Secretary of State Rex Tillerson said the United States would set up “interim zones of stability” to help refugees return home in the next phase of the fight against Islamic State and al Qaeda in Syria and Iraq. The top U.S. diplomat did not make clear where these zones were to be set up. He was addressing a meeting of 68 countries and organizations gathered in Washington to discuss
accelerating the battle against Islamic State. “The United States will increase our pressure on ISIS and al Qaeda and will work to establish interim zones of stability, through ceasefires, to allow refugees to return home,” Tillerson told the gathering at the State Department, where he was hosting his first major diplomatic event. Illinois would legalize marijuana for recreational use by adults and tax it to raise at least $350 million a year for the cash-strapped state under legislation introduced. Two Democratic lawmakers sponsoring the bills said the measures pending before the House and Senate would allow law enforcement to focus on other crimes and enable the state to create a system for regulating and taxing marijuana sales. Adults
aged 21 and older would be able to possess, grow, and purchase limited amounts of marijuana, under the legislation. Businesses cultivating, processing, testing and selling pot would be licensed and regulated by the state, which would also impose labeling requirements and marketing restrictions. State Sen. The co-founder of a nowdefunct Massachusetts compounding pharmacy was found guilty of racketeering and fraud, but cleared of murder, on Wednesday for his role in a 2012 meningitis outbreak that killed 64 people across the United States. Barry Cadden, who was a co-owner and president of New England Compounding Center, was convicted by a federal jury in Boston after a two-month trial centered on an outbreak linked to the company’s drug that sickened 753 people in 20 states. He was acquitted of 25 counts of second-degree murder. Cadden faces a maximum sentence of 20 years in prison for each of the 52 mail fraud charges of which he was convicted. Sentencing is scheduled for June 21. The outbreak was the largest U.S. public health crisis involving a pharmaceutical drug. It led to new regulations on compounding pharmacies, which mix drugs but had been treated with a lighter hand than registered drug manufacturers. Cadden, 50, showed no emotion as a court official read the verdict from the jury of nine women and three men. Prosecutors argued
that Cadden, who was the head pharmacist for Framingham, Massachusettsbased NECC, directed the shipment of vials of contaminated steroids to hospital customers nationally even though he knew they were made in unsafe, insanitary conditions. “It was preventable, but it happened because this man, Barry Cadden, decided to put profits before patients,� Assistant U.S. Attorney Amanda Strachan told the jury during closing arguments. Lawyers for Cadden conceded at trial that the outbreak stemmed from steroids NECC manufactured. But they argued prosecutors had overreached in accusing Cadden of murder, saying there was no proof he acted intentionally and knew people could die if they were injected with the steroids. After the outbreak, inspectors found multiple possible sources of contamination, including standing water, mold and bacteria in the air and on workers’ gloves. NECC filed for bankruptcy after it was slammed with hundreds of lawsuits from victims or their families. NECC and several related companies reached a $200 million civil settlement with victims and their families. In 2013, Congress increased federal oversight of compounding pharmacies, which mix personalized medications for patients and supply them directly to hospitals and doctors. REUTERS

