President Donald Trump came to office promising that he would produce so much winning that Americans would be sick of it. As he struggles to produce wins, some signs of frustration are starting to appear. Democrats’ gleeful declarations that they outsmarted Republicans in a battle over a spending bill that avoided a government shutdown drew the ire of the president. Democrats were happy

that funding for Trump’s Mexico border wall was not included. Trump tweeted on Tuesday that maybe a government shutdown would not be so bad and that Republicans should consider changing Senate rules to make it easier to pass spending and other bills without any Democratic support. REUTERS

Republicans in the House of Representatives said they were closer to agreeing on a reworked bill to overhaul the nation’s healthcare system but still lacked the votes to pass it, as President Trump pressed lawmakers for a vote. The White House has been pressuring House Republicans to push ahead with legislation to repeal and replace the Affordable Care Act, after a first effort failed

in March in a major setback for the Trump administration. “I think it’s time now” for a healthcare vote, Trump told lawmakers at the White House on Tuesday. But Republican leaders, including House Speaker Paul Ryan, are once again struggling to balance the concerns of moderates, who want to protect Americans with pre-existing medical conditions, with the reluctance of conservatives to make changes. TRUMP, PUTIN DISCUSS SYRIA CEASEFIRE IN CALL

President Donald Trump and Russian President Vladimir Putin on Tuesday moved to ease the tension from U.S. airstrikes in April against Russian ally Syria, expressing a desire for a Syrian ceasefire and safe zones for the civil war’s refugees. The two leaders spoke by phone for the first time since U.S. relations with Russian were strained by the U.S. attack on a Syrian airfield. They two leaders

set the foundation for what could be their first face-to-face meeting in July. Statements from both the White House and the Kremlin suggested the two leaders had a productive conversation that included North Korea and fighting Islamist militants throughout the Middle East. REUTERS

Angry U.S. lawmakers threatened United Airlines and other carriers with legislation to force improvements as they expressed disgust after a passenger was dragged off an overbooked flight last month. At a tense House of Representatives hearing where executives defended airline policies, one lawmaker threw up his hands in frustration over the problems flyers routinely face,

including complicated booking systems, confusing fees, long waits and unexplained flight delays. “We all know it’s a terrible experience,” said Rep. Michael Capuano, a Democrat from Massachusetts. “Some charge fees for baggage, some charge fees for oxygen, who knows?” The hearing could serve as a test of how the Republican-led Congress would respond to rising consumer anger. The NFL draft is sort of an abstraction to most football fans. Aside from a glorified few — the Leonard Fournettes, Christian McCaffreys and Deshaun Watsons — most of the 253 players taken in each year’s extravaganza are reduced to names, 40-yarddash times and highlight reels. The realization of a lifelong dream is reduced to a three-day, made-forTV special and oftentimes the best storylines are lost as the offseason changes the conversation to the game of football and away from the players and their struggle and sacrifice. When Eagles rookie cornerback Rasul Douglas reports to minicamp later

this month, he’ll be wearing midnight green pads, but he’ll be carrying a much heavier weight than that of his uniform and equipment. “When you have to walk to McDonald’s in the snow and you order five things and you eat two of them at 12 o’clock and you save the other dollarmenu things for later on in the day,� Douglas said not long after being selected 99th overall Friday night. “I think that was one of my craziest days.� Douglas grew up with almost no football ambition — which is good because he had almost no football opportunity. His grades were lackluster and his financial situation was grim. But a strong showing on his SATs and the grit that would later help him fight for 50-50 balls as a cornerback helped him lift himself up. “Out of high school, I didn’t even think about college and didn’t think about going to college,� the defensive back, who spent his childhood in

East Orange New Jersey, said. “My high school coach told me, ‘Go there, make a name for yourself. You can do it.’ And in junior college I struggled: sleeping on the floor and not having any money to eat. I thought about leaving, but my faith grew stronger and I wound up staying.�

