A defiant President Donald Trump has pledged to appeal to the U.S. Supreme Court if necessary to fight for his revised travel ban, parts of which were halted by two different federal judges in recent days. The legal path forward will be challenging, though, as lawsuits work their way through federal courts on opposite sides of the country, in Hawaii and Maryland, as well as in Washington state, where a

judge may rule soon on another challenge to the new ban. The Justice Department’s first step would likely be filing an appeal in either or both of the cases, an action likely to come within days. Justice Department spokeswoman Sarah Isgur Flores declined to comment on the administration’s intentions. REUTERS

A U.S. judge gave the final approval to a settlement agreement in a class-action lawsuit against Lyft, ending a legal case that challenged the independent contractor status of the company’s drivers. U.S. District Judge Vince Chhabria in San Francisco gave his approval to the $27 million settlement, after granting preliminary approval in June. The judge had previously rejected a

$12.25 million settlement offer because it “short-changed” drivers. Lyft drivers in California had sued the company, arguing they should be classified as employees and therefore be entitled to reimbursement for expenses, including gasoline and vehicle maintenance. Drivers pay those costs themselves. In his order, Chhabria cautioned that “The agreement is not perfect.” REUTERS

German Chancellor Angela Merkel told a newspaper she was looking forward to meeting President Donald Trump in Washington on Friday. “It’s always better to talk with each other than about each other,” Merkel told regional newspaper Saarbruecker Zeitung. Asked if both sides were curious, Merkel said: “There’s definitely curiosity. And also pleasure at meeting each

other. At least from my side.” Merkel said she wanted to speak with Trump, who was elected in November, about security and economic issues as well as about future international cooperation. REUTERS

Alphabet Inc.’s YouTube is doubling down on the lucrative business of competitive gaming, where players square off on virtual games for big prize money in tournaments. The video site made its biggest investment in the business to date, signing a multiyear deal with e-sports platform FACEIT to stream its competitive gaming league, the Esports Championship Series. E-sports has been

touted as one of the next big things in live events, drawing millions of spectators online. Traditional media companies and big videogame publishers are all clamoring for a bigger part of the stakes. FACEIT, one of the largest e-sports platforms in the world, teamed up with Amazon.com Inc’s Twitch last year to launch ECS. The gaming website had streamed the league’s first two seasons last year. Meals on Wheels could suffer drastic cuts under Trump’s budget plan The organization, which delivers meals to more than two million homebound seniors, is in danger of losing funding. SAM NEWHOUSE @scnewhouse

Feeding elderly, mostly homebound Americans wouldn’t appear to be a very controversial program. But on Thursday, Meals on Wheels found itself caught in the crosshairs of President Donald Trump’s proposed federal budget. The president’s plan would boost military and homeland security while taking a hatchet to domestic spending. Areas that would suffer deep cuts include the environment, the arts, science and anti-poverty programs. Case in point: Meals on Wheels, the nationwide charity that delivers more than 200 million meals a year to 2.4 mil-

lion elderly and infirm Americans. It could be sharply curtailed if Trump’s proposed elimination of the $3 billion Community Development Block Grants fund takes effect. The funding comes out

of the Department of Housing and Urban Development. Meals on Wheels of America president and CEO Ellie Hollander said while the organization could not know the exact impact the cuts

would have, any decrease “would be a devastating blow to our ability to provide much-needed care for millions of vulnerable seniors in America.” Hollander said the work the organization does saves billions of dollars

in reduced health care expenses. The organization claims its services decrease the rate of falls, which would cost the nation $34 billion a year. In a news conference on Thursday, Office of Management and Budget Director Mick Mulvaney told reporters that the Community Development Block Grant Program, was “just not showing results” and its programs “don’t work.” Multiple types of Meals on Wheels programs exist around the country, not all of which rely exclusively on federal funding. Citymeals on Wheels in New York City delivers more than two million meals a year to more than 18,000 of New York’s homebound and elderly, funded by donations and a public/ private partnership with the city Department for the Aging. Meals on Wheels of America said every federal dollar it receives is matched by about $3 from other sources. But cuts in funding over-