The ACLU of Massachusetts is calling for the repeal of mandatory minimum drug sentencing, saying it unfairly targets minority offenders, particularly blacks, who are imprisoned at a rate roughly eight times that of white people. In Massachusetts, black and Latino people account for 22 percent of the population yet comprise 75 percent of those serving sentences for mandatory minimum drug offenses, according to state reports from September. While the state legislature is considering changes to its criminal justice system, the proposals fail to address issues of race and focus only on repeat offenders, said the ACLU’s Rahsaan Hall, who directs the Racial Justice Program. Gov. Charlie Baker’s criminal justice reform bill that was introduced in February also doesn’t suggest changing mandatory minimums.
But change is needed, Hall said. The September report highlights the disparity among minority and white criminal offenders in the commonwealth. Black people in Massachusetts are incarcerated at about eight times the rate of white people, according to the state Sentencing Commission’s report. Nationally, that rate is 6 to 1. Latino people in Massachusetts are incarcerated at five times the rate of white people; nearly four times higher than the national rate. Hall said several of the most common arguments against doing away with the mandatory minimum drug sentences are rooted in common misperceptions. The first one, he said, is that people think there aren’t that many inmates serving those sentences. There are around 900 people in Massachusetts serving mandatory minimum drug sentences, Hall said. But, he added, another 1,800 inmates who faced that mandatory minimum ended up pleading guilty to reduced charged. In many instances, Hall said, those plea deals were not “that much different than the full mandatory minimum sentence would have been.” Hall said people also in-
correctly presume offenders serving mandatory minimums are the ones trafficking drugs. Most of the people sentenced are addicts and suffer from substance abuse issues, but are not actually dealing or trafficking, he said. Getting caught with 18 grams of cocaine, methamphetamine and heroin is considered trafficking, although it is the equivalent of about four and half packets of sugar, Hall said. “People don’t realize that small amount yields a mandatory minimum sentence.” Someone caught with 18 to 36 grams of cocaine faces a mandatory minimum of 2 years, though that person could serve up to 15 years, according to state law. For the same amount of heroin, a convicted individual faces 3.5 to 30 years. The commonwealth is making some progress though, Hall said, in the area of drug reform. In November, voters passed a law to make recreational marijuana legal. “We saw a dramatic drop in arrests when marijuana was decriminalized in 2012,” he said. “And now with raising the personal possession amount and legalizing it for recreational use, there will be fewer individuals who will be charged and arrested.”

Officials are speaking out against a federal Immigration and Customs Enforcement list they say is aimed at shaming communities that identify as sanctuary cities and towns. The 35-page report calls out more than 100 communities, including Boston, New York City and Philadelphia, and says they are “uncooperative” with the Trump administration’s efforts to detain and deport illegal immigrants. Communities with so-called sanctuary policies often choose not to detain illegal immigrants at the request of ICE, which is part of the Department of Homeland Security, unless the individuals are convicted of serious crimes or are wanted under a federal warrant.

The ICE report details 206 instances, including some in New York City and Philadelphia, between Jan. 28 and Feb. 3, when federal “detainer” requests were denied. A detainer is a request made by ICE to local authorities to hold an undocumented immigrant in custody for up to 48 hours “to allow
DHS to assume custody for removal purposes.” Proponents of sanctuary cities say their policies promote safer communities and trust between the police and the public, and preserve families. The report, which ICE says will be updated weekly, was prompted by a January executive order in which
Trump promised a crackdown on communities that promote sanctuary policies. The president has threatened to withhold federal funding from such communities. Several officials pointed out inaccuracies in the report after it was published Monday. ICE has made 14 corrections so far. Providence Mayor
Jorge Elorza told the Associated Press that while Rhode Island does not generally honor ICE detainer requests, it was included on the list over a nonbinding city resolution from 2011, which Elorza claimed wasn’t about detainers. “They cast a very broad net in who they included in this list. We’re all still trying to
figure out what is accomplished by this list, and also how it’s going to be used,” he said. Other cities where sanctuary policies instructing law enforcement not to comply with detainer requests in the case of illegal immigrants who have either not committed a crime or are nonviolent offenders exist were not included on ICE’s list, WGBH reported. The debate on how to deal with the 11 million undocumented immigrants catapulted back into the national spotlight Tuesday during a White House news briefing. Press Secretary Sean Spicer discussed the rape of a Rockville High School student, allegedly by two undocumented immigrants. He used the example from the Maryland school to urge state and local officials to examine their immigration policies. “The president recognizes that education is a state-run and a local-run issue, but I think it is cause for concern what happened there,” Spicer said. “And I think the city should look at its policies, and I think that this is something authorities are going to have to look at.”

