French voters elected Francois Hollande in 2012 on promises to fix the floundering economy. Five years on, he is leaving much unfinished work to his successor. The unpopular Socialist leader, who said he would not run in next April’s presidential election, can claim some success halting the economy’s decline after the financial crisis of 2008-2009, and improving the public finances. But he has deeply frustrated voters with his lack of progress on growth and unemployment and left them bitter by landing households with the cost of reining in a budget deficit. Once in office, Hollande hiked taxes on households by more than $53.4 billion — 2.5 percent of GDP — inadvertently snuffing out a nascent recovery in a move most economists now consider a mistake. Pilot program to boost cost of parking on streets in Back Bay, Seaport Some parking meters could charge up to $4 per hour under the pilot program, which will span a year starting next month. KRISTIN TOUSSAINT @kristindakota letters@metro.us
Some parking meters in Boston will charge as much as $3.75 per hour under a new one-year pilot program that will kick off in January, officials announced this week. Under the Performance Parking Pilot Program, meter rates will be adjusted in the Back Bay and Seaport neighborhoods in order to study how parking-meter prices can reduce street congestion and the time spent searching for an available space. Meter prices in Boston haven’t changed since 2011 when they were raised to the current citywide price of $1.25 per hour. In January, spots in the Back Bay will cost drivers $3.75 per hour, which the
city says is in line with how costly street parking is in other major cities. In New York City, some Manhattan meters cost $3.50 per hour; in Chicago, spots in the city’s central business district, the Loop, set drivers back $6.50 an hour. About 90 percent of parking spaces on Back Bay streets are taken on a typical day, according to the city, making it difficult to find an open spot. By raising the meter prices, officials hope “to make drivers less inclined to park at a meter all day, and instead utilize offstreet garages and parking lots or shift to another mode of travel,” according to the city’s pilot program. “Boston is focused on reducing crashes and providing safe, livable streets for all pedestrians, cyclists and drivers,” Mayor Marty Walsh said in a statement. “This parking pilot will help us manage parking spots more efficiently, reducing congestion, gridlock and distracted behavior by drivers. We look forward to working with drivers, residents and businesses to provide the best quality of life for all in our city.”
In the Seaport, the pilot will try out another method in which parking meter sensors will adjust prices based on parking occupancy and parking spot location. Beginning Jan. 3, all meters in the Seaport pilot area will charge $1.50 per hour. That price will be adjusted by 50 cents every two months. The city will add 50 cents to the meters on blocks where drivers use more than 90 percent of spots and subtract 50 cents for blocks where drivers use less than 70 percent of the parking spots. At those locations, meters will charge a minimum of $1 per hour and a maximum of $4 per hour. Price will also vary at different times of the day because the demand for parking in the Seaport changes throughout the day. Prices will be posted on meters and available online. “With Performance Parking, Boston drivers should be able to park easier and circle less,” said Chris Osgood, chief of streets, in a statement. “Less time spent each trip searching for parking can mean less congestion on
our streets, less emissions in our air and more time spent where we want to be — at our final destinations.” The pilot program was developed alongside a larger study by A Better City, a nonprofit devoted to improving Boston’s economic health and quality of life. The study focuses on the future of parking in Boston and how parking policies can enhance community access. The pilot program also aims to improve safety on Boston’s streets as part of the city’s Vision Zero efforts — to eliminate fatal and serious traffic crashes by 2030. “Drivers searching for a parking spot are distracted drivers, and we know that around 30 percent of street traffic is made up of drivers searching for street parking,” said Gina Fiandaca, commissioner of the Boston Transportation Department, in a statement. “A key goal of this pilot is to open up more spaces and cut down on drivers looking for spots, creating safer streets for all.” An expanded version can be seen at metro.us

