3 things you need to know JOHN GLENN, FIRST AMERICAN TO ORBIT EARTH, DIES AT 95

1

John Glenn, who became one of the 20th century’s greatest explorers as the first American to orbit Earth and later as the world’s oldest astronaut, and also had a long career as a U.S. senator, died in Ohio on Thursday at age 95. Glenn, the last surviving member of the original seven American “Right Stuff” Mercury astronauts, died at the James Cancer Hospital at Ohio State University in Columbus, said Hank Wilson, a spokesman at the university’s John Glenn College of Public Affairs, which Glenn helped found. Glenn was credited with reviving U.S. pride after the Soviet Union’s early domination of manned space exploration. His three laps around the world in the Friendship 7 capsule on Feb. 20, 1962, forged a powerful link between the former fighter pilot and the Kennedy-era quest to explore outer space as a “New Frontier.” REUTERS

US ESTIMATES 50,000 ISLAMIC STATE FIGHTERS KILLED SO FAR

The U.S. military believes that some 50,000 Islamic State fighters have been killed since the United States started battling the group more than two years ago, a senior U.S. military official said on Thursday, calling it a “conservative estimate.” The official, who spoke to Pentagon reporters on condition of anonymity, said the figure showed how the United States was effectively combating the group with U.S.-led coalition airpower and limited U.S. troop deployments in support of local forces. MASSIVE ANNUAL DEFENSE POLICY BILL PASSES US CONGRESS

3

The U.S. Senate overwhelmingly passed a compromise version of an annual defense policy bill without controversial provisions such as requiring women to register for the draft or allowing contractors to make religion-based hiring decisions. Ninety-two senators backed the $618.7 billion National Defense Authorization Act, or NDAA, and seven opposed it. Because it passed the House of Representatives by a similarly large margin last week, the bill now goes to the White House for President Barack Obama to veto or sign into law. The White House would not comment on Thursday on what Obama would do. On Dec. 2, a spokesman had said officials were still reviewing the legislation. However, the NDAA passed both chambers in the Republican-led Congress with margins large enough to overcome a veto, and the compromise legislation features many provisions such as a raise for U.S. forces and an expansion of a landmark human rights bill. Bracing for winter’s wrath The city has 44,000 tons of salt stocked for snowstorms and more than 140 pieces of snow removal equipment. KRISTIN TOUSSAINT @kristindakota

kristin.toussaint@metro.us

Winter is coming and Boston is hedging its bets — the city anticipates spending more money on snow removal than last winter, but less than the punishing winter of 2014-15. The city’s snow removal budget this year is $22.5 million, Mayor Marty Walsh said on Thursday while detailing the city’s efforts to prepare for the winter season. During the winter of 2015 — which dropped a total of 108.6 inches, or just over 9 feet, a recordbreaking amount for Boston — the city spent $38.5 million. Last winter, the city was under its snow budget, having spent $14.6 million out of the allotted amount. “The winter of 2015 is behind us, but not a distant memory,” Walsh told reporters. “Last year, when I saw the first snowfall, I cringed because I thought about that year. This year, I think I’ll feel

the same way.” Forecasters at The Farmers’ Almanac said the Boston area will see above-normal temperatures this year and that snowfall will be slightly above normal north of the city, below normal in the central region and nearly normal south of the city. The snowiest period will occur in midJanuary to mid-Feburary, the forecasters said. Boston is as ready as it can be, Walsh asserted.

2,750 tons of snow per hour. Boston has yet to use these new toys, but loaned them to Baltimore to help that city dig out of a big snowfall. “I’m looking forward to never using them here,” Walsh said. New this year is a brine truck, which Chief of Streets Chris Osgood said applies a layer of saline solution to the roads ahead of a storm, so that the snow melts instead of freezing into ice on

“Last year, when I saw the first snowfall, I cringed because I thought about that year. This year, I think I’ll feel the same way.” Mayor Marty Walsh

The city has 44,000 tons of salt at the ready, a 4,000-ton increase from last year. More than 140 pieces of public works equipment are ready to salt and plow the roads and the city is able to add another 700 plows to that fleet through private contractors. Throughout the city, there’s 2,000 lane miles of roadway to plow and salt. In June of 2015, Boston purchased two new truckmounted snow blowers, which are able to plow

the streets. Osgood said the city will be trying out this equipment on some roads and the new protected bike lanes in the city. If you’re already planning what household item to use as your space saver this year, be warned: Jerome Smith, the city’s chief of civic engagement, emphasized that space savers are only allowed when the city has officially declared a snow emergency and only for a 48-hour period after.