A woman was pulled alive, but with serious injuries, from the Thames, the Port of London Authority said. The circumstances of her fall into the river were unknown. Other victims include Emma Watson and Amanda Seyfried. In Lovato’s leaked image, she’s shown lying in bed with her top unzipped. The pop star took to Twitter to tell everyone to settle down. “I love how everyone’s freaking out about one picture,” she wrote. “It’s not nude and it’s just cleavage.” She posted another tweet, noting that she’s gotten real-life naked before for Vanity Fair, and took advantage of a variety of hashtags like #cleavagegameonpoint and #myboobsarenteven-
thatbig. She’s just like, one of those cool girls who’s just like, so relatable, you know? While Lovato is super chill about the leaked photos, it is worth noting — to all you hackers out there who apparently don’t know better — that leaking private pictures of female celebrities is pretty disgusting. Leaking private anything of anyone is horrible. And that’s not chill, at all.

There is allegedly a spec script floating around Hollywood called “Princesses,� which has fairytale princesses teaming up a la the Avengers. It immediately piqued my interest, in both positive and negative ways. I was a Disney fan as a kid. Though I never aspired to be a princess (unless we’re talking about Princess Leia), I certainly loved the films. And yet there was something that bothered me, even as a kid. I wanted to be an actress, an astronaut, a writer, a paleontologist, an anthropologist. None of the princesses when I was a kid ended up doing anything other than being the wife of some

I thought about my initial reaction to “DC Superhero Girls,� which was, “Why are we separate from the boys?� Then one of the writers

told me it was her goal to make sure little girls knew all the female DC superheroes and how empowering they were. I was willing to change my mind. Looking at the way Disney princesses have changed, I fell in love with this idea of “Princesses.� There is no way we’d accept a weak princess anymore. Now we have the amazing Tiana from “The Princess
and the Frog.� We have the new Rapunzel. Emma Watson’s Belle is not just the well-read, strong princess from the animated film. Now we see her teaching other girls to read and not being OK with captivity. I would love to see these ladies team up and save the world. I’d love to see them change the perceptions of even more little girls. So, go for it. Princesses assemble!

Naomi Scott had a big problem while making “Saban’s Power Rangers�: There was a pizzeria under the apartment she was staying in. “It was the best pizza in Vancouver, and the best gelato. It’s the worst combination when you’re trying to be strict,� the actress recalls. “Every now and again and I’d treat myself to a pizza.� Scott still kept in shape while making the new blockbuster, which reboots the ’90s children’s show about a quintet of superpowered high schoolers who fight big monsters, sometimes while joined together as one big robot, “Voltron�style. But Scott refuses to adhere to the idea of starving yourself to look
fit. “You pick your days. It’s all about having balance. Was I stricter than normal? Yes. But it was also very difficult because you’re doing long hours and you’re going from night shoots to day shoots. You need the energy. You can’t be eating just leaves,� she tells us. “I don’t like to deprive myself. I’m good at being strict and I know what I have to do to stay in shape. But on a weekend I’ll try something. I’m going to have a dessert.� “Power R a n g e r s� is Scott’s second big Holly wood movie, but her first in a co-lead role. (She had a small part in “The Martian.�) She plays

a gritty reboot, but it does try to add some seriousness to the smackdown fun. Kimberly is one of five teens who are tasked with becoming defenders of Earth, and must battle an alien invader named Rita Repulsa (Elizabeth
Banks.) Kimberly is a strong female character, but Scott wishes we didn’t have to have the discussion about how Hollywood should create meatier roles for women. “It’s a conversation that obviously needs to happen, but it’s crazy because it shouldn’t need to be,� Scott says. “It’s like, ‘We have to talk about it, but why?’� That said, while Scott, 23, doesn’t have vivid memories of watching the show as a kid, she does remember one thing that made it ahead-of-thecurve: its casually diverse cast, with different genders and ethnicities. “What I do remember is playing ‘Power Rangers.’ And the reason I was very excited to play it was that there were girls. That’s something so simple, but it’s actually really important. That’s why so many girls still like it,� Scott says. Back then, there weren’t many superpowered fe-

