President Donald Trump is set to sign an order to greatly reduce the role climate change plays in decision making across the U.S. government, Bloomberg reported, citing a person familiar with the administration’s plan. The order, which could be signed this week, aims to reverse former Democratic President Barack Obama’s broad approach for addressing climate change, the report said. The directive will urge
the U.S. Environmental Protection Agency to undo the Clean Power Plan, the Bloomberg report said. The Clean Power Plan is Obama’s centerpiece initiative to combat climate change, requiring states to slash emissions of carbon dioxide, but it was never implemented due to legal challenges launched by several Republican states. Senators grilled the Navy and the Marine Corps’ top leaders amid a growing scandal involving a private Facebook group and its surreptitious distribution of explicit images of women in the armed forces — often with obscene, misogynist commentary. The Facebook group, called “Marines United,” is reported to have nearly 30,000 followers, including active-duty U.S. Marines, Marine Corps vet-
erans and British Royal Marines. “If we can’t crack Facebook, how are we supposed to be able to confront Russian aggression and cyberhacking throughout our military?” Democratic Sen. Kirsten Gillibrand asked during a Senate Armed Services Committee Hearing. Space Exploration Technologies, or SpaceX, on Tuesday delayed the launch of a rocket set to carry a commercial communications satellite into orbit, because of high winds at its Florida launch site. Wind gusts of up to 25 mph at NASA’s Kennedy Space Center in Florida forced SpaceX to scrub the launch of the Falcon 9 rocket that was to have put into orbit EchoStar XXIII, a commercial
communications satellite for EchoStar Corporation, the privately owned company said on social network Twitter. “Standing down due to high winds; working toward next available launch opportunity,” the company messaged moments after the launch window opened. REUTERS

French presidential candidate Francois Fillon was put under formal investigation by magistrates on suspicion of embezzling state funds — a move that may ruin the right-winger’s hopes of winning power in May. Fillon’s campaign has been dogged by allegations he lavishly paid his British wife Penelope and two of his children hundreds of thousands of euros of public money for assistance, but he has
refused to pull out of the presidential race. The former prime minister had been due to meet investigators on Wednesday but, in a surprise move, the meeting was brought forward by 24 hours. The 63-year-old conservative candidate was put under formal investigation on suspicion of diverting public funds, complicity in misappropriating funds, receiving the funds and not declaring assets fully, a judicial source said. Stella blasts Boston with powerful winds and foot of snow The mayor announced that public schools will remain closed today. ERIN TIERNAN @MetroNewYork

Tuesday’s blizzard dumped almost a foot of snow on Boston, but it was the strong winds and freezing rain that proved far more ferocious. Despite getting fewer inches than expected, Mayor Marty Walsh said Winter Storm Stella still delivered as far as wind and ice were concerned. “We’re not getting the accumulation we thought we were going to have, but conditions are as if we were getting 20 inches of snow,” Walsh said during an afternoon news conference. “I’m looking out the
window right now and it’s still coming down sideways.” The National Weather Service reported wind gusts of up to 54 mph in Boston, and into the 70s in other parts of Massachusetts. In Wellfleet, gusts were reported at 79 mph, which is hurricane force, the NWS said. Stella blew through much of the Northeast on Tuesday, dumping more than 2 feet of snow in places, cutting power to thousands and forcing the cancellation of more than 6,000 flights at airports. As snow turned to sleet and freezing rain Tuesday evening, Walsh announced Boston Public Schools would remain closed for a second day today. “I don’t want kids and young children walking
around on icy streets that might not be shoveled, Kids are kids and I don’t want them to put themselves into harm’s way,” Walsh said. All standalone Boston Centers for Youth and Families will be open as a resource for children of parents who still have to go to work. Freezing temperatures are expected to return by week’s end, with more snow a possibility on Sunday. Walsh said the major focus Wednesday and in the days ahead would be to get roads cleared down to the pavement. “So if we do get another storm, it won’t be like it was a couple years ago,” he said. a tractor trailer skidded and jackknifed on the Zakim Bridge around noon. It was caught on the bridge surveillance camera. No one was injured. More than 400 planes were grounded at Logan Airport throughout the day Tuesday as winds in excess of 50 mph howled through Boston, but trains and buses were up and running. As the MBTA took on
its second test since investing more than $100 million in winter weather preparedness, passengers experienced few weatherrelated delays, officials said. Power outages delayed Orange line riders for about an hour and a downed tree near Quincy station slowed Red line riders. “The T had a good day,” spokesman Joe Pesaturo said.

