HOUSE PUTS OFF VOTE ON HEALTH CARE PLAN

SENATE REPEALS BROAD- GENERAL: RUSSIA MAY BE BAND PRIVACY RULES HELPING SUPPLY TALIBAN

President Donald Trump failed on Thursday to convince enough skeptical members of his own Republican Party to begin dismantling Obamacare, forcing the House of Representatives to delay a vote on the health care legislation. The day was designed to be a big symbolic win for conservatives, with Trump and House Republican leaders planning the vote on the seventh anniversary of former Democratic President

Barack Obama signing his namesake healthc are law, formally known as the Affordable Care Act, which became a favored target of Republicans. Instead, the vote was postponed indefinitely, dealing a setback to Trump in what he hoped would be his first legislative victory. REUTERS

The U.S. Senate voted narrowly to repeal regulations requiring internet service providers to do more to protect customers’ privacy than websites like Alphabet Inc.’s Google or Facebook Inc. The vote was along party lines, with 50 Republicans approving the measure and 48 Democrats rejecting it. The two remaining Republicans in the Senate were absent and did not cast a vote.

According to the rules approved by the Federal Communications Commission in October under then-President Barack Obama, internet providers would need to obtain consumer consent before using precise geolocation, financial information, health information, children’s information and web browsing history for advertising and internal marketing. The top U.S. general in Europe said that he had seen Russian influence on Afghan Taliban insurgents growing and raised the possibility that Moscow was helping supply the militants, whose reach is expanding in southern Afghanistan. “I’ve seen the influence of Russia of late — increased influence in terms of association and perhaps even supply to the Taliban,” Army General Curtis

Scaparrotti, who is also NATO’s Supreme Allied Commander, Europe, told a Senate Armed Services Committee hearing. He did not elaborate on what kinds of supplies might be headed to the Taliban or how direct Russia’s role might be. REUTERS

NUNES APOLOGIZES OVER SURVEILLANCE CLAIM

The Republican head of the U.S. House of Representatives Intelligence Committee apologized for the way he handled sensitive allegations about U.S. spy agency surveillance of President Donald Trump’s team. Representative Devin Nunes was criticized by colleagues on Wednesday for calling a news conference to announce that the communications of members of the team that ran Trump’s transition

to the presidency were swept up in incidental surveillance targeting foreigners. Democrats were upset that Nunes made the comments to the media and then briefed Trump in the White House without informing them. They questioned whether the intelligence panel could run a credible investigation. A Republican intelligence committee aide said on Thursday that Nunes had apologized to Democrats on the panel. Refugees connect with college students to turn their craft-making skills into commerce Becker College students develop business plans for refugees who have artisan skills to set the Worcester community up for success. KRISTIN TOUSSAINT @kristindakota

kristin.toussaint@metro.us

When Racquel Knight, a Jamaican immigrant, met Fadila, a recently-arrived Iraqi refugee, the two bonded over their childhood education, which focused on learning trades like sewing and weaving. But it wasn’t just idle conversation. Knight, 27 and a student at Becker College in Worcester, is helping Fadila and refugees like her turn their skills into viable businesses. The unique program is part

of the “Social Business” course that Becker College offers. This year, the course is partnering with a local refugee advocacy organization, connecting students with refugee craft makers. In Worcester, a city of 180,000 people, there is a significant immigrant population to draw from. There are around 36,000 foreign-born residents, about 21 percent of the total population, according to a 2015 report. They include a good number of entrepreneurs, with immigrants comprising 37 percent of the city’s small business owners. The Becker College class is trying to help along that kind of entrepreneurial spirit among the refugees. At the culmination of the semester, the refugees working with the Becker class will display their creations on Sunday, as part of an event called “Stu-

dents and Refugee Artists Together: A Celebration of Indigenous Craft and Social Business.” It will take place on the school’s Leicester Campus, at 964 Main St., in Leicester. Taylor Caforio, a senior at Becker, is president of the school’s business

club and a member of the Students and Refugee Artisans Together advisory board. The organization partnered with Refugee Artisans of Worcester, which helped organize Sunday’s event, and connected Becker with the refugees.

