OBAMA COMMUTES MANNING SENTENCE
BRITAIN TO LEAVE EU SINGLE MARKET

In one of his final acts before leaving office, President Barack Obama commuted the prison sentence of Chelsea Manning, the former U.S. military intelligence analyst behind the biggest breach of classified materials in U.S. history, the White House said. Manning has been a focus of a worldwide debate on government secrecy since she provided more than 700,000 documents, videos, diplomatic cables GETTY IMAGES
and battlefield accounts to the anti-secrecy group WikiLeaks — a leak for which she was sentenced to serve 35 years in prison. Manning, formerly known as U.S. Army Private First Class Bradley Manning, was born male but revealed after being convicted of espionage that she identifies as a woman. REUTERS

Britain will quit the EU single market when it leaves the European Union, Prime Minister Theresa May said, in a decisive speech that set a course for a clean break with the world’s largest trading bloc. Setting out a vision that could determine Britain’s future for generations. May answered criticism that she has been coy about her strategy with a 12-point plan toward what has been dubbed a “hard Brexit.” May
promised to seek the greatest possible access to European markets, but said Britain would aim to establish its own free trade deals with countries far beyond Europe, and impose limits on immigration from the continent. For the first time, she acknowledged that those measures would require withdrawing from the market of 500 million people, founded on principles of free movement of goods and people. REUTERS

Wal-Mart Stores Inc. will create about 10,000 jobs in the United States this year as part of a previously announced plan, it said on Tuesday, as President-elect Donald Trump puts pressure on companies to hire more U.S. workers. The world’s largest retailer joined companies like General Motors Co. and Amazon.com Inc., which have rushed to announce their plans to add U.S. jobs. Trump,

The deep-sea search for missing Malaysia Airlines flight MH370 ended on Tuesday without any trace being found of the plane that vanished in 2014 with 239 people on board, the three countries involved in the search said. The location of Flight MH370 has become one of the world’s greatest aviation mysteries since the plane, a Boeing 777, disappeared en route to Beijing
from the Malaysian capital of Kuala Lumpur. “Despite every effort using the best science available … the search has not been able to locate the aircraft,” Malaysian, Australian and Chinese authorities said in a statement. “The decision to suspend the underwater search has not been taken lightly nor without sadness.” The last search vessel left the area on Tuesday, the three countries said. Tasers might compel use of force, opponents say More than 6,500 officers statewide are trained to carry Tasers. ERIN TIERNAN @ErinTiernan

After less than a year on the job with Tasers, instances of use of force by state police has doubled. Department officials say the data could be misleading, because the devices were never fired in many cases, but civil rights advocates warn an overreliance on stun guns by law enforcement across Massachusetts and the U.S. could be part of a trend in which police reach for a weapon instead of using their words. Troopers in Massachusetts used force 402 times in 2016 compared with just 208 times in 2015, the data show. Of the increase, Tasers accounted for 130 use-offorce incidents, but people were actually shocked with them only 25 times. Factoring in those numbers, use of force tallies are more in line with 2014 numbers, data show. Every time a Taser gun is unholstered, pointed at someone or the laser on the weapon is targeted, it counts as use of force, said David Procopio, state police spokesman. “This is the industry standard for recording use of force with an electronic control weapon,” he said. Electronic control weapons, also called ECWs, are more commonly known by the brand name Taser. When a Taser gun is deployed it sends

Self-driving cars aren’t just for the distracted driver who wants life to be more convenient. The new technology could radically affect the lives of those with disabilities, according to a recent study. Boston-based Ruderman Family Foundation published a study detailing how self-driving cars could open up two million job opportunities for people with disabilities, and reduce annual health care expenditures by $19 billion by lessening the frequency of missed doctors’ appointments. “People with disabili-