May Day was marked by peaceful protests in Center City and South Philly, but hours later, a group of 30 to 50 individuals claiming to be anarchists allegedly caused more than $100,000 worth of damage while vandalizing developing blocks near Northern Liberties, police said. The group, made up of individuals wearing all black, is “believed to be associated with the anarchist protesters ‘Summer of Rage,’” a police report stated. They left signs reading “Gentrification is death, revolt is life,” and they smashed the windshields of luxury cars and splashed paint on the buildings, NBC reported. Two suspects were arrested by highway patrol officers who spotted them running away a few blocks from the crime scene. One of them, Patricia Monahan, 28, of Rhawnhurst, had a backpack that contained “a mission statement on how

to disrupt capitalism,” according to police, as well as a black scarf, a mask and a device used for shattering windows. Monahan and Geoffrey Suchocki, 45, of Doylestown, who had a black scarf around his neck, were both arrested and charged with causing and risking a catastrophe, criminal mischief, criminal conspiracy and related offenses, police said. Police said the group descended around 9:15 p.m. on the 1500 block of North Second Street and the 1500 block of North Phillip Street, in an area just above Northern Liberties lately referred to as Old Kensington. “Windows were shattered, and paint covered the side walls and sidewalks of several of the listed properties,” the police report stated. “Security cameras were ripped off buildings; windshields were shattered on several vehicles within a threeblock radius.” A property manager of the new buildings alerted police. Earlier on Monday, a fire torched new apartments being constructed by developer Ori Feibush in Point Breeze, who has also been a target of numerous antigentrification protests. The Arson Task Force was reportedly investigating the cause of that blaze.

Report: NSA collected Americans’ phone records despite law change The NSA has been gathering a vast quantity of telephone “metadata,” records of callers’ and recipients’ phone numbers and the times and durations of the calls — but not their content — since the September 11, 2001, attacks.

The U.S. National Security Agency collected more than 151 million records of Americans’ phone calls last year, even after Congress limited its ability to collect bulk phone records, according to an annual report issued on Tuesday by the top U.S. intelligence officer. The report from the office of Director of National Intelligence Dan Coats was the first measure of the effects of the

2015 USA Freedom Act, which limited the NSA to collecting phone records and contacts of people U.S. and allied intelligence agencies suspect may have ties to terrorism. It found that the NSA collected the 151 million records even though it had warrants from the secret Foreign Intelligence Surveillance court to spy on only 42 terrorism suspects in 2016, in addition to a handful identified the previous year. The report came as Congress faced a decision on whether to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA), which permits the NSA to collect foreign intelligence information on non-U.S. persons outside the United States, and is scheduled to expire at the end of this year. on one occasion in 2016, the FBI obtained information about an American in response to a search of Section 702 data intended to produce evidence of a crime not related to foreign intelligence. The report did not address how frequently the FBI obtained information about Americans while investigating a foreign intelligence matter, how-

On Friday, the NSA said it had stopped a form of surveillance that allowed it to collect the digital communications of Americans who mentioned a foreign intelligence target in their messages without a warrant. The new report also came amid allegations, recently repeated by U.S. President Donald Trump, that former President Barack Obama ordered warrantless surveillance of his communications and that former national security adviser Susan Rice asked the NSA to unmask the names of U.S. persons caught in the surveillance. POLITICS Senate votes to confirm Jay Clayton as SEC chairman The U.S. Senate voted on Tuesday to confirm attorney Jay Clayton to head the Securities and Exchange Commission, the agency tasked with policing and writing rules for Wall Street. In a 61-37 vote, the Senate approved the nomination, with some moderate Democrats joining their Republican colleagues in supporting his confirmation. Clayton could be officially sworn in as SEC chairman as soon as Thursday. The White House still must complete some paperwork, including an action by President Trump to formally designate him as SEC chairman. Clayton is a longtime partner at law firm Sullivan & Cromwell who specializes in advising clients on public and private mergers and acquisitions and capital-raising efforts. Clayton worked on the initial public offering of Alibaba Group Holding Company, and has also represented Goldman Sachs, where his wife Gretchen works. She is now expected to step down from her post, a move that will make it easier for her husband to mitigate potential conflicts of interest. REUTERS