When refugees come to the United States, they are searching for a better life while also struggling to fit in, speak the language, get a job and earn a living. “These refugees, it took a very long time for them to get [to the U.S.],

up to 20 years just in refugee camps, and the fact that they’re here now is great,” Caforio said. “But they don’t have a secure economic standing.” Helping them pursue their crafts as a business provides a link to their culture, not to mention future possibilities and potentially, extra money, said Debra Pallatto-Fontaine, a professor at Becker College. Dar Ku, a refugee from Burma, is one of the artisans getting help with her business plan. She works at a local TJ Maxx clothing store warehouse by day, and in her spare time, also weaves traditional Burmese scarves, shirts and skirts. They will be for sale Sunday, when more than 20 refugees will have a chance to show off their work. For more information about the refugee crafts, visit Metro.us.

A teenager with dual Israeli-U.S. citizenship was arrested in Israel on Thursday on suspicion of making dozens of hoax bomb threats against Jewish community centers in the United States, Australia and New Zealand. The suspect, whose identity remains sealed pursuant to a court order, is 18, Jewish and a dual U.S.-Israeli national, a police spokesman said. The teenager’s alleged motives were not immediately clear. At a court hearing near Tel Aviv, the suspect’s defense attorney, Galit Bash, said the young man has a growth in his head that causes behavioral problems. She later told Reuters he has a brain tumor, which “may affect his behavior, his ability to understand right and wrong, and said the teen’s father had also been held in connection with the case. ing a surge of threats against Jewish organizations, including more than 100 bomb threats in separate waves over the past three months targeting Jewish community centers (JCCs) in dozens of states. The threats prompted criticism of President Donald Trump for what some Jewish groups saw as an inadequate response from his administration. He condemned the incidents in a major speech to Congress in February. Attorney General Jeff

Sessions on Thursday said the arrest reflected the government’s determination to prosecute those who perpetrate hate crimes. “... we will not tolerate the targeting of any community in this country on the basis of their religious beliefs, Sessions said in a statement. Israeli police said the teenager is believed to be responsible for most of the threats, though the precise number was not immediately clear. The suspect, who is accused of targeting centers in Australia and New Zealand as well as the United States, began making the calls in January using advanced masking technologies to hide his identity, police said. Authorities also said he was responsible for a previous bomb threat against a Delta Airlines flight in January 2015 at New York’s John F. Kennedy International Airport. REUTERS

Boston students and after-school programs would lose in Trump budget cuts, educators say About 10,000 city public school students partake in before- and after-school programs, in part federally funded. ERIN TIERNAN @erintiernan

President Donald Trump’s budget proposes big cuts to education spending. In Boston, educators are worried after-school programs and the students who benefit from them will end up being the big losers. During a recent fashion design class at Boston’s Bridge to Excellence nonprofit, 8-year-old Ali-

cia Kamara was putting the finishing touches on a spring-inspired bright blue floral gown she had drawn. Alicia created the picture in class, one of a number of designs she had drawn since the program launched in October at Tobin Elementary School in Roxbury. One in particular stood out: She and other students drew Egyptianinspired garb. It was a perfect opportunity to learn about a culture and combine that with their passion for art and for drawing in particular, said program adviser Sophia Rice. “This is all about project-based learning, Rice said. by Congress, and is likely to be very different from the one he proposed. But the uncertainty is there. About 10,000 Boston Public Schools students partake in before- and after-school programs. Boston schools spent about $7 million on after-school programs, according to

THE FUN STARTS HERE Jake Gyllenhaal and Rebecca Ferguson play astronauts on the International Space Station trying not to get killed by a rampaging alien. ALEX BAILEY