ties make up 20 percent of our community — one in every five people anywhere in the world has some kind of disability, whether physical or intellectual,” said Jay Ruderman, president of the foundation. “People with disabilities are also the most segregated population in our society.” That isolation mainly comes from a lack of employment — 70 percent
of those with disabilities are unemployed, meaning they just sit at home, Ruderman said. This is tied to a lack of accessible transportation. “Unless you are on public transportation that is accessible, you can’t get a job,” Ruderman said. “Self-driving cars are the technology that is moving forward and what we’re telling the makers and the governmental or-
ganizations that regulate them is that people with disabilities need to be taken into account. They will be biggest beneficiaries of this technology.” Kristina Kopic, contributor to the study, said that developers can add certain features to ensure that those with disabilities can benefit from autonomous vehicles. Because the disability community includes such a wide spectrum — from people with epilepsy to those who are paraplegic, for example — companies building self-driving cars need to consult with members of the disabled community, Kopic said. For drivers who are blind, self-driving cars need to have an auditory interface. For those who are deaf, there needs to be visual cues, lights and written instructions. For the population that has mobility concerns, these cars should be wheelchair accessible, the study says.

Companies that do not offer their employees health insurance would pay a $2,000 annual assessment per full-time worker to the state under a plan Gov. Charlie Baker intends to offer later this month to blunt the impact of escalating, enrollment-driven costs in the state’s Medicaid program, the State House News Service has learned. The proposal — the bulk of which is expected to be filed within the governor’s budget due next week — would also impose growth caps on the rates health providers can charge for medical services in an effort to control the cost of care in the commercial market and make it more affordable for employers. Both ideas come as the state is grappling with questions about how to control growth in health care costs in the public and private markets and as enrollment in MassHealth has reached an all-time high — a projected

1.93 million people in fiscal 2017 — putting unsustainable pressure on state finances. Provider price caps in the commercial market are also part of the administration’s plans, according to officials, as a cost control measure designed to make insurance plans more affordable for employers and employees and to discourage avoidable enrollment in MassHealth. The employer assessment, which would bring an estimated $300 million into state
coffers, represents a revival of the so-called fair share contribution plan that was a linchpin of the 2006 universal health care law in Massachusetts before it was repealed to make way for the federal Affordable Care Act. The details of Baker’s multipart plan to address the costs that come with surging enrollment in MassHealth despite low unemployment, population growth, and the highest rate of insured residents in the country were laid out in an internal policy planning document obtained by the News Service. The state employer mandate was repealed in 2013 as lawmakers and then-Gov. Deval Patrick worked to bring Massachusetts into compliance with the Affordable Care Act. A parallel federal mandate that would have fined employers with over 50 employees that did not offer insurance has never gone into effect. STATE HOUSE NEWS SERVICE

Ciara says abstinence before marriage was hard Ciara opened up about her marriage to cutie QB Russell Wilson, admitting that the whole abstinence-beforemarriage thing was definitely a challenge. In February’s issue of Cosmopolitan South Africa, the Grammywinning songstress says it was important to put friendship first as a way to build intimacy. She adds, “Knowing that you’ll always have the friendship and that you can always go back to it is very important, and very powerful.” The couple announced they were expecting their ALL PHOTOS GETTY IMAGES
The artist formerly known as LiLo is at it again. Over the weekend, Lindsay Lohan scrubbed her entire Instagram, leaving her 5.7 million followers the words: “alaikum salam,” an Arabic greeting that loosely
the word
translates to “peace be unto you.” And if you’re thinking: “What even is happening?!” — you’re not alone. Is this simply a break from social media? A cry for attention? Some thrilling combination of both? Hard to say. In 2014, she described herself to Oprah as a “very spiritual person.” And as recently as 2015, Lindsay was carrying around the Quran as a chic-yet-functional accessory. Many are
speculating the maybeformer actress has converted to Islam, with some Muslims rallying around the “Herbie: Fully Loaded” star in full support. Gossip Cop says Lohan’s rep confirmed the star has not converted, citing her ex-momager Dina as saying she’s just taking a break from that Instalife — but who knows? As always Lindsay Lohan manages to be a half-frown emoji of mystery. Never change, girl.

