC;&#x201D; has yielded the third fewest yards through the air, just one yard more than the Bills who rank 30th of 32 teams. Their 1,526 yards are broken down into an average of just 10.2 yards per completion, or the fourth worst average in the NFL. Offensively as a whole, Philly has the fourth least productive unit in football in terms of total yards gained, and has compiled an anemic 256 yards per game over their last three contests. â&#x20AC;&#x153;Obviously, weâ&#x20AC;&#x2122;re

NHL ROOKIE DIARY: KONECNY JOINS FLYERS’ TOP LINE, SCORES FIRST GOAL Travis Konecny walked through the players’ entry door at the Wells Fargo Center a little more than an hour before their morning skate. He walked down the hall toward the players’ room and started to get prepared as he would any other time. Then head coach Dave Hakstol approached him with that game’s lineup. “We’re moving you up to the top line,” Hakstol told his 19-year-old forward. Here he was, just seven NHL games under his belt, being told he was going to be paired with Claude Giroux and Jake Voracek. “It was definitely really cool,” Konecny said. “I’m obviously still in the stage where I’m like ‘Oh God, it’s Giroux and Voracek.’ Any line you’re going to play on in the NHL, you’re going to be playing with good players. I just have to relax and be confident in my game and now be so starstruck all the time.” That turned out to be the second of a few different “first moments” for Konecny that week. Prior to his promotion — which lasted just a few days until Brayden Schenn regained his top line form — Konecny picked up a goal that every
player remembers: his first. With his team down 3-0 with momentum fully on Buffalo’s side, Konecny stepped in front of an Ivan Provorov shot that found his blade, redirecting below the goalie’s glove. It turned out that impressive goal sparked the Flyers three-goal rally and eventual shootout victory for the full two points. Lost in the excitement of his first goal — a moment he says is right up there with any other achievement he’s had — was just how impressive of a score it was. Deflections are something Konecny has really spent a lot of hours working on. “In junior hockey I wasn’t much of a “deflect in the crease” kind of guy, but I realized at this level a lot of times if you’re going to score goals you have to be in front of the net,” Konecny said. During his postgame
interview, Konecny let out a smirk when saying his mom would probably be crying on the phone when he called her afterward. About an hour or so after the media cleared out, Konecny made that phone call. There were a lot “we’re so proud of you” and “keep going” comments throughout that conversation. “They made sure to keep my head in the right spot,” Konecny said. “That’s what parents are for.” As for where he’ll store that puck, the rookie says it will “probably just sit in my room.” After all, that memory will always be stored in his head, mostly because of how important that score proved to be but also because the image of him smiling, posing with the puck in his right hand seems to be everywhere on the internet. “It’s been all over my social media, so it’s been on my mind constantly,” Konecny said with a laugh. First goal? Check. Playing on the first line? Check. How about playing in his first Flyers-Penguins rivalry game? Check. This past week sure was one he’ll never forget.