Jake Gyllenhaal is lost in space The star talks about his alien thriller, “Life,” and how acting isn’t that hard. MATT PRIGGE @mattprigge

matt.prigge@metro.us

Jake Gyllenhaal is drawn to a challenge. For “Southpaw,” he transformed himself into a ripped, powerful boxer. In “Everest,” he tackled mountain climbing. For “Life” — a sci-fi thriller/ horror film about a crew of astronauts aboard the International Space Station who discover intelligent life, then discover it wants to kill them all — the actor had to spend the entire movie in zero gravity. It was all done with wires and, besides, he doesn’t want you to think it was what you’d really call “hard work.” It’s kind of weird see-

ing a movie where an international team is working together. The world seems to be moving towards isolationism right now. The idea that everybody was from a different country, that everyone represented a different culture and they all had to coexist, was one of the most important factors for me. We didn’t know what was going to happen to the world with the election when we shot it. So even though it’s a fun movie and it’s terrifying and thrilling, it’s also wonderful to see the world coexist and fight this thing together. We’re going to need more movies about that as the world falls apart. Absolutely. You also have to spend most of the movie in zero gravity, which looks tricky. I mean, people are

Blinding you with science Last month NASA located seven not previously discovered planets not terribly far away from our solar system. Did “Life” make you even more excited by that news? I’ve always been interested in news like that. I think we all are. And that’s pretty extraordinary news. I don’t think it had anything to do with being involved with this or not. I did feel, probably falsely, that I knew a little bit more about it than I did before. But in truth, I most likely don’t. [Laughs]

always surprised when an actor can walk and act at the same time, or chew gum and act at the same time. It is odd hanging on wires and trying to have a sort of emotional scene. Every project offers up its own interesting conundrums. Hanging and acting was definitely one of them. Sometimes I think moviegoers and journalists are too shocked by technical difficulties like that. Maybe it’s not that hard. I think the word “hard”

is used a lot in terms of preparation for a movie. I don’t believe that word should be used with anything having to do with filmmaking. There are trying times and things that make it difficult. But compared to so many other things going on in

wknd the world that are hard and difficult, it’s not the right word to use. This has an alien that turns out to be belligerent.

They often are in movies, although it’s always great when films depict nice, kind or at least benign aliens. Perhaps if we responded more like Elliott did in “E.T.” — maybe we wouldn’t have gotten into this situation. [Laughs] “Donnie Darko” is about to be reissued in theaters. When was the last time you watched that? A while ago. [Chuckles] But people ask me about it often. It’s still in my life. I still deal with it — not deal with it, that’s the wrong word. [Laughs] But I still answer questions about it to this day. That’s really a testament to the film. It’s lasted.

Three of the four have given up smack, but not much else has changed. Yet even with all the Cranston, “Power Rangersâ€? is not quite a gritty reboot, but also not quite sure what it is instead. It’s a mash-up of approaches that don’t go together. Our diverse quintet of high schoolers meet in Saturday detention, and yet the script fumbles a potential “It’s ‘The Breakfast Club’ only they turn into superheroesâ€? angle. The writers hatch a convoluted scheme where each one independently visits an abandoned gold mine (!!), where they ďŹ nd an imprisoned magical being (Cranston) and his goofy talking robot (voice of Bill Hader). They instruct them that they can turn (or “morphâ€?) into a gaggle of loudly colored, spandex-wearing, high-kicking, dino-bot-riding defenders of Earth. Still, it’s hard to take even semi-seriously a pricey romp where the villain is named Rita Repulsa. Played by Elizabeth Banks, she’s some kind of alien

“Lifeâ€? It features Ryan Reynolds and two of the writers of “Deadpool,â€? but don’t worry: “Lifeâ€? is a straight-up, no-joke monster-inspace movie, not an obnoxious, self-impressed send-up. It’s a high-end “Alienâ€? knocko, so polished and attractively cast that you might sometimes forget it has almost the same plot: A team of astronauts get pecked-o, one-by-one, by an extraterrestrial