“If it’s just a dusting, we do not put space savers out,” he said. But if you live in the South End, you’re out of luck — residents there decided to ban the use of space savers this winter. Osgood reminded drivers not to park too close to street corners to allow plows enough space and to avoid parking on the main arteries during snow emergencies because violators will be ticketed and towed. To get notifications and real-time updates about parking bans, residents can sign up for phone calls, texts or emails from the city through its website at Boston.gov/ snow or by calling 311. More than 150 volunteers will be attending to the 311 calls this winter. The city updated the alert system this year to offer four languages: English, Spanish, French and Chinese. Residents can also call 311, or download the app, for help finding a garage for their car, to learn about school closures and to report a homeless or other resident in distress either during a storm or extreme cold. If you do rely on your car, Osgood advised people to “use public transit if possible instead of choosing to drive during a snowstorm.”

BOSTON

Thousands of Boston students face longer school days The plan will extend the day for 39 schools, the last group in a threeyear, 57-school effort. KRISTIN TOUSSAINT @kristindakota

kristin.toussaint@metro.us

More than 15,000 students in the Boston Public Schools system will spend an additional 40 minutes in school each day next September. Increasing classroom hours is “a critical component in our effort to close opportunity and achievement gaps,” BPS Superintendent Tommy Chang said in a statement. The $14 million plan is the third and final phase of a three-year project to extend the hours of 57 schools, affecting 23,000 students. This phase will affect

39 elementary, K-8 and middle schools. Richard Sullivan, president of the Boston Teachers Union, said that these schools were chosen because they were nonautonomous schools and that many other nontraditional schools — such as pilot, innovation, turnaround and Horace Mann charter schools — already have extended days. Students who attend schools with expanded learning time outperform others in nonextended schools on all MCAS tests, according to a statewide study conducted for the Massachusetts Department of Elementary and Secondary Education in 2012. “It is clear that a longer school day can contribute to improving student gains,” Chang said. “However, those gains are not achieved simply by providing more instructional hours to students.”

Chang explained that by adding that time to the school day, teachers get a chance to work with each other on instruction plans or other ideas. “Our teachers have given us overwhelmingly positive feedback that this is important in creating a culture of quality teaching,” he said. Sullivan said that extending the school day “just for the sake” of it isn’t very beneficial, though. “Just an extended school day in and of itself is not a guarantee of success, unless you do it thoughtfully,” he said. Sullivan said he thinks the extra classroom time is being used effectively. In most instances, the extra time is spread out among the classes throughout the day. “We put into the agreement a very thoughtful process of trying to figure out what the best way is

for that particular school,” he said. “Not all schools need to have extended time in reading, for example.” Still, because some schools focus so much on exam performances, Sullivan said that he’s seen, even in nonexpanded learning time schools, extra effort going solely into a few subjects. “The only thing having math three periods a day will do is guarantee the kids will hate math,” he said. The Boston School Committee in January 2015 approved an agreement with BPS and the Boston Teachers Union for the three-year plan to extend the school day in about 60 schools. Mayor Marty Walsh signed the agreement. Walsh called it “a historic moment in public education for Boston” at that time. The plan kicked off with the first 20, called

FILE

“Schedule A,” schools implementing the change that winter. BPS said then that the agreement will cost about $12.5 million per year. This last phase, which tallied $14 million, was previously delayed as the district struggled with the costs and questions around school start-times and transportation. BPS received additional funding from the city of Boston for this implementation, and Chang said that the budget he is set to present to the school committee in February won’t feature any changes to the school funding formula.