first child in late October. It’s worth noting, of course, that before her beautiful and very morally upstanding marriage to Russell Wilson, Ciara had a very dramatic courtship and engagement with rapper Future, and he was all kinds of terrible. So yeah, the whole friendship and intimacy and whatever else is cute and all, but abstinence isn’t for everyone Ciara, sorry. Like, if everyone believed in abstinence before marriage, we would only have half of the whole JoliePitt clan, and that would be a real shame. Nice idea, though.
Amanda Seyfried is very (very) excited about getting hitched Amanda Seyfried is really, really excited about getting married. Here’s a little background presented totally objectively and without comment: According to Lainey Gossip, Seyfried and her now fiance, Thomas Sadoski, met on the set of an off-Broadway play called “The Way We Get By” in 2015. Thomas was married, but by October of that year, he and his wife were
divorced. Thomas and Amanda then worked together on a film called “The Last Word” in early 2016 and — well, the rest is history. Didn’t you know? The couple is happily engaged and expecting. And Amanda is very excited about it. The actress got candid with Vogue Australia about how pumped she is for her wedding, saying she’s “never been excited by
anything more in [her] life.” She also admitted to feeling a little hesitant about being the center of attention on her wedding day, since she’s already “played a bride a billion times” with the glamorous red carpets and Met Galas she’s attended. Color me jeals. Congrats to the happy, very beautiful, also very — let’s be real here — photogenic couple.