Lawmakers, pot activists at odds over work of new marijuana committee Pro-pot groups say legislation hampering legalization Marijuana activists are responding to what they call a “false narrative” that the new marijuana legalization law requires legislative fixes. Activists are urging the new marijuana committee to focus instead on issues not addressed in the ballot law. “The new law requires no legislative fixes,” said Jim Borghesani, who acted as communications director for the successful Yes on 4 campaign. “It is a carefully written and researched measure that creates a regulatory body and gives that body full authority to write all rules regarding product safety, packaging, labeling, applications and permitting, security, signage, and all other aspects of
the new industry.” Lawmakers over the years have largely avoided altering ballot laws, but they seem eager to change the marijuana law. That’s likely to trigger constant debate over whether their recommendations go too far. The Cannabis Control Commission, the regulatory body established to oversee the legal marijuana industry, has not yet been appointed and the deadline for Treasurer Deborah Goldberg to select its members was extended six months by the legislature. Borghesani this week urged the legislature to fund the CCC immediately so commissioners “can begin their crucial work of writing the regulations that will govern the industry.” Gov. Charlie Baker this week defended the process they have set out for implementation of legal

marijuana, pledging that any legislative tweaks will not prevent adults from legally buying marijuana. “We will abide by the will of the voters and there will be the legal sale of marijuana in the state. Having said that, I think we do have some work to do relative to
regulation, relative to taxation and the like,” said House Speaker Robert DeLeo, an opponent of the legalization question. Senate President Stanley Rosenberg likened the process to the one the legislature followed when it implemented its 2011 expanded gaming law and pointed out that
the marijuana law voters OK’ed was written almost two years ago. “You need to set the foundation as best you can from the very beginning. Changing rules as this thing evolves will make it only more difficult and more complicated,” said Rosenberg, who supported the ballot
question. “It is not our intention to undermine the will of the voters,” he added. “It is our intention to get it right and so we leave it to the good judgment of the committee to come up with recommendations on things that may not be in the ballot question at all that should have been addressed as well as fine tuning some items that are in there, again, without undermining the fundamental intent of the question.” Baker said the legislature’s decision to delay implementation of the retail marijuana market until July 2018 was “a good one” and backed the approach the Marijuana Policy Committee has staked out, citing conversations he’s had with officials in states that legalized marijuana before Massachusetts. Even though it’s 2017, the franchise is proving that it has no idea how to deal with race. And Rachel Lindsay, who is making major waves as the first black Bachelorette, is already dealing with some racially charged skullduggery. When “The Bachelorette” introduced a handful of the contestants who
would be vying for Lindsay’s heart, things took an awkward, supremely ignorant turn. Some future contestant/random dude named Dean had this to say upon meeting his maybe future wife: “I’m ready to go black, and I’m never going back.” Ex-squeeze me? Jackson liked it, too. Except for one thing. According to Vulture, the film prompted Jackson to stumble into the Hot 97 radio station and wonder aloud what “Get Out” would have been like “with an American brother who really feels that.” The film stars Daniel Kaluuya, a black British actor with Ugandan parents who probably
has never experienced racism or racial tension or a series of racially charged microaggressions or anything. Now, Kaluuya, 27, is talking to GQ and airing his own frustrations. “Big up to Samuel L. Jackson … here’s the thing about that critique though … I’ve had to wrestle with people going, ‘You’re too black.’ Then I come to America and they say, ‘You’re not black enough.’” He continued, “I resent that I have to prove that I’m black.”