all have reduced the number of meals the organization provides by 23 million since 2005. In Philadelphia, numerous Meals on Wheels programs provide people with food around the region. The Philadelphia Corporation for the Aging (PCA) alone feeds about 6,000 people. PCA gets 85 percent of its funding from Pennsylvania, and 15 percent from federal funding, or roughly 50 cents per meal, said president and CEO Holly Lange. Even if the proposed cuts go through, Lange said she will fight to maintain the program. “I would never cut meals,” Lange said. “My board cannot allow an older person to go hungry. I would find something else to cut.” “Philadelphia has a big poverty problem and a big food insecurity program,” she continued. “We are the largest provider of meals in the city except the school district, so any cuts to that program would be devastating.”

Trump’s budget cuts draw Republican scorn President Donald Trump’s first budget outline, calling for a security-heavy realignment of federal spending, drew resistance on Thursday from his fellow Republicans in Congress as many balked at proposed deep cuts to diplomatic and foreign aid programs. Conservatives have plenty to like in the White House plan, with its 10 percent increase in military spending

next year and beefedup funding to help deport more illegal immigrants and build a wall on the border with Mexico. It also takes steps to downsize government, a central goal of conservatives. But the gaze into Trump’s priorities for the next four years proved too savage for many Republicans’ taste, foreshadowing an intense battle between

Congress and the White House over spending in coming months. Although Republicans control both the Senate and House of Representatives, Congress holds the federal purse strings and seldom approves presidents’ budget plans. The administration asked Congress for a 28 percent, or $10.9 billion, cut in State Department funding and other international

programs to help pay for a 10 percent, $54 billion hike in military spending next year. “These increases in defense come at the expense of national security,” said Republican Sen. Lindsey Graham, who has not hesitated to take on Trump. Republican Sen. Marco Rubio, who like Graham ran unsuccessfully for president in 2016, leveled similar sentiments, as did some

Temple University hastily reversed course on declaring that Philadelphia’s soda tax would force it to raise the price of its student meal plan after receiving a scolding from City Hall. “The city and Mayor Kenney have appropriately raised valid concerns about the accuracy of the numbers related to the impact of the soda tax on Temple students,” university spokesman Ray Betzner said in a statement. “The university will review the calculation and impact of the soda tax before enacting the meal plan fee for the coming year.” Mayor Jim Kenney’s spokeswoman Lauren Hitt praised the change of course, saying the mayor commended Temple for “deciding not bend to pressure from the soda industry and acting in the best interests of their students and all the children of Philadelphia.” Temple’s board had announced earlier this week that the total cost of Philly’s 1.5-cent-perounce sweetened drinks tax would add $400,000 to expenses to its room and board plan. It said the tax would result in a 4.8 percent cost-hike for students on the plan, the Inquirer

reported. But the mayor’s office strongly disagreed. At the time, Hitt accused the school of using the soda tax as a “scapegoat.” She pointed to Temple’s finances and plans as proof of her claims. “Temple’s own administration staff has grown by 40 percent in recent years; they are planning to build a multimilliondollar stadium; their new 24-story dorm includes flat-screen TVs; and, sure enough, they have a history of raising their mealplan fees to cover those costs — by 2.5 percent in 2015 and 4.3 percent in 2014,” she said. In announcing the change of course a day after Hitt’s rebuke, Temple stressed that it supports the soda tax, which Kenney has championed as a funding mechanism for universal pre-K and Philly Rebuild. “We want to make it clear that the university enthusiastically supports the mayor’s program to expand quality pre-K opportunities for children in Philadelphia,” Temple said. “This critically important program is already providing benefits to approximately 1,800 children from every neighborhood, and its objective is directly in line with Temple’s mission to make a quality education accessible to every child.” But Temple stood by its assertion that the soda tax will add an estimated $68 per student to the cost of providing a student meal plan, whether or not students drink soda and other sweetened drinks.

