President Donald Trump cast his travel ban on people from seven Muslim-majority countries as a key element of national security, hours before a federal appeals court is set to consider his most divisive action since taking office last month. The Ninth U.S. Circuit Court of Appeals in San Francisco is to hear arguments later in the day from Justice Department lawyers and opposing attorneys

A The U.S. Army Corps of Engineers will grant the final easement needed to finish the controversial Dakota Access Pipeline. The line had been delayed for several months after protests from Native American tribes and climate activists. The $3.8 billion line, which is being built by Energy Transfer Partners needed a final permit to tunnel under Lake Oahe, a reservoir that is part of the Missouri River. The

Standing Rock Sioux tribe, whose reservation is adjacent to the line’s route, has said it will fight the decision. The Army Corps had previously stated that it would undertake further environmental review of the project. The 1,170-mile line will bring crude oil from North Dakota’s Bakken shale region to Patoka, Illinois, and from there connect to the Gulf of Mexico, where many U.S. refineries are located. REUTERS

The chairman of the U.S. Financial Services Committee told CNBC on Tuesday that revamping the 2010 Dodd-Frank Wall Street reform law remained a “this-year priority” for President Donald Trump, Vice President Mike Pence and House Speaker Paul Ryan. Republican Rep. Jeb Hensarling said he would soon reintroduce his legislation that gives banks a choice between

complying with Dodd-Frank and holding more capital. While the bill is expected to easily pass the Republican-led House, it will face resistance in the Senate, where Democrats hold enough seats to filibuster. Pence can cast votes to break ties on legislation. REUTERS

The Syrian government executed up to 13,000 prisoners in mass hangings and carried out systematic torture at a military jail near Damascus, rights watchdog Amnesty International said. Amnesty said the executions took place between 2011 and 2015, but were probably still being carried out and amounted to war crimes. It called for a further investigation by the United Nations, which produced

a report last year with similar accusations also based on extensive witness testimonies. Syria’s government and President Bashar al-Assad have rejected similar reports in the past of torture and extrajudicial killings in a civil war that has claimed hundreds of thousands of lives. The Amnesty report said an average of 20 to 50 people were hanged each week at the Sednaya military prison north of Damascus. REUTERS

BYOB is coming to Boston restaurants. Businesses can apply for licenses allowing customers to bring their own alcohol, a move expected to give smaller eateries in some of the city’s less fashionable neighborhoods a competitive edge. “For the first time in our city’s history, restaurants are allowed to take advantage of BYOB,” Mayor Marty Walsh said. “This measure will bring increased economic opportunity to Boston’s neighborhood restaurants and help our city’s economic growth overall.” The permits, which cost $400 a year, will only be available to restau-

rants in Allston-Brighton, Charlestown, Dorchester, East Boston, Hyde Park, Jamaica Plain, Mattapan, Mission Hill, Roslindale, Roxbury, West Roxbury and some parts of South Boston, and only for restaurants with 30 seats or less. Diners will be limited to beer, wine and malt

Boston Licensing Board worked to hammer out the measure. Boston restaurant owners have lobbied for BYOB privileges for several years and the city’s licensing board approved it last month. Restaurants must file an application with the city online, and owners must appear before the licensing board at a hearing before a permit is approved.

Planning a wedding can be overwhelming, but the Boston Public Library will be making the process a lot easier for a few lucky couples. MBTA cutting obstructed bus stops Up to 133 stops could close.

Light gymnastics and dodging traffic are not part of the typical boarding procedure for MBTA commuters, but after a comprehensive review the transit agency identified 133 bus stops where that might be required. A review of roughly 7,600 bus stops throughout the sprawling system identified 209 — or just under 3 percent — where there is no accessible path to board from a sidewalk so that passengers must get on and off the bus in the street. Laura Brelsford, the assistant general manager for systemwide accessibility, said 133 of those stops are “very strong candidates for elimination,” with 99 percent of them serving less than 10 riders per day. to municipalities where the stops are located to determine whether there are reasons to keep them in place, and she said changes wouldn’t be made until this summer. Another 100 stops have yet to be surveyed. “This is a great example of how when we set out to help our customers with differing abilities we help all our customers,” said Transportation Secretary Stephanie Pollack. “Because the truth is these stops are no safer for someone who is physically very able than for someone who isn’t.”