The plot revolves around Ewan McGregor’s Renton swinging back into Edinburgh, 20 years after nicking a drug-deal haul from his closest mates and hightailing it to Amsterdam. He falls right back into old habits, all while Robert Carlyle’s Begbie — imprisoned since Renton’s swindle — breaks out of jail and can’t wait to gut his old frenemy. Apart from a bit where Renton and Jonny Lee Miller’s Sick Boy eece a hall of Catholichating bigots, the exploits aren’t as madcap or freewheeling as they once were. The pacing lurches; it often loses steam. But what would you expect from a ďŹ lm about middle-agers? beastie. It’s not a Gigerian freakazoid this time but a shape-shifter; at various points it looks like a turtle and, once it devours more and more overqualiďŹ ed actors, a squid oating after its prey for some inventive, R-rated kills. It’s here that we oer what may sound like a strange theory: Originality isn’t always important. Sometimes it’s just as worthwhile to be familiar, even derivative. “Lifeâ€? arrives two months ahead of “Alien: Covenant,â€? which has the unenviable task of bridging one prequel (“Prometheusâ€?) with

special, while Cranston seems to think he’s doing Shakespeare. By the time Repulsa is leveling a dead-end small town, as opposed to the usual city destruction that makes up today’s blockbuster climaxes, you won’t know what kind of ďŹ lm you’re watching, or why it contains no less than Walter White. MP a classic (“Alien,â€? again), while clearing space for four more sequels. Classy budget and ďŹ rst-rate eects aside, “Lifeâ€? is content to be a modest trie. There are only six actors (including Reynolds as well as Jake Gyllenhaal and Rebecca Ferguson) and a simple mission: When the intelligent life they’ve found wants them dead, they must survive while ensuring their new friend doesn’t make the short trip to Earth. It’s sad that the bar for movies is so low now that “may not have a sequelâ€? feels like something special. You really watch “Lifeâ€? just to see if it ever screws up. It does get sloppy toward the end, but on the whole it’s cool and conďŹ dently made, most of it comprised of one problem-solving activity after another. In two years you’ll confuse “Lifeâ€? with such fellow “Alienâ€? rip-os as “Galaxy of Terrorâ€? and “Creature,â€? but while it’s in front of you it’s lean and mean. MP

WKND “CHiPsâ€? Can you recommend a movie that, more or less objectively, isn’t very good? That is spotty on laughs and sloppy when it comes to tone, story and especially when it tries to be an “action-comedyâ€?? It would be easy to write o “CHiPs,â€? a dirty, gross-out, thoroughly unnecessary reboot of a once-iconic ’70s cop show no millennial knows ever existed. All you have to do is point to any number of failed gags and set pieces. But “CHiPsâ€? isn’t a programmatic studio comedy giving us what it thinks audiences want. It gives us what its maker and co-star, Dax Shepard, wants to give us. It has almost nothing to do with the original program, beyond two strapping California Highway Patrolmen, suave

Rooney Mara, Michael Fassbender and Ryan Gosling are the latest stars to work for Terrence Malick with “Song to Song. VAN REDIN, BROAD GREEN PICTURES

“Song to Songâ€? Reports of Terrence Malick’s irrelevance have been greatly exaggerated. It’s a tragic irony that the moment the ďŹ lmmaker went from reclusive to unexpectedly proliďŹ c, critics would turn on him and audiences would forget he exists. It’s certainly easy to snicker at Malick’s recent ďŹ lms — at the whispered poetic narration, at the name actors twirling or running or posing for the camera like models, at the fact that they’re so goshdarned earnest. But the ďŹ lms are deceptively simple, in their busy ways. Malick’s latest whirligig contraption is a love story — a tale of a breakup and reconnection between Austin musicians played by Rooney Mara and Ryan Gosling, but you might

not realize that until it’s almost over. As in “To the Wonderâ€? and “Knight of Cups,â€? the ďŹ lm jumps around so much you never know where you are. This all may seem like the same old Malick song. But what he’s been doing with his last three ďŹ lms is akin to a painter or composer working on the same basic theme with minor variations. While “Knight of Cupsâ€? used fast cuts to show that modern life, with its internet-trained dopamine rushes, is rubbish, the quickie shots in “Song to Songâ€? capture the eeting, unbalanced nature of love. These ďŹ lms move fast because they’re capturing characters who constantly feel unmoored, who seek moments of transcendence that always prove eeting. “Song to Songâ€? closes on an up note, but the real joy comes from seeing that Malick’s still got it. Sometimes “CHiPs,â€? weirdly, plays things a little too straight, but in a way that winds up being endearing. As a comedy director, Shepard isn’t always looking for a gag, and when he is he doesn’t always give us what we expect. Even when it goes for the easy yuk, “CHiPsâ€? doesn’t hit it at the usual angle. Here’s a movie with stupid gay panic jokes that include lengthy debates about homophobia. By the end it’s more likeable than funny — about as likeable as Shepard himself, who’s helmed a corporate cash-cow that feels like it was made by a human. MP

