The White House should investigate whether presidential adviser Kellyanne Conway violated government ethics rules when she made a public endorsement of Ivanka Trump products, and consider disciplinary action, the Office of Government Ethics said in a letter. Conway’s comments last week after retailer Nordstrom announced it was dropping the branded line of Trump’s
daughter Ivanka prompted criticism from Republican and Democratic lawmakers amid concern she may have violated ethics rules. “There is strong reason to believe that Ms. Conway has violated the Standards of Conduct and that disciplinary action is warranted,” the letter read. REUTERS

Secret Service Director Joseph Clancy plans to step down next month, the agency said, two years after he took charge of the agency following high-profile security lapses by the service responsible for protecting the president. “Congratulations Dir Clancy on your retirement! said on Twitter. Clancy will leave on March 4, his departure means that President Donald Trump will be able to select his own security chief. The Secret Service has almost 7,000 employees and is charged with protecting the president and his family as well as combating counterfeiting. Californians who were ordered to evacuate due to a threat from the tallest dam in the United States can now safely return to their homes and businesses may resume operations, a county sheriff said on Tuesday. A previous evacuation order has been reduced to an evacuation warning, Butte County Sheriff Kory Honea told a news conference, after water management officials drained
enough water from the Oroville Dam. The warning means that people can return but should be prepared to evacuate again if necessary, Honea said. Both the primary and backup drainage channels of the dam, known as spillways, were damaged after a buildup of water that resulted from an extraordinarily wet winter in Northern California that followed years of severe drought. A Manhattan jury on Tuesday found Pedro Hernandez guilty in the killing of 6-year-old Etan Patz, bringing to a conclusion one aspect of a fourdecade-long murder mystery. Patz’s body has never been found. The state Supreme Court jury of eight men and four women convicted Hernandez of felony second-degree murder and kidnapping in the 1979 case, but acquitted him of intentional murder. Sentencing is set for Feb. 28 and he faces a maximum sentence of life in prison. “It’s about time,” Stan Patz, Etan’s father, told reporters after the verdict. “I’m really grateful this jury finally came back with what I’ve known for a long time: that this person, Pedro Hernandez, did a really terrible thing.” The Patz case grabbed national attention when he vanished while walk-

Lisa R. Cohen is an Emmy award-winning TV news producer and reporter who followed the Etan Patz case since 1990. Her book “After Etan” chronicled the journey of Stanley and Julie Patz through the enigma of their son’s disappearance. How, after nearly 38 years, was the Etan Patz mystery finally solved? In 2009, on the 30th anniversary, it was really in limbo. The Manhattan district attorney had just retired, and he hadn’t really looked at the case in a long time. The new DA came in, and during the election there was a lot of talk about this case. Stan Patz, Etan’s father, said please look at this, and the DA decided to take a new look at this. That led to a return to one of the men who had been talked to originally, and they dug up his basement with a lot of media attention, and that’s when Pedro Hernandez’s brother-inlaw came forward. It was a whole new chapter. Why did the Etan Patz story grip the nation for four decades? It never had an answer. It had a very beautiful child in the middle, a child that any parent would identify with. The father in this case was a professional photographer and he had hundreds of beautiful photographs of his son, and they were very compelling. His parents are very articulate, we heard them, and we feel like we have grown old with them. It felt like before he went missing we were all innocent and felt safe, and then this hit us, and it raised the specter of a threat and of the sense it