Theresa Pozzi died on Christmas Eve in 2014, the victim of a hit-andrun driver. Her family never expected to find justice. But nearly two years later, authorities arrested a 43-year-old man, who eventually pleaded guilty to homicide by vehicle. On Feb. 28 the man, Christopher Cook, was sentenced to 1½ to three years in prison, plus sev-

Pozzi’s family said they had accepted the sentence, granted in exchange for a negotiated guilty plea. “My mother figured that if any of the 12 people on the jury didn’t believe it, he would walk free that day,� said Theresa’s sister, Marie Pozzi. “My mother could not see that. No amount of time would ever bring her back.� With time served, Cook, 44, could be released in a year. His record includes previous guilty pleas to assault in 2004 and drunk driving in 2003 and 2005, according to court records. White House says President Trump stands by claim Obama wiretapped him The top Republican in Congress, House of Representatives Speaker Paul Ryan, on Thursday added his voice to those saying there was no sign of a wiretap. President Donald Trump stands by his accusation that the Obama administration tapped his phones during the 2016 presidential campaign, the White House said on Thursday, despite three senior lawmakers rejecting Trump’s claim. The Republican and Democratic leaders of the Senate Intelligence Committee said in a statement they saw “no indications” of surveillance at Trump Tower in New York as the president claimed in Twitter posts on March 4. “Based on the informa-

tion available to us, we see no indications that Trump Tower was the subject of surveillance by any element of the United States government either before or after Election Day 2016,” Republican Chairman Richard Burr and Senator Mark Warner, the committee’s Democratic vice chairman, said in a statement. White House spokesman Sean Spicer forcefully defended Trump’s assertion during a briefing, citing media reports that have discussed intelligence collection on possible contacts between Trump associates and Russia in the campaign. “There is no question that there were surveillance techniques used throughout this,” Spicer said. When Barack Obama was in office, they voted dozens of times to do it even with the knowledge he’d never let them complete the task. Yet now, with the Oval Office, the Senate, and the House of Representatives firmly in their hands the task suddenly seems — if not impossible — at least a lot more difficult than the GOPers once imagined. This is not because of Democratic opposition. Let’s be honest, the last election reduced the Dems to paper tigers — all spits and hissing, but no bite. No, the problem is Republicans are pushing back like a bunch of pensioners at a buffet line. Moderate Repubs are quaking over the Congressional Budget Office report which shows their “repeal and re-

place” plan could leave 24 million uninsured by 2026. Considering how many older (read: sicker) voters wave the GOP flag, that could be risky. Those folks may rail against government handouts, but when it comes time to pay for expensive meds, many would like Uncle Sam to pitch in a few bucks, and they can be hell on any legislator who gets

in the way. Hard right wingers, on the other hand, are worried the new proposal is far too generous. They’re calling it nasty names like “Obamacare lite,” “Ryancare” (after Speaker of the House, Paul Ryan,) and “Claire Danes.” (No, not really. But as actresses go, she’s pretty polarizing, so you never know …) And then there are Repubs in the middle who want to support party unity, take a whack at the Obama legacy, and appear thoughtful and compassionate all at once. They’re pretty much screwed. Indeed, their whole gang is rapidly getting into trouble with this issue. Because what it will take to get any one faction on board, will almost certainly push the others farther out to sea. And if they can’t find a way to unite, almost unbelievably — they could end up letting Obamacare, the program they hate like no other, sail right on.

Al Qaeda operative guilty in deaths of US servicemen, bomb plot A Saudi Arabia-born man was convicted on Thursday of participating in a 2003 attack in Afghanistan that killed two U.S. servicemen and plotting to bomb a U.S. embassy in West Africa, federal prosecutors in Brooklyn said. A jury found Ibrahim Suleiman Adnan Adam Harun, known by the nom de guerre Spin Ghul, guilty of all counts after only two hours of deliberations. He faces life in prison at his sentencing. Harun was not present in court for the trial. Since his extradition from Italy in October 2012, he has insisted he is a “warrior” who should face a military tribunal rather than criminal proceedings. Prosecutors used Harun’s own words against him during the trial, playing recordings taken in Italy after his capture in which he described how he dreamed of joining “jihad” as a young boy. “The defendant embraced terrorism at a young age and made it his life’s work,” Assistant U.S. Attorney Matt Jacobs said in his opening statement. Harun, who claims Niger citizenship, traveled to Afghanistan to join al Qaeda weeks before the attacks of Sept. 11, 2001, on U.S. soil, prosecutors said. After receiving extensive arms training,