In “20th Century Women, we see Greta Gerwig as we’ve never seen her before: With red hair — and a lot less giggly and insecure than usual. The acclaimed actress plays Abbey, a young, serious photographer and cancer survivor who lives in a Santa Barbara house in 1979. Her landlord’s (Annette Bening) tenants also include her teenage son (Lucas Jade Zurman), a teenage girl (Elle Fanning) and a 40-something fix-it man (Billy Crudup). The latest from filmmaker Mike Mills (“Beginners), it finds characters trying to eke by and hang out, unaware of the looming Reagan ’80s. For one thing, making a movie set in 1979 means you get to do a deep dive in the music from that era, which is some of the greatest, coolest music
ever recorded. I know music pretty well. There were some deep cuts for me, particularly in the punk scenes, like The Raincoats and The Slits. I had heard of them, but I didn’t know a lot about them. They didn’t feel like they were mine. When I was getting into the character and listening to the music, I really felt like I took ownership of that music that had seemed more oblique to me. Did you have a favorite among the bands you’d never really listened to before? I’m all for The Raincoats. They’re great. I can always tell when I love a song if my overwhelming sense is I want to put it in a movie. [Laughs] That’s when I know I love it. In a way, putting a song in a movie is almost forcing people to enjoy it the way you enjoy it — because they’re presumably trapped watching your movie. Silent protest “Re¡volt¡ingâ€? stages a one-night artistic response to Inauguration Day. CARLY OLSON @CarlyOlson28 letters@metro.us
On Inauguration Day, protests of all sorts will be taking place across America. A display of protest will also be happening in the Distillery Gallery in South Boston — but of the artistic persuasion. Titled “Re¡volt¡ing: An Art Show in Protest,â€? this one-night pop-up show Jan. 20 will display work inspired by America’s political climate. More than 40 artists and curators will show portraiture, drawing, sculptural pieces and performance art. Head curator Robert Moeller has been putting on pop-up shows for years — between the gallery’s standard exhibitions, Moeller uses a space for
a show, usually for less than 24 hours. “Typically, museum curators may be planning a show for several years, Moeller says. “We install the show Thursday evening and open on Friday evening. You don’t have much time to futz. Though “protest is in the title of the show, don’t expect to show up to a combative environment. “There are no effigies of Trump being burned or anything, Moeller adds. “I’m not asking for any artificial militancy, but to show work that reflects how artists are feeling. To assemble a diverse group of artists and works, Moeller invited eight curators to select pieces for the show. “Once I choose a curator, they’re fully in charge of what they can and can’t do, Moeller explains. SKI GUIDE
The dreaded thaw Remember Jan. 25, 2015? We didn’t have much snow then, either ...
The Downhill Report
ERIC WILBUR @GlobeEricWilbur
It certainly didn’t take too long to turn early-season optimism into a January malaise. Warm temperatures and rain put a damper on the landscape last week, just in time to prepare for the MLK holiday weekend, which greeted guests with icy conditions across New England. It wasn’t good news for local ski areas, likening the trails to your local outdoor skating destination. That likely kept a good number of people away from the hills, expecting slick skiing and riding, not to mention more crowded slopes than usual. Instead of welcoming the masses for the long weekend, most resorts found themselves making snow in an effort to catch up where last week’s thaw did its damage. On Saturday, Josh Fox of the incomparable Single Chair Weather Blog, located in the heart of Vermont, pointed out that the pattern “still looks like garbage for the next 10 days or so.” So … not great.
ISTOCK
Or … maybe not. We’re logistically about halfway through the 2016-17 skiing and riding season here in the Northeast (less than halfway if some of us have anything to say about it), and this past week-plus is really the only bummer that we’ve had yet to speak of. It’s a kick to the gut that the worst week weather-wise here in New England would come as we’re stuck watching the Lake Tahoe region receive upwards of 20 feet of snow. But at least we didn’t have to dig out from that Armageddon. So, there’s that too. Besides, there are already some signs that Fox’s prognosis of doom and gloom over the next week or so may already be shifting into a positive direction. On Monday, Fox noted that change in the forecast has snuck up on him, predicting 5-8 inches of powder in the higher elevations of Vermont. Likewise, the National Weather Service issued a weather alert for eastern New Hampshire that was due to deliver 4-8 inches of snow — and possibly sleet — Tuesday evening into Wednesday afternoon, perhaps meaning a bit of a replenishment for places like Crotched Mountain and Pats Peak.
Other forecasts put portions of Maine, including Sunday River, in the range of 9-12 inches from the same storm. That’s good for basebuilding, most specifically. But any hope for a midweek powder day is probably going to be left out in the cold. It’s also an indication of every winter in New England. Just when the thaw comes threatening your livelihood, there’s a turn around the corner. For instance, as of Jan. 25 two years ago, the Boston area had seen 10.6 inches of snow. That’s about the same amount that the Jan. 7 storm deposited in areas of Massachusetts. Of course, that 10.6 inches two years ago eventually turned into a record winter that brought a record-breaking 108.6 inches of snow to Boston. Or, do you not remember? Last winter’s dud of a ski season may still be fresh in your mind, but the events of two years ago are the most recent reason to understand that a January thaw does not mean the end of a ski season. Not by any stretch. As for being halfway through the season, talk to me in February and we’ll see where we are.