could happen to me and my child. What was your reaction when you heard the verdict? I was relieved. Because I know what all of this has put the family through. I have been reporting this story for 27 years. I became close with Stan Patz, and was there when he came to the conclusion that Pedro Hernandez was indeed the person who killed his son. This really was a vindication for him — finally there is an answer. But I don’t want to say it’s over, because there’s probably going to be an appeal. But it gives everybody a sense that the law has come down on the side of guilty. I don’t use the word closure, because I don’t think that’s possible. Was Jose Ramos, initially charged with the killing, a viable suspect? Yes. He had a long string of child molestations in his history, he talked to people about knowing Etan, he told people that his girlfriend was his babysitter, and he made a lot of statements to other people that he was involved, and this wasn’t some lightly considered
matter. He outright said he had taken that child, he told a former assistant U.S. attorney, a federal prosecutor, that he took a boy on that day. What changes came about in policy and society because of Etan Patz? Lots of different laws were enacted. The day he went missing was made National Missing Children’s Day. At the time he went missing there was nothing in place that would help people communicate with people about missing kids in another part of the country. Not just because of Etan, but in part he influenced the creation of the National Center for Missing & Exploited Children. Also new resources for tracking across states, and databases — the FBI coordinated better resources to tracking down kids. It just created a new culture in which people were more aware of the threats — sometimes too aware, or too afraid of harm coming to their children. It was the bogeyman and it fostered hysteria. Mrs. Patz worked in schools for many years and she would counsel the parents to be more trusting of leaving their children on their own.

STANDING BY Oculus security guard reportedly refused to help women moments before fatal fall A security guard at the World Trade Center Oculus in Lower Manhattan didn’t assist a woman who fell to her death moments later while trying to retrieve her twin sister’s hat, the New York Daily News reported. Jenny Santos, 29, who was on her way to catch a train back to Kearny, New Jersey,
with her sister, approached a guard at the transit hub around 5:30 a.m. on Saturday and asked him to help get her sister’s hat, which had fallen to the edge of the escalator, sources told the paper. The unidentified guard, who is employed by privately run Allied Universal, reportedly told the New Jersey woman he could not leave his post. Santos then tried to reach the hat on her own, but lost
her balance and fell 34 feet onto the hub’s marble floor. She had a blood-alcohol content of 0.167, which is more than twice the legal limit to drive. Officials said she was seen in surveillance footage goofing around and pretending to be a superhero as she was reaching for the hat before she lost her balance. Safety expert Patrick Carrajat, who penned “The History
of the Elevator Industry in America,” told the Daily News Santos’ death could have been prevented if the Port Authority, which manages Oculus, installed an 18-inch-wide handrail on the escalator. The escalators at the hub are currently not in violation of any safety codes, and the extra handrails “are not common,” Carrajat said. “In retrospect, should they have done it? Yes.” NIKKI M. MASCALI

As the longtime owner of the famed Chelsea Hotel, Stanley Bard became a champion of New York’s art scene, playing host to the Beat Generation of the 1950s, the counterculture of the 1960s and the punk rockers of the 1970s. Bard died Tuesday in Boca Raton, Florida. He was 82. The hotel in Manhattan had become a hub of bohemian life when Bard inherited it upon his father’s death in 1957. The list of guests, most of whom were befriended by Bard, includes such figures as Arthur Miller, Dylan Thomas, Bob Dylan, Leonard Cohen, Arthur C. Clarke, Dee Dee Ramone, Madonna, Robert Mapplethorpe. The list goes on and on. “A stay at the Chelsea has long been regarded as a rite of passage for almost everyone who was anyone
in the world of art, music, literature and the theater during the fifty years of Stanley’s brilliant tenure,” Ed Hamilton wrote on a Hotel Chelsea blog. Hamilton, author of the book “Legends of the Chelsea Hotel,” wrote that Bard studied psychology in college and claimed it helped him relate to the artists and oddballs who spent time at the hotel. “Stanley as a genuine New York character, one of the people who make the city the great place it is,” he wrote. Investors in the hotel pressured Bard to financially capitalized on the landmark’s image during his final years as hotelier, but he worked to keep rents affordable for the artists, musicians, actors and writers who lived there, according to Hamilton. The hotel is featured in many songs, films and books. Bard was born in 1934 to Jewish immigrants from Hungary. His father, David Bard, and a pair of investors bought the hotel in 1940. He is survived by his wife Phyllis, two children, David and Michele Bard Grabell and their spouses, and five grandchildren.