“I am proud that Boston will soon provide more time for enrichment, intervention and personalized learning opportunities to a majority of our students,” Walsh said in a recent statement. “Our children need and deserve more time for high-quality instruction. Research tells us that there is a real positive connection between a longer school day and stronger student growth.” The school committee decided earlier this month against changing start times because the logistics weren’t resolved, Sullivan said.

Expanding vo-tech education ‘critical’ to Mass. economy Massachusetts needs more skilled workers. ERIN TIERNAN @ErinTiernan

erin.tiernan@metro.us

More than 3,000 Massachusetts students were left on waiting lists last year for state vocational training programs, a sign of the growing demand for an education that can connect students with high-paying careers. To fulfill this unmet demand, taxpayers would need to ante up at least $27 million, a recent study by the Massachusetts Budget Policy Center concluded, based on the per-pupil cost of educating vocational students. But the cost to the state economy could be even greater if nothing is done, argued Dr. Barry Bluestone, professor of public policy and urban affairs at

Northeastern. There is a “critical” need for expansion of vocational education in the state to meet the growing employment needs of local industry, he said. When you combine new jobs with positions left open from retirements in Massachusetts’ aging workforce, the state sees roughly 120,000 job

openings every year — three out of five of those jobs will require less than a bachelor’s degree, but are expected to require vocational training or a certification of some kind. Computer technicians, skilled machine operators and health care practitioners, like home health aides and certified nursing assistants, are among

the fastest-growing jobs in Massachusetts — none require a four-year degree. For fields like manufacturing, skilled technicians are needed to operate and program machines. Bluestone said these workers are in such short supply, factories could start pulling out of the Bay State in search of areas were workers are more skilled. Currently there are 28 regional vocational schools and nine in-district vocational programs in Massachusetts serving about 48,000 students — about 17 percent of all high school students statewide. As of fall 2015, there were 3,200 students unable to access vocational education. An estimated 2,200 more in the state’s rural areas would be interested in programs if they had the option, the Budge Policy Center study found. For the expanded version, visit metro.us

BRIEF

The completion date for seven new Green Line stations in Somerville and Medford has been pushed back to 2021. WIKIMEDIA COMMONS

Green Line extension gets delayed, again The MBTA announced another delay for its long-awaited Green Line expansion into Somerville and Medford. The seven new rail stations will now be ready for service in 2021, adding another year to the project, the Boston Globe reported. This is the latest setback for the $2.3 billion project, which has faced years of delays and false starts. In August 2015, the MBTA halted the project when state officials realized they were about $1 billion over budget. A scaleddown version of the project will lay 4.7 miles of track from a renovated Leechmere Station in Cambridge, snaking through East Somerville into Powder House

Square by Tufts University in Medford. To get started, officials are waiting for an approval of a $1 billion federal grant. The cities of Cambridge and Somerville will contribute $25 million and $50 million, respectively. The rest will be provided by the state, which is still grappling with a $75 million funding gap at the MBTA. John Dalton, who was hired last month to run the Green Line extension, said the delayed opening would give the T enough time to secure funding and contractors. “There’s real momentum now,” Dalton told the Globe. The delay comes as no surprise to commuters, who have watched the bureaucratic process unfold for the better part of a decade. ERIN TIERNAN

wknd Lola Kirke’s Hailey reunites with Gael Garcia Bernal’s “Maestro on the third season of “Mozart in the Jungle, bowing today on Amazon. AMAZON

THE FUN STARTS HERE

Lola Kirke says ‘wake the f— up’ The “Mozart in the Jungle actress thinks we all need to find a way to talk to each other. MATT PRIGGE @mattprigge

matt.prigge@metro.us

Lola Kirke offers me some of the bread she’s eating. She holds up a croissant and we tear it apart like a wishbone. She’s been given too much, enough for two, yet you get the sense she’d break bread anyway. But the actress also has something else on her mind: The third season of “Mozart in the Jungle — the awardgobbling dramedy about a sometimes struggling New York symphony — just dropped today on Amazon.