Isaiah Thomas is on a ridiculous scoring pace, averaging 31.6 points per game since Dec. 16. GETTY IMAGES
Isaiah more than worthy of a start in the NBA All-Star Game Isaiah Thomas is on a historic, torrid scoring pace. JAMES TOSCANO @Jimmy_Toscano sports@metro.us
The chants, as they have for quite some time now, rang down from the TD Garden stands Monday night. “MVP! MVP! MVP!” They were directed at Isaiah Thomas, who had once again put the team on his back in the fourth quarter, scoring 17 of his 35 points as the Celtics beat the Hornets, 108-98. For Thomas, it was just another game. He leads the NBA in fourth quarter scoring, averaging 10.1 points per game. He’s scored 20 or more in the fourth quarter three times this season (and just missed his fourth on Monday) while no other player has done it more than once. He’s averaging 28.4 points per game this season and has scored at least 20 points in 25 straight games, the most in a row since Kevin McHale did it 30 straight times over two seasons back in 1985-86 and 1986-87.
Per CSNNE, since returning from a groin injury on Dec. 16, Thomas is averaging an NBA-high 31.6 points per game while shooting 50.2 percent from the field including 43.2 percent from 3-point range. He’s also dishing out 6.1 assists per game. The MVP award still may be a bit of a reach, but the fact that Thomas can even be considered at this stage of the season is pretty special. It also means that he’ll be a lock for the All-Star Game. The question now, is, should he start? Fan voting ended at 11:59 p.m. on Monday, but votes still need to be cast by NBA players and media. You can bet that will hurt the chances of Dwyane Wade, who has no business starting in this game despite finishing with plenty of votes for the Eastern Conference backcourt players. That could open up a spot, and there are many who believe the Celtics’ leader deserves it. Of course, that includes his teammates. “Very deserving [to start in the All Star Game],’ Jae Crowder said of Thomas. “I think there’s not another player
in this league besides Kyrie [Irving] playing at the level he’s at. I think he’s very deserving to be starting in the AllStar Game.” Hornets point guard Kemba Walker said after Monday’s game that Thomas is “playing better than anyone in our league.” It remains to be seen who ultimately is named a starter, so which players are fighting with Thomas for the spots? There is some stiff competition. Kyrie Irving Irving averages 23.6 points, 5.6 assists, 3.5 rebounds, and 1.1 steals per game. He also won fan voting for the East backcourt by a landslide. Kyle Lowry Lowry is a bull and is averaging career-highs in points per game (22.2) and rebounds per game (5.0). DeMar DeRozan DeRozan is having a special year for the Raptors after re-signing with them over the offseason. The shooting guard is averaging 28.1 points per game, over 4.5 points higher than his previous career high.

The noise from ESPN’s “First Take” and FS1’s “The Undisputed” provides great background sound for gym locker rooms and dentist offices, but it’s decidedly unhealthy to, ya know, actually listen to the manufactured things these people are saying. All cynicism and jealousy aside, here’s a fun fact about “First Take.” Wildly popular host Molly Qerim is dating wildly popular “NBA on ESPN” personality and former NBA player Jalen Rose. He a beast!” Acho is currently unemployed in football and Lewis had three touchdowns against Houston. Former Browns (and Eagles) executive Joe Banner played along, tweeting at Acho, “I traded you for Dion and got fired. Go figure! Hope you are well.” For the record, current Eagles executive Howie Roseman was the one who brought Acho to Philly and shipped Lewis to Cleveland. ALL PHOTOS GETTY IMAGES

metro.us/horoscopes Aries Don’t take action based on assumptions. Learn from your experience and take a disciplined approach in order to make things unfold to your advantage.
Libra Stay calm, and refrain from making assumptions or impulsive moves based on information that isn’t conclusive. Listen carefully and respond with diplomacy.
Taurus Focus more on what you can do for others without compromising your personal or professional position. Putting in extra hours will lead to unexpected benefits.
Scorpio Avoid anyone trying to use guilt or emotional manipulation to sway you. Stay focused on what’s important to you and strive for perfection, satisfaction and success.
Gemini When opportunity knocks, you have to be ready to size up what’s being offered and make your move. Don’t trust anyone but yourself when it comes to fact-finding.
Sagittarius You’ll face confusion and uncertainty. Don’t be fooled by someone trying to persuade you to do something that isn’t healthy.
Cancer When in doubt, take a breather and let the chaos or confusion subside. Pour your attention into self-improvements that will raise your qualifications or skills.
Capricorn Doing too much too fast will jeopardize your chance to improve your life financially, emotionally and physically. Be a leader, not a follower.
Leo Don’t wait for change to happen when you can be the one to initiate what you want to see unfold. Do your part and show your leadership ability.
Aquarius Make personal changes that will lower your overhead and improve your life. Having more money to pursue what you enjoy doing will brighten the picture.
Virgo Refrain from any inclination you have to take on too much or to overspend. Moderation, hard work and determination will be rewarding. Romance is on the rise.
Pisces Getting angry will not solve your problem, but taking positive action will. Use your intelligence to make a plan that will encourage everyone to pitch in. EUGENIA LAST