Jim Broadbent’s memories of winning an Oscar are a little fuzzy. It was 2002, and the acclaimed English actor won Best Supporting Actor for “Iris,� in which he played the older version of writer John Bayley opposite Judi Dench, as novelist Iris Murdoch. Then again, who needs a memory? After all, there’s video of it, right there on YouTube. “I’ve never watched that,� Broadbent says, chuckling. “I think I’d probably be embarrassed to see it again. Quite a lot of that has to do with how

nervous chuckles. W h e n you get him going, though, he can be philosophical and insightful, and very honest about

life and about himself. You get the sense that he takes a diversity of roles to explore how everyone else lives. So it goes with “The Sense of an Ending,� a too-rare film with Broadbent at the center. He plays Tony Webster, a retired divorcee who flashes back to his youth when he learns about the passing of an old acquaintance. He starts to reflect on a life of regrets, of failures, some of them romantic, all while chatting with (and s o m e t i m e s bothering) his ex-wife (Harriet Walker) and an old flame (Charlotte Rampling). Based on the novel by Julian Barnes,
it deals a hero who hasn’t gained much confidence with age. “He’s actually not really grown-up,� Broadbent says. “A lot of us older people who like to think we’re mature and grown-up and know what we’re about, I think we’re still anxious and vulnerable and as arrogant and flawed as when we were 20. We just get better at disguising it, really. We become better at editing our life and behaving, supposedly, properly. But we’re still as complicated as we were when we were students, in many ways.� That’s a feeling some of us suspect is true even as early as in our 30s. “I’m constantly astonished that I’m 67 years old and approaching 70. I think I’m just starting to think maybe somewhere down the line I’ll get the hang of things. You never feel you’ve gotten there, that you’ve achieved any sort of wisdom.� “Sorry to lay that on you,� he adds, chuckling again.

The two become an item, even as problems arise. Does being a couple oďŹ&#x20AC;-screen make playing an intense couple on screen easier or harder? Tatiana Maslany: Because we know each other really well we have a shorthand and immense love and support. What was it like playing a character with bipolar disorder? What steps did you take to
avoid cliches? Maslany: Joey [Klein, the filmmaker] did an amazing amount of research drawing from life experience as well as clinical studies. He wanted to make sure we were telling it honestly. We didnâ&#x20AC;&#x2122;t want Emilyâ&#x20AC;&#x2122;s illness to be a romantic thing. Itâ&#x20AC;&#x2122;s who she is, and itâ&#x20AC;&#x2122;s something she deals with every day in different forms. And you donâ&#x20AC;&#x2122;t want to demonize it. It was about making sure we got it right clinically and then allowing for the impulses on the day. What are some favorite
performances or ďŹ lms you looked to for inspiration? Tom Cullen: Iâ&#x20AC;&#x2122;m inspired by actors who surprise me and try to scare themselves in their work. People like Marlon Brando. Maslany: Joey cited â&#x20AC;&#x153;A Woman Under the Influenceâ&#x20AC;? as a big inspiration. He showed it to us and itâ&#x20AC;&#x2122;s amazing. I kept going back to it when I felt stuck. The work is so free and complicated and bizarre. You both act on television. What are some of the diďŹ&#x20AC;erences going from television to ďŹ lm?
Maslany: Itâ&#x20AC;&#x2122;s dependent on the project. For this one we had a lot of freedom. There wasnâ&#x20AC;&#x2122;t a separation between us and the crew; it was a very communal experience. I donâ&#x20AC;&#x2122;t know that you always get that on television. Cullen: Televisionâ&#x20AC;&#x2122;s restrictive because youâ&#x20AC;&#x2122;re often playing in the style of the show. Youâ&#x20AC;&#x2122;re in service to so many other things, and making something that appeals to a bigger demographic. With film, you have a lot more space and freedom to make something personal.