The Big Apple’s policies keep the doctor away. CityHealth on Wednesday released its first official ratings of city government policies that affect their residents’ health and New York ranked first among the nation’s 40 largest cities. CityHealth, a nonprofit advisory organization, awarded gold, silver, bronze medals to the cities on the basis of nine categories of health-oriented public policies. New York City earned eight gold medals (one for overall performance, which is two more than Boston, Los Angeles and Washington — the country’s next best for how well the policies keep citizens healthy. The CityHealth initiative, which coincides with the launch of Cityhealth. org, based its designations on scientific research, consultations with experts and legislators and publicopinion polls. The initiative also provides policy recommendations for the
cities that trailed in their rankings and others that weren’t included in the “big 40.” New York earned gold for clean (smoke-free) indoor air, its enforcement of the tobacco 21 law, restaurant grading and monitoring, complete and safe streets, healthy food availability, inclusionary zoning, and quality prekindergarten education. Its less extraordinary performance was in paid sick leave policy, which earned a bronze medal, and alcohol sales control — which did not earn a medal. Boston received medals in every category, and earned six gold: Tobacco 21 enforcement, restaurant grading, healthy food supply, pre-K education and alcohol sales control — and a gold for overall achievement. “We want every person, in every city, to live the healthiest possible life and we’ve identified ways that cities can make significant improvements,” said Ed Hunter, president and CEO of the de Beaumont Foundation, the founder of the CityHealth initiative. “Good health extends into every aspect of our lives — from paid sick days to early education, from safe streets to safe food.”

White House: Trump knew for weeks that aide was misleading over Russia Flynn quit after Trump asked for his resignation, Spicer said. “The issue pure and simple came down to a matter of trust,” Spicer said. President Donald Trump knew for weeks that national security adviser Michael Flynn had misled the White House about his contacts with Russia but did not immediately force him out, an administration spokesman said. Trump was informed in late January that Flynn had not told Vice President Mike Pence the whole truth about conversations he had with Russia’s ambassador to the United States before Trump took office, White House spokesman Sean Spicer said. The departure was another disruption for an
administration already repeatedly distracted by miscues and internal dramas. Rep. Adam Schiff, the top Democrat on the House of Representatives Intelligence Committee, said Trump only moved against Flynn because of media attention to the issue, and not because of concern at any wrongdoing by the former lieutenant general. “The reason they lost faith or trust in General Flynn only last night when they knew for weeks that he had been lying was that it became public,” Schiff told MSNBC. A timeline of events outlined by Spicer and a U.S. official showed that Trump had known for weeks about Flynn misleading the vice president. Trump, a former reality TV star whose catchphrase was “You’re fired!” has often boasted of his eagerness to get rid of

The Justice Department warned the White House in late January that Flynn had misled Pence by denying to him that he had discussed U.S. sanctions on Russia with Ambassador Sergei Kislyak, a potentially illegal act, a
U.S. official said. Flynn did talk about sanctions with the diplomat, whose calls were recorded by U.S. intelligence officials, the official said. But Pence went on television in mid-January and denied that Flynn had discussed sanctions. rather an issue over the president’s trust in his adviser. US official: Russian jets in ‘unsafe’ encounters with Navy destroyer Multiple Russian military aircraft came close to a U.S. Navy destroyer in the Black Sea on Feb. 10, incidents considered “unsafe and unprofessional,� a U.S. official said on Tuesday. There were three separate incidents involving Russian aircraft and the USS Porter, Capt. Danny Hernandez, a spokesman for U.S. European Command, said. One involved two Russian Su-24 jets, another a separate Su-24 and the third involved a larger IL-38. “USS Porter queried all aircraft and received no response,� Hernandez said. “Such incidents are concerning because they can result in accident or miscalculation,� he added.