The mad, mercurial Klaus Kinski appeared in over 130 films but nobody ever worked with him twice. Nobody except for Werner Herzog, that is. The impossible actor met his match in the fearless filmmaker, collaborating five times on wildly ambitious and perilous projects that could very well have killed them were they not
so busy almost murdering each other. This weekend Coolidge After Midnite presents two of Herzog’s Kinski collaborations to remind us what a dangerous director everybody’s kooky Teutonic uncle once was. Friday at midnight brings 1979’s “Nosferatu The Vampyre,” a despairingly haunted remake of F.W. Murnau’s 1922 classic. But the main event arrives Saturday
at 11:30, with a longawaited 35mm screening of the director’s legendary “Fitzcarraldo,” a great movie with a production so arduous it inspired an equally great documentary (Les Blank’s “Burden of Dreams”). Kinski gives his warmest performance as a quixotic dreamer who wants to build an opera house in the middle of the Amazon. To do so he first must drag a steamship over a mountain from one river to another. Never one to do things the easy way, Herzog decided to shoot the film 500 miles deep into the Peruvian rain forest without benefit of special effects. In this digitized culture it can be difficult for our over-mediated eyes to determine what’s ones and zeroes, until you see a film like “Fitzcarraldo” and experience once again the shock of the real. It’s granular detail on a massive scale, with images full of intricacies not even the most sophisticated F/X effects department could conjure. That’s an actual boat going over an actual mountain, and a big screen experience beyond compare.

Rebecca Loebe — does that name ring a bell? The now Austin-based singer-songwriter made waves on the first season of “The Voice� when she performed Nirvana’s “Come As You Are,� landing her a spot on Adam Levine’s team. Before that, the 33-year-old worked full-time in the music business, working at a recording studio in South Boston and eventually producing two full-length studio albums of her own. In her own words, she describes her sound as “lyrically-driven acoustic folk rock.� Want a taste? The Berklee College of Music alum returns to Cambridge on March 24 to promote her fourth album “Blink,� featuring
Got writer’s block? Start a songwriting group Five years after her last album, Loebe found inspiration for this album following a songwriting retreat she attended in West Texas. It was soon after that she started her own Monday night songwriting group — an idea taken from Jack Hardy, the Greenwich Village folk musician who hosted a Monday evening songwriter’s circle back in the ’70s. “It immediately had an impact on my creative output because I had this deadline — this weekly deadline of other writers coming over and I had to finish up whatever idea was haunting me.“ She jokes that it also provided her with a social life, as she had yet to create one since moving
to Austin, Texas. Through the songwriting group, she wrote tracks “Forever Young Forever� and “Lie.� From there, it just flowed. “Everything I had written up to that point was basically my brain clearing its throat, but then I had gotten to where I wanted to be and the statement I wanted to make, and what my themes were.�
A little IRS inspiration ‌ “A little bit later in the year, I got audited by the IRS, which was kind of funny,â€? she remembers. Loebe defended herself, with her lawyer’s guidance and blessing. (He apparently even joked, “Plus I know how much you make, and know you can’t afford to pay me to do it.â€?) And it

was in that entire month preparing for the audit, that Loebe found distraction in songwriting. “As you can imagine, I was finding myself very inspired all the time.� Loebe was doing music full time for about five years before auditioning for “The Voice.� “I had stress dreams about it every night for six months after I left,� Loebe admits. She did not advance past the battle rounds, but she was the only nonsemi-
finalist with a song on “The Voice: Season 1 Highlights.â€? “I just love listening to you sing ‌ in a genuine way,â€? Levine told her. There was what she considers “tangible resultsâ€? (i.e. social media following, more people on her email list, CD sales, etc.). Still, she says, “The biggest takeaway was actually completely intangible and that was by being a constant on the show, I really learned what it feels like to be judged — by an audience, by my employers, a

