Sanctuary cities stand strong in face of funding cuts

Leaders of sanctuary cities across America aren’t backing down after President Donald Trump vowed to cut funding to communities that offer safe harbor to undocumented immigrants. In an executive order signed Wednesday the president directed the government to identify federal dollars it can withhold from so-called “sanctuary cities,” the term used for 300 or so cities and counties that shelter undocumented immigrants from deportation. While there is no legal definition for the term, these cities typically tell police not to inquire about immigration status, or they decline requests from immigration officials to keep nonviolent defendants in custody while they await deportation. Proponents of the policies say they protect the economy and keep fami-

lies together. For now, the threats are just a lot of hot air, some officials say. Exactly which funds the Trump administration plans to cut are still undetermined, but the president has said he would target any community with policies in place that protect illegal immigrants. “Just so people know, what Trump did today is just theater. Hasn’t actually cut anything because we have laws and he’s not a king,” Joseph Cur-
tatone, mayor of Somerville, said Wednesday in response to the executive order. Somerville, a city of 80,000, is adjacent to Boston, about one-third of its residents are immigrants. Cities from Boston to San Francisco stand to lose billions if Trump follows through on his threats. Federal dollars pay for highways, subsidize school programs like free and reduced lunch and help take care of veterans and the elderly.
It’s also money that goes toward antiterrorism programs. Boston receives about $250 million in federal funding annually, but Mayor Marty Walsh said his city would not bend to Trump’s attack. “We will not back down from our values that make us who we are as a city,” Walsh said. “We will fight for our residents, whether immigrant or not, and provide the best quality of life for all Bostonians. I will use
all of my power within lawful means to protect all Boston residents — even if that means using City Hall itself as a last resort.” In New York, where $7 billion is on the line, Mayor Bill de Blasio slammed the executive order, vowing to bring the president to court if he follows through on funding cuts. “If anything actually starts to move, the city of New York will take legal action to stop the execu-
tive order from hurting our city and our people,” he said in a news conference. “If that were ever attempted we would be in court immediately to stop it, and I know that will happen in cities all over the country.” De Blasio isn’t the only one ready to battle it out in court. New York Attorney General Eric T. Schneiderman questioned the legality of Trump’s plan. “The president lacks the constitutional authority to cut off funding to states and cities simply because they have lawfully acted to protect immigrant families. … Local governments seeking to protect their immigrant communities from federal overreach have every right to do so,” he said. There is no federal law that explicitly compels cities to comply with Immigration and Customs Enforcement, and civil rights groups said they would back municipal efforts to fight punitive punishments. Citizens took to the streets in New York City in support of Muslims and undocumented immigrants following the news Wednesday. Another rally was planned for Thursday in Boston.
Sanctuary cities could lose billions in federal aid President Donald Trump’s attempt to strip municipalities of federal dollars for shielding illegal immigrants threatens $2.27 billion in annual funds for the nation’s 10 largest cities, a Reuters analysis of federal grants found. Trump plans to make good on his campaign pledge to block federal funding to states and cities where local law enforcement refuse to report undocumented immigrants they encounter to federal authorities, said Sean Spicer, White House press secretary. “The American people are no longer going to
have to be forced to subsidize this disregard for our laws,” Spicer said. Spicer said an executive order signed by Trump on Wednesday directs the Secretary of Homeland Security to look at federal funding to cities to figure out “how we can defund those streams.” Mayors and city councils of those cities have said that they will not be pressured to report illegal immigrants to federal agents. While Trump has the authority to cut some kinds of funding to the cities, cuts to other federal funding would require an
act of Congress. Reuters analyzed federal grant records to tally the estimated federal funding at risk among the 10 largest cities which totaled an estimated $2.27 billion. The total amount remains unclear, as federal money can be filtered through state governments or granted directly to social-service organizations or other groups. The numbers do not include federal money for law enforcement, which was excluded in the executive order, and programs like Medicaid, which are administered
by state governments. Though details remain vague, the order could jeopardize billions of dollars in housing, health, education and other types of federal aid. Among the funds at risk are $460 million that the federal government gave out to fund Head Start pre-school programs in the 10 largest ‘sanctuary cities’ in the most recent fiscal year, the analysis found. Washington also sent $238 million to municipalities to fund airport improvements and $153 million for HIV prevention and relief. REUTERS