US air-traffic revamp is overdue for boarding U.S. air-traffic control badly needs first-class treatment. Donald Trump’s administration wants to privatize the organization that coordinates flights and manages often antiquated systems. The Federal Aviation Administration, currently in charge, has faced obstacles in trying to upgrade its 1940s-era technology, a project estimated to cost about $35 billion. Canada pioneered a self-funding, stakeholder-governed model. A similar approach could work for the more complex American system if carriers, politicians and the like can dump their baggage. In most ATC operations across the United States, flight patterns are still organized on paper strips and passed by hand from one controller to another. The old-school radar used to mark planes with dots on screens can

be off by as much as three miles. There were nearly 40 million flight movements in the United States in 2015, according to the FAA. Of the much smaller number of commercial flights, over 80 percent arrive on time, according to the U.S. Bureau of Transportation Statistics, but that’s still a lot of delays. Though the FAA is gradually upgrading its technology, almost a quarter of the late arrivals are attributed to air-traffic control — and

that doesn’t include latearriving aircraft, some of which may be delayed by ATC, as well. Those advocating for a new system — including airlines as well as the administration — say that the GPS capabilities of cell phones are more sophisticated than the technology that organizes U.S. air traffic. An overhaul has been proposed multiple times since the 1990s, but policy and funding have been at the mercy of a dysfunctional Congress. The FAA was partly shut down in 2011 because of political budget squabbles, and in 2013 more than 15,000 employees, including 3,000 safety inspectors, were temporarily put on leave. Right now, Washington will probably rely once more on short-term budget extensions, and without a longer-term deal something similar could happen again. REUTERS

World’s ‘oldest person’ dies in Indonesia at 146 An Indonesian man reported to be the world’s oldest person died at the age of 146 this week, family members said on Tuesday. Sodimejo, who was known locally as Mbah Gotho, was born in December 1870, according to a government-issued ID card that media reports said had been verified by local officials in the Central Java town of Sragen. Indonesian media reported that Sodimejo was the world’s oldest person, citing his identity papers. Reuters could not independently verify Sodimejo’s age. Sodimejo’s grandson said he had been taken

to hospital last week because of his deteriorating health. “The problem was he didn’t want to eat or drink,” said grandson Suryanto, who, like his grandfather, goes by one name. He then insisted on being brought home, and died several days later, Suryanto said. Sodimejo was buried on Monday morning in a local cemetery. According to Guinness World Records, Jeanne Calment, a French woman, had the longest confirmed human lifespan. She died in 1997 at the age of 122. REUTERS

But sometimes she squeezes in a film between long shoots. One was “The Overnight.� Her latest is “Take Me,� a small, very funny indie. Pat Healy (who also directed) plays an entrepreneur with a bizarre business: He loans himself out to people who want to be kidnapped, who see it as some form of therapy. Schilling plays his latest client/victim. But as the job goes awry, it becomes clear that she’s not being entirely honest with him.

We talked to the actress, 32, as she was nursing a salad. So we wound up talking food. How’s your salad? It’s good. I dunno, I’m simple. I’ve got very plebeian tastes. I don’t care. I’m not a foodie. No? No. I really wish I was more of a food connoisseur. I eat eggs, and chicken, and cereal. I eat like a 2-year-old a lot of the time. Maybe you’ll become a foodie later in life and

get really into true fries. Truffle fries are good. But also regular fries are good, too. [Laughs] I’m just as happy eating both. I guess I don’t have a very sophisticated palate. I just like it. Award-winning artist Isaiah Zagar is known in Philly for his incredible mosaic murals and his experiential masterpiece Philadelphia Magic Gardens (PMG). On Friday, May 5 PMG is opening an exhibition that highlights some of his work in a different medium. “Interweave: Fabric Works by Folk Artists & Isaiah Zagar” will showcase a collection of textiles from countries all over the world, from woven alpaca blankets of Peru to stamp-printed patterned fabrics of India. The opening reception is from 6 p.m. to 9 p.m. on May 5. Guests will be served light fare and a complimentary glass of wine.