PICARD: NOBODY DESERVES AN INVITE TO THE PARTY MORE THAN ALLEN OPINION

Without Ray Allen, there is no party. That’s something the 2008 Boston Celtics need to understand, as they plan a 10-year anniversary destination-vacation. Rajon Rondo is running the trip, which, according to ESPN’s Marc Spears, will be at an undisclosed international location. Rondo talked with Spears recently about not inviting Allen, referencing Allen’s decision to “go with the enemy” when he left the Celtics to sign with the Miami Heat in the summer of 2012. Rondo didn’t have the best relationship with Allen, but the former C’s point guard implied to Spears that he was just following orders from “a couple of the other vets” when deciding not to extend the invite to Allen. It’s not a stretch to believe “the other vets” that Rondo was referring to are Paul Pierce and Kevin Garnett. The breakup of the “Big Three” was welldocumented, and clearly the bad blood — from the Celtics’ side at least —

still exists. But as much as I love watching Pierce and Garnett continue to bleed green, they look awfully foolish in this situation. Because without Allen, there wouldn’t even be a championship party to attend. For there would be no championship. Heck, without Allen, Garnett might have never even been a Celtic. One week before the 2007 NBA Draft, Garnett’s agent Andy Miller told
ESPN’s Chris Sheridan that “the Boston trade isn’t happening,” after the Celtics and Minnesota Timberwolves reportedly agreed in principle to a trade. Garnett wanted it to be known that, if the trade went through, he would not sign an extension to stay in Boston after the 2007-08 season. His agent told ESPN, “If a trade were to happen, that’s not a destination that we’re interested in pursuing.” A week after the

Celtics’ initial attempt to acquire Garnett fell through, they traded the No. 5 overall pick to Seattle on draft night, for Allen. All of a sudden, Boston wasn’t such a terrible place to play. And one month later, Garnett had a change of heart, agreeing to sign an extension to stay in Boston longterm, which finalized his trade to the Celtics. It was Allen who forced that change of
heart. Garnett joined forces with Pierce and Allen to form the Celtics’ new “Big Three.” And they went on to win the 2008 NBA championship and make another NBA Finals appearance in 2010. In the summer of 2012, Allen turned down an offer from the Celtics and signed with the rival Miami Heat. Allen won a championship in his first season with Miami. It’s a move that clearly still infu-
riates Pierce and Garnett. But perhaps they’re forgetting what Allen meant to their five-year run in Boston. Without him, there’s no championship. Not just because he wouldn’t be knocking down three’s in green. But also because, without him, Garnett would have never accepted a trade to Boston. And also, without him, who knows how Pierce would have reacted to another losing season, especially after how he expressed his frustrations with the organization’s rebuild to the Globe’s Jackie MacMullan during the 2006-07 season. Without Allen, not only would Garnett never have been a Celtic, but it sounded like Pierce might have wanted a trade out of Boston that summer. Then what? There would be no 2008 Championship. That’s for sure. It helped that Allen was an All-Star, of course. But before he even played a game with the Celtics, his mere presence on the roster was enough to keep Pierce around and convince Garnett to join them. I’d say that’s worth an invite to the party. In fact, come to think of it, nobody deserves one more than him.
NCAA Sweet 16 preview: What not to miss when the action resumes The Sweet 16 begins on Thursday with the Midwest and West Regionals and as is usually the case, there are basically nothing but heavyweight programs left. No. 3 Oregon (31-5) and No. 8 Michigan kick things off on Thursday (7:09 p.m., CBS) in Kansas City. I believe that this will be the most entertaining game of the four and Las Vegas seems to agree with me since it has the closest point-spread (Michigan is favored by one point). His athleticism was on full display, why he’ll be a top three pick this summer in the NBA draft. Boilermakers sophomore power forward Caleb Swanigan is a double-double machine, he had 20 points and 12 rebounds in their 80-76 second-round win over Iowa State.
Finally, No. 2 Arizona (32-4) vs. No. 11 Xavier (23-13) at least on paper looks like the only game on Thursday that could be a mismatch. Then again, the Musketeers destroyed No. 3 Florida State 91-66 in the second round so it’s hard to completely overlook them. The Wildcats dropped 100 on North Dakota (who scored 82) in the first round while they struggled to put away St. Mary’s in the second round before eventually winning 69-60. If Xavier is going to upset their former head coach Sean Miller and his club, they’ll need another huge game from junior guard Trevon Bluiett, who scored 21 in their first-round upset of Maryland, then 29 against Florida State.