Car industry players diverge on timescale for self-driving cars Carmakers and suppliers gave widely differing timelines for the introduction of self-driving vehicles on Thursday, showing the uncertainties surrounding the technology as well as a split between cautious established players and bullish new entrants. Chipmaker Nvidia, facing direct competition with the world’s top chipmaker after Intel’s $15 billion deal to buy autonomous driving technology firm Mobileye this week, gave the most optimistic predictions. Call it a cliche, but Disney movies have a certain magic about them. How else do you explain classically trained British actress Gugu Mbatha-Raw giggling delightedly when discussing being transformed into the feather duster Plumette for the new live-action remake of “Beauty and the Beast�? It’s a departure for the actress, who’s made her name in tougher fare like the abolitionist period film “Belle,� Matthew McConaughey’s Confederate rebellion drama “Free State of Jones� and the upcoming “Miss Sloane� with

Jessica Chastain about the seedy world of lobbyists. While it’s no issue film, the animated “Beauty and the Beast� was revolutionary in its own ways back in 1991. It’s perhaps the only Disney movie where the heroine (Emma Watson) rescues the prince (Dan Stevens). And despite being household objects, the supporting cast are hardly mere Plumette and window Lumiere dressing — as the dovelike feather duster, Mbatha-Raw got a true love story too, with Ewan McGregor’s candelabra, Lumiere.

We talked to the 33year-old actress about childhood dreams and the controversy over Disney’s first openly gay character. You grew up in England; are Disney movies as inuential there as in the States? Oh, absolutely.

Disney has a global impact and for me, certainly. When I was 8 years old, it became my favorite Disney movie. I was obsessed with it. I knew all the words to all the songs, I had the cassette tape and listened to it in my mum’s car — I don’t know if she sang along, but I certainly did.

What made it your favorite? I was really inspired by that idea of beauty coming from within, which is an oldie but a goodie. I loved Belle as a heroine — I also grew up in

a small town [Oxfordshire] and I always knew there was more out there. I didn’t always feel like I fitted in where I grew up, so I related to Belle on that level, and also the fact that she reads books and she knows her own mind. She’s a really cool heroine.

hearsal, we had a class to learn the dance for the final ballroom number. So that was a great icebreaker, to dance with somebody, because when we went off to record all of our vocal work solo in a recording studio just with a sound engineer and [director] Bill Condon.

How does the audition to be a feather duster work? I was really fortunate enough to be offered the part, which was very exciting. When I got the call from my agent I squealed down the phone. That 8-yearold inside of me was so excited on my behalf. It was a real honor, and this cast is so amazing.

The ďŹ lm has come into some controversy after revealing that Josh Gad’s LeFou, the sidekick to Gaston, will be Disney’s ďŹ rst openly gay character. Do you think art has a responsibility to reect the real world? Absolutely, and I think that that was Bill Condon’s intention to make a “Beauty and the Beastâ€? for 2017. I’m proud and psyched to be associated with a movie that celebrates diversity and celebrates love in all its forms to reflect the world we live in today.

Tackling Julian Barnes’ 2011 award-gobbler is a fool’s errand, with its unreliable narrator and gradually parsedout backstory and flashbacks that may or may not be on the level. Alain Resnais would have nailed

it. Ritesh Batra (“The Lunchbox”) does not, but he puts in a solid effort. It’s not just the casting agent who deserves credit; Batra and screenwriter Nick Payne work hard to retain the subtlety and fuzzy nuances of the source, ensuring something more complex than seen in its groaning trailer. Jim Broadbent is at peak powers as an anti-social curmudgeon prompted by an acquaintance’s death to recall his wild youth of heartache and selfish destruction. “Ending” is being sold as a typical English middlebrow bonanza, and sometimes it plays that way.