By the time of his death at age 49 in 1990, composer Julius Eastman was

all but forgotten. A decade of erratic behavior fueled by drug abuse left him homeless, his career in shambles. Much of his music had been lost or scattered. It took eight months before the Village Voice took notice of his passing and printed an obituary. More than 25 years later, Eastman’s music is enjoying a resurgent popularity: the composer

has been the subject of a recent anthology of essays, “Gay Guerrilla�; a three-CD set, “Unjust Malaise,� among other recordings; and appreciations in the New Yorker, The New York Times, The Guardian and other publications. Throughout this month, Bowerbird will present the first large-scale retrospective of Eastman’s music with four concerts at the Ro-

tunda and an exhibition exploring his legacy at Slought Foundation. The project includes modern premieres of several compositions previously considered lost and rediscovered only after intensive, archaeological detective work. “I hope that people will come away with a much wider understanding of Eastman as a composer, incorporating a

much wider range of his musical styles,� says Bowerbird director Dustin Hurt. “I’d also like it to move past this tragic narrative that’s oft repeated but isn’t necessarily true.� While Eastman’s death and final years were no doubt tragic, Hurt points out that the composer enjoyed a great deal of acclaim and attention during his lifetime. He was a renowned vocal-

ist who toured with Meredith Monk. He performed with Zubin Mehta, Pierre Boulez and John Cage, gave recitals at Carnegie Hall and Lincoln Center, and was nominated for a Grammy. “He was pretty famous,� Hurt says, “or as famous as you can be in new music.� He adds, “Ironically, perhaps sadly, this striving to be a ‘complete artist’ may have actually been the thing that led to his downfall: the refusal to participate in the normal routines of life.�

The NFL draft in Philly was an overwhelming success by almost any measure — economics, football awareness or even peace and civility. There were no batterythrowing incidents, no high-profile fan arrests or violence and nothing headline-worthy to take away from a memorable weekend celebrating football. But one takeaway from anyone on Ben Franklin Parkway or watching at home on TV is that Eagles fans know how to boo. They booed Roger Goodell, the booed any and all Cowboys picks, they booed Giants’ fans and Redskins fans. Patriots fans got some hate. Vikings fans took some heat for their team’s decision to trade for Sam Bradford. 49ers fans were forced to eat some crow for their dalliance with former Eagles head coach Chip Kelly. Perhaps the biggest nobrainer in the NFL, Eagles and Cowboys fans do not get along. The hatred is deep and it is mutual. Philly is just 50-62 in 112 regular season meetings and 1-3 in the playoffs, giving Dallas the upper hand. It will be exciting to watch the rivalry grow into a new generation as Carson Wentz and Dak Prescott get set to duel again for their second seasons respectively.

2. Giants

The Eagles have faced no NFL team as often as they’ve faced the Giants and in 164 regular season meetings the teams are separated by less than 80 points (3,131 to 3,209 in favor of New York). The squads have split four playoff games and have played two Miracles in the Meadowlands. A strong hatred for Eli Manning has also fueled the fire in recent years.

The fact that Washington’s football team has a controversial name doesn’t help their cause

Flyers rebuilding plan gets accelerated with NHL draft lottery luck The Flyers got some unexpected good news when they won the second overall pick in June’s NHL draft. ERIC GOLDSTEIN @EricEsponda sports@metro.us

This season was not a total loss for the Flyers. Although they remained home during the playoffs for the third time the last five years, they are assured to end up winners in the draft. Originally slated to pick at No. 13, the Flyers bucked the odds and came out with the second pick in the draft lottery held in Toronto on Saturday. They had less than a 3 percent chance of moving up to the No. 2 slot.

So now, instead of taking a second-tier player and waiting a few years for him to mature, they will likely leave next month’s draft in Chicago with an elite forward who is projected to make an instant impact on their roster, possibly as early as this fall, and accelerate their rebuilding process. “Obviously we’re excited,” Flyers General Manager Ron Hextall told reporters on a conference call this weekend. “It’s a big day for our franchise.” The players atop every team’s board are centers Nolan Patrick and Nico Hischier. Patrick, who is listed at 6-foot-2, 200 pounds and was a teammate of Ivan Provorov’s in juniors, scored 20 goals and finished with 46

points in 33 games. His season was cut short due to sports hernia-related injuries. The year before, though, he had 41 goals and 102 points in 72 games. At 6-foot, 175 pounds, Hischier tallied 38 goals and 86 points in 57 games en route to winning the Quebec Major Junior Hockey League rookie of the year this past season. In its latest rankings, NHL Central Scouting has Patrick slightly ahead of Hischier. “I’m not going to talk about who we’re going to pick,” Hextall said. “We know we’re going to get a good player.” However, Hextall will just have to wait to see which 18-year-old the Devils, who won the draft lottery, decide to take with the first pick.