Skipping ice cream and hitting the gym may not be most people’s idea of fun, but few would argue the merits of having sex — an activity that’s pleasurable and good for you. But as with most enjoyable pastimes, life and all of its stressors often get in the way. So, it may not surprise you that according to a study published in the journal Archives of Sexual Behavior, Americans’ sex lives have been drastically declining in recent years. If this statement applies to you, break the cycle! We spoke with three sexperts to get their tips on what you can do … to do it more often.
Love yourself naked Project Soulmate matchmakers Jennifer Zucher and Lori Zaslow say it’s important to feel confi-
dent and not be afraid to make the first move. “If you love yourself and feel sexy then you will be more confident in the bedroom, which will turn your partner on,” says Zucher. “So be comfortable in your own skin and wear lingerie that makes you feel sexy.”
Ditch the bed “It’s important to mix up where you’re having sex to keep things interesting and keep your partner on their toes. Try the kitchen table, bathroom and balcony — be creative!” says Zucher. You can also try role playing. Ask your partner their fantasies and make them into a reality — and don’t just act out the part, dress for it, too, she says.

Pick these 5 NCAA Tournament upsets on your March Madness bracket

Every year, millions of college basketball fans pick their brackets, act timidly when choosing a 14, 13 or 12 seed to advance, and then kick themselves when they watch it happen (or half watch it happen while pretending to work on the best Thursday and Friday in all of sports). This year there is the potential for upset specials up and down the four regions, and below we’ll break down the five most likely. Pick them if you dare.

No. 12 UNC Wilmington over No. 5 Virginia
When big upsets occur, they almost always startle a big conference juggernaut that didn’t
see it coming. In No. 5 Virginia’s case, the writing is on the wall. UNCW has a prolific offense while the Cavaliers rely on a stout defense. But Virginia is young and their defense can falter, as it did toward the end of the season. The 22-10 Cavs lost six of eight, then won four in a row, but then fell to Notre Dame by 15 points in the ACC Tournament. The Irish play very similarly to the Seahawks. Ranking 27th in RPI, 29-5 UNCW is better than a 12, and could do some real damage.
No. 14 Florida Gulf Coast over No. 3 Florida State One of the most exciting upsets in college hoops history was when No. 15 Florida Gulf Coast, in one of its first seasons ever as a Division I team, shocked No. 2 Georgetown in 2013. The program has since become a powerhouse in the Atlantic Sun and have won 19 of their last 21 games heading into the tournament. They won the regular season and tournament crown and have their eyes set on upsetting in-state rivals the Seminoles. FGCU (267) scores nearly all of its points inside the arc and shoots over 57 percent on 2-pointers. Florida State (25-8) faltered in its
conference tournament, dropping in the ACC finals to Notre Dame. This could be Cinderella part two if Florida Gulf Coast converts a high volume of high-percentage shots.
No. 12 Middle Tennessee over No. 5 Minnesota The Gophers showed some big weaknesses in the Big 10 Tournament as they were picked apart by eventual champions Michigan. They barely average six more points than their opponents and have been OK, not great, against ranked teams. Only four times since 1985 has at least one No. 12 seed failed to defeat a five-seed in a single tournament and Middle Tennessee, ranked with the 35th best RPI in the nation could be the best bet for one of these such upsets. MTSU went 30-4 this season and beat Vanderbilt by 23 points. According to fivethirthyeight.com they have a 48 percent chance of winning, among the best for any underdog.
No. 11 Xavier over No. 6 Maryland These two teams are incredibly evenly matched, as Xavier sports an RPI rank of 36 while Maryland is 34th.
The Musketeers are big and can rebound as good as any team in the nation. Despite going just 9-9 in the Big East, they played a difficult schedule and have a favorable matchup in the first round. Maryland relies on guard play, particularly that of leading scorer Melo Tremble. Battling in the below-average Big 10, Maryland has lost six of its last 10 games, a trend it will fight hard to buck when things tip off Thursday.
No. 11 Rhode Island over No. 6 Creighton The A-10 has historically had a good track record in the first round of the NCAA Tournament, and the Rhodies appear best suited to be the conferences representative in the Round of 32. No. 11 seeds in the tourney are just 13-15 since 2010. Both Creighton and Rhode Island (24-9) made deep conference tournament runs and are playing some of their best ball. Each has RPI and BPI numbers inside the top 35, with Rhode Island boasting a 3-1 record against AP top 25 squads. They are also 10-2 in their last 12, in comparison to the Blue Jays (25-9) who are 6-6 in that span.