You’ve never seen someone eat food with as much love as when the hero of “Raw” gnaws on her sister’s severed finger. This French/Belgian shocker arrives in America riding a wave of superlatives. It’s the feminist cannibal movie that caused viewers to run for the aisles at Cannes! But it’s also easy to pigeonhole.Indeed, it’s as much a character study and

a coming-of-age saga as it is a gore fest. When young collegiate Justine (Garance Marillier) first chows on human flesh, it’s sensual and transcendent, not just bloody and disgusting. Arriving at the veterinary school that schooled her parents and currently her older, brusquer sister Alexia (Ella Rumpf), Justine — shy, curious, vegetarian — is thrust into a sadistically creative hazing week, where being doused in horse blood is only the beginning. from the cafeteria, looking like a sweaty, crazy-eyed addict out for her next score. But it’s not till she accidentally slices off one of Alexia’s digits that she realizes mere animal meat won’t do. From here, “Raw” could have easily turned into a slasher; Justine has an entire campus of bodies at her disposal! Instead it offers less-expected twists, staying driven by character more than by plot or the next nasty bit. Deep down is a story about a young woman discovering her body — and, thanks to the presence of a female filmmaker (Julia Ducournau), not in the usual male-gaze-y

way. That’s not all Justine finds: In slavery to her disease, she learns individuality, and at a time when she’s supposed to conform to the typically hedonistic freshman year experience. “Raw” goes to many weird places, but with a great sense of humor. It contains its own, far wilder version of the waxing scene in “The 40-Year-Old Virgin,” plus an insta-classic fight that includes the taunt “You taste like s—.” (Imagine Bette Davis saying it to Joan Crawford.) “The Belko Experiment”

Director: Greg McLean Stars: John Gallagher Jr., Tony Goldwyn Rating: R The office drones trapped inside their corporate high-rise in “The Belko Experiment” have no clue why their mystery captors want them to kill each other. But the filmmakers’ motivation isn’t hard to parse: They just want to make heads explode real good. It’s not an ignoble goal, even if channelling the Stanford Prison Experiment just to make body parts go boom seems pointlessly complicated, not to mention sadistic to anyone expecting something brainier. It’s like a

first-rate mathematician working on a convoluted equation that in end will show how to make fart noises. It starts off witty, anyway: The staffers at a generic company learn that all their mindless, seemingly pointless busywork really didn’t serve any purpose after all. They were employed only so one day they would all be locked inside, instructed over intercom to go battle royale until only one is left. Should anyone not play ball, little bombs planted in the back of their heads will go off. Our heroes are thus faced with a moral conundrum, and we the audience will learn something bleak or inspiring (or both) about human nature. Except we don’t learn anything. Written by “Guardians of the Gal-

axy’s” James Gunn and directed by “Wolf Creek” sadist Greg McLean, it muddles through its plot and barely takes advantage of its premise. The good and the bad split in predictable ways: Of course the big wigs, led by classic go-to yuppie creep Tony Goldwyn, quickly take a liking to mowing down their staff. That might be accurate but it’s certainly not creative. What it lacks in thought “Belko” tries to make up for in bloody kills. It’s not all about head trauma, though Gunn and McLean don’t even take much advantage of their setting. There’s an entire building of boring office supplies, and yet the only object turned into a weapon is a tape dispenser. “Belko” stocks itself with old school character actors — like John C. McGinley and Michael Rooker — and assorted randos (John Gallagher Jr., Melonie Diaz), hoping that their personalities will make up for all the interchangeable, un-careabout-able characters. But good or bad, rich or poor, recognizable or not, they are all equally dispensable in “Belko.” This never had to be deep; it’s an exploitation movie. But the best exploitation movies slip in heady ideas amidst the trash. John Carpenter would have killed this. MATT PRIGGE