Activists call for equal opportunity in Mass. cannabis industry

Boston City Councilor Ayanna Pressley wants to ensure that people of color have equal access to jobs and business opportunities in the Commonwealth’s emerging marijuana industry. Massachusetts residents voted to legalize recreational marijuana in November, but there’s still a lot to figure out in creating new businesses. Under the law, the Office of the State Treasurer will establish a Cannabis Control Commission to oversee the licensing of all marijuana businesses. Pressley is sponsoring a discussion on Tuesday to develop recommendations on how the commission can ensure equal opportunities in this new economy for residents of color. “As the state treasurer’s office is actively working towards implementation, and the legislature is considering changes to the law, it is critical that racial equity is at the forefront of this work and thoughtfully incorporated into all policies and regulations,” Pressley said in a statement. A provision included in the marijuana legalization law specifically states that the Cannabis Control Commission develop “procedures and policies to promote and encourage full participation in the regulated marijuana industry by people from communities that have previously been disproportionately harmed by marijuana prohibition and enforcement and to positively impact those communities.” Shanel Lindsay, an attorney, owner of a medi-

cal marijuana device company Ardent Cannabis and a woman of color, helped write that provision with other activists of color. “We crafted that provision because we were very, very concerned about how there is almost no minority participation when it comes to this industry,” she said. “And that (people of color) as a group are disproportionately harmed and punished for cannabis infractions, despite equal usage.” Lindsay and other cannabis activists kept an eye on what happened in Colorado after it legalized recreational marijuana in 2012. They realized how the law continued to disenfranchise certain people. “We saw that a huge segment of the population was prevented from even attempting to own a dispensary because they had a prior cannabis conviction,” she said. To add insult to injury, Lindsay said, someone with a prior conviction that was not drug related could apply for a dispensary license after five years. “The harm in what they’re doing, in my opinion, is taking the racism
that existed under prohibition and transferring it to a brand new legal and economic industry,” Lindsay said. “Even people (of color) who were eligible to access the industry really weren’t, because of a lack of capital or how difficult it is for us to become professionals generally.” The provision in the Massachusetts law states that a prior cannabis conviction cannot exclude someone from being involved in the industry (unless the conviction was for selling to a minor) and that the commission must help provide pathways to equal access and opportunity to get into the billiondollar industry. Of the 25 states that have legalized recreational or medical marijuana, fewer than one percent of licensed dispensaries and retail stores are owned and operated by people of color, according to a statement from Pressley’s office. The discussion scheduled for 10:30 a.m. Tuesday at City Hall is expected to glean input from individuals and organizations. An expanded version can be seen at metro.us

If you remember the December of 2015, it was one unusually warm December, as record warmth was the big story in the Northeast. By looking at all the atmospheric signals, this December is going to be dramatically colder. Chances of snowfall will be increasing with a better than average shot of having snow on the ground for Christmas, especially during the week of Dec. 20. So shoppers keep that in mind — and especially you, Santa. That week could feature brutally cold readings as long-range models indicate the polar vortex will take a dip southward into the
Northeast, so the frigid air will be in place. However, the lingering question is whether we will have any storm development to go along with the polar flow. As of today, it’s too early to call, but it could get interesting. This week is starting off with a little snow, some light accumulations across the Poconos, northwest New Jersey, and parts of the Boston region, especially in the hills north and west of Boston. The weak system responsible for this morning’s light rain and wet snow will be moving quickly and conditions will be improving this afternoon. A more significant storm will take shape Tuesday night and into Wednesday morning with moderate rain falling across New York and Philadelphia, and lighter rains across
southern New England.