Once again, Kirke plays Hailey, the aspiring oboist and occasional assistant to flighty conductor Rodrigo (Gael Garcia Bernal). Since last we saw them, the band, as it were, has temporarily broken up. Hailey and Rodrigo have both gone abroad, and before they return to the States, they wind up in Venice, working with a temperamental opera singer (Monica Bellucci). But of course, Kirke — 26, also of “Mistress Americaâ€? and the Tom Cruise thriller “American Made,â€? due next year — doesn’t mind talking Trump first. But we decide to be positive, not negative. I think we’re at this point where we can still make a dierence. What about you?

Like many privileged white people, I was living under the assumption that Hillary would win and the world would be restored to normalcy. A lot of people, mostly people of color, I’ve spoken to have said, “Hello! Wake the f— up! That was never a reality. The things you are fearing now are the things we have always been fearing. I was doing some minimal work on the Hillary campaign towards the end. Since then, it’s been really important to focus on what I can actually do, instead of getting overwhelmed by the big whole. Democracy isn’t that sexy. It’s just calling your representatives over and over again, or taking Paul Ryan’s health care survey, which everyone should do, by calling his office. I try to keep it really simple.

That might also involve ďŹ nding a way to talk to Trump voters, in a civil way. Perhaps this is optimistic, but I think not talking to people who have different political views than you do is what got us here in the first place. Trying to have conversations with people who are different from you — that’s the f—ing essence of life! Everyone’s different from you, even people united by liberalism. Then again,

I’m not sure how to even tie what we’ve been talking about into “Mozart in the Jungle, but here goes: This is a show about the orchestral music scene, which is not doing that

well, and will be in likely even tougher shape under a new administration that sees no use for the arts. I like that this show is about asking if it’s possible to sustain an artistic practice in more antiquated mediums, like classical music. It shows how f—ing difficult that is. In a capitalist society, things that do not make money get thrown out very quickly. We watched [the new episodes] again last night, and everything postelection has a new meaning. Watching the scene where the orchestra is locked out of their building last night, I went, “Wow, this show knew what was going on, in a way. It’s about protecting the arts and arts education and the lack of that in schools.

Acadian music is hugely influenced by the Celtic tradition and Celtic folklore and the tradition of song, dance and instrumental music. In the past, we had Foghorn which

furniture set ablaze and a shirtless, coked-up Courtney B. Vance? Maybe it’s that this all-star comedy too often plays it safe, which is to say it falls back on too familiar vices, like sex and drugs. Honestly, it has nothing on last year’s “Sisters,” which culminated

in a suburban manse devoured by a sink-hole. The story (though not the script) comes from “Hangover” guys Jon Lucas and Scott Moore, which isn’t surprising. What is surprising is that the company soiree never gets too out of hand, falling far short of such absurdist heights as tigers roaming hotel rooms, stolen police cars or even face tattoos. It mostly falls back on a consistently diverting barrage of silliness and funny actors ad-libbing. But it’s still perversely safe-ish. It gets the job done in a pinch, but 2016 deserved a far more apocalyptic rager. MATT PRIGGE

But she has to be despondent more than she is shouty and show-offy. Director Pablo Larrain (“No”) keeps the camera inches from her face and makes a movie that really moves, trailing a woman whose emotional throughline resembles a runaway roller coaster. MATT PRIGGE

Mac Miller is divine The rapper talks love, sobriety and Ariana Grande. A.D. AMOROSI @MetroPhilly letters@metro.us