As far as powerfully inessential movies go, the recent live-action Disney remakes have been shockingly watchable. “Cinderella,” “The Jungle Book” and the new “Beauty and the Beast” aren’t wildly imaginative reworkings of animated classics. They’re the cinematic equivalent of a cover band. They’re the Dread Zeppelin or The Bootleg Beatles of the movies, hitting all the same old story beats and redoing all the beloved moments, only with real flesh-and-blood people instead of hand-drawn wonders. The movies are so lavishly, lovingly made you can almost ignore that they have no reason to exist beyond making money. And so now we get “Beauty and the Beast,” in which one of the studio’s finest achievements — the first animated film ever nominated for Best Picture, of only three — is turned into a handsome but ultimately so-so cover. The song, as they say, remains the same: Emma Watson’s Belle is interred in the castle of

a hideous man-monster, played by Dan Stevens under copious makeup and CGI, his natural baritone lowered with what sounds like the device kidnappers use to distort their voices when calling the police. They fall in love. Like the original — and the magical 1950 version by Jean Cocteau, still the “Beast” to beat — the romance is strong enough to overpower the skeezy Stockholm syndrome plot. He’s the one who changes, not her, and Stevens plays him as a pathetic man-child touchingly embarrassed that a pretty lady is there to see him slurp soup. There’s a lot to recommend here, but also far too many conceptual flaws. Ewan McGregor is terribly charming as the spastic, ostentatiously French-accented candelabra-man

Lumiere, but the photo-realism means you can barely see his face. He’s a bouncing piece of CGI metal with the voice of Ewan McGregor emanating from somewhere. And strong as Watson makes Belle as a character, she’s no Paige O’Hara, who voiced the original. Watson’s singing voice is thin and reedy; she makes Emma Stone sound like Adele. Wonderful as musicals are and however great it would be if they were a thing again, Hollywood right now is rusty at them. The song-anddance numbers tend to be leaden and ever-so-slightly off-rhythm, as though the dancers’ feet kept getting stuck in molasses. Luckily there’s a superior film you can watch instead with the same story, characters and songs. MP

Taking art to the streets, “Person of the Crowd: The Contemporary Art of Flanerie� at the Barnes Foundation explores casual observance as an art form, establishing both artists and visitors as spectators. Ushered in by French Impressionists and defined by Edgar Allan Poe and Charles Baudelaire in the mid-1800s, the Flanerie movement became the archetype of the modern metropolitan experience with artists and writers paying acute attention to their surroundings and navigating their respective cities for inspiration.

“It’s this idea of wandering to expose oneself to unplanned aspects of a newly modern city,� explains exhibition curator Thom Collins. “Artists were looking for a strategy that would help them engage with life outside of the studio.� Featuring the work of more than 50 artists from around the world, “Person of the Crowd� embodies this spirit with interactive pieces that make city streets come to life and some that address issues such as gentrification, gender politics, globalization, racism and homelessness. In light of last week’s free agent feast, it is finally possible to discuss the Eagles needs without early mention of wide receiver. That is fantastic news, but don’t make the mistake of thinking it removes receiver from positions of interest in the draft, even in the first round. We’ve already committed coverage to the top of the class: John Ross, Corey Davis, and Mike Williams, and this article will be focused on delving for deeper finds at the position, but first: the argument for still spending a top pick on a receiver. For all the promise in the signings of Alshon Jeffery and Torrey Smith, there are concerns. Jeffery hasn’t gotten on the field enough to eclipse the 1,000-yard mark since 2014, and Miles Austin and Rueben Randle were both twice as productive in the seasons before they joined the Eagles as Smith was last season in San Francisco. Cannon, who hung around after Baylor’s turbulent off-season to finish his career with 87 catches for 1,215 yards and 13 touchdowns. Like it is for Westbrook, competition in the Big-12 is a bit of a concern for receivers. His 4.41 forty at the combine shows Cannon’s speed lives up to his name, however.Â