BRIEF Dozens homeless after Cambridge fire damages 15 homes More than 60 people were rendered homeless and a three-story apartment building was reduced to rubble this weekend after a fire tore through a densely populated neighborhood in Cambridge. “This looks like a third-world country after a bombing,” Cambridge Fire Chief Gerald Reardon said at a news conference. “It’s a lot of devastation.” Nearly 150 firefighters from 17 departments responded
to the fire, which broke out around 2 p.m. Saturday. It damaged 15 buildings, some catastrophically, and consumed several homes and cars. It took about nine hours to knock down the flames and firefighters remained on scene overnight to extinguish any remaining hot spots. One building collapsed and fire officials said Sunday they were concerned a “number” of other buildings could collapse. Several people suffered minor injuries, but no one was seriously hurt.
Officials believe the fire started in an empty house that was under construction, WBZ reported. Eversource cut electrical power to the neighborhood. About 1,700 people were without power. Crews restored power to most homes overnight. “The fact that it happened in daylight, and people were up and around and cognizant of what’s going on versus sleeping at night is obviously something in our favor. We are very fortunate here that we’re
not looking at a serious series of fatalities,” Reardon told WHDH. Cambridge Mayor E. Denise Simmons has established a fire relief fund to assist the families and individuals directly impacted by the devastating fire. By mid-afternoon Sunday, the GoFundMe page had already raised $143,000. Kanye West breakdown result of meds  After being hospitalized for eight days, Kanye West is back home with his family and new information is being released about his condition and what led to his breakdown. TMZ has learned that the rapper has been previously diagnosed with psychological issues that were being treated with medication. him. We talk to the “Twilight” alum and Zimmer about playing troubled characters. Constance, what appealed to you about playing Lola? Constance Zimmer: I’ve never had the opportunity to play a character like this who is broken, flawed and looking for redemption from the people she hurt the most and loved the most. She’s stripped of everything—not just her makeup and hair, but emotionally as well. Taylor, Reymund carries a huge chip on his shoulder. What do you think about forgiveness? Taylor Lautner: I don’t hold grudges. I’m like a Golden Retriever: Smack me in the face one day and the next I’ll beg you to play with me. I forgive too easily. I think it’s a good quality. Everyone deserves a second chance. That’s what Lola is going through. Forgiveness is a positive thing. Rey has issues with trust given Lola’s behavior. Are you trusting? Lautner: I tend to put up walls. I tend to take relation-
ships a notch slower than normal and make sure someone is in it for the right reasons. Then I let down the walls and give everything. Constance, what observations do you have about Lola’s parenting choices? Zimmer: Parents make choices for their children that might be really hard, but might help them in the end. She wants to give Rey back his life and have Rey give her back her life. Taylor, do you feel pressure to carry a film as a leading man after your “Twilight” success? Lautner: With this film, I didn’t feel pressure; it was a passion project for everyone involved. The story is based off of the writer’s life. We were a team that wanted to tell this story and touch people. What about your heartthrob status and penchant for displaying your abs? Lautner: I find myself rebelling against it now. It if doesn’t make sense for me to be shirtless, let’s not do it. I have done so much of that in my time. I didn’t feel that in this. You also sing quite badly twice in the film. Are you a terrible singer? Lautner: I am the worst singer you’ll ever meet in your life. But I love a good karaoke night and showing off my bad skills.

How to make a cinematic head trip French filmmaker Lucile Hadzihalilovic talks about fusing art and genre fare with “Evolution.� MATT PRIGGE @mattprigge

Eleven years ago, French filmmaker Lucile Hadzihalilovic shocked the film-festival circuit with the moody and bizarre “Innocence.� At once familiar, even easy to understand, and mysterious and enigmatic, it was set at a strange school, buried deep in the woods, where young girls were taught how to look pretty, how to dance, how to know their place in society. Hadzihalilovic finally returns with “Evolution,� which sounds similar. We drop into another remote microcosm: a seaside village, populated exclusively by young boys, each lorded over by
a mom whose ties might not be biological. As one of them, Nicolas (Max Brebant), reaches the teen years, he’s sent to a grimy hospital, which is when things get really weird. When you’re coming up with some of the images or ideas, do you tend to just do it instinctually and not question what everything you imagine means? At the beginning, it’s very instinctive and all about images and sometimes details and mood. Sometimes it’s about character. But then I get to a process of writing the script and organizing these ideas. This wasn’t the case with “Innocence,� which was based on an existing story. But for “Evolution� I worked with a co-writer [Alante Kavaite]. We talked a lot about the meaning of things and how to verbalize everything. So it’s both instinctive and then going through a process of

being more conscious of what I’m doing and what I’d like to share. You came up with the idea for this before “Innocence.� How did the idea grow over the years — or, well, evolve? (Sorry.) Before “Innocence� it was more about the hospital part. It was really more this idea of the boy at the hospital with something

I don’t understand this separation between art-house film and genre film. When I was trying to make the film, I had a lot of problems with that, because I don’t understand why a film that has elements of horror or sci-fi could not be an art-house film. It was quite obvious to me that this wasn’t the kind of film that existed just for entertainment, with some shocking images and surprises that can be fun for teenagers. I was very surprised there was always this distinction. Even now that the film is finished, distributors feel the need to put it in some kind of box. We’ll see. I hope the audience for midnight films are open to a slow-paced film with no explanations. [Laughs]