Police can respond to a variety of calls, but according to Milton Police Chief John King, the most common violent crime his department deals with is domestic violence. King is pretty confident it’s a common call in most communities. In Massachusetts, nearly one in three women and one in five men have experienced physical violence, rape or stalking by an intimate partner, according to a Centers for Disease Control and Prevention survey — and those numbers are likely to be underreported, King said. In just one day, domestic violence programs across the commonwealth work with more than 1,900 of these survivors, according to 2015 data. But the funding for such services could be on the chopping block, and that would be “devastating� for victims, advocates say. The Trump administration is looking to decrease federal spending with “dramatic� budget cuts, according to The Hill, with a budget blueprint based off of one published last year by conservative think tank Heritage Foundation. Trump’s team wants to reduce federal spending by $10.5 trillion; the Heritage Foundation’s budget plan calls for eliminating the Violence Against Women Act grants in order to help achieve that goal. Those grants include
25 in total designed to “reduce domestic violence, dating violence, sexual assault and stalking by strengthening services to victims and holding offenders accountable,â€? according to the Department of Justice. In 2015, organizations in Massachusetts received about $10.9 million of the Violence Against Women Act (VAWA) funding. The total VAWA budget that year was $430 billion — about 0.012 percent of 2015’s federal spending total of $3.7 trillion. “Eliminating this money is not going to create a lot of savings,â€? said Maureen Gallagher, policy director at Jane Doe, Inc., a coalition against sexual assault and domestic violence.  “[But] what it does in our communities is incredible, from providing legal assistance for survivors of sexual assault and domestic violence to helping fund shelters and communitybased services.â€? Sue Chandler, executive director of DOVE (Domestic Violence Ended), a Quincy-based organization, said that it unfortunately isn’t very surprising that these programs could be defunded. “All along, through the campaign, violence against women has been at the core as an area of concern‌ whether it’s societal attitudes or funding, it’s been an issue that has been in great public discussion over the last year,â€? she said. The Boston Globe published a column Tuesday titled “It’s Hard to Get Pumped Up About a Super Bowl Against … Atlanta.” The columnist, veteran sports writer Dan Shaughnessy, belittled the Falcons as well as their fans. The Green Line extension into Somerville and Medford is among 50 infrastructure projects throughout the country that the Trump administration has deemed a priority. To go forward with the long-stalled $2.3 billion work, the MBTA is banking on about $1 billion in federal funds. Project leaders are meeting with Federal Transit Administration officials this week to review the revised scope and costs of the project, MBTA spokesman Joe Pesaturo said. “The project team is well prepared for these meetings, and looks forward to a productive discussion with FTA officials,” Pesaturo said, noting the meetings were scheduled over a month ago. He did not indicate when the MBTA expected to receive the final word on federal grants. The list, published by the Kansas City Star, was
compiled by President Donald Trump’s team and totals at least $137.5 billion worth of projects. It will be further prioritized by the administration. On the campaign trail, Trump indicated he would make repairing America’s highways, airports and bridges a priority. Also on the list is widening a 20-mile segment of Interstate 93 in New Hampshire and repairing 15 bridges on Interstate 95 in Philadelphia. In New York, four projects include the planned expansion and renovation of the Northeast Corridor rail line between New York City and Newark, New Jersey, along with the continued expansion of the Second Avenue subway line. The project has been plagued by budget overruns that have stalled its progression. In August 2015, the MBTA halted the project when state officials realized they were about $1 billion over budget. A scaled-down version of the project includes seven new stations, which the project’s new manager announced last month would be open by 2021.

Marisol Nichols is new to the world of teen drama. Despite a brief turn on “Teen Wolf,� the actress is better known for her roles on crime shows, like Special Agent Zoe Keats on “NCIS,� or counterterrorism chief Nadia Yassar in “24.� But now the 43-yearold actress stars in “Riverdale,� the CW show everyone’s buzzing about. In the steamy noir spin on the classic “Archie� comic — the vibe is “Twin Peaks� meets “Gossip Girl� — Nichols plays Hermione Lodge, mother to the infamous Veronica. In this retelling, the two have fled New York’s high society for Hermione’s hometown of Riverdale, after husband and father Hiram Lodge goes to prison for embezzlement. The series opens with Hermione and Veronica both adjusting to smalltown life. Veronica sheds her mean-girl past, while Hermione finds new struggles as a broke single mom and contends with the highschool drama she left behind. That includes an old nemesis in Betty’s mother (Madchen Amick, who incidentally will play Shelly Johnson in “Twin Peaks� reboot), and an ex-boyfriend in Archie’s father (Luke Perry).