Pittsburgh-born Mac Miller has been a nameabove-the-title rapper ever since his self-produced debut album “Blue Slide Park and its debut single, “Donald Trump in 2011. With those recordings, Miller showed the world his spare musical style and cutting, funny wit. Fast-forward to 2013’s sinister “Watching Movies with the Sound Off, and 2015’s “GO:OD AM, and the music got denser, more haunting as the lyrics grew darker and cold — perhaps reflecting Miller’s vices of the time. Now sober and clean, 2016 finds Miller with a richly melodic new album, “The Divine Feminine, that revels in all things ladylike — like

his highly publicized gal pal, Grammy nom Ariana Grande. You have to be bored with this, but “Donald Trumpâ€? — that name was your ďŹ rst hit, your initial claim to fame. You guys got into a name-calling war and he threatened to sue. Blessing or curse? It’s not either. I never aligned myself with him as a human being, or what his aspirations were. It was just a coincidence that his things took off even further around the time mine did. It’s crazy though that I had a real feud with the president of the United States. Thankfully I don’t perform the song any more. You weren’t even talking directly about Trump, but rather how ultimate power and money corrupts. Are you freaked by his presidency? He was just a symbol of what quote-unquote success is. And I’m not going anywhere. We as a

people just need to pay better attention to all that goes on, to be active in things not going horribly. We have to play our part. With Obama it was cool because we just trusted him — he was looking out for our good. He shared our ideas. Not this guy, so we must be more aware. Be more loving and respectful to each other. How does touring as a sober gentleman feel? It’s so much better, you know what I mean? Before, I didn’t have days. I woke when I woke up. This interview wouldn’t have happened in daytime like it is now. It would’ve been after a show, if then. Now, I have an opportunity to be more normal, enjoy things. Finally, I’m finally having fun onstage; it’s less like work, more like life. You are not shy about professing your love for Ariana Grande. Your

“Miss Sloane” Director: John Madden Stars: Jessica Chastain, Gugu Mbatha-Raw Rating: R To its credit, “Miss Sloane” would never have been the yougo-girl rabble rouser America needs even if it had arrived on the heels of a Hillary election. It’s much more complex than that. Its heroine, hot shot lobbyist Elizabeth Sloane (Jessica Chastain), inspires as much terror as respect — a no-nonsense pit bull with lipstick, to borrow a phrase from the anti-poster child for strong, independent women. A pill-popping workaholic, she knows she faces sexism on all sides, and has overcompensated with an intimidating black wardrobe and a ruthlessness that’s

impressive as well as pitiable. She’s both an icon for feminism and a warning sign — a perfectly coiffed, hallway-barreling example of how society can poison even its most Darwinian members. “Miss Sloane” is a lot like her — or so it thinks. It’s sleek, crisp and cucumber-cool. It’s also not as smart as it thinks it is, whereas its hero is exactly as smart as she believes. The movie is about gun control, but it’s not really about gun control. It’s no message movie, using the issue simply to offer a backstage look at how the meat of government is made. Chastain’s Elizabeth is a rock-star lobbyist who abruptly decamps from a powerful firm right as the NRA becomes its latest client. She winds up working against her old colleagues, pulling strings and manipulating foes and allies alike, being crooked and

underhanded and evil — but, you know, for the left. This is what people have long called “adult dramas” — the kind of ostentatiously “serious” fare kids imagine their elders watch when they go to the movies. But just as adults tend to put on airs about maturing and figuring life out, “adult dramas” can still be silly. “Miss Sloane” isn’t above two out-of-nowhere twists that don’t make much sense upon close inspection. And as an expose that pulls back the curtain to see how the world really works, it’s a mixed bag — some keen observations, some lazy stereotypes. “Miss Sloane” acts like an intelligent truth-teller that understands how America really works. But eagle-eyed viewers should be able to tell it’s mere dress-up, and not only because it thinks America would ever stand up to the NRA. MATT PRIGGE

Celtics in the mix of top teams in East, a quarter of the way through season The C’s host the equally solid Raptors tonight. JAMES TOSCANO @Jimmy_Toscano sports@metro.us

We’re just past the quarter mark of the NBA season, which means we now have a pretty good sample size of not just the Boston Celtics, but the rest of the NBA. Although it’s fun to think about the upcoming matchups against some of the Western Conference teams that the Celtics only see twice a year, it’s the teams in the East we should all be focusing on. After all, these are the teams Boston will have to go through once the playoffs begin if they want to get out of the first round for the first time since Paul