Musician Peter Doherty was troubled. His fans knew it, and there wasn’t much use in denying it. But after stints in prison and rehab — as well as being a permanent fixture in the British tabloid press, mostly thanks to his on-off relationship with model Kate Moss — the 37-year-old is now clean. Doherty’s The Libertines, who last released an album 11 years ago, have now made the music rather than their personal lives the main focus of the media, with the release of “Anthem for Doomed Youth.� Doherty, who also has a second solo album on the market, “Hamburg Demonstrations� (out
Dec. 2 from Eudaimonism Records) says he and fellow frontman Carl Barat are back to sharing the same mic. And as Doherty explained during the indie-rock band’s stop in Mexico, the bombastic duo are both in a good place. You were as famous for your hedonistic lifestyles as your music. Now that you’re older — and in a calmer place — is the touring experience more sedate? We are experiencing a range of feelings at each concert. It’s amazing to return to the stage and travel the world; we are enjoying it more now, perhaps without so many excesses as before.Â

a lot of anxiety attacks, but they manage my stability. How else have you matured since those wild days? I am more aware of myself. Before I was a kid in poor conditions and had no sense of reality. What keeps us together is music, everything else is rubbish. Creating songs gives us control of our lives. I feel I wasted a lot of time in my life, but perhaps I had to hit rock bottom to be able to move forward.

There were four people in the kitchen and sometimes we were serving 200 or 300 people at once. What I learned was that as a worker, when you work and you make yourself useful and indispensable, your value always increases. When you were starting your own business, what lessons about money stuck with you? It was 1994 that I got my first loan from a bank to pay for a little investment in a restaurant with my partner, Cafe Atlantico in Miami. We werenâ&#x20AC;&#x2122;t superprepared. The restaurant did OK, but two or three years later, it closed. The life lesson was that if you donâ&#x20AC;&#x2122;t raise your own money, you donâ&#x20AC;&#x2122;t really learn the value of owning something. We all have dreams, but at the end of the day, the numbers have to make sense. Bills have to be paid and salaries and rent â&#x20AC;&#x201D; you cannot
escape that fate. What did you buy with your ďŹ rst paycheck? I bought a cookbook â&#x20AC;&#x201D; â&#x20AC;&#x153;The Escoffier Cookbook and Guide to the Fine Art of Cookery.â&#x20AC;? Knowledge is power, and that book was like the heart of French cooking. Thatâ&#x20AC;&#x2122;s a book thatâ&#x20AC;&#x2122;s been very important in my life. I also bought a Supertramp cassette of a concert in Paris. What has become your secret to business success? Make quick decisions. Itâ&#x20AC;&#x2122;s almost like Darwin in the business world. The strongest will survive, and adaptation is key. Iâ&#x20AC;&#x2122;ve been fairly good at evolving â&#x20AC;&#x201D; I never graduated from a school and I didnâ&#x20AC;&#x2122;t have a normal studying life, but I kept learning as I kept moving. I was a cook, then I became a chef, then I had an investment partner, then I became an owner. I always knew what I lacked and always tried to surround myself with people who had what I lacked or what I needed more of. As you became more established in your career,
what did you learn about handling your personal wealth? Iâ&#x20AC;&#x2122;ve never been a good handler of money. In my house, my wife manages our finances. I donâ&#x20AC;&#x2122;t even know whatâ&#x20AC;&#x2122;s in the book. If she leaves me one day, I donâ&#x20AC;&#x2122;t even know my bank account number. Once you believe in somebody, make sure you choose well so you can concentrate on other things. What money lessons do you pass down to your daughters (ages 12, 14 and 17)? Sometimes I feel like the more physical things we own, the less free we are. Making money somehow is easy â&#x20AC;&#x201D; saving money somehow is very difficult. So donâ&#x20AC;&#x2122;t really spend the money on the things that are that one more thing youâ&#x20AC;&#x2122;re going to be selling at your garage sale. Time is money, and every day the clock is ticking and every day we have less time. So I will say that I want to die rich of experiences and moments. I donâ&#x20AC;&#x2122;t want to die rich with an immense quantity of belongings.

When 18-year-old Gillian Pelkonen was applying to colleges last winter, she made sure to send not only her carefully crafted college essay, résumé and list of extracurriculars, but also a digital portfolio, which included links to a few songs she produced on SoundCloud and a video with snippets from five of her high school play performances. Now a freshman at Syracuse University’s Newhouse School of Public Communications, she credits her acceptance to her eclectic application. “I wanted to let colleges know that I wasn’t

just sitting in the library all day studying, but that I was also engaging with my community and spending a lot of time acting and singing,” says Pelkonen. “During application season, our guidance counselors kept reminding us that there are thousands of supersmart kids applying to college, so you really needed to stand out.”