Ahead of tonight’s premiere, Nichols calls from L.A. to talk about playing a glammed-up version of Hermione and feeling like a ’90s teen opposite Luke Perry. Hermione was allegedly a mean girl when she went to Riverdale High, but from what we’ve watched so far, as an adult she seems like a good person? We’re not sure. I’m glad that you can’t really tell! You’re going to see a lot more Hermione and what she’s going through, with her and Luke Perry. She is trying to do the best that she can. She’s trying to be a better
person than she was in high school. Same with Veronica: They’re both going through that same change. Of course, any villain would say they were doing the best they could. So you would say she’s a villain? She’s not a villain, but she’s not without her own flaws, without giving too much away. She makes mistakes and doesn’t always do the right thing. This is a dierent role than you’re used to playing. Yes. I’m used to “24â€? and “NCSIS,â€? crime dramas. That was my specialty for

a long time. And so I’m really happy that I can step out of that. I love those shows, don’t get me wrong, but sometimes it’s more about the plot than the characters, and so this is really fun, to be able to create something so bold and three-dimensional, with a lot at stake. “Riverdaleâ€? also has that mystery/ thriller element. Exactly. It still has a mystery at the heart of it, but it’s not, “OK, well the evidence shows‌â€? or “Let’s get this over to forensics.â€? [Laughs]

Eight years ago — my daughter’s only 8 years old — I was still a working actress but I had a hard time playing a mom because I didn’t really get it. I could go, “Oh, well that’s how I feel about my dog, or my cat,� but having a kid changed me so much. I was like, “I get it, I know exactly what I’d do.� So being the mom to Veronica, I sort of just invented that backstory of how they grew up together and how she raised her. It’s really funny because when I’m memorizing my lines, [my daughter] will read Veronica’s lines for me. [Laughs] And she’ll change the lines to add in “mommy.� When I go to set I’m still hearing that little kid’s voice when she’s talking. It adds a different element to it, for sure. Edgar Ramirez isn’t surprised Trump won. “I come from Venezuela,” the actor (“Carlos,” “Joy”) tells us. “For us, it wasn’t hard to see coming.” On paper, “Gold,” his latest film, doesn’t sound like a distraction from our problems. It tells the story of Kenny Wells (Matthew McConaughey), a floundering businessman who strikes big on Wall Street when he claims to have found gold buried deep in the Indonesian jungle. Ramirez plays Michael Acosta, the geologist tasked with helping him locate and mine it. Things don’t go according to plan. And yet Ramirez argues that the film — semi-loosely based on the 1993 Bre-X mining scandal — offers hope, on top of a stark look at greed. It’s easy to watch this film and feel like it’s another grim reminder of what’s going on in the world today, when greediness is encouraged, when our
president may only be out for himself. But the relationship between Kenny and Mike winds up being one of true friendship. What I find so interesting and moving and beautiful is that, yes, the story exists in a world driven by greed, yet you have these two characters who are not in it for the money and the wealth and the power. They’re in it for the gold. The gold, for them, means self-respect and self-worth. It’s a world where everybody is trying to take everybody else down, yet you have two characters who manage to be loyal to each other and keep their word. In a time when words mean nothing, or some people are trying to devaluate the worth of words, these guys keep their word. They’re not always doing the right thing, though, which makes them more interesting. They’re not perfect; they’re flawed. They’re not indifferent or exempt from the anti-values
of the world they live in. But they’re loyal. Their agreement is based on a handshake. That’s beautiful. That’s very refreshing. That gives me hope. It’s also a fascinating story, because it shows a real-life case where a lot of people rushed into what sounded like a great idea without looking at the details or thinking rationally. Does it ring a bell? [Chuckles] When it’s so good, you ignore the red flags. It’s like when you fall in love: You rationalize away all the red flags, because you’re in the chemical haze of falling in love. It’s electrifying. That explains how certain opportunists operate. They love the thrill of the deal. They don’t always think about the art of it. A friend recently published a book [Jonathan Jakubowicz’s “The Adventure of Juan Planchard”], and there’s a line there that is great. He says “Having money and happiness feel very close, but it requires maturity and intelligence to tell the difference.” Being rich and happy are very close, but they require a very high IQ and a lot of maturity to tell the difference.