The incidents involving the Su-24 were considered to be unsafe and unprofessional by the commanding officer of the Porter because of their high speed and low altitude, while the IL-38 flew at an unusually low altitude, Hernandez said. Another U.S. official, speaking on condition of anonymity, said the closest incident that day involved the lone Su-24, which came within 200

FAA investigating plane incident reported to involve Harrison Ford NBC News reported that actor Harrison Ford was piloting the private plane, an Aviat Husky, that was involved in an incident at John Wayne Airport on Monday afternoon. The U.S. Federal Aviation Administration said on Tuesday it is investigating an incident involving a single-engine private plane that flew over an American Airlines Boeing 737 jet in Santa Ana, California. FAA spokesman Ian Gregor said the plane was cleared to land at runway 20L and the pilot correctly read back the clearance. “The pilot then landed on a taxi-

American Airlines flight 1546 to Dallas had 110 passengers and a six-person crew and was waiting for the private plane to land before taking off, a person familiar with the matter said. A representative for Ford declined to comment. In 2015, Ford told investigators he did not recall the moments before he crashed his vintage plane onto a Los Angeles-area golf course, suffering serious injuries and badly damaging the aircraft. The star of “Star Wars” and “Raiders of the Lost Ark” was the sole occupant of the 1942 single-engine Ryan Aeronautical ST-3KR when it went down on a golf course near the Santa Monica Municipal Airport in March 2015. It was 2008 when Cara Brookins took her four children (ages 2, 7,11 and 15) and left her abusive husband. The family of five moved into a tiny house outside of Little Rock, Arkansas, while in search of a better life. Unable to find a property to suit them, the mother of four figured out that if she sold a small property she owned, they’d have enough money to buy an acre of land and supplies to build a dream house. Brookins turned to YouTube videos, and without any construction experience managed to build a two-story, five-bedroom house. We chat with Brookins to find out how it went down. What led you to build a house on your own? I drove past a house that had been broken by a tornado so I could see inside the walls. It all looked so simple and I thought, “I bet if I really set my mind to it, I could put that back together.” From there the idea grew into starting all the way over and building my own new house. I mentioned it to my kids and they were all-in right from the start. We needed a safe place to live, and I was determined to do something big. So building a house
felt like the most natural solution in the world. Did you find YouTube to be a helpful resource? YouTube was a lot different in 2008. The videos were lower quality and not as organized. We used multiple videos for each project to learn multiple ways to do each thing, like frame a window or run a sewer line. And we tried to understand why each thing was done a certain way rather than just how to do it. Because we were watching at home on a computer

— no smartphones! — and would have to remember everything to make it work the next day on the job site. What was the hardest part of building the house? The foundation was the most difficult for a couple of reasons. First because it was right at the beginning when we were still really weak. Building the muscles we’d need to build the
house by hauling huge concrete blocks around in cold January wind was a slow and painful process. Second, we realized at that early stage how emotionally difficult it was going to be to build a house. We were so far in over our heads. And it was going to take nine months of 20 hour days under intense focus to get it all done. How much time did it take? I took out a construction loan to build the house and the terms were nine months. So I had to pass all of my city and bank inspections for my certificate of occupancy in this time. I was working full time as a computer programmer/systems analyst and my kids were in school. So we put in 20 hour days to get everything done. How does it feel to live in a house you’ve built on your own? Every single day there’s a flash of memory as I walk under a doorframe that we had trouble installing, or I remember climbing around in the rafters or down in the mud. After being afraid and feeling like I had no control of my life for so many years, being wrapped in walls we built with our own hands is an incredible feeling. There is nothing more empowering that building something so much bigger than ourselves.

PEACEMAKERS So NBA Commissioner Adam Silver and Michael Jordan spoke with Knicks owner James Dolan and Charles Oakley this week to help end Dolan and Oakley’s public dispute that boiled over last week at Madison Square Garden. The meeting worked, to a point. Dolan lifted his ridiculous ban on Oakley not being allowed at MSG, but Oakley is clearly still peeved. “It’s not about being at the Garden,” Oakley told ESPN’s Jeff Goodman. “It’s about the fans. I want them to apologize to the fans. I told the commissioner I want them to apologize to the fans.” Jordan was a part
of the meeting because he’s friends with Oakley. In fact, he’s really the only real “Oak whisperer” on the planet. Oakley told ESPN that he “respects Jordan to the fullest” but that he’s also his “own man.” Damn, Oak is the best. As for Jordan, you’ve got to wonder how much cash Silver had to give “His Airness” to, in essence, be a glorified elementary school guidance counselor in this meeting. No way MJ did that for free.