Pierce and Kevin Garnett were still in town. It seems to always come down to the last couple games of the season when determining playoff seeding, and sometimes the headto-head matchups do come into play. So let’s evaluate the Celtics up to this point and then three teams that look to be in the thick of things with them, including one they’ll see Friday in the Toronto Raptors. Celtics (13-9) Green Teamers had high expectations for their squad heading into the season, and it’s safe to say those expectations haven’t been met quite just yet. Of course the main reason has to be lack of a full roster. Al Horford has already missed 10 of the Celtics’ 22 games this year and

Jae Crowder has missed eight. Marcus Smart, who has become the pesky sixth man that opposing teams hate, missed the first three games. For those reasons, the C’s got off to a slow start. They’ve struggled with consistency and on the defensive end. Almost every team deals with injuries at some point, so C’s fans have to hope they’re getting them out of the way early. (Though they may be without Isaiah Thomas for a second straight game, too.) For what it’s worth, the C’s are 8-4 with Horford on the court. Cavaliers (15-5) It’s no surprise to see the defending NBA champions atop the Eastern Conference standings. LeBron James, while ticking up there a bit in age, is still LeBron James. But

Avery Bradley and the Celtics will take on the Raptors tonight at the Garden.

it’s the support staff coming up huge so far. Kevin Love was a dream trade or free agent scenario for some C’s fans, and this season we’re seeing why. He’s averaging 21.4 points and 10.4 rebounds for the Cavs, while shooting 44.6 percent from the field and 42.2 percent from 3-point range, all Cavs career-highs for him. Raptors (14-7) Our friends up north continue to be one of the best teams in the NBA, and this year, DeMar DeRozan is playing like

Dallas Cowboys (-3) at New York Giants The Giants have built a “giant-killer” reputation on their way to two Super Bowl titles since 2008, but recent history tells a different story. New York has won just one of its last 10 games as an underdog and was exposed in the eyes of many when it was throttled by the Steelers last Sunday. And while the Giants did beat the Cowboys in Week 1, Dallas hasn’t lost since. In the aftermath of that season-opening clash, Ezekiel Elliott has established himself as the obvious choice for Offensive Rookie of the Year while Dak Prescott has made the Cowboys’ scouts look like masterminds. Also, Jason Pierre-Paul won’t be around to make their lives miserable this time (sports hernia surgery). Eli Manning will need to find Odell Beckham Jr. more than four times (the tally in Week 1) if the Giants want to win this game. As it stands, it looks like the Cow-

one of the best players in basketball. Some experts thought DeRozan would sign with the Lakers over the summer, but he re-signed with the Raptors instead. Now, he’s averaging 28.0 points per game for Toronto, fifth-most in the NBA. The Raptors are averaging 110 points per game as a team and allowing an average of 102.8 points for a differential of 8.1 points, third-best in the NBA and tops in the East. Bulldogs Kyle Lowry and a healthy DeMarre Carroll make the Raps lethal. It’s highly

likely that Boston sees either the Cavs or Raptors in the second round – if they make it there. Hornets (13-9) I know what you all are thinking: “The Hornets? Really?” The Hornets certainly aren’t the sexy pick. But they do share the same record as the C’s going into Friday. Kemba Walker is having the best season of his career (23.6 points on 46.7 percent shooting) and Nic Batum remains one of the more underrated players in the NBA.

The pick: Cowboys -3 Redskins at Eagles (E) The Eagles have gone into free-fall, losing their last three tilts by multiple scores and mustering an average of just 14 points in those contests. And speaking of losing streaks, Philly is in line to drop their fifth straight to the Redskins this Sunday. Philly’s Oct. 16 clash with Washington was an exercise in futility, as the Eagles were torched for 493 yards by the Redskins offense. Kirk Cousins should have no problem working his will down-

The Lions are 7-1 ATS (against the spread) in their last eight games and have covered in each of their last five home games. And while the Bears did beat Detroit back in October, Brian Hoyer was leading the way at QB that day. The interception-prone thirdstringer Matt Barkley (four picks in just 87 attempts) is now in charge. The pick: Lions -8 ROBERT CRISCOLA