Pollack emphasized that eliminating the stops would not amount to a service cut as riders would be able to switch to another stop within 750 feet of the stop proposed for elimination. Buses serve more customers in total than any individual train line, according to MBTA data. In fiscal 2015, there were roughly 113 million MBTA bus trips, compared to about 88 million on the Red Line — the busiest subway line. Transportation officials were unsure how bus stops wound up with

guardrails shielding access to the buses. “Our riders’ guess is as good as anyone’s,” Brelsford told the News Service. “We know a lot of those bus stops have been in place for decades. My guess is that signs went up first; guardrails went up second and nobody thought to raise the issue.” The survey also showed about half of the bus stops are within 25 feet of a crossing, 8 percent have a shelter and 7 percent have an unsheltered bench. Elijah is, low-key, our favorite character on “Girls.� Played by acclaimed Broadway actor Andrew Rannells (“Book of Mormon,� “Hamilton,� “Falsettos�), Hannah’s gay ex-boyfriend and current roommate/bestie provides much-needed comic relief and a respite from the girls’ drama. The 38-year-old actor, who lives in New York City by way of Omaha, Nebraska, talks with us ahead of “Girls� final season (starting Sunday, Feb. 12), about snorting fake cocaine with Lena Dunham and how his sassy character really believes this show is about him.

So, Elijah got his heart broken at the end of last season. Majorly. We left him in not the best place. He was getting drunk with Loreen [Hannah’s mom, played by actress Becky Ann Baker] on the street. Maybe not his finest moment. I was very proud of that story line, and that Corey Stoll joined us for it, because it was really nice to show that side of Elijah, that he does aspire to have more, to have a relationship. The Elijah-Hannah dynamic manages to avoid the trope of the stock gay-best-friend character. I never felt like I was her sidekick. She always made Elijah feel like he was the star of the show. So, in playing him, I very much felt like I didn’t have to just be the sassy friend. I think in Elijah’s mind, “Girls� is about him. He feels like this is his show. If you were to ask him, he’d be like, “Well, I am the lead of ‘Girls’ and all these girls oper-

ate around me.� And that’s how they wrote it. Every scene he’s in, he’s taking charge and being an a—hole. His narcissism somehow doesn’t bother me as much as it does with other characters, like Jessa or Marnie. I know, people have said that to me. I wonder why, because I find him to be just as unlikable in some ways. But I do feel like I had a very specific role in getting to somehow be the voice of the audience. To tell the [girls] off, or say things about them that the audience was thinking: calling them selfish, saying that Marnie’s the worst — I feel like people responded to that. Any favorite episodes or scenes from your time on the show? My favorite, self-

ishly, was getting to do cocaine off a toilet seat with Lena [Season 2, Episode 3, “Bad Friendâ€?]. That whole experience, Lena and I getting to run around the city and act like idiots, and do fake cocaine. Such a funny script and such a crazy episode. How do you do “fake cocaineâ€?? It was vitamin B powder. I do remember there was a weird placebo effect of lining it up and doing it. And because it was vitamin B, you’d get a little rush from it. We did start to feel high at a certain point. It was silly fun. You might get asked this a lot, but who is Corey Stoll’s character, Dill Harcourt, based on? No one asks me that, actually — I don’t know why. I think he’s a version of a lot of people. For me, I certainly dated people in my mid-20s who were just a little out of reach, but I thought I was ready for it, but I couldn’t quite do it. I feel like a lot of people have that guy in their past. Their Mr. Big. Dill Harcourt was Elijah’s Mr. Big. That would ďŹ t with Elijah’s delusion that he’s the star of “Girls.â€? Yep, he’s Carrie. It’s less that he’s the Hannah. I think he thinks that he’s Carrie Bradshaw. [Laughs]