No two transgender experiences are alike. That’s the crux of Paul Lucas’ “Trans Scripts, Part I,” which illuminates the lives of seven transgender women. The characters in the play, which had its U.S. premiere this month with the American Repertory Theater after an award-winning run at
Edinburgh’s famed Fringe Festival, are based on reallife stories collected from more than 75 interviews with transgender people across the globe. “Even though the playwright is not a transgender person, the voices, all of the words in the play are directly from transgender women,” explains Eden Lane, who plays Sandra. “So it’s not just stories about transgender lives. These are stories told from their words. I think that’s really important.” Lane’s character Sandra is a Staten Islandbred 65-year-old, vividly

You don’t need a passport to enjoy these U.S. islands where you can leave winter behind.
Hilton Head Island South Carolina claims its fair share of outdoor activities (most notably golf), but this island has more going for it than most when it comes to cultural opportunities and upscale restaurants. After a day of beach-biking, tennis or kayaking, catch a performance by the Hilton Head Choral Society, the Hilton Head Symphony Orchestra, dance or theater at the Arts Center of Coastal Carolina.
from Los Angeles, but in winter (with comfortable average temperatures in the mid-60s) you’ll feel like you have it to yourself. Catalina severely restricts cars; you can rent golf carts, but walking is the best way to discover Avalon — the little town that chewing gum magnate William Wrigley built. From the center of town, head inland to climb the Hermit Gulch Trail for expansive views of the town below and the Pacific Ocean on both sides of you.
Insider Tip: The Catalina Conservancy, which owns nearly 90 percent of the island, requires hikers to get a (free) permit before going out on any of the trails.
Amelia Island Once the playground of wealthy captains of industry like Carnegie, Vanderbilt and DuPont, Florida’s Ameila Island has become known for its first-rate golf resorts. Nonetheless, the island has managed to preserve a good chunk of
its Southern charm and 19th-century history, with Fernandina’s 50 blocks of late-Victorian architecture deemed a historic district by the National Register of Historic Places. Wander the streets at your leisure, join a guided tour or take a horse-and-buggy ride, then grab a picnic lunch and head to the beach. Insider Tip: Civil War-era Fort Clinch never saw battle, so the intact brick building is one of the best-preserved forts of the era. On the first
South Padre Island Thanks to Texas’ typically warm winter temperatures and Gulf waters, beach activities like kite-surfing and jet-skiing are almost never out of the question on South Padre Island. Even the water park at the Schlitterbahn Beach Resort keeps weekend hours! For quieter
pursuits, take a dolphinwatching cruise or head to the South Padre Island Birding & Nature Center for world-class birdwatching. South Padre isn’t lacking for nightlife — there are plenty of restaurants and bars to choose from as the sun begins to set. Insider Tip: South Padre is an extremely popular spring break destination, so plan your visit accordingly if you want to avoid the “Girls Gone Wild” crowd.
Dauphin Island To escape the crowds of other Gulf Coast islands, you’ll find long stretches of uncrowded beaches on Dauphin Island in Alabama. You won’t find much in the way of shopping, nightlife or entertainment, but if you enjoy quiet and wildlife, the island is a great choice. The Dauphin Island Bird Sanctuaries are considered one of the best spots in this corner of the country for bird-watching.
Insider Tip: For great views of the island, visit the red-striped Harbour Town Lighthouse, in the southside enclave of Sea Pines. Photographs and relics line the walls, stitching together the history of the area as you climb the tower’s 114 steps.

On St. John, the smallest and least populated of the three U.S. Virgin Islands, it’s all about the beach. Trunk Bay Beach, bequeathed to the National Park Service by the Rockefeller family in 1956 (Virgin Islands National Park covers nearly two-thirds of the island), is regularly cited as one of the world’s most beautiful beaches, favored for its powdery sand and 225-yard-long, self-guided coral-reef “trail.” For visitors on a budget, there are 126 tents and cottages for rent at Cinnamon Bay campground along the northern coast — a rare find in the Caribbean (rooms from $126, tents from $37). Insider Tip: Shopping on St. John is not in the same luxury or duty-free class as neighboring St. Thomas (which is only a short ferry ride away, should you want to stock up). Almost all Patriots fans will remember Week 5 against the Cleveland Browns as Tom Brady’s “return game.” That’s when Brady was able to play his first game of the 2016 season after serving a four-game suspension over Deflategate (of which Brady has been making the NFL pay for ever since). But it also marked another key moment in the Patriots season: the Chris Hogan coming-out party. Yes, Hogan already had a touchdown under his belt in Week 1, but with Brady back on the field it didn’t take long to see a relationship built — a long-distance relationship, that is. Brady hit Hogan on two long plays in two different second-quarter drives, a 43-yarder that set up a first-and-goal, and a 63-yarder that set up another first-and-goal. Hogan finished the game with a career-high 114 receiving yards, and