Everyone’s in wait-andsee mode with Malcolm Butler. We’re waiting to see whether or not he’ll wind up in New Orleans. Butler visited with the Saints last week. Reports suggest there’s a rift between the 27-year-old cornerback and the Patriots, which is understandable. He’s a Super Bowl hero. His team just signed another cornerback, Stephon Gilmore, to a five-year, $65 million deal with $40 million guaranteed after they offered Butler — a restricted free agent — a first-round tender worth $3.91 million. As I write this, Butler is still a Patriot. Whether or not that changes is completely up to Bill Belichick. And I don’t see why he’d let Butler get away, given all the leverage he owns over both Butler and the Saints. If we’ve learned anything from Belichick over the years, it’s that football is a business and he’s going to treat it as such. Belichick isn’t in the business of getting caught up in feelings. He puts those aside to make the best business decision, or as he usually describes it, “to

do what’s best for the team.” Put Butler’s feelings aside for a minute and tell me what’s best for the New England Patriots in 2017: Butler playing for the Patriots, or Butler playing somewhere else? I don’t think you need me to actually answer that for you. Under the rules of restricted free agency, and the first-round tender that the Patriots offered him, the only way Butler should be playing somewhere else in 2017 is if that other team gets completely nuts. And for the sake of this argument, and because they seem to be the only other team involved, we’ll call that other team the Saints. Butler visited New Orleans last week. He’s upset with the Patriots. The Saints reportedly love him. All of that is well and good. There’s just one problem. The Patriots still own Butler’s rights. And for that to change, the Saints and Butler would not only have to agree on a multiyear, big-money deal, but the Saints would also — by rule — have to send their first-round pick to New England, which is No. 11 overall. Keep in mind that the Patriots can match any offer the Saints make to Butler. Or, if a new contract is in place, the two teams can negotiate a trade that does not include a draft pick as high as No. 11 overall. But this is where it gets simple for me. If the rules state that New Orleans has to give up No. 11 overall in order to acquire Butler, then you don’t settle for anything less, if you’re Belichick. And I’m not buying the idea that there was a “placeholder” agreement when the Saints accepted the No. 32 overall pick for Brandin Cooks a few weeks

ago. You don’t trade a player like Cooks with the “hope” that you can eventually agree on a contract with Butler. I’m sorry, that’s just not how this thing works. If I’m Belichick, there are two options here, and two options only: I either send Butler to the Saints for No. 11 overall, or he plays for me at a discounted rate of $3.91 million in 2017. Is that fair to Butler? Not at all. But it’s a restricted free-agent rule that the Patriots would be taking full advantage of. Butler might not be happy. But for an undrafted free agent that Belichick picked up off the street, I find it hard to believe he wouldn’t show up next season for a quick $4 million. And if he wants to make much more than that next offseason, then I also find it hard to believe he wouldn’t show up and work his behind off. And since I don’t see the Saints giving up No. 11 overall, I don’t see any reason why Belichick should let Butler get away.

“If we’ve learned anything over the years, it’s that football is a business and he’s going to treat it as such. Belichick isn’t in the business of getting caught up in feelings.”

NEGATIVE NANCY You should never “give a hand” to Jason Pierre-Paul, just ust as you should never tell Nancy ncy Kerrigan to “break a leg.” Former figure skater Kristi Yamagu-chi was likely just giving her former skating teammate a pep tweet, but she wound up saying the one thing you can’t say to Kerrigan. “So excited for you @NancyAKerrigan! Can’t wait to see ee you grace that ballroom om floor, break a leg! #DWTS.” DWTS.” Of course, Kerrigan was ffamously attacked by the ex-husband of Tonya Harding in 1994, getting her knees whacked with a police baton. Yamaguchi’s message was retweeted over 4,000 times and she hasn’t yet taken it down. A rephrasing would be nice.