On his albums, Common is compassionate, thoughtful, gentle. In “John Wick: Chapter 2” he’s a brutal, fearsome killer. The rapper-actor contains multitudes; just witness the two fight scenes he has with Keanu Reeves. The latter returns as the superassassin reluctantly lured out of retirement. This time, John Wick is pursued by most of NYC’s killers for hire, including one played by Common. But making the sequel wasn’t only about pain; Common got to go to Italy, learn a little Italian, as well as shoot in New York, his favorite city in the world — no knock on his hometown of Chicago, his “most enduring and loved city,” he tells us. Your two big fights are intense, especially since they’re the toughest ones you’ve ever done on-

screen before. I’m happy to do it. My first conversation with Chad Stahelski [the director], I said, “I want to be the Muhammad Ali of this. I want to be one of the greats.” I mean, I won’t be the greatest. But when it comes to fighting in films, I want to be high-level. Among other things, this movie offers a great escape from the world, even if you know you have to return to it. I was talking to someone who said, “Some days I want to change the world, and some days I want to escape from the world.” I feel that, too. If “John Wick: Chapter 2” will let me escape, and will be fun and of high quality, that’s what I want to see.

Experts are talking about the importance of unplugging now and then, allowing your brain to rest from the news. Exactly. It’s like anything in life: You don’t want to overload. You can take it in, then you go other places. Some days you need to be outside and enjoy things, and other days you have to go into the office and handle your business. I’m grateful to be a part of “John Wick: Chapter 2,” but I’m also grateful to be a part of “13th.”

Brady!” chants began erupting well before the 11 a.m. start to the near threehour-long celebration through the streets of downtown Boston on Tuesday. A work scaffold with a sign that read “Falcon Construction” had fans — lined eight-10 rows deep by Boston Common — chanting, “Tear it down!” The streets reeked of marijuana. Snow turned to rain, and then the rain disappeared just as confetti began to fall on the heads of Patriots players and fans. “Even though he’s wasn’t on the field much this year, he’s still the man.” The inclement weather did work out to the benefit of some, as many schools canceled classes for the day. “At 5:30 this morning we woke up to our superintendent saying it was a snow day, so I put my Pats gear on, bundled up and came to this for the Patriots,” said Lisa, 25, a teacher from Andover. The parade, which

began at Hynes Convention Center, did not roll past the Tremont Street portion of Boston Common until around 12:20 p.m., but fans were not disappointed when their Super Bowl LI heros finally arrived. “We got here at 9:30 a.m. and waited in the rain for three hours … totally f—ing worth it,” said Jessica, 25, from Methuen. “They worked as hard as we worked to watch them in the parade. So worth it.”

Every head coach or manager in professional sports has an expiration date, it just so happens that the Bruins felt like Tuesday was the time to let Claude Julien go after 10 years in charge (he was the longest-tenured head coach in the NHL, by far). The timing of the move was rough since it came at the exact time that the Patriots were getting ready to celebrate their fifth Super Bowl title with a rolling rally through the streets of Boston. General manager

Don Sweeney claimed in his press conference that he didn’t want to “overshadow (the Patriots) or “mute his decision,� but that is rather doubtful since they had the last few years to dump Julien. So, how did it get this bad for Boston’s all-time winningest head coach who brought them a Stanley Cup in 2011, back to the Finals in 2013 and a Presidents’ Trophy in 2014? The Bruins (26-236) have been in a self-induced fog for much of this campaign, not to mention the last few seasons when a potential playoff spot has usually come down to the last game. The hope is that interim head coach Bruce Cassidy — who was brought on as an assistant last year and used to be the Providence Bruins’ head coach — can spark the

club as they try to secure a playoff bid this spring. “Expectations have not changed,� noted Sweeney. “We expect the players to make a push and get into the playoffs.� In many ways, this was the only real move that Sweeney could make — at least during the season. It’s easy to blame the players, who deserve more than their fair share of the blame for this mess, but the team is hamstrung at the moment with the trade deadline approaching and the belief that they can still make a run. “It’s frustrating in here, because this is avoidable if we would have done our jobs,� admitted left wing Brad Marchand after practice on Tuesday. Defenseman Torey Krug added: “Obviously it’s a wake-up call to all of

the players in here.� He would never say it in public but in many ways, Julien is probably happy to start over somewhere else. There are plenty of holes on the current Bruins’ roster (particularly on the back end, which his is specialty) so now he gets to sit back (with two years left on his contract at $2.5 million per year) and choose his next desti-

nation. Make no mistake, in a market suddenly filled with other solid head coaches like Gerard Gallant and Ken Hitchcock, Julien’s name goes right to the top of the list.