it turns out those two catches were a sign of things to come. Three games later he caught one for 53 yards against his former team in Buffalo, and four games after that he reeled in his longest of the season — a 79yard touchdown against the Ravens in the fourth

quarter that turned a three-point game into a 10-point game. Though the 6-foot1, 210-pound Hogan had just 38 receptions for the season, he certainly made them count. yards per catch, tied for the highest average in the NFL with DeSean Jackson. Of those 38 receptions, 23 of them were for first downs and 11 of them were for over 20 yards. One of the very few knocks on Brady is that he struggles with the long ball, but you didn’t see that as much this season.
And on Sunday against the Steelers, the Brady-Hogan connection was stronger than ever. Hogan seemed wide open almost all game, which led to Brady connecting on nine of 12 throws to him for a career-high 180 yards and two touchdowns. One of those touchdowns was a 34-yard fleaflicker that fooled the entire Pittsburgh Steel-
ers secondary, allowing Hogan a clear path to the end zone. In two postseason games with the Patriots, Hogan has 13 receptions for 275 yards. Twelve of those receptions have been first downs and eight of them have been for 20-plus yards. “He’s been incredible,” Brady told reporters of Hogan. “I mean, to lead the league in average yards per catch is spectacular. He’s made big plays for us all season, he made big plays in the biggest game of the year for us.” Hogan, 28, actually played lacrosse — not football — for three seasons at Penn State before graduating and playing one year of football at Monmouth. After going undrafted, Hogan bounced around on a few NFL rosters — the 49ers, Giants, and Dolphins — before he played his first career game, with the Bills in 2012. After a few successful seasons, Bill Belichick plucked him from Buffalo … and now he’s Brady’s biggest deep threat heading into Super Bowl LI. “Yeah, it’s been a long journey,” Hogan told reporters, “but I’ve worked really hard to get to this point and I just couldn’t be happier that I get to be a part of this team, this whole thing.”

Lil Jon is one of many ATL rappers and singers who are also big Falcons fans (yes, there supposedly is such a thing as a big Falcons fan). The Falcons’ sideline was littered with celebs during the NFC title game, with Usher, Ludacris, Jeezy, Bow Wow, Jermaine Dupri and Da Brat (a kick-ass lineup if it was still 2002) all way too close to the field. The Falcons’ love of rapper fans
dates all the way back to the Deion Sanders days when MC Hammer used to share the same sideline coaches box as Jerry Glanville. As Lil Jon eloquently tweeted Sunday night after the Dirty Birds clinched, “ATL HOE!”

BIGLY CHEW As you’ve no doubt heard, Donald Trump and Patriots QB Tom Brady are friends (nothing more, nothing less — according to Brady). Most fans are good at separating sports and politics, and it’s hard to imagine any Pats fan rooting against their team in protest. But if Trump
wanted to score some all-time brownie points in New England (hell, he would TAKE alwaysblue Massachusetts in 2020), he should just write an executive order to remove Roger Goodell from the office of NFL commish. Or he should at least threaten to fire Goodell on Twitter.
BYE, UNCLE BRENT It was announced on Wednesday that playby-play great Brent Musburger will end his sports broadcasting career on Jan. 31 when he’ll call Kentucky vs. Georgia basketball. Yup, Brent’s storied career will end with him calling a relatively meaningless college basketball game in late January. Musberger caught some flak in 2013 for pointing out that the girlfriend of the Alabama’s QB was goodlookin’. But the tipping
point was the Sugar Bowl this year, when “Uncle Brent” said he hoped Oklahoma’s scumbag receiver Joe Mixon got a “second chance” after assaulting a woman in 2014. Musberger’s comments regarding Mixon were stupid, but he didn’t deserve to be pushed out the door because of them.