They were absolutely right. As admissions officers continually search for the most wellrounded students, digital portfolios have increasingly become a way for e applicants to distinguish themselves. It’s called “portfoliobased review,” says Alexis Bauserman, the vice president of college counseling at The Princeton Review, and it’s
on its way to becoming the new trend in college admissions she says. Unlike the standard college application, which consists of transcripts, essays, test scores and a 150-character-limit to describe extracurriculars, portfolios allow kids to showcase their creativity through photos, videos and clips. “Social media was the beginning of the
conversation,” Bauserman explains. It was obvious that kids could be defined by their social realms, many of which existed online, and so the next question became: “How do we make our applications more relevant to who they are as people?” While many colleges have yet to begin opening “digital lockers” for their applicants, stu-
dents have found a way around this by choosing to share links to their work. Christina Chu has witnessed this firsthand at IvyWise, an organization that provides admissions-counseling services to high school students. She mentioned one high schooler in a fusion band who included a YouTube clip of his music in his application. “Technology enables students to show more, but I think it’s also that students are doing a lot more,” says Chu. It’s also way for them to craft their online persona and establish a strong digital footprint. “After all, going to college isn’t just about going to college — it’s about preparing for your career,” says Bauserman. “I like the idea of high school students dipping their toes in and presenting their professional selves online.”

without Rob 1Life Gronkowski In the wake of the Patriots’ 26-10 win over the Los Angeles Rams, it’s so far, so good. But do you really feel satisfactory using the pitiful Rams as a litmus test for how the Patriots might fare without Rob Gronkowski? Oh sure, it’s not like the Rams are useless defensively. Los Angeles did come into the game ranked 12th in the NFL allowing 21.5 points per game, ninth in allowing 339.8 yards per game. But those rankings were useless on Sunday, even against a team minus its biggest playmaker.
At some point during the first quarter (first drive, maybe?), the Rams collectively surrendered this game to the Patriots, who spread the ball out to every other weapon not named Gronkowski in their offensive arsenal. Quarterback Tom Brady found emerging rookie Malcolm Mitchell eight times for 82 yards. He found Julian Edelman eight times for 101 yards, and hooked up nicely with Chris Hogan, who came down with a magnificent second-quarter touchdown catch. With his faithful tight end done for the remainder of the season after undergoing back surgery on Friday, Brady hardly looked the way of his successor, Martellus Bennett, finding him only twice for four whole yards on the afternoon. More important, Brady looked a lot healthier than the hobbled version we watched play against the New York Jets a week ago, and completely comfortable without Gronkowski, a subtraction that
doesn’t have a shot at such lofty goals. But until somebody finds the photos Fisher has under lock and key, it doesn’t appear like much will change. Have fun, L.A.

Hat tip to Kerry Byrne of Cold, Hard Football Facts, who pointed out early during Sunday’s game, after LaGarrette Blount had already scored the first touchdown of the day for New England that Bill Belichick’s Patriots had outscored Jeff Fishercoached teams, 111-7, over the previous eight quarters (59-0 over the Tennessee Titans in 2009, 45-7 over the Rams in 2012) and one possession between games played between the two coaches. Well, now it’s 137-20 over the last 12 quarters. Belichick’s latest rout of Fisher comes in the hours after we learned that the Rams awarded their head coach, within a handful of losses

of becoming the coach with the most losses on his resume in NFL history, with a two-year extension. This despite the fact that the Rams, now relocated back in L.A. (you’re welcome, St. Louis), are only 4-8, and 31-44 over five years under Fisher. The Rams front office
has applauded Fisher’s consistency during and after the move from St. Louis. If that means they’re shooting for another, Jeff Fishertrademarked, 7-9 season like they had in 2015, well, they still need to go 3-1 the remainder of the way. The team we watched on Sunday
It wasn’t really much of a question that Brady would break a tie with old foe Peyton Manning on Sunday and become the NFL quarterback with the most wins (201) under his belt. More remarkable is wondering where such a mark will end: 220, 250, 300? OK, not likely. At age 39, Brady is aiming for his seventh Super Bowl appearance and fifth NFL title. By February, he could be up to 208, should the Patriots sweep the remainder of the regular season and go on a Super Bowl run. By the time he does finally retire, he’ll have an NFL record on the same level as Joe DiMaggio’s 56-game hitting streak, one that will, in all likelihood, never be broken.
